Rotary Club honors vets with flags, ceremony By Maria Basileo CULPEPER TIMES
Over 100 American flags flew in the wind as a small crowd watched, remembered and honored those who have served in the Armed Force during the Culpeper Rotary Club’s inaugural Flag for Heroes event on Nov. 9. “Flags for Heroes is about recognizing our heroes in a personal and moving way,” said Rotary Club President-elect Tripp Butler. “It’s about being an American and standing proudly behind the heroes that make this the best country on the planet.” Attendees were welcomed to the event, which was hosted at The Culpeper off of James Madison Highway, with a flyover by eight planes. Attendees waved and awed at the sight and gasped as the final two planes did flips as they disappeared over the treeline. Director of Marketing for The Culpeper Rose Wallace told a story about a young man born in 1919 who followed in brothers in service to be a medic. While on furlough, he met his wife and they decided to marry. In his luck, the war ended soon after they wed. When the story concluded, Wallace pointed to a gentleman in the front row as the man from the story. James “Jim” Mallory, 102, stood for a standing ovation from the crowd. The event’s keynote speaker, retired Colonel Dave Hall, strived to inspire citizens to think about veterans more often than just on Veterans Day. The event concluded with the reading of the names that represented each flag carried out by Butler and Wallace Rose.

Small business owner writes comedy memoir By Maria Basileo CULPEPER TIMES
When not pumping iron, small business owner Mike Duby found time to time to sit down at his computer to reflect and compile stories from his life for his future reader’s amusement. Although owning Applied Science Fitness Studio on East Culpeper Street has been a full-time job, Duby has spent the last 14 months writing a comedy-filled memoir entitled, “The Unexpected New Best Friend.” The book, a collection of vignettes in story form, tells the stories of Duby’s life - with little exaggeration - from the bellyaching funny to things he wouldn’t wish on his worst enemy. A theme of the book, he said, is “If there’s a broken one on the shelf, I will end up with it.” “That’s a sad commentary on life, but it can also be really funny,” Duby said. In living that sentiment, recently Duby traveled 30 minutes to a hardware store for four bolts. After returning home, he realized three of the bolts were the wrong size. After returning to the store for an

Mike Duby looks over his manuscript in Applied Science Fitness Studio on East Culpeper Street. exchange, Duby was under the impression the clerk was waiting for him to become upset, but he didn’t. “I said, ‘I‘m angry now, but I won’t be in 10 minutes because I’m just writing a book about this,’” Duby remembers. “Right now, I’m writing a book.” He expects it to be available for
purchase in March. Initially, Duby intended to write the book for his children and grandchildren. “That was the motivation,” he said. “I started writing and the more I wrote the funnier it got,” he continued. “These things that we think
are tragedies in our lives sometimes remain tragies and other times they just turn into something that wasn’t funny at the time but now is. Exceptionally funny.” Throughout the writing process, Duby has asked his publisher, editors and even family to be honest with him about whether they think the book would be receptive to readers. He related the experience to singers featured on American Idol who explain their friends tell them they can sign but, when performing in front of the judges, are not up to Hollywood’s standards. “I don’t want to be that guy,” he said. “If it sucks, I want you to tell me it sucks.” Duby remembered reading the first vignette to his son, Tobin. “When I stopped reading, there was this long pause,” Duby remembers. “I said, ‘Well. What do you think?’” He said, ‘Dad, you had me at the opening line.’” “That meant the world to me.” Last week, Duby said, his editor told him the book was done. The next step? Brewery hosts recipients of crowd-funded K9 ballistic vests By Maria Basileo CULPEPER TIMES
Dog-oriented micro-brewery Beer Hound Brewery hosted some special guests on Nov. 5, who not only work to be man’s best friend, but as a partner to Culpeper’s first responders. In April, Beer Hound sought to name a recently tapped Belgian-style beer. As with the rest of their beers, they are named after famous and not-so-famous hounds in movies, history, and cherished furry customers. Regulars of the brewery Audra and Bobby Ovalle of Fauquier came up with the name Vader after brewery business partner Shirley Ammon approached them for possible names for a new beer. “Knowing there’s a history behind each of their beers, so we kind of tried to think of something that fit,” Bobby Ovalle said. Although they had a few names
bouncing around, Bobby Ovalle remembered Vader’s story. “It just kind of worked,” Audra Ovalle said. The Ovalles, who have previously helped named beers, settled on Vader after a Virginia State Police K-9 killed in action in 2028 while pursing a murder suspect driving a stolen vehicle in Sussex County. “From there, this whole thing took off,” Ammon said. Following the beer’s debut, over $5,000 was raised to provide ballistic vests for seven local K-9s from local law enforcement agencies such as the Culpeper Town Police, Culpeper County Sheriff and Virginia State Police. “This has just turned out like so much better than anybody could have hoped for,” Audra Ovalle said. Local lawyer seeks aid in furry friend By Maria Basileo CULPEPER TIMES
Culpeper Attorney Amanda Johnson has grown accustomed to interacting with judges, but usually they aren’t so cute and cuddly. Judge, a 14-week-old Golden Retriever, comes to work with Johnson as her right-paw man as he begins to train to become a therapy/service dog for her clients - both in her office and in the courtroom. “I had envisioned Judge being able to go to the courtroom and help juveniles who are in a courtroom setting and it’s really stressful being able to calm them while they’re testifying while facing the accused,” she said. After getting him, Johnson started to bring Judge into her private practice in downtown Culpeper every day so he could get used to noises such as knocking, bells, talking and phones ringing. His training will officially begin with K9ology of Warrenton on Nov. 23. Judge, who came into Johnson’s

“Many athletes will have been seen in the emergency room prior to coming to their doctor’s office and are disappointed that they did not have
a CT scan performed,” Kucia said. “However, a concussion does not show up on a CT scan or MRI. It is a clinical diagnosis. A CT scan is used to rule out other serious injuries like skull fractures or brain bleeds.”

To young athletes: “It’s really important that you pay attention to your own symptoms. Your coach can’t watch everyone all the time. The athletic trainer can’t watch everyone. If you hit your head on another player, the ground, equipment, etc., and feel like you may have a concussion, you should remove yourself from the practice or game and let a coach or athletic trainer know.” To parents: “If you see symptoms and think your child may have a concussion, seek out an athletic trainer or another person qualified to diagnose concussions. Call your

As fate would have it, Dr. Nancy Yoytosh of The Xerox Voytosh Armor Fund of Purcellville appeared with her checkbook after driving an hour and a half to be there. A veterinarian for horses, Yoytosh told Waybright that although she had just come down to donate some money, she had heard they needed three vests. “So there’s three that need them?” she asked, adding she had already donated two vests to the department via Waybright. “They will have them today.” After consulting with Waybright, Yoytosh sat on the curb and wrote the department a check for $2,550. Named after her late Rottweiler, Xerox, Yoytish started the fund to collect donations to purchase bulletproof vests for military canines. As a part of the celebration, two of the seven canine recipients and their partners to show off their new gear. Sig, an 18-month-old Dutch shepherd, rides with his partner VSP Harrisonburg Trooper Eric Todd and works as a narcotics dog.
“He sleeps with me every day,” Todd said. “He does everything I do. Goes to work with me everyday. He eats. I eat.” Hawk, a Belgian Malinois, and his partner VSP Senior Trooper Michael Gremillion also attended. Hawk and Gremillion work on patrol. “With him being a patrol apprehension type dog, he needs it because we’re always encountering someone that’s running from a scene or we’re doing building searches with possibly armed suspects,” Gremillion said. “The vest gives him the protection that he needs in order to help him survive an attack if it happens,” he continued. Todd, who has had Sig since June, also demonstrated how the pair work together to sniff out illicit drugs hidden in vehicles. Officers placed a pseudo - an object that smells like illicit drugs - in one of their cars for Sig to sniff out. Once Todd began to walk him around the car, Sig smelled the doors and tires before stopping abruptly and sitting down exactly where the pseudo was placed. After a moment. Waybright threw a toy for Sig to give him a toy. “That’s his paycheck,” Waybright said. “That’s all he’s working for.” maria@culpepertimes.com

The Fall 2021 issue of GI Jobs magazine lists Germanna Community College as one of four Virginia community colleges to earn its Military Friendly School rating. “As the daughter of Army veterans, I understand the pride, commitment and sacrifice involved in serving our country,” said GCC Vice President of Student Services Tiffany Ray. “Germanna is committed to supporting veteran students and the families of active duty military personnel.” William Steele, a Wounded Warrior who lost a leg and suffered brain trauma in Afghanistan and studied business administration at GCC, said of taking classes at Germanna: “The teachers are wonderful. When I needed extra time, they saw to my needs. And the Veterans Center was amazing.” Over 1,200 schools participated in GI Job’s 2021-2022 survey, with 747 earning the designation. Local brewery thanks vets with beer

Looking forward: Recently elected politicians set goals for term By Maria Basileo CULPEPER TIMES
Following a challenging campaign season where visions of old versus new Culpeper went head to head, the victors of Election Day 2021 look forward towards their term and how to best represent their constituents. MAYOR
Just after 8:40 p.m. on Nov. 2, Frank Reaves Jr. defeated Jon Russell for the role of Culpeper’s next mayor with 2,755 votes compared to Russell’s 2,374 - a difference of 381. Reaves, who currently serves on Culpeper Town Council, said he has “several” main goals following being sworn into office in January “One of my main priorities is for the council and I to get on the same page,” he said. “It is very important to me that the council and I have a great working relationship and that we are able to work together for the betterment and enrichment of the
entire town. We may not all agree all of the time but we should be able to communicate that in a safe, courteous and respectful manner.” His second priority lies in a topic that steered many conversations prior to election day: the quality of Culpeper’s water. “Recently, a bipartisan infrastructure bill was passed that could help a great deal with our water issues within the town,” Reaves said. “I have already begun to make inquiries with Abigail Spanberger’s office as to what this could mean and how this bill can help our town in the future.” Opening a community pool and addressing affordable housing options for residents and the homeless, Reaves said, also rank highest amongst his priorities. “I would like to sit down and talk with landlords in the town and ask some to step up and update some of the locations that are rented out that have mold and are having issues,” he said. “The tenants need to
have their locations livable for their families. This would also help the tenants in the future when wanting to rent to other people. No one will rent from locations that are less than livable.” According to the Town of Culpeper’s Charter, the mayor presides over council meetings and is recognized as the head of the town government for all ceremonial purposes. Reaves replaces Mayor Michael Olinger who announced earlier this year he would not seek reelection. TOWN COUNCIL
With a whopping 10 person ticket, candidates vying a seat on Culpeper Twin Council came down to the top four vote getters. Top vote-getter N. Janie Schmidt, who received 2,170 votes, said her first priorities are water quality, infrastructure improvements and homelessness. “With winter quickly approaching, finding solutions for providing
emergency shelter and support services in the short term and more permanent solutions for (the) long term is paramount,” she said. “There will be further research and a plan developed for affordable housing and the possibility of a tiny home village for the near future.” Schmidt’s long term goals include strengthening Culpeper’s economy, promoting activities and new venues for kids and families and eliminating personal property taxation. “With inflation on the rise and the higher cost of living, our burdened citizens would benefit from the elimination of the current double taxation on the same personal property taxed by the county,” she said. Incumbent Billy Yowell tallied the second highest number of votes with 2,164. His priorities lie in formulating and executing a budget that best fits the needs of constit➤See Goals, Page 15

Number of CCPS student COVID-19 cases reach new low By Maria Basileo

Less students within Culpeper County Public Schools have contracted COVID-19 in the last two weeks since the district began reporting numbers in mid-August. A weekly COVID-19 report, accounting for Oct. 23-29, confirmed 10 cases among students and four among staff across all 12 county schools, according to data published by the district. Culpeper County High School sustained the highest number of confirmed student cases with three. Another weekly report, accounting for Oct. 30 through Nov.
The Oct. 30 through Nov. 5 report showed 53 students in quarantine - 36 from close contact in school and 17 outside of school. No district teachers entered quarantine. 5, confirmed 13 cases among students and one among staff. A.G. Richardson Elementary School and Culpeper Middle School tied for the highest number of confirmed cases with three. CCPS began publishing a weekly report of the impact of COVID-19 in its schools on Aug. 27. Reports also include the number of students and staff who are newly quarantined due to close
contact with an infected person at school or outside of school. The Oct. 9-15 report showed 54 students in quarantine - 28 from close contact in school and 26 outside of school. No district teachers entered quarantine. The Oct. 30 through Nov. 5 report showed 53 students in quarantine - 36 from close contact in school and 17 outside of school. No district teachers entered quarantine.
Data collection for the report begins on Saturday and runs through Friday. Reports are published on Friday afternoons and can be found online at www.culpeperschools.org. According to the Virginia Department of Health, there have been 6,623 cases and 86 deaths in Culpeper County. There were 49 confirmed and 60 probable cases statewide on Nov. 7, according to data from VDH. Reported sexual harassment at Culpeper High School results in house arrest By Maria Basileo CULPEPER TIMES
A Culpeper County High School student entered house arrest last week while legal proceedings continue following the alleged sexual harassment of a female classmate. According to a post on the Culpeper County Sheriff ’s Office Facebook page, CCPS school administrators reported they had received a report of an alleged aggravated sexual battery of a 14-year-old female by a 15-yearold male. The female student reported the male had been pressuring her for sex and touched her inappro-

were issued. Following a detention hearing, the male student was taken into custody and taken before a Juvenile and Domestic Relations Court judge, who released him to house arrest while the legal proceedings continue. On Nov. 6, CCPS provided a press release addressing the in-
cident. “The school’s investigation into the incident is ongoing,” it read. “The school is working closely with law enforcement to allow the legal process to take precedent while concurrently ensuring the proper school response.” “We are grateful for the courage and citizenship of the student who reported this incident; as well as the collaboration and swift response from our law enforcement partners.” This was the first report of such an incident, the release continued. maria@culpepertimes.com

➤ Goals, from Page 13 uents. “The agenda, as far as I’m concerned, has always been a fiduciary responsibility to our voters and that has to do with our budget and how we spend the tax dollars,” he said. “The whole is predicated on what we do with the budget.” “That basically gives a roadmap of what we can and cannot do moneywise.” Although lowering taxes is at the forefront in the minds of some, Yowell said in order for that to happen, the town must replace the lost revenue from the lowered taxes or cut services. Yowell looks forward to the prospect of opening a community pool, but sees a site relocation to the recreation center spearheaded by the Culpeper County Board of Supervisors as more beneficial. As far as looking ahead, Yowell said this is the first time in his long tenure there have been so many new faces on the town council. He looks forward to their ideas and working alongside them as they learn the inner workings of Culpeper’s government.Joe Short placed third in overall votes with 1,908. “The existing, elected, and soonto-be appointed members will form an effective council that will focus on the priorities of our town,” he said. “We each have our individual strengths and areas of emphasis, but I believe the council members and mayor will work together to give a voice to citizens and accomplish our agenda. I look forward to joining the team!” Some of Short’s priorities include
water quality, homelessness, decreasing property tax burdens and expanding the police department’s co-responder program. “(Culpeper Police Department), in a joint program with Rappahannock Rapidan Community Services, has established one of the area’s first co-responder programs with dramatically successful results,” he said. “I will always prioritize CPD’s budget and will request the council to support the expansion of this critical service.” B. Travis Brown came in fourth with 1,714 total votes. His priorities coincide with his fellow successful candidates: lowering taxes, water quality and infrastructure. “I intend to introduce a motion to offset these tax revenues with an increase in the cigarette tax, which the state now allows to be set up to 40 cents (per) pack,” he said. “I intend for this tax break not to extend to national chains/big box stores or businesses owned by out of state residents. “I want to ensure that Culpeper is (a) town where local entrepreneurs and small businesses come first.” Brown said he also intends to spark a study on the effects of pollution and algae blooms in Lake Pelham in relation to Culpeper’s water supply. Incumbent Pranas Rimeikis lost his seat after coming in fifth place overall. He lost out to Brown for the fourth spot by 77 votes. OTHER RACES
David Durr defeated incumbent C. Jack Fraizer in representing the Cedar Mountain District on the Culpeper County Board of Supervi-
sors with 1,255 votes compared to Fraizer’s 1,151. Susan Gugino beat out incumbent Bill Chase with 1,415 votes compared to his 715. Chase came in third place behind challenger Laura Rogers, who received 843 votes. Incumbent Supervisor Brad Rosenberg ran unopposed in his race to continue representing the Jefferson District and won. Former teacher and school board member Elizabeth Hutchins will represent the Stevensburg District on the Culpeper County School Board after receiving 1,442 votes. Hutchins beat out challengers Lori Medley and Rebecca Bragg. Brag received 983 votes and Medley 552. Both Betsy Howard Smith for the Cedar Mountain District and Deborah Desilets for the Jefferson District won their races as they ran unopposed. In Smith’s race, however, there were 63 write-ins and 137 write-ins in Desilets’s race. Two Republican incumbents will hold onto their seats in the Virginia House of Delegates for districts representing parts of Culpeper County. Del. Michael Webert beat out Democratic challenger Doug Ward in District 18 with 5,009 votes tallied in Culpeper County. Del. Nick Freitas beat out his Democratic challenger Annette Hyde in District 30 with 8,253 votes in Culpeper County. The classroom is sacred and I would invite you all if I could Fifteen years ago I shared with my dean an experience I had had earlier that day, when a student, who I thought didn’t care for my course, impressed his peers with his stunning interpretation of an Emily Dickinson poem. My dean, who began his career in education after retiring from the Army, smiled. “The classroom is such a sacred space,” he said. I have never forgotten that sentiment. From the classes I taught at Coffeewood Correctional Center in Mitchells, Virginia to teaching writing workshops over Zoom, the sanctity of the classroom sits at the core of my practice. No matter where the classroom happens to be, I try to make it a place where students can tune out the noise, focus on a question, probe a text, and explore ideas without fear or trepidation. Only then will students have a chance at the “Aha!” moment, when I see a spark in their eyes as they become as excited about learning as I am. That moment is magical. It’s sacred. In recent months, the classroom has become the latest front in the

It is true that schools are talking about equity, equality, racial and gender disparities. We are also talking about freedom, justice, opportunity and safety. is a steward to learning. I wish anyone reading this could know the feeling of seeing the flash of inspiration in a student’s eyes. This isn’t some abstract notion of an aging academic. I have seen this spark empower a student who felt unworthy of college, and after weeks of research and writing, eloquently and respectfully make her case to the school board for a change in transportation policy. I saw the power of this moment in the community college sonography student who guided the ultrasound transducer over my wife’s belly to show us the first glimpse of our son. I saw it in the oil-stained hands of the automotive technician graduate who successfully diagnosed an engine problem that three other mechanics couldn’t determine. And yes, it is also in that moment, when a student dares to render the dark horrors of our history with our most brilliant victories. The sacredness of the classroom is essential to society. Socrates was willing to die for it. And to be honest, far too many teachers and students over the last twenty years have been killed for merely being in a classroom. But that is a conversation, so I am told, for another time. Although, I must admit, I wish our society took such passionate interest in the classroom when political power was not at stake. If Germanna had one of those grand lecture halls you see at Ivy League universities, I would invite everyone to join my class, because I know that each of you has much to teach me. I also suspect what you have heard about the classroom—especially in an English or history course—is likely quite different from what actually happens. I don’t think I have ever changed the mind or the belief system of any student, but I have had plenty of students ask tough questions and display the courage to consider other points of view, usually voiced by one of their peers. I find that students value being challenged. In the end, they value learning. And I believe that it is worth protecting, because it’s sacred. Dealing with hairball season, and accepting the life of an indoor cat It’s hairball season again. Hairballs, of course, are ho-hum to cats but stomach turners to humans. But I decided back in my kittenhood that cleanliness is a virtue, and if licking myself clean from ear to paw produced hairballs, so be it. If my Widow chose to gag over hair balls, that was her problem. I stated my case. Then she stated hers…which was no hairballs, no matter what. A mutual friend suggested we compromise by getting a FURminator, which is a fancy stainless steel comb that gets rid of shedding hair. Probably designed by a hairball-gagging human, I thought, but at least not bittertasting medicine. Nevertheless, Rule 42 in the Cat Manual says, “Never try a new thing…without an okay from some feline older and wiser.” So I texted Precious, my Indiana cousin. Behold! She not only knew about the FURminator, but had tons of experience with it. She said it was better than a fancy massage at a pricey cat salon. Since Precious was not only my cousin, but also the Senior Cat Advisor to The World At Large, I decided to try this new thing. I loved it! I even roll from side to side to get a full treatment. BEING AN INSIDE CAT
Early on it was decided I would be an “inside cat.” I had no vote in
the matter. When I lived in New Hampshire there were fisher cats in the neighborhood. There were also young bears roaming about, and sometimes the night-time cry of a coyote. It’s almost the same in rural Virginia. My Widow keeps reminding me the “gotta-ya” night light doesn’t come on for nothing. She also reminded me that a neighbor lost her “indoor-outdoor cat” and spent days wandering about calling “Kitty, Kitty, Kitty” with absolutely no reply. Case closed. Outdoor life is too risky, she said. I was lucky to be rescued from the wet weeds beside the busy road where I was dumped as a one-pound kitten. Why push my luck? Okay, Okay. I give in. I’ll be an inside cat. BECOMING A FAT CAT
Now you know how I became a fat cat. I did it the usual way – eating too much and exercising too little. Early on my Widow bought into the myth that she couldn’t overfeed me. After all, I was not a dog. I was a cat and would only eat when I was hungry. Not so. I eat when I’m bored – which is most of the time. In my new house, I don’t have stairs to descend to chase mice in the basement. I don’t have stairs to climb to lay on soft, warm beds. Everything is on one floor, and there is little adventure. The thrill of the day is spotting a spider or some such moving creature. Then I can pounce on and “exterminate” the foreigner, as we delicately put it in the cat business. My other option is the tail chase. Or I can pretend to be a race car and go from zero to 200 from one room to another. Or I can do sculptures in the litter box.
