Woman faces DUI, other charges following wreck

Man accused of trespassing at North Stafford school

A suspect was arrested April 28 af ter a l lege d ly crashing into a parked vehicle, walking away from the scene and then providing false identification to a deputy, accord- ERICA COSTLEY ing to the Stafford County Sheriff ’s Office. A witness reported seeing a suspected drunk driver strike a parked vehicle on Bells Ridge Drive around 1:32 p.m. The witness said the female driver walked away from the scene, SCSO spokesperson Amanda Vicinanzo said. Erica Costley, 20, of Culpeper, was located by a deputy a short distance away from the crash. Initially, Costley provided

a false name to the deputy, Vicinanzo said. A passenger of the vehicle correctly identified her. Deputy Assur observed that the suspect’s eyes were bloodshot and glassy, her speech was slurred, and she was unsteady on her feet. She was also extremely lethargic. Field sobriety tests were subsequently conducted and a search warrant for blood was later executed, Vicinanzo said. Costley was taken into custody and charged with driving under the influence, providing false identification to law enforcement, identity theft, driving suspended, no liability insurance, failure to maintain lane control, and no front license plate. She was also served outstanding warrants out of Culpeper for drugrelated charges, Vicnanzo said. Costly was incarcerated at Rappahannock Regional Jail without bond.

A wanted suspect was arrested April 28 after allegedly trespassing on school property and providing false identification, according to the Stafford County Sheriff ’s Office. A deputy observed a suspicious vehicle in a gravel area adjacent to Anne E. Moncure Elementary School, 75 Moncure Lane, around 7:01 p.m., SCSO spokesperson Amanda Vicinanzo said. There was a female driver and a male passenger as well as three children in the backseat of the vehicle. After detecting the odor of marijuana emanating from the vehicle. The deputy then requested identification for both adults. The passenger provided a social security number; however, the number returned to a deceased individual, Vicinanzo said. He then provided another social security number, which returned to a female and he provided a false name.

When asked to step outside of the vehicle, the man complied, but then allegedly tried to push past the deputy and resisted arrest. The altercation resulted in minor injuries for two deputies. Prentice Juggins, 27, of Stafford, was wanted on multiple offenses, including probation violations, failure to appear, destruction of property, domestic assault and battery and attempted breaking and entering. A search of the vehicle yielded a substance consistent with marijuana. Juggins faces additional charges for obstruction of justice, possession of marijuana, identity fraud, false identity to law enforcement, trespassing on school property and assault and battery on a law enforcement officer. He was incarcerated at Rappahannock Regional Jail without bond.

A woman was arrested on drug charges April 24 after overdosing on the side of the road while with her four-year-old child, according to the Stafford County Sheriff ’s Office. The child’s father was arrested for driving under the influence. Skye Trend, 30, of Fredericksburg, was taken into custody and transported to a local hospital. She was later charged with

However, there was one governor who challenged the way Virginia treats it former felons. Former Gov. Terry McAuliffe, using his clemency powers, gave basic civil rights, to include the right to vote, run for office and serve on juries, back to just about all of the state’s former wrongdoers— some 200,000 of them. The thing is, this sweeping action had some serious flaws. Not everyone who had their civil rights restored deserved it and there were some questions about whether this use of the governor’s clemency powers was constitutional. Most importantly, from a policy standpoint, it had no long-term impact on the rules governing the restoration of civil rights to former felons. Unfortunately, this has been and remains a partisan issue. The assumption seems to be that all former felons can’t wait to run to the polls and vote for the Democrats. There is little evidence to support this, my friend from that long-ago election certainly wouldn’t and besides that isn’t the point. When a person has paid their debt to society, it should be considered paid in full and not a lifetime denial of the normal rights of citizenship. The growth in Stafford County is not the only contributor. As the other surrounding counties allow increasing growth, it should be clear by now that growth in other counties impacts Stafford as they put more cars on the only two major north and south roads that serve a large geographical area. The improvements at the Thornburg I-95 exit appears to be a preview of increased growth in that area. Recently, Spotsylvania County announced it is looking at adding development around Thornburg. Initial plans talk of 360 apartments, 134 townhouses and 31 detached houses. That could add about 525 or more cars. It should be clear by now that continued growth up and down the I-95 and U.S. 1 corridors brings more cars on these two roads. What happens in Spotsylvania County doesn’t stay in Spotsylvania County, it has effects up and down I-95 and U.S. 1. And, no matter how often we add more lanes they fill up quickly because we can’t build them fast enough and the price of building and repairing them continues to increase. Plus, laying down concrete or asphalt uses non-renewable resources and takes more land out of use which adds GOLD to the carbon footprint and PAGE 5 air pollution. So, it should

Stafford schools included in Best High Schools list Stafford County high schools are included in the 2019 Best High Schools rankings by U.S. News and World Report. This year’s list included rankings of 17,000 schools nationwide, up from 2,500 schools ranked last year. The new list looked at six factors: college readiness, reading and math proficiency, reading and math performance, underserved student performance, college curriculum breadth and graduation rates. “Our mission with the Best High Schools rankings has always been to educate families about the schools in their district,” said Anita Narayan, managing editor of education at U.S. News. “By evaluating more

That was met with great opposition from the building and other industries that depend on growth, new homes and all the other construction that accompanies growth. While stopping growth for some period is a solution that might allow the traffic problem to receive the major focus and perhaps be solved. But this approach has its own problems, the legality issue to name one. Perhaps the county could come up with a plan for slow growth that would allow a focus on reducing traffic through what may be the best answer to the problem: increasing efficient, affordable and

EDUCATION BRIEFS STUDENTS EARN PERFECT AP TEST SCORES Stafford County Public Schools recently announced that two North Stafford students earned perfect scores on Advanced Placement exams. Mountain View High School’s Juliana Calvert and Colonial Forge High School’s Joseph Ramos took the exams in May 2018. A junior who attends the Commonwealth Governor’s School at North Stafford High School, Juliana was one of only 113 students worldwide to earn a perfect score on the AP United States and Politics exam. Joseph, a senior, was one of 193 students with a perfect score on the AP Computer Science A exam and one of only 675 students who had a perfect score on an AP exam in 2018. Unless it is done as a region, we will continue to live with bottlenecks, tie-ups, hot tempers and environmental impairment. It is time that all the jurisdictions in the Fredericksburg region realize that unless they all come together to solve the region’s growth issues they must together address the traffic on the regional elephants of I-95 and U.S. 1. To allow growth to occur without addressing these roads and continuing the unsuccessful approaches used so far, is not only bad government, it is a form of governmental insanity. Stafford canine unit wins state patrol case award Stafford County Sheriff ’s Office Deputy Myers and his K-9 partner Khaos, now deceased, have received the 2018 Patrol Case of the Year award from the Virginia Police Canine Association. The award recognizes their performance during an incident in October 2018 that led to the apprehension of an armed wanted suspect, according to a news release. On Oct. 27, 2018, Myers and Khaos responded to a traffic stop where the suspect fled from the vehicle into the woods while deputies were attempting to identify him. Khaos began tracking the man and found him hiding in the woods. The suspect was subsequently apprehended, and deputies learned he was a convicted felon. Khaos also found a loaded firearm belonging to the suspect in the area. The VPCA Case of the Year award recognizes police dogs and their handlers for exceptional performance of their duties during difficult circumstances. Members vote on cases submitted throughout the year for each discipline: patrol, narcotics, explosives, and search and rescue. Khaos died Dec. 30, 2018 after serving in the Sheriff ’s Office for nearly a decade and was the recipient of numerous awards. “From tracking down criminals to aiding in searches for narcotics and finding

Plant sale helps adults with developmental disabilities Rappahannock Adult Activities Spring Plant Sale is running through May 11. More than 100 varieties of plants are available, grown through RAAI’s horticulture therapy program. This annual sale boosts RAAI’s day support program for adults with developmental disabilities, according to a news release. The program helps participants learn new skills, develop friendships and explore their community. Plant sale proceeds will provide YMCA memberships, museum passes and swimming passes for participants of RAAI’s day support program. The sale features annuals, vegetables, hanging baskets, succulents and herbs. Customers can purchase plants at RAAI’s greenhouse, 750 Kings Highway, Stafford County. Plants are for sale Monday through Saturday 10 a.m. to 4 p.m.; and Sunday noon to 4 p.m. For more than 40 years, RAAI has helped caregivers be able to maintain jobs and hobbies while providing adults

NFL Draft pairs Gary Jennings up again with Russell Wilson » STAFF REPORTS By selecting Gary Jennings in the fourth round of the NFL Draft April 27, the Seattle Seahawks will reunite the Colonial Forge High School graduate with Russell Wilson. Wilson, the Seahawks’ standout quarterback, helped coach Jennings on a YMCA basketball team while a high school student at Collegiate School in Richmond. Wilson’s father was the team’s head coach. Jennings attended Collegiate through the eighth grade before enrolling at Co-

lonial Forge as a freshman. “I went to Collegiate K-8, and he was in high school at the time,” Jennings said on a conference call. “It was a K-12 school. Growing up in that school, I used to see him play quarterback. He was an amazing quarterback back in the day, too. I saw him run back and forth across the field, and someone was always wide open. They won state basically every year he was there. I also played youth basketball with his sister as well, Anna Wilson.” Wilson responded to Jennings’ selection with this tweet:

Jennings entered the three-day, seven-round draft a projected mid-round pick. Jennings was one of three wide receivers selected by the Seahawks, a mark that ties a team record for second most players taken at one position in one draft. Seattle beefed up its receiving corps following the news that Doug Baldwin may retire because of injuries. Seattle became interested in Jennings after his performance at the Senior Bowl, where he ran the fastest time of any receiver on the south squad. Seattle general manager John Schneider called Jennings at Jennings’ Stafford home to inform him the Seahawks were drafting him. Jennings’ selection marks the second straight year a wide receiver from

a Stafford County high school was selected in the fourth round of the NFL Draft. Last year, it was Mountain View graduate DaeSean Hamilton, who went to the Denver Broncos. After becoming a starter for the Mountaineers in 2017, the 6-foot-1, 214-pound Jennings finished fourth in the country with 97 receptions in earning second-team all-Big 12 honors. As a senior in 2018, Jennings caught 54 passes for 917 yards and 13 touchdowns. He played in 11 games, but only made eight starts as he dealt with a late-season ankle sprain that forced him to miss West Virginia’s bowl game. A tight hamstring prevented Jennings from performing at West Virginia’s Pro Day in March as well. But he showcased his abilities not only at the Senior Bowl but also at the NFL Combine. At the NFL Combine, he ran the ninth-fastest time in the 40 (4.42) among the receivers group. Jennings also finished fifth in the combine in the bench press (20 reps of 225 pounds), sixth in the 20-yard shuttle (4.15 seconds) and seventh in the broad jump (127 inches). At Colonial Forge, Jennings was a multi-purpose standout. He played quarterback, wide receiver, safety and kick returner. He was a 2014 all-state pick on defense and was second-team all-state as an all-purpose player.

Lengthy VRE delays frustrate riders EMILY SIDES » BY esides@insidenova.com

Commuters who ride the Virginia Railway Express experienced 10-minute to 45-minute delays in April — causing some to arrive to work late — as VRE implemented a required $15 million safety system. Centreville resident David Lieu has been riding the VRE for more than 3 years after being unhappy riding the Metro. But since the new safety measures have been implemented, riding VRE has felt unbearable, he said. “It seems like the average wait time is 20 to 25 minutes,” Lieu said. “The worst days are 45 minutes, up to 75 minutes. A handful of times, I’ve had to wait more than 40 minutes, so it’s been very hectic.” Positive Train Control, or PTC, is designed to automatically stop a train before an accident occurs. PTC systems monitor the location of trains, and slow or stop a train that is not being operated in accordance with signal systems or operating rules, according to the National Transportation Safety Board. Lieu said his persistent tardiness has “started to weigh on my management’s shoulders,” because he’s missed meetings due to late VRE trains. “Honestly there needs to be some sort of accountability,” Lieu said. “When they advertised this software, this PTC, when they implemented it, they were raving about it. There was no information about how much it would disrupt daily life. It’s almost as if riders had to read between the lines: nothing implemented ever goes right.” Bristow resident Bob Hirst, who rides a VRE train to work three to five days per week, said he previously arrived home shortly after 6 p.m., but due to the delays, he’s been arriving home around 6:30 p.m. “It’s frustrating after 21 years of riding the VRE to have so many delays,” he said. “They say it’s temporary. I do hope it is.”

Over the last eight months, VRE has experienced increased congestion from freight and Amtrak trains on the railroads that are owned by CSX and Norfolk Southern. VRE’s trains had an average on-time in the 90th percentile, but in the last eight months, that has decreased to about the 80th percentile, said Katie Cristol, chair of the VRE operations board and a member of the Arlington County Board. Since implementing positive train control, VRE’s on-time trains have been ranked in the 40th percentile. “So less than half of the time trains have been on time, which is below what we consider acceptable performance,” Cristol said. Cristol said VRE’s priority is getting trains running back on time. “We’re definitely regretful that that’s meant inconveniencing people as they try to get back and forth from their families,” Cristol said. VRE plans to work on several things to improve train schedules, including improving communication, updating its software and improving its dispatching system, Cristol said. Riders should see improvements starting the week of May 6, she said. “We’re confident we have a plan in place to improve the system over the next few weeks,” Cristol said. VRE is federally mandated to implement the PTC system as part of the Rail Safety Improvement Act of 2008. While VRE previously conducted PTC testing during non-fare hours, all VRE trains implemented PTC on April 12. Cristol said one of causes of the delays is due to trains that head to Union Station and turn around. Half of the Manassas line trains are turn trains, she said. “When they turn back around, they have to be reinitialized,” Cristol said. “That takes a few minutes and then they’re well on time. As a result of communications issues between railroads, cars and the PTC system, that [reinitialization] was taking 10 to 15 minutes over the past couple of weeks; that’s a big driver of the delays.” When one train is late, it has a cascading effect on other trains, she said. While riders have experienced delays, Cristol said implementing the system has not caused any safety concerns. “It’s the right thing to do, because it’s for the safety of our crews, passengers and the general public, because preventing train accidents is important for the public and those near trains,” Cristol said. “It’s also a federal mandate. It’s not an optional system.” Erik Courson previously tried to get to work by 8:30 a.m., but there have been times he’s arrived at 9:15 a.m. due to delays. “It starts to reflect poorly on your performance at work,” Courson said. “Sorry, I’m late again boss. It starts to sound like the dog ate my homework. It was the train, I swear, it’s not my fault.”

Courson already bought his monthly VRE pass for May, so for at least a little while longer, he still plans to ride VRE. “It’s a premium service, it’s comfortable, it’s faster than Metro,” he said. “But you would hope to get quality service in return and when that stops happening on a regular basis, I start to think why am I paying $268 a month for something that causes me frustration on a daily basis? Life is too short to let the VRE ruin your day. I hope they can figure all of this out.”

Kirkland, Stafford Regional Airport Authority, 95 Aviation Way, Fredericksburg, VA 22406-4505 2. PROPOSED WORK AND NEED FOR RELOCATION: The applicant proposes to extend the runway that will require the removal of the graveyard for FAA safety requirements. The graveyard contains 13 fieldstone marked graves. Research indicates that the graveyard contains 12 members of the O’Bryhim family and 1 grave of a Mrs. Clark. Stafford Regional Airport Authority has determined that disturbance of the cemetery cannot be avoided due to FAA safety regulations. Pursuant to the requirements of VA Code §10.1-2305, the application intends to apply for a burial permit through the Virginia Department of Historic Resources (DHR) to allow the archaeological excavation and relocation of the aforementioned cemetery. A copy of the application may be requested from DHR. The exhumed human remains and funerary objects will be temporarily curated at the Radford University Forensic Science Institute, and will be respectfully reburied at a location chosen by the families involved. 3.
