Real estate boom making storage units hard to rent BY PAT FITZGERALD FOR THE CULPEPER TIMES
The booming real-estate market across Culpeper and the rest of the nation has led to another side effect besides higher housing prices — finding storage space to put everything in between moves is hard to come by. “Our facility alone has been 100% full for three months,” said Christina Jones, property manager at StoreLand next to the new Hampton Inn in Culpeper. “We have a customer who will vacate and we’re filling that unit right up. “Our wait list is crazy,” she said. “And we know Culpeper Self Storage, Greta down the road, is the same way. … It’s all the same story, ‘we don’t have anything.’” “We’re full,” said Greta Lohr, facility manager at Culpeper Self Storage. “We haven’t had a break well before COVID. experience change, and “Covid disrupted norms across all generations,” Drew Dolan, principal at DXD Capital, a self-storage developer and investor, told The Wall Street Journal. He added that many customers who needed self-storage in 2020 were firsttime customers. “We’ve never slowed down this year,” Jones said. “Last July we were 98% occupied and it kept going crazy. Normally in the wintertime, it’s a much slower season and we haven’t stopped. This February we hit 100% and it’s pretty much been that way even up until last month.” Everyone is selling their home, and they’re selling so quickly that

wood Heights Road. “The fair is one of the major fundraisers that we have,” said J.D. Bailey, one of the fair organizers. “[COVID-19] had a great effect on our fundraising. We weren’t able to have bingo, we weren’t able to have the fair.”
Jeff Bailey, another fair organizer, said it’s obvious people are ready to get out and have some sense of normalcy again. “Everywhere we go, people have made the comment. ‘I’m so glad you’re going to have it this year, we’ve really missed it,” he said.
“We’ve had a lot of people just in the general community just speaking to us on Facebook and other things about how happy they are,” Jeff Bailey said. “People are ready to get back out and try to return to

He said the fair’s carnival organizer told him that all the places they’ve been, have seen greater attendance. “People are just ready to get out and do something,” Bailey said. The four-night fair has everything from rides, a parade, music, an art display, a mechanical bull and food — including kettle corn, funnel cake and “Dipsy Dogs.” “The parade is a pretty big event for us,” Bailey said. “We have a pretty large contingent of units for that. Usually, we have about 200 units commit, and we have about 135-150 that actually attend.” Bailey said he’s especially proud to have the Quantico Marine Band in the Aug. 12 parade, “which is a pretty big, big to-do. They’ve performed at Ground Zero, they’ve performed at Macy’s Thanksgiving Day Parade and just having a military marching band here in Brandy Station is a pretty big to-do.” Established in 1918; the Quantico Marine Corps Band is one of the oldest professional musical ensembles in the Marine Corps. Fire Department is celebrating its 70th year. “We started in 1951,” Jeff Bailey said. “I’d say out of those 70 years, we’ve probably had a carnival 60 years.” Even with all the games, rides, music and parade units, Bailey is especially proud of the Auxiliary Fire Department’s own “Dipsy Dogs.” “We actually dip ours in the batter,” he said. “You can actually buy them frozen with the batter already on them, and they’re not as good. That’s why ours are actually called Dipsy Dogs.” Naturally, Bailey is hoping for good weather. “Two years ago, we had good weather all four nights, and the money at the end showed that.”

The call was about a man threatening suicide. In response, a Fauquier County sheriff’s deputy drove to the scene, hoping he could talk him out of it. He never got the chance. When the man spotted a police car pulling up, he rushed back inside his house. There, with little hesitation, he shot himself. That death last summer stayed with Sheriff Bob Mosier. He wondered if things would have played out differently if someone other than a uniformed deputy had shown up. He knew that for some people struggling with mental health issues, just the presence of law enforcement officers can escalate matters. They fear they’ll be taken to an emergency room, or even worse, to jail. Mosier felt it was time to try something different. He raised the subject with Jim LaGraffe, executive director of Rappahannock-Rapidan Community Services (RRCS), which led to a larger conversation with other law enforcement, mental health and social services officials in the region. The result is that first in Fauquier County and Warrenton, and more recently in the town of Culpeper, a licensed clinician has been going out on calls — primarily those having a mental health component — with sheriff deputies and police officers. (At this point, more sparsely populated counties such as Rappahannock, Madison and Orange don’t generate enough mental health calls to jus-
tify the cost of embedding a clinician with their local law enforcement departments.) “Is one clinician in Culpeper and one clinician in Fauquier going to solve this? Absolutely not,” said Culpeper Police Chief Chris Jenkins. “But they can have an impact in people’s lives instead of just defusing a situation.” DEADLY INTERACTIONS
The idea of having mental health professionals answer emergency calls is hardly new. More than 30 years ago, a program called CAHOOTS (Crisis Assistance Helping Out On The Streets) was launched in Eugene, Ore. It was built around teams of medics coupled with mental health workers who would respond instead of police officers. Some communities have adopted variations of that model, but in most places, the role of dealing with mental health crises remains with law enforcement officers. “Law enforcement is the default for every failed social program in America,” said Jenkins. “In most cases, we’re the only ones responding.” That has sparked a rise in Crisis Intervention Training (CIT) among police officers, a program designed to help them respond more perceptively and compassionately to people experiencing mental health trauma. But those with the training are still outnumbered by those without it in many police departments. And even officers with CIT can find mental health calls challenging with situations that can quickly turn volatile and threatening. “When you introduce a law enforcement officer into the scenario, it ratchets everything up,” Mosier said. And that can be deadly. Since 2015, police in the United States have shot and killed

Shifting mental health responses Efforts to reduce the role of law enforcement officers in responding to mental health emergencies took a step forward with enactment of Virginia’s Marcus Alert law late last year. It focuses on shifting more of that responsibility to trained clinicians and other behavioral health professionals. One of the law’s key components is the creation of a voluntary database to which a person can submit mental health and emergency contact information for themselves and family members. Other information that can be provided includes medications a person takes and stressors that could trigger an aggressive reaction. The idea is that a dispatcher could do a quick search of the database during an emergency and relay relevant information to first responders. In this region, Rappahannock-Rapidan Community Services (RRCS) is responsible for the database, and residents can now fill out the form on the RRCS website at rrcsb.org. Other initiatives with the same intent, while not part of the law, are also moving ahead. They include: • The SEE (Support, Encourage, Empower) Center in Culpeper is a facility that RRCS will operate as a 24/7 recovery center. The idea is to provide a place where a person having a mental health crisis can be taken instead of a hospital emergency room or being left in an unhealthy situation at home. Once there, they could be stabilized in a calm environment, talk with a
peer counselor or clinician, and have follow-up treatment scheduled. “Right now, we lose a lot of people once they leave the ER,” said RRCS Executive Director Jim LaGraffe. The center, which is expected to open next month, will serve residents of Culpeper, Rappahannock, Fauquier, Madison and Orange counties. • Mobile crisis units are being trained to respond to mental health emergencies in the region. These would be teams of clinicians who would handle low-risk calls. There already is a unit serving children and teens, but in September, several more will begin responding to adult mental health calls. • A crisis call center is being set up to connect low-risk mental health callers to peer counselors, clinicians or a mobile crisis unit. As proposed, 911 dispatchers will divert any behavioral health calls to a regional crisis call center where a mental health professional can do a quick assessment and determine the level of risk and most appropriate response. The caller might best be served by talking to a peer counselor. Or a clinician might need to go see them in person. Or, if it’s a higher risk, law enforcement officers might need to co-respond with a clinician. The target date for the crisis call center is early November. — Randy Rieland
almost 1,500 people with mental illnesses, according to a database maintained by The Washington Post. One such shooting by a Richmond officer in 2018 led to passage last year of a Virginia law establishing what’s become known as the “Marcus Alert” system. Named after the victim, Marcus-David Peters, a high school biology teacher killed while having a mental health crisis, the law is designed to ultimately shift more of the responsibility for handling these cases from police to behavioral health professionals. But that won’t happen overnight, and for now, the challenges facing law enforcement officers are particularly daunting. Earlier this month, the Virginia Department of Behavioral Health and Developmental Services announced that due to staffing shortages, it was temporarily stopping admissions to five of the state’s eight psychiatric hospitals. Fewer beds are now available for mental health patients, which means they aren’t getting treatment and are more likely to end up interacting with police. Then there are the ripple effects of the COVID pandemic. “Over the past year, we’ve seen more people have mental health crises that law enforcement officers have had to respond to,” said Lisa Peacock, director of Culpeper Human Services. “Many times officers out in the field desperately tried to figure out how they were going to deal with a situation.”
the Fauquier County Sheriff’s Department. By her count, Burns has gone out on about 70 calls with county sheriff deputies, and another 10 or so with Warrenton police officers. She also has followed up on mental health-related, non-emergency calls that have come into the office. She’s seen firsthand how intense and chaotic things can get. Burns admits that she’s had to adjust from what she was used to as a crisis clinician at the RRCS. By the time she saw people there, they had calmed down. Not so on the street. “People don’t want you to talk to them, or they’re yelling and cursing at you to go away,” she said. “But in this field, you can’t take any of it personally. You’re seeing people on their worst day.” Still, Burns said she has never felt unsafe, despite the unpredictability of her new job. “The sheriff’s deputies have done a really good job of making me feel they have my back,” she said. She has also learned to appreciate how she and the officers with her can read the same situation differently. “Say we’ve been told a person is suicidal. With their CIT training, the officers might see certain cues that make them believe that the person needs to be put under an emergency custody order (ECO) for an evaluation at a hospital,” Burns explained. “But with my training, I can assess the suicide risk further and determine that this person is not at immediate risk. So, an unnecessary ECO has been averted. The person doesn’t end up with a hospital bill.”

H E A LT H New lung cancer guidelines stress early detection ➤ Lung cancer is the third most common cancer in the U.S.
It’s widely accepted that key screenings like mammograms can detect cancer early, when outcomes are better, and treatment is less invasive. But despite being the third-most common cancer in the U.S., lung cancer screening isn’t nearly as common, said Ali Mahjoub, MD, an oncolo- Dr. Ali Mahjoub gist at UVA Cancer Care, a department of Novant Health UVA Health System Culpeper Medical Center, now part of UVA Health. “We need to make lung cancer screening as accepted and import-
ant as colonoscopies and mammograms,” Mahjoub said. In fact, so few people are screened that Mahjoub said studies estimate only 3% to 14% of eligible patients undergo screening. As a result, 79% of lung cancer cases are diagnosed in advanced stages when it has already spread to other parts of the body. WHEN AND HOW TO GET SCREENED FOR LUNG CANCER
In an effort to save more lives, the U.S. Preventive Services Task Force (USPSTF) recently updated its lung cancer screening guidelines. The USPSTF now recommends that current smokers (or those who have smoked within the past 15 years), with a 20-pack per year smoking history, get screened annually from age 50 to 80. The new guidelines, which Mahjoub said is expected to decrease lung cancer deaths by up to 13% annually, mean lighter smokers
and younger patients have more access to screening. This is especially important for women and Blacks, Mahjoub said, as these groups can develop cancer at an earlier age and with a lower packs-per-year history. The highest incidence of lung cancer is in Blacks — with Black men experiencing the highest mortality, he added. People who are eligible should talk with their primary care physician to get referred for a lung cancer screening, which is covered by most insurance plans. The patient will undergo a low-dose computed tomography scan (CT scan), which yields a more detailed picture of the lungs than a normal X-ray. It is quick – less than 10 minutes – painless and involves no downtime. ‘NOBODY DESERVES LUNG CANCER’
One of the hurdles to normalizing lung cancer screening has to do with the stigma associated
with having it. Mahjoub said some people are of the mindset that if they’ve smoked, they’ve done it to themselves. “No matter what they’ve done, nobody deserves lung cancer,” Mahjoub said. “Smoking is very addictive, and we shouldn’t deny people care or compassion because of that.” E-cigarettes, often marketed to younger people, can also cause lung cancer. Mahjoub said many high school-aged kids have taken up the habit since they are flavored, more inconspicuous and easier to hide. However, e-cigarettes are not safe and contain even more nicotine than cigarettes. EVEN NONSMOKERS CAN GET LUNG CANCER

Meet the new school administrators Sean Bellis started as the new Assistant Principal at Yowell Elementary on July 12. Bellis stated, “I am thrilled to have the opportunity to become a member of the Yowell school community. I believe that all students can learn and my mission is to provide a safe, equitable and welcoming environment for all stakeholders. I am excited for what the future may bring.” Prior to beginning a career in education, Bellis served in the U.S. Army and his first degree was in journalism. He worked for a short period of time as a television reporter before being called to education. He started out in education over a decade ago as a para-educator in special education, then served as a Title 1 Reading Interventionist in Pennsylvania. After relocating to Virginia, he taught fourth grade for six years in Spotsylvania County. Bellis comes to Culpeper after most recently Angie Fiscus is the new Principal of Yowell Elementary School. She has been the Assistant Principal at Sycamore Park Elementary for the past 4 ½ years. Fiscus has been with CCPS for 20 years. Prior to becoming an administrator, she served as a Technology Integration Specialist at Yowell and Emerald Hill Elementary Schools, a third-grade teacher at Farmington for eight years and was a paraeducator at Farmington for one year. Fiscus earned a B.S. in Elementary Education with a minor in Elementary Spanish Education at Slippery Rock University, a Master’s in Education in Instructional Technology at Troy University Her husband, Simon, is the Executive Director of Skyline CAP in Madison. They have three children, Regan, Kendall and Chan-

The way the system operates compared to Spotsylvania, those kinds of things. “There will be some challenges, for sure,” he said of going back to full-time in-classroom learning for students, teachers and administrators. “The ones who were virtual last year have not been in a building for over a year, but I’m very excited. I think the students and staff are all excited to come back to in-person learning. Obviously, we still have a little bit of COVID stuff to worry about, some mitigation stuff to worry about, but not as extreme as last year. “People keep says it’s back to normal. I think this is the new normal,” Bellis. “I wouldn’t say it’s the traditional normal that we’re used to.” He earned his Bachelor of Arts in Communication/Journalism and his Teaching Certification from the positive and supportive school climate as I assume the principal role of Yowell Elementary. “All of my career for the last 20 years has been here in Culpeper,” Fiscus added. “I am thrilled to be working at Yowell with a group of dynamic educators — they genuinely are — and maintaining the systems and growing upon what’s already established. “It’s an amazing school and being able to maintain what they’ve done and build upon that is an exciting opportunity. They’re good people and they have good systems in place. My focus is to learn their systems and help it to be the great school that it is. That’s my biggest focus — I want to continue the greatness that (former principal) Susan Campbell has done with that staff to create a positive space.”
East Stroudsburg University and his Master’s Degree in Educational Leadership from Grand Canyon University. In his free time, Sean enjoys spending time outdoors including gardening, hunting/fishing, hiking, boating, camping and spending time at the beach.
Susan Campbell Curriculum Specialist For English, World Languages and Gifted Instruction
Susan Campbell has taken a new role in Culpeper County Public Schools as the Curriculum Specialist for English, World Languages and Gifted Instruction. She will also be working with new teachers, mentors and Lead Mentors. Campbell comes to the Central Office after serving as the Principal of Yowell Elementary School since 2014. Prior to Yowell Elementary, Campbell was an Assistant Principal for 4 ½ years and taught elementary and middle school and served as a reading coach. Campbell resides in Rappahannock County. She holds a Master’s Degree in Reading from the University of Virginia and in Administration and Supervision from George Mason University. When she is not working, Campbell enjoys spending time with her husband and children, reading and participating in church activities.

Brock Hodgson is returning to the high school level as one of the new Assistant Principals at Eastern View High School. “I am excited to join the administrative team at Eastern View High School and getting an opportunity to work with the staff, students, and parents of this great community,” he said. “I look forward to working with students to prepare them for successful endeavors after high school so they can become productive members of our community. “I am excited about a new opportunity. I really enjoy working with children and supporting the community, and student’s educational endeavors. There are some new growth opportunities and new things to learn … It will be an adjustment (going from an elementary school to a high school), but an exciting opportunity.

School is a very boring place without students.” Brockman earned a BA in English and a MS in Social and Organizational Learning at George Mason University and her PreK-12 School Administration Endorsement from James Madison University. Her husband, John Brockman, is in building sales in Madison and they have three children, Nathan, 19, who is a United States Marine, and Tucker, 17, and Liz, 15, who both attend Madison County High School. Her hobbies include playing golf and pickleball, reading, spending time with family, friends and her two dogs named Fred and Hazel.

“I just think coming back to the area that I started from was very appealing — also being closer to home. Hodgson is a graduate of Old Dominion University earning his Bachelor of Arts in History and received his Master’s degree from Capella University in Educational Leadership and Administration. He taught secondary social studies for 10 years and coached middle and high school sports prior to becom-
ing the Assistant Principal at A.G. Richardson. He served in that capacity for the last six years. “I think the kids will be excited to get back to some sense of normal, but it will bring some challenges as well,” he said after a year of hybrid learning following COVID-19. “Not all of the kids will be excited to come back, but that’s a big challenge for us to try to make it engaging.” Hodgson is a retired Master Sergeant in the United States Marine Corps Reserves where he served as a combat engineer. He is married to Gretchen, also an educator, and has two middle-school-aged children, Emerson and Carter. Outside of school, he enjoys spending time with his family, coaching youth sports; he has been involved in Cub Scouts and the Boy Scouts of America and enjoys exercising.
Amy Cackowski started July 1 as the new Assistant Principal at Sycamore Park Elementary School. She is replacing Angie Fiscus, who left to become the Principal of Yowell Elementary. Cackowski lives in Culpeper with her husband and daughters. “I am looking forward to getting to know the Sycamore Park students, families and staff in order to support and give back to the community where I live,” she said. Cackowski earned her Bachelor of Arts, Master of Science in Elementary Education PK-6, and Educational Leadership Endorsement K-12 all from the University of Mary Washington. Cackowski comes to Culpeper from Fauquier County Public Schools, where she served as a teacher in first, third and fifth grades and a Math Coach at Bradley Elementary School for nine years. She spent the past three years as the Assistant Principal at Margaret M. Pierce Elementary in Remington. Outside of school, Cackowski enjoys crafting, cooking, and spending time with her family. She also calls herself a “soccer mom” and can be found on the soccer sidelines cheering for her girls on the weekends.

Kristina Wenger joins the Central Office team as the new Curriculum Specialist for K-12 Social Studies, Health and P.E., Driver’s Education and Family Life. Wenger comes to this position after serving as Intelligence Officer in the United States Marine Corps and most recently she was a Secondary Social Studies Teacher and the Social Studies Department Head at Louisa County High School. She earned a Bachelor of Arts in Government at the University of Virginia and Master of Arts in History from the University of Nebraska at Kearney. “I really look forward to working with our staff to create an environment that not only prepares students for the future, but also
one in which students can truly envision the opportunities that are available to them with hard work and perseverance,” Wenger said. While COVID-19 presented challenges over the past 18 months, it’s also bringing a chance to rest, she said. “For me, in my new role, it’s actually every helpful because it’s really an opportunity for our teachers and our staff to reset, and kind of put new life into our curriculum. It gives me a change to go in and see what the teachers have and what they’re working with, and then give them some feedback and some assistance. “It’s a little exciting for me to work with the elementary side, just because I’ve been more of a
secondary teacher,” Wenger said. “It’s nice to be able get into that kind of wheelhouse. While our focus is going to be a little bit more on reading, it allows us to integrate a lot of our social studies curriculum and our health curriculum into what they’re doing in language arts.” Outside of work, Wenger serves as the Band Boosters President for Atlee High School and volunteers with Lasagna Love. She also enjoys playing softball and tennis, watching her kids do their activities, reading, visiting historical sites and traveling. She is married to husband, Bruce, and has three children, Bruce Jr., 24, Sarah, 21, William, 16, and chocolate lab Murphy.
Keith Slezak is returning to Culpeper County Public Schools as Assistant Principal at Culpeper Middle School after serving as the Activities Director at Madison County High School last year. “This position opened up at where I like to call home,” he said. “I am very fortunate and blessed to have this opportunity now.” Especially after a year-and-a-half of COVID-19 affecting schools. “I think what we’ve learned as educators throughout this COVID situation is that educators learned how to teach different, students learned how to learn different,” Slezak said. “I think both profes-
sionally and on the students’ side, is we grew. “We grew in education, but to get back to some normalcy is kind of important. It’s socially good for the kids and it’s socially good for the staff and the teachers and the administration.” Before going to Madison, Slezak began his career with CCPS in 2008, he was a math, science, and physical education teacher at Culpeper Middle School for 11 ½ years and spent one semester as the Interim Athletic Director at Culpeper County High School. Slezak earned his BS in Elementary Education PreK-6 at
Mansfield University and his M.Ed. in Administration and Supervision PreK-12 from California University of PA. He and his wife, Chelsea, have two daughters, Kennedy and Baylor. He enjoys jogging, fishing and spending time with family. “I am going to go with the flow this year,” Slezak said. “I know my duties and my responsibilities and this a great year to really determine what type of administrator I’m going to be, but also learn from my staff and my administration and those who I can reach out to, to develop who I am as an administrator.”
Shaun Summerscales will be the first Principal of Culpeper County Public Schools’ new Technical Education Center, also known as CTEC. Summerscales has been an Assistant Principal at Eastern View High School for the last five years. Prior to that, he was a social studies teacher at Culpeper Middle School for eight years. Summerscales earned a B.S. in secondary social studies education from Ohio University and a Master’s in Educational Leadership from George Mason University. “I feel blessed to be entrusted with the great responsibility
of being the first Principal of the Culpeper County Technical Education Center,” he said. “My passion for career and technical education came from seeing the impact CTE programs and events organized in conjunction with our amazing community partners have in the lives of our students. “CTEC will go a step further, filling a great need for our community by allowing students to explore industries currently unavailable at either high school like Automotive Technology, Cosmetology and Cybersecurity,” Summerscales said. “Through hands-on, authentic experienc-
es, Culpeper students will have the opportunity to earn industry credentials and prepare them to pursue their passion after high school. I am thrilled to be able to lead CTEC as we open our doors to students this fall, and want to thank my family, friends, and the many Culpeper educators who have influenced and inspired my journey from social studies teacher to CTEC Principal.” Summerscales’ wife, Melissa, has been a teacher in Culpeper County for 11 years and a cheer coach at Culpeper Middle School and Eastern View High School. Maverick and Goose I’ve watched enough DVDs to know the real story of Top Gun’s Maverick and his buddy, Goose. But I’d rather tell you about my Boston Terrier friends who go by those famous names and love taking speed boat rides on their favorite lake. Maverick jokingly says if Goose “has his back” as per the Top Gun story, he’s welcome to it because Maverick suffers from lack of movement in his back legs. He falls down often and has a calendar full of

medical appointments. He may have to give up his daily constitutional or else depend on a cart to get around. His 12 years are beginning to show. He has a few gray hairs but refuses to let anyone count them. He has also become a professional napper, spending 23 hours out of every day zonked out. That may be an overstatement because I know he is obsessed with his tennis ball and must have it with him at all times. I assume a tennis fall obsession takes more than an hour a day to maintain on top of eating and boat rides. Goose is 4 years old and partially deaf. But he is happy and loving, a true cuddle bug. You would never guess that he is a cancer survivor. He took eight rounds of chemo like a man and
used a wheelchair when his back was not functioning. Now he is regaining strength in his back legs. His Mistress jokingly asks him if he is “stealing function” from Maverick to benefit himself. Left alone in the house, he wanders in circles, always turning right and never left. I wonder what that could mean. Gutsy little guys, in my opinion. They deserve their speed boat rides. CHELSEA AND PIPPIN
Speaking of dogs and their health problems, meet Chelsea who is a senior citizen and had weight problems, as well as a skin disorder and digestive issues. I hear everyone does at that age. But her Mistress was pro-active. She found a senior dog kibble with
added supplements and without grain. That was for starters. Soon she was boiling chicken breasts for Chelsea and letting her lap up the broth. Voila. Chelsea dropped some flab, developed normal skin and started producing quality poop. Before long, her housemate, a cat named Pippin, wanted in on the act and started stealing morsels from Chelsea’s bowl, then running away to avoid disciplinary action. Chelsea’s health-conscious human took note. How could she resist a cat who knew quality food when he smelled it? Pippin is now being given a small bowl of the good stuff at his own eating station. 40 organizations have received grants in support of their work to improve health and wellness. In 2020 the program temporarily was placed on hold in order to maximize funds available for the Foundation’s grant response in support of emergency needs related to COVID-19. Shari Landry, Foundation president, said, “We’re very happy to have the program reinstated this year. I’m grateful to the members of our Healthy Living Grants advisory committee for their thoughtful review of each grant application submitted. It is always inspiring to see the broad scope of work being done to support health and wellness in our service area of Madison, Orange and Culpeper counties.” The Culpeper Wellness Foundation, a 501(c)(3) nonprofit, invests its time and resources in community initiatives that improve health and wellness in Culpeper, Madison, and Orange counties. The Foundation operates the Free Clinic of Culpeper, Culpeper Sport & Fitness and Powell Wellness Center, one of only two fitness centers in Virginia certified by the Medical Fitness Association as a medically integrated facility. The Foundation is also developing a recreation center that will be the new home of the family-friendly programming of Culpeper Sport & Fitness and recreation such as volleyball, basketball and pickleball on multi-use courts, activities space and more.
He dragged in a manly assortment of mice, chipmunks and an occasional squirrel, but he knew he was meant for grander things. Sure enough, he tracked down a rabbit, roughly his own size, and somehow “did it in.” When his teenage human found the rabbit, stiff as a starched shirt in his display corner, her scream was a showstopper. The mystery is this. How did Pippin get his rabbit through the cat door?
I haven’t seen a cat door big enough for both a full-sized cat and a fullsized rabbit to go through. Pippin only smiles the classic cat smile when asked how he did it … which means, he isn’t telling … ever. THE CULPEPER FOOD CLOSET NEED OF THE WEEK
The Culpeper Food Closet, an outreach ministry of St. Stephen’s Episcopal Church, will have a Unity Community Food and Fund Drive Aug. 7-14. Many families’ abilities to afford basic needs like food and personal care items have been affected by COVID-19. For a successful response, the Food Closet’s shelves must be restocked to stay ahead of demand and continue to serve the community. The Food Closet has provided food to an average of 351 families (1,367 individuals) this year. With new Thursday afternoon/evening hours, an additional 162 families have been served since June. The Food Closet continues support to S.A.F.E., the Senior Center, and Saint Joseph’s Table. The need for food and monetary donations is rising. Please drop food donations on Friday and Saturday, Aug. 13 and 14, from 10 a.m. to 3 p.m. at 120 N. Commerce St., Culpeper, across from the train depot. Chad Melton to step down as leader of Fauquier Health Fauquier Health has announced that its chief executive officer (CEO) Chad Melton will step down from his role, effective Aug. 27. Melton, who has been with Fauquier Health since 2017, will be relocating to Washington state, where he has accepted a new position. An interim replacement will be named soon, and a national search for a permanent leader has been initiated. “The decision to leave my role at Fauquier Health was a very difficult one, but the right one for me and my family right now,” said Melton. “I am honored to have been part of Fauquier Health and this community for the last four years. Fauquier Health is a vital part of the Warrenton community, and the hospital’s team of dedicated employees, physi-

Andy Marshall, who is coordinator for the co-responder program. “There might be times when our folks think that while a person might need more resources, they can leave them at home. But she might say, ‘No, there’s something bigger here. Let’s take them to the hospital.’ Or a deputy might not pick up on something, and she may say, ‘No, this person needs some resources. Let me have an extra conversation with them.’” She also has the training — and time — to dig deeper. “The difference with Justine,” Sheriff Mosier said, “is that she doesn’t just say, ‘There’s an issue here.’ She asks, ‘What is causing the issue?’ That’s where clinical expertise comes in. It gives you amplified understanding.” “FOLLOW-UP IS KEY”
John Bankas describes the role of co-responder as the “missing piece” of his career. He is Burns’ counterpart with the Culpeper Police Department, although he’s been riding with officers on a more limited basis for two months while finishing training. Bankas, a native of Ghana, was hired not long after moving to Virginia from California, where he had been a minister, a dean at a bible college in Oakland, then a behavioral health clinician. His new position, he said, allows him to combine his work as a minister helping a community with his professional training as a therapist. He admits that he’s had to get used to riding in a speeding police car. Like Burns, he said he’s been

“Law enforcement is the default for every failed social program in America,” says Culpeper Police Chief Chris Jenkins. “In most cases, we’re the only ones responding.” impressed with the empathy police officers have shown to people with mental health issues. But they’ve also acknowledged their limitations. “Officers have told me, ‘I’m not wired for this. This is your baby,’” said Bankas. He believes that in addition to the perspective he brings to assessing people in crisis, his value has as much to do with what happens afterward. “The element of follow-up is key to the quality of mental health treatment,” Bankas said. “But a lot of times, that’s where the ball gets dropped. Police are more focused on the here and now. They don’t have time to focus on one person’s situation all week.” Chief Jenkins concurs. “An officer can give someone a card with phone numbers on it,” he said. “But the plan was to have someone who could follow up with these folks,
who would dig down into a person’s history. Someone who could help them navigate the services, and keep them from becoming a chronic burden on a community that has very few resources.” A MENTAL-HEALTH REBOOT
While having two embedded clinicians aligns with the priorities of Marcus Alert, their hiring was already in motion before the law was signed by Governor Ralph Northam in December. According to LaGraffe at RRCS, that likely was a factor in the agency being awarded a $600,000 grant and being chosen as one of five public agencies around the state to develop pilot programs that start shifting safer mental health calls away from law enforcement. Some of that money will go to setting up and marketing a volun-

LaGraffe is also using grant money to staff a 24-hour “recovery center” in Culpeper, where people suffering mental health trauma in Rappahannock and elsewhere in the region could be taken to meet with a clinician or peer, or simply calm down in a comforting environment. “This could be a game changer,” he said. “Right now, if you have a mental health situation, it’s either you go to the hospital or you stay in your home, which may not be the best place for you. There’s a huge void.” But LaGraffe acknowledges that doing a reboot on how mental health crises are handled will take time and patience. Some decisions on whether to send police to the scene will be easy, such as when a person has a weapon. Others will be tougher calls. And, except for what are obviously safe cases, should law enforcement officers always be positioned nearby in the event an interaction turns dangerous? How will police adapt to clinicians making the call on how to resolve a situation? “Law enforcement is never going to get out of this business,” Jenkins said. “Do you think there will be squads of mental health workers responding to all these calls 24/7? That’s not going to happen. “But I do think this is the wave of the future. These clinicians can make a difference when people truly need it.”

The last 18 months brought nothing but hardship for most small businesses. But for Jimni in downtown Culpeper, it led to a chance encounter that has resulted in renewal. John Beck, who recently moved from Tallahassee, Florida, to Culpeper to be closer to his granddaughter in Alexandria, had visited the store when he saw a golden opportunity. “I fell in love with this store,” said Beck, a woodturner who makes wooden bowls. Owner Jim Schorr, who creates one-of-a-kind, custom furniture, used his Jimni store to sell his products, but it was mostly an artisan showroom for others. “He would have outside artists,” Beck said. “We do support our local artisans. They do bring their goods in here; we take a commission and we sell it.” However, Beck saw that Jimni could be so much more. That’s when he pitched the idea to Schorr to let him work for free for a couple of months, giving Schorr more time to develop his wares. “I don’t mind changes. I grow every time I make a change in my
life,” Beck said. “I said, ‘Jim, what do you need?’ He said, ‘I wish I had more time to develop and create the furniture I do best — live-edge furniture.’ “I saw a diamond in the rough,” Beck said. “I’m getting something out of this. I’m getting a commission out of this; I’m not an all-saint guy. I just love it. It’s a beautiful story on how it all came together. Beck made a win-win offer. “I just moved to Culpeper, I’m retired, I’m new here and I don’t know anybody and that’s what I have, nothing but time,” he told Schorr. This all happened while other people with time — as well as pentup frustration and money — decid-
ed that they were ready to spruce up their surroundings, whether at home or the office. “The pent-up people are out and they’re spending money, and the No. 1 home renovation is the office,” Beck said. “We have a lot of people come in and say, ‘I need a desk. My boss said go out and buy a desk.’ They’re tired of the kitchen Zooming and homes are being built up with offices. Schorr has a couple of artisans that help him build “living-edge furniture,” where one side cannot be touched by mankind. “[They] can take the bark off, and that’s it,” Beck said. That’s what Beck, a retired mar-
keting director for SC Johnson, said Jimni needed to be showcasing. “We brought in a few pieces of furniture and we more than tripled our sales within two or three months.” The wood used to create Schorr’s pieces comes from local sawmills. “This is expensive furniture, but the process that it goes through [can be years],” Beck said, adding: “You have to understand that the quality of the wood and the simplicity of the wood speaks for itself.” “We try to do live-edge furniture and we’ve added this section into the store and hope to bring more products into the store. Anything that anyone needs to be made or have something special done, we will do it for you,” Schorr said. At a Chamber of Commerce ribbon-cutting July 16 at the store, Beck said Jimni is a celebration of friendship and community. “This ribbon-cutting is not for Jimni. This is to introduce our furniture, but it’s really for downtown Culpeper. Let’s celebrate COVID hopefully coming to an end,” Beck said. “I’ve got people across the street asking if there’s anything we can do for you. That’s the community we live in, which I love and adore. This is a ribbon-cutting for all of us.” As for the correct pronunciation of the store, Beck shared this story. “[Schorr’s wife, Alice] used to say, ‘Jim and I started the store,’ ‘Jim and I opened the store,’ and that is how Jimni got its name.”
