Area residents reflect on personal ties to Afghanistan as U.S. pulls out By Julia Shanahan
RAPPAHANNOCK NEWS STAFF
The last American planes flew out of Afghanistan on Monday night, ending the 20-year war, but for many Americans — including some in quiet Rappahannock County — the war lives on for a lifetime as families grapple with the tragic aftermath. One Rappahannock resident thought of her late husband, a “true patriot,” she described him as, who ➤ See Afghanistan, Page 9 A sign hangs out in front of a yard on Lee Highway near Sperryville asking that President Joe Biden extract all Americans from Afghanistan. According to news reports, the U.S. was not able to get out everybody who wanted to flee the country by the Aug. 31 deadline. PHOTO BY LUKE CHRISTOPHER

Culpeper Times • September 2-15, 2021
R E M E M B E R I N G 9/11 As a part of the 20th anniversary of the September 11 terrorist attack, Culpeper Times asked local community members to reflect back on that day to share where they were and what they remember. Submissions were edited for clarity and grammar.
I was getting my day underway at work like millions of others. I was paged to take a call from my wife. She relayed that the plane had hit the Pentagon and perhaps others were inbound. Our son’s daily metro route took him through the Pentagon Station at this very same time. We could not reach him and knew that we would be turned back if we tried to go into the NoVA region. Very anxious for sure but soon we heard from our son that his train was routed back to his home station. The tragedy that unfolded that morning, along with the associated feelings, will never be forgotten. Tom Boyd Culpeper Car Wash
Like so many Americans, 9/11 forever changed my life. I was only in middle school at the time, and I could not understand why all my friends at school were crying. My mother picked me up from school and her face was pained. I could see the tears forming in her eyes. I asked my mother why her and everyone around me was crying. My mother hugged me tightly and said that an airplane had crashed into the Pentagon. I later learned that so many innocent American lives were lost from a despicable and cowardly act. However, I also witnessed the relentless American fighting spirit. Americans from all backgrounds were banding together. It was then engraved in my mind that our freedom is not free. Our military has made and continues to make the ultimate sacrifice for our everyday liberties. I will never forget.
I lived in Minnesota on 9/11/01. It was a beautiful fall day with crispness in the air and autumnal colors everywhere. My two children had left for school, and I was working at my desk from home. My children’s father called, emphatically saying, “Turn on the TV! Turn on the TV!” I did just in time to see the second plane fly into the Twin Towers. I watched with terror as the first one and then the other collapsed. Later, our children came from school, and I tried to shield them from the TV images. But, as with all things 9/11, the images remain in our hearts and minds. Something changed in us forever. Dr. Janet Gullickson President of Germanna Community College

Remembering 9/11
Culpeper Times • September 2-15, 2021
On 9/11, I was in my office in downtown Charlotte, North Carolina where I did commercial lending and leasing for another bank at the time. I was getting reports coming in from people about something happening at the World Trade Center and other places. A lot of us were all huddling in local restaurants in downtown Charlotte trying to see what was happening on the news. We were all in shock. It was a scary time with us being in one of the largest banking centers in the world and not knowing what was happening with our friends and families in New York in the financial world. I had unexpectedly lost my dad on July 2, so I was thinking I was so glad my dad was not around to see what was happening. I will never forget the heroic things people were doing for others at the risk of their own lives. I was proud, and still proud of those who gave all for our great nation.
I actually grew up in Tenafly, New Jersey - about a 10 minute drive to the George Washington Bridge near Manhattan. I was in 7th grade when 9/11 happened. I remember being in the Algebra 1 class and looking out the window, spacing out. I saw a huge cloud of smoke come from the direction of Manhattan. Soon, we had a vice principal come into the room and tell our teacher to turn the TV on. We watched it on TV while it was happening. The school ended early and everyone was told to go home. My dad worked as a limo driver and he was in the city that day, so I remember being really scared. He was allowed to leave the city when they lifted the travel ban on the bridge. He told me that he was several blocks away from the Towers but his suit and car were all covered in dust when he got home. We had school close for a few days because we had many students whose parents worked in the towers and many of them did pass away.

Like many others, I was shocked and horrified at the attacks on America on 9/11. My husband and I were in the process of opening our new business on main street when the attacks occurred. We were sitting at the cattle auction waiting for the sale to end. The radio was off so I could study for a test in a class I was taking. When we went into the office to collect a check, everyone was staring at the TV. I thought they were watching a special report on the Oklahoma City bombing. The woman looked at me aghast saying it was happening right now in New York. We were shocked! The next week was a struggle. No one would write us an insurance policy to open. With help from our landlord, we were able to obtain an insurance policy. Finally on September 17th we were able to open Integrity Automotive on main street. The memory will always be with us, especially now as we are in our 20th year in business. Diane Morris Integrity Automotive

On 9/11, I was standing in the Culpeper Star Exponent newsroom watching a plane fly into the Twin Towers. No one was in editorial, and my publisher was out of state at a publishers meeting. I put in an emergency call to him and discovered none of the publishers knew anything. I asked and got permission to put together a special afternoon edition of the Culpeper Star Exponent. I was the advertising director at that time and, to the best of my knowledge, it was and is the only special afternoon edition printed. My personal reaction was one of horror as the second tower was struck, as the Pentagon was hit, the third plane full of passengers, the death toll rose and the skies went silent as it became clear we were being deliberately attacked. Someone was killing Americans on our soil. Dyanne Holt former advertising director for Culpeper Star Exponent

Remembering 9/11
I was on my way to Virginia Beach to work that day and stopped at the Exxon across from Spotsylvania Mall. It was an extraordinarily clear day, late summer but no humidity, almost fall-like. When I went in to pay, the first plane had just hit the North tower. Without knowing the full details, I started driving and continued listening to the unfolding events. I got to my hotel, rescheduled my appointments and drove home the next day. My mom passed away one week later on Sept. 18, so it is a time that I will never forget.
On September 11, 2001, I was in my office in Warrenton at the other storage facility I was running at the time along with the Culpeper Storage location. As any other morning at work, I got my day started, turned on the TV to get caught up on the local news when I heard of the attack on the first of the Twin Towers. I was horrified at what was happening. I called my husband to let him know what had happened, not knowing that more attacks were to come that day. I said a prayer for all that were impacted by the attacks.

For me, September 11, 2001 still stands out as a day that I shall never forget. As I worked in my business with my wife, the events of the day overtook anything else that we may have planned to do and we were glued to the news as things unfolded. It was indeed a sad day! The attack on American soil was absolutely horrific in our lives and in our country, and I still have painful visions of that day. I pray for healing for our country as we move forward in an effort to unify in spirit. Skip Price Village Frameworks & Gallery LLC

I had just taken my son and daughter to Farmington Elementary School and was working at my store on Main Street when the announcement came over the radio. I remember being shocked when the first tower was hit and thinking it was a terrible accident. When the second tower was hit, everyone knew it was no accident. I remember being very apprehensive about what was going to happen next. It’s hard to believe it’s been 20 years since that terrible day.
Twenty years ago, I was processing customer's photos at our print lab in Meadowbrook Center. I had family working in the arts, living in downtown Manhattan. It took most of the day to get a call that they were safe. I knew this was an event to change the way we perceive our daily lives and our safety. Tim Carlson Study C Photography

I was at my mother-in-law's house helping her with her assisted daily living as she was beddridden at the time. We just so happened to have the television on the news and watched it all happen. When they were talking about a second plane, I immediately knew there was no accident. I mean, I knew that it had to have been terrorist-related. I was just horrified. We were just wondering what was going to happen next and where it was going to happen next. I couldn’t wait to get home. I just wanted to get home because I felt like, home is my safety net. I just wanted to get home because I didn't know what else was going to be taking place or where it was going to be taking place. Judy Partlow EyeCare of Virginia

William Clarke, a free Black man born in York County, Virginia, enlisted to fight alongside his neighbors for freedom during the Revolutionary War. Over 240 years later, a small crowd gathered to remember and honor him on Aug. 21 with a memorial marker. “While William Clarke was one of more than 420 free-born African Americans in Virginia, he took up arms,” said Order of Founders and Patriots Gov. Michael Weyler. Clarke was born to John Clarke, a free man of both white and Black ancestry, and Judith, a white servant, around 1758. When he was about 17-years-old, he enlisted in the Army with Thomas Wells, a captain in the 15th Virginia Regiment. Thirty seven years after enlisting, Clarke made an oath in Culpeper County that he had served as a soldier during the entirety of
the war — an unusual feat for the time, according to Madden’s reading of his biography. After the war, Clarke found himself at Culpeper Court House in 1818 and 1820 applying for his pension, which he unfortunately never saw as he died only seven years later. Two decades later, however, his wife, Hannah Peters, received the pension in Culpeper, Madden’s reading continued. The ceremony, hosted by the Culpeper Minute Men Chapter and The Color Guard of the Virginia Society SAR (VASSAR), featured a presentation of colors by the VASSAR Color Guard and a musket salute. After Clarke descendant William Madden unveiled the memorial marker, members from such groups as the Virginia Society of Sons of the American Revolution and Order of Founders and Patriots presented wreaths and paid their respects to Clarke by bowing or tipping their hats. maria@culpepertimes.com

other performances. “We reached this decision with resolve and disappointment, but all of us were adamant that reducing the risk of contagion is paramount,” wrote RAAC President Matthew Black in an email newsletter this week. Black cited the increased threat of the highly contagious Delta variant of COVID-19 as a contributing factor for the decision. “While most of you are vaccinated and we could require masks at indoor events, we feel that indoor gatherings would still create unacceptably high risks of creating spreader events,” Black continued. “We’ll reassess as more information becomes available.” However, RAAC's Art Tour is still on for Nov. 6-7. The tour involves small numbers of visitors at a time in studios and galleries spread around the county. However, the board decided the Friday night reception for sponsors and artists will not take place.

Local law office to host resume building workshop Maria Basileo CULPEPER TIMES
Local Culpeper Attorney Amanda Johnson knew she wanted to help those reentering the workforce when the General Assembly announced enhanced unemployment benefits would be expiring on Sept. 2. “If we can take care of individuals in our community by offering employment, that creates prosperity in the community,” Johnson said. “The positive correlation became really glaring to me.” Johnson has invited community
members to sit down with her in 15 minute sessions from 9-11 a.m. on Sept. 25 for a free resume building workshop. “Now that I’m on the other side of the fence as an employer, I really have narrowed down on, kind of, what sticks out, what looks good, what should be first, how to format it,” she said. “Because of my experience both as an employee and an employer, I feel like I’m able to provide a better perspective to people.” Not only will attendees have an opportunity to revamp their resume, Johnson has opted to print
three hard copies for prospective job seekers as she recognized accessibility to printing resources may be a hurdle. Johnson also noted there isn’t an age requirement for the mentorship. Everyone from 15-year-olds who just received their worker’s permit or someone who is retired who wants to get back out there are welcome, Johnson said. Besides helping those who are returning to the workforce from unemployment, Johnson hopes to connect job seekers to businesses
searching for seasonal workers as the holidays grow closer. “If one person shows up, it’s a success,” Johnson said. “If we’re able to help just one person and they feel empowered when they leave the office and they feel encouraged and they feel hopeful, then that’s definitely a successful day.” Those interested in attending the workshop can call AR Johnson Law at (540) 764-4767 to reserve a 15 minute time slot in their downtown office in Suite 204 at 206 South Main St. Masks will be required. maria@culpepertimes.com
Culpeper Wellness Foundation breaks ground on recreation center Maria Basileo CULPEPER TIMES
Despite the threat of heavy rain and wind, a crowd of over 50 gathered in support of the Culpeper Wellness Foundation’s ceremonial breaking of ground on Aug. 19 on a multimillion dollar recreational center. “This property allows us the opportunity to live our mission and meet the needs of the community,” said Culpeper Wellness Foundation President Shari Landry. The new 17,759-square-foot facility will provide recreation and activity space with a large multisport arena suitable for sports like basketball, volleyball, pickleball as well as other activities and games. Last November, the foundation announced its intent to build a recreational center at the site of its new office space on Crossroad Parkway. The center has an expected opening date of early 2022. In conjunction with the recreation center, Culpeper Sport & Fitness will expand its programming into a 10,000-square-foot space. It will host family classes, small groups, personal training, youth tumbling, boot camp and athletic performance training. It is expected to open later this summer. Chairwoman of the Board of Directors for the Culpeper Wellness Foundation Debbie Bennett, Culpeper County Board of Supervisors Member Jack Frazier and Culpeper Mayor Michael Olinger also spoke. “This is an exciting time for the Culpeper Wellness Foundation and for our community,” Bennet said. “As you know, our mission is to improve the health and wellness of our community. This project definitely represents a huge step forward in that mission.” maria@culpepertimes.com

Vaccines, variants and validity WHAT IS THE DELTA VARIANT?
➤ What you need to know about COVID-19 vaccines, the new variant and boosters
Despite hitting all-time low counts of cases earlier this summer, COVID-19 has ramped up once again. Hospitals are filling with COVIDpositive patients, masks have returned, and establishments are capping their capacities. Many are wondering, if there is vaccine available, why are cases increasing so rapidly? According to The Centers for Disease Control and Prevention (CDC), the Delta variant is the cause of the recent increase in the number of COVID-19 cases and hospitalizations. This new variant is distressing, and it can be confusing to sort fact from fiction on the internet. Nael Hasan, MD, is the medical director of the emergency department
Nael Hasan, MD at Culpeper Medical Center. Below, he offers insight into the current state of COVID-19.

According to the CDC, the COVID-19 Delta variant is the most contagious variant yet. New data has shown that this variant has increased its transmissibility even to vaccinated people, causing “breakthrough” cases. “Only about 70 percent of American adults have received at least one dose of the vaccine, so we have large areas of the country with lower vaccination rates driving explosive growth in cases and stressing hospital systems. This has become a pandemic of the unvaccinated,” said Hasan. Previous variants typically produced less viral load in the bodies of fully vaccinated people than in unvaccinated people. In comparison, the CDC reports that the Delta variant seems to produce a high level of virus in both fully vaccinated and unvaccinated persons. However, vaccinated people are infectious for a shorter time than unvaccinated people. This means that vaccinated
people have significantly lower risk of spreading the virus or developing serious illness than unvaccinated people. DO BREAKTHROUGH CASES AMONG VACCINATED PEOPLE MEAN THE VACCINES DON’T WORK AS WELL AS PROMISED?
The COVID-19 vaccines authorized in the United States are all highly effective at preventing severe disease and death, including against the Delta variant. However, there will still be breakthrough infections because no vaccine is 100 percent effective. Most of these breakthrough cases will only lead to mild symptoms. “We rarely see vaccinated patients come to the emergency room with COVID-related symptoms,” Hasan noted. “Right now, nearly 100 percent of those hospitalized for COVID are not vaccinated.” ➤ See Health, Page 15

Two decades after 9/11, I remember the unity and sorrow The anniversary of the terror attacks on 9/11 evokes a wide range of emotions and memories. The attacks on the World Trade Center, Pentagon, and United Airlines Flight 93 in Shanksville, Pennsylvania remain vivid in my memory after two decades. These horrific events changed the world, took the life of my friend’s sister at the Pentagon, set the groundwork for two invasions, united our Marshall Conner nation briefly and inspired us all to proclaim that we would never forget. The smoke from the war on terror has yet to fade. On September 11th, I was working as a reporter at the Culpeper Star-Exponent. The night before the attacks, I had covered an evening Culpeper School Board meeting. The following morning, I slept in until my phone started ringing relentlessly. Family, work, and friends were all leaving frantic messages about planes crashing. I heard the tone of shock in the calls. I clicked the TV on and dressed. I drove to Culpeper nervously listening to the evolving coverage on the radio. Within a hectic newsroom, I was given the tasks of writing an editorial on the attacks, interviewing two local witnesses over the phone from New York and Washington DC, and covering community reactions to the attacks. In the span of hours, our small staff of writers, editors, printers, and a photographer constructed a special edition with a huge headline that stated, “A Second Day of Infamy.” In the hours and days following
the attacks, I was immensely proud of my fellow citizens locally and across the nation. American flags flew on car antennas, people rushed to donate blood, churches were filled with prayer and sounds of “America the Beautiful.” In the dark days that followed, I received the sad news that the attack on the Pentagon had taken the life of my close friend’s sister. My former soldier’s mind felt an instant urge for revenge on the terrorists. In the following days I attended a Pentagon Memorial service and the funeral for my friend’s beloved sister. In the weeks and months to follow, an invasion of Afghanistan and then Iraq would begin. The Taliban was ousted from power in Afghanistan, and in 2011, Osama bin Laden was killed by U.S. special operations units in Pakistan. Two decades later as I watched Afghanistan crumble live, an old familiar feeling of anger and betrayal of leadership ate at my heart. I thought about my late father, a two-combat tour veteran of Vietnam. I remember the hurt in my father’s eyes when he watched a similar scene unfold with the fall of Saigon. To his last day he remembered the brave South Vietnamese soldiers he stood with in combat. He knew their fates were sealed after the U.S. withdrawal. Today, my heart hurts for all my military brothers and sisters who did their jobs bravely. My heart hurts for the families who lost servicemen and women in this conflict. This is a failure of four presidents, Congress, a politicized generalship, and a news media that relied on press releases constructed with magic smoke. The images I see in Afghanistan today make me believe that we have “forgotten.” The war was rarely mentioned and relegated to the back
pages of major newspapers. How many Americans were aware of the waste of life, money, material, and time that occurred in our name and with our tax money? Our elected leaders backstabbed each other as money fell like rain. President Biden, his advisors, and a general officer class constructed on politics, not victory, gave birth to the colossal failure in leadership we witness today. Biden is indecisive, and he has been historically wrong on most foreign policy matters throughout his political career. He blamed the Afghan National Army and every other president. The war effort was built on bribery, fluffy PowerPoint briefings, the enrichment of contractors, and the stifling of rules of engagement—yet this army still bled to the tune of 50,000 casualties as our military went to a support role in the last few years. This month the support ended. We struggled to manage a withdrawal. I do not like either political party currently, and there’s enough blame for all four presidents. Some bright day we may learn from history and not discard its lessons. As I reflect on 9/11, I cannot help feeling that we took a few steps backwards over the last couple weeks. The United States changes goals and opinions with the wind and our national hubris has once again deceived us into thinking that other places want or accept the lectures we provide after victories are earned. Patience paid off for the Taliban. Our military can defeat any enemy on the field of battle, yet our victories are eaten from within by our own pride and inability to convey our ideals. Afghanistan either should have been a generational endeavor or a quick and furious strike.

are crucial to mitigating the spread of the virus during times of increased community transmission,” Hasan said. “Masks help protect yourself and others who are not able to be vaccinated, like young children.”
“The third dose is recommended to enhance the immune response for those people who may not have had a strong immune response to the initial series of vaccination,” said Hasan. The federal government announced Aug. 18 that it will begin offering booster shots the week of Sept. 20, 2021. Officials stated that the third dose will be offered at 80,000 sites nationwide, including 40,000 pharmacies. For more information on coronavirus safety, visit NovantHealthUVA.org/coronavirus.
THE MARSHALL PLAN
“Vaccination is an incredible tool to protect those who are the most vulnerable, which right now are the unvaccinated. It allows your immune system to recognize the virus as soon as you are exposed to it, and to be able to neutralize it before it can lead to illness.” WHY DO I HAVE TO WEAR A MASK EVEN IF I’VE BEEN VACCINATED?
“Even if you’re fully vaccinated, masking and physical distancing
WHAT ABOUT BOOSTERS?
Earlier this month, the CDC recommended that immunocompromised people who had received the Pfizer or Moderna COVID-19 vaccine should receive a third dose.

The widow and the orphan: How Cally Tales began as told by Cally's human Widows are not hard to define. Most everyone knows one...or is one. Orphans, however, are a different story. The one that came into my life has four paws and a vocabulary. She was booted out of her house one rainy summer night when she was barely six weeks old. A pathetic waif. Her first worldly adventure was with the headlights of an oncoming car, fortunately driven by a cat-lover, whom I suspect would risk a ten-car pileup to avoid "doing in" a cat. It was not an easy rescue. Cally, as she came to be known because of her calico colors, wasn't sure any human could be trusted. But her rescuer persisted and came back to the same spot the next day to coax her out of hiding. The problem now was to find a new home for this little one-pound ball of fur. The "opportunity" to solve the problem of Cally came my way with a phone call. Wasn't I a cat lover? I confessed I had the fondness. Didn't I think having a kitten would be great company now that my husband of 35 years had departed the earth? Hmmm. Hard to replace a husband with a kitten. How would I explain that to him someday? Since I needed more time to process this lifestyle change, I said decisively, "I'll pray about it." "Could you hurry?” she said respectfully. "I'm in the neighborhood. Why not just take a look? We could stop by." It only took ten minutes of purring and sorrowful looks. The decision was made. I would adopt. It was a great decision. And my friend was so right. Cally is great company and a barrel of laughs. On her maiden voyage to the vets, she rode with dignity, and no protest, in

a picnic basket (with lid). It was all I had at the moment. By the time we made the second trip, I had invested in a zippered pet carrier and she had mesh windows, front, back, and sides. She seemed pleased, even though there was nothing to see but the dashboard and armrests. Maybe I should prop her carrier up on pillows. Maybe if she really liked riding in a car this much, we could travel cross country. I could drive and she could ride shotgun. With that in mind, we took pleasure drives, just to make the point that not all car rides end with shots and pokes. The idea was short-lived. Cally made it clear she would rather do "mouse patrol" in the basement. Actually she has many "mouse kills" to her credit, but I don't know whether she kills them or simply wears them out in cat-and-mouse marathons. The pattern is: she stalks, she pounces, she carries the critter in her mouth, then lets it go only to repeat the cycle. The first time I saw the battered mouse scamper into a catproof place, I assumed Cally was being outwitted. What a blow to her young ego, I thought. I'll help her out. So I "outted" the mouse and cheered Cally on. "Go get 'em, Cally!" She gave me a look that said, "Go back upstairs. This is what I do for fun." Cally is also a "leaper." I knew she had her eye on the magnificent ceramic eagles displayed on a shelf about ten feet up, but I didn't think she would actually "go for it." On one of my shopping trips, she went for it. Perhaps she was bored. But, at least, she wasn't sneaky. On my return, she proudly went to the scene of the crime and stood there until I noticed. She was either very proud or very honest, I'm not sure which. She had brought down the eagle as well as the small shelf he sat on. The nearby wing chair had been her launch pad. The debris was behind the chair and had escaped my notice. I moved the wing chair out of range of the remaining eagles and hoped for the best. But it seemed she had a "to do" list, and the eagle had only been number one on the list. That crossed off, she went on
to number two which was a leap from the loft ledge on the second floor to the living room below...probably 18 feet. For weeks, she walked the loft ledge and contemplated the feat. Since I am very nervous about edges and heights, I tried not to startle her or even to look scared. Then one day she launched...but not to the floor. Instead she went to the 5-inch sill of the octagon window about four feet away. It was still 18 feet up without much wiggle room. "Okay, Whiz Kid," I told her, "how do you think you're going to get out of this one?" She was looking down, as if to say, "Watch me." So I ran down stairs and rearranged the furniture to provide the softest possible landing. She pondered. I waited. Time passed. Finally, I said to myself, "Okay, worst case scenario. She crashes. The Almighty probably has more orphans." BAM. In the blink of an eye, she was back on the loft ledge, twitching her ears as if to say, "You worry too much." Just another check mark on her "to do" list. On the lighter side, Cally is a cuddler and a wonderful heating pad on a cold winter night. When I announce that it's bedtime, she gives me that wonderful little cat word that sounds like a grump...and means, "I know what you said, but I'll take it seriously after you settle in and stop thrashing about." So she waits until I am settled in before she makes her approach and snuggles up. Then we both have a good sleep. Did I mention she lobbies for people food with pathetic meows? The conversation goes something like this: "You're a cat, remember? You eat cat food." "But I would rather have some of your roasted chicken." "No. You are a cat. You eat cat food." "Just a nibble?" "Trust me. I researched 'people food' on the internet, and the experts say it can cause health issues." "Please?" "Repeat after me. I am a cat. I eat cat food. Until I can pay my own vet bills, I eat cat food. Got it? Here, see
this wholesome, healthy cat food in the palm of my hand? Eat or starve." So, she countered, if you won't let me have people food, at least let me write stories about my cat friends. You could help. We could call them "Cally Tales." So that's how it all began. Now you know.

PATRICIA MELENDREZ SPROUSE Patricia Melendrez Sprouse, age 87, passed early Sunday morning, August 15, 2021.
