Methadone treatment facility opens in Culpeper Staff-contributed While the coronavirus introduced the world to a new sickness, it also exacerbated an old epidemic for which there is no vaccine - addiction. Culpeper Treatment Services, however, hopes to help quell opioid addiction by offering medication-assisted treatment. The facility treats addiction by prescribing methadone and buprenorphine, which a company news release calls the “gold-standard” in opioid addiction treatment as the drugs curb withdrawal symptoms and prevent relapse. In addition to methadone and buprenorphine, the facility offers individual, family and group counseling as part of what the company calls “a holistic approach to patient care.” Other focus areas include cognitive behavioral therapy, relapse prevention, nutrition education, meditation strategies, life skills counseling and more. The ultimate goal of such treatment is full recovery. “This treatment approach has been shown to improve patient survival; increase retention in treatment; decrease illicit opiate use and other criminal activity; increase patients’ ability to gain and maintain employment; and more,” a company news says. Located at 571 James Madison Highway, Suite D, the new facility is the New Jersey-based Pinnacle Treatment Centers’ eleventh outpatient facility in the state. The company has over 100 locations and serves 30,000-plus patients daily in Virginia, California, Georgia, Indiana, Kentucky, New Jersey, Ohio and Pennsylvania. The facility opens its doors during a time in which the news release says “addiction treatment is desperately needed” as the opioid epidemic is “more severe than ever” after a coronavirus pandemic-in-

Furthermore, state data shows that the Fredericksburg region saw 161 drug-related deaths last year, of which 125 involved fentanyl. Joe Pritchard, Pinnacle Treatment Centers’ CEO, noted that the coronavirus has both “wreaked
havoc on the healthy” while causing “chaos and destruction” among those already suffering from addiction. “We’re just so relieved to finally open our doors in this community so we can begin to help residents find a path to recovery,” Pritchard said. Dr. Ashley Clark, Culpeper Treatment Services’ executive director, said the care provided at the facility “is through a trauma-informed ap-
proach.” “Because we know, more often than not, our patients have a history of trauma and it’s what has led them to drugs to alleviate difficult and uncomfortable emotions,” Clark said. Women’s Lift: Reconnecting after a year of isolation By Josh Gully

After a year of virtual events and being homebound, area businesswomen ditched the “new normal” induced by the coronavirus pandemic and gathered for Women’s Lift, the Culpeper Chamber of Commerce’s annual professional development event. The program’s theme this year, fittingly, was “reconnecting.” While that may have been the case, Amy Frazier, the chamber’s event coordinator and Women’s Lift planning committee member, explained the program also allowed for participants to build new relationships. Women’s Lift took place in three segments over three days including a half-day event at Old House Vineyard that featured guest speakers, a scavenger hunt and a meal. Participants also completed a crafts project in which each table was given cutouts of large flower petals while each individual was given a smaller petal. After decorating the petals with keywords such as “hope” and “freedom” along with a myriad of artistic designs, Sarah Langland, a Women’s Lift planning committee member, explained “they all work togeth-

It all wrapped up with a happy
hour at Mountain Run Winery. While Women’s Lift usually is a one-day event, Frazier said the planning committee — which also included Jamie Clancey, Tabitha Perryman, Jennifer Margerum and Gretchen Franti — decided to extend it as a way to challenge each other to live up to the event’s theme and continue reconnecting.
Women’s Lift's signature sponsor was Freedom Street Partners, which has been operating at 604 S. Main St. for about a year and a half. Scott Danner, the company’s CEO, explained that Freedom Street Partners decided to back Women’s Lift because the business wants to invest in the community. Another reason behind the decision to sponsor the event, Danner added, is that females make up about 70% of its executive leadership team. “We really invest heavily in women leadership and it’s really guided our company to a high level,” he said.

Staff contributed The NAACP Culpeper Branch, also serving Madison and Rappahannock Counties, recently awarded seven scholarships to area high school students. This is the largest number of scholarships awarded in a single year in the branch’s history. Recipients included Eastern View High School students Lloyd Elliott Davis, Hailey Dodson, Chantel Moore, Macey Moore, Mahida Rehman and Paige Nicole Rankins. Davis plans to double major in musical theater and computer information systems at James Madison University. A well-rounded student, Davis took 30 hours at Germanna Community College in addition to his high school courses, worked a part-time job, and participated in many school activities. Dodson plans to pursue a nursing degree and become a traveling nurse. She has been active in community service programs and maintained a stellar GPA in addition to working several jobs while in high school. Chantel Moore plans to study international relations and eventually pursue a Master’s degree in security studies. She is an accomplished student with a strong sense of service to her community and her country; she has demonstrated this through her high school achievements as well as her goals to work for either the CIA or the Navy. Macey Moore plans to attend Ferrum College in the fall and pursue a degree in Elementary Education with a minor in psychology. A leader and a scholar, she volunteers with several community organizations, is a member of the National Honor Society, and has excelled in athletics. Rehman plans to attend Northern Virginia Community College and then Virginia Tech. Her ambition, drive, intelligence, and work ethic, as well as her sense of service to her community, have prepared her well for the degree in criminal justice that she hopes to pursue. Rankins, who will attend the University of Virginia in the fall, has consistently excelled as a scholar-athlete in her high school years. She plans to study pre-med and

Culpeper County High School’s Reilly Tanner was also awarded a scholarship. He will study acting and performance at Western Carolina University, where he has hoped to go since the age of seven. He has delighted audiences as a stage actor throughout his high school years and hopes to eventually be a voice actor with Disney one day. Laurel Blackmon, NAACP Culpeper’s education committee chair, said the organization was able to offer so many scholarships because of the community’s generosity. These students are inspiring, and we are honored to be able to provide support as they pursue their dreams and continue to serve their communities in meaningful ways,” she said. NAACP President Dr. Uzziah Harris said offering people a chance at education is offering the opportunity to better their lives and the world. “An educated society is a more tolerant and compassionate society, an educated society is a safer society, an educated society is a society that will not only survive but thrive,” Harris said. “The NAACP is glad to do its part in contributing to the lives of young people and ensuring them an opportunity to not only continue in their educational pursuits but to spearhead the effort in being the next generation of change agents in a thriving society.”

Germanna board member recognized for contributions The county government recently lauded the positive contributions of William E. Thomas, Culpeper's outgoing representative on Germanna Community College's board. The board of supervisors passed a resolution in Thomas' honor that described him as a man who "served with great dedication" while expressing "genuine love and concern for Germanna students have resulted in him rarely missing a Germanna event over the past decade and providing financial and other support." During his association with the school, accomplishments reached were far and wide. The resolution explained that Thomas' leadership contributed to the school offering additional services at the Daniel Technology Center and construction of the incoming career and technical education center. Further focusing on career and technology education, Thomas also helped lead the charge to expand Germanna's workforce development training that includes an apprenticeship program. The school also doubled the capacity of its nursing program during his tenure. Additionally, his efforts helped establish Germanna's Early College program allowing local high school students to obtain associate's degrees at the technology center. Fallen heroes honored at Culpeper National Cemetery By Josh Gully CULPEPER TIMES
The sad reality of war is that not every soldier returns home. During a Memorial Day service at Culpeper National Cemetery, guest speaker Elizabeth Hutchins shared the story of one of the countless soldiers who died fighting for their country. She relayed the story of Mitchell Broske, her husband’s uncle, who died at 24 in April 1944 while participating in a D-Day rehearsal known as Operation Tiger. Hutchins explained that 30,000 American soldiers manned LST ships as they prepared for the rehearsal. Due to communication failures, however, the LSTs were left unprotected and torpedoed by German boats. A day later, the LST289 on which Broske was aboard was struck by a torpedo and he was later declared dead. He was one of 749 soldiers who died — from torpedo attacks, friendly fire and drowning — in the operation Hutchins described as a “disaster.” The misstep, which she noted resulted in five times more deaths than on D-Day, saved thousands of lives two months later when troops stormed Utah Beach.

Hutchins noted that the purpose of Memorial Day and such ceremonies is to reflect and remember the dead while enlightening others of their sacrifices. She added that citizens must ensure younger generations know of these sacrifices so they truly appreciate freedoms enjoyed today. Hutchins encouraged veterans to not let their stories die with them and to share their experiences so everyone understands how indebted the country is to its heroes. “The reality of military service is that not everyone will make it home. Let us share their stories. Let us learn from their patriotism and sacrifice and unite as a country to uphold the ideals of our nation, working to protect our liberties and to provide justice for all,” she said. Jason Hogan, Director of Culpeper National Cemetery, said the gathering was meant to reflect while honoring “'the ultimate sacrifice” soldiers made for their country. He noted that the dead soldiers, who are not always recognized, fought for our freedoms and
way of life. At the national cemeteries, he added, “the price of freedom is visible each day.” The men and women resting at Culpeper National Cemetery, he noted, loved America and understood the importance of protecting freedoms, rights and citizens. “America is the country it is today because of the brave men and women whose sacrifice continues to inspire each new generation of service members,” he said. Quoting Abraham Lincoln near the end of the Civil War, Hogan said the living have an obligation to remember those killed in battle. “‘From these honored dead we take increased devotion to that cause for which they gave the last full measure of devotion,’” he said, quoting Lincoln. “‘That we highly resolve that these dead shall not have died in vain. That this nation, under God, shall have a new birth of freedom and that the government of the people, by the people, for the people, shall not perish from this Earth.’”

Windmore Foundation for the Arts announces two scholarship winners for 2021 The Windmore Foundation for the Arts has announced its arts scholarships in honor of late Artists Dorothy Skelton and Millie Lane. Winners are Lloyd Elliott Davis of Eastern View High School and Anneliese Mabie from Orange County High School. Davis was involved in the Student Council, National Honor Society, Choir, Theater and Music. Davis sang and danced in high school and assisted with performances. During the four years of high school he volunteered for Chorale Boosters setting up for events and mentoring other choir members. Davis was also the Choir Note Flight Manager, inputting all the music into the online system so students could access it and learn their parts. His favorite opportunity was to conduct the choir when they performed at the National Tree lighting in 2019. He will be majoring in musical theater performance and music education at James Madison University. Mabie was involved in theater performances; played the oboe in the band; was in the National Honor Society; and attended the Blue Ridge Virtual Governor’s School Capstone Project for Graphic Design in Theater. She will major in art and visual technology with a graphic design concentration at George Mason University. Mabie worked on three productions with Windmore’s StageWorks Community Theater. She was an outstanding volunteer who worked on all aspects of the presentations, including acting in major roles. She is respected by her fellow actors. In 1944, Dorothy Skelton became a senior research analyst for the Military Intelligence Division of the War Department at the Pentagon in Washington, D.C. In 1947 she volunteered for service with the MFAA Restitution Branch of the Office of Military
Government, U.S. Zone (OMGUS) for Hesse in Wiesbaden, Germany. In addition to her duties, she volunteered to teach art to German students in the town of Bad Nauheim, Germany. She also helped prepare an extensive catalog for an exhibition of drawings and paintings by Rembrandt held at the Wiesbaden Central Collecting Point in May 1948. In 1948 Skelton was a civilian member of The Monuments, Museums, and Fine Arts (MMFA) project, also known as the Monuments Men. Millions of pieces of art were confiscated by the Germans during World War II; many pieces were found at the end of the war by the Allied troops and art historians and professionals. Upon her return to the United States in late 1948, Skelton began a long and rewarding career as an art educator. Dorothy Skelton died in Culpeper on Nov. 7, 1999. She was one of the founders of Windmore Foundation for the Arts. Her legacy of providing art education to the next generation lives on in the form of the Windmore Dorothy Skelton and Millie Lane Arts Scholarship. Established in 2002 by Windmore, the annual scholarship is awarded to a graduating high school senior interested in pursuing a higher education in the visual or performing arts. Currently Dorothy Skelton’s painting depicting The Monuments Men is on loan to the Museum of Culpeper History in Culpeper and has been displayed previously at Fort Bragg, North Carolina. Millie Lane was a prominent Culpeper multi-media artist who enjoyed creating with oils, watercolors, acrylics, inks, mixed media and collage in primarily landscapes. After her retirement from her nursing career, Millie became very active in art. Millie died Dec. 4, 2010.

County receives $10.2 million in American Rescue Plan Act funding ➤ ‘A pretty good chunk’ may be used to bring internet to unserved locations By Josh Gully CULPEPER TIMES
Culpeper County is set to experience a $10,217,905 windfall in federal stimulus money thanks to The American Rescue Plan Act. County staff is recommending that the bulk of that money be used to fund the ongoing fiberto-home project seeking to bring internet to 4,000-plus unversed households. How the county should spend the funds, however, will be the subject of a July public hearing. Similar to the Coronavirus Aid, Relief and Economic Security Act, County Administrator John Egertson explained the stimulus money must generally be spent in response to the pandemic. Changes, however, include that the money can be used to recover lost revenues or for water and sewer infrastructure projects. With that in mind, the board of supervisors appropriated $250,000 of stimulus funds for the purchase

The remaining funds will be appropriated after the July public hearing While Egertson said the final cost of the fiber-to-home project remains unknown, he told the supervisors that “I could see us spending a majority of the whole $10 million...a pretty good chunk of it anyway” to establish internet connections. The county’s contribution to the project would represent matching funds to Virginia Telecommunications Initiative grants and a private partner’s contributions. Egertson said the county will likely fund about a quarter of the entire project. Supervisor Tom Underwood noted the project’s overall cost will probably be “considerably north of $20 million” and perhaps approaching $40 million. The county will receive its stimulus in two equal payments, the first of which has already arrived while the second is expected to be doled out in about a year. The stimulus money must be used for costs incurred between March 3 of this year and Dec. 31, 2024.

Del. Webert endorses Russell for mayor Virginia Del. Michael Webert, a Republican who represents the 18th District, has thrown his support behind Culpeper mayoral candidate Jon Russell. According to an email from Russell’s campaign, Webert said he was the first delegate to endorse Russell – whose second town council term ends this year – when he first ran for office in 2014. “I am proud to endorse him once again this time for Mayor of Culpeper,” Webert said. “We have had a great working relationship for many years which has resulted in helping Culpeper residents navigate between local and state government.” Russell noted that Webert has strongly advocated for Culpeper and expressed appreciation for the delegate’s “steadfast commitment securing state money for us and
helping us cut through bureaucracy when necessary.” “I treasure his endorsement and look forward to continuing our working relationship,” Russell said. In other news, Russell announced that he will host “Culpeper, Cars and Coffee Meet” in which a news release says citizens “are invited to bring their classic and show cars for coffee.” The events are set for 8-11 a.m. June 19, July 17 and 31 and August 14 and 28. Free coffee will be provided and participating cars should arrive at Russell’s home, 405 Sperryville Pike, by 8 a.m. “This will be great opportunity to get together throughout the summer and showcase some amazing cars for the public. I hope it will also increase tourism to our town,” Russell said.

The Soap Box Derby has developed into a ‘year-round educational-based’ organization, that supports Science, Technology, Engineering and Math (STEM) concepts for our young drivers and their Families: From our Gravity Racing Team Competition, Mini Car Educational Programs, Rally Races, Educational Curriculum, Fine Tuning & Car Set Up clinics, Social Networking across age barriers, Piedmont Downhill Corporate Event . . . all of which teach ‘life skills’ that help form a firm foundation for our Drivers and their Families. Project Based Learning at its finest, packaged with fun and excitement. 2021 Piedmont Area Soap Box Derby
Derby Time One bitterly cold day in March, a friend arranged for my 7 year old son and I to meet a guy at an auto body shop in Culpeper. Ronnie had gotten a soap box derby car for his son and this guy named Paul had some more for sale. We converged on an old white box truck that might have been parked for more years than it was driven. As we shivered outside, Paul threw open the back door of the truck turned storage shed. Inside was an impressive tangle of soap box derby cars and parts. Luke clamored around, over and through the heap. He found a blue one he liked. It was covered in a thick layer of dust and the axles were scaled with brown rust. Our journey in Derby had begun. I’d be willing to bet that almost every parent has been told “Time flies and kids grow up fast!” After hearing it enough, it just becomes something acknowledged (“They sure do!”) but not really pondered. There’s so much to do! School and sports and science fair projects. Pets and sleep overs and vacations. And for the really blessed ones, Soap Box Derby. Turns out that guy named Paul with the heap of cars had done so much for the derby that there’s a race track named after him. And under that layer of dust on that old blue stock car was a blank canvas waiting to be transformed into a sleek shark. And those rusty old axles got a hole heaping of elbow grease from a 7 year old boy. They eventually got their chance to shine one sunny day on a famous hill in Akron, Ohio. A few years after Luke started racing, his little sister Sophie got to race on her 7th birthday. Then Ava joined the fray, forcing a runoff with her big sis for the coveted trip to Akron during one particularly stressful heat at Paul Bates Raceway. And now, our youngest, Zac, is eager to make his mark on the derby. Our family has reaped so many

lessons and memories from derby. At a time when it is SO easy to pick up a device and tune out everything and everyone around us, derby has kept us in the present. It gave us something tangible to work on with our hands. It forced us to think and experiment and research. It introduced us to amazing people who became our friends. We have sweated on the smallest and seemingly most insignificant details. We’ve stayed up late and got up early. We’ve driven all night. We’ve bent and re-bent and re-bent and re-bent spindles to get them perfectly aligned. We’ve wondered what derby tricks are just superstition and which ones actually matter. My derby friend Jody Rohrbaugh once lamented that there is going to be a special old folks home for derby dads who have gone crazy from trying to discern the answer to that last question. We’ve crashed cars and watched cars bounce off of trailers as they came to the top of the hill. At one race, I was astonished to see the empty trailer that was supposed to be connected to the truck we were driving go speeding past us to the bottom of the hill. Thankfully the truck won the B phase of that heat and double phased the trailer for the rest of the day. We raced in the sun, rain, sleet and snow. We worked on derby cars in garages, trailers, kitchens, basements and hotel conference rooms. We competed in 6 states from Connecticut to Florida. We raced on birthdays, Mothers Days, Fathers Days and New Year’s Day. We watched our friend Joey race on national TV on the streets of New York City. Derby taught us how to lose gracefully when we wanted to win so very much. And it taught us to win respectfully because we understood what an honor it was to take home the trophy. Derby scared our 7 year olds to the edge of tears(and sometimes over that edge) at the top of the hill. And it rewarded them with the thrill of a lifetime at the finish line. And through it all, we did it together. A person much wiser than I once told me that kids spell the word “LOVE” like this: T – I – M – E. It is the time that we spend with our kids that show them how important they are to us and how much we love them. Our presence in their lives and ours in theirs is how we love. Derby has given us so much but it's this opportunity to love that is the most important. Time flies. Kids grow up fast. See you on the hill. Robbie Morris Ruckersville, VA

More than a race: The Piedmont Area Soap Box Derby returns By Josh Gully CULPEPER TIMES
While the Piedmont Area Soap Box Derby may appear to just be a race one day out of the year, it is so much more. That was abundantly clear during a presentation the derby’s junior committee recently gave to the Culpeper County Board of Supervisors. After being cancelled last year, the race is set to return June 12 at the Paul Bates Raceway and admission is free for anyone wishing to watch. Junior committee member Alana Durica explained that the race has taught her that winning is not everything. Through participation in the derby, Durica explained she has been introduced to “countless amazing people” who have greatly impacted her life while teaching unforgettable life lessons. “The race comes with blood, sweat and tears along with sunburn and blisters. But I wouldn’t trade it for the world,” she said. Sophie Morris, another junior committee member, said the derby has forced her outside of her typical comfort zone while familiarizing her with tools and environments with which she previously had no experience. All the while, it taught her to win and lose humbly as she made friends that will last a lifetime. Morris and Durica are just two of the hundreds of drivers the race has impacted since it was founded in 2003 as a celebration of Rosson and Troilo’s 75th anniversary. The race initially was originally held on Blue Ridge Avenue, but Morris explained that it became “the largest derby in the world” by 2008 and outgrew the track. So, with the support of the county, she explained the derby leased 15 acres near the transfer station in 2008. Four years later, the junior committee successfully planned the first race at the Paul Bates Raceway - named after a benefactor - with little help from the adult committee. In the future, Morris said the derby will continue working with schools to develop STEM education programs and projectbased learning activities. Durica added that the derby will continue working with community nonprofits and organizations “to support a common goal of collaboration in our community while creating memories that will last a lifetime for kids of all ages.” More importantly, she said the derby will keep positively impacting the community by providing

All of this is accomplished, she noted, while “creating meaningful experiences through collaboration, fair and honest racing competitions, STEM curriculum and other community-focused activities.” While having such a great positive impact locally, Morris said the derby has become “nationally and world renowned for our many great accomplishments.” In 2012, Durica explained that junior committee members gave a presentation at the world championship in Akron, Ohio to 300plus international derby directors. The junior committee, which was the first of its kind, was established in 2005 and has since been duplicated around the world and was featured on national television when ESPN visited Culpeper. Amongst the committee’s many responsibilities, a key focus is mentoring first-time drivers and parents to help them understand the principles of racing. While the soap box derby is the major event of the year, Durica explained the raceway will continue hosting drivers from neighboring race cities and states as far away as Florida during rallies throughout the year.

‘Hometown heroes’ honored throughout downtown ➤ The new banner program is returning for Veterans Day
It turns out that light poles are good for more than brightening the roads at night. They were also used over Memorial Day weekend to shed light upon the contributions of citizens who served the country. Throughout downtown, banners containing veterans' names, photos, branch and era of service were posted on light poles as part of Culpeper Renaissance, Inc.'s Hometown Heroes Banner Program. The program is returning for Veterans Day and CRI is now accepting a new round of applications for heroes to be displayed come November. Those qualified to be displayed included veterans — living and deceased — who were either honorably discharged and active-duty members of the military. Tish Smyth, CRI's board president, said it is exciting to display
and honor the community members and the commitment and sacrifices they made for America. Jessica Jenkins, CRI's executive director, said the organization is proud to find a new way to honor local veterans. She thanked CRI's design committee volunteers and those who donated to make the program possible. The second round of applications will be accepted on a firstcome-first-serve basis. Incomplete applications that do not have all requested supporting documentation will not be accepted. Eligibility requirements are listed at culpeperdowntown.com. Applications should be submitted to cridirector@culpeperdowntown by July 15. Anyone wishing to make donations to the program can do so through check or credit card. Checks should be mailed to CRI's office, 127 W. Davis St, while credit card donations can be called into the office at 540-825-4416. Toilet paper, gasoline and self It has struck again. The destructive power caused by long lines, short fuses, and empty tanks. That’s right. I’m talking about the human made gas shortage on the east coast of the United States. Once the word got out that the computer system of the Colonial Pipeline had been hacked by dark, Russian operatives, some in our nation decided to hoard gasoline. Along with filling Pastor Brad Hales their vehicles full, some chose to pump Petro into unauthorized containers, cans, and even plastic bags. Panic and self interest paved away. While we hoped that this would be an isolated event, it was not the case. We saw how “pandemic paranoia” began with toilet paper and disinfecting wipe hoarding. Now, I’m not saying that we didn’t need any of things to function. But what causes us to run out in panic, to stock up on essential products that others also desire? Could it be that we’re only thinking about ourselves? Maybe we don’t want to admit our own selfishness, but it is certainly worthy of consideration. Whether it’s the survival of the fitness or we see the opportunity to get ahead even if its at the detriment of others, our hearts determine that we deserve now. My
FAITH IN THE COMMUNITY
Great Grandfather, Fred Hales, was a vivid example of self, while gaining off other’s pain. During the Great Depression, many of the community’s wealthy had their money and valuables secured in the local bank. But when the banks were forced to close, they had no way of retrieving their assets. So, for survival purposes, my GG “graciously” supplied the needed cash by buying their entombed wealth for pennies on the dollar. When the financial institutions finally emerged from their “forced hiatus,” Great Grandfather Fred bought cars and farms. Some may proclaim that it’s just a “doggy eat dog world.” But this is not how God’s Word calls us to live. Yes, our hearts are turned inward because of sin. But it doesn’t mean that we can’t strive to be loving, serving, decent human beings. Throughout Scripture, Jesus is calling us to deny ourselves and follow him. We are being asked to serve, as Christ was willing to give his life to serve. We are literally commanded to love our neighbors as ourselves. Imagine. We are being compelled to live like Jesus. After reading this, maybe you’re asking the question, “How can I find the time to live selflessly? I’m working all these hours. I’m trying to tend to my relationships. And there seems to be no time for me. Living selflessly is not just a onetime act, but it choosing to live differently. It’s choosing to consciously care for others and the community. It’s choosing to put others before ourselves. My sister and I live away from our
eighty-four-year-old mother. It’s hard when she has needs that have to be met. But we’ve been so blessed by the generosity and kindness of individuals. Her neighbors continually check in on her, take her trash to the curb, plow out her drive, and fix things around her home. Relatives willingly drive her to health appointments and the airport when she comes to visit. And other care givers are present when issues arise. These folks have chosen to give of themselves to generously help our family. How hard is it to be kind? How hard is it to show care? How hard is it to relay empathy? How hard is it to think about another over ourselves? Isn’t this what God wants for our lives? My Uncle Ronnie died this past month. He was a devoted husband, father, and friend. He was the kind of guy who would readily give to others. Whether it was through time, through service, or to lend an ear, he did it. Ronnie wasn’t flashy. He didn’t have a high-powered job or huge financial means. But he freely gave with a dry sense of humor and a big-old-teeth showing smile. My uncle realized that a full life doesn’t center around self, but a selfless attitude. Instead of our country being defined by the hoarding of gasoline, toilet paper and disinfecting wipes, may we be seen as people who think about our neighbors. If we’re only centered upon ourselves, there will be a pervading emptiness. But if we choose to center upon others, there will be hearts full of hope and joy.
Back to the basics of wills and life You had it in you all the time. Years ago, catching a short segment of “The X Factor” when a contestant was receiving accolades that his performance of Leonard Cohen’s Hallelujah was pleasing to God, the performer’s response was, “He’s the one that gave it to me.” Amongst the sea of thousands of screaming fans, Jeff Gutt, who had performed a “rockKatherine Charapich version” of the celebrated song, presented poignant testimony in a single sentence. Perhaps it was not just a song that was being referenced, but something so much bigger . . . a largerthan-life concept . . . the gift given to you . . . the reason for you being here. That purpose — the one designed uniquely for you, may be challenging to grasp or carry forth upon experiencing a life-changing event. In estate planning, the reality that death has

just come and interrupted can be so painful for a client. The cloud of mourning may linger, the grief bursts descend unexpectedly. The challenge — making it from one hour to the next, let alone from day-to-day . . . time itself carries pain with its very existence. Often, addressing the “procedural/ administrative” items helps those who survive to begin the process of healing. One of those matters is the handling of the decedent’s last will and testament; which, according to Black’s Law Dictionary, is “A document by which a person directs his or her estate to be distributed upon death. Also termed testament, or will and testament.” The decedent, who needs to have been eighteen years of age or older and of sound mind when executing her last will and testament, is referred to as the Testator. Though the review of the Testator’s last will and testament may seem surreal, the survivor often recognizes the care taken in the terms set forth in the document. The Testator will have named an Executor (Executrix) and possibly Successor Executors. An Executor
needs to be of sound mind and eighteen years of age or older. If the Executor is not a resident of the Commonwealth of Virginia when the last will and testament is submitted for probate, an individual who is a resident of Virginia must qualify as a registered agent at the same time the Executor takes the oath of being a fiduciary. The Testator may have identified specific bequests to be made to a family member, friend, or charitable organization. A specific bequest could be in the form of real property, tangible personal property (items one can touch), or intangible personal property (cash, savings, and wealth management). When bequeathing intangible personal property, the Testator may have included “pre-condition” language such as a “floor amount” before the conveyance of the bequest. For example, if the terms of the last will and testament leave a specific bequest of one hundred thousand dollars ($100,000) to a charity upon the death of the Testator and all that ➤ See Estate, Page 19

A specific bequest is honored before the terms set forth in the residuary clause. The Testator will have identified beneficiaries of the rest and residue of her estate. Beneficiaries may be family members, friends, trusts, and charitable organizations. The residuary clause sets forth the devise of interests in real property and conveyance of interests remaining in personal property, both tangible and intangible. The Testator may have accounted for the possibility of a named beneficiary not surviving her. For example, the Testator wants to leave all to spouse, provide spouse survives her. In the event spouse fails to survive her, the Testator wants to leave equal shares to her children. The Testator does not have grandchildren and does not anticipate ever having grandchildren, therefore, if the Testator is predeceased by her spouse and her children, the Testator may want to leave her interests in real property and personal property, both tangible and intangible, to her two favorite charities, in equal shares. In the event the Testator had minor children at the time of the execution of her last will and testament, it is likely that the Testator included guardianship language. DOROTHY MAE CHURCH It is with great sadness that the family of Dorothy Mae Church announce she went home to Jesus on May 31, 2021 at age 76. Born June 3, 1944 to Clifton and Nannie Bell Carter in Marshall, Virginia. Dorothy was a homemaker, loving wife, mother, grandmother, and great grandmother. She loved taking pictures, going to yard sales, and reading. She was kind, funny and always ready to have a good time. She loved being a mother and adored her children. Title of grandmother and great-grandmother were no different. She was loved by many and will truly be missed. She was preceded in death by her husband of 56 years, James Robert Church, Sr., sister Holly Wines, mother Nannie Bell Carter, Father Clifton Carter, and brother Roy Carter. Surviving relatives include her four children, daughter Wanda Jenkins and husband Craig, sons, Jamie Church and wife Lisa, Christopher Church and wife Brandi and son Brian Carter. Siblings to include sisters Doris Gray, and Juanita Grimes, brother Wallace Carter. Eleven grandchildren, and three great grandchildren. Services to be held at Royston Funeral Home in Marshall Virginia on Friday, June 4th following a graveside service at Ada Cemetery. Visitation will be from 10:00am to 11:00, with services starting at 11:00. The family has entrusted Royston Funeral Home with these arrangements.
