Alleged shoplifting leads to arrest of wanted suspects An alleged shoplifting at Walmart on March 23 led to the arrest of several suspects, including two wanted suspects, by deputies with the Stafford County Sheriff ’s Office, according to spokesperson Amanda Vicinanzo. Deputy Connelly responded to reports of a larceny at the Walmart at 217 Garrisonville Road in North Stafford. A white Nissan left the parking lot and traveled east on Garrisonville Road after the occupants were seen stealing a bicycle, a vacuum and a microwave, Vicinanzo said. Connelly saw a Nissan leaving the parking lot of the Wawa at 105 Garrisonville Road and conducted a traffic stop. He saw a bicycle, a vacuum and a microwave, along with four occupants in the vehicle. The driver was identified as Pearl Quinn, 45, of Fredericksburg. When she got out of the vehicle, Connelly noticed she was un-

steady on her feet. Field sobriety tests were conducted, and she was taken into custody and incarcerated at Rappahannock Regional Jail on a $1,500 secured bond for driving under the influence and driving revoked as a habitual offender. The rear passengers were identified as William Brown Jr., 67, and Tammy Tibbs, 41, both of Manassas. Wire cutters and an owner’s manual for the stolen bike were found in Brown’s pockets. Brown was taken into custody and served his outstanding warrants for larceny-related charges out of Prince William County. He was also charged with grand larceny, conspiracy to commit larceny and possession of tools that could be used in a burglary. He was incarcerated at Rappahannock Regional Jail in lieu of a $2,000 secured bond. Tibbs was charged with grand larceny

and conspiracy to commit larceny. She was taken into custody and incarcerated at Rappahannock Regional Jail in lieu of a $2,000 secured bond. The front passenger initially identified himself by fictitious name, however, a security guard recognized him as a wanted person named Jonathan Rios, 38, of Fredericksburg, who was wanted in Fredericksburg on probation violations and larcenyrelated charges. Rios had also allegedly stolen TVs from the Walmart at 11 Village Parkway on March 10 and March 13, Vicinanzo said. Then, on March 21, Rios was seen taking a TV from the Walmart at 217 Garrisonville Road, Vicinanzo said. Rios was taken into custody and served his outstanding warrants. He was also charged with grand larceny, conspiracy to commit larceny, providing false identity to law enforcement and identity theft. He was

incarcerated at Rappahannock Regional Jail without bond. The deputy who conducted the traffic stop on March 18 was alerted to the larceny incident. On that date, Deputy McAlister had conducted a traffic stop and the driver had identified himself as Manuel Rosa. After being taken into custody, the suspect then told the deputy his name was actually Jose Rivera. The suspect was then released on summonses for traffic violations. Additional warrants were served against Rios related to a March 18 traffic stop, including forgery, uttering, providing false identification to law enforcement, providing false identification to avoid arrest, driving suspended, no liability insurance and improper registration. Over $700 in merchandise was recovered from the vehicle and returned to the store.

Two arrested for thefts Woman accused of embezzling from cell phone stores money for butt lift, wedding bills Suspects in cell phone larcenies from businesses in Stafford County as well as other jurisdictions were arrested March 27 by Stafford County Sheriff ’s Office detectives, according to spokesperson MOSTAPHA ATWA Amanda Vicinanzo. Mostapha Atwa, 21, and Kenneth Wingfield, 22, both from Newport News, were charged with grand larceny, larceny with intent to sell and conspiracy, said Vicinanzo. They were incarcerated at Rappahannock Regional Jail without bond. Deputy Gordon responded to a reported larceny at the Verizon store at 15 South Gateway Drive on March 5 at 7:41 p.m. A salesperson said that three males took four phones valued at over $3,100

from a display and left the store without paying. Deputies were unable to find the thieves. A similar incident happened in Spotsylvania County on the same evening. KENNETH WINGFIELD During the investigation, Stafford Detective Mark Steininger learned the suspects had been involved in numerous larcenies in Virginia and Maryland, including another in Stafford in December. On Dec. 7, 2018, at 1 p.m., Deputy Pinkard responded to a reported larceny at the AT&T store at 28 South Gateway Drive, where a salesperson said that two males stole five cell phones valued over $3,800. A third suspect from the March 5 theft has not been identified.

A Stafford County woman is in jail on embezzling and forgery charges, according to Stafford County Sheriff ’s Office spokesperson Amanda Vicinanzo. Vanessa Cline, 32, was charged VANESSA CLINE March 27 by Stafford County Sheriff ’s Office deputies for allegedly embezzling over $93,000 from No Limits Construction on Cool Springs Road, where she worked as a bookkeeper. She used the funds to pay for a butt lift and a wedding dress, among other things, Vicinanzo said. On March 18, Detective E.L. McCullough began investigating reports that a former bookkeeper had made numerous unauthorized personal purchases using a company credit card.

The company owner told the detective that his credit card company told him that one of his accounts was going to be closed for lack of payment. The owner learned that the former bookkeeper had made unauthorized personal purchases, including a wedding dress for $2,000 and a wedding planner for $25,000, Vicinanzo said. She charged over $7,200 on the company card to have her buttocks lifted in Miami. Other purchases included clothing, perfume, household furniture, airline tickets and an all-terrain vehicle. She also forged five checks totaling nearly $10,000, Vicinanzo said. Cline had replaced another former bookkeeper for the company who pleaded guilty to embezzling at least $150,000 from the company between January 2016 and January 2018. Cline is charged with five counts of embezzlement, five counts of forgery and five counts of uttering. She was incarcerated at Rappahannock Regional Jail in lieu of a $8,000 bond.

Do you remember Rocky the Flying Squirrel from the “Adventures of Rocky and Bullwinkle”? Rocky could fly, but it’s important to remember that he was a cartoon squirrel. In real life, squirrels don’t fly, not like birds, but there are flying squirrels. They have a little extra skin that allows them to jump and then glide. In a sense they turn their bodies into a glider. They are an impressive subspecies. But lest our local squirrels develop an inferiority complex, they too can make some amazing leaps and have the ability to turn their plumy tails into something of a parachute. Well, there you have it, the true story of my special relationship with our local furry friends and a few stories. I don’t think I will ever fully understand this unique bond either, but maybe the next time a squirrel stops to give you the eye, say good morning. Who knows, like my local squirrel so many years ago, he may chirp back. Most folks are not aware of the flood of 1942. It occurred in October and was sort of a “perfect storm” when a tropical hurricane combined with a two-hour heavy rainfall. Falmouth and Fredericksburg were badly flooded. Many areas were under water, and the Chatham Bridge was unusable. Downtown historic Fredericksburg, the shopping center of the region, had water submerging Sophia Street and flooding Caroline Street. Small boats, some with outboard motors, travelled up and down Caroline Street, where the floodwater was up to the second floor for blocks. County holding roundtable, public forums on growth Stafford County will be hosting roundtable events this month to collect public feedback on growth and development in the county. Recently, the county has seen a rising trend of residential development in rural areas without the proper infrastructure to provide Stafford’s excellent level of service to residents, said Shannon Howell, the county’s community engagement manager. That development coupled with a 16% rise in the county’s population since 2010 prompted the Stafford County Board of Supervisors to redouble its efforts in examining healthy growth to channel development toward areas more suited to it, according to a press release. The Board of Supervisors identified healthy growth as a priority last fall when they adopted Stafford’s first-ever Strategic Plan and Stafford County 2040 Vision for the Future. The Strategic Plan calls for actionable steps over the next three years to manage growth. Citizen input is a critical element in the deliberations, Howell said. Roundtable discussions and public meetings are the next steps in Stafford’s healthy growth analysis.

“It’s crucial that we balance our ability to serve the citizens in Urban Services Areas with the protection of our rural spaces and natural and historic resources,” said board Chairman Gary Snellings, Hartwood District. “We are asking the citizens to tell us what they want as the County moves into the future with a growing population.” A roundtable discussion April 10 will include participants selected based on criteria approved by the board. Those meetings will be open to the public, but only invited stakeholders will participate in the discussion. That event will be in Conference Room ABC at the Gordon Government Center at 1300 Courthouse Road from 10 a.m. to 1:30 p.m. Two open sessions will be held to inform the public about the data gathered and include comment periods: • Margaret Brent Elementary School, 2125 Mountain View Road, on Monday, April 22 at 7 p.m. • T. Home sales dip in February Homes sold in Stafford County in February saw the median sale price drop 7% compared to the same month in 2018, according to analysis by Long & Foster Real Estate. Both Caroline and Culpeper counties had a 9 percent increase, while Fredericksburg decreased by 9 percent. Units sold decreased throughout the GOLD

region, with the exception of Fredericksburg, which saw a 24 percent increase. Stafford had an 18 percent decrease. “The market is actually pretty strong right now. It depends on who you ask and it’s really hyperlocal, but February’s numbers are not surprising for Fredericksburg,” said Larry Foster, president of Long & Foster Real Estate.

to the problem. Falmouth may have had even more damage than Fredericksburg. Those who don’t believe that we can be under water should view the exhibit at the Fredericksburg Museum. As described on the museum’s website, “A new exhibit titled “Fredericksburg Flood of 1942, 75th Anniversary…is a combination of a short video, still photographs and graphics showing the effects the flood had on Fredericksburg and Falmouth. The video was produced by amateur filmmaker Jim Gaston, a FAM volunteer and Falmouth resident, and includes a combination of color and black and white home movie footage and still photographs captured by local residents.” That flood was almost 77 years ago and little if anything has been done to avoid another catastrophic effect on our area. Right now, the Chatham Bridge is in dire need of repair or replacement and when and if the repairs begin, we may see what would happen if we couldn’t have any or had limited access across the River. Historic Fredericksburg could be affected and the historic Falmouth area could be

devastated. So, what are we doing? Surprisingly, we are building a park along the river in Fredericksburg that flooded a few weeks ago. And we are permitting condos and commercial space to be built on land that floods and in 1942 was under many feet of water. So, what’s the plan? Is anyone thinking of flood control measures? Are there measures that can be taken to prevent this flooding? When locations like the Netherlands, whose lands are basically at sea level, and Venice, that has existed as a water city, have come up with flood control measures, it would seem that Fredericksburg and Falmouth could investigate flood control measures to prevent damage, erosion and expense. But not to worry. If nothing is done and we can’t get across the Chatham Bridge, traffic will be diverted to open roads like U.S. 1 and Interstate 95. Go fly a kite has a whole new meaning for two local men who are passionate about the pastime and are passing it on to the next generation. Stafford resident Mike Clark has been flying kites his entire life. When he was growing up, Clark even made his own. “If we got lucky, we might get a storebought one,” he said. “No matter what happened to the kite sail, we would save the spreaders to make another kite. Good flat sticks were the best.” Jack Wilson grew up in South Jersey but now calls Stafford County home. He said the kite scene was big along the Jersey Shore in the late 1980s and early ’90s. “We’d go down to the Shore to watch the national championships,” he said. Flying kites nearly two decades ago on Jockey’s Ridge on the Outer Banks of North Carolina sealed not only Wilson’s love of the sport, but his wife’s as well. “I’ve heard kite flying called fishing for angels,” he said with a laugh. “When I fly a kite, it puts a really big smile on my face and I can pass that smile on to somebody else.”

Clark said flying kites always makes him feel like a kid again. “When you fly a kite, it is a getaway and it’s relaxing unless you are competing.” For Clark, the best kites are made of what is known as ripstop nylon. “It can be repaired by stich or tape,” he explained. “The kites are good to fly as soon as the glue dries.” Clark either purchased as new, used or broken all of the kites in his collection. “I have two sewing machines and do my own repairs,” he said. Kite flying runs in the Clark family. Mike passed on the skill to his daughter, Michelle. For the past two years, a small portion of Clark’s kite collection has been on display at the Porter Library in North Stafford. Wilson said constructing kites rely on principles of STEAM (science, technology, engineering, arts and math) education currently being taught in schools across the country. “There is a lot of technology that goes into the building of kites,” said Wilson. Because his father Craig and older brother Bailey (a 2013 Mountain View graduate) had both played high school baseball, it stands to reason Mountain View senior first baseman Zach Kaatz would follow suit. So he followed the usual progression for a baseball enthusiast and began playing the game with T-ball as a five-year-old and then went to machine pitch before finding his way to the same travel team his brother played on, the Stafford River Bandits, at age 7. Kaatz remembers coach Jeff Asman telling him that he would find a way to get Kaatz’s bat in the lineup. Alas, although Kaatz was at least a couple years younger than some of the players on the 9-and-under team, he usually played right field but batted near the heart of the order until he was 11 or 12. Kaatz’ baseball journey then took him to the Stafford Heave, where he further developed his offense and began refining the defensive skills that have made him into a standout corner infielder for Mountain View recently. The travel ball years benefitted Kaatz, along with the Gregg Ritchie Starting Lineup hitting camp in Fredericksburg

kind of knew what to expect,” Kaatz said. “Coach [Craig] Lopez really is concerned with making his players not only into better players, but better men. He shows us how to do things the right way. He tries to get our input on things during practice, but he can put his foot down when we aren’t doing things the right way.” A recent source of relief for Kaatz was his commitment in October to play for Division 2 Lock Haven University in Pennsylvania. Kaatz said he began a tedious process by emailing an “incredible” number of coaches. Lock Haven was one of the first to respond back and a visit was soon arranged. “Lock Haven was one of the few schools I was able to tour and as soon as I got there, I fell in love with the campus, the coaching staff, and the team. They were able to acquaint me with not only the campus, but what I would have to do in the fall season and in winter conditioning. They told me I would have to work hard to make the team, but [the] time management skills I learned through travel ball really helped prepare me,” Kaatz said. SCHOOL BOARD APPROVES ELEMENTARY REDISTRICTING The Stafford County School Board approved a redistricting plan March 26 to balance elementary school populations across the division. A grandfathering option will allow for rising fifth-grade students to remain at their current elementary school, but transportation to and from school will need to be provided by the student’s parent. The approved grandfather clause does not extend to the siblings of rising fifth graders. SCPS will send information to families concerning the redistricting. Baseball team Contracting class required for license asking fans for new name

As the Potomac Nationals prepare for a move to a new stadium in April 2020, franchise owners have launched a “Name the Team” contest, according to a news release. The “Potomac” will be replaced with “Fredericksburg.” The team may keep “Nationals,” as it will remain an affiliate of the Washington Nationals, but owners are open to new “locally-flavored” suggestions, according to team president Lani Silber Weiss. “The team encourages everyone in the community to participate in this process and help us determine what name best fits Fredericksburg,” said Team President Lani Silber Weiss. “We’re also looking for other creative and entertaining ideas – from kids to seasoned fans – on mascots, logos, and other concepts.” Fredericksburg Baseball will collect team name submissions from fans via a survey available on fredericksburgbaseball.com. Fans are also encouraged to submit images and graphics to accompany suggested team names and mascots. The organization will select the best suggestions and put them up for a vote from fans. The final decision will be announced closer to the 2020 season.

Figuring out dog behaviors can require detective work A big part of helping owners with their canine concerns is doing detective work. Listening, observing, taking notes, looking for the obvious and not so obvious are all things that allow me to help owners uncover possible causes for why dogs are doing what they are. Let’s look at three cases (details changed for privacy). You will be given the same information I got at the initial phone contact. 1) Sophie was refusing to walk on leash. The behavior started within the past few weeks and was worsening. Previous training was positive reinforcement. There had been no incidents her owner could remember that would trigger the behavior. Medical had been ruled out. 2) Spike’s owner called me at the recommendation of another trainer. Spike was doing great with coming-whencalled in class, as well as during formal training sessions in and out of the house. However, outside of formal training sessions, Spike was ignoring the cue. 3) Bingo, a mid-adolescent dog, had begun attacking the older dog in the house. Bingo was given plenty of enrichment things, so the older dog was not the sole focus for playing. Bingo had been neutered. The older dog was neutered. As Bingo hit adolescence, his attitude was changing toward the other dog. His owners wanted help before things escalated. Stop reading; go get a snack and a cup of something. Sit and ponder the three cases, and see if you can come up with possible reasons for the concerns. (Insert syncopated clock — aka Jeopardy music — here, and time is up). Let’s go over each case and see how you did. 1) This case was straightforward once I saw one thing many owners would not

consider a problem. Sophie’s owner had attached a poop bag holder to the leash. As they walked, the holder swung in front of Sophie’s face. This was unpleasant for the dog. Once removed, Sophie began enjoying walks again. 2) Spike’s trainer was one well-known to me and someone I refer to for group classes, sports training and play groups. I asked his owner how Spike was trained to come when called. The trainer taught what I call a “competition recall,” which starts with the dog at a sit. He is told to stay. The handler walks away, turns and calls the dog. This way of training a recall gives a set of behaviors that need to happen before the dog comes to you. Spike could not figure out what to do when most of the sequence was absent. 3) Bingo was perplexing at first. The history indicated things were great until they were not. During the evaluation, Bingo signaled to go outside. Before opening the door, one of his humans put a shock collar on him. Since the collar was not out when I got there, I had no idea they were using one. It was information left out. I asked why it was used. Bingo only wore the shock collar when outside with the older dog. If the owners felt he was getting too rough in play with the other dog, Bingo got zapped. The reason for the behaviors was very clear. Bingo was associating the older dog with pain and was working to keep him away so there would be no pain. So, how did you do? A lot of dog work can be detective work. The more information we have through what you tell us and what we observe, the better.
