Culpeper Food Closet manager wins Citizen of the Year ➤ The man behind the operation

It is said the holiday season is a season for giving, but for Culpeper Food Closet Manager Bob Hilton, the giving season lasts all year long.

Hilton is a behind the scenes type of guy. He always pushes everyone else to the front when kudos are in order. However, everyone who volunteers with him knows that he plays an important role in the success of the Culpeper Food Closet as well as their lives.

“He’s like the main glue that holds us all together,” said Pam Alvey, food giver and scheduler. “He really is a good person, and he truly believes in what he’s doing.”

Hilton, who is in his 70s, has worked for the Food Closet for about 20 years. On a normal day, he can be seen weaving in and out of shelves, picking up and moving boxes of food around while other volunteers fill up shopping carts for clients.

“Bob works a lot of hours and does a lot of back-breaking work,” said Barbara Rosica, who’s husband Dick previously ran the Closet.

The Rosica’s met Hilton during a golf outing when he expressed interest in joining them in volunteering.

After Barbara Rosica and her husband Dick retired in 2019, Hilton took over the operation, she said.

“I would say the number one thing is that he’s a very hard worker,” said Culpeper Food Closet Volunteer Manager Sharon Guenther.

“I would say the number one thing is that he’s a very hard worker. He’s committed to making sure that the community has food, that people less fortunate have food.”

As an outreach ministry of St. Stephen’s Episcopal Church, the Culpeper Food Closet provides food and other items to local families and others in need of assistance.

The Closet provides thousands of meals weekly to people around Culpeper.

Hitlon, who isn’t a part of the St. Stephen’s Episcopal Church, works at least three days a week at the ministry picking up food from local grocery stores, bringing it back to the Closet, sorting it and shelving it.

“I always tell him he’s as strong as an ox,” Guenther said. “It’s a huge job. It’s a ton of work, physical work.

Sometimes, Guenther continued, he even works when it’s closed.

She recalled the day after Thanksgiving when the Closet was closed, Hilton still took the truck around town to gather food to bring back for families to eat even after the holiday ended.

Culpeper man overcomes brain injury, stroke to write children’s book

Justin Ruger has overcome many challenges in his life. His most recent challenge though, publishing his first book, has become a success and education tool for children around the world.

“I honestly expected to make a few pity sales from like my mother and my grandmother, but it ended up being something that has gotten a lot of good reviews,” he said.

Henry Meets a Honey Bee, which was released on Oct. 9, uses bright colors and fictional characters to educate children on the importance, life, pollination and roles of honey bees.

The synopsis of the book reads, “Come join Henry as he takes a walk, enjoying nature and stumbles upon the adventure of a lifetime.

Henry meets Honey, the queen bee of a local hive, and learns all about honey bees from a unique point of view.”

Ruger, 32, was working towards

his doctorate degree in nuclear physics when he suffered a traumatic brain injury following a car accident in November 2015.

“I’ve attempted many things,” he said. “I tried crocheting, artwork, painting. The only thing that’s been successful so far has been the book.”

Following more health challenges and a stroke in 2020 due to his brain injury, he began to draw as part of his therapy during the healing process.

“I wasn’t able to do physics anymore, but I was able to draw,” Ruger said. “I used drawing to get the strength back in my right arm.”

Ruger, who both wrote and illustrated the book, began working on it two years ago and self published it this fall. He has already sold upwards of 1,000 books and has 400 copies ready to bring to a conference in January.

He has even sold books in the United Kingdom and Australia. ➤ See Book, Page 15

Whitlock graduated law school in 1991.

She served as Commonwealth’s attorney in Louisa and became a judge in 1999. She was appointed to Culpeper Circuit Court in 2012 and retired in 2020.

Students quarantines due to close contact in school rise in Culpeper County Schools

Nearly 240 Culpeper County Public School students entered quarantine due to close contact with a COVID-19 positive person while in school in the past two weeks, according to a recent weekly district report.

A weekly COVID-19 report, accounting for Dec. 4-10 showed 154 students in quarantine - 110 from close contact in school and 97 outside of school. No district teachers entered quarantine.

Emerald Hill Elementary School sustained the highest number of student quarantines with 57.

A Dec. 11-17 report showed 213 students in quarantine - 129 from close contact in school and 84 outside of school. Five district staff entered quarantine due to close contact at school. All five are employed at A.G. Richardson Elementary School.

CCPS began publishing a weekly report of the impact of COVID-19 in its schools on Aug. 27.

Reports also include the number of students and staff who tested positive for COVID-19.

“We honor Judge Whitlock’s service and hope that she appreciates just how high in regard she is held by all of us in the circuit (court) and all of her colleagues in the legal profession,” he said.

Durrer spent time telling attendees about the origin of the project. He remembered how he got a message from long-time friend Zan Nelson about the possibility of adding more portraits to the circuit court.

“The immediate thought that went through my mind was, ‘Susan Whitlock ought to be the first portrait that gets added,’” he continued.

Durrer relaunched the portrait committee, whose members all agreed to move for-

Data collection for the report begins on Saturday and runs through Friday. Reports are published on Friday afternoons and can be found online at www.culpeperschools.org.

CCPS began publishing a weekly report of the impact of COVID-19 in its schools on Aug. 27.

According to the Virginia Department of Health, there have been 7,467 cases and 94 deaths in Culpeper County.

Statewide, there have been over 1 million cases and over 15,000 deaths since the department began to keep track in February 2020.

Culpeper man killed in chase, shootout with law-enforcement officers

The Virginia State Police Bureau of Criminal Investigation Culpeper Field Office is investigating a pursuit and shooting that left a 21-yearold Culpeper man dead on Dec. 17.

According to Virginia State Police Public Information Officer Sgt. Brent Coffey, the Town of Culpeper Police Department issued a “be on the lookout” to regional law enforcement for Jeremy A. Yates at 5:30 p.m. on Dec. 17. An emergency custody order had been obtained for him and it was believed that he was armed with a gun.

At approximately 9 p.m., a Madison County sheriff’s deputy saw a 2018 Chevrolet Colorado stopped in the roadway on Etlan Road, Coffey said in a news release. As deputies approached the Chevrolet, Yates sped away and a pursuit ensued, the release said.

During the pursuit, Yates began firing shots at passing vehicles, according to police.

As the pursuit continued north on Route 231 into Rappahannock County, a Rappahannock County sheriff’s deputy became involved.

According to Coffey, Yates fired and struck a Rappahannock deputy’s ve-

hicle multiple times.

As Yates was driving south on Slate Mills Road near the intersection of Reva Road, he began to approach the Culpeper County line.

Yates began shooting at Culpeper County sheriff’s deputies, who were stopped in the roadway and facing north on Slate Mills Road, according to state police. Culpeper deputies and the Chevrolet then ran off the left side of the road, collided with an embankment, and overturned.

Deputies attempted to render first aid, but Yates died at the scene.

It is unclear what was Yates’s cause of death.

His body was taken to the Office of the Chief Medical Examiner in Manassas for examination and autopsy.

Two handguns were recovered from the Chevrolet, Coffey said.

No deputies or any others were injured during the incident, and no residents have reported their vehicles being struck by bullets.

The investigation continues.

Local Lions Club donates thousands of dollars Mid-Day Lions Club has awarded nearly $60,000 in recent months.

The Big Bird Mystery ➤ Have you seen this car?

When Anna Sisk Card passed away in Fauquier County in January of 2016, she may have taken with her the answer to a mystery her family has been trying to solve ever since.

Anna’s son, John Woodward, owned a bright yellow 1940 Chevy two-door Chop Top Street Rod that his small children at the time called Big Bird, which was his pride and joy. After his death in 2014, the car was housed in a detached garage on one of Anna’s rental properties in Catlett.

Upon Anna’s death, the family gathered to settle the estate and take possession of the car.

But they then discovered the garage was empty.

Stunned, the family reported the missing car to the authorities. But no trace of it has ever been found.

John Woodward, a US Marine veteran and an active volunteer for a cerebral palsy organization in Culpeper, treasured the car. Ann Mallory, John’s daughter, recalled her father refurbishing the car when she was young, and taking her and her brother Jon with him to antique car shows frequently, even

traveling as far as Arizona. “While I was growing up, I didn’t know much current music, but I knew a lot of oldies from hearing them at the car shows,” she said.

One theory, according to Doris Woodward Eisel, John’s sister, was that the car was moved prior to her mother’s death. It is possible that the tenants of the rental property wanted to use the space in the garage, and her mother may have had it moved to another location close by. For this reason, Doris theorizes that the car may still be in the area; she believes Anna may have known someone in Fauquier, Rappahannock, Culpeper, or Prince William counties who had a shelter for the car they let her use.

Or, of course, and perhaps more likely, it may have been stolen. It is still an active investigation with the Fauquier County Sheriff’s office.

The family has been told by collectors that the car, if it has been properly stored and is still in good condition, would be of great value monetarily, as it is emotionally, to his family and children. But it is so much more than that. “It’s the memories, the nostalgia. It would be like having a piece of my dad back,” said Ann, who added that she would take the car once again to car shows if it were found.

Vintage Nest relocates to shopping center

Treasures of yesteryear are transformed into modern, stylish home décor inside The Vintage Nest. The small business created as a post-retirement dream for Bonnie and Robert Shank, recently reopened in a new location near downtown Culpeper.

Originally opened in October 2019 on Sunset Lane, the store is filled with vintage painted furniture, various home accessories and custom made farmhouse-style furniture, a hobby of Robert Shank. Fifteen local artisans also provide their products to the shop including pottery, home décor, jewelry, candles, wellness products, steel art and more.

Despite the COVID-19 pandemic and a thriving business, the pair decided not to renew their lease and ultimately closed their doors in September.

Bonnie Shank admitted she was on the fence about re-opening the shop until she connected with Tabitha Haines, a local artisan, over coffee.

“Bonnie has a desire to make people feel loved,” Haines said.

“She wants to make their homes feel like a place family wants to be.”

Prior to re-opening, Haines told Bonnie Shank that the things she wanted most were the things worth fighting for.

“There is a fight for who we want to be and what we want to do,” she continued. “She needed to fight that fight.”

After much thought and prayer, Bonnie Shank said the answer was clear when she awoke the next morning.

The Shanks reopened The Vintage Nest adjacent to the Haymarket Bicycles in Southgate Shopping Center on Dec. 1. Customers visiting the shop said the bright signage and the more visible location drew them in.

The Shanks are delighted with the amount of foot traffic that has come through the door since relocating and re-opening.

The new shop, Robert Shank said, is slightly smaller by square footage but much more open. Many of the artisans who provided their products to the shop in its original location continue to do so. Even several new artisans have come on board.

Haines, who dabbles in all kinds of things, plans to bring some of her art and décor into the shop one day soon.

With such a variety of local artisans under one roof, the Shanks welcome customers to stop in and support a variety of small businesses in Culpeper.

“To me, it’s like a new beginning,” Bonnie Shank said. “When you do something new, it inspires you and gives you some added adrenaline.”

Local agencies gathering donations for Kentucky town The Fraternal Order of Eagles Culpeper #4551 and The Blue & Red Santa Project have teamed up to aid those in Mayfield, Kentucky who were impacted by recent tornadoes.

Tornadoes raged throughout the central and southern parts of the country overnight on Dec. 10, tearing down historic buildings and displacing families mere days before the Christmas holiday.

Kentucky Governor Andy Beshear indicated more than 70 people could have died as a result of the storms.

The local agencies are seeking clothing, toiletries, nonperishable food items, baby food and baby formula.

Donations will be accepted until Dec. 26.

The Culpeper Eagles and The Blue & Red Santa Project will also be purchasing items to be delivered as well.

Culpeper County Public Schools relocates central office Over the last couple of weeks, the Culpeper County Public Schools central office has been in the process of moving to a new location.

The new location is 471 James Madison Hwy on the second floor of the building. The phone number and extensions will remain the same at (540) 8253677.

This move is occurring in order to expand the classroom space at Floyd T. Binns Middle School.

The renovation, funded by federal ESSER III funds, is expected to begin in January.

The new Culpeper County Public Schools Central Office is located in the brick building behind Advance Auto Parts and the North Point Shopping Center.

“How do we unite the two Culpepers?” ➤ Former candidate sparks discourse for more inclusive Culpeper

Fred Sapp grew up in public housing with a single mother in Wilmington, Delaware. He remembers a city councilman who owned a house in his neighborhood as a way to register for elections but lived on the other side of town. The only time neighbors would see him would be during election time.

After moving to Culpeper soon after his daughter was born, Sapp recognized a similar activity.

Sapp, who lost in his bid for a seat on Culpeper Town Council, recently switched the name of his campaign Facebook page to Fred Sapp for an Inclusive Culpeper. Sapp posts statuses encouraging his nearly 765 followers to reach out to him via email or phone to discuss how to make this mission come to fruition.

“What I heard during my entire campaign as a candidate for Town Council I felt that it was time to take a timeout from being a candidate and you know, work towards what I’ve been talking about the entire time which was making sure everybodyes represented in Culpeper.”

“There’s a group of people who feel underrepresented or not represented at all,” he continued. “They

felt their part of Culpeper was not heard from.”

His goal is two pronged: bringing attention to the infrastructure needs of some forgotten communities as well as giving a voice to those who feel invisible when it’s

not election time.

“They feel like the only time they see people is when it’s time to get a vote and somebody’s desperate for the vote,” Sapp said.

At a certain socioeconomic level, residents feel like they aren’t

heard, Sapp said.

“They don’t feel the need to vote because they don’t matter,” he continued. “It’s all about what happens on Davis Street and downtown.”

Focus, money and resources, he continued, are hyper focused on neighborhoods surrounding downtown and seem to dry up the further one gets away from Davis Street.

“Me, personally, if you’re going to represent the town, you need to got to every neighborhood in town and ask what they need, what they want and work towards that.”

Sapp said the focus of this discourse is focused on residents living on such streets as Yancy and Broad streets.

How is it going to make it happen? Sapp hopes to gather politicians, NAACP, clergy and other community members to start working together to create a more inclusive place for everyone.

“I want to bring these community leaders together and say, ‘How do we fix the rest of Culpeper?’” he said. “We know there is a part that feels represented, but there is a part that doesn’t. How do we unite the two Culpepers?”

However, Sapp doesn’t believe his Facebook page is a movement.

Culpeper Times owner purchasing FauquierNow ➤ Rappahannock Media expands with addition of Fauquier County digital news site

From staff reports The parent company of the Culpeper Times has reached an agreement with the owners of FauquierNow to buy the 10-year-old local news website, the parties announced on Dec. 17.

The transaction will close at the beginning of 2022.

Rappahannock Media LLC also owns InsideNoVa, Northern Virginia’s largest news website, along with the InsideNoVa/Prince William weekly newspaper, the Rappahannock News and community lifestyle magazines serving Warrenton, Gainesville, Haymarket, Ashburn, Stafford and the Piedmont region.

Warrenton will retire after working with the new owners through the transition.

“When Ellen and I decided to re-

tire, we approached the people best positioned to carry FauquierNow forward and improve it,” said Lou Emerson, the website editor. “The

conversation started over lunch in August with Bruce Potter and Dennis Brack. Over the next few months, we methodically crafted an agreement that Ellen and I hope will work well for the community and the new owners.”

Terms of the transaction were not disclosed.

“FauquierNow is a natural fit for Rappahannock Media,” said Bruce Potter, chief operating officer of Rappahannock Media and publisher of InsideNoVa. “Within Fauquier County, it’s an ideal digital complement to Warrenton Lifestyle Magazine, which reaches over 11,000 households every month in print.

➤ Book, from Page 4 Although the book is geared more towards children in second to fifth grade, Ruger explained people of all ages can enjoy it.

“I’ve had adults who have bought the book and said that they’ve learned more about honey bees from my book than they ever knew about them,” Ruger said.

Ruger wanted to write a children’s book that went into depth in the way that he wanted to teach kids. He wanted to “teach them factual stuff in a fiction way.”

One of the motivating factors for Ruger to write this book - his first - was his aunt who recently passed away from COVID-19. She wanted a book she could read to her grandchildren.

The money will be used in part to find a location in Culpeper to reopen the apiary “get back to what we love doing,” said Dee Diesman, Ruger’s mom and caretaker.

The family had a collection of beehives at their home called Hippie Chick Apiary until recently. As the hives produced honey, Diesman made products like lotion and essential oils. Once their homeowners association deemed the bees to be livestock, they were forced to remove the bees from their property.

Other funds produced by the book will be used to travel to teach kids about the book.

Ruger is currently working on a second book about beekeeping for children, which is set to be released around Mother’s Day. County takes ownership of Mountain Run Lake Park

Culpeper County Parks & Recreation announced the county has officially taken ownership of the grounds at Mountain Run Lake Park and its amenities including the playgrounds, dog park, four shelters and common area.

“As a Department, we are ex-

tremely excited about having this unique opportunity to install/construct various recreational amenities in order to provide leisure opportunities for the residents of Culpeper County,” the department wrote on social media.

Suspected Mexican cartel-connected subject arrested in Culpeper After a two month investigation, the Culpeper County Sheriff’s Office arrested a man suspected of being connected to a Mexican cartel on multiple gun charges.

According to police, Dulier Jimenez Barrera, 41, of 517 1st Street, Culpeper, was arrested and charged with six felony counts of knowing possession of a firearm by a non-citizen and two counts of not conducting a criminal background check on Dec. 17.

As a result Culpeper Sheriff’s Detective J. Vazquez’s months-long investigation as a member of the Blue Ridge Narcotics Task Force, several firearms, high capacity magazines and ammunition were purchased.

ics. A Culpeper County Sheriff’s Office rescue vehicle were also used during the arrest operation.

In total, more than 35 deputies, officers and agents participated in the arrest, police said.

Making the Ordinary Extraordinary The best examples of the Christmas spirit are spontaneous acts of kindness, love, and charity that occur just out of sight. The everyday saints who grace our lives and stand alongside us on our journey through life. The ordinary person who becomes extraordinary—by action or words.

Last Sunday, as I watched It’s a Wonderful Life with my family Marshall Conner it resonated on a deeper level.

The angst that George Bailey was battling in the film seemed all too familiar.

I understood the broken banister, bills, and reshuffled dreams this year. It felt like today.

Maybe it is the Grinchy tendencies of middle age. Maybe it is inflation, gas prices, a heavy workload, and that black cloud-like feeling that you missed out on a few opportunities in life.

George Bailey lost so many dreams, but eventually he realizes that his seemingly ordinary and at times tough life did in fact make the world a better place. His kindness, his empathy, and his actions changed lives without fanfare. Old Clarence, the second-class

I know there are too many George Baileys out there wondering whether their lives make a difference in this world. Let me tell you that they do.

We all have those special unsung people who rescue a day of sadness with a smile, a wave, a compliment, or encouraging word. I thought about the ones I have encountered recently.

There is a lady in my senior citizen’s club that brings so much positivity to our group. She recently suffered a health challenge. Her short absence has made me realize how impactful her humor, positivity and coffee-making skills truly are. She makes the world a better place. I look forward to her return. She is extraordinary.

Two young girls at Emerald Hill Elementary School also made a

difference recently. One looked up at me and said, “Christmas is about making sure that the best gifts go to those who really need them. I would give all my presents to others—it just feels better.” The other can make my day with a smile. She likes to say, “I guess we all need a little more Jesus,” with a shrug. Those two are extraordinary.

I think about four men who recently left this life: John Driggers, Charles “Dude” Settle, Lou “Doc” Schwartz, and Dan Trementozzi. All four were extraordinary.

Last weekend, I took a few quiet moments to visit my father’s gravestone at Quantico National Cemetery. Next to his stone was a beautiful wreath adorned in red ribbons. I have no idea who placed it there for the Wreaths Across America program, but I am thankful for their

labor. This person is extraordinary.

To my wife who has balanced work, distance learning, love, faith, and motherhood—you are extraordinary.

In a jaded world where so many things are uncertain, I am reminded of the good deeds that are done by so many people in our community. A thank you to one and all.

Christmas allows us to cherish everyone’s presence at life’s table, even the unexpected ones. Our time on earth is transient my friends, let’s not be surly, or overly preoccupied with politics, toss-away culture, or our timesucking smartphones.

Let there be a greater awareness of the extraordinary people in our lives.

Don’t argue over money. Turn off the television and pause to hug those among our friends and family who have lived through tougher times.

Cherish the elders in your family. Their strength and wisdom are not inherited, these gifts must be shared from generation to generation.

The whole point of Christmas is the opportunity for all of us ordinary people to become extraordinary—if not to the world, to another life, and eventually our creator.

The Most Wonderful Time of The Year In the early 1960s, the great crooner Andy Williams sang the song, “It’s The Most Wonderful Time of The Year.” This tune focuses on Christmas, and all the happy things that are connected with the season. Some of the items mentioned in the song include jingle bells, good cheer, holiday greetings, meeting with friends, parties, caroling, Christmas memories, mistletoe and Pastor Brad Hales loved ones.

While these characteristics of the Yuletide are important, do they truly represent the significance of the day? What truly makes Christmas “the most wonderful time of the year?”

For many in the world, the central and foremost aspect of this season is the celebratory birth of Jesus Christ of Nazareth. The early church chose December 25th for his birthday recognition to counteract the pagan worship of the winter solstice. Without Christ, there is no Christmas. So, why is this birth so important? What does

For some, it’s all about the lights, the decorated trees, the music, the food, the gifts and just the good feelings of the season. For others, this holiday is “blue” because of sadness, grief and death. So, what truly makes Christmas, “the most wonderful time of the year?” the Baby Jesus mean to the world today?

It all starts with love. The loving God sent his Son Jesus into the world so we could live forever with the Lord. Today’s earthly life is temporary. But through faith alone in the newborn Christ, we have that promise of everlasting life. Nothing can ever separate us from the love of God through Christ. Jesus’ birth also ushers in forgiveness. We are told in the Bible that Christ was born to “save us from our sins.” Sin is when we live a “self-centered” life, failing to love God and our neighbors. Maybe you don’t think that you sin, but we do.

Unfortunately, we are “fleshy people that do fleshy things.” But Jesus was exclusively born to save us from our sins and misdeeds.

Finally, the birth of the “prince of peace” offers the world hope. When the angels told the lowly shepherds out in the countryside about the coming savior, they were so excited, and

yearned to see the baby for themselves.

Being a shepherd was a tough and thankless job. But when they encountered the babe, it gave them meaning and purpose. In the midst of today’s darkness, anger, bitterness and suffering, may we be able to experience hope in this heavenly birth.

Since Jesus physically came onto the scene over 2000 years ago, you would expect many would know him.

But that is far from the case. Years ago, a friend of mine told me a story of having to work on Christmas Eve. As the store was closing, they tried to clean quickly in order to get to worship.

When she told her fellow employees what she was doing, they had no idea at all about this Jesus, and what Christmas was all about. But that does not have to be the case in your own life.

The baby born in Bethlehem can touch our lives in a very deep and meaningful way. A month ago, I was again blessed with the birth of a new granddaughter.

When I saw this new creation and the preciousness of the child, I again realized how real God is, and how never failing love abounds. This is why Jesus has been sent to us.

Through this baby, we are loved, saved, forgiven and have absolute hope. Christ alone is The Way, the Truth and the Life. He is the Alpha and the Omega, the beginning and the end. He is the Light of the World that shines in the darkness, and the darkness will never overcome the Light.

I pray that we would cling to Jesus, believe in Jesus, and that God’s Holy Spirit would open our hearts to the Baby Jesus. Because above everything, he is Christmas. Christ has been, is, and will always be the most wonderful thing in this time of the year and every day to follow.
