ers and the community at-large,” said Tabitha Perryman, REC’s Operations and Construction Assistant in Culpeper. “We give back to the community, and we’re actively engaged with them, whether at events or in our daily interactions with member-owners.” From grants, donations, and volunteerism, REC works to support the community in a variety of ways. “We put our core values – Caring, Respect, Integrity and Service – into everything we do, from assisting member-owners, restoring outages no matter the weather conditions, to how we work with our REC colleagues,” Perryman added. “This award is really a tribute to REC’s more than 400 employees who live and work in the communities we serve,” Griffiths said.
Committed to Diversity, Equity and Inclusion
R “The best REC is a DEI-focused cooperative where everyone — no matter race, color, sex, wealth or religion — can be a part of this great challenge of keeping us REC strong.” — REC Board Member Sanford Reaves, Region IV, representing the counties of Culpeper and Orange
EC takes enormous pride in the Cooperative’s cultural diversity. “We believe in a memberfocused approach to everything we do,” said John D. Hewa, President and CEO. “Across our region, we are called to serve and engage with a diverse and growing membership with ever-changing and expanding needs. REC’s culture of diversity, equity and inclusion (DEI) hits at the core of our values and delivers the success that REC has been known for over the years.” REC recently released a comprehensive DEI plan for all employees and members: REC’s vision is to exceed members’ expectations. We accomplish this by operating as a forward-thinking, innovative utility that leads the way in safety, reliability and member satisfaction. Among distribution cooperatives, REC benefits from its combination of stable growth; an excellent mix of residential, commercial and industrial members; reasonable wholesale power costs; financial strength; and solid, experienced

In recognition of our SERVICE to a wide geographic range of counties, diverse socio-economic membership, cultures and communities, we intentionally align the four values to our DEI journey. Culpeper Food Closet prepares for another year of giving By Maria Basileo CULPEPER TIMES
For most, Thanksgiving is a time for friends, family and food. For some, though, the hurdle of providing a meal for their families is too much to bear. However, local families can always turn to the Culpeper Food Closet to provide an extra bit of holiday spirit for those who may need it the most. “Thanksgiving, for my family growing up and today, that’s when family really gets together even more so than Christmas,” said Treasurer Billy Green, who plays an integral role in the annual Thanksgiving food program. Culpeper Food Closet, an outreach ministry of St. Stephen’s Episcopal Church, began in 1984. It operates year round through the work of over 90 local volunteers providing much needed food to Culpeper families. The closet, on average, provides food for about 100 families per week. This year, Green said, the Closet bought 550 turkeys for the nearly 600 families they plan to serve this Thanksgiving. Apart from turkeys, the Closet has 700 bags, which are packed for a family of four, packed with corn, green beans, mashed po-

Like last year, recipients will be able to pick up their turkeys when it’s convenient for them. “One of the biggest challenges for folks who are in need is transportation,” Green said, adding that becoming flexible with food pickup has created better access. In order to qualify, clients must first contact Sam’s Place to apply for a food voucher. Sam’s Place, a part of Culpeper’s Outreach Resource Center, is a hub where individuals and families can access

After leaving the hospital, Steele moved into a two-bedroom apartment in Chicago, her home for the next month as she needed to stay within close proximity to the hospital as her liver began to grow back. Steele’s support team jumped into action. Family and friends flew in to help her as she recovered in Chicago while other friends kept an eye on and cleaned her apartment in Culpeper. After LeBlanc was discharged from the hospital, the family invited Steele over for dinner to meet the rest of her family. “Meeting her dad was overwhelming because he’s the same

Nearly four months post surgery, Steele said her liver is projected to have fully grown back and LeBlanc has made a full recovery. “She’ll always be the right half of me, and I’ll always be the left,” Steele said. In the future, Steele plans to get a tattoo near her scar - which runs from her sternum to her belly button - of the left part of her liver waving goodbye to the right side. “I learned some amazing lessons I didn’t think I’d learn and, at the same time, I don’t feel helpless anymore,” she said. maria@culpepertimes.com

Culpeper Toy Chest prepares for another year of giving By Maria Basileo CULPEPER TIMES
For the past 23 years, Clore-English Funeral Home have worked as Santa’s little helpers. “This has been my Christmas,” said Culpeper Toy Chest President Kristen Johnson. “My entire professional career, this has been a huge outlet to give back for me and my family to give back to Culpeper and the families that live here that need help.” In 1998, Johnson’s parents, Wayne and Jo English, partnered with the Culpeper Community Christmas Basket program, who collect food for families in need, to start a yearly gift collection drive. Over two decades later, Culpeper Toy Chest is as strong and successful as it’s ever been. Since Nov. 5, Johnson said they have collected nearly 500 items of toys, clothes and school supplies for Culpeper families. “People in this community want to help,” Johnson said. “They are really giving.” They have so many donations, though, the funeral home must park its hearse outside in order to fit them all in their garage. Neither the funeral home nor the

er Housing and Shelter Services (C.H.A.S.S.) for distribution. This year, the Chest has 45 drop off locations around Culpeper from banks to gyms. For a full list of dropoff locations, go online to the Cul-
peper Toy Chest’s Facebook page. Donations will be accepted until Dec. 13. “We get a rush right after Thanksgiving,” Johnson said of donations. “People go shopping. They’re already shopping.” “I think they need that kick like, ‘Oh! Christmas is already here!’” Last year, despite the shortcomings stemming from the COVID-19 pandemic, the Chest had it’s most successful year in the past five years, helping about 700 families. This year, CrossFit Culpepper is hosting The Jingle Bell Drive, which will take place at 1 p.m. on Dec. 3 at the Culpeper Country Club. All proceeds go towards the Culpepper Toy Chest. Johnson said after donations close, she gets tons of volunteers from Boy Scouts and Girl Scouts who sort through the toys and categorize them for families. After the toys are organized, volunteers allocate food to each family too. “What we do is not so fun,” Johnson said, referring to the funeral home. “The expectation is going to be there no matter what. Will there be something under the tree? We just want to help make that happen.” maria@culpepertimes.com

Community leaders toss ceremonial dirt on Nov. 17 to commemorate the start of construction on a near field house near Eastern View High School.
Culpeper County breaks ground on community recreation center By Maria Basileo CULPEPER TIMES
Over 100 community leaders and Culpeper residents watched a lot of hard work come to fruition during the ceremonial breaking of ground of the Culpeper Field House near Eastern View High School on Nov. 17 “A public rec center has been a goal of the county for quite some time,” said Special Projects Administrator Laura Loveday. “In the midst of a pandemic, the board of
supervisors managed to move forward a project for our entire community.” The construction of the 17,000-square-foot building, which officially began days before the ceremony, is expected to open next fall. The building will have a full-sized gym, classrooms and an aerobics studio. Culpeper County Board of Supervisors Chairman Gary Deal and others took to their shovels to be the first ones to move dirt on the
project. Deal reiterated the importance of the day as a project that has been long overdue. “This is a big day,” he said. “I can’t believe this.” The field house will be open to the public, creating better access to recreational activities, Deal continued. The building will also become home to the Culpeper County Parks and Recreation Department, which currently resides downtown. maria@culpepertimes.com
Environmental conservation nonprofit gives away trees By Maria Basileo
CULPEPER TIMES
Friends of the Rappahannock, with the help of Rappahannock Electric Cooperative, gave away 400 trees on Nov. 20 as a part of their ongoing environmental effort in the area. “So far it’s been successful,” said Ashleigh Hughes, field technician and nursery coordinator for FOR. “Everybody’s very happy to be getting trees.” Residents were able to reserve Redbuds, Flowering Dogwoods, Serviceberry or White Oak trees online prior to the event. The trees were acquired from a nursery in North Carolina. “We pretty much have a 75% success rate with tree survival when people just take them and plant
them themselves, which is pretty good considering because they don’t have any training,” Hughes said. The trees are important, Hughes continued, because they support the habitat for native pollinators as well as other insects and birds. Every year, FOR has a certain number of trees they need to plant, and the tree giveaway is a contributor to that number, Hughes said. Tree giveaways are hosted a few times a year. As a part of the giveaway, REC donated $4,300 to FOR. The nonprofit also received another grant to fund the event. Founded in 1985, Friends of the Rappahannock strives to educate and advocate to protect and restore the Rappahannock River. maria@culpepertimes.com

4 most common cancers among men
➤ Add cancer screenings to your holiday to-do list and non-surgical weight loss
During November, men across America participate in “No Shave November” to raise awareness for men’s health issues, especially cancer. In honor of No Shave November, Shiv Shiv Khandelwal, Khandelwal, MD, associate MD professor at UVA School of Medicine and radiation oncologist at UVA Cancer Center, a department of UVA Culpeper Medical Center, sheds light on the most common cancers among men and offers guidance on when to start screening.
Society (ACS), prostate cancer is the second most lethal cancer among men in the United States. About 1 in 8 men will be diagnosed with prostate cancer during their lifetime. However, long-term survival rates are high when prostate cancer is caught early. “Cure rates are higher, and treatments less intensive with fewer side effects in early stages compared to advanced stages,” Khandelwal said. The ACS recommends men make an informed decision with their health care provider about whether to be screened for prostate cancer. Men who are at average risk should consider screening starting at age 50, and men who are at higher risk, such as those with a first-degree relative (father or brother) diagnosed with prostate cancer younger than 65 and African American men should consider screening earlier.

from lung cancer than any other type of cancer. Smoking is not the only cause of lung cancer. In fact, the Centers for Disease Control and Prevention (CDC) reports that 20,000 to 40,000 people who have never smoked or smoked fewer than 100 cigarettes in their lifetime develop lung cancer annually. Potential causes may include air pollution, secondhand smoke, asbestos, and radon gas exposures and genetic risk factors. Radon gas is in the soil and can accumulate indoors, especially in basements. Unfortunately, lung cancer is often diagnosed at advanced stages because it usually does not cause symptoms at early stages. High-risk patients, especially smokers and former smokers, have been shown to have better outcomes when they are screened as cancers can be found at an early stage before having a chance to spread. The U.S. Preventive Services Task Force now recommends that current

smokers (or those who have smoked within the past 15 years) with a 20-pack per year smoking history get screened annually from age 50 to 80. Additionally, those with a family history of lung cancer or who have had asbestos exposure should consider asking their doctor about screening. Insurance will cover the cost of lung cancer screening, usually a low-dose, noncontrast annual chest CT, for those who meet the screening guidelines. COLORECTAL CANCER
Colorectal cancer is the thirdleading cause of cancer deaths among men. However, it is nearly entirely preventable as small precancerous lesions can be removed via screening colonoscopy before ever having a chance to become malignant. “Colorectal cancer usually develops from precancerous polyps – or abnormal growths – in the colon or ➤ See Health, Page 15

New Culpeper businesses gear up for yearly retail holiday By Maria Basileo CULPEPER TIMES
In a bounceback year for shopping, some of Culpeper’s newest businesses are gearing up for national retail holiday Small Business Saturday to kick off the holiday season. “I hope I get a little bit more awareness of where the location is and to show that I’m kind of here for all different diverse groups in the community because my prices are accessible for all,” said Owner of Honey Bee Home Katy Jones. The West Culpeper Street shop, which hosted its grand opening in early May, primarily carries home decor and furniture as well as beethemed merchandise. According to their website, American Express created Small Business Saturday in 2010 – to be held on the Saturday after Thanksgiving – to encourage customers to shop at their local, small businesses. Some of the deals, Jones continued, are 20% off all holiday items and 15% off the rest of the store. The shop will also have a hot beverage station for customers to enjoy while they shop and free gift wrapping all season long. “The Shop Small movement in-

If customers spend $100 or more, they’ll get 15% off purchase. Small Business Week in Culpeper runs from Nov. 27 through Dec. 3. By supporting small businesses, Jenkins said, in turn means Culpeper receives tax benefits to expand public services like education, libraries and road improvements. “When you support small businesses, you support the American dream of independence,” Jenkins said. “You create vibrant, sustainable communities and that’s the best gift of all.” maria@culpepertimes.com

Two lives well lived Time is a measure of past, present, and future. Someone once wrote that it is just one darn thing after another. Personally, I have always hated watches, ticking game clocks, Excel columns, the last cast, the final day of vacation and goodbyes. Time — or more specifically what we do with it — is the measure of life. We seek permanence and perfection in our yards, family life, jobs, health, and creations. It has been said that this is the reason humans constantly seek Marshall Conner a God. Our faith gives us faith in something glorious…and permanent. Here on Earth, the only thing that is permanent in life is change. Change shakes us up like the damnable alarm clock that pulls us from our comforting dreams of quiet beaches, lost loves, revenge, and winning seasons. Life is more like a swirling inlet than a placid lake. There was a large brass ship’s bell that used to dictate my life in military school. It was hated—yet every year when alumni return to the school’s beloved archway it captures their attention once again. This week two souls left this Earth that were living examples of what can be done with the time we have. They were both friends who entered my life through work and now only reside in cherished memories. One is John Driggers, a gentleman
THE MARSHALL PLAN
I first met decades ago while writing a feature story on multiple sclerosis and the other is Charles “Dude” Settle, a 93-year-old musician, who often played guitar for the senior citizens club I coordinate for Culpeper Parks and Recreation. Both men loved all aspects of life, faith, family, music, and friendship. Both men provided valuable lessons on how to live life to its full potential. John Driggers was a man who had it all — health, a beloved family, excellent career, the love of his life — then a life-changing disease struck like a bad hand of cards. Unfair, unexpected, and life-altering. Each year actions became more difficult, simple pleasures of walks, playing guitar, and freedom of movement were cruelly taken away. Yet despite this disease he never let it define him — he never surrendered who he was at heart. His love of faith, family and friendship never faltered. When something was taken away, he adapted and endured, turning losses into pillars of strength. John’s love for life was an inspiration, as was the love he shared with his wife, Janet. They lived their vows of marriage. When I read the sad news of his passing, Janet wrote that she knows that John would now happily exchange his earthly body at the pearly gates for the strong one he once possessed in youth. Life put many obstacles into John and his family’s life and their family had the strength and heart to carry it. When I heard the sad news, I thought of a drawing I once saw of a wheelchair bound child rising to touch the hand of God — once again free of the chains of hurt.

This week two souls left this Earth that were living examples of what can be done with the time we have. They were both friends who entered my life through work and now only reside in cherished memories. I will miss our discussions, John. I will miss your humor and wisdom. Please know how much your life inspired me and made me appreciate all of life’s changing tides. As for Charles “Dude” Settle, he showed us all that advanced age can still be meaningful and fun. His band the Country Troubadours brought toe-tapping happiness to so many people. He could play a surf-guitar with the best of them. He used to smile when I would chair surf to his rousing riffs. I was always captivated to hear his stories of honky-tonks, performances with notable musicians, travels and his strong faith. His band always closed with a signature song that proclaimed, “Loving God, loving each other… making music with all our friends.” Boiled down to the bones that was his foundation. As we gather with family and friends this Thanksgiving, let us take a moment to reflect on the people we are truly thankful for in our lives. The ones that leave permanent stamps on our lives in an imperfect, beautiful, and tumultuous world. Life is what you make of your time.

SKIN CANCER
Skin cancer is the most common type of cancer in the United States and likely the world. “Common skin cancers include basal cell carcinoma, squamous cell carcinoma and melanoma.” Khandelwal explained. “The risk of all is increased by prolonged sun or other ultraviolet radiation exposure. When a man turns 65, his risk of developing skin cancer doubles. When he turns 80, the risk triples.”

Culpeper County Volunteer Fire & Rescue Association Have you changed your smoke detector and carbon monoxide detector batteries yet this year? Every year when we change the clocks back, it is important to remember to replace the batteries for all your detectors. The time, effort and cost are relatively low but it has the potential of saving your life, the life of your loved ones, pets, keepsakes, and property. This year your local volunteers were in the schools teaching our children about the sounds of safety so that they could understand the difference between the “chirps” and “beeps” of these different types of detectors and how important it is to listen to them. They were also taught to react exactly as they have been instructed by fire personnel in these school trainings, but it all starts with you having working equipment and good batteries. We hope these young students brought this information home to you and you discussed with them. If not take the time and reinforce the importance of what the alarms mean and what you do when you hear it. Do you know the difference between Photelectric and Ionization smoke alarms? One is better at detecting fires started by smoldering
17
and the other is better at detecting flaming fires. Some detectors have both features while some do not. Did you know your detectors expire? There is an expiration date, and they will let you know when they reach end of life. This “born on” date is located on the back of the devices. If that date is more than 10 years old, it is time to replace the device. Remember you should have an alarm on every floor (including the basement), in every bedroom and outside of all sleeping areas. Things burn quicker today than they did 30 years ago when you had up to 17 minutes to get out of the home safely. Today, you only have 2 minutes due to the proliferation of synthetic materials in new construction. Today unfortunately, 3 out of 5 fire deaths occur in homes without properly working detectors. Think about that for a moment. You have about 2 minutes to vacate your home in case of a fire. It’s not a lot of time, but a working detector will make a difference. So please have a plan, practice regularly with your family, test your detectors on a regular basis and make sure your batteries are changed every fall when we change the time.

of timing between other elections. Since the special election will be held at the same time as the next general election, the town will not have to pay. The elected candidate will serve until December 31, 2023, which coincides with the conclusion of Brown’s term. In the interim, the council will appoint an interested citizen to serve. On Nov. 10, the council called upon interested citizens to submit letters of interest. Letters were accepted until noon on Nov. 22. The council requested that applicants be available at a special meeting planned for 6 p.m. on Dec. 2 at the Economic Development Center downtown.
