Woman charged in assault, day care break-in
A Spotsylvania County woman charged last week after authorities say she was found naked in a Stafford day care was arrested again the next day for an assault in a convenience store bathroom HEAVEN CONNER
in North Stafford, according to Stafford County Sheriff ’s Office spokesperson Amanda Vicinanzo. Around 5 a.m. April 4, deputies were called to the Kids on the Move Learning Center at 628 Cambridge St. after two employees arrived to open the business and discovered a naked woman in the doorway of a classroom, Vicinanzo said. The employees fled the business and contacted law enforcement.
Suspicious man approaches students at Stafford bus stop The Stafford County Sheriff ’s Office is investigating reports of a suspicious man who approached three children at a bus stop in the southern end of the county. The three middle-school students were waiting on a bus at the intersection of Hartwood Road and Reserve Way around 7:15 a.m. April 4 when the man drove by the bus stop and laughed and smiled at the boys, SCSO spokesperson Amanda Vicinanzo said. The man returned and stopped in front of the bus stop, rolled down his car window and asked the boys if they missed the bus. He then asked if he could give the boys
a ride to school, Vicinanzo said. The boys refused and began walking home, and the man asked them again to get in his vehicle, described as a beat-up silver four-door sedan, The man got out of the car, but the bus began to approach and he got back into his vehicle and sped off, Vicinanzo said. The man is described as a black male in his 30s or 40s with a gray beard. The Sheriff ’s Office deployed additional patrols to the area and will continue to have a heightened presence at bus stops, Vicinanzo said. Anyone with information can contact the Sheriff ’s Office immediately at 540658-4400.
Deputies arrived and encountered the woman, Heaven Conner, 23, of Spotsylvania, who was then clothed and “wielding a fork in each hand,” Vicinanzo said. Deputies were able to take the woman into custody without incident and she was charged with unauthorized entry and indecent exposure, the sheriff ’s office said. She was taken to the Rappahannock Regional Jail and later released on bond. Around 5 p.m. on the following day,
Conner was in a stall in the men’s restroom at the Wawa at 72 Austin Park Drive and allegedly reached out under the partition and began tugging on a man’s pants, pulling them in a downward motion, Vicinanzo said. The man left the restroom and called the sheriff ’s office. Conner was found in one of the stalls and was taken into custody and incarcerated at Rappahannock Regional Jail without bond.
CRIME BRIEFS STAFFORD WOMAN FACES HIT-AND-RUN CHARGE A man tried to stop the vehicle that struck his parked car at 432 Garrisonville Road near Travis Lane in North Stafford on March 23, according to Stafford County Sheriff ’s Office spokesperson Amanda Vicinanzo. He stood in front of the offender’s vehicle, but the driver did not stop her vehicle. He tried to move but was struck in the knee. She parked the vehicle and left the scene, Vicinanzo said. When the woman returned to the scene, she told deputies she was the driver involved in the hit and run. She was identified as Rosa Morales Cruz, 47, of Stafford. She was taken into custody and incarcerated at Rappahannock Regional Jail without bond on
charges of hit and run, and assault and battery.
BURGLARS TARGET SUNOCO ATM Deputies are investigating a burglary at a North Stafford Sunoco, according to the Stafford County Sheriff ’s Office. Burglars set off an alarm at the store at 488 Garrisonville Road on April 9 around 2:43 a.m., SCSO spokesperson Amanda Vicinanzo said. A deputy arrived to find the front door pried open and the plastic cover removed from the front of the ATM. Security footage shows two unknown burglars in masks and gloves making several failed attempts to break into the ATM. They eventually left the business without taking anything. Nothing was stolen from the business and there are no suspects at this time.

The Stafford County Board of Supervisors voted at its meeting April 9 to amend and restate the memorandum of understanding with Mosaic Realty Partners to allow the firm another opportunity to begin development at Aquia Town Center on U.S. 1 in North Stafford. The amendment removes the escalator clause for tax revenue incentives from the original 2015 agreement and requires Mosaic to clean up the site. Faced with no significant development at the site over the last three years, the board considered rescinding the agreement but decided an amended agreement may be a better course of action, according to a county news release. Key points of the proposed amendments include:
· Eliminates the escalator clause, keeping the Incremental Tax Revenue at $6.25 million. · Mosaic will clean up the site until development takes place, with details of the required cleanup outlined in an agreement after consulting with environmental staff. · The Incremental Tax Revenue (ITR) payback starts upon a Certificate of Occupancy for at least 15,000 square feet of new commercial space. · The agreement may be transferred, and all terms will continue with the new owner of the property if the transfer takes place within the three-year initial term. Mosaic’s original memorandum of understanding with Stafford County called
for the company to develop the center and receive $6.25 million in incremental tax revenue, with an escalator clause that would have multiplied the return over time. With no significant development on the project and no agreement with Mosaic on options for development in 2018, the board considered a resolution to rescind the memorandum at the Feb. 5 meeting. A representative from Mosaic offered to remove the “escalator” and consider other terms that would set timelines for the development. The board decided to delay rescinding the agreement for 60 days to give county staff time to continue to negotiate on an amended agreement with Mosaic. The newly amended agreement is the result of those negotiations.

the ideal clean energy, but in project after project there is often local opposition. Perhaps it’s because most people have never seen a large solar power farm. A recent project in Ohio faced concerns from local residents about the loss of good farm land and concerns about what all those solar panels would mean to the local ecosystem. There is also the belief that solar panels won’t work in the frequently rainy and overcast eastern United States. Surely, or so goes this line of argument, this technology is better suited to sun drenched Nevada, Utah or Texas. However, solar panels have improved over the years, their efficiency is vastly better, and even on a cloudy day they can generate considerable power. One worry was that the panels would create a reflective nuisance or a heat sink. Neither turns out to be much of a concern. The panels aren’t reflective and don’t absorb or project heat to affect their surroundings. There was also some wariness over the use of cadmium, a poison and a known carcinogen. However, when used in solar panels, it’s in the form of cadmium telluride, which as a compound is inert. Compared to other power sources, such as coal, nuclear and even natural gas, solar is decidedly placid. The plant will pay taxes, will employ about 25 people, make next to no noise and bother no one, all while generating pollution-free electricity. It sounds like a good deal. Northam vetoes bill creating school protection officers

A veto from Gov. Ralph Northam has stopped an effort in the legislature to create a new public-employee category called “school protection officers.” Supporters of the state legislation said the officers would help improve security in Virginia’s public schools. But Northam said the bill failed to clearly define the officers’ duties and credentials. Introduced by Del. Bob Thomas, R28th, HB 2142 defined a school protection officer as a “retired law-enforcement officer hired on a part-time basis by the local law-enforcement agency to provide limited law-enforcement and security services to Virginia public elementary and secondary schools.”
During the General Assembly’s recent session, the bill was approved 53-45 by the House and 26-13 by the Senate. In a 50-49 vote April 3, the House failed to get the 60 votes needed to override the governor’s veto. Virginia law currently provides for two types of officers in schools — school resource officers and school security officers. In announcing his veto, Northam said school resource officers and school security officers “have well-defined duties and responsibilities set forth in the Code of Virginia and are required to meet stringent training standards” administered as part of the certification process carried out by the Department of Criminal Justice Services. Thomas’ bill did not specify what

It said only that the Department of Criminal Justice Services would “establish compulsory minimum training standards for all persons employed as school protection officers. Such training may be provided by the employing lawenforcement agency and shall be graduated and based on the type of duties to be performed.” That raised concerns from Northam, who said duties and training could vary greatly from school to school since each local law enforcement agency has different regulations and standards. As an alternative to school protection officers, Northam noted that his Student Safety Work Group had recommended
increased training for school resource officers. Legislators passed and the governor signed two bills — HB 2609 and SB 1130 — that mandate that all school resource officers must undergo more training. By approving those bills, the General Assembly endorsed “the position that more, not less, training will better serve Virginia’s students and schools,” the governor’s veto message said. “Allowing a new type of officer with undefined duties and indeterminate training will not serve to make Virginia’s students and schools safer. Therefore, there is no compelling reason to create school protection officers when Virginia law already provides for two types of trained officers to provide security in the Commonwealth’s schools.”

It could have been just any old rock. There were thousands of them under John Lightner’s feet at the edge of Aquia Creek. But this one was different. For Lightner, chief emeritus of Stafford County’s Patawomeck Indian Tribe, it was a piece of the past. And, on a cold day in March, he smiled as he held it in the palm of his hand. “It’s hard to explain a feeling like that,” Lightner said of the stone knapped sharp by his long-ago relatives, a projectile point that might have been used to bring a 17th-century dinner home to the family. “You’re picking up something your ancestors used. It’s like being there where all of our villagers were. You almost feel people around you.” The artifact was one of hundreds discovered during a spring break excavation to trace the tribe’s roots. When Patawomeck members sought clues to their past, University of Mary Washington students jumped in to help, sifting through soil in search of items that could lead to the location of a lost tribal village. “I think the community aspect of it really excites them,” said Lauren McMillan, an assistant professor of historic preservation. “They see that what they’re doing makes a difference.” Allied at times with the Powhatan confederacy, at times with the English, the

Patawomeck —one of Virginia’s 11 officially recognized Native American tribes — made their homes on the banks of the Potomac River. The group claims ties to Pocahontas, who, according to the tribe’s oral traditions, married a Patawomeck warrior killed after her capture. Her subsequent and historic wedding to Englishman John Rolfe melded two worlds. This combining of cultures fuels McMillan’s course, “Worlds Collide, Virginia 1619,” which traces the state’s evolution from the moment three diverse populations — Native Americans, English colonists and enslaved Africans — found themselves side by side four centuries ago. “It’s the beginning of defining who we are today. The creation of a new nation happened at that time,” said McMillan, who’s researching sites on a map John Smith made on his visit to Indian villages

the missing pieces. They found shotgun shells, pipe stems, buttons and glass. They found more telling items, like projectile points and native-made pottery. And they
found passion. “It’s something you can’t describe in words. You have to experience it,” said historic preservation major Ethan Knick.
“It’s a connection to humanity.” The color of the soil; the size, shape and texture of the projectile points the students unearthed; even the bits of stone
flaked off to make them — all help weave the Patawomeck story. The work that follows in the Combs Hall historic preservation lab, where students wash, sort, research, catalog, label and map their finds, will help write the next chapter. “I always enjoy working with tribal members during excavations and seeing the impact of our work,” said historic preservation major Olivia Larson, who’s spent back-to-back summers as McMillan’s field assistant. Using skills she’s gained from her studies, she’s mapping the locations of uncovered artifacts. Abigail Phelps, a sophomore who left Wisconsin to study historic preservation at Mary Washington, has carried the Aquia Creek research over to her “Honors Service Learning” course, creating display cases and other visuals to help relay the Patawomeck story. “The project has grown more than I imagined,” Phelps said, “but what better way to learn than hands-on.” McMillan plans to keep taking students to Aquia Creek every spring to sift through thousands of rocks for those that can help the Patawomeck tribe discover and share more of its history with the area and beyond. “By its very nature,” McMillan said, “historic preservation — whether it’s museums or planning or architectural conservation or archaeology — is engaged in the community.”

players, just the way older players like Jon Fant and [Jacob Wilhelm] did for us in years past.” Coach Phil Fant said that while it is vital for Forge’s offense to run through Howard, he had to encourage Howard not to bear too much of the offensive load. “Coming into the season, we only had six returning players with any varsity experience,” Fant said. “After our scrimmage against James River, I could see that Tyler was trying to do too much, and it really didn’t work out very well for us. I told him he didn’t need to take over the game and needed to let our other players see what they could do.” Fant said the Eagles learned a lot about themselves following that scrimmage, and the results have spoken for themselves, with Forge off to a 7-0 start this season. Despite the fact that Howard has not tried to be the focal point, he has emerged as the early offensive leader with 19 goals and 13 assists, both team highs. “While Tyler doesn’t have to do everything, I do think that for our offense to run efficiently that he has to have the ball in his stick at some point [during every offensive possession]. It forces the defenses to have to respect when he has the ball and puts the pressure on the defenses, whether he shoots or whether he gets the ball to teammates,” Fant said. Howard said the team has stepped up its play, especially in recent days, something he is particularly pleased about. “Some of the young guys have adapted to our fast-paced, high-level style of play, and we have really jelled together well, much better than I thought might happen at first,” Howard said. “I think our goal is to stay united as a team, and it would be a great thing LACROSSE for us to be able to win PAGE 9 another regional title.”

Muzzle tov!
You’re walking down the street and see someone with a dog walking toward you. As you get closer, you notice that the dog is wearing a muzzle. What do you do? A-run the other way, b-hold your breath and walk by in fear, or c-give the owner a dirty look for bringing a “dog like that” out in public? Hopefully, you selected “none of the above,” because there could be a myriad of reasons a dog might be wearing a muzzle. Here are just a few: A dog could be wearing a muzzle because he likes to eat inappropriate things (like things he might be allergic to: rocks, sticks, garbage, mulch, poop). A muzzle will ensure that the owner doesn’t have to pry open his mouth to retrieve it. The muzzle could be for preventing the dog from chewing on and tugging on his leash. Some dogs get overly excited while going for walks and spend more time tugging on their leash than walking! The owner could be acclimating and training the dog to wear a muzzle. The dog could be fearful and uneasy around strangers, so the muzzle helps keep people at bay. (Works like a charm, right?) The dog could be a rescue and the owners are unsure how he will do in public. Point is, just because a dog is wearing a muzzle does not automatically mean he’s “bad,” aggressive or dangerous. Please don’t assume. But there are some things that should be kept in mind. Definitely give the dog and his owner space, not out of fear, but out of respect. If by chance you have your dog with you, now is not the time for them to “say hi” or meet and greet. The owner doesn’t need your help to socialize her dog. If you feel your dog might benefit from wearing a muzzle, don’t let any negative connotations prevent you. I happen to believe all dogs could benefit from at least LACROSSE
being acclimated to wearing a muzzle even for just short periods of time, because you never know when a situation might arise and a muzzle is warranted, such as a medical procedure that might be painful for the dog. It is not uncommon for a dog in pain to lash out and bite the source. It can also come in handy for unpleasant grooming procedure such as nail clipping, and combing out knots and mats in the coat. If your dog has already been introduced to a muzzle during pleasant circumstances and with a lot of positive reinforcement, he’s much more likely not to object. There are many different kinds of muzzles, varying in cost and type. Basket muzzles are my personal preference. They are made of wire, leather or plastic and resemble a catcher’s mask-like cage that fits over the dog’s muzzle and attaches behind the dog’s ears. I like these because they allow the dog to partially open and close his mouth, pant, eat treats and also drink water. Getting your dog accustomed to wearing a muzzle should be done slowly and with care. Make the experience positive by providing lots of high value rewards for the dog allowing it to be placed over his muzzle. Then eventually progress to snapping/buckling it on. At first let him wear it only for a few minutes at a time, and then slowly increase. The objective is for your dog to have good associations with wearing the muzzle. So, the next time you see someone with their dog wearing a muzzle, don’t judge and don’t scowl. Instead, smile, nod as you pass by or even give an affirming thumbs up. Recognize that this is a responsible dog owner who is proactive and being the best advocate for his or her dog. Stafford business owner Laurie C. Fant said Howard has developed significantly as a player, both incrementally over four years at Forge and during the past couple years as a team leader. “He has blossomed into our best dodger and is definitely more of a threat than he has been in the past,” Fant said. “He always tries hard to give you 100 percent effort. To be honest, I questioned it during his freshman and sophomore season because of the lack of confidence he had in himself. He was a bit young and undersized, but now he is definitely a leader. He’s not a vocal, loud guy, but he has become more vocal in the past couple years.”
One of the pearls of wisdom Fant has tried to impart to all his captains, including Howard, is that they need to hold each other accountable in a positive fashion. “Some of my captains are pretty fiery, but I have told them the team is only going to be as good as we are collectively,” Fant said. “To see Tyler take on a more vocal role, but also lead by example, I am incredibly happy with what I have seen. Kirkland, Stafford Regional Airport Authority, 95 Aviation Way, Fredericksburg, VA 22406-4505 2. PROPOSED WORK AND NEED FOR RELOCATION: The applicant proposes to extend the runway that will require the removal of the graveyard for FAA safety requirements. The graveyard contains 13 fieldstone marked graves. Research indicates that the graveyard contains 12 members of the O’Bryhim family and 1 grave of a Mrs. Clark.
