While parents learned about signs of child abuse, kids had the opportunity to do activities such as get their faces painted. In recongition of National Child Abuse Prevention Month, Culpeper Human Service hosted its inaugural child abuse awareness event for the public on April 9 at Full Circle Thrift. “It’s not a big issue (in Culpeper),” said Culpeper Human Services Assistant Director Sarah Berry. “It’s more about awareness. We just want to make people aware that it may be out there.” The event had resources for parents on the dangers of co-sleeping as well as information on how to report and recognize child abuse. In Culpeper, Berry continued, Services recieves about 40 reports of child abuse per month. Of the

Business owner raises money for Parkinson’s Sonya Pancione wanted to bring together fashion for a cause. Sonya Pancione’s dad was her best friend. She could go to him when she needed advice be it personal or businesses. When she lost him to Parkinson’s disease in May 2019, though, her quest to keep his memory alive just began. “He was absolutely the most intelligent man I’ve ever met in my life,” Pancione said. “He was brilliant at sports. Everything he touched he was great at.” Pancione, owner of The Rusty Willow Boutique on East Davis Street, hosted her inaugural Spring Fashion Show at The Refinery on April 10 to raise money for the Parkinson’s Foundation. “Since April is Parkinson’s Awareness Month, we were trying to figure out a bigger plan to raise more money and awareness,” Pancione said. Johnny Ross Camp, who worked as the auditor general of the Department of Defense before retiring, was diagnosed at 62-year-old soon after Pancione’s mother passed away. “I think the trauma of her loss really kick-started his Parkinson's into

Parkinson's disease is a progressive nervous system disorder that affects how a person moves, and is most notable for causing hand tremors. Founded in 1957, the Parkinson’s Foundation’s mission is to make life better for people with the disease by improving care and advancing research. Pancione had seven models, showing off 35 outfits consisting of clothes carried in her store. Models

ranged in age from 12 to 60. “I really tried to think outside of the box,” she said. “(I thought) ‘Who shops at my store?’ Young girls all the way up to grandmas shop at my store so let’s show them all. Local businesses chipped in to help the show go off without a hitch including donating food and services such as photography. Other businesses like BOOM Fitness and Poppy and Chalk donated raffle prizes. “I wasn't even expecting for it to blow up as big as it's blown up,” Pancione said. Even before Pancione decided to raise money via the fashion show, she began donating a portion of her proceeds from her store to the Foundation in 2017. So far, Pancione has raised upwards of $30,000. Before opening her thriving downtown business, Pancione worked as a criminal and family lawyer. When it no longer became fulfilling, she decided to stay home with her five kids. However, after repeatedly visiting a boutique in Mississippi while visiting

and helping her grandmother, “We fell in love with it,” Pancione said. “We fell in love with the small business side of fashion.” She became so inspired, she decided to open up her own shop. “I came home and I told my husband, ‘I think I know what I want to be when I grow up now.’” After putting together a business plan, she met with her father over lunch to have him review it. “My dad was my go-to for everything in my life,” Pancione said. “He always used to say I’m not trying to sway your decision. I’m educating you on your decision.” Once he gave his seal of approval, Pancione knew she had to go for it by opening up her first location in Warrenton before ultimately moving down to Culpeper. “My dad was huge with my business. Famed Inn at Little Washington has big plans Destination in neighboring Rappahannock County maps expansion, diversification Rappahannock County’s largest private business – the renowned Inn at Little Washington – is working to translate its dazzling culinary success to a broadened hospitality and retail enterprise focused on what its everinventive leaders think of as “lifeaffirming experiences” – all the while expanding the options for delicious food. Proprietor-Chef Patrick O’Connell, 76, and General Manager Robert Fasce, 54, are mapping the Inn’s next chapter, the latest addition being the $1 million acquisition of a building next door; they’re now analyzing just what to do with it. The Inn is growing with no master plan, no board of directors, and no executive advisors. The expansion and diversification drive – the campus of Inn-owned structures in Washington, Va., now stands at 25 – builds on a continuous conversation between O’Connell and Fasce, a chef himself who is on his third stint at the Inn. Here’s what’s on the current menu of priorities and possibilities: • The Inn would like to add as many as 10 meticulously decorated rooms, in addition to the current 23. • E-commerce sales of branded Inn at Little Washington items, which exploded last Christmas, will shift to a fulfillment center to be built on 11 acres of commercially zoned land the Inn owns opposite the Quicke Mart on U.S. Route 211. • The successful launch of Patty O’s Café & Bakery, designed to be a more affordable dining experience, has sparked exploratory conversations about establishing replicas in highdollar destinations like Palm
built and managed by the Inn, for guests seeking regular access with few maintenance burdens. The addition of more rooms emerges as a near-term priority. Most of the accommodations reserve for more than $1,000 a night, with the capacious, two-bedroom Craig Claiborne House listed for $4,425 a night. Guests apparently aren’t deterred by the rates, reserving months in advance, and Fasce figures that new rooms won’t sit empty. Meanwhile, a meal for two at the Inn – after a bottle of wine and payment of state and county taxes – tops $600. HOSPITALITY ON STEROIDS LUKE CHRISTOPHER FOR FOOTHILLS FORUM

(Because rooms are significantly less labor-intensive than meals, overnights are desirable.) • A new event space would add to the capacity for weddings and conferences. This project was sidelined during the pandemic but now may be revived. • Early deliberations could lead to a long-shot real estate venture involving cottages designed,

Running through the blizzard of ideas is an intense focus on the Inn’s particular culture. The enterprise is O’Connell’s invention, but it succeeds and endures only when others understand it. Asked what defines The Inn at Little Washington, staff and patrons agree on a few core concepts: It’s about hospitality on steroids, uncompromising commitment to beauty – but tempered by humor and kindness. It’s about going beyond the strictly necessary at every turn, transforming eating and sleeping into art forms. O’Connell has no plans to retire, but while avoiding discussion of succession scenarios, he and Fasce think seriously about the future. Fasce declares: “The universe needs an Inn at Little Washington,” a respite from ordinary time and an escape from the stresses of success. Humor keeps the atmosphere more friendly than fussy: cheeses are served from a sculpted cow on wheels, and O’Connell boasts that the dress code consists only of a ban on wet bathing suits, which would damage the upholstered seats. The challenge will be extending the alchemy of the O’Connell kitchen into a broader enterprise. What’s coming is “new but with the same soul,” says Fasce. PANDEMIC SHOCK: RECORD REVENUES

The bold expansions follow a period Fasce calls “a perfect storm of success”: in 2018, a third Michelin star; in 2020, a near-miraculous boom during the pandemic, which staggered other hospitality businesses; and in late 2021, the opening of Patty O’s Cafe & Bakery to rave reviews. The Inn’s experience with the pandemic points to a capacity to manage the unexpected, which Fasce believes will be crucial in the next chapter. When COVID-19 swept

the country, the Inn went through a two-and-a-half-month shutdown, sidelining 165 staffers in the spring of 2020. Ten weeks later, the Inn began staffing up. O’Connell credits Fasce with the imaginative touch many guests will long remember. “We were only permitted to be at half occupancy so we had to come up with a plan to make the dining room still appear full and jolly,” he recalls. “Knowing that I love fantasy, folly and fun, Bob proposed that we bring in mannequins to fill the empty seats. I loved the idea and we found a theater company willing to help us dress and stage them. Stories about our mannequins appeared all over the world.” TAMING COUNTY CONFLICTS
In a county marked by divisive fights over new structures and new ideas, the Inn’s inventions might be expected to ignite the next culture war. In the 1990s, some local residents railed against the Inn’s postcardperfect renovations and its parade of glitzy visitors. And the more recent displacement of the humble Country Cafe to make room for the upscale Patty O’s stirred resentful notes on a local listserv. But Washington residents have become accustomed to living in a company town, aware that the Inn generates as much as $600,000 in meals and lodging taxes for Washington’s coffers. “It’s hard to imagine being critical of what they’ve done to date,” says Supervisor Keir Whitson, who represents Hampton District, which includes Washington. “They’re the economic anchor of our county.” And recent clashes suggest that citizens dread aggressive housing developers far more than affluent tourists, who, after all, return home without making lasting demands on local infrastructure or schools. The Inn’s approach to expansion is as important as its contribution to local tax revenues. Its growth has been incremental, and concentrated on rescuing existing buildings from neglect. Starting with O’Connell’s conversion of the gas station that became the original restaurant in 1978, “he hasn’t built a lot of new stuff,” Whitson points out. “He’s repurposed old stuff. With the Republican primary looming on June 21, Republican Candidate for Virginia’s 7th Congressional District Yesli Vega’s campaign stopped in Culpeper on April 2 to speak to area business owners about inflation, regulations and how they’ve been affected by the Biden administration’s policies. “Times are tough right now, and so this is the American spirit,” Vega said. “You know, that when times are tough, you do whatever you need to do to overcome and these folks continue to thrive in the midst of adversity. They’re making the best out of it.” Vega began her career as a police officer, serving in departments around Northern Virginia. However, in December 2018, she decided to campaign for an open seat on the Prince William County Board of Supervisors, which she won with over 80% of the vote.

After departing from the Culpeper Republican Headquarters on South Main Street, Vega visited with Shenandoah Garden Spot owner Greg Garr about some of his struggles as a local florist. “Finding employees is definitely a challenge,” he said, adding God owns the shop but he runs it. “I’m paying school kids $16.50 per hour to come in after school (to show) you how bad it’s gotten. It’s a tough one.” Garr added if he hired six people, five would quit by the next week.

“Wow, so the turn over rate is quite high,” Vega said. “The more that we have less employees, the harder it is on our employees,” Garr added. Vega also visited the recently opened Culpeper Cheese Company to speak with owner Jeffrey Mitchell about the expansion he hopes to accomplish in the future. “This is phase one,” Mitchell said. “We’ve got the whole building to grow into.” While he currently sources his products, Mitchell told Vega he hopes to begin making cheese in Culpeper as the necessary elements such as milk can be scoured locally. The issue, however, lies in the guaranteed security needed for dairy farms to sign on. Moving Meadows Farm & Bakery owner Wally Hudson told Vega about the struggles he’s had procuring some of the necessary ingredients he needs to make his signature bread. While previously making their bread with their signature wheat from Montana, Hudson now finds it near impossible to find with the prices skyrocketing. “The price of that has jumped 45% since December,” he said. “In December, it was roughly $24 per (50
lb) bag and now it's $34 and I can’t get it.” Hudson explained he had a meeting with a grower whose farm is just east of Fredericksburg to supplement the loss. He continued he could realistically drive there if he needed more product. “Short food chains are the thing right now,” he added. The district’s Republican ballot boasts 11 candidates, the second biggest primary ticket in the Commonwealth behind District 10. As a mom, Vega said, she has to buy groceries and pump gas so she understands the struggles Culpeper residents have, be they Democrats or Republicans. “(It’s important to understand) that we’re all hurting as Americans and that we need better representation down in Washington that's going to fight on behalf of the American peoples’ best interest,” she said. Yesli faces challengers such as Bryce Reeves, who currently serves as a member of the Virginia State Senate, representing District 17. His term ends on January 10, 2024. The seat is currently held by Democrat Abigail Spanberger, who is running for another term. maria@culpepertimes.com

Culpeper Police Department stops sexual assault After receiving multiple 911 hangup calls, the Culpeper Police Department were able to stop a sexual assault in progress. Just before 2 a.m. on April 3, the Culpeper County E-911 Center received multiple 911 hang-up phone calls, police said. Each time the dispatchers answered, the caller hung up. Finally, the caller was able to stay on the line long enough for dispatchers to determine the calls weren’t accidental. Even though the caller wasn’t able to provide any location information, the E-911 Center was able to use the Rapid SOS system to provide a general location of the 800-block of Sperryville Pike. When officers responded to the area to investigate. they found a sex-
ual assault in progress and were able to stop the assault and detain the suspected offender, police continued. As a result of the investigation, the department charged Enrique Domingo Morales, 23, of Bealeton, with felony Attempted Rape by Force/Threat, felony Abduction by Force/Intimidation, misdemeanor Assault and Battery, and misdemeanor Unlawful Obstruction of Messages (interfering with the summoning of emergency services). He was arrested and is currently being held without bond at the Culpeper County jail. Based on the investigation, it was determined that Domingo Morales met the victim at a bar in Culpeper. Domingo Morales offered her a ride home, which she accepted. There was
no indication the two knew each other beforehand. Instead, he took her to an isolated location in the 800-block of Sperryville Pike and attempted to rape her. The victim tried to call 911 but each time Domingo Morales hung up the phone on dispatchers, until the victim was finally able to stay on the phone long enough for dispatchers to send law enforcement, police said. This investigation is active and on-going. Days later, the Culpeper County Sheriff ’s Office announced Domingo Morales had an ICE detainer lodged against him. According to the department, Domingo Morales entered the country in 2014 as a juvenile. In 2016, he failed to
appear as ordered for his immigration court date, and the judge ordered that he be removed from the United States. In July 2020, using a different name, Domingo Morales was convicted in Virginia on two counts of assault and battery on a family member. He was sentenced to 120 days in jail, which he served in a jail that does not honor ICE detainers, the department continued. co-responder Tracy Ford became certified. CIT programs create connections between law enforcement, mental health providers, hospital emergency services and individuals with mental

illness and their families. Through collaborative community partnerships and intensive training, CIT improves communication, identifies mental health resources for those in crisis and ensures officer and community safety.
In a partnership with Rappahannock Rapidan Community Services, the department hosts two co-responders, who respond to calls for people in crisis to further help with necarry services.

Medovyk – Ukrainian Honey Cake Every Ukrainian housewife knows this recipe and makes it pretty frequently since Ukraine is the number one honey supplier in Europe. My mom makes this cake occasionally for New Years, birthdays, Easter or simply when she expects dear guests.
For layers: • • • • • • • •
Approximately 3 or 4 cups flour One stick unsalted Butter 2 eggs 1 cup sugar 1 cup honey Vanilla extract Pinch of salt 1/3 tablespoon baking soda
For cream: • 8 oz softened cream cheese • Approximately 1 1/2 cups heavy whipping cream • 2 cups powdered sugar • Pinch of salt • 2 teaspoons vanilla extract
In a large saucepan, let the stick of butter melt a bit and on low temperature. When it starts to melt, add sugar, salt, honey and egg. Keep mixing on low temp and let it all melt, approximately 15 minutes. Do not boil. At the end, add baking soda and mix for another minute. Take off this mixture from stove and mix in flour, one cup at time. Add more flour if the dough is still super sticky. Keep mixing with spatula or hand. Roll into a ball. Dough should be soft, slightly sticky. Wrap it in plastic wrap and put it in the refrigerator for at least two hours. When ready to prepare, let the dough soften outside the refrigerator. Cut into 8-10 approx 8 inch diameter circles and place on a baking sheet. Punch circles with a fork several times before baking in a preheated oven 350 degrees until golden brown. Let cool completely.
For cream: Whip cold heavy whipping cream with mixer until standing peaks, add cream cheese, powdered sugar, salt, vanilla extract and mix again until completely blended. The Culpeper Downtown Farmers Market committee launched its inaugural Culpeper Downtown Farmers Market pop-up shop. Items are printed in Downtown Culpeper and will be available for pick up at the Farmers Market or shipped to you. To view and purchase items, go online to https://crifarmersmarket.itemorder.com/shop/sale/. The Culpeper Downtown Farmers Market is held from 7:30-noon on Saturdays beginning in May and run
Empowering Culpeper will distribute food boxes from 9-11 a.m. on April 16 at the Culpeper United Methodist Church. COVID-19 precautions continue to be in place. Volunteers and individuals attending the event will be asked to wear masks and social distance. Anyone who is sick is asked to stay home to slow the spread of COVID-19. Individuals may enter the church upon arrival, where they will be given a number. Their number will be

Data center to generate high tax revenue By investing $330 million, Amazon would pay $23 million over five years. Culpeper County will soon reap the financial benefits of hosting one of the world’s largest e-commerce and cloud computing companies in its own backyard. “Any major investment and attraction project like this one is discussed in the industry,” said Culpeper County Economic Development Director Bryan Rothamel. “It further highlights Culpeper County as a potential location market for growth.” During a nearly four hour meeting on April 5, Culpeper County Board of Supervisors voted 4 to 3 to approve a rezoning request of over 230 acres of agricultural land on Route 3 in Stevensburg to light industrial, paving the way for Amazon Web Services to construct a data center. During discussions amongst both the Culpeper County Board of Supervisors and Planning Commission about the project, both
county staff and members of the public spoke about a “$500 million” investment by Amazon into the county. According to Rothamel, the applicant provided the figure as its anticipated investment number. In terms of tax revenue, Rothamel continued, his department would estimate tax revenue based upon 66% of the $500 million investment being in computer equipment, which is subject to business personal property tax, and the remainder in building costs, which is subject to real estate tax. An applicant that invests $330 million in computer equipment would pay an estimated excess of $23 million over five years based on Culpeper County’s current personal property tax rate and depreciation schedule, Rothamel said. Until the project is assessed, for both personal property and real

estate, no exact figure can be given. The real estate would be assessed based upon the value of industrial land and for the building value. Assessment is handled by the county’s real estate assessment office. Total tax revenue is projected to exceed $5 million with the possibility of being much greater, he continued. Amazon estimated $5-$8 million annually. "We have to approve some of these economic development projects,” Chairman Gary Deal said during the meeting. "It's not like we're going to approve another down there. We need one that's going to bring in $5-$8 million per year. We need that." Woodbridge-based development firm Marvell Developments LLC, a subsidiary of Amazon, submitted the request for 20420 Germanna Highway - currently the location of Magnolia Equestrian Center LLC -

in order to construct two buildings, totaling over 400,000-square-feet. According to the rezoning application, the total number of employees in each building will be approximately 45, but only about 32 employees for each will be on the property at any given time. Employees will be comprised of engineering technicians, data center operators, security personnel and logistics personnel. Additionally, a six acre electrical substation would also be constructed on site. In terms of next steps, Rothamel said, the project will next be required to submit a site plan, which will be handled by the planning department. Prior to being considered by the supervisors, the Culpeper County Planning Commission on March 9 voted to recommend the denial of a rezoning request in a 5 to 4 vote. maria@culpepertimes.com
Amazon projected to affect rural viewscape Culpeper’s agricultural landscape may be forever changed. Nestled in between two of Culpeper County’s historic sites lay plans for construction on two industrial buildings on over 230 agricultural acres courtesy of Amazon Web Services. Currently the location of Magnolia Equestrian Center on Route 3 in Stevensburg, the property will soon house over 400,000-square-feet of structures and a six-acre substation with the backdrop of Culpeper’s rolling agricultural lands. “I would say personally, and certainly the way PEC views it, is(we
were) incredibly disappointed,” said Senior Policy Manager and Field Representative for Culpeper, Madison and Greene counties for The Piedmont Environmental Council Adam Gillenwater. Nearly 40 members of the public took to the podium during a Culpeper County Board of Supervisors meeting on April 5 to outline their objections to the application’s passage. Despite hours of requests for denial, the measure was passed with a 4 to 3 vote.

The home was placed on the Virginia Historic Landmarks Register in 1969 and on the National Register of Historic Places in 1970. Hansbrough Ridge, which sits on the opposite side of Route 3, played an instrumental role in the Civil War in many aspects including hosting 20,000 soldiers of the Army of the Potomac’s 2nd Corps for five months during the winter of 1863-1864. Gugino, who represents the Stevensburg district, indicated during the tour that she had primarily heard negative comments about the proposed project. “I’ve been hearing nothing but, ‘Please protect our farm land. Please protect our character,’” she said. “It’s really their input that matters to me over my personal convictions.” The majority, she continued, indicate it’s “the right time, wrong place.” “We don’t think it’s good land use planning to essentially spot zone agricultural land or land in general
for that matter to industrial use to accommodate proposals like this,” Gillenwater said. Another objection, Gillenwater said, was how fast the application seemed to move through the county’s staff, advisory board and taxing body. “There was no reason for it to move as quickly as it moved, considering the significant degree of impacts that (it’s going to have).” Prior to the vote, PEC took direct actions with the public to educate them on the pending passage by taking an advertisement on Facebook. “Now it's more important than ever that supervisors hear from their constituents about the impacts this industrial rezoning would have on a rural and uniquely historic/scenic area of Culpeper,” it read. “Urge the Board to do the right thing and encourage Amazon to seek a location in the County that is already industrially-zoned for data centers.” Gillenwater also projected “several dozen” people used a website they created to send letters directly to supervisors. maria@culpepertimes.com

Floyd T. Binns Middle School students took to the stage at Eastern View High School for their rendition of Moana Jr. during performances throughout April 1-2. Lead by Choral Director and Producing Director Mary Kidd Flemming, the cast and crew of 39 students including Moana's best friends Pua and Hei Hei, her parents Chief Tui and Sina and grandmother Gramma Tala sang songs and danced all while reciting lines and lines dialogue. Eighth grader Samarni Teodoro starred in the musical inhabiting Moana along with co-star Maui played by sixth grader James Reed-Flowers. The musical is based off of the 2016 Disney film Moana where a teenager of the same name takes on a mission to save her island and people. On her journey, she meets interesting characters including demigod Maui and shiny-obsessed Tamatoa the Crab.

Community and school partnerships are an integral part of Career and Technical Education in Culpeper County. The collaboration with our Culpeper Chamber of Commerce, Career Partners, Inc., and many local businesses and organizations are instrumental in helping our students succeed. Our stakeholders come together by truly working together with educators to make meaningful, long lasting connections with our students. Recently community and school volunteers interviewed high school juniors in our Economics and Personal Finance classes as part of our Career Partners, Inc. Mock Interview program. Students created resumes and cover letters during class for their hypothetical job. Interviewers critiqued the written material and ten minute interview with each student. Over 100 volunteers participate in this amazing program each year. Students tell us

this is one of the most worthwhile real-world experiences that they have in high school. This interview practice is a definite plus for students as they work towards their future endeavors. The members of the Class of 2022 can put their interviewing skills into action on April 13th as thirty outstanding businesses will participate in our 3rd Annual Senior Job Fair to interview graduating seniors for internships, summer jobs or for a full time career. This amazing event happens thanks to our incredible partnership with Virginia Career Works and specifically Mr. Marty Bywaters-Baldwin. All seniors who connect with a business for employment or are entering the military will be recognized at our 3rd Annual CTE Signing Day in May. The fantastic Culpeper Economic Development team of Bryan Rothamel and Winona Pritts are constantly volunteering their time
and expertise to help our programs improve at all of our secondary schools. Our next collaboration focuses on the greenhouse industry and our Agriculture programs. The best way to reduce the number of homeless pets is to spay and neuter pets and feral cat colonies. This in turn reduces the number of animals euthanized in the Shelter. Spay/neuter, coupled with other lifesaving programs that keep pets in homes, helps Culpeper become a No-Kill Community. Here we address the most common concerns we hear about spay/ neuter. THEIR PERSONALITY WILL CHANGE!
Their personality will not change, but their behavior will most likely change for the better. For instance, neutered male cats will have less reason to roam (and get hit by cars), get into fights with other cats, and diminished territory marking. Getting older does not equate with becoming sad and lonely. Many older adults are happy living active, productive lives. But there is no doubt, as we get older our world is constantly changing. The good news is with greater awareness we can take steps to maintain and strengthen our ties to family and friends, expand our social circles and become more involved in the community around us. Some simple tips to help you stay engaged as you age: Strengthen your existing relationships by reaching out to friends and family to see a movie or visit a museum. Make an effort to call or visit a friend. Meet your neighbors. Don’t let being a nondriver stop you from staying active. Find out about your transportation options.
