K-9 Jackson retires from police department By Amy Wagner
CONTRIBUTING WRITER
More than 30 people gathered under and around the Lion’s Pavilion at Mountain Run Lake Tuesday, Aug. 25 to celebrate K-9 Jackson’s retirement from the Culpeper Police Department. The 10-year-old Belgian Malinois sat by his handler’s side while presented with a plaque of appreciation for his eight years of dedication with the department. “It’s an everyday commitment to be a K-9 handler,” noted Chief Chris Jenkins, as he presented a plaque of appreciation to K-9 Master Police Officer David Cole on Jackson’s behalf. “Dogs are the most hardest working employee of our agency. They do it all for a toy. A simple reward at the end of the day.” “Drug dealers pay all the expenses for training and equipment; everything except the salary,” he added. Jackson’s role in the department
will be filled by two-year-old rescued Belgian Malinois Juno. “Juno has big paw prints to fill,” said Jenkins. Jackson, and his handler were certified by The American Society of Canine Trainers and assigned to patrol for narcotic detection upon completion of certification. “He is the welcoming committee for any new officers. He was always the first to step up and I never heard anything negative about David Cole,” said the organization’s president and CEO Chris Aycock, who was present for the ceremony. In honor of his service, Jackson was gifted two large bags of dog food, toys and a gift bag of goodies from Reigning Cats and Dogs. The Culpeper Police Department has two K-9s on the force at a time. Currently K-9 Oden works alongside he handler, K-9 Police Officer Matt Haymaker and Juno, almost certified, will work alongside K-9 Officer Cole.

Regal Culpeper theater reopens with new safety measures After five months, the marque sprang back to life at the Regal Culpeper Theatre after COVID-19 restrictions forced the theater to shut down in March. Cineworld, parent company of Regal, announced in late July its theatres would begin to reopen U.S. locations on Friday, Aug. 21. . Its Virginia locations, including Culpeper, opened on Friday, Aug. 28. “Welcoming theatergoers back to our cinemas will be a celebration for not only our team and our
industry, but most importantly for the fans who have been anxiously awaiting the year’s upcoming releases,” said Mooky Greidinger, CEO of Cineworld said at the time. “With the health and safety of our staff, customers and communities as our top priority, we are happy to invite audiences to return to the timeless theatrical experience that we have all dearly missed.” According to the July press release, Christopher Nolan’s “Tenet,” opening in the U.S. on Thursday,
Sept. 3, headlines new films coming to the theatres this fall. The Regal Culpeper website lists “The New Mutants” and “Unhinged” currently showing, with Christopher Nolan’s “Tenet,” opening in the U.S. on Thursday, Sept. 3, available for pre-order. Regal theatres is enforcing a program of health and safety measures called #CinemaSafe that adhere to the latest CDC and public health guidelines, including innovative sanitization procedures, new
social distancing protocols, and mandatory mask policies for Regal employees and guests. A full explanation of those measures may be found at https://www. regmovies.com/static/en/us/corona-virus-response Regal, which operates 539 theatres with 7,128 screens in 42 states and the District of Columbia and Guam, said it will continue to monitor the situation closely and follow any changes to regulations or guidance from public health officials.

Students receive 2020 Rusty Bowers Memorial Scholarships By Christopher Six
FOR THE CULPEPER TIMES
Culpeper County High School’s Kassee Sutherland and Jillian Sasso are the recipients of the 2020 Rusty Bowers Memorial Scholarships. The scholarship program was launched in 2012 in memory of Russell “Rusty” Bowers to help bring attention to depression and suicide awareness. “Rusty was just a very loving, kind person. Like so many of his friends say, there’ll never be another Rusty. He is truly missed, not just by us, but by his friends and so many others,” said Brenda Bowers, who lost her son to suicide in 2009. Applicants for the scholarship are asked to write an essay on what they would do if they thought that someone was thinking about suicide. “They both wrote very good articles. They talked about what they would do if someone approached them and they thought that they were suicidal. That they would be there for them and if they didn’t think that what they were doing was enough that they would reach out to a counselor or even to their parents,” said Bowers.
Bowers said she was impressed they would rather risk a friendship to save a life. “That was one of the things that really touched my heart. Kids need to realize that even though that maybe that is your best friend you need to put — if you really think that their life is at stake — then you need to go higher up to someone else and not just try to fix them yourself even if you lose them forever as a friend at least you can
save their life.” Sasso, who received the $1,000 scholarship, will further her education at Virginia Tech. She was active in the music program and a member of both National Honor Society and Tri-M Music Honor Society. Sutherland, recipient of the $500 scholarship, is attending James Madison University. She was active in athletics during her high school career and was also a member of National Honor Society.
The scholarship program is no exception to the difficulties presented by COVID-19. The scholarships rely on several fundraisers over the course of the year, but current restrictions for have put a crimp in those plans, as most of the organization’s events rely on large groups in close proximity. “We don’t make a lot of money, we do it more for awareness,” Bowers explained. “We're always happy if we can just get enough to get our scholarships done, but this year I don't see that we can't do anything with this virus. Right now, this has just been an empty year for us.” “People don't want to come out, and we certainly don't want anybody coming out and getting sick, so it’s just chalked up as a loss for this year to do any kind of fundraiser,” she lamented. While the lack of fundraisers is a disappointment, more important to Bowers is the focus on awareness. “I'm hoping that if anything has come out of what we have done in Rusty’s memory, it’s that people realize that they are not alone. It's OK to talk about it. It’s a serious illness, it’s nothing to be ashamed of and people need help,” Bowers said.

Parklets boost outdoor dining options By Amy Wagner
“This is a positive opportunity for the businesses who engaged into partnership. We are very excited for our partners and very excited to have them,” she said recently. “We communicated with these businesses even before we proposed the idea to council. Culpeper residents might have noticed a new outside dining option along Davis Street — five parklets have been installed in an effort to enhance Culpeper’s downtown and increase economic activity. Identified by the Town of Culpeper as an investment tool, the parklets are aimed at providing opportunity for safe social and economic activity post COVID-19 restrictions. The parklets were imported from Italy, but due toa shipping delay and a hold up for a week in customs, were delivered later than expected. The parklets were installed between July 31 and Aug. 1. Produced by Archatrak Incorporated, the parklets are designed to provide mobility and flexibility, and can be assembled in four hours. The existing railings around the parklets are temporary, with a permanent railing design — including planters — slated to be in place in a couple weeks. Town Council authorized $94,000, from the General Fund Capital budget for the Parklet program, a budget Paige Read, Director of Economic Development and

According to the partnership agreement, the parklet owner determines how they can use their parklet, and they are responsible for maintaining the space and determining operational control. Hicks said is excited about the double parklet that graces her store front. Recently furnished with tables, chairs and solar lit umbrellas three days ago, she is looks forward to the opportunities the extra outdoor space provides. Hicks, who has a lung condition, is super cautious about cleanliness and sanitation. “I purchased a medical grade sanitizer and an electric sprayer to clean my tables without contact. Sanitation is high on the list,” said. Hicks, who has a lung condition and is cautious about cleanliness and sanitation. Hicks has partnered with business neighbor Jimni Engraving to utilize the space for demonstrations on Saturdays. Hicks is in the process of planning numerous uses for her parklets including upgrading technology to use it as a hot spot; offering teachers the opportunity to reserve it after school hours for tutoring; and utilizing the space for their “After Hours” event every Friday and Saturday that began this past weekend. Parklets are not a new concept. Popular with urban planners, they have been around for three decades. Existing and functional parklets can be found in Boston, Philadelphia, Long Beach, Calif. and in other cities in Virginia including Alexandria, Richmond, Warrenton, Norfolk and Rosslyn. “The idea is to create a living room feel in a functional space,” said Read. Parklets were offered on a first-come, first-serve basis to downtown businesses, though not all businesses were able to have a parklet due to space out front of their business. Brittany Mabrey, owner of Raven’s Nest, said the extra room outside her coffee shop has been incredibly helpful as additional seating with social distancing awareness is invaluable. “We’re a small store with limited space so the extra room has made people less wary of not being able to find seating. It has become a very nice oasis for a lot of our guests, and we are grateful to have them,” she explained. Some business owners expressed customers’ concerns over only having 30 minutes to park in certain spots on Davis Street. Some
have also expressed concerns that curbside pickup-only signs were hindering their businesses. Read said 50% of those signs were removed from Davis Street over a week ago. During the concept phase Town Geographic Information System (GIS) staff conducted a downtown parking assessment which included a parking spot count, excluding handicapped spots. “We were sensitive to parking loss as we developed this idea. The five parklets represent less than one percent of a loss of parking spots. The overall impact to downtown parking is minimal,” said Read. “Really? I’m sure they’re helpful for the businesses but I don’t like the way they look,” Felicia Chavez, owner of La Bee da Loca on Davis Street, said about the parklet just across the street from her shop. “Attractiveness is one of the things we pride ourselves in downtown and then there’s this.” Chavez said she preferred the outdoor seating areas she saw during a recent trip to her hometown in Boulder, Colorado. “They are handmade from pallets and cinderblocks and look a lot better than what we have,” she said. Kathy Campbell, owner of Settle Down Real Estate, said she has heard more negative than positive about the parklets. “There were so many complaints of not having enough parking downtown before and now we’ve lost more,” she said. Read said she has heard nothing but positive feedback about the parklets downtown. “As all things with change, I do believe there are some out there that aren’t happy but that’s not the majority that have reached my desk,” she said. Jessica Munnikhuysen and her family, from Orange, visited Culpeper last Friday and dined at a sidewalk table outside Raven’s Nest. She felt the parklets are a good option. “I think they are a great idea to expand their seating space since there is limited outdoor seating,” . Munnikhuysen said. The parklets are seasonal and will be taken down for the winter months. Read said they could be in new locations next spring as they will be offered again on a first-come, first-serve basis to new businesses.

of ammunition and firearms is the worst many gunsellers have ever seen. In the words of GLOCK Communications Manager Brandie Collins, “GLOCK has not seen this level of need before since COVID is not something that has happened.”

These days Bob Pennepacker spends a lot of time browsing the internet for 9-mm handgun ammunition. On the rare occasion he is able to find it, he runs — literally — twenty yards from his computer in the sporting goods department of Gary’s ACE Hardware to the store office to get the company credit card. “A lot of times if you find 9-mm, if you don’t buy it right then, in five minutes it’s all gone,” Pennepacker explains. As the manager of the sporting goods department at Gary’s ACE in Culpeper, Pennepacker is responsible for keeping ammunition stocked. But since the start of the pandemic in March, it has been nearly impossible to keep up with demand. In Virginia, firearm sales are up 113 percent this year compared

going to keep hoarding.” Some retailers, like Trading Post Guns outside Washington, have started to limit the amount of ammunition a customer can buy at a time to try to maintain their inventories. But one thing is certain: the current nationwide shortage

In late March, the Department of Homeland Security (DHS) included all firearm industry businesses on its list of essential services during the pandemic, but demand for firearms and ammunition has skyrocketed beyond the industry’s ability to produce. So what’s driving the run on guns? Pennepacker said that in March, common hunting cartridges were the first to fly off the shelves, presumably because people may have been anticipating a food shortage. But then, soon after the protests broke out in response to the killing of George Floyd, there was a wave of panic that caused people to rush out and buy firearms for self-defense. Handguns, AR15s, and the

most common defensive ammunition rounds vanished from the store — and they have been hard to get back in stock. “I just had a regular customer … [who] wanted to buy a full case of double-aught buckshot. There are 25 rounds in a box. A case is like 10 boxes. When would you ever need that much buckshot? He was just buying it just to have it, waiting for the next riot to break out,” said Gary Walker, owner of the Culpeper ACE store. “It’s like milk and bread when there’s a hurricane or a snowstorm coming. You buy five gallons of milk and four of them will go bad before you can drink them,” Walker said. 12.1 MILLION BACKGROUND CHECKS
According to Mark Oliva, Director of Public Affairs at the National Shooting Sports Foundation (NSSF), more than 12.1 million background checks for new firearm sales have been conducted nationally since the beginning of the year. NSSF data show that 40 percent of people purchasing firearms are first-timers. “And of those firsttime buyers, 58 percent are African American and 40 percent are women,” Oliva said in an interview
Local News
with the Rappahannock News. Locally, Pennepacker says he, too, has seen an increase in the number of women purchasing guns for self-defense. “I would say about 40 percent of them are women,” he said. Oliva said that the shortage has been caused predominantly by “a sustained surge in demand that has outstripped the ability for manufacturers to keep up with it. That’s 12.1 million people buying ammunition that weren’t buying it before.” Though manufacturers have seen no shortage of metals, Oliva says primers (the chemicals that give bullets their combustible properties) have been more difficult for manufacturers to obtain. When asked if the coronavirus has slowed production, Oliva said manufacturers are “certainly impacted.” As for distributors, when Oliva recently toured a large distribution center in Louisiana, three-quarters of the shelves were empty. To keep up, distributors are dispatching what they call “boomerang” orders: as soon as new stock comes in from manufacturers, it goes right back out the door to retailers. But because small businesses

like Gary’s ACE Hardware are not ordering in the huge quantities that national retailers like Cabela’s and WalMart order, Pennepacker says it often takes longer for them to see merchandise arrive. The internet has also had an immeasurable impact on brickand-mortar gun stores because internet sellers can buy directly from the manufacturers and sell directly to consumers, allowing them to offer competitive prices. And now, because internet sellers are the only ones with ammo, they are charging a premium. Six months ago, Pennepacker could buy a box of 9-mm ammunition for about $8 and retail it for $12.99. But the last time he bought it online, he had to pay $25 a box and sell it for $34.99. “Our regular distributor’s pricing hasn’t gone up that much, but they don’t have it. So the only way you can get it is by going on the internet … when it’s going through the internet distributors, they’re pricing it and getting every dollar out of it that they can,” he said. ‘A LOT OF CALLS’
Pennepacker continues to receive almost 100 firearm- or ammunition-related inquiries every
9
day, an indication that the shortage won’t be ending anytime soon. When asked about what the ammunition shortage might mean for hunters this fall, Pennepacker sighed. “I’ve gotten a lot of calls about that,” he said. “The thing is, the manufacturers can make a lot more money selling and making all the 9-mm ammo they can make, and if they cut back on production of rifle rounds, they’re going to be even scarcer than they are now.” He says he has placed an order for three times the amount of ammunition he has ordered in previous years. “Until [customers] see it on the shelf on a regular basis and they don’t feel like they have to buy it right away even if they don’t need it, they’re going to keep [stockpiling].” “Nothing’s going to change probably,” says store owner Gary Walker, “until after the election and when you stop seeing the rioting on TV.” At the national level, Oliva predicts that the 2020 presidential election will serve as a bellwether for how long the shortage will last. If Trump wins, he says, the shortage may continue well into next year. But if Biden wins, Oliva says “it will pale in comparison.”

Police impersonator spoofs department phone number The Culpeper Police Department was approached Aug. 25 by a citizen alleging she had received multiple phone calls from a Culpeper police officer demanding money from a fraud investigation, police said. While the victim was speaking with a uniformed officer, the impersonator called again. The phone number displayed was the office phone number for the Culpeper Police Department, according to police reports. “We are disturbed by this report,” Chief Chris Jenkins said. “Scammers will use any tactic to take advantage of unsuspecting citizens, including impersonating officers and government officials. We are thankful that the reporting person approached a uniformed officer before being victimized." The individual identified themselves as a Culpeper officer and repeated a demand for the victim to purchase a prepaid card. When the officer identified themselves to the impersonator, thethey claimed they were sending several officers to arrest the victim then hung up the phone. "I want to remind the public that law enforcement will never ask for
nor accept money in lieu of conducting an investigation or serving a warrant," Jenkins said. "If anyone ever contacts you demanding money, hang up the phone and contact your local law enforcement agency directly.” The Culpeper Police Department advises “spoofing” is defined aswhen a caller deliberately falsifies information transmitted to the caller ID display to disguise their identity. Neighbor spoofing is often used so it appears an incoming call is coming from a local number, or spoof a number from a company or a government agency that the victim may already know and trust. Several Virginia agencies have recently reported scammers spoofing department numbers and impersonating officers in attempts to profit according to police, telling potential victims they are either under investigation or have a warrant for their arrest and demanding money to resolve the situation, typically by prepaid card or wire transfer. Scammers use scare tactics, pressure, and official sounding language to trick victims, police said.

H E A LT H Culpeper Medical Center patients join national prostate cancer clinical trial By Susan Tulino,
pared to less sophisticated forms of radiation therapy.
NOVANT HEALTH UVA HEALTH SYSTEM
Prostate cancer is the third most common cancer in the United States, with an estimated 190,000 cases diagnosed annually, according to The American Cancer Society. Despite the high incidence, cure rates are high when the cancer is caught early. While many low-risk prostate cancer patients can avoid progression that does require treatment with careful monitoring, more than 1 out of 6 men with prostate cancer will die of the disease and many others develop difficult symptoms due to the cancer. A nationwide Khandelwal clinical trial, “A Prospective Comparative Study of Outcomes with Proton and Photon Radiation in Prostate Cancer (COMPPARE)” is underway to compare the effectiveness of two types of prostate cancer treatment: proton therapy and intensity-modulated radiation therapy (IMRT) across 3,000 participants. Led by the University of Florida, newly diagnosed prostate cancer patients who prove eligible and receive radiation therapy at Culpeper Medical Center, a Novant Health UVA Health System facility, may participate. WHAT ARE PROTON THERAPY AND IMRT?
Proton beams deliver radiation
GOALS OF THE TRIAL
to the tumor utilizing a feature of protons called the Bragg peak, which nearly eliminates exit radiation dose beyond the tumor that can damage surrounding healthy organs and tissues. As the equipment is extremely expensive, proton therapy is more costly, less available and currently less likely to be covered by insurance than IMRT. IMRT is the most sophisticated form of radiation thera-
py delivered with high energy X-rays, also called photons. It allows radiation oncologists to shape doses(?) around tumors in both concave and convex shapes. IMRT is less expensive and more widely available than proton therapy. IMRT is routinely covered by insurance for prostate cancer because of its dramatic lowering of radiation to the rectum, bladder and other adjacent organs com-
Shiv R Khandelwal, MD, medical director of radiation oncology at Culpeper Medical Center and associate professor of radiation oncology at University of Virginia (UVA), is offering appropriate patients the chance to participate the COMPPARE trial at Culpeper Medical Center. “The goal of this study is to determine whether proton therapy is better than IMRT for treating prostate cancer,” said Khandelwal. “While some facilities have both proton therapy and IMRT available, the study allows participating facilities that do not offer proton therapy, like Culpeper Medical Center and UVA, a chance to enroll patients in the IMRT arm of the study.” Khandelwal recently started participating as a sub-investigator for the study. One of his patients, who is currently undergoing IMRT therapy to treat prostate cancer, is participating, and another is considering it. “We’d like to have as many patients as possible from Culpeper join in this important study. Engaging in research opportunities like this allows us to improve our services and the quality of care we provide, which leads to improved patient experiences and outcomes.” For information about cancer care at UVA Cancer Care, a department of Novant Health UVA Health System Culpeper Medical Center, visit NovantHealthUVA. org/clinic-locations/uva-cancer-care or call 540-829-4352.

Novant Health UVA Health System expands visitation ➤ Approved visitors will be subject to COVID-19 and temperature screenings and must wear masks
Novant Health UVA Health System, an integrated network of physician clinics, outpatient services and medical centers in northern and central Virginia, recently expanded its visitor policy to allow for limited visitation in its emergency departments, inpatient areas and surgical areas. Each patient is now allowed one healthy visitor over the age of 18. Visitors will need to get their temperature taken and pass COVID-19 screening questions each time they enter a Novant Health UVA Health System facility. Additionally, approved visitors will be required to wear a mask and a wristband given to them during screening. “While the safety of our team members, patients and community remains our top priority, we recognize the important role friends and family play in supporting the health of our patients,” said Al Pilong, chief executive officer, Novant Health UVA Health System. The updated visitation policy applies to the health system’s three acute care facilities: Novant Health UVA Health System Culpeper Medical Center, Novant Health UVA Health System Haymarket Medical Center and Novant Health UVA Health System Prince William Medical Center. Visitors should remain with the patient while in the facility. If the patient leaves the department for medical imaging or other testing, the visitor should remain in the patient’s assigned room or return to their vehicle until the patient returns. Common areas and waiting areas should be avoided, and cafeterias are currently closed to visitors. Pilong said the decision to ex-
pand visitation is in alignment with the Centers for Disease Control and Prevention and in coordination with recommendations from the Virginia Department of Health and Virginia Hospital and Healthcare Association. “While Novant Health UVA Health System is currently safe and open to provide patients with the care they need, we will continue to monitor the prevalence of COVID-19 in our communities, the census at our medical centers and our health system’s supply of personal protective equipment to ensure that we are prepared for any potential surge in positive cases,” Pilong said. “We will adjust visitation restrictions as needed in the future.” Visiting hours for hospitals’ inpatient care areas are 10 a.m. to 7 p.m. each day. Visiting hour restrictions do not apply to the one healthy adult laboring mothers designate to accompany them for the entirety of their stay or visitors appointed as designated guardians of minors or adults requiring guardianship. Visiting hour restrictions also do not apply to Emergency Department visitors; however, if a patient is transferred to an inpatient area, visitation will be limited to 10 a.m. to 7 p.m. each day. The Behavioral Health Inpatient Unit at Prince William Medical Center remains closed to visitors. Visitors are also not allowed in outpatient areas with the following exceptions: Minors or adults requiring guardianship can be accompanied by one designated adult. With approval of the care teams, patients may bring one healthy adult support person for special circumstances (e.g., appointments with provider to discuss test results or plan of care in provider-based clinics or outpatient clinics). Expectant mothers may bring one healthy adult support person with them to obstetrical ultrasound appointments. Five years ago I was diagnosed with ampullary cancer, and after surgery and treatments our family of 10 had almost forgotten about that time in life — until May 22, 2020. The cancer was back, this time in the lungs, and without treatment a 3-to-6 month lifespan. After the call, my eyes gazed out the window to see James and his younger brother on the swing set. They were only 7 and 3 the first time around with my cancer . . . this time they would understand more and need explanations and reassurance. Most of all, how would this mother of eight continue to pro-
Four days before baseball’s opening day on Stuart Field, my brother David, through the suggestion of Gary Leake, called to inform me about the Rappahannock-Culpeper Baseball League . . . right here in our own backyard! Through the kind help of league secretary, Angela Kirby, within 48 hours James was outfitted for the Majors Red Sox and barely able to think of anything else than his first practice on a baseball team and his first game! Everyone in the family has stepped up to the plate and has determined to embrace my situation with prayer, determination and patience. It is not easy, but through all the treatments and sleepless nights, there is love and there is baseball. For two hours that Saturday, our family sat in chairs in a grassy field watching the joy of baseball, cheering on James and his team and just for a period of time forgetting all the troubles of the world.

Resources for businesses during COVID-19 It doesn’t hurt to ask for help. It’s a lesson that can difficult to learn in life, that it’s OK to need a hand during trying times. In the Culpeper, we’ve found that time and time again — when a neighbor needs help, our community answers the call. That has been evident during the COVID-19 pandemic, as many of our local businesses have faced hardships due to the uncertain economic times. From March through June, several businesses were either closed or temporarily restricted in how they would normally operate. At the Culpeper Chamber of Commerce, we’ve heard from numerous businesses that have shared their revenue was down anywhere from 65 to 85 percent during the months the governor enacted a stay at home order. They are still seeing a drastic decrease in visitors to their stores, but there is help available. The town and county have offered their CARES grant money to small business and nonprofit organizations to help try to find a foothold and continue to keep businesses open. The Culpeper Cares Small Business Recovery Grant program already distributed awards totaling $956,742 to 90 businesses and 501c3 non-profit organizations through the Culpeper Cares Small Business Recovery Grant fund.
Round two of the program started Aug. 26 and runs through Sept. 9. At the Culpeper Chamber of Commerce, we’ve worked with Paige Read, director of Tourism and Economic Development for the Town of Culpeper, on a Town Hall about the program that is available on our website, www. culpeperchamber.com. It’s a valuable resource that helps businesses learn about the Cares grant program and helps walk them through the process. Sometimes, watching a video isn’t enough. That’s why our office has been helping small businesses and nonprofits fill out the application, guiding them through the process and serving as a conduit to the grant program to help answer any questions businesses may need. It’s a free service and one we’re happy to provide – we want our businesses to survive, thrive and succeed during and following this pandemic. Information on Culpeper Cares can be found at https://visitculpeperva.com/culpepercaressmallbusinessrecoverygrant.aspx, or by visiting the Chamber website and clicking on the popup that directs to the Culpeper Cares page. One question we’ve been answering a lot is, “if I received funds in the first round, can I apply again?” The answer is yes. There are some caveats that come with it, and

During this time, every little bit helps. The Culpeper Chamber of Commerce is here to help our local businesses recover the from the pandemic by connecting them to the resources available. that’s where the Chamber can help answer questions or help find the right resources. Businesses that received an award in the first round will have to show an additional 25 percent economic injury, acknowledge and accept non duplication of funds use and will have to have their 2019 annual revenue verified. Other key changes for businesses include that $2 million gross annual receipt cap from 2019 was removed, businesses will have to have opened by Jan. 1, 2020 and Privately owned and operated Franchise establishment owners need not live locally, as long as the franchise location is within Culpeper. LETTERS TO THE EDITOR
My view concerning Lenn Park In my opinion the Lenn brothers were not racists when they planted a confederate flag to signify an area, they believed was hallowed ground. The Lenns, with no help by others and over a long period of time, painstakingly cordon off small tracts of land to dig and unearth artifacts relating to a fight that took place between an undersized group of confederate soldiers and federal troops — a skirmish that may have played a major role in the outcome of the largest predominantly cavalry engagement of the American Civil War. The brothers went so far as to create kiosks to house their findings, and though not historians
themselves, researched material they believed would educate the public on the actions of both confederate and federal combatants. The kiosks with the Lenn’s findings, were made available for public review. This happen well before donation the land to Culpeper County. So why was removal of the flag so “needed”? Why didn’t the Board of Supervisors stand tall and place the flag and the courtyard statute issues on the November ballot for all of Culpeper voters to decide, and not based on someone’s “duty”? Why didn’t a past Culpeper Museum curator that attended
a recent park event, explain the Lenn’s reason behind the flag? If those that needed to displace the flag so badly would have researched the Lenn brother’s intent, then removal of the confederate flag may not have been such an urgent duty by a few. History, not racism is the true message here! To further the Lenn’s love for their community, they not only gifted land but invested hundreds of thousands of dollars to develop a park. They truly understood community, its needs, and felt their duty to build a facility for all county citizens to enjoy! John Barrett Culpeper

Understanding macular degeneration Miles Press, OD
EYE CARE OF VIRGINIA
Macular degeneration (AMD) is a degenerative condition of the macula (the central retina). It is the most common cause of vision loss in the United States in those 50 or older, and its prevalence increases with age. AMD is caused by hardening of the arteries that nourish the retina. This deprives the sensitive retinal tissue of oxygen and nutrients that it needs to function and thrive. As a result, the central vision deteriorates. Macular degeneration varies widely in severity. In the worst cases, it causes a complete loss of central vision, making reading or driving impossible. For others, it may only cause slight distortion. Fortunately, macular degeneration does not cause total blindness since it does not affect the peripheral vision. AMD is classified as either wet (neovascular) or dry (non-neo- vascular). About 10% of patients who suffer from macular degeneration have wet AMD. This type occurs when new vessels form
to improve the blood supply to oxygen-deprived retinal tissue. However, the new vessels are very delicate and break easily, causing bleeding and damage to surrounding tissue. Scientists from the United States and China have identified the first gene therapy directly associated with the onset of “dry macular degeneration, one of the two forms of age-related macular degeneration and the other one is Wet Macular Degeneration. (AMD) Anti-VEGF medications are the most widely used treatment for wet (bleeding) macular degeneration. These medicines are injected into the eye in order to help stop blood vessel growth and bleeding. There are two new nutritional supplements available that have been shown to be beneficial for Age-Related Macular Degeneration when other treatments are not appropriate, as well as wet macular degeneration. The first one is Numaqula Omega-3 for maintenance of Macular Health and patients with a family Hx of Macular Degeneration. The second is Numaqula Vitamin for
Age-Related Macular Degeneration. In a clinical women’s study, a full B-Complex was shown to have a reduction in risk of up to 30-40% in patients who are at risk for cardiac arrest. Numaqula

At Eye Care of Virginia, our optometrist in Culpeper takes the time to get to know each patient and their unique vision and eye care needs. By understanding your eye care history, personal medical history, and family vision history, we are able to better tailor our services to meet your specific vision needs. This includes anticipating potential eye care and vision problems before they develop. For example, if one or more of your parents or grandparents has been diagnosed with glaucoma, you are at increased risk for potentially developing this condition.
African Americans over the age of 40 and Hispanics over the age of 60 are also at increased risk. If you fall into a high-risk group, our op-

At Wine Street Memorial Park, on the corner of Wine Street and Old Brandy Road, Taps was sounded at 9:37 a.m. in honor of all the military killed as American Flight 77 struck the western side of the Pentagon. At 10:03 a.m., the time that United Flight 93 crashed 80 miles southeast of Pittsburgh in Somerset County, Pennsylvania, Taps was sounded at the intersection of Main and Davis streets to honor all those who gave their lives in order to save others. After a moment of silence, Taps was sounded for a fifth time, to honor the heroes that were killed on Sept. 11, 2012, in Benghazi, Libya. Following the final sounding of Taps, a verse from America the Beautiful was played to remember the innocent citizens who perished that day as a result of the attack and for those who have since sacrificed their lives. As a final remembrance, a verse from Amazing Grace was played in memory of Culpeper's Ken and Jennifer Lewis, who were aboard American Flight 77.

for me. I have many interests, and this time has allowed me to enjoy them and build up my resume at the same time. I have joined many other leadership groups, I have been able to take part in virtual college open houses and events, write letters to Seniors and other citizens during this pandemic, prepare for college interviews, and give back to my community. I have also grown my love for editing and writing, as I have joined an online magazine as a writer, a local newspaper as an intern, and edited various articles online. Apart from all this, I have seen the need for service in our community. Learning from wonderful mentors and leaders close to me, I have decided to start my own non-profit organization to further aid those who need help. As for Culpeper Youth, I am now part of the Youth Advisory Council. Being one of the founding members, joining when I was in 7th grade at the forming of the organization, I take great pride and responsibility to make sure that the youth in our community achieve their goals. Also, for us all to obtain guidance and ways to give back to our community through Culpeper Youth, Inc. The Pandemic has provided us with life lessons. Within that, we have been strategizing with our Board of Mentors for future events and opportunities. Through it all we are still here, we volunteer, we make our ideas known, and we care. I look forward to being part of this growth, to not only help the youth but everyone in our Culpeper Community.

LIFETIME
AND!
Earlier this year, the world came to a halt. At the beginning of February, there were reports of a deadly virus, causing a world Pandemic, among other significant events. These series of events have affected many. Lost jobs, uncertainty, feelings of insecurity and injustice, illness, and so on. Family members of mine who are not local tested positive for COVID-19, and one sadly passed away. However, this quarantine, while difficult, has some silver linings. This time has brought us closer as a family and given me time to not only focus on my studies but also plan out what I want for my future. We have also kept close contact with our family members living in other areas of the U.S. and the world. Tools like Facebook video chats, Zoom, and Skype, have been key to not only learning some new tech skills but keep communication open during a time when we lack in-person connectivity. During this time in quarantine, I have been able to spend more time with my younger siblings, time that before was spent in a school building. I have also become closer to the elder members of my family, asking for guidance and help for my future endeavors. Since I was a part-time student at my local high school, I had plenty of time to get ahead and work on further high school required courses. I even started taking some online courses, like Harvard’s Fundamentals of Neuroscience, that will further help me in my desired career path. This has also been a time of reflection

As part of a plan to cut 13 percent of its workforce worldwide in an effort to reduce costs by $1.2 billion a year, Germany-based Continental Automotive Systems will close its Culpeper plant in 2024, according to reports. The move, first reported in the Culpeper Star-Exponent, confirmed the elimination of a total of 225 positions, part of a global expected to affect approximately 30,000 jobs worldwide. “The entire automotive industry is currently faced with enormous challenges. It has not experienced a larger, more severe crisis in the past 70 years. This crisis is hitting
suppliers particularly hard. It will demand a lot from us in the short term and push us to our limits in the coming years,” said Continental CEO Dr. Elmar Degenhart. The Culpeper facility, located on Lover’s Lane, celebrated its 40th anniversary in 2017. It’s production of brake components will shif overseas, according to the report. Employees will have the opportunity to transfer to other locations. Continental currently employs more than 232,000 people worldwide. The company had originally announced restructuring plans in 2019.

Virtual school — Tips from a pediatric therapist The Children’s Therapy Center and Fleming Therapy Services The COVID-19 pandemic has turned life upside down in many ways. One of the most significant has been the closure of in-person classes for students from preschool through college. Schools play a key role in child and youth development, creating a safe harbor, offering both challenge and a sense of mission, fostering positive relationships with adults and peers, developing competencies and a sense of efficacy, and providing students with access to social capital, mental health supports and leadership opportunities. For children with developmental or learning concerns, the interrauption of in-person classes may have created additional challenges. Many students receive services, like physical, occupational or speech therapy, at school. Transitioning from face-to-face therapy to virtual may seem daunting, but there are a variety of ways to help children get the most out of their online learning environment. With the start of school already here, the Theraplay family of companies, which includes Fleming Therapy Services and The Children's Therapy Center, with locations across the region, offers a few tips for children going back to school virtually. •
•
Self-regulation and executive functioning skills are more important than ever. These skills are the mental processes that enable people to plan, focus, remember instructions and maneuver from task to task. Focusing at the kitchen table may be tougher than concentrating at a desk in a classroom. Creating a dedicated learning area separate from the high traffic areas in the home can help children focus. During class and interaction time, icons should be hidden and the class viewed at full screen. Activities of Daily Living (ADL’s) are also changing. An ADL is a task that is completed as part of a daily routine for self-care, like brushing one’s teeth or bathing. Have children practice putting a mask on and washing their hands to make it a habit. A first, then approach can also help make this routine. An example of this would be to first have
conversations is not always easy, but his therapist realized that and allowed for numerous breaks, or would listen when he lost focus. To add to it there were several times he decided he would wear a football helmet during therapy, and he even had a session in a box fort. His therapist laughed right along with him and asked him questions about the fort and the Legos he was building inside.”
a child put their mask on, then do something fun while wearing the mask. Talk through this new normal with them. Going over what a new routine looks like can alleviate anxiety children may be feeling. A social story, with pictures of the child in their new routine, is also a good option. •
Remember: when in doubt, reach out! It is important to know that even if education is accessed virtually and a child is struggling there are other resources in the community. Pediatric therapy centers like Fleming Therapy Services and The Children’s Therapy Center are providing a number of online and in-person tools for children and families throughout Virginia. Services include physical, occupational, speech and feeding therapy and are provided in-person and virtually. In-person services are accessed while following COVID safety protocols, and allow for important social interaction that children may be missing while at home, and have additional benefits for children who respond better to this type of interaction. Heather, a pediatric speech-language pathologist, knows the importance of keeping children and families engaged virtually. “Telehealth has increased overall parent communication and home carryover. I have had multiple families report that they are completing home exercise programs more than I ever have. Families have been very apprecia-

Flexibility and fun are also key in successfully navigating the world of virtual instruction. Cassandra, whose son receives therapy virtually, says: “R. is an active fiveyear-old boy. Keeping him engaged in lessons and AUTOS WANTED
