The McLean Citizens Association (MCA) board of directors lent its unanimous support Dec. 2 regarding plans to renovate the McLean Community Center and change the
specifics of a planned mixed-use development in Tysons Corner. The MCA board supported approval of a request by Cityline Partners LLC to change a section of its 19.4-acre Arbor Row development from hotel to residential. The Fairfax County Board of Supervisors
in November 2012 approved the rezoning and conceptual-development plan for the project, which will be located along Westpark Drive. Renaissance Centro Tysons LLC, the contract purchaser of a nearly 2-acre parcel of the development called Block D, wishes to build a residential building with between 110

and 140 condominium units. The 25-story, 203,600-square-foot building would be 285 feet tall (up from the maximum height of 225 feet originally slated for Block D), and this is permissible under the Tysons Corner Comprehensive Plan because 20 percent of the development’s dwelling units will be dedicated for workforce housing, said Mark Zetts, chairman of MCA’s Planning and Zoning Committee. This will be the first recent Tysons redevelopment project to include for-sale condominiums; the other projects have offered rental units, Zetts said. County Executive Edward Long is formulating guidelines for the sale of workforce condominiums, which because of their lower cost tend to get snapped up quickly, Zetts said. The workforce condominiums in this Tysons development would not be sold until at least six months after the market-price units have been put up for sale, he said. Eligibility to purchase such units will be determined by buyers’ income, not including assets, Zetts said. The units will be offered for sale equally between purchasers earning 70, 80 and 100 percent of the area’s median income. Half of those units will be efficiencies, 40 percent onebedroom units and 10 percent two-bedroom dwellings. Switching Block D’s use from hotel to residential would reduce the number of sitegenerated vehicle trips from 2,245 per day to 1,268, MCA leaders said. In addition, the applicant has modified its proffers to give Fairfax County $20,000 for devices that pre-empt traffic lights for emergency vehicles and nearly $80,000 for the purchase and/or construction of athletic fields.
