Crime in Fairfax County saw a slight decrease in 2015, according to statistics disseminated recently by county police.

The aggregate total of all crime categories amounted to 38,306 cases in 2015, down 0.66 percent from the 38,561 recorded in 2014. Rounding up, the county’s crime rate is 3,404 per 100,000 residents.

Crimes against people rose by 0.92 percent, with 7,712 cases in 2015 compared with 7,642 the previous year. Police recorded 7,375 assaults in 2015 (up 121 from 2014); 13 homicides (up from 10); 120 kidnapping/abduction cases (down from 123); 203 forcible sex offenses (down from 250); and one non-forcible sex offense (down from five).

Of those 13 homicides, 46 percent were acquaintance-related, 8 percent domestic-related, 8 percent drug-related, 15 percent gang-related and 23 percent attributable to other or unknown causes, police said.

went down 2.17 percent, with 25,206 cases recorded in 2015 versus 25,764 in 2014. County police investigated 39 arson cases in 2015 (up from 32 in 2014); five bribery cases (up from two); 837 breaking-andentering cases (down from 907); 601 counterfeiting/forgery cases (up from 483); 5,016 cases of property destruction, damage or vandalism (down from 6,029); 259 embezzlement cases (down from 302); 20 extortion/blackmail cases (up from 19); 3,799 fraud offenses (up form 3,670); 13,320 larceny and theft cases (up from 13,122); 792 incidents of motor-vehicle theft (up from 739); 448 robberies (up from 401); and 70 stolen-property cases (up from 58).

Crimes against society rose 4.52 percent in 2015, with 5,388 cases reported versus 5,155 in 2014. County police investigated 4,680 drug/narcotic offenses (up from 4,452 in 2014); seven gambling offenses (down from 11); 117 cases of pornography/obscene material (up from 106); 142 prostitution offenses (down from 164); and 442 weaponslaw violations, up from 422.

Great Falls Student-Poets Showcase Verve, Vocabulary BRIAN TROMPETER Staff Writer

Great Falls Elementary School fourth-grader Peyton Walcott brought considerable perceptiveness and descriptive skills to his poem “Beach Race,” which begins: At the starting line, My heart thundering like a rhino stampede A small racer in a sea of grown men I take off, flying Like a bird escaping its cage, straining to be free Walcott’s poem won first prize in the fourth-grade category of Great Falls Friends and Neighbors’ 34th annual poetry contest.

The club honored a total of nine Great Falls Elementary students during an April 14 luncheon at River Bend Golf & Country Club in Great Falls.

“Their poems and their personalities are a perfect match,” said club president Anne McVey. “I’ve never such a variance of personalities and writings as I saw today.”

The contest drew 210 entries this year. Judges selected the prize-winning poems by doing a

blind reading, in which the writers’ names were omitted.

The students – three each from fourth, fifth and sixth grades – took home certificates and cash prizes for their literary efforts. First-place winners received $50, second-place recipients took home $30 and thirdplace finishers $25.

Fourth-grader Preston Brown received second prize for “The Thing,” a poem about an imaginary item in a box. One stanza reads: “Where my mom is, I do not know. She could be anywhere, I’ll have to stay low.”

Claire Kim’s “Ocean Flowers” received the third-place award in the fourth-grade category. Part of her poem reads, “I gather all the blue ocean shells. One shell is a home. Another one emits a wailing noise. The last one glows with light.”

Fifth-grader Emma Wolff won first place for her grade level with “Friends,” which leads off with: “When you are with me, there is nothing we can’t do.

But when you leave, I’m nothing without you.”

Erin Kalinsky earned the sixth-grade category’s thirdplace prize for “Cancer,” an unsparing, personal tale of her own sister’s battle with the disease.

Part of Kalinsky’s poem reads: “I could feel the anxiety at night when I would fear her death. It would grab ahold of me and never let go, like it was trying to swallow me. I could never focus on anything other than her.”

Julie Roe, a sixth-grade language-arts teacher at Great Falls Elementary, said students learning about poetry at the school focus less on rhyming couplets and more on bringing their own personality to the works using imagery and vocabulary.

“I want my kids to write with voice, so when they write, you want to read it,” Roe said. “It’s just wonderful. You’re painting a picture.”

Leadership Conference Urges Women to Take Risks

Toni Townes-Whitley moved around a lot as a child in an Army family, and her school records often got lost in the shuffle between locales.

When the family came to Fairfax County, officials at the children’s new school put her and her brother in remedial classes.

That situation lasted one day, after her mother told the principal, “Assume my children are gifted and let them prove otherwise.”

Speaking at the 30th annual Women’s Center Leadership Conference on April 9, TownesWhitley, a corporate vice president for Microsoft, told the audience to be relentless, resilient, resourceful and respectful when pursuing their goals.

The event, held at the Hilton McLean Tysons Corner, offered many inspiring tales and advice to hundreds of women who were keen on self-improvement, empowerment and career success.

The women in attendance sampled some amenities – vendors hawking African-print purses and clothing, “holistic herbal” skin therapies and handmade jewelry, plus tables loaded with coffee, pastries and yogurt topped with fruit in martini glasses – but focused mostly on absorbing information.

This year’s conference theme, “Powerful as One, Unstoppable Together,” hailed women’s influence in society.

can change the world,” said Women’s Center board chairman Sally Turner.

The center this year bestowed its first-ever Giving Back Award to Julie and Patrick Bazin, owners of Bazin’s on Church restaurant in Vienna. Presenter Maureen Bunyan, an anchor at WJLA-TV, praised the couple for engaging with customers and employees and contributing to Vienna’s strong sense of community.

A Business Leader Roundtable followed, featuring moderator Sue Chodakewitz and Leadership Award winners Townes-Whitley, Alison Gleeson and Christianne Ricchi.

Gleeson, senior vice president of the Americas for Cisco, recalled feeling empowered in college when a professor said women who left work for maternity leave should not expect to come back to the same job.

Gleeson knew it was unconventional to interrupt presentations in a 400-seat lecture hall, but she had an out-of-body experience when she felt herself stand up and demand, “Show me the page in the book that says that!”

Gleeson later summoned similar fortitude after a boss secretly bet she and her team would not meet their sales objective. Gleeson alerted her co-workers to the situation and it galvanized them.

“We crushed the quarter,” she said, adding that at the meeting announcing the sales figures, she gave her boss the dollar he’d lost and warned him, “Never bet

against me.”

Ricchi, owner and executive chef of Ristorante i Ricchi in Washington, D.C., told of a decisive moment in her career when she felt stopped in her tracks.

She had moved back to Italy and married the son of a restaurant owner, with whom she had fallen in love as a college student.

When she became pregnant, however, the family held a meeting without her and decided her husband’s brother would take over her role in the business.

Ricchi and her husband’s responded by moving to the United States and opening their own restaurant.

“Sometimes you have to take a leap, take a big risk,” said Ricchi.

But Ricchi also cautioned would-be entrepreneurs to do plenty of homework before starting businesses and expect to put in about 10 times more effort than they think.

“I’ve seen women leave lucrative careers to follow their dreams, but they haven’t thought it through,” Ricchi said. “Sometimes you have to see the writing on the wall.”

The Women’s Center also gave Leadership Awards at the conference to Secretary of the Air Force Deborah Lee James; Dr. Martine Rothblatt, CEO of United Therapeutics Corp.; and U.S. Rep. Barbara Comstock (R10th).

In one session, titled “Sensitivity for the Assertive/Assertiveness for the Sensitive,” Michele Morrissey, CEO of the communications firm Lucidity, described a range of personality types. She suggested audience members avoid being passive and instead cultivate assertiveness, which will let them get what they want without becoming overbearingly aggressive.

Several presenters, including former Navy officer and leadership coach Carol Robert, warned attendees about the dangers of “golden shackles” – the money that makes people afraid to leave less-than-ideal jobs.

Robert said she titled her session “Don’t Check Out Early: How to Maintain Momentum When You’re Ready to Move on But Are Stuck Where You Are” after the advice a colleague gave her to fulfill her professional obligations even though she was frustrated at work.

“When you disengage, you’re not holding up your end of the bargain,” she said. “What the

people around you will see is you slacking.”

Dissatisfied workers should plot an exit strategy and perhaps sample their dream job on the side to see if it’s a good fit, Robert said.

In her session, titled “Whose Brand Is It Anyway? Why Your Personal Brand Matters to Your Career and Company,” Jen Dalton recommended the audience concentrate on three things for which they wish to be known, and expand their universe of potential contacts.

“If you’re seeing the same people at events, that’s a red flag,” she said.

Janine Mans, a 34-year-old Silver Spring, Md., resident who works for an economic consulting firm, said she was glad the conference offered perspectives of, and challenges faced by, women in various career stages.

“I’m starting to take on a management role, so I’m hoping to understand how to run things, effectively manage my staff and achieve the goals of our organization,” she said.

Camaraderie, Patriotism Draw American Legion Members BRIAN TROMPETER Staff Writer

Marvin Quinn owes his life to Confederate Gen. J.E.B. Stuart and President Harry Truman.

Quinn’s great-grandfather fought in the Civil War and was with Stuart’s troops when they took the wrong road and ended up miles away from Gettysburg, Pa., in July 1863. The fighting had ceased when they arrived at the battlefield, allowing Quinn’s relative to survive.

Quinn was a U.S. Navy radio operator in World War II and in August 1945 was destined to join the invasion of Japan that was expected to produce millions of casualties on both sides.

Truman ordered the dropping of an atomic bomb over Hiroshima on Aug. 6 that year and, when the Japanese still didn’t surrender, a second such weapon at Nagasaki three days later. Those bombs killed 140,000 Japanese, but saved countless other lives, Quinn said.

“Harry Truman became my hero,” said Quinn, a member of American Legion Post 270 in McLean. “He is another reason I exist – and a lot of other guys

like me.”

Veterans, especially those who have seen combat, offer fascinating insights for those willing to listen. Post 270 is a good place to rub shoulders with these storytellers and listen to their yarns.

Founded in 1946 by local World War II veterans who had been meeting at the McLean Firehouse, the post received its formal charter three years later.

The post is located at 1355 Balls Hill Road in McLean, next to The Langley School. The gray, one-story building has a fully equipped kitchen, which is a plus when officials rent out the facility, but no place to wet one’s whistle.

“We’re one of the few American Legion posts in the world that doesn’t have a bar,” said post adjutant Don Kimble of McLean. The organization considered adding such an amenity in the 1990s, but bureaucratic hurdles proved too much.

The post’s 351 members include 31 people over age 90 and 16 who under 35 years old. The youngest member is 29, the oldest 99.

As the post’s Americanism officer, Roberts helps coordinate events on Memorial Day, Veterans Day, McLean Day and the Fourth of July.

Roberts served for more than a decade in the U.S. Air Force, where he flew T-38s and worked as a public-affairs officer at Ramstein Air Force Base in Germany and the Pentagon.

Loren Bush, vice commander of the post served in the U.S. Army from 1951 to 1975 and joined Post 270 two decades ago.

“There was a very charming young lady who had been a Navy nurse,” he said. “You know how persuasive they are.”

Robert Molepske, a member of West Point’s Class of 1965, became a post member 35 years ago and describes himself as a “provocateur” who draws out more taciturn veterans.

“My goal is that they inject something into the conversation,” said Molepske, who did artillery and research-and-devel-

“Our younger folks here are very busy working,” Kimble said. “While they support the principles of the Legion, most are involved with their jobs and pressed for time.”

“Young veterans don’t seem to be interested in this sort of thing,” he added. “Many more social and media outlets are available to them. They have other social interests.”

Kimble was in the U.S. Navy from 1959 through 1980. He pi-

loted several kinds of aircraft and worked with the Navy’s space program.

So why did he joint the post 17 years ago? “My wife had friends who told her they had great meals at their monthly socials,” Kimble said.

Kimble values the post’s social interactions and its support for local youth. Post 270 each year sends students to Virginia’s Boys and Girls State programs.

Get Up to Speed on Stormwater Issues in Area Editor: I recently participated in a Great Falls Citizen Association town meeting and spoke, as a panel participant, on my personal experience living in Great Falls and dealing with stormwater.

I spent 19 years working with Fairfax County trying to alleviate and repair damage from water runoff through my property. This was a long process, with many lessons learned.

Small changes within the neighborhood made visible changes to the erosion problem, but our neighborhood woodlands began to deteriorate when a new subdivision was constructed up the hill from our property, with no thought to controlling water runoff. Six houses with lawns and driveways and roofs and the road supporting them, all sloping downhill, added a hundred-years-like flood every spring/fall. The water runs from this development, across the pipeline which is kept mowed, and continues downhill through the woods to my property.

The destruction was very detrimental. It cut my property down to bedrock and this began to widen. I was very wor-

ried about losing our big old shade trees.

I continued to work with the county, but they could barely keep up with the changes. From my kitchen window in the wintertime, I would see the banks breaking off in chunks just like a glacier, with the chunks falling into the bottom of the stream bed. And this was without any rain. Our bridge was washed away.

The county government continued to work to find and develop state-of-theart methods to remediate and restore the damage.

At long last, they did a beautiful restoration and saved our shade trees. It now looks like an extension of Great Falls Park, with strategically placed boulders and stone and catch ponds to slow down the flow of water and stop the erosion.

However, given my experience, I am very concerned about the continued development in our community.

New houses, more roofs, driveways, lawns, clearing of beautiful trees, denuded woods from the deer and development will add an enormous amount of runoff and continued destruction of our woods and properties. including

bridges, roads and trails, schools, broken dams and drained ponds, exposure of geothermal pipes and more.

So here’s my take from all of this: Educate yourself. Talk to your neighbors and work with them.

Go online and look at the county plans and new ordinances. Work through issues, work together with your neighbors. If you have erosion on your property, get in queue with the county.

It is very helpful to take pictures and video and send and show them to the county.

If you can, put together your own neighborhood stormwater group, give yourself a name and present your own issue or project to the county. Take field trips if you can to neighboring counties and see what they have done. The more up to speed and organized you are, the better.

Stormwater-Management Meeting Was Success Editor: The Great Falls Citizens Association would like to thank all those who came to the to the stormwater-management meeting held April 12.

More than 60 people were in attendance, showing the strong interest in this issue. The fact that most people stayed past our usual ending time of 9:30 p.m. shows that those attending realized that protecting the valuable resource is a concern that is not just local, but county, regional and national.

Recent proposals to rezone and develop Brooks Farm and Hill’s Nursery have raised the awareness how the lack of stormwater management and deer overpopulation are undermining forests and fields, leading to flash flooding.

Too much stormwater runoff shows up when we lose bridges and when ponds silt up or overrun their dams. Too much stormwater shows that our environment is losing its ability to reduce runoff and water absorption. Managing these water resources is important for communities,

like Great Falls, that depend on water from wells for our drinking water.

The Great Falls Citizens Association’s Storm Water Task Force meetings are open to all. We have realized that there is much to learn to be able to manage and protect our community’s valuable resource.

State legislators managed to accomplish quite a bit this year, despite Republican majorities in both houses of the General Assembly and a Democrat in the Governor’s Mansion, two local lawmakers said April 14.

Speaking at the Greater McLean Chamber of Commerce’s legislative wrapup breakfast at J. Gilbert’s Wood-Fired Steaks and Seafood, Dels. Marcus Simon (D-53rd) and Kathleen Murphy (D-34th) touted victories on a host of issues.

Republicans hold majorities of 21-19 and 66-34 in the state Senate and House of Delegates, respectively. Neither advantage is a super-majority needed to override gubernatorial vetoes.

Gov. McAuliffe vetoed a whopping 32 bills this year and threatened from the session’s get-go to nix any religious-freedom or “bathroom” bills, similar to ones in North Carolina, that would discriminate against gays and trans-gendered people, Simon said.

“A lot of Republicans were relieved to know they could have it both ways,” Simon said, by voting for such legislation to please their base, but knowing the measures would never become law. Democrats also take advantage of such situations, he

Vienna Council Contenders Seek to Stand Out at Forum BRIAN TROMPETER Staff Writer

Vienna Town Council candidates had little chance April 12 to contrast each other’s positions on pressing town issues, so they instead expounded on what they would like to accomplish.

Speaking at American Legion Post 180 in Vienna, the candidates – two incumbents, three challengers and the unopposed mayor – outlined their visions for the town to members of Chapter 1116 of the National Active and Retired Federal Employees Association (NARFE).

Council member Linda Colbert, who first was elected in 2014, said she has enjoyed helping solve problems for town residents.

During her tenure, the Town Council has established an arts commission, updated the town’s comprehensive plan and sought to improve snow-removal efforts, including the upcoming purchase of a Bobcat machine to clear sidewalks, she said.

Colbert’s late parents were Mayor M. Jane Seeman and Council member Rodger Seeman. The family moved to Vienna in 1968 when Colbert was 2 years old.

“I want everyone to have the wonderful experience I did growing up here,” she

said.

Council member Pasha Majdi, also first elected in 2014, grew up in Vienna and said he hopes to preserve the town’s character despite the building boom occurring in Tysons Corner.

“Are we going to wake up 10 years and not be able recognize the place where we live?” he asked.

Majdi said he would examine carefully any development proposals in the town’s new Maple Avenue Commercial (MAC) zone, which gives extra density and other incentives in exchange for complying with the town’s desired architectural styles, amenities and mix of uses.

“One thing I’ll definitely be insisting on is full traffic-impact studies, not just at the four corners of the property, but what’s the nearest major intersection where this is going to have an impact?” he said.

Majdi also promised to act on complaints about residential construction that he’s heard while going door-to-door on the campaign trail.

Craig Burns, a first-time candidate who is pastor at Vienna Assembly of God Church, focused on skills he could bring to the Council.

“I understand what it’s like to maintain infrastructure with a very limited budget,” he said. “I understand the financial restraints of trying to do a lot of stuff. You always have a bigger vision that budget.”

for residents to obtain permits and other town services. He also promised to tackle the town’s traffic and parking challenges, protect Vienna’s parks and stream valleys, be a team player on the Council, listen to residents’ concerns, reach out and engage the immigrant, senior and young-adult communities.

Burns described his athletic exploits, including 15 ultra-marathons, as well as his various hair lengths following treatment for cancer.

“I’ve been normal-looking, bald-looking and long-haired-looking,” he said.

“And let me tell you, there are not many

Another challenger, Douglas Noble, cited his experience as a traffic engineer and urban planner. He chaired the town’s Maple Avenue Vision Steering Committee, which drafted the MAC ordinance that the Council approved in 2014.

Noble later was appointed to the Vienna Planning Commission.

Crime Levels Relatively Steady Across Vienna in 2015 BRIAN TROMPETER Staff Writer

Crime levels in the town of Vienna stayed pretty steady during 2015, according to statistics recently published by the Vienna Police Department.

The number of major crimes was nearly identical to last year’s total, with 638 cases (83 crimes against persons and 555 property crimes occurring last year versus 643 (79 crimes against persons and 564 property crimes) in 2014.

2015 saw five kidnapping/abduction cases (up from two in 2014); five forcible sex offenses (up from one); three robberies (up from zero); seven aggravated assaults, two of them domestic-related (down from 11, one of them domestic); and 63 simple assaults, 19 of them domestic (down from 65, 31 of them domestic). As with 2014, there were no homicides or non-forcible sex offenses in 2015.

In the property-crimes category, Vienna police had one arson case last year (up from zero in 2014); 13 burglary or breaking-and-entering cases (down from 15); 11 counterfeiting/forgery cases (down from 22); 126 cases of property destruction, damage or vandalism (up from 105); 129 drug/narcotic cases (up from 104); no cases of embezzlement (down from two); two extortion/blackmail cases (down from six); 115 fraud offenses (down from 132); 146 larceny/theft cases (down from 165); no prostitution offenses (down from one); and four motor-vehicle thefts, seven weapons-law violations, one stolen-property offense and no cases of bribery or pornography/obscene material (the same totals as 2014).

There were about 13 percent fewer minor crimes reported in Vienna last year, with 431 offenses in 2015 and 495 in 2014.

Vienna police recorded one bad-check case (up from zero in 2014); seven disorderly conduct cases (up from five); 67 driving-while intoxicated cases (down from 80); 52 instances of public-drunkenness (down from 61); 49 liquor-law violations (down from 83); 24 trespassing cases (down from 44); and 231 other offenses and reports (up from 222).

Vienna police dispatched officers on 12,723 occasions last year, the lowest total in five years. That figure fluctuates greatly each year. There were 20,469 dispatched events in 2011, 16,925 in 2012, 12,904 in 2013 and 14,095 in 2014.

Town police last year responded to 43 bank alarms (down from 49 in 2014); 576 other alarm cases (up from 530); 439 animal cases (down from 513); 11 cases involving deaths from natural, accidental or unknown causes (down from 14); 28 calls involving open doors or windows (same total as 2014); 356 calls for police services (down from 369); 34 missing-person/runaway cases (up from 22); three suicides from three attempts (versus three in 13 attempts in 2014); 71 tow-in cases (down from 91); 963 traffic complaints (down from 1,111); 83 warrants handled (down

from 99) and 10,113 other events (down from 11,253).

The department’s overall arrest figures dropped from 608 people arrested on 648 offenses in 2014 to 559 arrested on 611 offenses last year.

In the major-crimes category, Vienna police last year arrested 202 people for 211 offenses, down slightly from the 205 people arrested on 228 offenses in 2014.

Police in 2015 arrested 44 juveniles for 46 major offenses (up from 33 arrested for 41 offenses in 2014) and arrested 158 adults on 165 offenses (down from 172 arrested on 187 offenses).

Minor-crime arrests also were down,

with police arresting 357 people for 400 offenses last year (versus 403 arrests on 420 offenses in 2014). Vienna police arrested 59 juveniles on the same number offenses (down from 66 arrested on 69 offenses the previous year) and collared 298 adults on 341 offenses (down from 337 arrests for 351 offenses in 2014).

Vienna police cited 8,058 motorists last year, logging 7,427 traffic citations and 631 parking tickets. Those figures are down from the 8,433 citations and 872 parking tickets recorded in 2014.

Following the five-year trend, Vienna police did not record any fatal traffic crashes in 2015. There were 146 crashes

involving property damage (down from 157 in 2014); 65 personal-injury crashes (down from 69); 118 non-reportable crashes (up from 111); 27 hit-and-run wrecks with property damage (up from 21); four hit-and-run crashes with personal injuries (down from five); 64 non-reportable hitand-run cases (up from 59). The overall crash total of 424 last year was up just two from the 422 recorded in 2014.

McLean/Great Falls Notes MCC HONORS VOLUNTEER OF THE YEAR: Mary Anne Hampton recently was

recognized for her volunteer service to the McLean Community Center, receiving the H. Gordon Randall Outstanding Volunteer Service Award during a reception on April 3.

Hampton had spent 33 years as a staff member at the center before retiring in 2008, then began volunteering for the center almost immediately. She has assisted with special events and worked to preserve the history of the center, and has worked to cosponsor events and to support Friends of the McLean Community Center.

Hampton co-chaired the Friends’ 50thanniversary celebration, and chairs its meet-the-candidates reception committee.

With other members of the Friends organization, she is preparing a fund-raising campaign to assist with the center’s renovation and expansion.

CHURCH EMBARKS ON 60th-ANNIVERSARY CELEBRATION: Lutheran

Church of the Redeemer has embarked on its 60th-anniversary celebration, beginning with a kickoff celebration held April 10 and overseen by Pastor Sandra Kessinger.

In 1956, a small group of Lutherans began meeting at the old Langley Methodist Church – a building that at the time lacked running water, heat and sufficient

electrical power. The congregation’s first home to call its own was constructed on Chain Bridge Road at Westmoreland Street, and became known as the “motel church” because of its single-level, Ushaped design.

The congregation established a preschool program in 1962 and an afterschool program in 2008, and supports a variety of community organizations.

Vacation-home sales cooled off in 2015 but remained at the second highest amount in nearly a decade, while investment purchases increased for the first time in five years, according to an annual survey of residential home buyers released by the National Association of Realtors.

Mirroring the strong price growth seen throughout the U.S., the median sales price of both vacation and investment homes surged in 2015.

NAR’s 2016 Investment and Vacation Home Buyers Survey, covering existing- and new-home transactions in 2015, found that vacation-home sales last year declined to an estimated 920,000, down 18.5 percent from their most recent peak level of 1.13 million in 2014.

Investment-home sales in 2015 jumped 7 percent to an estimated 1.09 million from 1.02 million in 2014.

Owner-occupied purchases jumped 15.9 percent to 3.74 million last year from 3.23 million in 2014 – the highest level since 2007 (3.93 million).

Sales estimates are based on a national online survey including responses from over 2,000 U.S. adults who purchased a residential property in 2015, and exclude institutional investment activity.

Lawrence Yun, NAR’s chief economist, says vacation sales took a sizeable step back in 2015, but still came in at the second highest amount since 2006.

“Baby Boomers at or near retirement continue to propel the demand for second homes, although headwinds softened the overall volume of vacation sales last year,” he said. “The expanding pool of buyers amidst a dwindling number of bargain-priced properties led to tighter supply and fewer sales and caused the price of vacation homes to rise. Furthermore, the turbulence that hit the financial markets the second half of the year likely seized some would-be buyers’ available cash.”

The median sales price of both vacation and investment homes soared in 2015.

The median vacation-home price was $192,000, up 28 percent from $150,000 in 2014. The median investment-home sales price was $143,500, up 15.3 percent from $124,500 a year ago.

roper seasonal maintenance can keep your plumbing running smoothly. Experts say that even those with no experience can inspect for issues and perform simple tasks to prevent costly repairs.

“You don’t have to be a crackerjack plumber to handle basics and protect your home,” says Jeff Devlin, host on HGTV and DIY Networks.

Devlin offers homeowners some key plumbing tips: Kitchens and Bathrooms

Ensure drains have strainers to prevent debris from clogging drain lines.

Check faucets for drips and leaks.

Inspect the toilet tank and bowl for visible cracks. Check for hidden leaks by adding six drops of food coloring to the tank. If the toilet is leaking, color will appear in the bowl within 30 minutes.

Ensure toilets flush properly. If the handle must be held down to flush, or jiggled to stop water from running,

you may need to replace parts.

For more than two years, Perkins, Dubelier and Spencer have been conducting college-level research projects in conjunction with Potomac School faculty and outside experts.

“All of our students displayed great professionalism throughout the competition,” Potomac School science teacher and SERC program advisor Dr. Isabelle Cohen said. “Their presentations and their interaction with the judges and professors reflected the level of expertise that they have developed in their respective areas of research.”

Perkins was the competition’s top finisher for his work developing a new coating for nanowires used in photoelectrochemical fuel cells, which produce electrical energy and generate clean water in the process of electrolysis.

His approach will help to stabilize the nanowires and maintain efficiency of the solar cells, and has the potential to greatly reduce the overall cost of solar-energy systems.

Dubelier earned third place for her work on a robotic hand with touch sensors and double-flex technology that allows the user to form a pinch grip.

The Massachusetts Institute of Technology’s MIT THINK Scholars Program helped fund the project, enabling Dubelier to acquire many of the components for her prototype. With the funding, she was able to incorporate sensory feedback and remote control into her design, which

Competitors who earned first-place awards are eligible to advance to the national competition, to be held in San Diego this summer.

Haycock Elementary School will hold a ribbon cutting ceremony for its new playground on April 21.

As part of its renovation, the school was allotted a new playground which parents and administrators felt was too small for the school. To get a larger playground, parents began to look for additional funding.

Haycock parents raised $40,000 in the first 40 days of the school year, and secured a generous donation from the McLean Community Foundation, which will be recognized by a plaque on the playground. n

Potential tolls of up to $17 on Interstate 66 inside the Beltway were a big political issue during last fall’s General Assembly elections, but state legislators this year allotted $194 million to help add another eastbound lane on that highway between the Dulles Connector Road and Ballston in Arlington to relieve traffic bottlenecks, Simon said.

“My big issue was tolling people for existing lanes,” he said. “It would help a

The Town Council lowered the town’s real estate tax rate slightly last year and will hold it steady in 2016, she said. Vienna’s government has invested in software to measure the quality of service provision and has a system that allows residents to send photos of problems, such as potholes, to town officials via smartphones.

The town also this summer will install its first-ever mini-roundabout at Park and Locust streets, S.E. “Overall, I’ve very excited about the future of Vienna,” said DiRocco, who joined the Council in 2009 and became mayor in 2014. “I think the town is financially sound, it’s very desirable, very proud of its history and is a uniquely situated, special community.”

The forum’s format left little time for questions and answers. NARFE member Pat Goben urged the candidates to show budgetary restraint.

“As you can see, there are a lot of older, retired folks in Vienna,” she said. “And the big concern there is, keep real estate taxes down. Fairfax County keeps raising theirs.”

Vienna resident Ed Turkaly, who narrowly lost a run for Town Council in 1997, was among those on hand.

“I think we have a good selection of candidates,” he said. “For the candidates, whether they win or not, the first time running is an education. With how much you learn about the town, it’s like taking a course in college.”

Northern Virginia will receive $380 million in “cost of competing” funds to attract teachers to the region despite its high living expenses, Simon said. The index shortchanges Northern Virginia, but downstate lawmakers have little financial incentive to alter it, he added.

“The first thing you learn when you get to the legislature is how to count,” Simon said, referring to legislators’ votes.

General Assembly members restored the state’s rainy-day fund and aim to be caught up on shortfalls with the Virginia Retirement System.

The General Assembly approved the “Go Virginia” initiative and allocated $390 million toward the formation of regional economic-development bodies.

“Businesses don’t want close-together jurisdictions competing and talking each other down,” Simon said.

Following opposition from some jurisdictions, the General Assembly passed a modified bill concerning development proffers. Some areas are exempt from the bill.

Cash proffers add to the cost of projects and design proffers are an additional hurdle for developers to overcome. But

some localities, notably Fairfax County, use proffers to force builders to offset the extra burdens their projects will place on public infrastructure and services.

But Lola Reinsch, CEO of an Arlington property-management company, said at the breakfast that proffers have become too burdensome.

“Why would a developer develop anything if he couldn’t make any money?” she asked afterward. “I think [jurisdictions] over the years have been asking for a lot of other obligations from developers to support these communities, many of them are miles away from the development . . . They shouldn’t make the developers look like bad people. They’re good people. They’re providing housing and office buildings and retail that we all like.”

An opposite-field, solo home run to right center in the top of the sixth inning by junior shortSOFTBALL stop Zoe Dobson gave the host McLean Highlanders a 1-0 win over the Bishop O’Connell Knights on April 16 in an annual neighborhood, non-conference clash between perennial girls high school softball powers that have won public and private-school state championships.

Two years ago in McLean’s 6-1 victory over O’Connell, Dobson homered to tie the game. This year she smacked a 2-1 pitch off right-hander Kathryn Sandercock, a former teammate of hers a few years ago in McLean Little League softball.

“It was an outside curveball, and I was just trying to finish the swing, go with the pitch and power through it,” Dobson said of her sixth homer this season. “I didn’t follow through on my other swings against her today.”

Their approach was typified by a play in the bottom of the third inning, with Langley up by two runs, the Saxons tried to push the envelope with a suicide squeeze, but the attempt failed and Robert Fredrick was caught stealing at home. He was ejected on the play, having lunged into South Lakes catcher Jake Peterson in an attempt to dislodge the ball on Peterson’s tag.

Statesmen, Warhawks Remain Undefeated in Conference A Staff Report

A pair of senior right-handers remained undefeated on the mound this and pitched BASEBALL season complete games to lead the Madison Warhawks and Marshall Statesmen to victories in high school baseball action April 15, as both teams extended winning streaks to seven games and remained perfect in conference play.

In a Liberty Conference contest, Madison (12-2, 8-0) downed the visiting Hayfield Hawks, 11-1, in five innings.

For Madison, Noz Honda pitched all

five innings to get the win and improve to 4-0. Pete Nielsen had a two-run hit, Joey Goldsmith had two hits and two RBI, and Matt Favero knocked in three and doubled. Madison catcher Kyle Hayes picked a runner off third and drove in a run.

In Capitol Conference play, Marshall (10-1, 6-0) blanked the host Jefferson Colonials, 9-0. Jamie Handley belted two home runs and drove in five runs. On the mound for Marshall, Coastal Carolina-commit Steven Johel fanned nine and tossed a two-hitter to improve to 5-0 and maintain a perfect 0.00 earned run average.

For his career, Johel has a 15-0 career record and a sub-1.00 ERA. n The McLean Highlanders (9-4, 6-2) got a strong starting pitching effort from junior right-hander Jack Slade in a 5-1 win over the visiting WashingtonLee Generals in Liberty Conference action April 15.

Slade went 61/3 innings, allowing just two hits. He fanned four, walked three and did not give up an earned run.

McLean had seven hits, two by Thomas Buckman. Jon Clines had a hit and two RBI and a stolen base; Brendan Grammes added two hits; and Grant Williams, Will French and Trevor

In addition, Shklyar was chosen as Prep Volleyball’s Super Sophomore 79, and was named to the Junior Volleyball Association all national team for 15s.

After Smith’s out, Patrick Byrne singled to deep right field to score Jake Trautwein and McQuaig to trim South Lakes’ lead to 10-9.

Langley was down to its last out of the game in the bottom of the seventh when the Saxons strung together a few hits to tie the game at 11-11. With two

outs, Max Trautwein drew a hit by pitch to load the bases. Smith then came through with a sharp line-drive just above diving second baseman Alexander Gauger to bring in one run, and Patrick Byrne followed with a deep single to left field to tie the game.

Trautwein was sent home in an attempt to end the game, but was called out at the plate on a bang-bang play after a strong throw from left fielder Aaron Huebsch and a perfect tag from Peterson.

In a game filled with offense, it was fitting that extra innings turned into a pitcher’s duel. Langley’s relievers combined for seven strikeouts in extra innings, while South Lakes’ relievers were equally as effective drawing outs.

The Saxons eventually prevailed in the bottom of the 11th inning. With one out, McQuaig doubled and Jake Os-

burn singled to give Langley runners at the corners. South Lakes intentionally walked Smith to load the bases, but reliever Cooper Rosner ended up walking David Siegel on a full count to end the game.

“We showed a lot of fight,” Healy said. “It could have been easy to put our heads down [after the top of the sixth inning]. But we didn’t, and that was important. “We’re going to have to get creative next Tuesday with our pitching staff after tonight, that’s for sure. But we’ll take the win.”

“She’s a very good pitcher and we knew we wouldn’t get much off of her,” O’Connell coach Tommy Orndorff said.

McLean coach Maurice Tawill said the key to the victory was pitching and strong defense. The Highlanders, who

lost to O’Connell last year, 6-1, when they did not play good defense, turned a double play and made just one error on April 16.

“We were very clean and tight on defense, and that’s what we have to do to beat good teams,” Tawill said. “Sandercock is a very good pitcher. These games with O’Connell are always so much fun.”

The night before, McLean routed Washington-Lee, 16-1 in a Liberty Conference game. Norton, Sanchez and Covington homered. Earlier in the week, McLean lost to Madison, 4-2, in conference action.

“We had 11 base runners but we gave

up too much in that game,” Tawill said about the Madison loss.

The game between the Knights and Highlanders was a contest that pitted a number of former McLean Little League teammates, who are now both members of the O’Connell and McLean teams.

NOTES: The annual Saturday-afternoon rivalry between O’Connell and McLean began in 2009 and has been played for eight straight seasons, with the games always at McLean. O’Connell has won five and McLean three. Two have been decided by a run and two more by two runs. McLean has won two of the last three.

police on April 13 at 11:05 p.m. that he had been driving eastbound on Ayr Hill Avenue, N.E., and approaching the Washington & Old Dominion Regional Trail when he heard a loud bang. A short time later, the man noticed his passenger-side window completely shattered.

MAIL CARRIER IN VIENNA REPORTS REPEATED PASSES BY SUSPICIOUS VEHICLE: A U.S. Postal Service carrier

told Vienna police that while on a delivery route in the 700 block of Meadow Lane, S.W., between April 11 at noon and April 12 at 1:30 p.m., he had observed a vehicle occupied by two men drive by him repeatedly.

The carrier believed he also saw a firearm between the passenger and the passenger window, police said. The suspects’ vehicle left the area before the carrier called police.

A postal inspector also has been advised of the incident, police said.

VIENNA DOGS QUARANTINED AFTER TUSSLING WITH RACCOON: A woman

living in the 1100 block of Drake Street, S.W., told Vienna police on April 13 at 8 a.m. that her two dogs had suffered some wounds after they got into a fight with a raccoon under her backyard shed.

A Vienna animal-control officer checked for the raccoon, but was unable to locate it.

The dogs, both current with their rabies vaccinations, were checked by their veterinarian and each given a booster, police said. Authorities advised the resident about the 45-day quarantine process for the dogs.

Because the resident was exposed to her dogs’ wounds, the animal-control officer also notified the Fairfax County Health Department.

The officer will follow up on this case, police said.

FOLLOWING VIENNA ACCIDENT, WOMAN CHARGED WITH PUBLIC DRUNKENNESS: An employee at Clarity, 442 Maple

Ave., E., told Vienna police on April 13 at 8:48 p.m. that an accident had occurred in the company’s parking lot.

When officers arrived, they found one of the people involved appeared to be intoxicated.

Police arrested the 50-year-old Vienna woman for being drunk in public and transported her to the Fairfax County Adult Detention Center, where she was held until sober.

Burnette Scarboro was honored as Fairfax County’s 2016 recipient of the “Allies in Prevention” award, sponsored by Stop Child Abuse Now (SCAN) of Northern Virginia.

Regional awards were presented during a recent luncheon event, with four individuals and an organization lauded for their efforts.

Scarboro currently is the director of the South County Youth Network, a coalition that builds community strategies

for drug- and violence-prevention efforts.

She also has experience as a staff member with Fairfax County Public Schools and as a PTA leader at the local and state levels.

Scarboro has “always looked out for the welfare of children,” SCAN officials quoted her nominator as saying, calling her a “wonderful, dedicated citizen who is an inspiration to our youth.”

GRANT FUNDS TO SUPPORT EDUCATION INITIATIVE ON CYBERSECURITY:

The Community Foundation for Northern Virginia has made a $25,000 challenge grant to the Foundation for Fairfax County Public Schools to launch an afterschool cybersecurity program in middle schools.

The effort is designed to expose youth to the growing field of cybersecurity at an earlier age, and is similar to an initiative launched last year in Prince William public schools.

“Through public-private partnerships such as this, we are working to launch promising, innovative programs and initiatives that have the potential to transform our region,” said Eileen Ellsworth, president of the Community Foundation

COMSTOCK INITIATIVE AIMS TO SUPPORT YOUNG LEADERS: The office of

U.S. Rep. Barbara Comstock (R-10th) is accepting applications for the summer session of the 10th Congressional District Young Women Leadership Program.

The initiative is aimed at girls in local middle schools and high schools, with two to four events per month planned from June through August both in the district and on Capitol Hill.
