Washington Dulles International Airport’s passenger counts have lagged neighboring Reagan National and BWIThurgood Marshall in recent years, so the General Assembly this spring authorized

$50 million to make Dulles more competitive.

Gov. McAuliffe, Virginia Secretary of Transportation Aubrey Layne and Metropolitan Washington Airports Authority president and CEO Jack Potter celebrated the cash infusion July 21 during a media event at Dulles’ main terminal.

“Dulles is a critical element of the economies here in Northern Virginia, the National Capital Region and the commonwealth as a whole,” Potter said. “The shift of flights from Dulles to Reagan over the last 10 years has resulted in increased costs here at Dulles for airlines.”

The money, included in this year’s bi-

ennial budget bill, will be split evenly between fiscal years 2017 and 2018 and used to reduce costs of airlines operating at the airport.

In a Battle of the NVSL’s Titans, Swimmers from McLean Shine It was a day swimmers of the Chesterbrook Tigersharks had been awaiting for the past three years.

The McLean team used strength in the breaststroke and butterfly events, along with relay races, to build a comfortable 241-179 lead and dethrone the Overlee Flying Fish at the Northern Virginia Swimming League’s Division 1 championship, held July 23 at Chesterbrook.

The title was Chesterbrook’s ninth Division 1 championship and 14th division crown since joining NVSL. Perhaps more important to the McLean swimmers, the victory brought home the championship after it had spent two years with Overlee, which has had 29 division championships over the course of its participation in NVSL.

Chesterbrook’s swimmers compiled nearly 70 personal-best times in the championship meet, to go with five team records and one NVSL mark, according to figures compiled at the meet.

Musician Provides Rotarians a Glimpse of Refugees’ Struggle BRIAN TROMPETER Staff Writer

Musician Robbie Schaefer from the band “Eddie from Ohio” had turned away from depressing nightly news reports about displaced Syrians and other refugees in Greece, but became angry when he realized he had a moral obligation to help.

It took a neighborhood girl’s initiative to get Schaefer off the fence and involved in aiding the refugees. The girl, Emma, was pulling around a red wagon and collecting supplies to help flood victims in South Carolina.

“Emma was the answer to all my anger,” Schaefer told Rotary Club of Vienna members during a July 20 luncheon at Westwood Country Club. “She didn’t even ask was she could do. She did something.”

Schaefer founded and became executive director of a non-profit, One Voice, which uses art and music to empower children.

“The antidote to despair is action, every time, no matter how small the action is,” he said.

Schaefer traveled to the island of Lesvos, Greece, which has seen an influx of about 1 million refugees from Syria, Pakistan and other countries. About onequarter of them are children or unaccompanied minors.

“Very threatening people, as you can tell,” he said facetiously, projecting a slide of children playing with his guitar.

Refugees often arrive after perilous journeys in which 75 people crowd boats designed to handle one-third as many, Schaefer said.

Passengers often pay smugglers $1,000 each for the ride, which means most of those arriving in Greece are at least middle class, he said.

Some of those boat passengers fall out and drown; others die after suffocating or being trampled in the cramped conditions, he added.

But the European Union’s welcome mat rolled up in March and some member countries stopped accepting refugees.

On Lesvos, “residents went from being extremely supportive to sort of tired of the whole thing,” Schaefer said.

Schaefer worked with about 80 refugees as Camp Pikpa, a converted boys’ summer camp. Camp denizens helped paint a mural of trees on one of the buildings.

the camp into tote bags. But other camp occupants were overcome by ennui. One woman told Schaefer, “All we do is practice doing nothing.”

Schaefer also felt despair about the situation.

“I felt useless most of the time and I felt helpless,” he said. “There are very few people I can do something about.”

Things could have been worse. Other refugee camps on the island had armed guards and barbed wire. “People were being treated like animals,” he said.

Since returning to the United States, Schaefer has agreed to sponsor a 14-yearold Afghan girl named Sahar and her family in the camp. Sahar’s mother and older brother were killed by the Taliban.

Schaefer, a Vienna resident, is the son of a Holocaust survivor. His son, Ethan, won the first-ever Vienna Idol competition in 2012.

Schaefer sang a song for the Rotarians while strumming his dark-brown Taylor acoustic guitar. Musical entertainment at the club’s meetings usually consists of members singing renditions of patriotic staples such as “God Bless America.”

Schaefer said he did not blame Americans for not doing more to solve the refugee crisis, saying they already had plenty of things to worry about. But the situation, which involves more than 6 million displaced people, is likely to affect the United States, he said.

“We belong to one another. We really do,” he said. “Our well-being is bound up with one another. None of us by ourselves can change the world.”

New MPA Director Puts Focus on Temporary Relocation BRIAN TROMPETER Staff Writer

McLean Project for the Arts’ new leader has plenty on her plate just six weeks into her job, from planning for an art festival this fall and renovations next spring to streamlining operations and building upon the group’s successes.

“Arts have always been an important part of my life,” said Lori Carbonneau, who in early June succeeded MPA’s former executive director, Susan Corrigan.

“I really enjoy the content of my work and hope to grow and sustain the organization. There’s a business opportunity to deliver services more efficiently while maintaining the personal touch.”

Carbonneau had served since April 2015 as MPA’s director of information strategy, membership development and special events.

MPA has had much success in recent years, Carbonneau said. The group’s ArtReach program last year educated about 3,000 Title I school students, senior citizens and people with special needs – a 50percent participation increase, she said.

“It’s a super-exciting time for us,” said Carbonneau, adding that MPA leaders wish to extend ArtReach to assisted-living centers, aging-in-place communities and home-schoolers.

Carbonneau grew up in Vienna, attended Oakton High School and earned a bachelor’s degree in religion and Ameri-

can studies from Princeton University in 1990, followed by a master’s in business administration from Harvard Business School in 1995.

Her business career has taken her around the United States and overseas.

She did sales and customer-service work with Bausch & Lomb in Rochester, N.Y.; supply-chain management and sales operations for Dell in Austin, Texas; and non-profit consulting and early childhood music and movement education in China.

She also helped the Atlanta Opera boost its ticket sales and profitability.

Carbonneau speaks Spanish, German and Mandarin. “When you know enough of a language, you can really immerse yourself in the culture,” she said.

Carbonneau lives in McLean with her husband and children ages 8, 10 and 12.

She is active with community groups, including the New Dominion Women’s Club and Offender Aid and Restoration, and enjoys traveling. She and her family each year visit Chautauqua, N.Y., for intellectual stimulation.

MPA selected Carbonneau for her non-profits experience and strong community involvement, said board chairman Joe Wetzel.

Selwa Masri, co-chair of this year’s MPAartfest, said the organization was fortunate to have selected Carbonneau.

“She’s immensely qualified and so dedicated to this,” Masri said. “She has the most impeccable background, education-

MPA will roll out a new Web site in August and beef up its social-media presence, Carbonneau said.

The organization is gearing up for its 10th annual MPAartfest, which will be held Oct. 2 at McLean Central Park.

About 50 artists will display and sell works at the event.

As with other organizations affiliated with the McLean Community Center, MPA’s leaders are searching for temporary relocation sites for when the center closes next spring for an 18-month renovation period.

“We’ve got real estate on the mind,” Wetzel said.

This period will pose challenges, but also provide opportunities for different display spaces, which might lend themselves to solo exhibitions, Carbonneau said.

Ideally, MPA will be able to relocate into the same space as the community center’s other operations, preserving the organizations’ connection, MPA leaders said. A key challenge will be communicating to the public about the pending move and the return to the community center when renovations are done, Wetzel said.

“It’s hard to get that word out and make people understand [the move] is happening and then to unstick it when it’s done,” he said.

Our View: Will Millennials Make Difference?

A recent article in the Daily Progress newspaper of Charlottesville reports that a think tank at the University of Virginia predicts that “Millennials will have a great impact in Va. 2016 voting.”

But those with a passion for history must wonder if in fact the Millennials – those born from 1980 to 1997 or thereabouts – indeed will play such a major role.

Just look across the pond, where the United Kingdom’s equivalent of the Millennials (their being called “the slacker generation” is somewhat, but not entirely, unfounded) rested on their backsides in the recent European Union referendum.

By contrast, their parents and grandparents went to the polls and voted to take the U.K. out; had a larger percentage of the younger generation cast ballots, it’s likely the results would have been different.

Every presidential cycle, there have been predictions that young people would fundamentally change political calculus. Back in 1972, the year the 18-19-20-year-old cohort earned the vote nationally, pundits predicted they’d swamp polling places in support of Democrat George McGovern, giving him a landslide victory.

Not only didn’t that happen, but polling suggested that a majority of the 18-to-30 age group (Millennials of their day) actually supported Republican Richard Nixon. So much for the pundits.

It’ll be interesting to see if 2016 is any different. With the two main candidates adding up to 139 years old on Election Day (70 for Trump, 69 for Clinton), there will be not just one generation gap for the candidates to surmount, but two – they are old enough to be the Millennials’ grandparents, after all.

Local Police Deserving of Our Appreciation Editor: In the wake of the recent police shootings in Louisiana and Minnesota and the murder of five police officers in Dallas and three in Baton Rouge, we need to appreciate what we have in Fairfax County. We have a police department that is recognized worldwide as one of the best there is.

These days, police are under a lot of stress, and are being characterized in ways that are not fair.

We have all had bad experiences with lousy doctors, bad teachers and rude store clerks. Do we respond by hating all doctors, teachers and clerks? Of course not. We realize that there are people in every job and profession who are not good at their jobs or are just plain ill-

suited for them.

The Fairfax County Police Department is no exception, as the shooting of John Geer in 2013 illustrated. The department responded by investigating the incident and firing the officer, who later pled guilty to manslaughter.

As a nation, we do a great job of letting our military men and women know that we appreciate their service to our country.

Once, when I was on a layover in an airport and having a meal at the bar in a restaurant, there were two uniformed servicemen having a meal on the other side of the bar. Just as I was about to tell the bartender that I wanted to buy their meal, the person sitting next to me told the bartender that he wanted to buy

their meal. The bartender replied that another person had already taken care of it. I was pleased there were at least three of us willing to show our appreciation for their service.

Our military personnel put their lives on the line for us in places like Iraq and Afghanistan. The police risk their lives for us every day in our own neighborhood. Sure, there are some bad cops here and there, but they are a very, very small minority. Most of them are heroes.

When you see them, tell them you appreciate their service to our community. In these tense times, it will mean a lot to them.

School Board Must Reverse Action on Pay Editor: The new Fairfax County Public Schools budget reflects a 30-percent pay cut for retired teachers who serve as substitutes in the classroom. This is a mistake on many levels.

Unfortunately, the School Board denied the public the opportunity to voice its concerns about the shift.

Retired teachers are dependable, they work to maintain the academic momentum of the instruction, they understand how to handle disruptive situations, they share valuable life lessons with young people, they serve as positive role models for students as well as for younger staff members in the school, and they provide a more secure environment at a

time when safety in schools is a growing concern.

FCPS cannot afford to lose seasoned educators. The School Board failed to support the primary goal of schools: educating students to the best of the school system’s ability.

There’s merit to the old adage, “You get what you pay for.” The School Board must reconsider this budgetary decision.

Planning Commission Vote Delayed on School Expansion BRIAN TROMPETER Staff Writer

Falls Church City Public Schools officials will have to wait a little longer to learn whether their plans to expand Mount Daniel School will move forward.

The Fairfax County Planning Commission, following a July 21 public hearing that adjourned at 12:25 a.m. the following day, deferred its decision until July 28.

Falls Church officials wish to add 35,720 square feet worth of space to the school, bringing the total to 79,491 square feet.

Enrollment would increase from about 348 students to 660.

School leaders originally asked for 792 students, and cut the proposed enrollment cap to 742 following a traffic study’s recommendations before finally reducing the total by 82 more students to mollify critics.

Mount Daniel School, located at 2328 North Oak St. in southern McLean, is in Fairfax County, but operated by the Falls Church school system.

The building was constructed in 1952 and expanded by four classrooms in 2005.

It now has two classroom trailers, which would be removed as part of the renovation.

Mount Daniel serves kindergartners and first-graders; it formerly accommodated pre-kindergarten students, although that function last year was moved to a new facility.

In order to alleviate overcrowding at other schools, Falls Church officials would like Mount Daniel to begin serving second-graders.

The expansion proposal would give Falls Church officials about 12 years to find solutions to the city’s school-enrollment crunch, said John McGranahan Jr., an attorney representing the school system. That did not suit neighboring resident Sarah Liberatore, who noted the school’s previous expansion provoked “bitter hostility” from nearby homeowners.

“So here we are again with another promise that this will all be repeated in 10 to 12 years when the school population grows and more room is needed,” she said.

The proposal is smaller than it could be under its current R-4 zoning, McGranahan said. The expanded building would have a floor-area ratio of 0.25, versus the permitted 0.35, and would be just 41 feet tall, compared with the allowable 60 feet, he said.

The project would result in 105 parking spaces instead of the current 64 and would vastly increase the size of Mount Daniel’s stormwater-detention facility.

School system officials on June 28 cut six classrooms from the proposal and offered to limit the number of evening special events to 10 per year. Participants in those programs must arrive at the school via shuttle bus.

The proposal has been hotly contested for a couple of years, with the McLean

Citizens Association passing resolutions in opposition. MCA leaders contend 26foot-wide North Oak Street already is too narrow for vehicles to pass safely when there are cars parked on the street.

Restricting on-street parking is out of the question because homes along the road were built in the 1940s and have single-lane driveways that often force homeowners to park vehicles on the street, opponents said.

MCA’s resolution contends that the school is not a public use under county code, which requires qualifying properties to be owned or operated by the Fairfax County, state or federal governments. But school officials and Fairfax County planning staff said county officials more than a decade ago ruled Mount Daniel was a public use.

Mount Daniel occupies 7.3 acres, but only about 5 acres are usable because the site has a conservation easement, said Mark Zetts, chairman of MCA’s Planning and Zoning Committee. The school would need about 10 acres to handle the proposed enrollment increase, Zetts said.

McGranahan acknowledged the school site was too small to meet those state-recommended acreage standards.

“The school system is looking to get as much value out of this site as they can to educate their kids,” he said.

MCA leaders pressed Falls Church officials to ask for a special exception, which would have enforceable conditions, versus

the “2232” review they chose, which arguably would not.

2232 reviews determine whether a proposed development is substantially in accord with Fairfax County’s comprehensive plan.

Planning Commission member Earl Flanagan said that was an important distinction, as a special exception would have to agree with the comprehensive plan.

The school accepts students from all around Falls Church; 82 percent are bused to and from the site and the remaining 18 percent ferried by their parents.

Two other roads – Highland Avenue and Woodland Drive – are located near the school, but because of topographical

challenges and other reasons have been ruled out as potential access roads, school officials said.

About 20 people testified at the Planning Commission hearing, including Mount Daniel’s principal and the mayor of Falls Church. The first several speakers spoke against the expansion, but those who favored it piped up toward the end.

One was Falls Church resident Liam Montgomery, who supported the proposal despite some reservations.

“The school, I think, has been a pretty good neighbor,” he said. “I won’t characterize my support for this plan as a ringing endorsement. I have serious misgivings about it.”

Despite a late-in-the-game curveball, proponents for the restoration of voting rights pressed on with a July 23 workshop aimed at integrating ex-offenders back into the fabric of community life.

The event’s initial goal had been to register to vote those who had been included in Gov. McAuliffe’s executive order of April, giving more than 200,000 formerly incarcerated state residents their voting rights back.

But the evening before the workshop, held at Macedonia Baptist Church, the Virginia Supreme Court ruled that McAuliffe had overstepped his constitutional authority in the blanket restoration of rights.

With just few hours’ notice, “we had to figure out how we could keep this event going,” said Karen Kimball of the League of Women Voters of Arlington, which hosted the event in collaboration with the National Association of Blacks in Criminal Justice.

“We had to do some fast work,” Kimball said.

The event went on as scheduled, if slightly revised, with organizers saying they believe the effort to expand opportunities for ex-incarcerees to vote will pay off.

“This is just a little kink in the process,” predicted Mondré Kornegay, a leader of the local chapter of the National Association of Blacks in Criminal Justice and formerly a board chair of Offender Aid and Restoration of Arlington and Alexandria.

The court’s 4-3 decision leaves in flux the status of 13,000 Virginians with felony convictions who had registered to vote since the issuance of McAuliffe’s executive order. The court ruling centered on the blanket nature of the governor’s directive; McAuliffe has said he will sign individual orders restoring rights to each of the 13,000, if need be, to comply with the court’s finding. Those individuals then likely will have to register to vote again, since the July 22 court ruling invalidated all their existing registrations.

Officials from the office of the Secretary of the Commonwealth were on hand at the July 23 forum to provide guidance, but they, too, were waiting for details on what process will be set up to comply with the court ruling. It remains an open question whether the process will move fast enough so ex-incarcerees can be registered in time for the Nov. 8 election.

The League of Women Voters and National Association of Blacks in Criminal Justice each had been looking to stage a community gathering to boost voterrights-restoration efforts when they found

each other and decided to combine forces.

“I actually had been looking for a partner,” Kimball said. “We tried to put this together as quickly as possible. There’s just been a good feeling [between the two groups].”

Among those on hand to support the effort was Licia White, who in early January had her voting rights restored, 14 years after leaving incarceration.

White is now active with Arm & Arm, a peer-to-peer support group whose target areas including voting rights.

Despite the court ruling, White was upbeat that the topic of voting-rights restoration is being discussed in the public arena.

“I am very excited about the issue being brought to the surface,” she said.

Getting back civil rights provides “hope for everybody – you get a shot to stop looking over your shoulder,” White said.

Officials in the gubernatorial administrations of Tim Kaine and Robert McDonnell examined the issue of blanket restoration of voting rights, and concluded they did not have the power to do it. McAuliffe’s office came to the opposite conclusion, but the decision was challenged by Republican legislative leaders as an unconstitutional usurpation of power.

The Supreme Court, by the narrowest of margins, agreed.

In a statement after the court ruling, McAuliffe called the action of legislators “a disgrace” and “overtly political.” His opponents said it was the governor’s action that qualified as political, occurring as it did in the run-up to the 2016 presidential election.

“This opinion is a sweeping rebuke of the governor’s unprecedented assertion of executive authority,” said House Speaker William Howell (R-Fredericksburg) and Senate Majority Leader Thomas Norment (R-Williamsburg) in a joint statement.

Under McAuliffe’s executive order, exoffenders qualified for voting-rights restoration if they had completed their terms of incarceration and been released from parole or supervised probations. Critics complained that the measure made no distinction between violent and non-violent offenders, and that the executive order was riddled with incorrect eligibility information.

During his term in office, McDonnell streamlined the process for restoration of voting rights. McAuliffe took it a step further, restoring the rights of more than 18,000 people even before the executive order was signed.

Sunrise Seeks Delay to Re-Tool McLean Proposal BRIAN TROMPETER Staff Writer

Sunrise Development LLC officials have pushed back a scheduled Fairfax County Planning Commission public hearing by two months to find ways to better the project.

“We continue to take McLean citizens’ input to heart and recently requested a deferral of our Planning Commission public hearing until Sept. 28,” Sunrise officials

said in a statement. “We will use this time to make additional improvements to our application. Sunrise thanks the community for their support and ongoing feedback.”

The matter had been set to come before the Planning Commission July 28.

Company officials want to build a 40,309square-foot Sunrise Senior Living facility at Westmoreland Street and Kirby Road.

The facility would have up to 73 rooms and 93 beds. Sixty percent of the units

would be for assisted living and the rest for residents needing memory-care services.

About 90 employees would work at the site, but no more than 25 at any one time.

Sunrise officials have pledged to arrange work shifts to avoid pick-up and dropoff times at nearby Longfellow Middle School.

Sunrise’s special-exception application has drawn criticism from neighbors and the McLean Citizens Association because

of the facility’s size and expected traffic impacts.

The facility would generate about 250 trips per day, or about 150 more than the 11 houses that could be built by-right on the 3.7-acre site.

Sunrise officials have promised to install copious landscaping along two sides of the V-shaped building and leave an 80-foot-wide tree-conservation area in the rear to shield five neighboring homes from the facility.

In accordance with state-code changes enacted by the General Assembly, annual operating permits for dealers of gems and precious metals would increase from $25 to $200 and dealers’ bonds would double from $5,000 to $10,000.

County officials could bar preciousmetal and gem dealers from obtaining licenses if they had been convicted of a felony or crime of moral turpitude in the previous seven years. The felony provision is new.

Pawnbrokers also would have felony convictions added to moral-turpitude crimes as reasons for permit denials, but their clean-record period would increase from seven years to 10. Pawnbrokers’ license fees would remain at $25.

The new rules also specify penalties for violations. Gem and precious-metal deal-

ers convicted of violating the county code would be guilty of a Class 2 misdemeanor and be punished by up to six months in jail and/or a fine of up to $1,000.

Second offenses would be classified as Class 1 misdemeanors and subject violators to up to a year in jail and/or a fine of up to $2,500.

First-time violators also could lose their dealer’s permits for one year and have their permits revoked for two years upon second infractions.

Pawnbrokers who violated the county code would be guilty of Class 4 misdemeanors punishable by fines of up to $250.

Those who act as pawnbrokers without a permit would be convicted of Class 1 misdemeanors and face penalties of up to one year in jail and/or fines of up to

$2,500.

A new provision also would allow the Circuit Court to revoke or suspend permits if pawnbrokers were convicted of second or subsequent violations of the county code.

Precious-metal and gem dealers also would have to maintain for two years digital photos of identification submitted by people selling those goods, as well as images of the items purchased.

Dealers would have to hold all gems and metals bought from the public, unaltered, at a Fairfax County location for 15 days following the purchase date.

Pawnbrokers, in their daily electronic reports filed with county police, would have to include a digital image of sellers’ identifications and descriptions of items sold or pledged.

Fairfax County supervisors are expected July 26 to approve an October public hearing concerning tougher rules and some higher fees for pawnshops and dealers selling gems and precious metals.

The hearing would be held Oct. 18 at 4 p.m. If the board approves the changes, they would take effect Nov. 1.

Fairfax County officials first enacted rules for gem and precious-metal dealers in 1981 and for pawnbrokers in 1989.

The county is home to 42 stores that sell gems and precious metals to the public; wholesale dealers would be exempt from the new rules. Nine pawnshops also operate in the county, three fewer than allowed by law.

On the evening of 16 July, due to natural causes, Dad went home to be with the Lord Jesus. Surrounded by loving family he passed peacefully from his home of 52 years in Vienna, VA. Frank was born the eldest of three sons to Elbert and Kathleen in Sheffield, AL on November 9, 1929.

Born the son of a railroad man, Frank cherished the memories of moving around the south and eventually settled in Asheville, NC. After graduating high school, he moved to the Washington area in 1946 where he met his wife Lois of 53 years. He loved his career with the CIA where he loyally served for 38 years. After retirement he remained the best of friends with many co-workers. Giving freely of himself he volunteered in the community and his church. He served on the Historic Vienna Board and played the role of Santa Claus for many years at the Freeman Store. He was instrumental in introducing kid’s softball to Vienna, which was a reflection of his love for baseball. Dad enjoyed Bluegrass Music. Stories of trains, life’s hardships and victories, and love of God were lyrics he loved to dwell on. A faithful member of the Capital Baptist Church, he looked forward to his weekly bible study. Dad lived by example, impacting many lives. With God’s promise we are rejoicing in his departure, although he will be dearly missed.

Dad was preceded in death by wife Lois and daughter Susan. He is survived by: his children Linda Wilborn (Thom), Kathy Robinson (Johnny), Vicki Bell (Tom), and Billy Lancaster (Melanie); his grandchildren Susan Wright, Franklin and Jim Nichols, Amy Bolin, Katy DeCarli, Vicki Moe, Johnny and Davey Robinson, Tommy, Matt, and Josh Bell, Cindy, Sara, and Billy Lancaster; and 10 great grandchildren.

Mr. Lancaster’s Life Celebration will be held at Money and King Funeral Home, 171 W. Maple Ave., Vienna, VA on Thursday, July 21 from 6-8 PM. Funeral services will be held at Capital Baptist Church, 3504 Gallows Rd., Annandale, VA on Friday, July 23 at 11 AM. Interment at National Memorial Park.

Local Physician’s Contributions Lauded by Children’s Advocate Leaders of SafeSpot Children’s Advocacy Center of Fairfax County on June 29 presented Dr. William Hauda of Inova Fairfax Hospital with the SafeSpot Impact Award during a ceremony at Westwood Country Club in Vienna.

Chosen by SafeSpot’s board of directors, the award is given to someone who has made significant contributions to the organization. Through the years, Hauda has proven to be an advocate for abused children in Fairfax and an advocate of SafeSpot’s endeavors to keep children safe.

Hauda has a long history of caring for victims of child abuse. As medical director of the Forensic Assessment and Consultation Team at Inova Fairfax Hospital, he has been involved in addressing the needs of child-abuse victims in Fairfax County for many years.

Hauda was instrumental in assisting SafeSpot when the organization was created several years ago. He knew what was needed, where the organization’s leaders might go for help and often provided hands-on assistance himself. As SafeSpot continues to grow, Hauda keeps contributing to the success of the multidisciplinary team as they serve children, their families and the community.

Va. Homes Market Is Solid

Virginia’s real estate market had a strong second quarter, with sales up 7.6 percent from a year before and the median sales price also posting an increase.

A total of 34,688 residential properties went to closing in April, May and June, up from 32,243 a year before, according to figures reported July 22 by the Virginia Association of Realtors (VAR).

“Low interest rates are urging buyers into the market and driving sales up throughout Virginia,” said Bill White, president of the trade organization.

Year-over-year sales increased in all eight corridors of the commonwealth, with jumps ranging from 5.4 percent to nearly 21 percent.

In Northern Virginia, the largest geographic area of the state, sales for the quarter totaled 13,573, up 5.4 percent from the second quarter of 2015.

In other regions of the commonwealth, sales totals were 7,505 in Hampton Roads, up 10 percent; 7,432 in Central Virginia, up 7.4 percent; 2,666 in West Central Virginia, up 6 percent; 1,698 in the Shenandoah Valley, up 8.6 percent; 626 in Southside Virginia, up 5.4 percent; 596 in Eastern Virginia, up 20.9 percent; and 502 in Southwest Virginia, up 18.1

percent. (There were 99 sales, up from 37, in areas that did not fall in any of those reporting regions.)

The median sales price of all homes that sold in the quarter stood at $277,500, up from $274,900 a year before and up nearly 4 percent from $267,000 two years ago.

The median sales price in Northern Virginia was down 0.2 percent to $415,000 for the quarter, helping to hold back the statewide result.

Among other corridors, median sales prices were $234,900 in Hampton Roads (up 5.3 percent); also $234,900 in Central Virginia (up 3.5 percent); $204,250 in Eastern Virginia; $191,000 in the Shenandoah Valley (down 1.5 percent); $169,900 in West Central Virginia (up 0.6 percent); $125,000 in Southwest Virginia (unchanged); and $98,500 in Southside Virginia (up 9.4 percent).

Total residential sales volume for the quarter was $11.72 billion, up 8.6 percent from $10.94 billion a year ago.

Homes that went to closing in the quarter spent an average of 63 days between listing and ratified contract, down from 68 a year before.

Public-Safety Notes ALLEGED HEROIN DEALER ARRESTED: Fairfax County police on July 20

arrested a 39-year-old District of Columbia man in connection with numerous heroin sales in the county, including the town of Vienna.

The police department’s Organized Crime Narcotics Division (OCN) has been conducting a long-term investigation into the distribution of heroin in Fairfax County. Based on evidence obtained during the investigation, police learned about a suspect nicknamed “Nephew” who allegedly was selling heroin in several areas of the county.

As the investigation progressed, police identified “Nephew” as Clarence Dickerson of the District of Columbia.

Police developed a confidential informant and heroin purchases were made in various areas throughout the county.

OCN used police helicopter Fairfax 1 to assist with surveillance during the investigation. This led to the discovery of a consistent pattern in Dickerson’s distribution habits, police said. Police identified a buyer in the town of Vienna and a business on Richmond Highway, where Dickerson also allegedly was dealing.

Police obtained arrest warrants for Dickerson that charged him with five counts of heroin distribution.

Members of OCN’s Street Crimes Unit on July 20 stopped and arrested

Dickerson at an Exxon gas station on Wiehle Avenue in Reston. A subsequent search of his vehicle revealed heroin, crack cocaine, scales, packaging material and other items commonly used in the distribution of illegal narcotics, police said.

As part of the investigation, U.S. Park Police officers executed a search warrant for OCN at Dickerson’s residence in Washington, D.C., the evening of July 20. They seized cocaine, heroin, a 9 mm handgun and an undisclosed amount of U.S. currency.

The investigation also revealed that Dickerson had multiple heroin customers throughout Fairfax County, including the town of Vienna.

Police transported Dickerson to the Fairfax County Adult Detention Center, where authorities served him with the initial five warrants. Authorities later obtained and served Dickerson with two additional warrants charging him with possession of cocaine and heroin with intent to distribute. Authorities are holding Dickerson without bond and are considering additional charges, including federal ones.

24-YEAR-OLD KILLED IN GREAT FALLS CRASH: A 24-year-old Great Falls man

died July 20 after his car crashed in the 300 block of River Bend Road in Great Falls shortly after 3 p.m., Fairfax Coun-

ty police said.

The accident occurred when the man, who was driving a 2001 Volvo S40 southbound on the road, crossed the double-yellow line and swerved to avoid hitting a northbound vehicle.

The Volvo went off the roadway and struck a tree. The driver, identified as David Reese Alison IV, was ejected during the crash and found under his vehicle, which was fully engulfed in flames when police and Fairfax County Fire and Rescue Department personnel arrived. Alison was pronounced dead at the scene.

Alcohol may be a contributing factor in the crash, police said. The Office of the Chief Medical Examiner will determine the cause and manner of the victim’s death.

Police located the suspects and determined the weapons were pellet rifles. Police released the two 26-year-old Fairfax residents, Mohammed Fakhereddin and Nayif Ahmed Said, on summonses for

discharging pneumatic guns in certain prohibited places.

MARYLAND MAN ARRESTED AFTER VEHICLE CHASE: Fairfax County police

arrested a 28-year-old Bowie, Md., man July 15 after he drove away from a traffic stop in McLean.

The incident occurred at 1:32 p.m. when an officer tried to stop the man’s vehicle near Chain Bridge Road and Route 267 (Dulles Access Road) after a traffic violation.

The suspect fled, driving onto the eastbound Dulles Access Road and losing control of his vehicle, which became disabled near Magarity Road. Police apprehended the suspect, who was treated at the scene for non-life-threatening injuries.

Authorities charged the driver, Alton B Garbla, with assault on law enforcement and felony speeding to elude.

After further investigation, authorities also charged Garbla with forging a bank note, uttering a bad check and obtaining money by false pretenses.

The man never returned to the restaurant to pay his bill, the complainant said.

cers to the 300 block of Maple Avenue, E., on July 16 at 6:04 p.m. after receiving a report about a hit-and-run.

Police spoke with the female driver of the struck vehicle, who stated she had been driving westbound on Maple Avenue, E., and entered the left-turn lane to turn into a parking lot.

She stated a vehicle traveling at high speed in the outer-right-hand eastbound in the outer right hand lane had struck her vehicle.

The male driver of the striking vehicle stopped to ask if she was OK, then fled the scene when woman told him she was calling the police.

Police identified the striking vehicle’s driver and arrested the 28-year-old Vienna man for felony hit-and-run. Police transported the man to the Fairfax County Adult Detention Center, where authorities held him on an unsecured bond.

MAN, YOUTHS ARRESTED IN CONNECTION WITH FALLS CHURCH ROBBERY:

Fairfax County police dispatched officers to the 7400 block of Lee Highway in the Falls Church area on July 19 at 4:45 p.m. after receiving a report that three male suspects allegedly had brandished a firearm and tried to take property from a business.

The suspects fled before police arrived. Officers located the suspects, who consisted of one man and two teenage boys. Police arrested Edwin Brizuela, 20, of Falls Church and transported him to the Fairfax County Adult Detention Center.

Authorities have charged him with grand larceny, possession of a scheduled IV drug, possession of marijuana and two counts of contributing to the delinquency of a minor.

Authorities released both juveniles to their parents and will seek petitions against the boys.

Transportation Notes N.VA. PANEL OKs ‘BUS RAPID TRANSIT’ FOR ROUTE 7: The Northern Vir-

ginia Transportation Commission has bestowed its seal of approval on a proposal to run “bus rapid transit” (BRT) 11 miles between Tysons Corner and Alexandria, mostly along Route 7.

The commission – comprised of state legislators, local-government officials and business leaders – unanimously approved the proposal on July 7.

The BRT system is seen as a lowercost alternative to light-rail transit, which also had been proposed. It is designed to run between the Spring Hill Metro station in Tysons and the Mark Center in Alexandria, with a connection to the East Falls Church Metro station.

Planners estimate the new bus system would attract about 8,600 new transit riders per day. The BRT system would cost about $250 million to construct, according to most recent estimates, compared to nearly $1 billion for a light-rail system, while annual operating costs would be about 45 percent less than for light rail.

REAGAN NATIONAL SEES HIGHER PASSENGER COUNT; DULLES POSTS A DECLINE: Ronald Reagan Washing-

ton National Airport maintained its lead over Washington Dulles Interna-

tional Airport in total passenger traffic in May, although the gap between the two Northern Virginia air facilities narrowed from earlier in the year.

A total of 2,146,482 passengers traveled through Reagan National in May, according to figures reported July 18 by the Metropolitan Washington Airports Authority. The total at Dulles was 1,958,788.

Year over year, the May figures were up 2.6 percent at Reagan National and down 1.2 percent at Dulles. Combined, the two airports reported passenger traffic of 4.1 million, up 0.7 percent from May 2015.

At Reagan National in May, American Airlines and JetBlue saw declines from a year before due to lower passenger loads, while Southwest and Delta posted increases. The swings pushed American down to a 49.1-percent market share at the airport, down from 50.6 percent a year before, and moved Southwest to 15.3 percent from 13.7 percent.

Delta was third, with its passenger total standing at 14 percent, up from 13.2 percent.

At Dulles, United Airlines saw a 2.1-percent increase in domestic passenger counts but a 9-percent decline in international travel. It remained by far the largest carrier at the airport, with its 62.2-percent market share in May up from 61.8 percent a year before. No

other carrier had a share of more than 5 percent.

At Baltimore-Washington International Thurgood Marshall Airport, May’s passenger total of 2,281,208 was up 6.7 percent from a year before.

Southwest is the dominant airline at BWI, accounting for just under 70 percent of passenger traffic. The airport is operated by the Maryland state government.

For the first five months of 2015, Reagan National reported a passenger total of 9.5 million, up 4.5 percent, while Dulles reported 8.1 million, down 1.4 percent. Combined, the two airports saw a total of 17.6 million passengers, a 1.7-percent increase from a year before.

Among six major carriers – Alaska, American, Hawaiian, JetBlue, Southwest and United – total passenger counts for the first five months of the year nationally are up 4.2 percent, according to the industry trade group Airlines for America.

MEMORIAL BRIDGE PROJECT RECEIVES FEDERAL FUNDING: Members

of the local congressional delegation reacted with optimism to the news that renovations to the deteriorating Memorial Bridge will receive $90 million in grant dollars, but still have a way to go

before the project is fully funded.

The National Park Service and District of Columbia Department of Transportation on July 5 announced award of the funding, which will support the first phase of renewal for the 85-year-old bridge.

But the funding is only a portion of the estimated quarter-billion dollars needed to fully refurbish the bridge, which connects Virginia and the District of Columbia over the Potomac.

The new funding includes a “significant federal investment” that “will go a long way towards ensuring that Memorial Bridge remains open, which is welcome news for the region’s commuters,” noted a joint statement of federal legislators of both parties representing the local region from Virginia, Maryland and the District of Columbia.

Current plans call for two stages of renovation and restoration. The first, which will focus on the approach spans (deemed most in need of repair), is estimated to cost $166 million. The second phase is expected to center on the main span.

Local leaders have painted a dire scenario that would include closure of the bridge to vehicular traffic by 2021 if repairs are not made, with traffic spilling over to the 14th Street Bridge and the Theodore Roosevelt Bridge.

leaders on July 5 announced they had selected Mike Paris as the club’s 2015-16 Citizen of the Year.

“This year’s Citizen of the Year is not only an humble individual, but he is also extremely generous in devoting his time to help make our McLean community a safe and a family-friendly place to live,” said Lynn Heinrichs, the club’s immediate past president, who presented the award to Paris.

Paris was born in Morocco but has lived almost his entire life in McLean. It is likely he learned the importance of public service from his parents, club leaders said.

Following retirement from the U.S. Air Force, his father became an elementaryschool teacher in the District of Columbia His mother also was an elementaryschool teacher in Montgomery County, Md. Paris is a McLean High School graduate and a former member of the Tysons Corner Lions Club. He probably is best known to members of the McLean community from his work at McLean Hardware, where he has welcomed customers for the past 15 years.

In addition, Paris has been a schoolbus driver for the past decade, and for the past 27 years has also volunteered at the McLean Volunteer Fire Department.

Locales Ranked for First-Time Home-Buyers Overland Park, Kan., is the best city in the nation for first-time homebuyers, according to a new ranking compiled by Wallethub.com.

The survey of 300 communities looked at a variety of factors, ranking from housing affordability and taxes to property crime and energy costs.

Two Colorado communities – Greeley and Thornton – finished second and third on the list, followed by Cedar Rapids (Iowa), Westminster (Colo.), Longmont (Colo.), Boise (Idaho), Lincoln (Neb.), Centennial (Colo.) and Lexington (Ky.).

At the bottom of the ranking was Newark, followed by Miami Beach and then four California communities: Oakland, Berkeley, Santa Barbara and Compton. Also in the bottom 10 were Miami, New York City, Paterson (N.J.) and Inglewood (Calif.).

Looking exclusively at housing affordability, Detroit ranked highest and Santa Monica (Calif.) lowest. New York City had the highest cost-of-living rate, three times higher than Laredo, Texas, which had the lowest.

In terms of energy cost, Shreveport (La.) had the lowest average household rate, $127.60 per month, while Honolulu had the highest ($504.30).

What should first-time home-buyers consider when choosing a neighborhood? Arthur Cox, an associate professor of finance and director of the Center for Real Estate Education at the University of Northern Iowa, said individuals should be pragmatic.

“They won’t live in that particular house forever,” he said. “As much as possible, a buyer should educate themselves as to whether or not a neighborhood is improving, stable or deteriorating.”

First-time buyers should prepare themselves for the experience, said Stijn Van Nieuwerburgh, professor of finance and director of the Stern Center for Real Estate Finance Research at New York University.

“Buying a home is a substantial investment,” Van Nieuwerburgh said.

“Therefore, it is important to have some financial buffer before making the plunge.” I think a good rule of thumb is that the total cost of spending on a house should not be much more than a third of total spending budget.”

Fairfax County Notes PARK AUTHORITY WINS STEWARDSHIP AWARD: The Fairfax County Park

Authority has been named recipient of the National Recreation and Park Association’s 2016 Barb King Award, which recognizes a parks-and-recreation agency that has achieved excellence in environmental stewardship.

“This national recognition pays tribute to the Park Authority’s growing commitment to protection of natural resources in Fairfax County,” Park Authority officials said in a statement.

Parkland in the county has grown from 14 to more than 23,500 acres over the agency’s 65-year history. Also noted was the agency’s emphasis on community outreach and its efforts to support environmental sustainability.

The award will be presented at the National Recreation and Park Association’s annual conference, to be held in October in St. Louis.

COUNTY TO OPEN STOREFRONT LIBRARY IN CRYSTAL CITY: The Arling-

ton County government in September will open a storefront library to serve residents of Crystal City.

The 1,222-square-foot space will be used to appeal to residents in the urban corridor, who often do not visit other libraries, county library director Diane Kresh said.

The library will be located within the

Crystal City Shops Arcade. The county government will receive the space rentfree, but will pay for maintenance, taxes and electricity on the space, as well as spend about $113,000 to renovate it for library use, officials said.

In preparation for the opening, library staff will hold a series of meetings to determine what the public wants included in the space.

FORT MYER GETS NEW COMMANDER:

U.S. Army Col. Patrick Duggan assumed command of Joint Base Myer-Henderson Hall during a recent ceremony held at Conmy Hall at Fort Myer.

Duggan, a Special Forces officer, recently completed a U.S. Army War College Fellowship and a Special Operations Forces Fellowship. He is a native of Miami and was commissioned in 1995 after graduation from North Georgia College.

Having served a two-year tour at Joint Base Myer-Henderson Hall, Henderson will be chief of operations for the headquarters of Installation Management Command in San Antonio.

Joint Base Myer-Henderson Hall is comprised of facilities in Arlington (Fort Myer and the adjacent Henderson Hall) and the District of Columbia (Fort McNair). The tour of duty for a commander in recent years has been two years.

LOCAL RESIDENTS HEAD TO ‘WORLD

teens and young adults from the Roman Catholic Diocese of Arlington is slated to participate in World Youth Day festivities in Krakow, Poland.

Participants are slated to depart for the gathering on July 18 and July 24 from Washington Dulles International Airport.

“A pilgrimage is different from a trip or vacation,” said Kevin Bohli, director of youth ministry for the Roman Catholic Diocese of Arlington. “It is meant to help us to learn more about ourselves and grow in faith as a result of our journey.”

MWAA went to the bond market earlier this year to refinance $470 million in debt, realizing a $102 million savings. The agency also has received more revenue at Dulles by redeveloping shops and opening a new parking garage, he said.

“Reducing costs to operate the airport and growing passengers through the expansion of flights and destinations are all important components of our plan to improve our competitive position,” Potter said. “This commitment of $50 million from the commonwealth is another vital step to positioning Dulles as the region’s premier international gateway.”

McAuliffe, who has gone on 19 trade missions in an effort to boost Virginia’s economy, touted the commonwealth’s investments in transportation infrastructure.

“Folks, we’re on a roll,” the governor said. “And a big part of this transportation hub is Dulles International Airport.

We understood the costs were too high for airlines. It affected our great hub operation, United Airlines. It prevented us from getting lower-cost carriers to come to Dulles International Airport.”

McAuliffe chided Congress for continuing to extend the perimeter rule at National Airport, which detracts from Dulles’ competitive position. (While the federal government turned over operations of Dulles and National to the airports authority in the 1980s, it retains ownership of both – and members of Congress often get involved in decision-making on matters such as the perimeter rule.)

Layne thanked the governor for his zeal in investing in transportation infrastructure.

“Gov. McAuliffe recognized from Day One that he would need to make significant investments in Virginia’s transportation system in order to achieve his top priority of building a diverse economy,” Layne said. “He’s been working hard every day so every Virginian can spend less time in traffic congestion and more time at their job, being productive and being with their families.”

Fairfax County Board of Supervisors Chairman Sharon Bulova (D) said Dulles provides major economic and employment boosts to the region.

“I think this is fantastic,” she said.

“Dulles Airport is an enormous asset for both Fairfax County and Loudoun County, and the infusion of serious dollars into the airport is a big deal.”

Del. Jennifer Boysko (D-86th) said she was glad the General Assembly voted to bring more resources to Dulles.

“There are so many people who work for the airport and for the airlines who live in my district,” she said. “This is a real

A Comfortable Mix of Baseball and July Heat

There is something appealing and comforting about spending a week’s worth of hot July nights watching the annual American Legion District 17 double-elimination summer baseball tournament at lovable and historic Waters Field in Vienna.

It was the Chesterbrook Tigersharks that had the biggest bite this summer.

Behind a strong finish in a July 23 meet, host Chesterbrook of McLean defeated SWIMMING (5-0) the two-time defending champion Overlee Flying Fish, 241-179, in a clash that determined the Northern Virginia Swimming League’s 2016 Division 1 champion.

Each team entered that final regular-season meet with 4-0 records, and Overlee with a three-year 14-meet winning streak. The teams have traded the top Division 1 prize many times over the years, with Chesterbrook last winning in 2012 and 2013. Often the other finishes second, like this year for Overlee (4-1).

The Division 1 title is Chesterbrook’s ninth in the pool’s history. Overall, the Tigersharks have won 14 NVSL division championships.

In the July 23 meet, Overlee led after the freestyle and backstroke races by a 95-85 score. Then, after the breaststroke and butterfly events, Chesterbrook surged to a comfortable 201-159 lead that the Tigersharks extended in the relays.

Certainly the top-quality baseball that is played is a big reason. For those who have forgotten or don’t know about the all-local Legion baseball opportunity in favor of expensive travel ball and its out-of-town showcase tournaments, they are missing something special.

Another appeal is certainly the unique setting of Waters, long a fan favorite of so many Northern Virginia amateur-baseball followers. In a story done by the Sun Gazette a couple of summers ago that rated the favorite local baseball fields, Waters was mentioned far more than others.

There’s always a lot going on at Waters other than the game at hand.

There’s activity from the fire station and church across the streets, the Caffi Field girls softball diamonds and Vienna Community Center (now under heavy renovation with big cranes and all) only feet away.

To kill time, Vienna firefighters sometimes walk over from that station to watch. Former Vienna Post 180 players frequent playoff games, as do softball players from Caffi.

On occasion, ice cream trucks make a Waters stop. Who doesn’t enjoy such a cool summer treat on a hot July evening? For something hot to eat, the Waters’ concessions stand sells Vienna Inn’s famous chilli dogs, or even better, that same yummy chili mixed into a bag of Fritos Corn Chips.

It’s to die for.

Legion players and coaches sometimes are noticed sneaking away from their dugouts to visit the concessions stand or ice-cream truck.

Waters Field, including the Legion tourney during a plus 90-degree week in July, is a place hard not to like.

“There is a lot of talent in the Vienna area and it has taken a bit to come together as a team” he said. “Our defense has been good, we don’t have that one shutdown pitcher, but we have a lot of arms and we can hit. It’s a loose group.”

Vienna’s team earned run average of 4.41 is higher than in past championship seasons, but Post 180 averaged 7.9 runs per game in its last 12 victories.

Right-hander Matt Prillaman (4-0) was the starter and winner in the championship. He worked five innings, allowing six hits and one run. Justin Garcia, Danny Good and Jake Nielsen pitched in relief.

Vienna outhit Falls Church, 10-9,

and took a 4-0 second-inning lead with the help of Bryan Harthun’s three-run homer to right center. Harthun was 3 for 5 with a double and homer. For the tournament, he hit for the cycle and was 7 for 13 with five RBI. Also in the title game, Carlo Alfano was 2 for 4, Nate Leas had a hit and RBI, Andrew Prince had an RBI infield hit, Kyle Hayes had a hit, Cole Wagner scored two runs and stole a base and Nielsen added a sacrifice bunt. Alfano had five hits in the tournament.

Defensively, Vienna made one error in the final and third baseman Joey Goldsmith started a double play and had six assists.

“They got that lead and it was hard

to come back from,” Falls Church manager Ray Zdancewicz said. “We had some chances a couple of times, once with the bases loaded, but we couldn’t get the ball to go through.”

Falls Church needed to defeat Vienna twice to win the championship of the double-elimination competition.

Falls Church, which had just five returning players this summer, finished second in the tournament for the second straight year. Post 130 game back from the losers’ bracket after dropping its opening game to Vienna.

“We lost a tough game in that opener and still got back here,” Zdancewicz said.

Nothing has changed, because for the fifth straight year, Vienna Post 180 won the American Legion District 17 baseball tournament.

Top seed Vienna (18-6) was 3-0 in the tourney, defeating No. 4 seed Falls Post 130 BASEBALL Church (12-12) in the July 21 championship game at Waters Field in Vienna by a 9-2 score. Vienna now advances to the state tournament in Danville.

“We wanted to keep winning this. We didn’t want to be the ones who messed this up,” said Vienna first baseman Jimmy Goldsmith, who was 2 for 5 with an RBI double in the final.

The last District 17 team to win five straight tournament titles was Springfield Post 176 from 1995 to 1999.

What is noteworthy about this summer’s championship is Vienna had only three returning players from last season, and only one of those was an occasional starter. Post 180 started slowly this season, having a 3-4 record through seven games, then got hot.

Vienna enters the state tournament having won 12 of 13 games.

“It took a while for all the players to get used to each other and playing together and to gel,” Goldsmith said.

Vienna manager Frank Werman agreed.

The McLean Little League Majors all-star softball team finished the sumseason as a BASEBALL mer District 4 Tournament champion, a semifinalist in the state tournament and with a 6-2 overall record. McLean defeated Great Falls in two district tourney games by 10-5 and 11-0 scores.

Then at the state tournament, McLean finished 4-2, losing its first game to eventual champion Atlee, 12-2, then its last in the semifinals to Bridgewater, 8-0, when manager Jamie Loving had to do some lineup shuffling after one of his top players left in the game with a migraine headache.

In between, McLean’s victories were over Bristol, 21-0, Honaker, 7-4, Central Accomak, 14-7, and Culpeper, 213. Those wins made McLean the No. 2 seed from its bracket, advancing to the

“We wanted to retool and look for a new angle on a title that’s been done for over 30 years,” Dyer said. “We think the audience will be delightfully surprised to see new tricks in an older show.”

The production features a cast of 40 ranging in age from 8 to 18.

Performances are slated for Aug. 5, 6, 12 and 13 at 7:30 p.m. at Vienna Baptist Church, 541 Marshall Road, S.W. secutive year, the Vienna town government has been awarded a Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officers Association for its comprehensive annual financial report.

The certificate is the highest form of recognition in the area of governmental accounting and financial reporting.

The award was presented to the town’s Finance Department for the fiscal year 2015 financial report, which was judged by an impartial panel as meeting high standards, including demonstrating a constructive “spirit of full disclosure.”

VIENNA NEWSLETTER TO FEATURE COLOR PHOTOS: Vienna Voice, the town

of Vienna’s monthly newsletter, soon will continue its transformation with another modern update: color photos.

The Vienna Town Council on July 11 unanimously approved a one-year, $22,008 contract with Day & Night Printing to print the newsletters and prepare them for mailing. The price includes $2,460 to include color photos, said Lynne DeWilde, the town’s communications and marketing manager.

DeWilde this spring overhauled the newsletter, which has looked substantially the same for decades. Out went the yellow paper stock, blue spot-color accents

and layout consisting primarily of text; in came a cleaner-looking white paper with green spot color, more black-and-white photos and more appealing layouts, designed by a contractor.

DeWilde waited until July, when the previous printing contract had expired, to put the possibility of color photos out to bid.

In her agenda summary for the Council, DeWilde said her office “believes that the impact of utilizing color photographs in the town’s flagship publication makes the modest additional expense worthwhile.”
