Speaking amongst a sea of like-minded Fairfax County Public Schools (FCPS) employees and students, Superintendent Karen Garza on Jan. 7 proposed a $2.7 billion fiscal year 2017 budget that would hike teacher pay, hire more elementary-school teachers, buy some new buses and avoid making any of the cuts posited by her budget task force. “We must begin rebuilding our schools and reversing the impacts of the significant cuts we have sustained after nine consecutive years of cutting,” said Garza during a presentation at West Potomac High School in Mount Vernon. “I know the county Board of Supervisors is mindful of the challenges we face. We simply have to take a stand to stop the cutting and it will require a significant investment to turn that tide.” The proposed fiscal 2017 operating budget would be $121.4 million, or 4.8 percent, higher than last year’s. Fairfax County supplies 72.6 percent of that amount and the budget would need a 6.7-percent increase in the county’s transfer – more than double the suggested 3 percent. Garza’s proposed budget includes $62.2 million for a 1-percent market-rate adjustment for all employees, plus 2.5-percent step increases for those who are eligible. The budget also calls for another $40 mil-
