CHASE SUSPECT ARRESTED IN PRINCE WILLIAM A man who allegedly eluded authorities in a chase from south Stafford to Prince William County was arrested Feb. 5, according to Stafford County Sheriff ’s Office spokesperson Amanda Vicinanzo. Britney Bates, 34, of King George, was taken into custody by Prince William police and returned to Stafford. Bates was wanted on several charges in Stafford County for his involvement in a pursuit that began on Kings Highway on Feb. 3. Bates is incarcerated at the Rappahannock Regional Jail on charges of felony eluding, felony hit and run, felony destruction of property, reckless driving, driving revoked, identity theft, providing false identity and several traffic violations.

Stafford woman drives into drainage pond, faces DUI charge A woman was arrested Feb. 6 by Stafford County Sheriff ’s Office deputies after crashing her vehicle into a drainage pond after a hit and run in the southern part of the county, according to Stafford County Sheriff ’s Office spokesperson Amanda Vicinanzo. At 6:04 p.m., Deputy Myers responded to a report of a hit and run in the area of 175 Warrenton Road. The victim said her vehicle was struck by a vehicle while she was waiting at a traffic light at Lendall Lane to turn onto Warrenton Road. Shortly after Myers started canvassing the area, another woman flagged him down on the 400 block of Lendall Lane.

She was wet, muddy and not wearing shoes. As the deputy made his way toward the woman, she tried to get into the passenger side of his vehicle. He told her to stop and she said she needed to go home. JENNA BRIGANTI The deputy said that she appeared extremely intoxicated, and she smelled of an alcoholic beverage and was unsteady on her feet. Her

eyes were also bloodshot and glassy. The woman showed the deputy that her vehicle was in a drainage pond at the bottom of an embankment. She told him that she crashed the vehicle into the pond and then swam to shore, Vicinanzo said. When the vehicle was pulled from the pond, the deputy saw damage to the front driver’s side corner of the bumper. The woman was identified as Jenna Briganti, 37, of Spotsylvania. After field sobriety tests, Briganti was taken into custody for driving under the influence, and hit and run. She was incarcerated at Rappahannock Regional Jail.

Philly men charged with passing counterfeit money Two men from Philadelphia were arrested by Stafford County Sheriff ’s Office deputies after passing counterfeit money at the Panera Bread located at 1005 Stafford Market Place, according to Stafford County Sheriff ’s Office spokesperson Amanda Vicinanzo. At 5:26 p.m., Jan. 21, 1st Sgt. Purcell responded to Panera Bread after the Sheriff ’s Office received reports of someone passing a counterfeit $100 bill at the restaurant. Purcell saw a male matching a suspect’s description leaving the side door of the restaurant and walking along a road. He

then got into an SUV. P u r c e l l stopped the vehicle in the area of the Kangaroo Mart at 34 Prosperity Lane. The driver was identified as Frank Perez Pilarte, 24, and the passenger as Jayden FRANK PEREZ PILARTE Scott, 19, both

Ralph Northam’s Lyndon Johnson moment to appreciate the seriousness of this moment for Virginia. We expect leaders not only to have moral authority, which this picture calls into question, but also to have the good sense to lead through times of trouble. The governor has shown neither. Over the weekend, Northam sat down for an interview with Gayle King where he, again, struggled to find the right words to talk about race. Taken together with recent “feel good” articles about the governor reading Ta-Nehisi Coates and “Roots” by Alex Haley, it is clear that the Governor still does not quite “get it.” Reading assignments and press conferences are not going to heal the wounds inflicted on the black community by chattel slavery, Jim Сrow or systemic racism. They serve no purpose but to try to repair the public image of one man – Northam. If the governor is truly serious about healing Virginia’s wounds, he is going to have to put in the hard work of passing policies to end systemic racism. He can start by reversing the decision to allow Dominion Energy to put a compressor station in Union Hill, a historically black community in Buckingham County, Virginia. Far too often, undesirable projects like the compressor station end up in the neighborhoods where poor people and/ or people of color live, causing lasting negative impacts on their health. For more lasting reform, the governor should put the full weight of his office behind ending voter suppression. Dur-

ing Jim Crow, Southern states passed poll taxes and literacy tests to suppress poor and racial minority voters. While those tactics are illegal, new voter suppression laws, such as the innocuously named voter ID laws, have emerged. This legislative session, several delegates introduced bills that would have removed barriers to voting. These bills, including same-day voter registration and no-excuse absentee balloting, all died in committee. The governor should commit to passing these bills as part of a broader package of voting reforms, much as he did for Medicaid Expansion. The governor should also work with the General Assembly to reform the criminal justice system, champion affordable housing, promote economic opportunity, work to lift up minorityowned small businesses, increase funding for public education, and fight for living wages for all workers and union rights. Johnson’s Great Society provides a promising template that the governor could follow if he is serious about reforms that would help alleviate systemic racism in Virginia; Most importantly, Northam needs to listen and make sure that people of color are at the center of this process driving the change. No more crazy tradeoffs, such as artificial turf, for a rezoning elsewhere. Stafford Supervisor Tom Coen, IGeorge Washington District, is pleased with the bill. Coen represents one of the most rural districts in the county. Because developers are able to build new homes by using by-right zonings, rural regions experienced a disproportionate amount of growth with no offsetting compensation. The bill passed the House with ease, 90-7, and a companion bill introduced by Democratic Sen. Barbara Favola, who is working with Thomas, is expected to easily pass the Senate. The Richmond political scene may be a mess at the moment, but this bill, championed by a local freshman delegate, gives some hope that there is still room for common sense in the Capitol. Bill Moyers once shared a story about a press conference where a reporter asked his former boss, President Lyndon Johnson, about Johnson’s sudden passion for civil rights. Up until his ascension to the presidency, Johnson’s views on civil rights were ambiguous at best and it is quite likely that for much of his career he shared many of the prejudices of his Southern colleagues. As Moyers tells it, Johnson bristled at the question but then relaxed himself and said, in effect, “most of us don’t have a second chance to correct the mistakes of our youth. I do and I am.” In Virginia, Gov. Ralph Northam has his own opportunity for a Lyndon Johnson moment. A conservative blog rocked Virginia politics last week when it released a photograph of a man in blackface standing next to someone wearing a KKK costume, both men smiling and drinking beer, in the Governor’s Eastern Virginia Medical School yearbook. The governor was quick to issue an ineffective apology taking credit for the photograph on his yearbook page but, then, walked back those claims in an embarrassing press conference where he almost moonwalked. Neither worked. The reactions were swift and damning. I joined my colleagues in the Virginia Democratic Party calling for Northam’s resignation not only because this photograph raises serious questions about the governor’s views on race but also because his handling of this matter shows a failure

Transurban launches I-95 community grant program Transurban announced the launch of the 95 Express Lanes -Fredericksburg Extension (Fred Ex) Community Grant Program to provide organizations with up to $3,000 for projects that improve the community or environment in the greater Fredericksburg region. Transurban is the operator of the Interstate 95, 495 and 395 Express Lanes in partnership with VDOT, according to a Transurban news release. The quarterly grant program supports area organizations with grants for projects that sustain, enhance or protect residents, the community, and/or the envi-

ronment along the project corridor. Transurban has been awarding Express Lanes Community Grants since 2008. To date, more than $845,000 has been awarded to more than 200 organizations in Northern Virginia for tree plantings, medical facilities in homeless shelters, Meals on Wheels, bicycle safety programs and other community programs. The first application deadline is March 31.

Aerospace company to open office at Stafford Airport NX Aviation has signed a threeyear lease for an office at the Stafford Regional Airport. The move is intended to provide NX Aviation with access to National Capital Region customers, as well as room to grow at a facility that can support upcoming customers and projects, the company announced. T h e a e r o s p a c e c o mp a ny w a s

founded in Westover, Md., in 2015. To date it has performed engineering and flight test services for a number of customers, including the development of precision-agriculture flight systems for a company in New Jersey, counter-drone aggressor testing for a new counter-drone system, and aircraft trade studies and analysis for the U.S. Department of Energy.

The new $35 million home of the Potomac Nationals is expected to open in April 2020.

Fredericksburg Baseball to break ground for stadium

Fredericksburg Baseball will hold a groundbreaking for the new home of the Potomac Nationals on Sunday, Feb. 24, from 2-5 pm. The event, which is free and open to the public, will take place at the Fredericksburg Expo & Convention Center. The event will include light refreshments, an outdoor groundbreaking ceremony and an indoor program, which will highlight the key players involved in bringing baseball to Fredericksburg. The owners of the Potomac Nationals announced the move from Woodbridge to Fredericksburg after negotiations fell

through for a new stadium in Prince William County. “We are excited to take this next step towards opening our ballpark in April 2020,” team owners Art Silber, Lani Weiss and Seth Silber stated. The P-Nat’s, a high Class A affiliate of the Washington Nationals, announced the proposal June 26 to privately finance the construction of the $35 million stadium in Fredericksburg, 37 miles from the team’s current home. The team has been playing at Pfitzner Stadium in Woodbridge since 1984 when the organization moved from Alexandria.

Valentine’s is not just for kids For some it was another enjoyable Valentine’s Dance at the Rowser Building in Stafford; for others it was the first Valentine’s as husband and wife. Lois Rose and Charles O’Neal are spending their first Valentine’s together after getting married in August. The couple had known each other from church and decided to take the wedding plunge after the passing of their spouses. “We decided to elope,” Lois Rose said about the ceremony at Mount Ararat Baptist Church in North Stafford. “We didn’t tell anyone, just my sister. And she got the photographer.” The couple also decided to retain

their names. “It was just easier that way,” she said. Taking it easy was also on the evening’s agenda since Rose was still recovering from shoulder replacement surgery. With her arm still in a sling, Charles was dutifully taking care of the dinner plates. Gary and Tooie Garber, of Falls Run, didn’t spare any time hitting the dance floor. This was their third visit to the annual Valentine’s Dance at the Stafford County Senior Center. And after 47 years of marriage, the music still hit the right notes. The self-taught dancers said they like all sorts of music, from waltzes to polkas. Gary Garber noted that they found out about the dance several years ago and have attended each year. In particular they like the large dance floor, where

“we won’t bump into anybody.” With music in the background, the three dozen seniors took time to socialize over dinner.

Then it was back to the dance floor for many, with music spanning the decades from the 1940s to the ’70s, from the twist to line dancing.

Members of Combat Veterans Motorcycle Association, Chapter 27-2, present Virginia Veterans and Family Support with a donation of $20,000 at the Virginia State Capital on Feb. 6. CVMA Chapter 27-2 is a nonprofit based in Garrisonville that helps veterans in Northern Virginia. The donated funds were collected during Bull Run III, an 80-mile motorcycle ride from Fredericksburg to Shenandoah held in July. At the conclusion of the ride there is a raffle and silent auction. The funds include rider registration fees, solicited donations, raffle ticket sales and the silent auction. He is not giving you a hard time In this column we are taking a look at behaviors that are indicative of stress. Dogs may be labelled dominant, stubborn or defiant. Children may be called spoiled brats or pests and clingy or “mama’s boys/girls.” We have seen dogs lunging, spinning, jumping, barking, whining, panting, pulling or reluctant dogs being dragged by their owners. We have seen that tired, hungry, burned out, in-desperate-needof-a-nap child start melting down while an adult — often distracted by a phone — drags him through a store. Alternatively, the child may be withdrawn, shuffling along, having given up. Laments along the lines of “Why are you giving me such a hard time?” often follow. The answer comes from various memes I have seen: “They are not giving you a hard time, they are HAVING a hard time.” A common response to these behaviors is punishment. Show that dog who is boss. Give that kid something to cry about. Punishment may be applied until the behaviors stop. The assumption is that if the behaviors stop the punishment worked. Nope. You may get the illusion of the problem resolving when more emotional, and better hidden, damage is done. Think of the commercial where the harried mother places a sticker over the indicator light on her dashboard. The problem is still there. Covering the light does not mean the problem goes away. Another response, especially to fear, is to ignore it because we do not want to “encourage” fear. You cannot reinforce fear. Let me say this again: You cannot reinforce fear. Please comfort your scared and stressed dog or child. It is amazing what properly responding to and helping

a dog or child through fear can do. You need to build trust to help overcome fear. Being tired, not feeling well, placed in situations not age or ability appropriate, being afraid, overwhelmed, overstimulated, anxious, hurt and confused can all factor into undesired behaviors and the perception that we are being given a hard time. Life is stress (good and bad). We cannot avoid it. However, we can productively teach others how to handle things. Dogs and children do not perceive things the way human adults do. Dogs are a totally different species. Children, especially young ones, are not little adults. We cannot expect them to behave as such. What is fine for us may be too much for them. We need to teach them how to navigate different situations. Have them learn and experience things at an age and ability appropriate for the individual. We need to work to not overwhelm them and assist when we see the beginning of distress. Have a game plan prior to going into situations, even if it is going home. When we are mindful of the needs of our pets and kids, physically and developmentally, and learn how to teach in more effective ways, we make a difference. Being a parent has helped me become a better dog trainer. Being a dog trainer helped me be a better parent. By understanding how stress affects development, perceptions and learning, we can increase the chances of successfully raising resilient and mannered dogs and kids. It is amazing when lessons are done with thought, what even little ones are capable of learning and being able to experience without having a hard time. The Town of Quantico Police Department is seeking an individual or individuals who are interested in making a meaningful difference in Town of Quantico community. We are seeking applicants who are qualified as Virginia Certified Law Enforcement Officer to serve in the position of police officer on a part-time basis. Duties include enforcing the Code of Virginia and ordinances of the Town of Quantico; investigating criminal activity; ensuring public safety; responding to radio dispatches; answering calls and complaints; interviewing victims, witnesses, and suspects; generating a variety of reports; courtroom testimony; and all other essential functions as directed. The successful candidate will be expected to work between 20 hours and 25 hours per week, with special events and additional work details as needed. Salary will be discussed. Please note, this position is NOT eligible for VRS retirement benefits, medical / dental coverage, or paid holidays. Compensation will be regionally competitive and DOQ. Qualifications/Education: Basic Qualifications: • U.S. Citizen, at least 21 years of age; • High school graduate or possess a General Education Degree (G.E.D); • Possess a valid Virginia’s Driver’s License; and, • Able to bend, stoop and lift items weighing 25 pounds and occasional lifting of items weighing 50 pounds or more. Knowledge/Skills Required: • Graduation/Certification from Basic Law Enforcement Training as a police officer in the Commonwealth of Virginia and possess a current law enforcement certification from a certified Virginia academy; • General knowledge of the geography and history of the Town of Quantico; • A thorough understanding of community policing concepts; • Ability to carry out verbal and written instructions; • Ability to firmly and tactfully deal with the public; • Experience with interagency relations, especially federal and military agencies; • Analyze situations and adopt quick, effective courses of action; and, • Skilled in the use of firearms and emergency vehicles.
