Loudoun Real Estate On The Rebound “It’s a funny time, Margaret Morton Staff Writer

While we are unlikely again to see the high prices common in the 2005-2006 era—and in most Realtors’ opinions that’s a good thing—the Loudoun market, both residential and commercial, is seeing a definite uptick. A survey of Loudoun Realtors and contractors showed a much busier, and happier, scene than a year ago. Several Realtors noted they’re now seeing escalation clauses in offers—something they haven’t seen since the giddy mid2000s—guaranteeing a lot of competitive bids. Beckwith Bolle, principal broker with Carter Braxton Real Estate in Leesburg, said things “are very good right now, we’re very busy,” citing low inventory, good interest rates and increasing buyer interest. Both Bolle and Christy Hertel, of McEnarney Associates, which has offices in McLean, Arlington, Great Falls and Leesburg, noted Loudoun has not caught up as quickly as those areas, which are seeing rapid turnovers. “Anywhere inside the Beltway is much faster,” Bolle reported, and even just outside the Beltway, properties are selling before they hit the open market. “Eastern Loudoun and inside the Beltway is moving. Western Loudoun is still quiet,” Hertel said, but it hasn’t gone down either. Leesburg does well at certain price points,

especially since banks have eased up a bit. Interest rates are so good right now, that if buyers can get a loan, they should make a move, most Realtors recommended. Again, if the price is right—less than $500,000—a property will go almost immediately. Properties are selling and holding prices steady in Leesburg communities like River Creek, eastern Loudoun and inside the Beltway. Hertel said the spring market appeared to have had more bounce and speculated a fall market—when kids are in school people don’t want to move unless they have to, preferring to wait to spring—may have something to do with it. “Something is holding people back,” she said. “Anything under $500,000 is flying out the door,” according to Bolle. Over that figure, movement is much slower, although the $650,000 and $750,000 and up market also is seeing an increase. And a lot more buyers are doing it with cash, fed up with trying to get a mortgage. Those who didn’t get a second trust can, after five or 10 years, sell their home or second home and still purchase reasonably. The strength in the market declines as one progresses west. Leesburg is not as good as eastern Loudoun, although still well and much better than western Loudoun. Lovettsville and western Loudoun in general are slow. Purcellville is seeing a lot of movement, but not with an increase in price or speed of sale, according to Bolle.

It’s often as cheap or even cheaper to buy than to rent. Rental prices are increasing, often because credit scores don’t permit people to buy. And when rentals do come on the market, they don’t stay there long. Purcellville Realtor Carl Fischer, who earlier this year affiliated with United Country, the sixth largest franchise in North America, has had “the busiest year of my 24 years in business.” Fischer echoed his colleagues’ comments about low inventory, especially in the lower price ranges. “Under $500,000 and priced right, they go very, very quickly.” And a property on the market for a couple of days is likely to receive multiple offers. As the reality of the shortfall in inventory became evident in the late summer, prices began to edge upward also. Foreclosures and short sales have significantly declined, he noted. And he’s relatively bullish on western Loudoun, noting after the really dark times, “people are thinking it’s time to move on.” Fischer said he’s beginning to see people moving into western Loudoun, citing a couple moving to Purcellville to be nearer their son in Arlington. “It’s uncongested as it was at their home in Pennsylvania; plus it’s cheaper here.” At the high end of the scale, the going is much rougher, Fischer said, citing properties listed for $1 million and over in places like Beacon Hill or Shenstone, where owners who may have had more debt management mechanisms than others are now getting hit. “Looking at the sheer number of properties on the market, the disproportionate number, anywhere from $650,000 to $1 million or more, there’s a lot of bank-owned properties,” he said. And some are anywhere from $180,000 to $200,000 under their assessment. Sharon Buchanan with RE/MAX Real Estate Group also sees a returning residential market, albeit slow, as long as prices are in line. She pointed out that during the market’s boom years, prices were more inflated in western Loudoun than in the east and that over-inflation has still not equalized with the downward movement. “Every house was a million dollars, not related to what it was. Today you’re be lucky to get $650,000 or $700,000—and that’s most of

western Loudoun,” she said. Banks lent money for upper-end properties and the inventory got over-inflated. “They loaned and devalued their own property,” she said. But if a property is in line with the rest of the county in appraised worth, it will sell. Now, Buchanan said she’s seeing lower-end, move-up families and buyers in general moving out west to purchase. One amazing aspect is that the Veterans Administration just announced an increase in its loan limit from about $629,000 to $800,000 plus. “That’s unheard of,” Buchanan said, noting the norm in the rest of the country is $429,000. “It’s a funny time, but a great time to buy,” she emphasized. Veteran Realtor Bill Thomas, of The Thomas Group, who has 40 years of experience under his belt, is willing to acknowledge things are looking up. “It’s better than before, sales have picked up, although prices are flat in general, and inventory is down.” Prices for Leesburg and west have stabilized but Sterling and Ashburn are very competitive, he said. Like others, Thomas said prices are nothing compared to what they were in 2005, and will not be again. Whether it was a singlefamily home, town house, condo or country club property, “the prices were ridiculous.” While he concedes an uptick, he would not say, “we’ve turned the corner yet. Christmas isn’t there yet.” The veteran Realtor, however, acknowledged, “it’s comforting in my 40th year to clearly say we’re through the worst.” And no matter who wins the presidential election, it will be better incremen-

Willowsford Launches Nature Programs With LWC Lindsey Brookbank Staff Writer Amid an area in a constant state of growth— with numerous mixed-use developments popping up, filling seemingly every crevice of eastern Loudoun County—it’s unusual for a community to allocate a large percentage of its land strictly for nature use. But that’s exactly the developer of Willowsford sought to do. At one time developers envisioned building more than 16,000 homes on the 4,000-acre property, but the Willowsford team has different arrangements in mind. “We said, well, if we have 4,000 acres, we don’t want to develop all of it,” Laura Cole, vice president of marketing for Willowsford, said. “We would build 2,100 homes in four villages, leaving an awful lot of open space.” The leftover space—2,000 acres, which equates to half of the community—has been put into a nonprofit conservancy called the Willowsford Conservancy, which has partnered with the Loudoun Wildlife Conservancy to bring nature-related amenities and programs to the community. Donna Quinn, an LWC volunteer who is heading its joint venture with the Willowsford Conservancy, said her organization is supportive of Willowsford because of its commitment to conservation. “What is interesting is other developments out there have said they want to do this, or say they are setting aside land for this, but don’t really do it. Willowsford is really doing it,” Quinn said. “LWC is excited about Willowsford because it is a model for developments where their whole founding principle is to develop with respect to the land and conservation.” Located along Rt. 50 between eastern and western Loudoun, Willowsford serves as a buffer for the two areas of the county. The community has four villages: The Grange, The Grant, The Grove and The Greens. So far, 35 families live in Willowsford, which opened last October. The families—many of them from the Arlington and Alexandria areas—sat down with the Willowsford team to discuss programming they wanted for next year, and expressed

their excitement to become more involved with nature after living in urban environments, Cole said. Likewise, Cole said the Willowsford team concluded from consumer research that the recession impacted the psychology behind people’s way of living. “People are very interested in local eating, making sure their food is sourced from what they consider safe or local—more and more translating into the farm-to-table movement,” she said. “It’s a big enough mainstream trend that we could leverage in this community.” To meet resident’s desires, the community built the Willowsford Farm, which grows seasonal

The farm features community supported agriculture shares—members of the program receive weekly shares of vegetables and fruits for 23 weeks, from June through Thanksgiving. This season, which is ongoing, provides shares to 50 people. Excess products are sold at Willowsford’s food market stand. In addition, the community has a campsite, as well as an extensive trail system spanning 45 miles, which is about a quarter of the way finished and is slated to be complete next year. The trails will seek to meet everyone’s needs: There will be exposed-land trails for rigorous mountain biking trips, as well as paved trails for bicyclists, walkers, joggers and runners. The Willowsford Conservancy has also partnered with REV3, a family-oriented adventure programming company that started out of Chantilly, to bring outdoor racing and geocaching events to the community. Quinn plans to lead nature walks along the trails—she already hosted a walk during the Taste of Willowsford event at the beginning of the month—to teach people how to unite with nature, and identify local flora and fauna. She will also help the Willowsford Conservancy create preservation areas, where children from area schools can visit. “I want to reconnect people with nature,” Quinn said. “We have lost that, and [Willowsford] is trying to develop that and nurture that with its residents right from the beginning.” Concrete arrangements for the Willowsford Conservancy’s programming will be available after the Willowsford team is finished putting together its business plan for next year. It is in the middle of the process, Cole said. Drummond, Caulkins Honored For Service Two pillars of Loudoun’s community were honored for a lifetime of service during the annual Loudoun Laurels awards gala Friday night at Rose Hill Manor near Leesburg. World War II veteran and longtime Leesburg businessman Stanley Caulkins and educator Fred Drummond were saluted for their community

stewardship stretching over a half century. They join 10 previous honorees and will join a new partnership with Loudoun County Public Schools— The Loudoun Laurels Steward Trust—to mentor Loudoun County high school students. Caulkins, the son of a Baptist minister, served on the crew of the B-17 “Five Grand” as a radioman and waist gunner during World War II. In an interview recorded for Friday’s event, Caulkins recalled the impact his 1945 missions to drop food—not bombs—had on the lives of residents staving in war-torn areas of Europe. Back home, serving on the Leesburg Town Council and the town’s Airport Commission, Caulkins was instrumental in the development of the Leesburg Airport. and officer for almost a dozen civic and nonprofit organizations. Two decades after his retirement, Drummond remains one of Loudoun’s most respected educators. He served as assistant principal and principal in Loudoun from 1953 to 1989, a 36-year tenure in those positions unmatched in the school system. Told by a superintendent early in his career that Loudoun wasn’t yet ready for a black principal, Drummond went on to a critical role in leading the county through court-ordered desegregation. He then was part of the core group of administrators who helped prepare the rural school system for

the rapid growth that continues today. Through the partnership with the school system Caulkins and Drummond, along with the 10 previous Laurels inductees—Childs Burden, Kim Hart, Eugene Scheel, Karen Russell, Paul Ziluca, Joe T. May, Lang and Judy Washburn, James Roberts and Bob Sevila—will help mentor students in CAMPUS and AVID programs. Beginning in 2013, The Stewardship Trust also will award two $10,000 scholarships annually to students selected for having the drive, commitment and vision required to become community stewards.

Choosing The Right Modeler For Your Project Even as the local housing market is seeing an upswing in activity, many homeowners continue to choose to remodel their current residence over moving to a new home. If you’re in the market for a renovation, here are some questions from the National Association of the Remodeling Industry to help you find the right person for the job: How long have you been in business? Look for a company with an established business history in your community. Surviving in any business in today’s competitive marketplace is a difficult task. Who will be assigned as project supervisor for the job? Also ask whom you should contact if the supervisor is not available. Get exact names and contact phone numbers for all persons who will be involved in the project. What is the time frame for starting the project? Now is the time to ask questions about work schedules. You should ask: What is your estimate for completion? How early will your crew normally begin work? When will they normally quit for the day? Will I be contacted about delays or changes in the schedule? By whom? How do you operate? In other words, how is your firm organized? Do you have employees or do you hire subcontractors? If you do have employees, what are their job descriptions? Do you use a project supervisor or lead carpenter to oversee the project? Other firms will have additional positions. You should know what parts of your project will be handled by staff, and which will be contracted out to independent contractors. May I have a list of references for projects you have completed which are similar to mine? The contractor should be able to supply you with a minimum of three references, including names, telephone numbers and addresses. As a follow up to this question, ask how long ago the project was completed and if the contractor can arrange a visit to see the finished job. You should also ask for professional references from suppliers, financial institutions, or subcontractors to verify sound business practices. How many projects like mine have you completed in the past 12 months? This will help you determine the contractor’s familiarity with your type of project. You should confirm that a good portion of those completed projects were similar to the type of project you are proposing. Will we need a permit for this project? Most cities and towns require permits for building projects. Failure to obtain the necessary permits or to arrange obligatory inspections can be illegal. In some cases, if a project violates a zoning law or some other regulations, it may even have to be demolished if there is no way to comply with the law. A qualified remodeling contractor will be conscious of the permit process, and ensure that all permits have been obtained before initiating any work. May I have a list of your suppliers? You may want to add calling the contractor’s suppliers to your list of follow up actions. This will help protect you from mechanics liens for nonpayment by the contractor. Suppliers also can be a source to establish credit history for the company.

The home improvement organization also offers advice on when to avoid a remodeler: • You can’t verify the name, address, telephone number or credentials of the remodeler. • The salesperson tries to pressure you into signing a contract. • The company or salesperson says your home will be used for advertising purposes so you will be given a “special, low rate.” • The builder/remodeler tells you a special price is available only if you sign the contract “today.” • No references are furnished. • Information you receive from the contractor is

out-of-date or no longer valid. • You are unable to verify the license or insurance information. • You are asked to pay for the entire job in advance, or to pay in cash to a salesperson instead of by check or money order to the company itself. • The company cannot be found in the telephone book, is not listed with the local Better Business Bureau, or with a local trade association, such as NARI. • The contractor does not offer, inform or extend notice of your right to cancel the contract within three days. Notification in writing of your Right

of Recision is required by law. This grace period allows you to change your mind and declare the contract null and void without penalty (if the agreement was solicited at some place other than the contractor’s place of business or appropriate trade premises-in your home, for instance.) In the end, the most important question to ask, according to NARI, is aimed at the homeowner: “Do I feel comfortable with and trust the person I am about to hire?” For more information, go to www.nari.org.

wanted to take a situation like that and see what we learn from it—do something about it.” At the time Mendoza was working to develop “out of the box” marketing techniques for a mobile ad company called Adzookie. One particular cam-

paign Mendoza and his colleagues had been kicking around—where someone’s home is painted and used as a billboard—suddenly struck a chord. “I was looking at this big two-story house with just one tiny window and the rest of it was blank…I thought, why don’t we buy an ad on this guy’s house, and in return we pay his mortgage?” Mendoza said once he arrived at the concept, the rest was simple. Brainiacs From Mars had been born.

The Deal

Brainiacs’ proposition goes something like this: homeowners who are in foreclosure, under water on their mortgages or whose finances are very tight month-to-month let Brainiacs paint their home like a billboard, and they’ll pay the mortgage in full, for up to one year. The home will serve as an advertisement for Brainiacs itself, displaying the company’s signature broccoli green and bright orange colors, plus Facebook, Twitter and YouTube logos. Interested area businesses take note of Brainiacs’ innovative marketing ideas, they get additional jobs and the homeowner gets a break from their bills. Beth and Scott Hostetler served as Brainiacs’ guinea pigs—their Buena Park, CA, home so far is the only house the company has painted, but Mendoza said the experiment couldn’t have gone better. “Lots of neighbors were completely in shock to have a house in their area painted those colors. It’s not normal anywhere, let alone in Buena Park,” Mendoza said, laughing. But, he added, when he began to explain what was going on to a nearby neighbor, she “jumped right on board with the idea.” “She realized that if this family lost their house, she’d lose that neighbor and a foreclosure would affect value of her own house. People realized we are trying to save this family, put money in their pocket and help the community,” he said. Mendoza had hit upon a way to get attention for his up-and-coming marketing business while embracing the altruism he wanted to display to his daughter.


OCTOBER 26, 2012 Of course, signing onto such deal could be tough for some homeowners—Brainiacs won’t even go near neighborhoods governed by an HOA, which “won’t allow anything,” Mendoza said. Some municipal ordinances aren’t much more flexible in their rules, but Mendoza does have a few tricks up his sleeve when it comes to getting their signature colors on a home. “We have two types of homes—our broccoli green and orange paint with logos, or, for areas that don’t allow this, we do just the paint. Most [municipalities] will allow you to paint a home any color you want,” Mendoza said. He added including the logos didn’t seem to make that much difference, as the bright colors alone attract enough attention to get people talking, and that’s what marketing is all about.

Next Steps

Now, Brainiacs is preparing to take its unconventional campaign to the next level, with visions of green and orange homes sprouting up across the country. At the beginning of the year, Mendoza launched Brainiacsfrommars.com alongside an Indiegogo fundraising site to begin creating buzz. Since that time he has received “a little over 42,000” applications from interested homeowners. “Ninetyeight percent are from U.S., maybe 2 percent from all over world…most are from people that are in need and the other 10 percent just want to have a good time. Really, [the applications have been] all over the place,” he said. A fan of Civil War history and quaint streetscapes, Mendoza certainly has his sights set on Leesburg and other Loudoun towns. “And that’s exactly what we’re looking for—people are having a hard time everywhere, not just in big cities,” he

added, saying the lion’s share of applications have come from states with big foreclosure problems, like Florida, Nevada and California. Mendoza emphasized it doesn’t matter where a home is located, be it Main Street or the end of a lonely cul-de-sac; what’s of utmost importance is that the situation “feels right.” In selecting the next series of homes to be painted, Mendoza said he’s looking through all those thousands of applications to find the ones that really speak to him. “It sounds vague, but really that’s what it comes down to—it has to feel right. When we called [the Hostetlers] and met with them—they were a very close, nice family on brink of foreclosure. They needed help, and we figured if we could help even for a few months, it puts money back in their pocket,” Mendoza said. Mendoza and his fellow Brainiacs will continue to sift through their pile of applications and have deemed 2013 their “painting year.” “Our goal is to paint 3,000 homes,” Mendoza said. Applications will continue to be accepted, and Mendoza said homeowners who have been chosen for the marketing campaign will be notified early next year. Families really need help, and there is an opportunity here to expand upon that,” Mendoza said. Northern Virginia Spay Neuter Clinic Gets Boost, Prepares For Race Samantha Bartram Staff Writer Northern Virginia Spay Neuter, which hopes to soon be the area’s go-to location for low-cost surgeries for cats and dogs, is well on its way to finding a permanent office location. A recent grant from the Two Mauds foundation, a new veterinarian and the prospect of a warm fall weekend to host its Walk, Run and Wag race has put founder Teresa Piper in a positive frame of mind that soon her clinic will be realized. A quiet, New York-based group of animal lovers, Two Mauds is known for its support of small, grassroots companies in the business of

improving animals’ lives. Piper said she was notified Oct. 9 that her burgeoning clinic had been selected to receive $10,000, money that will go a long way to realizing NOVA Spay Neuter’s permanent space. Saturday, Oct. 27, Piper and her cohorts will attempt to further add to their coffers with the fun Halloween-themed race through Leesburg. Participants can take part in the 5K run or a 1-mile walk down the W&OD Trail, before enjoying refreshments and a Halloween costume contest. Prizes will be awarded to best costume, best Fido and owner look-a-like and funniest costume, and staff from Sally Cook Photography will be on hand to capture all the adorable moments. Registration

The Loudoun Veterinarian Services doctor connected with Piper at the recent Friends of Homeless Animals Barktoberfest celebration, and was eager to help Piper move things along. “[Reiss] walked up and started chatting, saying he’d like to get involved in helping us build the clinic,” Piper said. Reiss adds eight years of veterinary experience to the practice, and thus far is the only vet to have offered his services to NOVA Spay Neuter. With some $95,000 still left to raise before Piper can begin seriously looking for an office space, she’s hoping these little steps will add up to big progress. “I’m hoping our Walk, Run and Wag race gets people hyped up,” Piper said, adding, “if anybody has 2,000 square feet of space available that they’d like to donate to us, or contractors who would give renovations services, that would help us to not have to raise so much money. And it’s a tax deduction to them!”

Waterford Old School Readies For Rock Samantha Bartram Staff Writer

Normally, the Waterford Old School auditorium plays host to some of the most prestigious musical ensembles in the region. Members of the Maryland Opera Studio performed there last weekend, and in recent months the beloved space has seen the likes of the Afiara String Quartet and Monumental Brass Quintet, both renowned for their talents the world over. Saturday, Nov. 3, a different sort will play in the newly renovated auditorium—legendary guitarist and songwriter James McMurtry will return to his boyhood home for an evening of rollicking music. The show, dubbed “Old Schoolhouse Rocks,” is the brainchild of Clayton Adams, son of Waterford Concert Series organizer Eleanor Adams. “[The idea came up in] conversation between me and some Waterford Foundation folks…this is sort of unique circumstances to have someone of James’ stature and caliber to do something at this small level, but we thought it might be a fun thing to do,” Adams said. It doesn’t hurt that Adams and McMurtry are boyhood friends—they met at the tender age of 6, after McMurtry and his famous literary father Larry McMurtry moved to Waterford. During those early years, the boys attended school together, toyed around with music and forged a friendship that has stretched over decades. That deep connection gave

Adams the clout to recruit McMurtry into this latest musical project, which will also feature a few other staples of Loudoun’s musical past. Audiences at Old Schoolhouse Rocks will be treated to a solo set by McMurtry, plus appearances from his son Curtis McMurtry; Bitter Liberals, itself comprised of longtime local musicians Allen Kitselman, Mike Jewell, Clark Hansbarger and Gary McGraw; and Chicken Noodle Hammer, a collaboration between Adams, his daughter Sophie, Larry Bailey and Ethan Osborne, with special guests Haley and Gogo Greene. Those music lovers who themselves have been kicking around Loudoun for the past 30 years or so will recognize several of those names—Kitselman, Jewel and Adams all were founding members of Genghis Angus, which reached “almost made it” status in its day, according to Adams. “At [Genghis Angus’] peak we were touring regularly up and down the East Coast and across the country. We made a couple good records, but we just didn’t get the right relations with independent record company…it was a lot of fun, but eventually we got older and realized we had better things to do than sit around and be rock stars.” Of course, that was not the case for McMurtry, whose career skyrocketed in the late 1980s and has barely slowed down since. His first record, Too Long in the Wasteland, was produced by rock/pop superstar John Mellencamp and marked the first of several successes for the politically outspoken

songwriter.
