ork being done on an extension of the Belmont-Ferry Farm Trail will ensure safe access for bikers and pedestrians making their way into Fredericksburg from Stafford, and vice versa, according to Stafford County park officials. Phase four has begun on the trail’s extension, with construction set to take place over the next few months, according to an announcement from the county, which reports the trail as being “30 years in the making.” Construction of the extension will allow a connection between the current terminus at Stafford’s John Lee Pratt Memorial Park and Chatham Bridge. Stafford County Board of Supervisors’ Chairwoman Meg Bohmke, R-Falmouth, spoke on behalf of the board and acknowledged the National Park Service and Kirsten Talken-Spaulding, superintendent of the Fredericksburg & Spotsylvania National Military Park. She thanked them for their vision, for seeing how the trail benefits the mission of everyone involved and for their partnership in making the extension happen. “Recreational amenities and access to historical resources are assets that enrich and empower our community,” Bohmke said. orth Stafford has slowly added restaurants to the menu over the past few years, but residents will soon see an explosion of new options up and down Garrisonville Road — all of them opening their first Stafford locations. Northern Virginia-based Italian restaurant Paisanos is under construction at Stafford Marketplace, in a space a few doors down from the Shoppers grocery store. This will be one of six locations opening this year. The former day care center that has stood long-vacant on Garrisonville Road near Umi and Chick-filA is finally ready for development. Panda Express purchased the site at 318 Garrisonville Road last year for a new Chinese restaurant with a drive-thru. The site was recently cleared and signs are already up promoting the planned building. With work widening Garrisonville Road completed, construction equipment has returned to the site of The Garrison at Stafford. The mixed-used development is planned in the 400 block of Garrisonville Road. Tenant announcements have included Regal Cinemas and two high-profile new dining options: LongHorn Steakhouse and The Olive Garden. SWEETO BURRITO
Those options might be new to the menu in Stafford, but diners are likely still familiar with the names. One
Sweeto Burrito offers a unique take on what you put in a burrito, and the restaurants revel in the luchador culture. PROVIDED
that might be a fresh face: Sweeto Burrito. The restaurant offers the burrito experience guests might expect at Chipotle or Moe’s, but with a few unique options, like tater tots and french fries wrapped into the burrito. Competing with hundreds of restaurants in Prince William County, first-time restaurateur Michael Sarago chose an unorthodox location for his first Sweeto Burrito franchise three years ago: a small strip mall on
Minnieville Road that’s convenient for people who live around the corner, but it’s not in a busy part of the community looking for passersby. The restaurant found a following and Sarago eventually added two more locations nearby, one in the bustling Potomac Mills shopping district and another along busy Old Bridge Road in Lake Ridge. National Park Service on this section of the trail and the park service made land available at Chatham Manor for the path through an agreement with the county. The Belmont-Ferry Farm Trail begins at Belmont, passes down Washington Street to Old Falmouth and along River Road to the Historic Port of Falmouth Park. The trail crosses River Road and rises through a series of switchbacks to St. Clair Brooks Memorial Park and John Lee Pratt Memorial Park. The new section will begin near the River Road entrance to Pratt Park, across National Park Service land along River Road, travel under the Chatham Bridge and curve up to the sidewalks along the bridge, according to the county. “We have worked with Stafford County on many successful projects in the

He seems to want to leave the campaign theatrics, at least for now, to someone else. He faces a challenge in getting the Democratic nomination, because he is considered a moderate. Since the Republicans won the White House in 2016, the Democratic base has been drifting left. The progressive movement has taken hold. But even they may compromise if it means that a more moderate Democrat — someone who embraces most but not every last one of their issues — will give them their best shot at winning the White House. It’s called practical politics. While names like Bernie Sanders, Joe Biden, Kamala Harris, Elizabeth Warren and Corey Booker are often the first ones mentioned, Democrats need to ask that ever-important question: Who is the most likely to win in 2020? Polling indicates that voters want a return to a quieter political environment. This constant turmoil is wearing on them, but they also would like a more moderate leader in the White House. Warner is probably best described as a moderate who leans a little left. Looking beyond the current top choices, Warner offers something different. He isn’t reading off a list of approved Democratic positions. He says what he thinks. He could, if he chose, become one his party’s shining stars with a real shot at the White House. State returns $79 million in unclaimed property The Virginia Department of Treasury has returned a record $79 million in property to owners during the 2018 fiscal year, according to a news release. Any citizen who has had a Virginia address is encouraged to check the free search site for unclaimed property in their name. “The primary mission of this important consumer protection law is to protect citizens’ property rights by returning property to the rightful owners,” Gov. Ralph Northam said. “I am proud that our efforts on behalf of Virginia citizens have resulted in the largest amount the department has returned to beneficiaries in its history.” Over $760 million has been paid out to Virginians since this program started in 1961. Unclaimed property can be generated in nearly every business or financial transaction with any type of organization. This can include utility deposits, customer refunds, unpaid wages, money from insurance policies, securities and investments, bank accounts, and tangible propCORTEZ
erty. Property becomes unclaimed when the holder company has not had contact with the owner of the property for a specified period of time. Virginians can easily search the State unclaimed property database by visiting www.vaMoneySearch.org. “I encourage every Virginia citizen to check for any unclaimed property at least once a year. Claim forms can be downloaded immediately and submitted to the Treasury,” said Secretary of Finance Aubrey Layne. “The owners or their legitimate heirs can claim the funds at any time; there is no statute of limitations. We proactively attempt to locate owners through newspaper advertising, a free online search, and targeted outreach efforts,” said Virginia Treasurer Manju Ganeriwala. The Office of the Treasurer’s Unclaimed Property Program is a consumer protection initiative to benefit all citizens. No commissions or fees are charged through this free service.

An issue not mentioned during the board’s discussions was what effect the new ordinances would have on needed broadband in the most rural parts of the county. That issue was brought up to Shelton during her monthly round table discussion and remains an important aspect of needed clustering. Credit must be given to county officials who protect the flora and fauna down to the last cicada by advancing
clustering concepts and open spaces. Such practical efforts come into play when development affects political issues down the road and should indeed be weighted carefully. Stafford deputies remind residents when to call 911 Most people know to call 911 during an emergency but what if you’re not sure it’s an emergency? When should you call 911 or when should you call the sheriff ’s office non-emergency number? Lt. Lee Peters of the Stafford County Sheriff ’s Office Emergency Communications Center takes the guesswork out for you – if it’s life-threatening, call 911; otherwise call non-emergency at 540-658-4450. “We want to encourage people to call 911 when it’s an immediate need – if a life is in danger or law enforcement is needed,” said Peters. “If you feel like you are in danger or you need to report a crime, or even if you just need to report something but don’t know the non-emergency number, call 911.” What happens when you call 911? An operator will answer and say, “Stafford County 911, what’s the address of your emergency?” Peters says this is a crucial question to answer quickly and correctly, before even telling the operator your emergency. You might be unable to talk later or your phone might drop the call. If the dispatchers know where you are, they can immediately send someone to help you no matter what else happens. Next, the operators will start asking questions about your emergency so they can assign the appropriate assets to you. They go through a year’s worth of specialized training to learn emergency communications and are trained to ask questions
in a specific order to better take care of callers. For instance, if you report that someone is not breathing, they can give you instructions over the phone to help mitigate the circumstances until emergency services arrive on the scene. Emergency operators will stay on the phone with you until help arrives in most cases. If it’s a minor fender bender, they might give you pre-arrival instructions and disconnect. However, they will always ask a caller if they are comfortable disconnecting. What happens if a child accidentally calls 911? No worries. Peters says we teach children from an early age to call 911 for help. They use these opportunities to respond and inform children about 911 while making new community connections. The Emergency Communications Center takes 911 calls and non-emergency calls 24 hours a day, 365 days a year. Peters emphasizes that no one should be afraid to call 911 or the non-emergency number. Peters said the Sheriff ’s Office welcomes visitors to tour the Emergency Communications Center. To arrange a tour, call him at 540-658-4972. They are always looking for dispatchers/operators. Commuter lot moving east of Interstate 95
The Virginia Department of Transportation’s park-and-ride lot on Courthouse Road in Stafford County is moving to its new permanent location, east of the Interstate 95 interchange at exit 140, on July 30. The new commuter lot is being relocated as part of the ongoing construction project to build a diverging diamond interchange at exit 140. The new lot is located at the intersection of Courthouse Road and Wyche Road. It will open with approximately 600 parking spaces, which is 50 more spaces than the existing commuter lot. Once construction is complete by July 2020, the final lot will have 850 parking

spaces. It will also include a dedicated carpool, vanpool and bus pickup and drop-off area to assist with High Occupancy Vehicle use. A temporary signal will be activated at the intersection of Courthouse Road and Wyche Road to make it easier for drivers to enter and exit the new location. This is the first of two commuter lots being built as part of the project. A smaller lot with an estimated 250 parking spaces will be located on the opposite side of Courthouse Road. Barnes prepares for senior season at Ball State » BY DAVID DRIVER

Beth Barnes is one of several products of the strong field hockey team at Mountain View High School, which has won three state titles in the past few years. Barnes, a rising senior back/midfielder for Division I Ball State, was part of the first squad that won a Virginia title. She was a junior when Mountain View won the state title. “I think it comes from the coaches,” Barnes, 21, said last week of the Mountain View program. “They have a deep desire to improve. They get all on the same page. It has been great to see them progress.” Barnes has had several head coaches while in Indiana at Ball State, a member of the Mid-American Conference. One of her former coaches, Christy Longacre, who played at ODU, was named the Georgetown head coach on Jan. 2, 2017. This year the first-year head coach for Ball State will be Stephanie Bernthal, a 2008 graduate of Kent State University in Ohio and a former assistant coach at Richmond of the Atlantic 10 Conference.
One of the players Bernthal worked with at Richmond is Olivia Hubert, another Mountain View product. Hubert will be a senior midfielder this season for the Spiders. Barnes said players report Aug. 7 to Ball State for the start of the 2018 season. The Cardinals play Aug. 18 at Indiana University. “I think our new coach has done a lot with us in a short time,” Barnes said. “She has done a good job of recruiting our teams. She has been the light we have needed. Our goal is to win the MAC championship and go to the NCAA tournament.” Last year Barnes, a midfielder/attack, played in 15 games and was academic allMAC. As a sophomore in 2016, she played in 18 of 19 games and had one goal with just two shots on goal. Barnes, in 2015 as a freshman, played in 11 of 18 games and started against Missouri State. She had one goal in a 7-1 win over Bellarmine in a home match. She had two shots on goal as a freshman.
Barnes has prepared for the season by running and lifting weights. “I feel I have become tougher because of it,” she said. As a senior at Mountain View, she had two goals and seven defensive saves. Barnes was all-conference honorable mention in 2012 and was all-region in 2015. She was part of the state title team in 2013 and was a four-year letterwinner. Barnes is majoring in speech and language pathology, and plans to attend graduate school. She had a GPA around 3.9 and was a captain in 2014. She is the daughter
of Darryl and Doreen Barnes. Her father played baseball at Wake Forest and her mother was a fencer at William & Mary. Her sister, Bryce, played field hockey at Ball State and is a teacher in Stafford at Winding Creek Elementary School. “Coming out of high school I looked at Liberty, Davidson and Ball State. They were the top three,” Beth Barnes said. “Ball State had the best fit for me. I told myself I never wanted to go to school with my sister. STAFFORD BRIEFS CARDBOARD BOAT RACE RESCHEDULED The Cardboard Boat Regatta is postponed to Saturday, July 28, due to heavy rains that swept the Stafford County area last weekend. The race will be held at Aqua Landing, 2846 Brooke Road. Boat judging will begin at 11:30 a.m., and the races start at 12:30 p.m. Registration is $10 in advance and $15 the day of the event. Admission to the events is free. Boats must be made of cardboard held together with tape and glue, covered with paint and powered by paddles. Qualified candidates will be expected to combat, control, and extinguish fires and must be able to perform rescue and salvage operations.
