When Geneva Payne began seeking skaters via social media to join her on the track, the possibility of forming a roller derby team closer to home was within reach. “The thought of getting together a local team seemed like an idea,” she said. “We weren’t sure if there was going to be enough interest.” Payne, 42, who has played for the Fredericksburg Roller Derby for three years until COVID-19 put operations on hold, has had 20 people show interest in joining the short track recreational team. “Hopefully, if we can get the word out more, we can get more interested people and start actually set up something at least (to) practice...before we actually start competing or

trying to skate against each other,” she said. Payne and fellow team mate Sandra “Money” Lance have been skating at the Warrenton Aquatic and Recreational Facility on Saturday mornings and invite those interested to come out. They ask participants to be at least 18-years-old. Roller derby transformed into what it is presently in late 1937 when event promoter Leo Seltzer realized the skating walkathons he was hosting were becoming stale to audiences. With the help of sportswriter Damon Runyon, the pair created the thrilling contact sport crowds still enjoy almost 85 years later. Never played roller derby before? No problem, Payne said. “You learn as you go,” she said. “That’s the best part about roller derby as a whole. It’s all inclusive.” Each team consists of blockers and jammers. Humane Society fights to make Culpeper a no-kill community By Maria Basileo CULPEPER TIMES

Local volunteers dedicated to helping some of Culpeper County’s most vulnerable felines seek support in creating an environment where populations will decrease naturally. “The TNR program is number one to control and manage that cat population, to make it a safe and healthy and manageable population,” said Culpeper Humane Society Board President Patty Werick. “It won’t grow any bigger.” Under Werick’s direction, the Society ignited its work in decreasing feral cat populations in Culpeper County by instituting the trap, neuter and release (TNR) mission when she became president about four years ago. After getting trapped, feral cats are neutered and vaccinated. Coupled with the large number of kittens, another common issue amongst colonies is inbreeding, creating kittens born with birth defects. “You start to see these cats being born without limbs,” Werick said. “Their eyes will start to cross. They’re all born with upper respiratory infections, all goopy-eyed. Subcommittee voted 5 to 3 to table a bill that would confirm TNR for feral cats is legal within the Commonwealth. The action, which means no further action will be taken this year, was made despite the Senate approving the bill a week prior. In late 2019, the Society unveiled the TNR Alliance in partnership with Culpeper Felines & Friends, CAT (Cat Action Team), For the Cats’ Sake and MAD Cats (Madison Community Cats). Each of the groups is responsible for trapping, and paying half of spaying and neutering expenses. The Society also coordinates, transports and arranges an overnight staging area for cats. The Society does not have a facility and will not remove colonies from properties. However, it will provide food for property owners to leave out for the colony. For safety reasons, volunteers do not publicize the locations of colonies because they don’t want the public to think of them as drop-off points for unwanted pets. With the winter months coming, the Society is searching for large and extra large hard-sided coolers to create insulated cat shelters for the colonies. If interested, drop off coolers at 425 Azalea St., Culpeper by Oct. 23.

“As long as you are confident in your abilities and you know where you’re at levelwise,” she said. “I think you can go into it as safe as possible, but I mean you’re on wheels so there’s always a risk.” Derby names and personas, Payne argues, are perhaps the most fun part of derby. Payne derived her name, Evil Genevil, from her love of Pennywise and evil clowns. Other derby names

Culpeper County fails to pass resolution cutting funding for entities imposing COVID-19 mandates

A resolution regarding the Culpeper County Board of Supervisors’s intention not to fund non-governmental entities that imposed COVID-19 vaccine or testing mandates failed due to the lack of a second during a meeting Tuesday. According to the resolution, the board sought to reduce the administrative burden on staff regarding funding requests from non-governmental entities with mandates that were unlikely to succeed in light of upcoming budget processes. If passed, the funding would have ceased in fiscal year 2023. The board greenlit funding for 34 non-governmental entities this fiscal year including Rappahannock-Rapidan Community Services with $402,698 and Germanna Community College with $28,158. Supervisor Tom Underwood made a motion to pass the resolution, however none of his colleagues put forth a second, resulting in a failure to go to a vote. On Sept. 19, Underwood posted his stance on vaccine mandates on social media, triggering discussion on the topic. “As one member of the Board of Supervisors, I can assure you that Culpeper County will cease all support for and cooperation with Powell Wellness Center as of November 1 if they fire a single employee or cause an employee to resign over a vaccine mandate,” Underwood, who represents the Salem District, wrote on his personal Facebook page. Underwood said on Sept. 20 he has had multiple constituents approach him about the potential of losing their jobs if they refuse to be vaccinated against COVID-19. Underwood said the Nov. 1 deadline was one Powell set forth, and not him. He continued he wasn’t specifically targeting Powell but included other employers such as the Virginia Department of Transportation. According to Culpeper County Finance Director Valerie Lamb, the county does not and has not ever funded Powell Wellness Center. In the comments section of his social media post, Underwood invited the public to view communication exchanges between supervisors via email about the proposed resolution. “I hope the entire Board and staff agrees that clarity on our position on COVID mandates is the #1 issue for constituents and employees,” Underwood wrote in an email dated Sept. 14. “If there is not clarity on this, let’s add discussion relative to the importance of COVID vaccine mandates to our agenda.” “If COVID mandates are the issue, it is time we have a backbone and get real,” he continued. “Our constituents want it, demand it, pray for it. We need to be prepared to answer their demands.”

The Culpeper County Board of Supervisors discussed a resolution that would prohibit COVID-19 vaccine and testing mandates during a meeting on Oct. 5.

In other emails, Underwood proposed other possible repercussions for entities who imposed mandates. “To the extent it is legal, we should also add that we hereby revoke the tax exempt status that has been previously granted by the Board to any organization imposing a COVID vaccine mandate on its employees,” Underwood wrote in an email dated Sept. 20. Prior to the failed motion, the board engaged in a heated discussion about a prior resolution that would have prohibited mandates for county employees. Despite Underwood arguing it would be the most important resolution the board would ever vote on, supervisors Paul Bates and Brad Rosenberger explained that although they did not agree with the government mandating vaccines, they determined the resolution’s passage may be “hasty” or have “bad timing.” Chairman Gary Deal, who read from a prepared written statement, agreed with Bates and Rosenberger, adding passing the resolution could possibly invite “unintended consequences” from the federal government via cuts in funding or other penalties. Supervisors honor fallen officer The Culpeper County Board of Supervisors passed a resolution on Oct. 5 to recognize and honor the late veteran Culpeper County sheriff’s Capt. James Anthony “Tony” Sisk. According to the Officer Down Memorial website, Sisk died from complications of COVID-19, which he acquired in the line of duty. It is unclear whether Sisk was vaccinated against the virus.

So, you’ve gotten the call from your provider after your annual mammogram telling you that they need additional imaging. Regardless of the reason, it can sound daunting, and you may feel a little uneasy about going in for a second appointment. However, Jonathan Nguyen, MD, a breast radiologist at UVA Jonathan Outpatient ImNguyen, MD aging Culpeper, said getting called back after an annual mammogram is very common, especially for women getting their first baseline mammogram. In fact, 10% to 12% of women receiving mammograms in the United States are called back for a diagnostic mammogram or other additional

imaging, and fewer than 10 percent of those women are found to have cancer. “Even though we may need additional imaging after an annual or baseline mammogram, most patients end up not needing a biopsy or having breast cancer,” Nguyen said. “We just need to do some more tests to prove it.” Below, Nguyen demystifies the call-back mammogram process to help alleviate any anxiety. WHAT TO EXPECT

Annual or baseline mammograms are also known as “screening” mammograms, which are used to help identify small breast cancers. This type of mammogram takes two images of each breast: one from the top and one from the side. “The radiologist is looking for anything that could represent a breast cancer,” Nguyen noted. “Very often we are identifying subtle changes on the mammogram

or small masses. A diagnostic mammogram allows the radiologist to perform special views to help prove if this area is normal breast tissue or something suspicious.” At UVA Outpatient Imaging Culpeper, all screening and diagnostic mammography utilizes 3D mammography – a low-dose X-ray that moves in an arc motion over the breast. This movement captures multiple images from different angles to give radiologists a clearer view of the breast tissue. On average, a 3D mammogram takes about 30 minutes to complete. “3D mammography is becoming the true standard of care for breast cancer screenings and diagnostic evaluation,” said Nguyen. Research has shown that, compared to 2D mammograms, 3D mammograms are more successful in detecting cancer early and significantly reduce the number of false-positive results. Your radiologist may also recommend a breast ultrasound, a non-in-

vasive test that uses sound waves to produce images of the internal structure of the breast. “Ultrasound can sometimes clearly demonstrate a finding that we see on mammogram is a benign breast condition, such as simple cyst or a normal lymph node, which can avoid a biopsy.” At UVA Outpatient Imaging Culpeper, you will get your results and next steps before leaving your appointment. “If everything comes back normal, you can return to a screening mammogram in one year. If the imaging findings cannot prove that the area is normal breast tissue, we will schedule you for a biopsy as the next step,” he explained. HOW TO STAY CALM

Corrie Gyory, owner of Mane Street Hair Salon, opened the relocated hair salon on Waters Place on Oct. 5 and will host a ribbon cutting ceremony at 3 p.m. on Oct. 15. Gyory has helped three apprentices get licensed and enter the field since beginning the program six years ago.

Southern California transplant Corrie Gyory found home in Culpeper when she was 16-years-old and found her passion for hair soon after. “I was kind of a pain-in-the-butt kid, but I had hair at 17,” she said. “That’s what really has kept me focused and driven.” Gyory acquired Mane Street Hair Salon on North Main Street five years ago after being the manager there for three years, but never felt like it was truly hers. “My lease was just getting ready to come up and I was like ‘I want my own (salon).’ I want it to feel like it’s mine since this is what we’re going to be doing forever,” she said. By happenstance, Gyory moved to a location she had been eyeing for a while. “I have always loved this space,” she said. “I’ve always just watched this space and I’m like, ‘That’s where I want to go.’” The new location - adjacent to

Although operations began on Oct. 5, Gyory will host a ribbon cutting ceremony at 3 p.m. on Oct. 15. “Everybody was really, really excited about it,” she said about her clients finding out about the move. The transition personally, though, hasn’t been the easiest. Gyory has been by her daughter’s side in the hospital for 28 days since Aug. 1 due to a rare bleeding disorder. “It’s been horrible,” she said. Gyory called it déjà vu when she realized five years ago when she first bought the salon, her daughter had spent 37 of 52 weeks of the year in the hospital. Luckily during the move, her husband, father-in-law and staff have stepped up to make Gyory’s vision come to fruition. “It’s amazing how they were able to make everything I envisioned exactly what I wanted,” she said. “There’s been minimal complaints

about it, just lots of long nights and exhausting days.” About six years ago, Gyory began an apprenticeship program out of her salon where students spend two and a half years becoming licensed and another two and a half years working at the salon. “We’re very much all about education,” she said. “I love that there’s a new tech center in town, so I’ve been talking and working alongside them.” Gyory hopes to possibly expand her “educational salon” to bring in more space for students. “If I can get people to start that at their age and be, you know, 25 and making decent money and love their career when most people don’t have that luxury anymore, that’s really where I’m stoked about it,” Gyory said, who has been doing hair for 16 years. Car accidents shock drivers to their core by their mere suddenness, but when Karah Thompson’s 9-month-old son, Beckett, failed to cry after the impact, she began to panic. “It was devastating because he wasn’t crying. He wasn’t doing anything,” she said. “I was shaking so bad while trying to get him unbuckled.” Thompson was hit at the intersection of Blue Ridge Avenue and Sperryville Pike while en route to pick up her daughter Bryleigh, 4, at church on Sept. 20. The crash broke the axle and wheel off on her van,

making it impossible to put the car in park and open the backdoors to get Beckett out. “My heart was in my feet because it hit on his side and him not crying, it is something I don’t ever want to experience not being able to get to my kid,” she said. Number of CCPS student COVID-19 cases hit low By Maria Basileo CULPEPER TIMES

Less students within Culpeper County Public Schools have contracted COVID-19 in the last two weeks compared to weeks prior, according to data published by the district. A weekly COVID-19 report, accounting for Sept. 25 through Oct. 1., confirmed 35 cases among students and one among staff across all 12 county schools. Culpeper Middle School sustained the highest number of confirmed student cases with 14.

Another weekly report, accounting for Oct. 2-8, confirmed 19 cases among students and four among staff. Culpeper Middle School again sustained the highest number of confirmed cases with seven. CCPS began publishing a weekly report of the impact of COVID-19 in its schools on Aug. 27. Reports also include the number of students and staff who are newly quarantined due to close contact with an infected person at school or outside of school. The Sept. 25 through Oct. 1. re-

port showed 158 students in quarantine - 92 from close contact in school and 66 outside of school. No district teachers entered quarantine. The Oct. 2-8 report showed 89 students in quarantine - 48 from close contact in school and 41 outside of school - which is the lowest student quarantines have been since the district began reporting data in August. Three district teachers entered quarantine due to close contact at school. Data collection for the report be-

gins on Saturday and runs through Friday. Reports are published on Friday afternoons and can be found online at www.culpeperschools.org. According to the Virginia Department of Health, there have been 6,228 cases and 79 deaths in Culpeper County. There were 83 confirmed and 166 probable cases statewide on Oct. 11, according to data from VDH. Statewide, there have been over 895,000 cases and over 13,000 deaths since the department began to keep track in February 2020. maria@culpepertimes.com

Culpeper schools adjust menus to accommodate supply challenges By Maria Basileo CULPEPER TIMES

National supply chain disruptions have crept into Culpeper County Public Schools cafeterias. The district has decreased menu options this school year in response to supply issues, and have added a statement to its menus alerting families that menu items are subject to change based on availability. According to Director of Food Services Greg Beamer, the district

is experiencing some supply issues from its main food distributor, but said they are lucky the distributor is local in order to work closely to meet the district’s needs. “If there is a case when our local vendor is not going to be able to meet our needs,” Beamer said,” we are looking for items from other vendors who can accommodate us during that shortage so that we can minimize any impact on our students.”

On Sept. 29, the U.S. Department of Agriculture announced assistance to help schools respond to supply chain disruptions. “USDA is aware that some schools are experiencing challenges purchasing and obtaining food for their meal programs and is taking swift action to ensure that doesn’t interfere with their ability to serve meals to the children in their care,” a press release from the department reads. “The department is

actively engaging with partners to best leverage existing options for addressing potential supply chain issues – such as emergency procurement, higher meal reimbursement rates, and targeted waivers of certain meal standard requirements – and assess any additional needs.” CCPS is part of a cooperative that purchases from Merchants Grocery Company, Inc. which is located in Culpeper. maria@culpepertimes.com

Cally’s playtime Now that I have told you how life began for my Widow and me, let me fill you in on some of my favorite play things. First, my tail. It took me a while to figure out that it was attached. I thought it was another creature that was following me, so I pounced. Round and round we went. Such fun. Then I refined the tail-chase. Now, I pretend not to look at my tail while looking at it over my shoulder. When the time is right, I pounce on it and seem to mean business. Sometimes I give it a bit of a nip as though it belonged to someone else. Always I end up letting the poor thing loose, so that I can begin again. If we have house guests, I use the corner of the shower stall for privacy. That does leave a few cat hairs behind, but let them wonder. Do I really take a shower with my human, or what?

And I went batty chasing it hither and yon, only to have it disappear. The humans who were watching roared with laughter at my frustration. Then I had an “aha moment.” Why should I chase a light, I said to myself, when I couldn’t put a paw on it? When I expend energy chasing something, I want the thrill of the catch. I want to hold it down. Conquer it. Like with mice in the basement. I discussed this with another cat friend who also had been through the laser pen fiasco. We concluded that the laser pen industry was sinking fast when some advertising wizard decided to pitch it to cat lovers. What better way to get a laugh while making their pets look foolish? As for thoughtful and discerning felines, we would much rather chase a twist tie. Or maybe a shoe string hanging from a door knob. Or a bottle cap that dropped to the floor.

drives our humans crazy and gives us satisfaction for such things as the laser pen humiliation. Personally, I’m an intermittent counter walker and usually do this around bed time when my human isn’t in the kitchen. Sometimes I get caught in the act and have to quickly jump down, giving the classic cat excuse that I didn’t know I was up there. I have also been known to do a counter walk when my human has dinner guests. I know there is absolutely nothing she can say to convince her guests that this is unusual. They think it is my everyday behavior, and they are horrified. I think it’s poetic justice for not being allowed to eat what they eat. My friend, Boo, is also a countertop walker. It’s her daily routine, especially in the morning when the vitamins come out of their bottles for her humans to consume. Vitamins are irresistible. They roll so nicely and they drop off the edge almost silently. It’s a short game that ends in a glare or a lecture on “the cost of vitamins.” Since Boo doesn’t know the cost of anything, and certainly not vitamins, the lecture is meaningless. Although I do not reside in the Cedar Mountain District of the county, I am endorsing David Durr, candidate for board of supervisors for the Cedar Mountain District. I served as president of Culpeper Farmers’ Cooperative in 2007 when Dave was hired as general manager, a position he held for 10 years. Agriculture is an important business in Culpeper County, and Dave has great knowledge of the business, including how to control expenses. Dave became involved with

the Culpeper County Chamber of Commerce while serving as general manager of the cooperative, serving on the board of directors and later as chairman. After his retirement from the cooperative, Dave continued to stay active in the community and currently serves on the Culpeper County Agricultural and Forestal District Advisory Committee. Dave Durr is a hard worker and a man of his word. He cares about the Culpeper community as shown by

PATH Foundation supports Culpeper Wellness Foundation recreation center The PATH Foundation has committed $500,000 in project funding to support the recreation center currently under development by the Culpeper Wellness Foundation. In recognition of this gift, the center will be known as PATH Recreation Center. “We are extremely grateful for the PATH Foundation’s support,” said Culpeper Wellness Foundation President

Shari Landry. “This generous gift moves us closer to realization of our vision of a community facility where families can come together to enjoy sports, exercise and all kinds of recreation.” The center will include two full size multipurpose courts, a fitness facility and two activity rooms, each with A/V equipment. The courts will accommodate instructional, recreational and league basketball, pickleball and

volleyball and include two batting cages. Additionally, the new center will offer a diverse array of programs and activities that including tumbling, arts classes, after school programs, educational programs and more. The recreation center is expected to open in early 2022. “The PATH Foundation board and staff value the work being done by the Culpeper Wellness

Foundation and the collaborative relationship we have developed. The (recreation) center is a huge endeavor that will reap many dividends,” said President and CEO of the PATH Foundation Christy Connolly. “We admire the work they’re doing to create an amazing space for people of all ages to gather, get some exercise, and have some fun! We’re happy to be a small part of their hard work.”

Following the accident, Thompson posted on social media about the boys’ generosity. “If your son was at Yowell skate park this evening and came up after the accident that happened,” she wrote, “please let them know they have helped restore some faith in their generation.” Frederick’s father, Billy, became aware of the post and began messaging Thompson on social media, resulting in plans to get the group together.

“(I wanted) to at least see them again because it was like a blur,” Thompson said. Rese and Billy Frederick as well as Pories met with Thompson and her two children at El Jaripeo in Culpeper on Sept. 26 to reflect on the crash. Rappahannock Electric C Gary’s Ace Hardware Gary Walker When Gary Walker opened Gary’s Ace Hardware eight years ago in the Meadowbrook Shopping Center, he remembered how past downtown businesses such as Western Auto, Aides Discount Store, Firestone, A&N and Clarke Hardware catered to customers.

“We try to find it somewhere,” said Walker, who noted a large uptick in online orders.

“My intention was to make it like the stores I was growing up with,” said Walker, a Culpeper native. “That was the type of service I wanted, where customer service was at another level.”

Another reason for the store’s success is low employee turnover, as Walker said many of the younger workers who find another career path come back to work part-time.

Rarely does a customer enter Gary’s Ace Hardware without being greeted by an employee offering assistance. “Hi, can I help you?” asked store manager and longtime employee Sheila Cooper as she greeted a customer. The customer asked about potting soil and she provided a quick response. Meanwhile, employee Maria Heredia checked out customers. “We emphasize that hometown feeling,” Walker said. Walker tries to stock what customers want, but the pandemic has caused supply chain problems. “It has been disrupted in so many areas,” Walker said. “So much of the hardware comes from China and other foreign countries.” Walker notes, however, that ACE Hardware also offers products online that can be special ordered. For items that ACE doesn’t carry, Walker will call a competitor to see if they have the product before sending the customer there. That is just another example of how Walker provides the customer service he wants to offer.

Home improvement materials and paint have been big sellers during the pandemic, but fishing supplies have also sold well.

“I love having (the young employees) come back,” said Cooper, a store manager, with a smile. “I don’t have to train them.” In addition to hardware, the store carries tools, guns, ammunition, knives, camping and hunting gear, plumbing and cleaning supplies plus lawn and garden tools and supplies. Grills purchased for $399 or more come with free delivery and assembly. The store also makes keys of all varieties. ACE also has a customer loyalty rewards program. Walker, who also works full time for Fireside Hearth & Home, opened Gary’s ACE Hardware due to some ongoing family issues. “The idea was to be closer to home, so I could be more available if needed,” he said. Things worked out so he did not have to leave his full time job. So now he can be found at Ace some week nights, weekends and always on holidays. To Walker, family is that important. “The customers and all the employees are like family,” he said. “It’s nice having second family.”

Americans expect the light to come on after flipping the wall switch. But behind that illumination, in the co-op world, is a team of people servicing 2.6 million miles of electric lines and providing power to 42 million people across 88 percent of American counties in 47 states. About 56 percent of the nation’s land mass is served by electric cooperatives. Rappahannock Electric Cooperative (REC), with its 430 employees, is one of about 833 member-owned utilities. REC delivers electricity to portions of 22 Virginia counties, including Culpeper. It maintains over 17,000 miles of energized electric lines with around 170,000 commercial and residential connections, while adding about 3,000 connections annually. John Hewa, who has been with REC for 3 ½ years, took over as president and CEO in August 2020. Hewa replaced Kent Farmer, who retired following 41 years at REC – 16 as the president and CEO. “I have been in the electric utility sector for 25 years,” said Hewa, who also served as CEO at electric cooperatives in Florida and Texas. “I am fascinated with the (electric) grid.” REC covers some of the most remote, rugged, challenging and rural terrain to provide electric service in rural areas. Culpeper has around 1,300 miles of power lines serving nearly 13,200 connections. “We have about 10 accounts per mile,” said Hewa. “On average, we have far less consumers per mile and far less revenue per mile. It’s higher upkeep.” REC is a member of the National Rural Electric Cooperative Association, where Hewa served as vice president of research, engineering and technical services, working to adopt smart grid technologies. He marvels at the collaborative spirit of the co-ops throughout the country. In October 2020, the town and County of Culpeper and environs experienced a major power outage. Technology and planning allowed REC to begin restoring power within 20 minutes thanks to redundancy and back feeding. In the future, REC plans to continue adding data to its outage map to help customers determine when the lights will come on.

Staff Sergeant Craig Aaron Pruden, lost his battle to PTSD on September 15th, 2021, at the age of 33 in Fort Campbell, Kentucky. He proudly served his country in the United States Army. For those who knew Craig, they knew him to be a man of passion. Born on September 16th, 1988, in Woodbridge, Virginia, he led a life full of courage and accomplishment. At the age of 18 he enlisted in the United States Army and went on to boldly serve two deployments in Afghanistan and one in Iraq. Through strength and determination, he earned the Sapper tab, distinguishing himself among the many. While deployed he received the Bronze Star with “V” device for heroism and valor in the face of danger. He was wounded in battle in Afghanistan and was awarded the Purple Heart. He humbly dedicated himself to the service and support of others and empowered each one of us to pursue our goals relentlessly. He was highly intelligent, incredibly motivated, and loved with a reckless abandon. He is survived by his wife Mariah, and two sons, Trey and Tristin; his father Rickie and his wife Ellen Pruden, his mother Elizabeth and husband Richard Youngblood; grandparents Lois and the late MGYSGT Arnold Pruden United States Marine, Bill and Joanne Barbee; Aunts Jennifer (Moongia) Jenkins and Kim Pruden; siblings Devon Pruden wife Carli, Cady Pruden, Rebekah Youngblood, Specialist Thomas Youngblood, United States Army Ranger and his wife Shayna, and Eoin Youngblood; in addition to a lifelong friend and brother Anthony Gaston. NATIONAL COFFEE WITH A COP DAY — Town of Culpeper police officers gathered on a rainy October morning at Raven’s Nest Coffee House to celebrate National Coffee with a Cop Day. Earmarked to encourage communication and positive interactions between law enforcement and the public, the day began as part of National Community Policing Week in 2016. Some of the attendees included Chief Chris Jenkins and Culpeper Town Councilman Pranas Rimeikis.
