Stafford County’s Board of Supervisors will ask voters to consider $50 million for road projects this November, including eight major projects and 35 other road widening and safety projects. The bond funds will be leveraged to bring in additional revenue sources, including state Smart Scale funding, revenue sharing programs and regional funding for congestion mitigation and air quality improvement, as well as other state and federal funds. Voters will be asked whether to approve the entire list of projects in a ballot question in the Nov. 5 general election. If approved, the projects will be spread out over the next decade, and be contingent on securing the other required funds. County planners selected the road projects based on a comprehensive road evaluation completed earlier this year, according to a news release. The 35 road widening/safety projects will be completed in coordination with the Virginia Department of Transportation. The road widening projects will be completed with already scheduled paving activities, lessening the cost to the county considerably.
The eight major construction projects will be completed by Stafford in coordination with VDOT. The projects include: • Shelton Shop Road: Widen from two to three lanes, total project cost of $22.7 million would include $10 million in bond financing. • Morton Road: Widen from two to three lanes, total project cost of $5.75 million would be funded entirely through bond financing. • Garrisonville Road: Widen from four to six lanes between Eustace and Shelton Shop roads, total project cost of $34.5 million would include $10 million in bond financing. • Onville Road: Widen from two to three lanes, total project cost of $15.7 million would include $3.14 million in bond financing. • Layhill Road: Widen from two to three lanes, $8.5 million total cost would include $4.25 million in bond financing. • Mountain View Road: Two lane reconstruction between Kellogg Mill and Choptank roads, 26.9 million total cost would include $10 million in bond financing. • Enon Road: Widen from U.S. Route 1 intersection to Stafford Indians Lane, total project cost of $11.6 million would include $1 million in bond financing. • Leeland Road: Widen from two to
three lanes between Julian and Portland drives, $5.27 million total cost would include more than $1.05 million in bond financing. A community engagement plan is being developed to educate residents about the projects, and it will be presented to the Board of Supervisors on Aug 20. The intent of the community engagement plan will be to ensure the public has a thorough understanding of the road bond projects to make an informed decision in November, the release noted. The Stafford County website will also be used to provide this comprehensive information. While the Virginia Department of Transportation holds the primary responsibility for building, maintaining and operating the state’s roads, bridges and tunnels, Stafford County has also assumed responsibility and invested more than $57 million in county funds in transportation infrastructure over the last eight years. The county has initiated and helped fund 22 road improvement projects, including Youth Driver Task Force projects. ently, several members thought it hadn’t had enough legal scrutiny. This sounds like a dubious objection since the county school system’s own in-house legal staff, rather expert in educational matters, thought it was sound. What’s more, back in 2015, the attorney general of Virginia, no legal slouch, affirmed a similar policy in an advisory opinion. But, no, that’s wasn’t good enough. The board is going to seek independent legal assessment of the proposed policy. Who, pray tell, will have better capabilities to assess its legal risks? That’s hard to say, but that was the board’s wish, and so that’s the way it’s going to work. This will be interesting to watch. Some members have expressed concern that the new policy might leave them open to a lawsuit. However, it’s possible the school system will be sued regardless of what policy they decide on and that includes not deciding on one. The issues will come back on the board’s agenda in September and as feared thanks to this incredibly long delay, we have the circus atmosphere. Even the nationally known conservative “Family Foundation” has gotten involved. They and other activists sense the chance to make some political hay. As for the school board, it’s a good guess that come September they’ll do what they’ve done throughout the past year and that’s kick the can down the road one more time. Hoping no doubt, that if they do ever adopt a policy the election will be over. That’s a sad commentary. Political courage seems to be in short supply amongst this group. Sales tax holiday Aug 2-4 Virginia’s three-day sales tax holiday begins Friday, Aug. 2, with the sales tax waived on dozens of schools supplies. The sales tax holiday also includes hurricane and emergency preparedness products, as well as select energy-saving home appliances. “The annual sales tax holiday makes many important items more affordable for Virginians as they get ready for the new school year or stock up on basic supplies,” Gov. Ralph Northm said in a statement. The governor also noted it is a way for shoppers to support the businesses in their communities. The wide variety of tax-free items include pencils and notebooks, as well as clothing and shoes.
“This tax-free weekend benefits both consumers and retailers and provides a great opportunity to purchase necessary products without paying state and local sales tax,” said Secretary of Finance Aubrey Layne. To qualify, school supplies must be priced at $20 or less. Clothing must be $100 or less. Emergency preparedness products in the sales tax holiday include portable generators up to $1,000 gas-powered chainsaws up to $350, and other hurricane preparedness products up to $60 in value. Monsters, Biscuits, Intimidators, River Bandits, Squirrels, Mud Hens, or Iron Pigs. These names, while perhaps rooted in history and not offensive, don’t sound positive or connote a sense of pride. And, some are too location specific despite fans coming from out of the specific area to support the team. In my humble view, I think the name should cover a broad geographic area, so all fans feel included. This then would eliminate the use of Fredericksburg in the name, although that’s where the stadium will be located. But remember, the stadium location once belonged to Spotsylvania County and was annexed to allow the construction of Central Park. What is needed then is a name that ties all the supporting areas together and I believe that name is the Rappahannock River. The river flows through the surrounding counties and Fredericksburg. It is steeped in history and would give recognition to the Native Americans who welcomed those who came up the river. And, along with the river’s name, what could be better than a symbol of strength
and courage than any of the raptors found along the river. And, even though the name Raptors is already used by the basketball team in Toronto, our baseball team still could use the name Rappahannock Raptors or become the Rappahannock Eagles or Ospreys, Owls, Hawks or any other raptor found along the river. But since the abundant Eagles are the dominant ones and because it has such a great ring to it, the Rappahannock Eagles sounds right…at least to me. In addition, using the river’s name, would preserve the association to and the meaning of the Algonquian word the Rappahannock tribe gave to it, which is “river of quick rising water” or “where the tide ebbs and flows.” The River was here long before the rest of us arrived. It made the area important and is shared by many towns and counties. And, we hope our new baseball team will be shared by all in our area where the river rises quickly and the tide ebbs and flows. Social media group helps rescue kitten A plea went out on July 26 to the “Stafford Talk” Facebook page: A tiny kitten was stuck in a storm drain off Garrisonville Road. Could someone help save her? By Saturday morning, a crowd of volunteers, along with Stafford County animal control and public works, gathered at the scene to help the fallen feline. Meanwhile, on smartphones and behind computer screens, more than a few of the community group’s 28,743 members waited anxiously to hear the outcome. “So much positivity in our community. Great to see it when it all comes together like
this. Watching,” one group member wrote. “Anyone have an update on the kitten from last night????” said another. A few hours later came the news: “SHE’S OUT!!!!!!” Volunteers tried a trap and some other efforts to get the kitten free. In the end, Stafford public works employees utilized a camera sent down the storm drain to help find and free the kitten. About six weeks old, the black kitten is doing fine and appears healthy. She’s currently in foster care until she’s old enough for adoption.

School division hosts back-to-school events
Stafford County Public Schools will be hosting two back-to-school events before students climb the bus Aug. 12. The division hosts Karaoke in the Park: Stuff the Bus on Sunday, Aug. 4, from 4-7 p.m. at John Lee Pratt Park, 120 River Road, Fredericksburg. Admission is $3 or free with the donation of school supplies. Businesses on hand will include Sweet Frog, the Taco Tuesday food truck and the USO. Teen arrested after carjacking in Stafford, chase and shooting KARI PUGH » BY karipugh@insidenova.com
A 19-year-old New Jersey man has been arrested and his alleged accomplice remains on the run following a series of crimes from New Jersey to Virginia, ending in a police chase with shots fired. The Stafford County Sheriff ’s Office got a call about a carjacking on Fall Run Drive at 4:38 p.m. July 25. Upon arrival at the scene, the deputy saw the suspects had left behind a vehicle with New Jersey plates and extensive damage to the front end and rear bumper,
the Stafford Sheriff ’s Office said in a news release. The deputy ran the tags and the vehicle returned stolen out of New Jersey in a carjacking in Newark, the release said. The vehicle had also been involved in a hit-and-run on Interstate 95 in Stafford County. In the Stafford carjacking, the victim told deputies he and his family were at AutoZone at 640 Warrenton Road, and while he was in the shop, his wife came running inside with their two children, ages 5 and 2.
“His wife said she had been held at gunpoint and their vehicle was taken by a male subject and a female subject. The suspects then fled the scene at a high rate of speed,” the sheriff ’s office said. Stafford issued a lookout, learning shortly thereafter that Virginia State Police troopers were chasing the car, which subsequently crashed on Interstate 295 in the area of Hopewell. The driver and passenger got out and ran, apparently firing shots in the process. A passerby was hit, suffering injuries that weren’t life-threatening.
State police told ABC8 News in Richmond that no law enforcement officers discharged their weapons or reported injuries. State police found and arrested the male suspect, Nasim Altaquan Jackson, 19, of New Jersey. He has been charged in Stafford County with carjacking, receiving stolen property, driving on a suspended license, use of a firearm in commission of a felony, brandishing a firearm, and credit card larceny. A female suspect remained on the run and had not been identified.
Man shot in hand at hotel, two charged Break-in at car lot leads to two arrests Two suspects were arrested following a shooting at the Days Inn located at 14 Simpson Road on Saturday, July 27, according to the Stafford County Sheriff ’s Office. Deputies responded around 3:56 p.m. and found a small group of people in front of the hotel, and the victim was found in a hotel room with a gunshot wound to his hand, SCSO spokesperson Amanda Vicinanzo said. The victim was transported to an area hospital with injuries that weren’t lifethreatening. Deputies learned the suspects had fled into the woods and began a search using law enforcement dogs and the drone unit, Vicinanzo said.
At approximately 4:35 p.m., a 17-year-old suspect was located running down England Run Lane. He was taken into custody and held at the Juvenile Detention Center. Eighteen-year- RILEY LOUIS HAWKINS old Riley Louis Hawkins was found shortly thereafter. He is being held at the Rappahannok Regional Jail. Both suspects have been charged with malicious wounding, use of a firearm in the commission of a felony and conspiracy.
Two suspects were arrested early July 29 in connection with a breaking and entering at a business, according to the Stafford County Sheriff ’s Office. Deputies responded at 4:33 a.m. after a security guard reported that three men were breaking into the Fredericksburg Motor Sports at 430 Kings Highway, said SCSO spokesperson Amanda Vicinanzo. The security guard said he attempted to block the suspects from leaving, but they ignored his commands and two of the men got into a minivan and attempted to strike him with the vehicle before fleeing the area. The third person fled in a sedan. The minivan was located with heavy
front-end damage and the keys still in the ignition on the Blue and Gray Parkway overpass, Vicinanzo said. A deputy located the two suspects running toward Fredericksburg on the parkway and they were taken into custody and incarcerated at Rappahannock Regional Jail on secured bonds. Naon Thomas, 18, of Towson, Maryland, was charged with breaking and entering, destruction of property, attempted grand larceny, conspiracy to commit a felony and hit-and-run. DeShawn McCray, 21, of Baltimore, was charged with breaking and entering, destruction of property, attempted grand larceny and conspiracy to commit a felony. The third suspect remains at large.

‘Annie’ inspires hope for a better tomorrow BECCA PARSONS » BY info@insidenova.com
Prince William Little Theatre recently hosted a two-weekend run of the timeless musical classic “Annie.” Directed by PWLT veteran Melissa Jo York-Tilley, this vibrant production, housed at the Hylton Performing Arts Center’s Gregory Family Theatre, was a heart-warming escape from the throes of life. The production honored the work of Thomas Meehan (who wrote the book for the musical), Charles Strouse (music) and Martin Charnin (lyrics), with York-Tilley creating a fun and fresh theatrical experience for the community. There is a reason this show has survived since its 1977 Broadway debut, though it is difficult to pinpoint what it is. The musical is set in 1933, in the midst of the Great Depression, and it centers around an 11-year-old redheaded girl who was left in an orphanage when she was a baby. Despite the logical conclusion, Annie never loses hope that her parents will come back for her. Even when she is criticized for her shameless optimism, she sticks to her firm belief that the “sun will come out tomorrow,” and everything will work itself out. Her infectious cheer seems to inspire everyone she meets, including newly elected President Franklin Roosevelt. On the surface, the show may
seem trite or cloying, which is a fair assessment. Perhaps, though, this adorable story about a charismatic young orphan who lifts up a hurting society cannot help but inspire its audiences to invite positivity into their lives. With an iconic score of music, fast-paced dialogue and a delightful array of cartoonish characters, “Annie” is a classic musical must-see. The show presents a variety of settings: a dreary orphanage, the glimmering streets of New York City, the luxurious mansion of a billionaire, an over-crowded shantytown and an office in the White House. The set, designed by James Maxted, who also serves as music director for this production, is gloriously versatile. The main piece is a two-story platform, complete with staircases on each side, which easily transforms from Miss Hannigan’s dingy orphanage to the elegant Warbucks mansion. Although there is no space for fifteen little orphan beds, having the girls camp out in the nooks and crannies of the orphanage adds to Miss Hannigan’s disorganization and mistreatment of her charges. Ken and Patti Crowley’s intuitive lighting design also helps to alter the space and guide the emotional arc of the story. From overture to curtain call, Maxted’s pit orchestra, seated atop his impressive two-story set, fills the room with Charles Strouse’s energetic yet graceful score.
Christine Maxted provides the vocal direction for the powerful ensemble. Each song is sung with fluidity and verve, but a few clear show-stoppers were Melanie McCleerey’s rendition of “Little Girls” as the neurotic Miss Hannigan, and “Easy Street,” which also features the powerhouse vocals of McCleery, as well as the hilarious Cameron Lee Conlan (Rooster Hannigan) and Melanie McGuin (Lily St. Regis). McGuin also serves as the production’s wonderful choreographer. The sound design team of James William Moore and Zach Duane offered a flawless run in their department. Typically, in community theatre, and even sometimes on the professional level, we get used to the occasional blip in technology, but I was pleasantly surprised to be able to hear every single actor on stage. The blend between the orchestra and singers is expertly balanced. The cast consists of a dynamic ensemble that works incredibly well together, down to its smallest orphans, Mila and Adrianna Weir. It was wonderful to watch these small children look out for each other and hold their own against the wicked Miss Hannigan. Itsuko Scoville stands out as the brash and snarky orphan, Pepper, always ready for a fight. Her boldness can only be softened by Annie, our favorite optimistic red-head, played by rising 7th grader Michelle Stein.
Performing in her first show with PWLT, Stein delivers a refreshingly human interpretation of the unfalteringly hopeful orphan. With her light but determined voice, she brilliantly fills the space with inspiration and hope during the iconic number “Tomorrow.” The familial chemistry between Stein’s Annie and Ahmad Maaty’s Oliver Warbucks, the billionaire who takes her in for Christmas, is incredibly sweet, particularly during their charming tap duet in “I Don’t Need Anything But You.” Maaty is a masterful dancer, but his acting chops are truly exquisite, as he guides us through Warbucks’ personal journey from uptight business tycoon to soft-hearted father-figure. The whole ensemble is so well-rounded and engaging throughout the show. It was a joy to see each individual show distinct personalities and quirks to their characters, even when they are not the focus of the scene. Overall, it was a pleasure to experience this company’s culmination of months of hard work. Even though there are no more tomorrows for PWLT’s “Annie,” this is not a production to be forgotten. Becca Parsons is an actor, writer, and artist who recently graduated from Columbia College Chicago with a degree in musical theatre. A native to Northern Virginia, she is a passionate supporter of the arts in the community.
