Victims in mass shooting include former Stafford department head A former Stafford County public works director was one of the 12 victims killed in a mass shooting in Virginia Beach on May 31. Christopher Kelly Rapp served as director in Stafford from 2015 to 2017, according to county officials. “On behalf of the board of supervisors, I express our utmost condolences to Chris’ family, friends and coworkers. He was a kind man who treated everyone with dignity and respect,” said Chairman Gary Snellings, Hartwood District. “Our hearts go out to Virginia Beach at this time of unimaginable tragedy and we will support them as they move towards healing and peace.” The county held a memorial service for Rapp and the other victims on Wednesday, June 5. Rapp was a Virginia Beach native who had recently returned to the area to work for the city, reported The Richmond Times-Dispatch. The gunman, identified as 40-year-old DeWayne Craddock of Virginia Beach, was a certified engineer with the public
utilities department and resigned earlier in the day before coming to the Virginia Beach Municipal Center and shot victims on multiple floors. CHRISTOPHER RAPP Craddock died in a prolonged gun battle with police after killing 12 and wounding at least 10, said Virginia Beach Police Chief James Cervera. The other victims were identified as Laquita C. After 26 motorcycle deaths in Virginia so far this year, officials are urging motorcyclists to stay safe on the roads. About half of all motorcycle fatalities last year came between May and August, according to the Department of Motor Vehicles. Stafford County had one fatal motorcycle wreck and 23 injuries during the four months in 2018, ranking fourth in Northern Virginia and up from 20 injuries during the same period in 2017. “Traveling by motorcycle is a fantastic way to see the Commonwealth, but only if you travel with safety at the forefront of your mind,” said DMV Commissioner Richard D. Holcomb, the governor’s highway safety representative. “Do everything you can to protect yourself by wearing all appropriate safety gear, staying alert, following posted speed limits, and
brushing up on your skills by participating in the Virginia Rider Training Program.” Officials stress riders should always wear safety equipment, including helmets and other protective clothing such as gloves, goggles and a riding jacket. Motorcyclists and their passengers must wear helmets in Virginia. A rider without a helmet is 40 percent more likely to suffer a fatal head injury than a rider wearing a helmet. Riders should also remain alert day and night — a majority of this year’s motorcyclist fatalities have occurred between noon and 6 p.m. And they should always obey the posted speed limits and reduce your speed in inclement weather and never operate a motorcycle after drinking alcohol. The Virginia Rider Training Program offers motorcycle classes
for both beginning and experienced riders. Classes are taught by certified motorcycle and safety instructors and are offered throughout the state. “Motorists also need to do their part,” Holcomb said. “Motorcycles are much smaller than automobiles and can be harder to see. It’s important to keep a lookout for motorcyclists on the roadways and to give them plenty of space to operate safely.” In more than half of all crashes involving motorcycles and automobiles, the automobile driver didn’t see the motorcycle until it was too late. Motorists are encouraged to check their blind spots and anticipate the motorcyclist’s movements. A slight change or debris on the road surface can be a major obstacle for motorcyclists, so expect them to make sudden moves within their lane.

Setting up a housing authority isn’t a one, two, three operation. Nothing in politics works that fast. The Board of Supervisors would have to support the concept, and so far, no member of the board has expressed that support. But, if it garnered at least some notional support, there could have to be some studies, some committees, and maybe a blue-ribbon commission. Politicians just love blue-ribbon commissions. That’s a group that would study the problem and identify a set of solutions would be a good fit for our area and our housing situation. Would our housing authority work with builders to streamline zoning to make more affordable housing available? Would they have the power to issue bonds in order to fund more affordable housing? How would they be governed? And what would be their relationship with the state and federal government? Also, what kind of oversight would there be? The idea is a sound one. We have a problem, its more serious than most people realize, and we need to deal with it. We have people without a place to live and citizens finding it harder and harder to keep up with housing prices. Ideally, we can get ahead of the problem. That is, if we think proactively and get in front of the issue. After all, housing is a basic human right. Prince William National Forest plans 13 miles of new trails Visitors familiar with the trails at Prince William Forest Park will have new routes through the woods and improved access to existing paths, according to the National Park Service. A new park plan is expected to expand recreation opportunities at the park, while protecting wildlife, streams and archaeological sites, according to a news release. Prince William Forest Park contains approximately 40 miles of public trails and protects more than 14,500 acres of Eastern Piedmont forest and much of the Quantico Creek watershed. This is the first comprehensive expansion of the park’s trail system in more than 60 years, Superintendent Tanya Gossett said. “We look forward to improving

That spending resulted in 14,984 jobs and had a cumulative benefit to the regional economy of $1.58 billion, according to a news release. “National parks in the greater Washington area draw millions of visitors from across the country and around the world each year,” said Lisa Mendelson-Ielmini, acting NPS regional director. The peer-reviewed visitor spending

Park managers plan to implement these actions incrementally as funding becomes available through a combination of appropriated funds and partnerships, according to the release. These expenditures supported a total of 219 jobs and $9.2 million in labor income. At Manassas National Battlefield, 542,0000 park visitors in 2018 spent an estimated $32 million in the region
during their visit. These expenditures supported a total of 411 jobs and $17.0 million in labor income. Across the country, the report shows $20.2 billion of direct spending by more than 318 million park visitors in communities within 60 miles of a national park. This spending supported 329,000 jobs nationally; 268,000 of those jobs are found in these gateway communities. The cumulative benefit to the U.S. economy was $40.1 billion. Report authors also produced an interactive tool that enables users to explore visitor spending, jobs, labor in-
come, value added and output effects by sector for national, state and local economies. Users can also view yearby-year trend data. Dylan Hall had no intentions of leaving Virginia Tech. He signed with the Hokies out of Mountain View High School and pitched in 34 games over two seasons. He felt his roster spot was safe. But in the fall, Hall said the new Virginia Tech coaching staff told him they no longer had room for him. Head coach John Szefc, who was hired last June 9, was bringing in new players and there wasn’t enough playing time to spread around. The news shocked Hall. “I made 10 starts my sophomore year and was looking to build off that,” Hall said. “It caught me off guard.” Realizing he had no future at Virginia Tech, the 6-foot-5 right-hander put his name in the transfer portal. Some other Division I programs expressed interest, but if Hall transferred to one of them he’d have to sit out the spring season. Hall turned his attention instead to Division II programs. Hall was unfamiliar with Central Oklahoma when the coaches reached out to him via email. But after doing research on the program, he decided the school was the best fit for him.

Under fourth-year head coach John Martin, the Broncos featured a successful program that has qualified for three straight Division II Tournaments. Another selling point was the opportunity to join two Division I transfers as possible starters in the weekend rotation: junior Spencer Van Scoyoc from Arizona State who was a 19th round pick out of high school
by Toronto and senior Gabe Littlejim from Kansas State. In need of a confidence boost after leaving Virginia Tech, Hall stepped in and became Central Oklahoma’s No. 1 starter after Van Scoyoc was injured. Hall ended up earning first team allMid-America Intercollegiate Athletics Association and second-team all-region honors, while setting a school re-
cord for single season strikeouts (123) for a team that reached the Division II Tournament. Suffice to say, Hall felt good about his decision. “This was big for me to get in a new environment, start fresh and get back to basics,” said Hall, who finished the season 8-4 with a 3.22 ERA. After throwing 106.1 innings, Hall will take the summer off from playing and focus on conditioning and weightlifting to build up his strength and increase the velocity on his fastball. Although he’s draft eligible this year, Hall said his best chances for selection will come as a senior in 2020. “I want to get stronger and attract the scouts,” said Hall. Even though he was a newcomer who enrolled in January, Hall said he appreciated the Central Oklahoma coaching staff allowing him the freedom to call his own pitches. That move underscored the trust they had in him and reminded him why he was in a better place. “This helped me as a player and a person to not take anything for granted,” Hall said.

Mary Washington Healthcare educates during Wound Care Awareness Week

The Mary Washington Healthcare Wound Healing Centers recently helped raise awareness of chronic wounds during the sixth annual Wound Care Awareness Week held June 3–7. Wound Care Awareness was established in 2014 to bring attention to the chronic wound epidemic and the 6.7 million Americans who are currently living with non-healing wounds. Program Directors across the nation dedicate the entire week to educating physicians, patients and the general public about the chronic wound epidemic
Local ambulance service Commonwealth EMS unveiled their newest unit on Memorial Day, May 27. The ambulance, #C-130, call sign “Hercules,” is named after the American military aircraft and is dedicated to the men and women of the United States Armed Forces. It features the official seals of the five main branches of the military: Air Force, Army, Coast Guard, Marines and Navy. The Fredericksburg-based EMS agency dedicated this unit to the U.S. Armed Forces as a gesture of appreciation and a solemn tribute to those who made the ultimate sacrifice in service of our country. Project SEARCH interns prepare to graduate
Project SEARCH, a nationwide business-led transition program for young adults with disabilities, provides real-life work experience combined with training in employability and independent living skills. The latest Mary Washington Healthcare Project SEARCH graduation will take place on Friday, June 7 at the Fick Conference Center. Ten interns from the five Stafford County high schools participated in the program in the Stafford/Fredericksburg area. The interns spent the school year gaining valuable work experience and inter-
personal skills immersed in various departments throughout Mary Washington Healthcare. The Mary Washington Healthcare Project SEARCH program is one of several in Virginia, all in partnership with a host employer, a local secondary school, a supported employment agency, and the Virginia Department for Aging and Rehabilitative Services. Be careful when playing Sometimes the way we play with our pets has unintended results that can result in bad things happening. Often we may not see the way our games turn out until something has happened. What if that something ends up with injury or worse? Names and details have been changed. Lazer was a very active dog. His owner had a major complaint: he freaked out when in his crate. As part of my history taking I learned Lazer was fine as a puppy but the last few weeks he had become increasingly anxious when crated. Lazer was injuring himself in attempts to escape. We ruled out medical causes and began looking environmental. As I worked with Lazer and his owner, I asked what kind of games they played. Lazer was high energy so maybe his physical and mental needs at this stage were not well enough managed. His owner excitedly crated Lazer and set up his game of finding his toys. Lazer was visibly excited and wiggly. I asked his owner what would happen if
the game did not follow. Lazer would begin to scream and bang his head hard enough against the bars that he would injure himself. For Lazer, the crate now signaled the beginning of a game he loved. He would search all over the house and yard for hidden toys and food. Games where food and toys are hidden are great. However, the way Lazer’s owner set them up was what led to his crate issues. Rex was a big guy. When he was a pup, his first owner, known to the Smith’s, would play tug games using finger and clothes. However, when Rex hit adolescence, these games were causing injury. Rex would greet everyone with a hard tackle, grabbing of the clothes and attempts to gleefully throw the person to the ground. Ashley was playing tug games with her small breed pup. However, Ashley forgot the rules that had been set. She began leaning over the pup and the toy was pulled closer to her face. At one point the pup missed and grabbed the girl’s lip.

Keeke is a young domestic shorthair mix. She is house-trained and good in a home with other cats and children. Both animals are at the Stafford County Animal Shelter, 540-658-PETS.
Cinnamon is an adult pit bull terrier and sharpei mix. She is house-trained and would be good in a home with children. She prefers a home without other dogs.
