Stafford County-based construction firm CIP Finishes will break ground on a new headquarters on Centreport Parkway at 4 p.m. March 28, announced owner and president Paul Milde. The public is invited to celebrate the business’s growth over more than three decades. The new 20,000-square-foot headquarters will be located on 3.5 acres at 25 Centreport Parkway, near Stafford Regional Airport. CIP Finishes will occupy over half of the $2.5 million facility, and is seeking tenants for the additional space. Since its founding more than 30 years ago by Milde, CIP Finishes has grown

from a custom-closet installer to a Class A contractor that furnishes and installs interior finishing hardware in large, multifamily residential communities throughout the mid-Atlantic. CIP Finishes saw its strongest year to date in 2018, completing more than 7,000 units in 35 projects, and grossing close to $7 million, Milde stated. The products CIP Finishes installs range from shower doors and bathroom enclosures, to wire shelving, mailboxes, interior door locks and hardware, bike racks, fitness room mirrors and more. The firm is one of the largest east-coast distributors of Moen bath accessories.

Courthouse Road, I-95 interchange construction still on schedule The Virginia Department of Transportation says that all construction on the Courthouse Road widening and the new Interstate 95 exit 140 diverging diamond interchange will be completed by July 31, 2020. The new traffic signal at Courthouse Road, Winding Creek Road and Ramoth Church Road is on schedule to be activated this summer, before the start of the public school year on Aug. 12. The current commuter lot near the I-95 interchange is temporary, according to a news release. When the project is com-

Crews are also working to clear the area where Austin Ridge Drive will connect with Courthouse Road at a new intersection.

Change from cup of coffee brings $150,000 lottery win

All James Shackelford wanted was a cup of coffee, he told lottery officials. That’s why the Stafford man stopped at the Wawa at 275 Butler Road in Stafford. When he got his coffee, he had a few bucks left over, so he bought a Cash Money ticket from the Virginia Lottery, according to a news release.

“I was all shook up!” he said as he claimed his prize. Shackelford is the third person to claim the top prize in the Cash Money game, leaving one $150,000 ticket unclaimed. Shackelford, who works as a plumber, said he has no immediate plans for his winnings, but he may do some traveling.

Even supporters of the Civil Rights Act were worried about challenging the old chairman’s authority. But the number of names on the petition kept growing and before it reached the magic number of 218 signers, Chairman Smith gave in. Committee chairmen still exercise awesome power in Washington, but times have changed. Congressmen aren’t quite afraid of them as they used to be. Tools like the discharge petition have been used many times since, and now both parties have term limits for their committee chairman. However, Richmond hasn’t caught up when it comes to reining in the abuse of power in their respective committees. Another good example of a committee thwarting the will of the chamber was the bill to create a redistricting commission to draw lines for legislative and congressional seats. Committees are important. Every legislature relies on them, and they do a lot of the heavy lifting of legislating. However, as we saw in Richmond and it happens elsewhere too, the Committee process can give disproportionate power to a few, and it can be abused — often at the expense of the democratic process. So, yes, that is where, until the Committee system gets fixed, good ideas sometimes go to die. Wittman arrives late to road priorities Just the other day, I received an email blast from Rep. Rob Wittman about his transportation priorities for the 116th Congress. Now, I like the congressman. In fact, I worked on his campaigns that finally led to his becoming a member of Congress. His early work in Virginia led me to believe he cared about the environment, with emphasis on the Chesapeake Bay, and had the best interests, including transportation issues, of his constituents at the top of his list. But his recent email made me wonder why it has taken so long to focus on the transportation and road needs of the area he represents. In his email he states, “… He will be focused on long-term funding solutions for the Highway Trust Fund, streamlining federal processes that pertain to infrastructure, expanding opportunities for public-private partnerships….” While I’m pleased he is doing this, it is surprising to read this now, since, as he points out in the email, he is a commuter himself. He makes the round-trip to Washington, D.C., almost every day from his home in Montross since being elected to Congress in December 2007 to fill the term of the late Jo Ann Davis. Now, I’m a bit puzzled that it has

taken 12 years and all that mileage up and down Interstate 95 and U.S. 1 to make this a priority. Twelve years ago the back-ups had already started and each year have gotten worse to the point that our piece of interstate is considered one of the worst traffic corridors in the nation. We really didn’t need any study to tell us that. Just ask anyone who commutes to D.C. or has spent hours in the interstate parking lot. So, how did this go unnoticed and not a priority in 12 years? Regarding the environment, to his credit, the health of the Chesapeake Bay and the Potomac and Rappahannock rivers has been a priority for Wittman. As a long-time environmentalist, he has done much to maintain these bodies of water in a healthy condition. Those who live in his district know that, in addition to the environmental health of these waters, the economic health of this area depends on these waters remaining healthy. However, it appears that President Trump’s new budget reportedly will drastically cut the funding for the ongoing successful work to restore the health of the bay. We have seen how the investment and “cleanup” efforts made in the last few years have improved the bay. It would be unfortunate for

our area’s environmental and economic future needs if the funding becomes inadequate to continue the restoration and health maintenance of the bay. For our area, it is time that a real transportation plan for the future takes top priority. It doesn’t take a study to realize that if Washington, D.C., needs to be evacuated, or a bridge from Virginia to D.C. closes, or an earthquake or other natural disaster occurs along or near I-95 or U.S. 1, it will be chaotic. We’ve known this for more than 12 years. We also know that if the health of the Chesapeake Bay regresses, harming the plants and animals in it, this area will suffer greatly. What is needed is strong leadership to deal with these two highly important priorities. We need leadership that has vision for the future, that doesn’t just add more lanes. It will take a vision that is not clouded by the failure of past plans. I hope that Wittman does make these two issues his highest priorities. If he does, I’ll be happy to support him. The young girl is sitting on the sofa, torso upright, head tilted to the side, resting on her hand. She hears the conversation at the kitchen table across the room, but she doesn’t want to intrude. Her mother and grandparents are over there again, telling stories about her father. Ashlynn Herrmann spent the last few months listening to those stories. The 13-year-old has heard them all, but she is more than happy to hear them again. Like that time during her dad’s senior year in 1998. He was playing third base for New Bern (N.C.) High School, and his team held a one-run lead in the bottom of the sixth with one on and two out. Whatever you do, he told his pitcher, do not throw it low and away — anywhere but low and away. The pitch was low and away. He snapped his head up and followed the ball as it sailed through the sky over his left shoulder. The ball — and the lead — were gone, and he was spittin’ mad. But he extended his arm as the batter trotted toward third on his trip around the bases.

“He’s the only guy who sticks his hand out,” said Frank Savarese, who clubbed the memorable home run. “He said, ‘Nice hit, bud. Nice hit.’ That was Kevin.” Lt. Col. Kevin Ryan Herrmann was 38 years old when he died. He was a decorated Marine Corps pilot who completed the Weapons and Tactics Instructor Course (think Top Gun for the Marines), served four combat tours, and was widely considered one of the best Marine pilots on the planet. badge of honor, keeping score during his daughters’ youth basketball games even when the league itself didn’t. He had a sharp wit, was a devout Christian and loved the Atlanta Braves. And he always had sweaty palms. Goodness, those sweaty palms. He would hold his hands in front of the air conditioning vents to keep them cool and dry whenever he drove. He was embarrassed to shake anyone’s hand in church. He even had to prepare himself before he congratulated Savarese as he rounded third after that home run during senior year. “He wiped his hands because they were sweaty as hell,” Savarese said, finishing his thought with a laugh. “He always wiped them off on his pants.” *** Ashlynn sits up straight, listening more closely to the conversation in the kitchen. She’s laughing along with everyone else at the notion that her dad — and the rest of the family, for that matter — rooted against the New York Yankees just because his mother, Mary, rooted for them. Ashlynn even chimes in when a visitor asked how her father liked the Japanese lifestyle. Herrmann reported to Marine Corps Air Station MCAS Iwakuni in July 2006 and served as executive officer and the officerin-charge for several KC-130 detachments. The Herrmanns enjoyed living in Japan, taking every opportunity to travel the country and soak up its history and traditions. Kevin never did take to the food, though, with one exception. “He liked CoCo’s Curry!” Ashlynn said, inching closer to the edge of the sofa cushion. The popular Japanese rice plate was one of the few native dishes the entire family enjoyed together. No matter where he was stationed, Kevin always found a way to track down his American comfort food: steak, burgers and pizza. That was Kevin, making the best of any situation. Like the time he broke his elbow the summer before his freshman year at Appalachian State. Kevin was a lifeguard on base at Marine Corps Air Station Cherry Point, in North Carolina, where his father was stationed. He noticed a woman struggling with her umbrella, so he thought he’d help. When he did, the umbrella came crashing down, slicing open his finger. Kevin being Kevin, he fixed the umbrella, wrapped his finger, and climbed back into the lifeguard chair, “which he never should have done,” Mary said. “It was a superhot day, like 100 percent humidity. He’s up there, and all of a sudden he doesn’t feel good.” Dazed from both the heat and the loss of blood, Kevin fell out of the chair and shattered his elbow against the edge of the concrete as he splashed into the pool. He underwent surgery, during which several pins

were inserted, and spent his entire freshman year at Appalachian State rehabbing. Kevin attacked his recovery with the same drive and determination as he would a video game in a buddy’s basement. “He doesn’t take no for an answer,” Savarese said. “He was a no-quit kind of guy.” He was also known to embellish a story every now and then, an accusation Savarese levied and the Herrmanns proudly confirmed. It wasn’t enough that he broke his arm and needed surgery. Oh, no. “He would totally blow it way out of proportion. ‘Oh, I lost so much blood! I revived myself in the water!’ Are you kidding me?” Savarese said. “He’d always talk with that smirk, too. Kev and Kev have that exact same smirk. His dad used to wink at you when he was BS-ing with you. Little Kevin did the same thing.” Savarese also grew up in a military family. His father, like Kevin’s, retired as a colonel, and all four men were trained aviators. The Herrmanns and Savareses followed each other around the country, sharing nearly every duty station since the mid-1980s. They watched each other’s kids and vacationed together; and now they mourn together. “I’ve lost a lot of friends, unfortunately, in this line of work,” Savarese said. “But in this case, with Kevin, that was the hardest one for me.” *** The young girl who started on the sofa is now seated at the end of the kitchen table, next to grandpa Kevin. She’s made the transition from listener to participant. Ashlynn has her mother’s long brown hair and her daddy’s relentless work ethic. The daughter of a military man, she knows all too well how to pack for the next move. She has attended seven different schools, but her grades are always the same: straight As. Ashlynn’s sisters have also gathered around the table. Savannah and Brook-

They’re just in time to hear the story — again — about how her parents met. They were both visiting family in New Jersey over Christmas break during Kevin’s senior year of college, and they first laid eyes on each other at a party through mutual friends. Jennifer, a graduate student at the time, immediately took to Kevin. “Very handsome,” she said. “Just very confident. We started emailing, then calling, then visiting. The long distance thing worked out.” They were married less than two years later, in October 2003, and Ashlynn was born a few years after that. Jennifer hasn’t slept much lately. No one has. Kevin’s death occurred while the family was preparing to move back to Northern Virginia. Immediately after the accident, the entire Herrmann crew, including Jennifer’s parents and friends, flew to Japan to help Jennifer and the girls transition back to the United States. In the few months since, the Herrmanns have attended multiple memorial services for Kevin, including one in Triangle on Feb. 23 at St. Francis of Assisi Catholic Church. The 800-seat church was nearly full by the time the service started. A bagpiper played in front of the church, and the receiving line for Kevin’s parents was 20-deep

for the better part of an hour before the service. Five eulogies were given on that sad, rainy afternoon, including moving tributes from Kevin’s brother and sister, Dustin and Kaitlyn. Dustin’s most vivid memories are of those Saturday mornings as a kid, when baseball was all that mattered. “Every weekend, we’d wake up, eat breakfast and head to the baseball field, just the three of us Herrmann boys,” he said. Savarese’s parents, retired Col. and Mrs. Mark Savarese, remembered Kevin as a big brother to their daughter, Amy, who was a freshman at Appalachian State when Kevin was a senior. Kevin assured the Savareses that their daughter would always have someone looking out for her, someone to point her in the right direction when she veered off the path. He considered it a gift, then, to have three daughters of his own. Ashlynn smiles as her mother and grandparents talk about the qualities Kevin instilled in his children despite his tragically brief time as their father. Her grandpa extends his arm, and she places her hand on top of his. Just as he closes his hand over hers, he quickly jerks it away. Everyone at the table erupts in laughter. It seems Ashlynn has sweaty palms. Just like her daddy.

Volunteers needed to clean battlefields, historic sites Volunteers are needed to team up with the American Battlefield Trust to aid in cleaning 25 Old Dominion battlefields and historic sites during Park Day, Saturday, April 6, according to a news release. Activities are chiefly outdoors and range from raking leaves and collecting trash to painting and gardening. Volunteers will receive T-shirts, and some sites will provide lunch or refreshments. A local historian may be on hand to talk about the history of the site. Volunteers interested in participating

STAFFORD BRIEFS MATSIKO WORLD ORPHAN CHOIR TO SING IN STAFFORD The Matsiko World Orphan Choir will perform at the Regester Chapel UMC sanctuary at 7 p.m. Saturday, March 23. The church is at 85 Bells Hill Road, Stafford. The children range in age from 7-14 years, and they come from Liberia, East Africa, Peru, Nepal and India. The mission of the choir is to spread word of the plight of the many orphaned children in the world. The children are all orphans or labeled at risk because some of their parents have given up on them out of desperation. Others have been rescued from human trafficking.

There is no charge for this event though a love offering is welcome.

UMW, local colleges get funds for cybersecurity program University of Mary Washington, in partnerships with Germanna Community College and Rappahannock Community College, will establish a cybersecurity preparatory program to train certified information systems security professionals. UMW will implement a 40-hour certification program, as well as a structured pre-study curriculum, both of which will benefit from new local study groups, live trainings and online resources, according to a news release. The program will be supported by

Growth and Opportunity for Virginia (GO Virginia) funding. “GO Virginia continues to promote innovative partnerships between businesses, local governments and educational institutions to expand and diversify regional economies and help reach our shared economic goals,” said Gov. Ralph Northam. “These seven projects will build upon the momentum we are seeing throughout the Commonwealth to develop the talent, sites, and new businesses that make Virginia the best place to live, work, and raise a family.”

The GO Virginia Board approved seven projects, which will use at least $7,216,462 in non-state sources to assist with economic diversification throughout Virginia, including $3,530,281 of local government resources toward the seven projects, the release stated. The GO Virginia grants will be used to implement projects that align with each region’s growth and diversification plans. These plans provide an honest assessment of the economic, workforce and structural barriers in the region, as well as the existing regional economic drivers and

potential growth sectors in each region. Projects that address these challenges and opportunities are a key step toward the creation of higher-paying jobs. “Through GO Virginia, we are supporting creative opportunities to assist our regions with providing the training and tools needed to diversify and strengthen our economy,” said Secretary of Commerce and Trade Brian Ball. “The programs we are funding will continue to support the regional priorities identified by each region and work towards creating higher-paying jobs in priority areas.”
