Culpeper Renaissance awarded funding for downtown revitalization ➤ Grants to support COVID-19 economic recovery efforts, downtown revitalization

RICHMOND — Gov. Ralph Northam today announced that 18 communities across the Commonwealth will receive $278,000 in Virginia Main Street grants to accelerate the economic revitalization of their downtown districts as part of Virginia’s COVID-19 economic recovery strategy. Nine Downtown Investment Grants were awarded to the Designated Main Street towns of Culpeper, Luray, South Boston, St. Paul, and Wytheville, and the cities of Danville, Franklin, Fredericksburg, and Lynchburg. Nine Commercial District Affiliate grants were awarded to the towns of Bedford, Cape Charles, Colonial Beach, Honaker, Onancock, and Tazewell, and the cities of Buena Vista, Covington, and Martinsville. “Downtown districts are the lifeblood of our communities and our local economies, and they need our support now more than ever,” said Northam. “Main Street communities across the Commonwealth have been greatly impacted by the ongoing COVID-19 pandemic, and these grants will provide critical assistance to help small businesses stay afloat and advance Virginia’s economic recovery.” Virginia Main Street grants are administered by the Department of Housing and Community Develop-

Gov. Ralph Northam ment and help to reenergize development of downtown communities, while utilizing their cultural assets and character. Funding can go toward implementing innovative strategies, plans and programs, capacity building, or design projects that help stimulate increased private investment. This is further accomplished by pooling the resources of local civic and business leaders who are working to bring their Main Street communities back to life. The Virginia Main Street program is comprised of 26 designated communities and more than 90 Commercial District Affiliates throughout Virginia. “In the last five years, designated Main Street communities have sparked more than $413 million in private investment across Virginia,” said Secretary of Commerce and Trade Brian Ball. “Encouraging private investment and economic growth is the key to building

vibrant communities across the Commonwealth during this pandemic and beyond.” The Downtown Investment Grants can be used for design and economic vitality projects in historic downtown neighborhoods located in designated Virginia Main Street communities. The Commercial District Affiliate grants go toward projects in historic commercial neighborhoods located in more than 90 Virginia Main Street affiliate communities. Projects include downtown revitalization, market studies, downtown marketing campaigns, wayfinding signage, streetscape improvements, and town murals. Several projects will support COVID-19 recovery efforts in the towns of Culpeper, South Boston, and St. Paul, as well as the cities of Covington, and Martinsville. Recovery projects include micro-marketing grants, advertising campaigns, promotional videos, support services, education, training, and low-interest loans for small businesses. Salem Volunteer Fire and Rescue thanks community for supporting fundraiser The Salem Volunteer Fire and Rescue Department expressed thanks to everyone who came out to its Aug. 1 drive-in showing of “The Princess Bride,” the first of the monthly drive-in movies that Salem plans to host for the community. The event was also the first fundraiser hosted by the eight-volunteer fire and rescue departments in the county since COVID. "A fun family night out was had by all and we look forward to doing it again next month," the department saind in a press release. From April 1 through June 30 of this year, the eight member companies ran 2,055 calls for assistance, but were unable to do any fundraising due to COVID. With Virginia in phase 3 of the social distancing guidelines from the governor, the companies are now exploring new and innovative ways to reach out to the community through fundraising events such as the drivein movies at Salem to drive-thru dinners. Fundraising is vital for volunteer fire and rescue companies across the country, both as an opportunity to meet and greet the public and to educate the community about the companies and their missions of service.

In an age of hightech equipment, that need becomes more critical as costs for training, equipment, and buildings rise. While some funding or grant money is provided through local, state and/or government agencies, such funding is usually based on size/population of locality and is not meant to supplant the specific parameters dictating how it can be applied. There are numerous expenses

associated with fire and rescue and fundraisers help a great deal to offset costs of vehicles, equipment and other necessary items that are not fully covered by grants. Fire trucks alone can run upwards of $1 million for a platform aerial (bucket ladder) truck. Depending on the volume of calls, a vehicle will need to be replaced every 10 to 20 years. Today's fire trucks have many considerations, including suspen-

sion, cab size, ladder length and how many firefighters can be on the ladder at the same time. All are vital to saving lives as quickly and as efficiently as possible, while also ensuring the safety of the crew. Most trucks are also customized to some extent to the needs of a specific department. All those considerations add up in costs as does the other equipment and gear consideration for each of the eight fire and rescue departments. "Our community is blessed to have the caliber of well trained and devoted volunteers that we have here in Culpeper. Our Firefighters, Paramedics and EMT volunteers stand ready to assist at a moment’s notice to answer any call that they are dispatched to mitigate," the department said. "They come together to do their part in making Culpeper a safer place to live, where we can all feel secure that there is a crew ready, willing and able in each section of our county to arrive when we need them, 24 hours a day, 7 days a week," the department added. "They also enjoy meeting the community while hosting events that further serve that mission. As always, we appreciate your support."

Culpeper native's 22-year Army career comes to a close By Amy Wagner

Influenced by his ROTC experience in high school and by his recruiter, thirty-nine-yearold Ryan Hallett made an important decision that opened a new chapter for in his life The thirty-nine-year-old, who grew up in Culpeper, the second oldest in a family of five excelled in sports but was an underachiever in academics, and faced many struggles through his education years and made some poor choices. So after graduating high school in 1998 Hallett decided to enlist in the Army. Enlisting at seventeen years of age as a communications specialist at Fort Bragg provided Hallett direction, structure, discipline and an opportunity to improve his lifestyle. “I was not a stellar high school student. I was heading down the wrong path, I made early mistakes," said Hallett. "Just because you start at the bottom somewhere, it doesn’t mean you can’t persevere and end up at a really good place,” Hallett spent four long tours in Iraq and one short one in Afghanistan for training. Hallett served in Iraq from 2004 to 2005 and then again in 2005 to 2006 in communications. He then changed jobs to work with unmanned aircraft. In 2008 he was deployed again to Iraq and worked with Alpha unmanned aircraft (an area where he spent the latter part of his

training today,” said Hallett. During his time in the Army, Hallett was in the first group of Army volunteers to put fire missiles on drones. In 2011 Hallett was selected to attend Warrant Officer Candidate School and became part of the Warrant Officer Corps, a demanding and vigorous honor. The Army defines a Warrant Officer as a highly specialized expert and trainer in his career field. They serve in a position where advanced technical knowledge is needed. In addition to his rising military career, Ryan also graduated from college with a bachelor’s degree. Chief Warrant Officer three (CW3) Hallett was stationed at Fort Stewart, Georgia from 2014-17 and then went on to Fort Campbell, Kentucky in 2017. Hallett returned to Iraq in Dec. 2018 through Dec. 2019 under Operation Inherent Resolve. Cindy Jones, a friend of the family for over twenty years, has known Hallett since his teenage years. “Ryan is an influential leader, a devoted soldier and a committed husband and father,” she said, describing him as very respected. “It was evident from all the

accolades he received from officers at the graduation ceremony as well as from his troops,” said Jones. Hallett’s parents, John and Barbara, still reside in Culpeper. Barbara said his capabilities were underestimated. “Hallett is a small-town guy who did some great things for his country,” added Jones. Jones, who grew up in a military house and married a now-retired soldier, has a great deal of respect for the military. “Culpeper has a lot of heroes,” she said, “and we need to start recognizing them.” Hallett received numerous awards including a Bronze Star; three Meritorious Service Medals; five Army Commendation Medals and six Army Achievement Medals. “Hallett has found himself. He will be an example. He lives the part and he is what a true soldier is. Not many people really achieve their vocation. He found the right path at the right time,” said Culpeper resident Bill Flanagan and former E5 Staff Sargent with the Air Force. “The Warrant Officer is the bridge between the enlisted personnel and the Officer Corps.

You can’t just become one, you must be selected. They are leaders themselves. It is a special talent,” Flanagan, 80, added. Hallett said his greatest achievement was “watching the positive impacts I made on the people I was leading and seeing them grow to become leaders in the organization,” during a recent phone interview. Due to the COVID pandemic, the retirement ceremony acknowledging Hallett’s twentytwo years of service was virtual. His parting words at the

ceremony were to “be an inspiration to your soldiers. Take care of them and their families. Never be afraid to tell people what they need to hear no matter the consequences”. Since retiring (official on Sept. 30), Hallett, his wife and their three children, are making their home in Clarksville, Tennessee. He has been swimming a lot and spending time with his family. Thanks to the Army's Hire Our Heroes program, he will going to be working for Power Home Remodeling Group in Nashville.

Summer fades plus a COVID playlist A Great Blue Heron stood in strategic solitude as the early light of morning awakened Pamlico Sound. A small school of mullet darts from underwater grass over a circle of sandy bottom. A lone Blue Crab holds on to a dock post as the gentle pull of the tide tries to Marshall Conner move it away. It holds fast in the current. The car needs to be packed yet I find myself lingering with my coffee and thoughts. Pausing on every small detail and smell — a strong southerly breeze on my face is a warning that a storm is heading towards the Outer Banks. We are finishing our vacation on the day the first evacuation warnings were being broadcast for the season’s first hurricane. Yet, even with the warning I felt like staying in this place where I did not require the swings of the

news cycles, politics, I-95, or the daily tally of COVID. A storm in the Outer Banks is a natural —ºº normal occurrence. Nothing about this year has been normal. This short respite from the world made me hug my family a bit tighter, remember the importance of faith and recharge for the uncertainty of fall. The old familiar pain of seeing the Oregon Inlet Bridge in my rearview mirror summoned solemn reflection on past and future. I pondered the little things that got me through a tough spring and summer. I thought about early morning drives to work alone with my thoughts, playlists, and worries about the future. One cannot help to worry about paychecks, health, and the future for your children. I recalled little glimpses of hope throughout the summer at key times—the family time, a paw upon my shoulder, teamwork, bravery, innovation, fishing trips, and little gardens. Another glimmer of hope

came in the form of an older gentleman walking down a country road each morning between Kelly’s Ford Bridge and Elkwood on Rt. 674. I want to personally thank him for his friendly waves on days when I really needed one. His wave made me smile for a moment each morning and it provided a positive boost of morale on my way to work. A simple wave gave me hope for humanity. Occasionally, the nice fellow wears an Atlanta Braves baseball cap--and I still wave back happily. Thank you, sir. I look forward to meeting you one morning. I would be happy to buy you a cup of coffee. One seldom knows how essential they really are. A simple thank you from a kid in childcare, a joke between colleagues, or a few positive comments about a column all help. Music has also been essential during these crazy Rona-dodging days. Culpeper Youth Coordinator Jamie Clancey congratulated four members of the organizion on their graduation from high school and for their service to the organization. The stuidents: Josh Houston, Jaevan Jenkins, Lily Haught, and Abby Stern, served as leaders on the Youth Advisory Council and mentored new members of the organiztion. "It is with great pride that I, Jamie Abby Stern Clancey, Culpeper Youth Coordinator, say congratulations to Josh Houston, Jaevan Jenkins, Lily Haught, and Abby Stern for graduating this year! Culpeper Cares awards $956,742 in small business , 501c3 recovery grants The Town of Culpeper’s Tourism and Economic Development office announced grant awards totaling $956,742 to 90 businesses and 501c3 non-profit organizations through the Culpeper Cares Small Business Recovery Grant fund. Culpeper Cares aims to award cash grants to small businesses and 501c3 organizations to assist with operational costs during a time when they are experiencing a prolonged reduction in revenue and have limited or no cash flow. The Culpeper Cares Small Business Recovery Grant fund will be opening a second round of applications on Aug. 26, with a Sept. 9 deadline. For profit businesses will have access to $1.8 million and 501c3 non-profit organizations will have access to $355,000 in round two. “Culpeper Cares round two eligibility criteria updates will make the fund more accessible to Culpeper businesses and organizations. We have removed the $2M annual gross receipts cap; we changed the business age eligibility from a minimum of one year, to must have opened by January 1, 2020; and we are now permitting all privately owned and operated franchise establishments access to apply,” Paige Read, Economic Development and Tourism Director for the Town of Culpeper said. “We are also excited to announce that businesses and organizations awarded in Culpeper Cares round one are eligible to apply for a second round of funding.” “The grant fund qualifications remain the same — all applicants will need to demonstrate a 25% economic injury due to COVID-19; be a legally operating business or organization in Culpeper; have between zero and fifty full-time equivalent employees; be current on local taxes; and complete the online application while providing all requisite financial documentation required to verify eligibility” Read said. The Culpeper Cares Small Business Re-

covery Grant program is funded using federal CARES Act funds provided to the Town of Culpeper and Culpeper County. “I am pleased with the results from Culpeper Cares round one. Ninety businesses and organizations is a great start, but I know there are many more than can be helped by this grant fund," Mayor Michael Olinger said. "Our current economic conditions continue to create unprecedented financial challenges for our business community. The future remains uncertain, which is why we need to continue to work together and support one another. For those businesses who were not reached in round one, please reach out with questions, our economic development and tourism team are ready to assist you.” “Round one results are a good starting point, and with the eligibility criteria changes for round two, I anticipate we will be able to reach a wider range of businesses and organizations in our community," Supervisor and Chairman of the Board Gary Deal said. "COVID-19 continues to disrupt Culpeper’s industries, from our restaurants to our farms, our merchants to our manufacturers. The impact to each industry may vary, but each business and organization has experienced economic injury. The Culpeper Cares grant is designed to provide short term operational relief to qualifying businesses and organizations, and I look forward to seeing the continued success of this program as we prepare to open round two on Aug. 26.” The Town of Culpeper Tourism and Economic Development is available to answer questions, review the grant requirements and help walk businesses and organizations through the application process. Virginia Regional Transit to celebrate 30th anniversary Virginia Regional Transit (VRT), a Transportation provider in the Commonwealth of Virginia, will celebrate its 30-year anniversary Aug. 28. VRT was founded in 1990 in Loudoun County by David Daugherty with one bus to provide transportation for the elderly and disabled within the county. “This is a milestone for any company. This company has continued its core values as it grew from one bus to over ninety buses and provides over 750,000 rides while delivering service to over 12% of the Commonwealth of Virginia," President and CEO, Bruce Simms, said. Good day Culpeper! This has been a most difficult and challenging year for each of us. But it has also been a time of learning, patience, and hope. When COVID19 hit I closed my shop on March 21, 2020 and I found myself getting so many calls for swarms it was unbelievable, at least one or two a week, then in April and May the calls had turned into 3 or 4 a week. I also found that the bees were pretty chill during this time, and then it hit me. Less people driving so the air was cleaner, people were planting flowers and gardening more than ever, things were less chaotic, and whether you want to believe me or not bees

can sense how quickly the environment can change so drastically and become more in tune to what’s happening around them. We run a number of hives, so every hive is different and each one has their own idiosyncrasies, it was amazing to see them working so diligently, one afternoon found me sitting outside just watching them come and go and bringing in so much pollen, it was mesmerizing. Why don’t we take the time to enjoy the small things? This pandemic has made me slow down and just look towards those things that are part of everyday life, but we don’t seem to notice those things most of the time. I’m happy to report that our bees have outdone themselves this year, it should be a fantastic harvest and for that I am grateful. I learned so much from our bees this year and figured that they shared something very

important and that was hope. Hope, that people take the time they’ve had with their families during quarantine to enjoy the little things, granted we’ve had to relearn what it was like living in close proximity to one another, and respecting each other’s space. But it was a lesson well learned and the bees have been doing that for eons! In the meantime, my shop has limited hours and days Friday 10-5, Saturday 10-5, and Sunday 11-5. Before the virus I had decided to also carry bee supplies which I will start doing in the next few weeks. I learned another valuable lesson and that was to take nothing for granted, I tested positive for COVID19 and became very ill, no I was not hospitalized but was quarantined at home. I had all the classic symptoms but yet when given the diagnosis that I was positive I became angry and depressed, all I was worried about was who did I come in contact with and that scared me, I did not want anyone to become sick because of me. After contact tracing everyone that had been in my realm of contacts, all tested negative.

Another lesson I learned was being patient with people that knew my shop was closed and yet made the assumption that I was ill. Some even came right out and asked if I had the virus, that in itself was pretty bold, considering that they were neither friends nor family. That’s how rumors start. I seriously felt as if I was being outed. So, to put the following to rest I am not contagious, I am recovering from an illness that has no boundaries, we know very little about the ramifications of this virus or its long-term effects. I was one of the lucky ones, to those people that continue to spread gossip, please stop. Thank you to all those that helped me during this very difficult time, your generous spirit and kindness knows no bounds. This week finds me donating my plasma, it will be used for the antibodies that I now carry in the hope that someone who is fighting this terrible virus will get better. For me, there was a silver lining. My words of wisdom is that if you have tested positive you may be able to donate your plasma, let’s fight this together, we will persevere!

Starting a new school year in the time of COVID-19 The decision to reopen schools has been a challenge for education leaders and public health officials, who are tasked to balance the needs of the students with the public health risk, and to that end, Culpeper County Public Schools has formed a mitigation plan for instructional planning throughout the reopening process. In March, Gov. Ralph Northam ordered all PK-12 schools in Virginia to close for a minimum of two weeks, which was soon extended to the end of 2019-20 academic year. With Virginia entering Phase III on July 1, all students once again would be permitted on campus for in-person instruction with strict social distancing measures implemented, with the option of remote learning for students and staff who are at higher risk of severe illness. The State Superintendent of Public Instruction has mandated that all students are expected to cover new content over the course of the year. A task force of parents, teachers, health professionals and community members were gathered in July to review survey data from staff members, teachers and parents which recommended the following actions as the staff planed reopening during Phase III, according to CCPS: •

Begin the school year with “blended instruction” (combination of face to face and remote). Blended should apply to PK to 12. A 100% remote or online option should be made available to families. parents/families to attempt to pin down those desiring a 100% remote option or blended instruction option. A preferred scenario for scheduling contemplates A and B groups with 2 days on (back to back) and three days engaged in remote learning. Keep families/siblings together in the groups. If the numbers related to physical distancing support it, the desire would be to have one day mid-week, for planning and cleaning.

All enrolled CCPS students will receive a Chromebook to support instruction, and parents should visit the 1:1 website at sites.google. com/ccpsweb.org/ccpsconnect/home which explains the details of the assigned device. Parents will also receive a parent guide at their school’s distribution event. Recognizing some students may lack reliable internet connectivity, CCPS said a WiFi hotspot or services through Comcast Internet Essentials will be provided based on need and location. CCPS also ecourages students to use free, available WiFi such as that found in school parking lots or public locations to download and upload digital content. Students may also be provided a secondary storage device — a USB drive — to exchange content or completed assignments with the teacher, according to CCPS, and non-digital resources may also be provided as needed by the teacher. In the event of a school closure due to changes in phase status as directed by the governor or the Virginia Department of Health, CCPS may move to a remote learning environment. Recognizing a brief period of time may be necessary to acclimate students to a remote learning environment, CCPS said it will make available training resources for students and parents. Prep your tech for the 2020 school year The 2020 school year is about to begin. Culpeper County Public Schools are starting with online learning only and will re-evaluate after the first quarter. I have yet to hear about any location in Virginia that is attempting in-person learning only. School systems are preparing for a more robust online learning environment this fall where the grades will count, unlike the hastily set up online environment of the spring that was more optional for students. To help parents and students prepare for the new year, here are a variety of tips and suggestions to help optimize your home technology to create the smoothest possible experience. ONLINE CLASSROOM ENVIRONMENT SPECIFICATIONS

Learning Management Systems (LMS) are the online classroom environments that the counties will use to provide digital instruction. Most counties will use either Google Classroom or Canvas. The good news is many counties will be providing Chromebooks for students to use at home that are completely compatible with both systems. But if the counties do not have enough equipment for everyone, the specifications are very minimal for you to use your own device. It will be necessary for each student to have their own device for online learning. Canvas is the more robust of the two platforms. Canvas recommends using a computer no more than five years old with a minimum of 1GB of RAM and 2GHZ processor. Canvas will work properly with any of the last two versions of Chrome, Firefox, Edge, or Safari web browsers. The minimum required internet speed is 512kbps. Dial-up internet will not work correctly. Canvas will also work with the same mobile browsers on Apple and Android devices. Google Classroom does not provide detailed specifications. It runs on all major web browsers and mobile devices but will be most compatible with the Chrome web browser.

OPTIMIZE YOUR HOME INTERNET

If you are in the unfortunate situation of not having high-speed internet available at your house, check to see if your school system or county is issuing mobile hotspots. Many localities have established public WiFi in areas near where you live, as well as in parking lots of select schools. Here are some steps to make sure your home

network is running efficiently: 1. Run a speed test. Go to speedtest.net and see how fast your upload and download speeds are. Check this against your monthly internet bill. Most internet providers will say you are paying “up to” a certain amount and not guaranteeing service, but if you find a large discrepancy from the test and what you are paying for, call your internet service provider and have them check it out. 2. Firmware and software updates. Make sure all of your computers and WiFi routers have the latest patches installed. Vendors are continually patching bugs and adding new features that help improve your experience. Most people never check

the settings in their WiFi routers after they are set up. Log in now and check for a firmware update. 3. Manage your internet bandwidth. If you do not have large bandwidth at home, it’s important to manage how much each device can utilize. Log in to your WiFi router and look for bandwidth management to limit how much speed each device can use. I’ve seen this done regularly in hotels and gyms. It keeps one device (person) from hogging all of the “internet.” This is very important with the more kids you have at home and parents working from home simultaneously. 4. Upgrade your wireless router. Wireless router performance will degrade over time.

Return to School: Frequently asked questions When will CCPS reopen? The CCPS School Board has voted to delay the opening of schools until August 24th, 2020 and has released a Revised 2020-21 School Calendar. How will school facilities be sanitized? Culpeper County Public Schools will be making the following environmental responses: • Provide staff has received instruction on cleaning for COVID 19 • Closely follow CDC and VDH guidelines in order to create the safest possible learning and working environment for students and staff • Buildings will be cleaned, sanitized, and disinfected nightly “High touch” areas (door handles, hand rails, sinks vending machines, etc) and rest rooms will be disinfected every two hours during the day • School clinics and select areas will be disinfected with Electrostatic sprayers daily • Clear shields have been installed at public entrance locations to protect visitors

Classrooms, hallways, and cafeterias are usually full of students. How will the school handle all the students in these spaces? CCPS has adopted a six (6) foot physical distancing between desks, chairs, and seats in all spaces. This means not all students attending school will be there on the same day and daily schedules in the schools will be adjusted to lessen the numbers of students in the hallways, at recess, or in the cafeteria. Some students may have to eat meals in their classrooms or other locations. My child rides a crowded bus.

Like anything else, routers may need to be replaced. I would strongly urge you to replace your WiFi router if it is a G version or consider switching even an N (WiFi 4) version. Wireless routers that are AC (WiFi 5) are the more common standard. I recently saw a situation where an office was running an older Wireless N router that was functioning, but it had degraded. When it was replaced with a new AC router, the internet speed went from 15mbps to 150mbps. The office was paying for 150 Mbps. See tip number 1. 5. Periodically reboot your wireless router. The home versions of wireless routers will periodically mess up. Some devices won’t connect, and others work fine, or the signal doesn’t reach quite as far. A quick reboot of the router will solve most of those issues. If you still have a problem, it’s probably time to replace it.

How will bus transportation be set-up? Buses will be operating at a reduced capacity to accommodate physical distancing. Parents will have to complete an application in order to secure a bus seat. Points will be given for certain criteria based on the circumstances of the student. Higher scoring students will have seating priority over lower scoring students. Not all students who apply may be given a seat on the bus. What happens if my child doesn’t understand physical distancing or doesn’t physically distance themselves from others? Just like with wearing a mask, establishing new habits and routines is critical to our effort to mitigate the spread of the Coronavirus. Training, training, and more training of children and teens in physical distancing will be provided. As you may have seen in stores and restaurants, floor markings, signs, and spacing of tables, desks and chairs by staff will aid in keeping proper distances. If the student refuses or continues to not follow physical distancing rules after being re-directed, par-

A free, open-source program called Pi-hole installed on a raspberry pi can be placed in any network to reduce the number of ads that you ever see, which reduces congestion and speeds up your home network. This is an advanced tip that I highly recommend if you understand LINUX, TCP/ IP, and DNS.

There are many other resources you can use to supplement traditional schools. The one I recommend and probably the best known is the Khan Academy. The Khan Academy is an online nonprofit that covers K-12, math, science, history, and SAT prep, to name a few, and it’s free. FINAL WORDS OF ADVICE

The coronavirus situation is frustrating for everyone. Be patient. Everyone is trying to make the best of a bad situation. If something with the technology is not working as it should, take a breath and calmly ask the appropriate person for assistance. President Trump just killed America Trump just killed America. He stood out in front of the White House for the world to see and pulled the trigger on his fiscal irresponsibility shot-gun, firing it while the country lay helplessly at his feet. Trump’s callous disregard for the American people and their Constitution was on full display during his announcement of new executive orders on Aug 8th. With the silent support of the donothing Republicans in the Senate he has signed an executive order to stop collecting payroll taxes. This is the final nail in our nations fiscal coffin. Social Security and Medicare will go bankrupt. You are thinking surely this cannot be true? Let us detail what has happened during the national disaster known as the Trump Presidency.

1. Passed a huge tax cut for billionaires and deadbeat corporations. This ballooned the national debt during a time of economic prosperity when we should have been paying the debt down. 2. Lack of a coherent national strategy to fight the corona virus. Besides killing off hundreds of thousands of Americans needlessly, this failure prolongs our economic crash and leaves millions unemployed for months longer than they would have been if Trump had tried to unite us with a common purpose. 3. Trump signs an executive

order to stop collecting payroll taxes. This move will push Social Security and Medicare into insolvency. This callous move threatens our vulnerable seniors as well as future recipients of these retirement benefits. We have been holding our collective breath until Nov. 3 waiting to see what is next. You may as well exhale. The job of doing us in is just about complete. Donald Trump, the greatest disaster in American presidential history is writing his final chapter. The Nick Freitas campaign 'unmasked' As a citizen and voter, I am dismayed at the fundraising tactics employed by Nick Freitas’s recent campaign launch of the sale of face masks branded with anti-China rhetoric. It appears that his campaign is adopting the divisive rhetoric of the Trump campaign, and is an obvious lack of respect for Americans’ lives set aflame by the spread of COVID-19. And, even more concerning, the Freitas Campaign is fueling those flames by spreading racism against people of Chinese and other Asian origins. Be assured that this aspect of Mr. Freitas’s campaign

does not represent the highest values of the people of Culpeper County. Instead, he is politicizing lives upended, economic distress, illness and death, and a rejection of the humanity inherent in all members of our community. 'Pack The Patrol Car' "Pack The Patrol Car" was coordinated by the Culpeper Police Department took place on Aug. 7-8. Officers collected school supplies at Target, Walmart, The Dollar Tree, and Big Lots to donate to benefit local students in need. Eighteen patrol vehicles and one evidence van were filled with school supplies, and the Culpeper Police Department is still receiving donations from the community who have dropped off items at the Police Department. Supplies were distributed Saturday morning, Aug. 15, at Culpeper County High School.

He is survived by his children: Yvonne Hobbs Allen and Pamela Anderson (Leonardy); sister, Alvergia Guyton (James); grandchildren, Andre, Channon, Fatima, Herbert, Jason, Julia, Justin, Kareem, Nicole; and a host of great-grandchildren, nieces, nephews, cousins, and friends who will cherish his memory.

ADDISON SEABURN HOBBS Addison Seaburn Hobbs, age 93, passed away peacefully at home in Woodbridge, VA on July 27, 2020 surrounded by loving family members. Born on March 12, 1927 in Washington, DC to Orlando Chatman Hobbs and Gladys Beatrice Hobbs (nee Seaburn), he was the second of five children. Besides his parents, he is predeceased by his wife of 49 years, Dorothy Raines Hobbs; sons, Charles Michael Hobbs and Addison Seaburn Hobbs, Jr.; and his brothers, Williston C. Hobbs, John D. Hobbs, and Orlando S. Hobbs. Raised in North Brentwood, MD, he was educated in the District of Columbia schools before graduating from Armstrong Technical High School. After earning his Bachelor of Arts degree at Hampton University in 1948, he taught in Louisiana, played in Negro baseball leagues, and returned to Washington to teach graphic arts in the DC schools, where he later met his second wife, Dorothy They wed in 1959. As prior single parents, they strove to create a thriving blended family consisting of Charles, Yvonne, Pamela, and Addison Jr. He went on to receive his Master of Science degree from New York University and subsequently a doctorate in Educational Administration from Rutgers University in 1971. A highly regarded professional mentor and organizational leader, Addison directed the Bachelor of Science program in Teaching Technology at Washington Technical Institute. Later, in Michigan, as the state's Director of Vocational and Technical Education, was involved in the management and planning of vocational education programs throughout the state's 530 local school districts and 29 community colleges. As the only African-American in the US to hold such a position at that time, he garnered many awards for outstanding service. After returning to the Washington DC area in 1979, he was appointed Assistant Superintendent of Vocational-Technical Education at the Maryland Department of Education where he ably served until his retirement in 1990. After retiring to Culpeper, VA, he remained a tireless advocate for civic ser-
