FEA President Says Imposition of Meals Tax Could Help Provide Cash for Schools BRIAN TROMPETER Staff Writer

Fairfax Education Association (FEA) president Kimberly Adams has just six months left of her three-year term, but she’s determined to keep pressing for more funding for Fairfax County Public Schools.

“We’re definitely at a tipping point.

There are a lot of positions unfilled on the county and schools sides,” said Adams, a teacher and school librarian who lives in Centreville. “If we don’t take care of it, we might end up in a place where we don’t want to be.”

FEA’s first priority long has been to obtain higher salaries and more benefits, not only for educators but all school employees, Adams said. The group also aims to help support-staff members earn at least what the federal government considers a “living wage,” she added.

Fairfax County had 200 teacher vacancies when the school year began last fall, she noted.

“After the economic time we’ve experienced for nearly a decade now, I think we’re hopefully at a point where people are realizing that we can’t afford to raise our own families and take care of everyone else’s without having some increases in our bottom line,” Adams said.

The association will reach out not only to the 30 percent of residents with students in the county’s public schools, but also

those who recognize the need to take care of children, Adams said. FEA leaders will press county supervisors to increase the real-estate tax rate to fund more services and the school system and encourage them to pursue a meals-tax referendum, she added.

Unlike Virginia’s city and town governments, which can approve meals taxes without first putting them before the electorate, county governments must hold voter referendums. Fairfax County officials last tried this in 1992 and voters soundly defeated the proposal.

County officials estimated in 2014 that a 4-percent meals tax would raise about $88 million annually. But a task force examining the issue that year did not recommend that officials put a meals-tax referendum in front of the voters.

Foes of the tax have said they see the merit of nicking visitors as well as county residents to help fund schools and other priorities. But they’ve been wary of supporting even more taxes without a reduction in the real estate rate, which is the county’s principal revenue source.

Adams has served as FEA president during the first three years of Superintendent Karen Garza’s tenure, which Adams said had been marked by improvements in the morale of teachers and students’ parents.

“She’s done a lot and we’ve done a lot,” Adams said. “We’ve worked together in a

partnership as much as we could. We’ve definitely had some conflicts, but we’ve tried to make a difference where we could.”

Garza, flanked by scores of students, teachers and administrators at West Potomac High School in Mount Vernon, on Jan. 7 proposed a fiscal year 2017 budget that seeks a 6.8-percent county transfer increase, most of which would be used to give school employees raises.

For decades, Virginia state law has banned collective bargaining and strikes by unions composed of state- and localgovernment workers. Since they lack such rights, organizations such as the Fairfax

Education Association and smaller Fairfax County Federation of Teachers work more as professional and advocacy organizations.

Adams cannot serve consecutive terms as FEA president, so she is reviewing her options for when her term expires July 31.

She has a guaranteed opportunity to work as a librarian or classroom teacher within the school system, but will not be able to choose the school where she ends up.

Her FEA successor will be Kevin Hickerson, a high-school English teacher.

“He will be wonderful,” Adams said.

“He’s very outspoken.”

The Board of Supervisors in January gained two new members, Kathy Smith (DSully) and Daniel Storck (D-Mount Vernon). While they both previously served on the School Board, Adams said that does not guarantee decisions favorable to the school system.

“We’re glad to have them there,” she said. “We hope their experience will guide them, but we know at a certain level you need to take a larger view of things. I would not expect them to be school-centered in what they do and how they act, but I think they’ll have that in the back of their mind about where they’ve come from and what they know about the school side. I’m actually expecting it to be a boon to the relationship between the school system’s board

It was in the late spring of 1961 when 12-year-old Lance Newman participated in ninth-grade graduation ceremonies at Arlington’s Stratford Junior High School.

And on Feb. 2 of this year, for the first time in nearly 55 years, he was back in the auditorium where that ceremony took place.

Newman – along with Ronald Deskins, Michael Jones and Gloria Thompson – on Feb. 2, 1959, became the first black students to cross the color barrier and enroll in an all-white Northern Virginia public school.

decades-long policy of separating the races in public schools, known to history as “massive resistance.”

Though often referred to as “the day

nothing happened” because of the muted outcry that accompanied integration in Arlington, for the students at the center of it all, there was trepidation aplenty.

With dozens of riot-helmeted police and state troopers on hand to maintain order outside, “a lot of tension, a quietness,” is how Newman remembered things as he entered math class to start his first day.

“There were people who were curious; there were some stares – it was nervous but it wasn’t overwhelming,” Newman said as he joined Deskins and Jones as part of a panel discussion, sponsored by the county school system, held at what in 1959 was Stratford and currently is home to H-B Woodlawn Secondary Program.

“It was tense, especially that first day. I was pretty nervous,” said Deskins. “There was no public display of either affection or animus.”

A series of complications – some foreseeable, some not – will boost the Vienna Community Center’s expansion-and-renovation costs by nearly $1.16 million over the original $10.4 million price and delay the project’s completion by three or four months, town officials said.

The Vienna Town Council on Feb. 1 set a public hearing for Feb. 22 to allow residents to comment on the extra funds that must be spent to make up that difference.

The amount above the contract’s contingency fee originally was about $889,000, but town officials, with the help of a $100,000 contribution from Vienna Youth Inc., have whittled down that figure to $620,000, said Council member Edythe Kelleher.

Vienna officials likely will cover those expenses using extra moneys available in the town’s capital fund, plus budget-carryover moneys, she said.

Kelleher, who will step down in late June after 14 years on the Town Council, said she would press Town Manager Mercury Payton to find other cost savings to offset the increased funds needed for the community center’s renovation.

“I’m only one of seven” Council members, she said. “We’ll see how the others feel.”

The Town Council on Feb. 1 also approved contract change-orders to cover additional project expenses. This included $18,719 to the general contractor, Keller

These expenses come after $55,324 in change-order costs approved last year. Town officials expect an additional $252,824 in change-orders this year, bringing the total to just over $350,000.

Part of the cost increases are attributable to design changes made after Vienna officials issued an $8.9 million construction contract to Keller Bros. Inc. last August.

In a memorandum to Town Manager Mercury Payton on Nov. 13, 2015, Vienna

Parks and Recreation Director Leslie Herman proposed a series of changes that would reduce the impact of noise from the gymnasium on auditorium patrons, ensure unbroken space for art displays, avoid storage-space losses and eliminate costs of altering and then supporting a load-bearing wall.

Contingency expenses for the project are estimated at $1,156,102 and include the aforementioned change-orders plus $55,427 for easements (most of which with Fairfax County Public Schools); $1,679 for permits; $20,821 for costs associated with NOVA Parks; $44,300 for temporary expenses incurred by the Parks and Recreation Department; $136,900 for code upgrades; $90,200 for furniture, furnish-

ings and equipment; $94,008 for utility work; $122,000 for construction services; $108,200 for design fees; and $280 for an asbestos report.

The elevator upgrades will be made at a county inspector’s insistence, said Town Council member Howard Springsteen.

“We will have to do things we hoped we wouldn’t have to do,” he said.

Town officials originally budgeted only about $267,000 as a contingency allowance, or 3 percent of the project’s construction cost. That amount was three to five times lower than funds typically set aside for projects of this complexity, according to sources familiar with such budgeting.

The upcoming McLean Community Center renovation-and-expansion project, for example, will have a 10-percent contingency allowance, said George Sachs, the center’s executive director.

Vienna officials subsequently agreed to put $132,000 more into the contingency fund, which also is included in the $1.16 million total.

Town officials received some good financial news at the meeting, however. According to an annual financial report by the accounting firm Robinson, Farmer, Cox Associates, Vienna’s unassigned general fund balance at the end of fiscal year 2015 grew by $525,032.

The report attributed that increase to higher bank-franchise and sales-tax revenues, along with lower fuel costs and decreased personnel expenses because of open positions.

Opinion Our View: A Snow-Clearing Ordinance Needed?

The middle of winter would be the wrong time for the Fairfax County Board of Supervisors to be considering the merits of instituting snow-clearing requirements. But it is something the supervisors should plan to discuss down the road, and make an informed decision before wintry weather returns at the end of 2016.

The Washington region’s jurisdictions have a patchwork approach to regulations related to the clearing of sidewalks by property owners. Some jurisdictions, including Fairfax, have no rules at all, while others set specific time limits for property owners to have the snow cleared away.

Anyone who spent time walking,

or attempting to walk, in multiple jurisdictions in the days and even weeks following the Jan. 22-23 winter whopper could provide anecdotal evidence that the going was significantly easier in localities that had a snow-removal ordinance. Even in smaller storms, the same generally holds true.

We’re not particularly sure we want a bevy of Fairfax bureaucrats – or worse, the county police – out and about after winter storms, handing out citations for non-compliance with any ordinance that might be enacted. And there remains the unlitigated question of whether Virginia localities even have the authority to require owners of private property to deal with snow and

ice on public sidewalks.

At the same time, Fairfax officials are trying to shed the county’s image as a decidedly pedestrian-unfriendly place; if property owners are able to leave copious amounts of snow on sidewalks, that reputation will remain.

Leaders in neighboring Arlington long resisted imposing a snow-removal ordinance, until the winter of 2009-10 caused them to rethink things. Most importantly, Arlington waited until the snows were long gone to begin a community conversation about the merits of the proposal.

Fairfax officials also should wait, but should put consideration of an ordinance on their to-do-in-2016 list.

Widening Interstate 66 Preferable to Putting Tolls on It Editor: The better solution to traffic congestion in the region is widening Interstate 66 rather than instituting tolls on it. The state government should apply funds it plans to use to implement tolling, some $60 million at last report, to constructing additional lanes.

As stated by the Virginia Department of Transportation, the purpose of the tolls is “to force people out of their cars.”

It is not the role of government to force its citizens, but rather to respond to their demands/preferences/requests. It is the people’s right to expect their government to do the people’s bidding, not the

other way around.

The monies collected through tolls undoubtedly will be nothing more than another way to relieve wage-earners of their hard-earned cash, to no particular purpose.

In order that elected officials be responsive to the wishes of the citizenry, I request that legislators support a number of bills – HB 713, HB 1243 and HB 1244 – currently working their way through the General Assembly.

HB 1243 would allow Northern Virginia voters to decide whether or not tolls should be placed on I-66 inside the Beltway.

HB 1244 would allow Northern Vir-

ginia voters to decide whether tolls should be placed on I-66 outside the Beltway.

HB 713 would allow Northern Virginia voters to vote on an advisory referendum on the I-66 tolling issue.

No matter what your position is on the I-66 tolls, surely we can all agree that VDOT’s outreach has been woefully insufficient, and that these bills would allow Northern Virginia voters who will have to pay the tolls to decide whether they think tolls on I-66 are what is best for them, rather than having the governor and Virginia Department of Transportation decide.

‘Jefferson Davis’ to Remain Name of Highway Ol’ Jefferson Davis can rest easy in his Richmond grave, secure in the knowledge that his name isn’t coming off a major Virginia thoroughfare anytime soon.

No memGENERAL ber of the VirASSEMBLY Northern ginia legislative delegation has offered legislation to take the name off U.S. Route 1, despite the proposal’s being included in on locality’s 2016 legislative package.

The lack of action among members of the delegation is no surprise; local leaders in Arlington – the only jurisdiction to suggest a name change – seemed decidedly lukewarm on the idea, and legislators had reason to fear a backlash among their colleagues in the General Assembly that could imperil more pressing county priorities.

Acting on a request from United Daughters of the Confederacy, the Gen-

eral Assembly in 1924 named the north-south U.S. Route 1 as “Jefferson Davis H i g h way ” for its entire length along the commonwealth.

(The highway is better known as “Richmond H i g h way ” in Fairfax County.)

Because the General Assembly gave the highway the name of Davis, it is the legislature – not the Commonwealth Transportation Board – that would have

to remove it. But the idea has not gained traction.

Davis was a former U.S. senator from Mississippi and U.S. secretary of war when he was tapped to lead the Confederacy in 1861. For much of the war, Davis led civilian government from Richmond.

His reputation, hampered by tales of micro-managing and bureaucratic bungling, went into a steep decline after the war, as both Southerners and some Northerners proclaimed their admiration for generals like Robert E. Lee and J.E.B. Stuart but had little good to say about Davis.

By the time of Davis’s death in 1889, however, there was a renewal of good feeling toward him among some in the South. He is buried at Hollywood Cemetery in Richmond, a final gathering spot for a number of Confederate military and civilian leaders.

The eye-level grasses poking through the snow and waving in the winter winds at Great Falls Library weren’t mown this fall for a reason: Insects and pollinators lay eggs in the plants’ stems.

“We’re all trained to clean up gardens in the fall,” said Candace Campbell, president of the Great Falls Garden Club. “A meadow is not orderly and is not planned.

That’s a big adjustment for people.”

Club members had a sign installed at the site that details the meadow’s features, and they emphasized the good that comes from letting nature take its course in winter.

The club has had a meadow at the library for four years. Members first wanted to install a rain garden there, but found the process would be very intensive, Campbell said. In addition, Fairfax County officials would not allow such a rain-filtering facility to be built in the library’s stormwaterretention area.

But the county did permit the club to construct a meadow with grasses and flowers at the site. Club members started the meadow using seeds, which were cheaper than fledgling or grown plants but took longer to establish themselves, she said.

“Unless you really stay on top of it for three to five years, you don’t get what you want,” Campbell said. “It’s not as simple as we thought.”

The club got the meadow certified as a monarch butterfly way station and has added more flowers and grasses to the meadow over the years, altering the mix based upon what thrived.

“The challenge is to get more grasses,” Campbell said. “Oxeye sunflowers are bullies. They take over everything.”

Fairfax County officials have studied the possibility of replicating the club’s meadow in other stormwater-retention areas. One of the grassy area’s advantages is it hides unsightly concrete drains and culverts.

Campbell pointed out the club’s perennial garden at the library, located along the front driveway across the sidewalk from the meadow. This space is planted deliberately and cultivated with flowers to look aesthetically pleasing. But it, too, isn’t cleared completely away in winter.

The perennial garden’s blackened, petalfree coneflower stalks poke a few feet above the snow. Their spiky heads contain seeds that feed hungry wildlife during winter.

Wildlife often is the bane of gardeners, and the Great Falls club has been disappointed often by the ravenous appetites of animals living in the vicinity. A group of groundhogs lives on the hill above the meadow, having been evicted from their former burrow near the library’s foundation, and they’ve been known to make messes of gardens. Deer also pose a threat.

Meadows may be mown in late February or early March, as the spring growing season is just weeks away, Campbell said.

The club has about 42 members and obtains seed capital, as it were, from a spring plant sale. This year’s event will be held May 14 and will include a yard sale, as well.

Fairfax Jobless Rate Ticks Down at End of the Year Fairfax County’s unemployment rate dropped from 3.1 percent in November to 3 percent in December, closing out a year of slow but generally steadily falling joblessness.

For the last month of the year, the Virginia Employment Commission tallied 607,458 county residents in the civilian workforce and 18,954 looking for work, according to figures reported Feb. 3.

The slight month-overmonth decline in non-seasonally-adjusted joblessness was repeated in most jurisdictions across Northern Virginia: Unemployment rates dropped 2.5 percent to 2.4 percent in Arlington; from 2.7 percent to 2.6 percent in Falls Church; from 2.9 percent to 2.7 percent in Alexandria; from 3.2 percent to 3.1 percent in Loudoun County; and from 3.6 percent to 3.5 percent in Prince William County.

For Northern Virginia as a whole, December’s unemployment rate was unchanged from a month before at 3.2 percent, representing 1.52 million in the civilian workforce and about 49,600 looking for jobs.

Statewide, unemployment was down a tick to 3.9 percent to close out the year, as season-

ally-adjusted, non-farm employment grew by 6,800 jobs to 3.86 million.

“In December, the labor force continued to increase as more individuals reported working and individuals entered the labor market seeking work,” said Ann Lang, senior economist for the Economic Information Services Division of the Virginia Employment Commission.

Employment gains were seen in the professional/business and leisure/hospitality sectors, among others, while there were slight declines in construction, finance and manufacturing.

Losses in local- and federalgovernment employment were offset slightly by a rise in stategovernment workers.

Among Virginia’s 133 counties and cities, the lowest unemployment rates were found in Arlington, Falls Church, Alexandria, the city of Fairfax (2.8 percent) and Madison County (2.9 percent). The highest rates were reported in Buchanan County (10.9 percent), Dickenson County (10.4 percent), Wise County (8.4 percent) and Petersburg and Page County (7.7 percent each).

Region Closes Out Year with Improved Jobs Picture: The Washington region’s unemployment rate ticked below 4 percent at the end of December, part of a continuing – if still uneven – economic improvement nationally.

The region’s jobless rate of 3.8 percent was down from 4.4 percent a year before, and represented 3.29 million in the civilian

workforce and 126,100 looking for work, according to figures reported Feb. 3 by the federal Bureau of Labor Statistics.

Nationally, year-over-year unemployment rates were down in 296 of the 387 metro areas, higher in 79 and unchanged in 12. The national, non-seasonally-adjusted unemployment rate of 4.8 percent in December was down from 5.4 percent a year before.

Of all metro areas, the lowest jobless rate was reported in Ames, Iowa, at 2.2 percent. El Centro, Calif., and Yuma, Ariz., had the highest rates at 19.6 percent and 18 percent, respectively.

Of the 51 metro areas with populations of more than a million, the lowest unemployment rate was found in Salt Lake City (2.8 percent), with the highest in Las Vegas (6.2 percent) and Memphis (6.1 percent). Of large metros, the biggest decline in joblessness from a year before was reported in New Orleans (down 1.7 points), with the biggest increase found in Houston (up 0.6 point).

Virginia metropolitan areas outside the Washington region all saw declines in jobless rates from a year before.

Working in 12-hour shifts, Vienna’s plowing crews made comparatively short work of the Jan. 22-23 storm that dropped about 2 feet of snow on Northern Virginia, town officials said Feb. 1.

Town Manager Mercury Payton said the teams’ efforts were the best he’d seen in his four-plus years with the town. The storm response especially was impressive because four new employees were staffing the emergency-operations room, he added.

There was a high staff turnout to help with the recovery effort, Payton said. For the second year in a row, teams worked 12hour shifts, followed by 12 hours off.

“I think they did an excellent job out there, given the amount of snow that fell every hour,” Payton said, adding, “We were able to open on Tuesday [Jan. 26] when other jurisdictions did not. We don’t open based on what other jurisdictions do.”

The town also benefited from strong social-media outreach conducted by new Vienna spokesman Lynne DeWilde and received brine for road treatments from the city of Fairfax, he said.

Deputy Public Works Director Michael Gallagher fielded about 1,000 telephone calls and e-mails from residents during the storm, estimated Vienna Town Council member Howard Springsteen. Public Works Director Dennis Johnson was vacationing in Mexico when the storm hit.

Council member Pasha Majdi said town residents were entitled to such an effective storm response.

“We should be at least as good as Fairfax County,” Majdi said. “We pay both sets of taxes, so we should be at least a little bit

better.”

Council member Carey Sienicki said she was pleased so many neighbors helped each other dig out from the snow.

“It’s wonderful to see Vienna is a community where people come out to help each other,” she said. “The spirit of Vienna lives.”

Vienna Now Rivaling Arlington for Tax-Collection Rate: Arlington County officials long have prided themselves on tracking down residents who owe taxes and convincing them to pay up. Last August, after the end of fiscal year 2015, Treasurer Carla de la Pava announced the county’s tax-delinquency rate had hit a record low of just 0.27 percent.

But Vienna officials have been similarly vigilant, according to a comprehensive annual financial report presented to the Vienna Council Feb. 1 by the accounting firm Robinson, Farmer, Cox Associates.

The town last year had a 99.82 percent tax-collection rate, said Andrew Grossnickle, a member of the firm. That puts Vienna’s tax-delinquency rate at a razorthin 0.18 percent.

“We have only $26,000 in uncollected taxes?” Council member Howard Springsteen asked incredulously. “You can’t do much better than that.”

Town of Vienna Buys New Gear for Reading Water Meters: Vienna soon will get more advanced technology to read water meters.

The Vienna Town Council on Feb. 1 unanimously agreed to purchase four handheld meter-reading equipment from

Elecsys Corp. for $27,290. The price includes a trade-in offer for the town’s existing gear, plus a software upgrade and 15 months’ worth of free technical support.

The upgrade was necessary because the town’s current equipment, which consists of three handheld meter-reading devices and three that collect data after operators touch meters with them and then enter data by hand, was purchased in 2006 and has not had a software upgrade in three years.

The equipment also is not compatible with new utility-billing software and has not been made for years, resulting in a dwindling inventory of replacement parts, town officials said.

The new equipment will obviate the need for employees to tap the water meters physically with the reading devices, but they still must visit each location instead of reading meters remotely from the street.

A Bluetooth connection will transmit meter data to the devices, eliminating the possibility of errors while keying in information, officials said.

Such technology exists and is used by Arlington County, which has experienced some difficulties as a result. Because of the equipment’s complexity, some of that jurisdiction’s employees who previously were just meter readers had to receive technical training, said Public Works Director Dennis Johnson.

COUNTY RETAINS ‘AAA’ BOND RATINGS: The Fairfax County government’s

AAA bond ratings from the nation’s three main rating houses were confirmed in the lead-up to a sale of $250.7 million in general-obligation debt on Jan. 26.

Moody’s Investor Services, Fitch Ratings and Standard & Poor’s each rated Fairfax’s debt offering at the top level for jurisdictions of its size. In addition, Moody’s revised its outlook on the county’s fiscal future from “negative” (where it had been since 2014) to “stable.”

On Jan. 26, the county government sold a quarter-billion dollars’ worth of bonds to Morgan Stanley. Funding will support schools ($155 million), transportation ($43.2 million), parks ($20 million), public safety ($18.5 million), libraries ($7 million) and flood control ($6 million), as well as the refinancing of existing debt at a lower interest rate.

FAIRFAX OFFICIALS LOOKING FOR ELECTION WORKERS: Fairfax County

election officials say McLean, Vienna, Falls Church and Merrifield are areas in which they are most in need of pollingplace officials for the March 1 presidential primaries.

They are among more than 2,300 election officers needed countywide to handle what could be large turnouts in the Democratic and Republican nomination contests.

Route 1, western Centreville, Herndon and Reston are other areas where the need is greatest.

Those willing to serve will receive training and will be paid $175 for working the full day. Election officials set up voting equipment, check IDs and names, provide assistance on using voting machines and tabulate the results at the close of the 13hour polling period.

County Public Schools has been named one of the charter members of the Green Schools Alliance District Collaborative, a group of 21 U.S. school districts that will combine their collective power to support more efficient solutions to environmental sustainability.

The effort will enable member districts to build and share best practices, leverage their combined purchasing power to increase access to sustainable alternatives, promote market transformation, and influence policy decisions, county school officials say.

“The collaborative will use its collective knowledge, experience and influence to accelerate the implementation of sustainability principles in schools that incorporate sound environmental, economic and equitable decisions,” officials said.

HOUSING AGENCIES SHARE IN STATE FUNDING POOL: Community Residences

will receive $456,288, Wesley Housing Development Corp. will receive $655,576 and Pathways Homes will receive $600,000 for initiatives in Fairfax County, part of a $6.9 million combination of loans and grants to preserve housing across Virginia.

They are among 11 projects receiving funding to support creation or preservation of nearly 550 affordable-housing units statewide.

“The Virginia Housing Trust Fund uses innovative funding tools to promote affordable housing and homelessness prevention across the commonwealth – [the funding will] work to improve real people’s lives and grow our economy,” Gov. McAuliffe said in announcing the funding effort during an Arlington press conference.

FAIRFAX GOVERNMENT WORKERS HONORED FOR CONTRIBUTIONS TO FELLOW EMPLOYEES: The Fairfax County

Employees Advisory Council (EAC) presented its 2015 Don Smith EAC Award and two honorable mentions to county-government staffers as part of the Feb. 2 Board of Supervisors meeting.

The Don Smith EAC Award was established by the Employees Advisory Council in 1991 to honor Donald D. Smith, a longtime county employee who served on the EAC for 17 years who retired in 1990.

FAIRFAX VETERAN SALUTED FOR SERVICE TO DISABLED VETERANS: World

War II veteran Arnold Sells recently was recognized by Chapter 10 (Arlington/Fairfax) of the Disabled American Veterans (DAV) with the chapter’s first Lifetime Achievement Award.

Arnold Sells recently was honored by the Fairfax-Arlington chapter of DIsabled American Veterans.

Sells, who became a member of the DAV in 1950, has been involved at all levels of the chapter, formerly holding the positions of department commander, department adjutant and department chaplain.

A resident of the local area for more than 70 years, he has lived at Greenspring retirement community in Springfield since 2011.

Sells, 96, was inducted into U.S. Army in 1941 and was assigned to the 101st Airborne Division as an infantry soldier. In the fall of 1943, he was transported to England and spent the next several months training for the D-Day invasion in Normandy.

During that training, he injured his back and was unable to make the invasion along with his division.

After being released back to the 101st Airborne, Sells encountered his first combat operations in Holland in September 1944; his division was assigned to hold open canal and road crossings for troops under British Field Marshal Bernard Montgomery.

After spending time in France for replenishment, Sells was transported to Bastogne, Belgium, where his unit was responsible for monitoring road crossings.

“I spent the holidays in a foxhole under heavy artillery fire and felt the Earth shake from the bombings of Bastogne,” Sells said.

On Dec. 26, 1944, Bastogne was liberated, and in early January 1945, Sells’ division was moved to Alsace, France, where he was wounded while under shell fire.

After recovery in England, Sells was sent to Camp Pickett in Virginia. In August 1945, he was honorably discharged from the U.S. Army and received a Purple Heart as a result of his wounding in France. He was also awarded the Combat Infantryman’s Badge, Glider Badge, Distinguished Unit Badge, Distinguished Rifleman Badge, Good Conduct Medal, and European Theater Medal.

Additionally, the 101st Airborne Division was the first division to receive a Presidential citation.

New-Home Sales in 2015 Saw Best Level Since 2007 Sales of newly built, single-family homes rose 14.5 percent to 501,000 units in 2015, the highest level since 2007, according to newly released data from HUD and the U.S. Census Bureau. Meanwhile, sales in December increased 10.8 percent to a seasonally adjusted annual rate of 544,000 from an upwardly revised November reading.

“Relatively low interest rates and an improving economy are motivating buyers to make a new-home purchase,” said NAHB chief economist David Crowe. “Builders are upping their inventory in response to heightened consumer interest. Housing inventory is now at its highest level since October 2009.”

Sales increased in all four regions in December. The Midwest, West, Northeast and South all posted respective gains of 31.6 percent, 21 percent, 20.8 percent and 0.4 percent.

The inventory of new homes for sale was 237,000 units in December.

This is a 5.2-month supply at the current sales pace.

Members of the NAHB elected four senior officers to top leadership positions within the federation during the association’s International Builders’ Show, held in late January in Las Vegas.

Taking the helm as NAHB’s chairman of the Board this year is Ed Brady, a Bloomington, Ill.-based builder and developer with more than 25 years of experience in the home building industry.

“Our focus in this critical election year is to ensure that housing remains an important national priority,” said Brady. “NAHB will work with congressional leaders on both sides of the political aisle and the eventual Democratic and Republican presidential nominees to promote policies that encourage home-ownership and affordable rental opportunities for all Americans.”

Education Notes STUDENTS BENEFIT FROM CHANGES TO ‘GED’ SCORING: The recent recalibra-

tion of the minimum passing score on the GED high-school equivalency examination resulted in good news for hundreds of Virginia adult learners who took the test from early 2014 to early 2016.

GED Testing Service adjusted the minimum passing score on the test from 150 to 145, and recommended that states apply the new cut score retroactively.

The change, which was announced on Jan. 26 and subsequently accepted by the Virginia Department of Education, resulted in 647 2014 and 2015 Virginia test takers who scored between 145 and 149 earning GED certificates.

The testing service is notifying students by e-mail and by notices when they log into their online accounts.

“This is great news for men and women who will now have access to employment and training opportunities that require a high school-level credential,” Virginia Superintendent of Public Instruction Steven Staples said. “As word about the recalibration spreads, it is my

hope that more Virginians will contact their local adult-education centers, and find out how a GED certificate or adulthigh-school diploma can open the door to a better future.”

GED Testing Service said the scoring change was the result of a detailed analysis of educational outcomes of GED program graduates compared with high school graduates since the revamped and more rigorous computer-based version of the GED test was launched in 2014.

Virginia’s 71-percent pass rate on the new GED test will be adjusted upwards once the beneficiaries of the recalibration are added, state officials said.

A booming summer helped propel Virginia’s real estate market to a doubledigit increase in sales from 2014 to 2015, according to new figures from the Virginia Association of Realtors (VAR).

A total of 109,201 properties went to closing commonwealth-wide in the 12 months ending Dec. 31, up 11.1 percent from 98,310 a year before and the best year-end total since the peak of the realestate boom in 2007.

The Virginia market “is still growing steadily,” noted an analysis from the Virginia Center for Housing Research at Virginia Tech, which reviews data and trends for VAR. The commonwealth’s real-estate market continues to benefit from relatively low statewide unemployment and low, if rising, mortgage-interest rates.

The 2015 market’s most robust strength came in the summer – June’s sales (10,643) were highest of the year and approached peaks last scaled in 2005 and 2006 – but year-over-year increases were reported each of the 12 months of 2015.

For the fourth quarter of the year, statewide sales totaled 24,282, lower (as expected) than the second and third quarters of the year but up 3.8 percent from the same period in 2014. By month, the increases were 4.4 percent to 8,819 in October; 4.6 percent to 6,958 in November; and 2.5 percent to 8,505 in December.

Sales during the quarter “followed a very similar trajectory compared to the

fourth quarter of 2014, with a decline in sales from October to November and then a substantial increase in sales in December,” Virginia Tech analysts noted.

For the quarter, year-over-year sales were higher in four of the geographic reporting areas across the commonwealth, and down in three. In Northern Virginia, transactions were up 3.2 percent to 10,176, and represented 42 percent of all sales in the commonwealth.

Other areas posting increases included Hampton Roads, Central Virginia and Roanoke/Lynchburg/Blacksburg. The Central Valley, Southside Virginia and Southwest Virginia slumped somewhat in the fourth quarter. Statewide, the median sales price of residential real estate in the fourth quarter was $255,000, unchanged from the same period in 2014.

Prices “remain very stable, while fol-

lowing typical seasonal trends,” Virginia Tech researchers said.

In Northern Virginia, the median sales price of $368,850 was down from $372,000 a year before, but continued to lead the commonwealth. Median prices elsewhere were $218,500 in Hampton Roads, $214,925 in Central Virginia, $207,250 in the Central Valley, $160,000 in Roanoke/Lynchburg/Blacksburg, $119,500 in Southwest Virginia and $82,500 in Southside Virginia.

Interest rates rose from the start of the third quarter to the end, but for the period as a whole were 3.9 percent on average for a 30-year, fixed-rate mortgage, according to national data from FreddieMac. That’s down from 3.95 percent in the third quarter.

METROPOLITAN WASHINGTON AIRPORTS AUTHORITY NAMES POLICE CHIEF: Scott Booth, who has served as

deputy chief of the Metropolitan Washington Airports Authority Police Department has been named the agency’s chief. He succeeds Chief Stephen Holl, who retired last year.

Bryan Norwood, vice president for public safety of the Airports Authority, said Booth’s “extensive background and experience” made him the right choice.

Booth previously served in a variety of assignments with the Richmond Police Department, and before that served as a military-police officer in the U.S. Army.

DUO COMMITS ROBBERY AT GUNPOINT: On Jan. 28 around 10:45 p.m., a

20-year-old man was robbed at gunpoint by two suspects in the 7200 block of Tyler Avenue in the Falls Church area, Fairfax police said.

The suspects – a man and a woman – allegedly pointed a gun at the victim, took his belongings and fled on foot.

The victim was not injured.

Both suspects were described as black, in their mid-20s, with thin builds. The male suspect had a dark complexion, was about 5’9”. The female suspect was about 5’5”

were called to an apartment in the 10300 block of Appalachian Circle in Oakton on Feb. 1 at 9:24 a.m. for a trespassing complaint. The resident told responding officers that her estranged husband was refusing to leave her apartment after they had an argument, police said.

Officers made contact with the man through the locked door of the lower level apartment, but he refused to heed to the officer’s request to come out, police said.

After negotiating with the man for over two hours, the individual made statements that he would damage the property unless officers left, police said.

“Officers detected smoke and an odor of something burning emanating from the apartment,” police said in a statement.

“Further resources were summoned to the scene and, out of an abundance of caution, the residents in the surrounding apartments were evacuated.

At about 4:43 p.m., the man surrendered without incident and taken into custody.

Douglas Evans, 39, of Oakton, was charged with malicious burning, threats to burn, unlawful entry and violation of a protective order.

12:40 p.m. when a fox approached her, bit and scratched her. Animal-control responded to the scene but was unable to locate the fox.

The animal is described as a red fox, with bloody paws and nose, and acting lethargic. It was last seen on Copely Lane.

Animal-control officers in Arlington also have reported concerns about potentially rabid foxes close to the McLean border.

Fairfax residents who see animals exhibiting possible symptoms of rabies are asked to contact animal-control officials at (703) 691-2131. If there is an imminent threat, call 911.

McLEAN TEEN NAMED FINALIST IN SONGWRITING COMPETITION: McLean

teenager Maddy Clark has been named as a finalist in the Bernard/Ebb Songwriting Awards, and will compete next month to be crowned champion.

Six adult and three teen finalists were selected from more than 200 entries in Virginia, Maryland and the District of Columbia. The finalists will perform their songs before a panel of industry judges on March 4 at the Bethesda Blues & Jazz Supper Club.

Those in the Young Songwriter division, including Clark, will compete for a top prize of $2,500.

Clark, 17, is a lifelong resident of McLean and has been writing songs since she was 13 years old. One of her songs recently received a Silver Award in the 32nd Mid-Atlantic Song Contest.

Now in its second year, the Bernard/ Ebb contest was founded by Cathy Bernard, and is named in honor of her uncle, Fred Ebb, whose Broadway musical credits include “Cabaret” and “Chicago” and who wrote “New York, New York.”

Quirky Thriller Proves Good Way to Open New Year MATT REVILLE Staff Writer

A cold winter’s night is perhaps the perfect time to slip into a cozy theater and huddle (or cuddle) together while watching a classic thriller. And ON in the ArPlaySTAGE lington ers’ recently opened production of Ira Levin’s generally well-regarded “Deathtrap,” the evening proves largely satisfying.

A play within a play (within a play within a play), the plot centers on a washed-up author who connives to do away with an upand-comer and steal his literary creation, one of those “one-set, five-character moneymakers” that a down-on-his-luck playwright dreams of turning into a lifetime cash cow.

At least that’s the plot before the various twists start occurring.

There’s no way to detail more of the script without infringing on those surprises, so the plot summary has to stop here, about midway through the first act.

Opening night’s performance started out with a red-flag warning, as the verbal intercourse between the older author (portrayed

by Zell Murphy) and his wife

(Jennifer Lyons Pagnard) seemed a little, well, stagy and forced. But it quickly evolved into more natural interplay.

The arrival of the go-getter young author (Sam Nystrom) sets in motion a series of events that turn the plot into something of a twisted pretzel. Audience members were advised by director Andrew Regiec to “get lost in the story – and try not to get too far ahead (or behind).” Good advice.

(Fun fact: Regiec was an 18year-old in 1979 when he traveled into New York City to see his first Broadway play: “Deathtrap” in its original run.)

Comic relief and further plot evolution is provided by a Germanic psychic (played by Gayle Nichols-Grimes), while the last cast member, an attorney (played

by Bernard Engel) will remind you of Walter Matthau in his prime.

The show has a lot going for it, starting with the cast, whose members showcase talents a notch above what you’d expect in community theater.

The set (also by director Regiec, with dressing by Janet Devine Smith and painting by Mary Speed) is impressive, and costumes (Laura Fontaine) are solid.

eryone, and the script runs on a little (audiences of the 1970s perhaps had longer attention spans).

As a result, the verdict on “Deathtrap” has never been unanimous – competing New York Times reviews of the original Broadway production included a rave and a pan – and audiences need to be willing to suspend disbelief and

just go where the plot takes them in order to come away happy.

The other big challenge facing any “Deathtrap” production is that the show loses a lot of its oomph once you know the intricate twists and turns. But for first-timers, it can be a delectable treat.

“Deathtrap” runs through Feb.

Newman remembered that, as the winter of 1959 moved into springtime, things settled into a routine.

“As the semester progressed, we got more and more comfortable,” he said. “All in all, I must say, things went pretty well, considering.”

(One of the students chuckled that the arrival of a larger group of what then were called Negro students in the fall of 1959 – some of them willing to defend themselves with fists rather than turn the other cheek to racial slights – largely brought an end to taunting.)

Jones said the first four black students at Stratford came prepared academically, and had been taught to handle the pressure of standing out, something no middleschooler anywhere relishes.

In elementary school, “we had good teachers, we could compete,” he said.

When the time came to move to the new school, “I basically just did my work and went home,” he said. “It ended up being a good year.”

The Feb. 2 event was the first major commemoration of the integration since 2009, when then-Gov. Tim Kaine (D) attended a 50th-anniversary celebration at Woodlawn.

Kaine, now in the U.S. Senate, sent a video presentation to be played at the Feb. 2 forum.

“Virginia is stronger” because of integration efforts, Kaine said. “When we open the doors of opportunity and equality for all children, we build a stronger future.”

Among those on hand at the forum was Martha Ann Miller, now 104 years old and then a teacher at Stratford.

Except for the 2009 50th-anniversary event, public commemorations of the integration anniversary have been largely non-existent in recent years; several recently arrived School Board members have acknowledged they barely knew about the events of 1959 and their importance.

Outcry the lack of respect given to the integration effort surfaced over the past year, when county school leaders pushed for renovation of the current H-B Woodlawn back into its former use as a community middle school. (The Woodlawn program will decamp to a new home in Rosslyn in 2019.)

After weathering criticism from the Historical Affairs and Landmark Review Board and the Arlington branch of the NAACP for their seeming lack of interest in the historical importance of the school, Arlington leaders agreed to emphasize the integration battle beyond the walls of the Stratford building.

The Feb. 2 community conversation was part of a broader commemorative effort, which included a forum with students at

H-B Woodlawn earlier in the day. Countywide, there was special curriculum devoted to the impact of integration.

“All of us are united together” to remember the “tireless effort of those who came before us,” School Board Chairman Emma Violand-Sánchez said.

Virginia officials had been battling against the prospect of school integration since the landmark U.S. Supreme Court ruling of 1954. By the end of 1958, rulings by both state and federal judges were making it an inevitability, although one school system – Prince Edward County, downstate – opted to close for five years rather than acquiesce.

Despite the stress of his first days at Stratford, Deskins said he looks back on his role making history as one that helped mold him.

“It was an excellent experience,” he said.

“It has benefited me tremendously.”

The cuts, and additional new fees also proposed by the task force, “would fundamentally change the quality and character of FCPS,” Hynes (Hunter Mill) said, while acknowledging that cuts will have to be made “should we not receive the revenue our schools need.”

The upcoming budget battle is hardly a new feature of Fairfax political life. Virginia state law since the 1990s has allowed localities to have elected school boards, but then effectively neutered the boards by not giving them taxing power – leaving them at the will of boards of supervisors and city councils across the commonwealth.

Over the past half-century in Fairfax County, squabbling over the amount of funds given to local schools has been a perennial battle between the Board of Supervisors and School Board. But before the days of an elected School Board, the

disputes were more muted, as the Board of Supervisors had the power – which it didn’t hesitate to exercise – of dumping School Board members it felt crossed the line of propriety in advocating for school funding.

Elections in November 2015 brought several new faces to both the Board of Supervisors and the School Board, which might impact the relationship between the two bodies.

Fairfax County Public Schools is the largest school district in Virginia and the largest in the metro area.

Spending on schools in the county is neither profligate or miserly: the school system traditionally ranks in the middle of the pack in the Washington suburbs in perstudent costs.

Fairfax’s per-student spending of $13,718 for the current school year is up 1.5 percent from $13,519 a year before, according to the Washington Area Boards of Education (WABE).

That’s well below the $18,023 reported

in Arlington and $18,032 in Falls Church, although Fairfax may benefit from economies of scale that those smaller districts do not have.

Among districts of nearly comparable size across the region, Montgomery County had per-student spending of $15,341, Prince George’s County is $12,992, Loudoun County is $12,700 and Prince William County is $10,724.

The next formal step in the fiscal 2017 budget process comes April 5, when the School Board presents its budget to the Board of Supervisors.

Supervisors then will hold public hearings on April 5-7 before determining how much of the county government’s cash to allocate to schools for the fiscal year beginning July 1.

After the supervisors determine how much cash FCPS will get, the School Board is slated to adopt its final budget plan in late April.

With a team champion and a runnerup, the Langley Saxons enjoyed a sucnight SWIM & DIVE cessful Feb. 6 at the 6A North Region Swimming and Diving Championships at Oak Marr RECenter.

The Langley High boys won their first region crown, amassing 229.5 points to hold off Patriot (215). The McLean Highlanders were third (187).

“We were hoping for a top-three finish,” Langley coach Ryan Jackson said.

In the girls meet, defending champion Langley was second with 194 points and 2014 winner Oakton was third with 183.

Robnison won the girls crown with 202.

The Langley boys won despite winning just one race, compiling team points with multiple top-10 finishes.

The lone winner was Casey Storch in the 200-yard individual medley in 49.29 seconds. He was third in the 100 breaststroke.

Justin Rose was fifth in the 100 backstroke and 100 fly, Carter Bennett was fifth in the 50 freestyle and 10th in the 100 free, Devin Truong took sixth in the fly, and Duncan Proxmire was eighth in the 500 free.

All three Langley relays placed third.

topher Murphy. He won the back (49.63) and was third in the 200 free, Dorje Wu won the breast in a meet record 55.48 and was fifth in the IM, Sam Gollob was fourth in the breast and Carter Flint was fifth in that race.

“Chris was out in front and leading from the start. His three turns were outstanding,” McLean coach Kyle Drake said. “Dorje had the fastest time in the prelims [breast]. He pushed himself in the middle of the race. He did what he had to do to win it.”

For the Oakton boys, Tom Hallock was fourth in the 50 free and fifth in the 100 free, and Daniel Gyenis was fourth in the 500 free.

Numbers on uniform jerseys have become much too small to read, while on others they are too narrow or scrunched together to identify. That is so confusing and frustrating.

Some of the best uniform examples are worn by the varsity girls basketball team at Yorktown High, the varsity girls hoop team at Episcopal, the boys basketball and football teams at Bishop O’Connell, and the boys hoop uniforms at Hayfield.

They are all nice-looking uniforms, but the numbers are too small or narrow, with too narrow sometimes being more difficult to read than too small.

In the case of some of those jerseys, zeros are so thin they can be mistaken for a one. So is that player wearing 30 or 31? Eights can also look like ones, and twos can look like eights.

Squinting doesn’t help decipher those numbers.

A recent girls varsity basketball game between Potomac School and Episcopal was a classic contrast in the way uniform numbers should be and should not. Potomac School had large numbers on the jerseys’ backs and fronts. Episcopal’s numbers were too small and narrow. The Episcopal player wearing No. 3 could have been mistaken for No. 8.

Some basketball referees have made mention of the shrinking numbers, admitting they sometimes become unclear and have to take a closer look when identifying the number of a player whistled for a personal foul. Those keeping the books at the basketball scorers’ table, and recording statistics have similar complaints.

Another trend is that some uniform jersey color schemes and designs blend too closely with the numbers, again making the digits hard to determine.

Like license plates, house numbers and road signs, uniform numbers should always be clear, free of any type of design interference, and be easy to read with no effort.

Those that aren’t should have the designs changed with the numbers printed bigger and wider.

Marshall Avenges Earlier Loss, Tops Undefeated Warriors ALLEN KHA For the Sun Gazette

The Marshall Statesmen had a point to prove against the visiting Wakefield Warriors in a Feb. 5 Capitol Conference showdown for first place.

Marshall (15-3, 8-1) was defeated in the first BASKETBALL meeting between the boys basketball teams, on a buzzer-beating three-point shot. With that motivation in tow, the Statesmen achieved revenge with a 52-45 home triumph over previously undefeated Wakefield (18-1, 8-1).

The high school basketball teams are now tied for first in the conference.

“Our coaches really emphasized that motivation, that [Wakefield] snatched a victory away from us during our first matchup, and we needed to come out with something to prove,” Marshall senior center Tyler White said.

Marshall showed its intent early, dictating the pace with patient inside-out play that exploited the Statesmen’s interior size advantage.

Marshall made all eight of its shots (including two three-pointers) in the first quarter to build leads of 5-0 and 19-10.

In contrast, Wakefield shot just 29 percent in the first quarter.

“Our team focuses on defense first, and we were disciplined with our 2-3 zone,” said White, who scored 11 points

and had eight rebounds. “We forced them to shoot it and made it challenging for them.”

Wakefield responded in the second quarter with a 15-6 run by upping the game’s tempo and increasing the intensity of its full-court press. With the game tied at 25 at halftime and 30 after three quarters, Marshall eventually separated itself with timely shooting and free throws from its senior backcourt duo of Chase Barrand (15 points) and Mikey Briody (11 points, two three-pointers).

“We had two great teams going at it, and the ball bounces our way here and their way there,” Marshall coach Dan Hale said. “Our plan was just about us getting at them, hustling to get the extra

rebound, and just making a few more plays. I was impressed with the team’s mental toughness, closing out the game.

That’s something we can learn from.”

Wakefield coach Tony Bentley was confident his team would recover.

“You have to give a lot of credit to Marshall, because they’re a very good team and they protected their home court,” Bentley said. “Both games have been tough, and we’re likely to see them again. We didn’t shoot well, and that’s a credit to their defense.”

Deng Nhial led Wakefield with 13 points. Allen Treakle scored 12 and Halil Parks and Christopher Warren six each.

Jordan James and Jelani Murray scored six each for Marshall.

“It’s been a goal of mine to swim in college,” Grube said. “I’m very excited about this opportunity.”

This season, Grube captains Potomac’s girls swim team to a seventh-place finish in the Independent School League championship. She placed third in the 100-yard breaststroke.

In her junior season, Grube finished sixth in the breast and 11th in the 200 individual medley at the state meet. She has set school records in the breast and IM.

OAKTON BASKETBALL TEAM STAYS UNDEFEATEED:

The Oakton Cougars separated themselves further from their Concorde Conference basketball rivals with victories against three league opponents last week, remainin undefeated at 19-0 and 7-0 in league play.

For the week, Oakton defeated Centreville, 47-34, Herndon, 52-59, then capped the week with a 54-32 win over host Chantilly on Feb. 5.

The Cougars have now won 28 straight conference games over a three-season stretch.

Against Chantilly, Oakton missed its first three shots and fell behind 5-0 before scoring 12 unanswered points to take the lead for good, and was never threatened the rest of the way. The Cougars were ahead 19-9 at the end of the first quarter and 29-13 at halftime.

Delaney Connolly had 16 points and five rebounds for Oakton. Alex Marquis had 15 points and six assists, and Kailyn Fee scored 13. Christian Butters had seven rebounds off the bench, and substitute Kate Vietmeyer had five points.

Fee and Marquis each made three three-pointers.

Oakton made eight threes total.

The Cougars won easily despite starter Maddie Royle (three rebounds, two blocks) being on the bench for much of the game in foul trouble.

By scoring seven points against Centreville, Marquis joined the girls basketball team’s 1,000-point club. Marquis is the latest of a long list of girls players at Oakton to reach the 1,000-point mark under head coach Fred Priester. In all, 13 girls have scored 1,000, with 12 doing so under Priester, who has nearly 650 career wins.

As an experienced and highly accomplished high school diver, Grayson doesn’t DIVING Campbell ordinarily become all that nervous prior to a big meet. The Madison High School senior is used to the pressure.

But that wasn’t the case Feb. 3 prior to the 6A North Region diving championships at Oak Marr RECenter. The competition was Campbell’s first in a month,

because he had been sidelined with a mild right-shoulder injury. So Campbell was far more nervous than normal.

The jitters didn’t show. Campbell, who will attend the University of Texas to compete on the men’s dive team, won his third region crown, doing so with his highest point total (577.5) in high school competition.

“I was extremely happy with how I dived,” Campbell said. “I didn’t really miss any dives. I was very solid. I hit my first dive well and kept going. The shoulder felt fine.”

Campbell was extra-motivated because he finished second in the region last year, missing badly on one dive that probably cost him the victory.

“I wanted to finish with one more region championship,” he said.

Next for Campbell is the 6A state meet, where he is the defending champion. He is hoping to finish his high school career with a third state title.

The state diving competition is this week.

After that, Campbell is hoping to have the opportunity to participate in the U.S.

Olympic trials this June in Indianapolis.

He is a multi-time U.S. junior national champion.

“It would be a good experience to get one U.S. Olympic trial under my belt,” he said.

Also at the 6A Region boys meet, Madison junior Greg Duncan was fourth with a 485.6 total. Langley freshman Dylan Reed was seventh (416.85) and Oakton’s Bennett Fagan 10th (369.6).

At the Liberty meet, McLean was led by Caroline Brown-Kaiser, who was seventh in the all-around (35.825) and was second on the vault (9.3).
