Special Olympics Virginia hoops competition coming to Stafford The Special Olympics Virginia Basketball Championships will come to Stafford County on March 1-2. Teams from Prince William and Stafford counties will compete against regional players on traditional, half court and unified teams. The competition results of Friday will determine time and location of Saturday games. The opening ceremony begins at 7:45 p.m. at Colonial Forge High School and features a unified basketball game, halftime games and the lighting of the Olympic Cauldron.
Before the opening ceremonies, the Prince William Liberty team and Stafford’s Titans I and Titans III teams will play at Stafford Middle School at 3:30 p.m. Friday. The Stafford Titans Scarlett unified team will play at the Courthouse Community Center at 3 p.m. Prince William’s Rebels and Bulls teams, along with the Stafford Titans Blue team, will play at Colonial Forge High School at 3 p.m. The Stafford Titans Red team will play at Colonial Forge at 4:15 p.m.
Stafford Junction receives grant from Stafford Hospital foundation Stafford Junction recently received a $20,000 grant from Stafford Hospital Community Benefit Foundation, according to a news release. The funds will be used in the nonprofit’s Healthy Living Pays program that aims to improve cardiovascular health by promoting regular exercise and good nutrition through classes. Stafford Junction continues to see children and families who are suffering from food insecurity and physical inactivity, causing too many serious and costly health conditions like obesity, heart disease, high blood pressure, diabetes and associated illnesses. The inability of low-income households
to purchase healthy food increases the risk of obesity and diabetes. Individuals living farther away from grocery stores are less likely to purchase healthy foods on a regular basis, and are more likely to get food from convenience stores and fast food outlets. Stafford Junction, in south Stafford, connects low-income children and their families with the resources they need to achieve health and stability. Without the nonprofit’s services, clients would have little to no access to health screenings, options for physical activity and resources for healthy eating and weight management, the release states.

Beginning in fall of 2020, Virginia will have more than Election Day. It will be more like Election Week. Voters will go to the polls on Tuesday, Nov. 3, 2020, to cast ballots for president and other political offices. But for the first time, Virginians will be able to vote early that year — from Oct. 24 through Oct. 31 — without needing to provide an excuse. That is the effect of legislation passed Thursday by the General Assembly and sent to Gov. Ralph Northam, who has expressed support for the measure. Currently, Virginia is one of 16 states that require an excuse to vote absentee. To cast an early ballot in the commonwealth, voters must provide one of a dozen reasons for voting absentee, such as having a health, religious, school or business reason that prevents the person from voting on Election Day. That would change under SB 1026,
sponsored by Democratic Sen. Lionel Spruill of Chesapeake, and HB 2790, introduced by Republican Del. Nick Rush of Montgomery County. On Thursday, the Senate joined the House in passing the final versions of both bills. The legislation “allows for any registered voter to vote by absentee ballot in person beginning on the second Saturday immediately preceding any election in which he is qualified to vote without providing a reason or making prior application for an absentee ballot,” according to a summary by the Legislative Information System. The absentee voting period ends on the Saturday immediately before the election. In addition, Virginia still will offer absentee voting the existing way — beginning on the 45th day before an election. But until a week and a half before the election, voters must provide an excuse to get their absentee ballots. When lawmakers convened in January,
Northam urged them to approve no-excuse absentee voting. He called the existing law “arbitrary.” Spruill said people do not feel comfortable having to provide an excuse about why they are voting absentee. “You’d be surprised at how many folks come down and have to give an excuse as to why they’re voting early,” he said. “There should be no excuse to vote.” Spruill said the legislation might reduce long lines to vote at polling precincts on Election Day. Del. Kaye Kory, D-Fairfax, co-sponsored both the House and Senate bills. She said passage of the legislation is a “victory for the whole commonwealth,” even though it will not take effect until 2020. “It’s about time. The reason this was a bipartisan success is because citizens of Virginia have been pushing for these kinds of reforms for many years,” Kory said.

dome, removed the underground piping, tore down some uncontaminated structures and began a decades-long effort to monitor and continually assess the site. They did the same at Fort Greely. Now, the facilities are getting old and since they’re still radioactive, the Army wants to go ahead and demolish these facilities. But this is not your average construction contract or your average hazardous waste management project. These are nuclear facilities; everything about them has special requirements. So, with that in mind, the Army Corps of Engineers is in the process of developing a contract. They want the demolition process to be safe, and they want these old sites to be clean enough for alternative uses. This means they have a lot of scientific and environmental work to do in establishing the scope of their contracting requirements. This will take a while, and cleanup work probably won’t begin until 2020 or even later. In the 1950s the Army nuclear program built the SM-1 for $2.09 million. The clean-up for a similar sized facility at Fort Greely is estimated at about $62 Million. That’s expensive. The SM-1 and its sister facilities were a part of our country’s early commitment to nuclear power and all that it might accomplish. Our nuclear industry learned a lot from their operations. However, while they were relatively easy to build, it’s turned out to be a lot more difficult to get rid of them than anyone ever would have imagined in the 1950s. UMW, Germanna sign transition agreement Germanna C ommunity C ollege students who transfer to the University of Mary Washington will have a better chance of succeeding thanks to a new agreement between the two schools. UMW President Troy D. Paino and GCC President Janet Gullickson recently finalized an agreement that more than assures admission to graduates of the Virginia Community College System’s 23 schools. The new agreement will smooth the transition from two- to four-year programs and help students graduate on time. Paino and Gullickson said the agreement will bring bachelor degrees into reach for a broader, more diverse group of students.

Stafford dancer wins top prize in international competition Mackenzie Brown, a 16-year-old Stafford native, won the First Prize Gold Medal at the 47th Prix de Lausanne on Feb. 10 in Lausanne, Switzerland. She also won the Contemporary Dance prize and the Audience Favorite prize. Mackenzie is the daughter of Tod and Julie Brown and grew up in Stafford. She attended Fredericksburg Christian School and then went to A.G. Wright Middle School. She took dancing classes at Barton and Williams School of Dance in North Stafford, Classical Ballet of Fredericksburg and later at Studio Bleu in Ashburn. She is also an ambassador for Dance Hope Cure, which merges the art of dance and raises awareness for childhood cancer. She has a passion for using dance to advocate, educate and inspire others to do the same for those children and families affected by childhood cancer. She is currently in her third year at Academie Princess Grace in the principality of Monaco. The academie is named after the American actress Grace Kelly, who married the prince of Monaco. She also studies through Liberty University Online Academy in

Mackenzie participated in YAGP (Youth America Grand Prix), and at one of the Finals was discovered by Luca Masala, the artistic director of Academie Princess Grace. The Prix de Lausanne is a prestigious international competition designed to identify young dancers from age 15 to 18 who have the most promise for the future in dance, according to a news release. Eight top awards and several other awards are awarded for internships or schooling to the top prize winners. During the weeklong competition, a jury of international professionals — including many former principal dancers, and current and former artistic directors — observe the candidates in class, on stage, and doing contemporary and classical variations. The jury included eight former prize winners, including this year’s jury president, Carlos Acosta. After completing her schooling at Princess Grace Academy, Mackenzie hopes to dance for a major ballet company, such as the Royal Ballet Company in London or the American Ballet Theater in New York in 2020, her father said.

The Reasons Behind America’s Manufacturing Comeback B
road-based job growth has led to a manufacturing comeback, suggesting it is becoming cost-effective to manufacture in America again. Just three years ago, the Labor Department estimated that manufacturing would lose jobs at a rate of 0.6 percent per year between 2016 and 2026, largely due to automation and trade penetration. But instead of falling, manufacturing employment is rising — and doing so across a broad range of subsectors. U.S. manufacturing employment defied predictions in 2018, growing by 2.3 percent — faster than average job growth overall of 1.8 percent. And that job growth was unusually broad-based, taking place across many manufacturing subsectors, rather than being concentrated in just a few. The 12-month manufacturing Diffusion Index, a measure of the breadth of job growth, rose from 42.1 percent at the end of 2016 to 80.9 percent at the end of 2018.
TECH TRENDS LEADING THE WAY IN MANUFACTURING
Among the many factors driving the expansion are technological advances that are making it cost-effective to manufacture in America again. One is 3D printing, which is making it possible to design parts that are lighter and more efficient, and to produce them several times more quickly and cheaply than ever before. A second technological trend is the increased adoption of robots, sensors, and computerized production systems which increase the need for more highly-educated workers with skills in computer programming and data analysis. As a result, the benefits of outsourcing manufacturing work to China and other countries with cheaper labor are declining and the benefits of locating in the United States are rising. A third technological innovation is the fracking revolution and the increase in domestic production of natural gas and shale oil. Low gas and oil prices reduce

U.S. production costs and attract manufacturers. Experts say fracking has helped stimulate the manufacturing renaissance. A fourth trend is the rise of manufacturing platforms — a response to the increased demand from consumers for variety and customization. Many manufacturers are finding it easier to be flexible and responsive to customers by using local, small-batch manufacturing techniques and simplified supply chains, rather than mass-manufacturing abroad. THE FUTURE OF MANUFACTURING JOBS IS HERE
Occupational Employment Statistics from the U.S. Bureau of Labor Statistics highlight additional trends that have transformed manufacturing over the past two decades. For example, more than 100,000 jobs have emerged for inspectors, testers, sorters, samplers, and weighers – largely the result of increasing emphasis on safety and quality. New engineering and production standards are emerging as a result of negoti-
ated international agreements, U.S. government regulations and even voluntary organizations, such as those committed to producing organic products and eliminating BPA. Median annual earnings of inspectors and testers are $37,340, about the same as the median wage for all occupations. The number of jobs for computer control programmers and operators has also grown rapidly, as manufacturing has become more automated. Computer numerically controlled machine tool programmers develop programs to control the processing of metal or plastic parts by automatic machine tools. Their median annual wage is $52,550, well above the national median wage for all occupations of $37,690. ZipRecruiter data on job openings and job searches point to the new and emerging occupations in the field and show that, in many ways, the future of work is already here. There are growing numbers of openings in even the most novel, cutting-edge manufacturing fields. ustomer service job titles are changing, and the one you end up with in your next customer service role could significantly affect how much you get paid, even if the skill requirements are the same. Most job titles have at least one alias: software developer and software engineer; outside sales representative and B2B sales representative; talent development specialist and recruiter, to name a few. But regardless of the title du jour, each role and their analog tend to pay about the same, according to the ZipRecruiter Compensation Estimate. But unlike software developers and HR reps, which tend to have two or three synonymous job titles, customer service representatives are referred to in more than 30 different ways in jobs posted to ZipRecruiter, not including titles that denote senior or management positions. What’s more, even though the core skill requirements for customer service jobs remain consistent across different titles, research
shows as much as a 35 percent difference in pay. THE FASTEST GROWING TITLES PAY A PREMIUM
Novel job titles pop-up on ZipRecruiter all the time. But the sales ninjas and data jedis of the world are usually one-offs, used here and there but rarely gaining mainstream adoption. A few alternative customer service titles, however, are clearly catching on. Although customer service representative still accounts for the largest share of customer service job titles on ZipRecruiter — about 42 percent — the growth in postings using this title pales in comparison to a few of the loftier sounding titles in 2018. The fastest growing customer service job title for 2018 was customer experience associate, increasing 346 percent year over year. Customer engagement representative job postings increased 214 percent, and customer service advisors jumped 138 percent, all three of which significantly outpaced the 89 percent
growth in CSR jobs. To be sure, ZipRecruiter analyzed the job titles of more than 5 million customer service openings posted at the site in 2018 to see what, if any differences existed between the roles. While some of the jobs prioritized a few skills over others, they found that the top 10 skills for each of the job titles were nearly identical. Although the different titles come with the same responsibilities, the pay varies widely. Data showed that the fastest growing customer service job titles pay an average of $2 to $5 more per hour than roles advertised using traditional customer service titles. Someone hired as a customer service professional stands to earn an average of $10,000 per year less than their similarly qualified counterpart working as a customer experience associate. Assuming a 35-year career with a 5 percent annual pay increase, the customer service professional could lose more than $800,000 in lifetime earnings. —Jeffery Marino | Ziprecruiter

Changes in Skill Requirements Herald the Future of Warehouse Work
A
lthough employment in the warehouse and storage subsector has continued to outpace growth in nearly every other industry, you can’t just ask Alexa for a warehouse job and expect one to arrive on your doorstep. In fact, warehouse jobs were the most competitive among job seekers on ZipRecruiter in all of 2018. It’s with good reason that these jobs have been sought after for so long. A relatively low barrier to entry, coupled with an average hourly wage of $14, and the near ubiquity of fulfillment centers across the U.S. have made warehouse jobs the go-to for blue-collar workers for decades. Unfortunately, many of those vying for these positions today may not be aware of the tectonic shift in skills required to be a successful candidate. Advances in automation and drone technology have clearly changed the character of warehouse work: according to ZipRecruiter data, it now has more to do with systems management that it does moving boxes. A BLURRED LINE BETWEEN MANUAL LABOR AND MANAGEMENT
Judging ZipRecruiter’s analysis of thousands of warehouse jobs posted to the site in January of 2018 and 2019, the humans haven’t been totally replaced in warehouses quite yet. Overall, jobs in warehousing and storage posted on ZipRecruiter increased by 85 percent in 2018 compared to the year prior. Management level positions increased nearly twice as much, however. Over the same period jobs in warehousing and storage with the word “manager” in the title grew 164 percent — a trend that is evident from the shifting skills requirements observed in ZipRecruiter job postings. The site compared thousands of job openings posted to ZipRecruiter in January 2018 to January of this year to see how the skills required by employers
have changed. The two skills that saw the greatest decline happened to be two of the most fundamental skills traditionally associated with warehouse work: packaging (down 81 percent) and stocking (down 48 percent). The skills that are on the rise sound more like they’re for an entry-level business services role, albeit one that requires “heavy lifting.” Relationship management and math skills were the top two fastestgrowing skills requirements that employers in the warehousing industry mentioned in job postings this January. In addition to heavy lifting, there are still some usual suspects in the list of top skills—loading and unloading increased 95 percent year over year, for instance. But even this skill could have greater currency in the age of automation. In a study on the job creation potential of autonomous trucks performed by Uber’s Advanced Technologies Group last year, the authors identified the need for the human touch at distinct moments of an otherwise automated logistics process: “The biggest technical hurdles for self-driving trucks are driving on tight and crowded city streets, backing into complex loading docks and navigating through busy facilities. At each of the local haul pick ups and drop offs, there will need to be loading and unloading. These maneuvers require skills that will be hard for self-driving trucks to match for a long time.” But technology still has a ways to go before we can define the relationship between man and machine. Until then, it’s clear that existing technology has called for more employees with management skills to keep these systems running at an optimal level. This includes not only technical acumen but also the administrative and interpersonal skills one would expect any good manager to have. —Jeffery Marino | Ziprecruiter

The Post-Shutdown Hangover for Workers and Businesses he government shutdown that ended on Jan. 25 was the longest on record. Coming in at 35 days, it was a full two weeks longer than the 19951996 shutdown under President Clinton. Largely because of its length, its effects on American workers and businesses were deeper and more wide-ranging than those of past shutdowns, with the hangover still lingering weeks later. Financial hardship for furloughed federal workers and contractors The main effect of the shutdown was financial difficulty for many of the 800,000 federal workers who went without paychecks, and for many of the government contractors whose contracts were suspended. A ZipRecruiter survey of close to 2,000 federal and contract workers conducted during the fourth week of the shutdown found that 89 percent were experiencing “significant financial hardship” due to the shutdown. Although furloughed workers were promised back pay and many were offered zero-interest or low-interest furlough

relief loans, many appear not to have accessed those resources. Perhaps they thought they would not need to, based on past experience with furloughs that only lasted a few days. Each day that the expected resolution failed to materialize, however, workers found themselves drawing down savings, running up credit card debt, cutting back on consumption and missing bills. Due to interest payments, late fees and effects on credit scores, it could take months for workers to get their finances back in order. REDUCED EMPLOYEE MORALE AND RETENTION
For many workers, financial hardship led to lower morale and reduced retention intentions. In ZipRecruiter’s survey of affected workers, 67 percent of federal workers and contractors said that the shutdown had made them consider leaving government employment to seek a job in the private sector. In past shutdowns, there was no distinguishable effect of furloughs on retention. In fact, there may
planned hires in January — with effects both on their operations and on the financial wellbeing of job seekers who saw their start dates delayed. OTHER BUSINESS DISRUPTIONS
even have been positive effects for some workers, who enjoyed getting a paid vacation. But the length of this shutdown and pay interruption likely altered the calculus for many workers. Even before the shutdown, quit rates for government workers were near alltime highs. A tight labor market with record-high numbers of job openings is encouraging many workers to seek outside opportunities. The combination of the unusually long shutdown and unusually enticing private sector job market may have significant downstream effects on the government’s ability to retain talent. DELAYS TO PRIVATE-SECTOR HIRING
In addition to surveying affected workers, ZipRecruiter also conducted a survey of 200 employers to explore how the shutdown was affecting them. The most common response businesses gave was that the shutdown was holding up hiring due to the suspension of E-Verify and delays to federal background checks. As a result, many companies could not complete
There were myriad other effects on businesses as well, as the survey discovered. Federal contracts were suspended, halting work on a range of programs and projects. The approval of Department of Housing and Urban Development loans and Small Business Administration loans was delayed. Demand for goods and services fell at businesses that serve large numbers of federal workers. Too few air cargo security staff and Environmental Protection Agency inspectors were on hand to scan shipments and approve export licenses, so some shippers and freight-handlers experienced delays in inspections and paperwork approvals for exports and imports. Shortages of Transportation Security Administration staff caused long security lines at airports, and shortages of air traffic controllers prevented some planes from taking off. There also are the effects on public opinion and on future recruiting efforts, which may be harder to quantify. Without the promise of a steady paycheck and advancement opportunities, federal workers and job seekers considering federal employment may look elsewhere. —Julia Pollak/Ziprecruiter

What to do if there’s a FRAP Your dog suddenly begins zooming and zipping all over the place. He dashes about like a maniac. His back is hunched and he is running low to the ground, sometimes in circles. What is he doing? It’s frenetic random activity period or FRAP (aka “zoomies”). FRAPs are high energy bursts of activity, but they are not always a sign of a dog being high energy. I have watched lower-activity dogs perform this action. During a FRAP, the dog may race, spin, play bow, bounce and zip about as if possessed by a speed demon. These sessions generally last a few minutes or so. Afterward the dog will stop and often rest since the energy is spent. Any dog can and will FRAP, though it is more often seen in younger dogs. FRAPS are generally part of a normal release of energy in many dogs. What should we do during a FRAP episode? I do not interfere with these moments unless the dog is at risk of hurting himself or someone else. Generally, during FRAPs many dogs come close to crashing into things but miraculously do not (though sometimes they may). However, sometimes these events may be punctuated by jumping on humans, nipping, crashing into other pets, etc. If your pup is frapping, you should stop and move away. Allow him to burn this energy off. Call other dogs in if needed. Teach children that if Sparky starts doing this behavior to quietly walk away. Do not try and engage in play or training. At this moment your dog is not available to focus and work. He needs this time to race about. If the zoomies are not putting things at risk, I let it go on. If your dog is having them inside
and there is a risk of him crashing into something or someone, then I would open a door and try to direct him outside. I would not bring a dog who is prone to frapping to dog parks. A dog zooming about may stress other dogs, incite a chase, and result in bad things happening. If you go to dog parks, I would exercise the dog first to reduce the risk of a FRAP. If you see one starting with other dogs, I would get my dog out of there. Some dogs will FRAP at specific times (meaning they are not random) such as after a bath or grooming session, or after you have come home from working a long day. Try to remember what your dog did before a FRAP started. When you see these preliminary actions, this is the time I would get my dog to an area where he can zoom until he is done. To reduce the chance of zoomies make sure you are giving your puppy adequate outlets for what he needs: walks, the ability to safely sniff and explore, toys that encourage the body and mind to work. Games that encourage activity like flirt poles and carefully played tug games can help with energy expending. If your dog gets the zoomies while working, it may be a stress issue and not impulse problems. Fraping for fun is not an impulse issue. The zoomies are often normal behavior. However, if you are concerned if his fraping is normal behavior or possibly indicative of something, contact a good trainer for a professional opinion. FAAR joins local nonprofits to expand affordable housing The Fredericksburg Area Association of Realtors has partnered with local housing nonprofits to help expand affordable housing through the Stable Homes Partnership. FAAR began working last year with the nonprofits through the Continuum of Care, a federally mandated local planning body that coordinates housing and services for homeless families and individuals, according to a news release. Under the CoC umbrella, FAAR partnered with Micah Ecumenical Ministries, Loisann’s Hope House, Empowerhouse and the Thurman Brisben Center to create a marketing and recruitment plan to expand the pool of area property owners willing to rent to families and individuals facing housing challenges. The partner organizations assist tenants with rent and security deposits, while also
providing case management and regular property inspections to smooth the path for long-term stability and success. Property owners engaged in the program have access to a ready pool of quality tenants paying fair market rent, thus reducing costly downtime while advertising and showing their properties. FAAR and the CoC agencies are hosting an informational session about the Stable Homes Partnership on Tuesday, March 19, with identical sessions at 9 a.m. and 7 p.m. at the Fredericksburg Area Association of Realtors, 2050 Gordon W. Shelton Blvd., Fredericksburg, 22401. The meeting will feature an overview of the program and panel discussions with property owners and case managers in the program.
