Workers team up to clear Falmouth Park

arts of Stafford County received 6 to 15 inches of rain during July, according to the National Weather Service, and most of it eventually flowed down the Rappahannock River to the Historic Port of Falmouth Park. The floods did not arrive emptyhanded: debris, including massive tree trunks, washed down during each of the many heavy rainfalls, leaving the park covered with trees and branches, and unusable, accord-

Howell, county community engagement manager Not only has this affected the many visitors to Falmouth Beach, the Belmont-Ferry Farm Trail and the soccer/rugby field located at the park, but the volume of debris left behind is threatening the Yankees in Falmouth historical display held in September. The event is held on the grounds of the Moncure Conway House with parking at the Historic Port of Falmouth Park.

Stafford man is facing a murder charge in the stabbing death of his brother Aug. 1, according to Stafford County Sheriff ’s Office spokesperson Amanda Vicinanzo. Miequan Curmon, 19, is charged with second degree murder after his brother, Latonio Curmon, 18, was found dead at MIEQUAN CURMON 5:51 p.m. in a residence on Clint Lane in south Stafford. Stafford deputies responded to the location and found an unresponsive male lying on his back in a pool of blood with a stab wound on the left side of his torso that was bleeding heavily, Vicinanzo said. The Sheriff ’s Office established a perimeter and called in the drone team as well as the canines to assist with the investigation. After several hours, a suspect was found in the area of Cool Springs Road and Kings Highway. He was taken into custody at 8:29 p.m. Miequan Curmon is incarcerated at the Rappahannock Regional Jail without bond.

County staff decided that the most effective way to clean up the park was to team up with other departments. By pooling resources, they can accomplish the work in-house at a fraction of the expected cost. Staff from PRCF, Public Works and the R-Board are working overtime on weekends to clear the park and the Belmont-Ferry Farm Trail while attending to their regular jobs during the week. On the first work weekend over July 25, approximately 75 dump trucks of debris were removed. The goal is to get a portion of the beach opened, and the parking lot and trail cleared before the Yankees in Falmouth event Sept. 8. “This is a wonderful example of how local government goes above and beyond to
remedy a difficult situation for our patrons as well as our community partners. We took a completely unexpected, devastating situation and figured out how to turn it around with the resources at hand,” said Supervisor Tom Coen, George Washington District. While work continues on the main areas, the worst areas, where debris is harder to reach, will be fenced off. The debris will be piled until it can be burned later in the year. Open burning is not permitted until after Oct. 1. Beach signage will have to be completed before access is given to Fire and Rescue for approval to be reopened. Unfortunately, PRCF reports the park is ineligible for FEMA reimbursement because the flooding was not declared a state or national emergency.

Various studies have identified a host of sites to use as ferry terminals. Two potential sites for ferry terminals on the Virginia side are at the Occoquan Harbor Marina and the Belmont Bay Marina. Boats would run between these locations and potential sites at the docks on Maine Avenue and the Navy Yard in D.C. If the ferry concept catches on, other terminals could be added to the list. Ferries, by their very nature, have some built-in advantages. Perhaps most importantly, they don’t take much infrastructure: just piers, a ferry and a ticket system. Boats aren’t cheap, but we could probably get a good price on a used one from another city, much like we did with the original VRE trains back in 1990. Also, there are a couple of other advantages to ferries. They aren’t bothered by traffic jams, they don’t have to contend with CSX for rail use and, oh yes, the river is free. Ideally the cost should be less than $10, and that would make it competitive with other forms of commuter transportation. There is one other thing that has given this idea some traction. It has consistently found support from both political parties. Former Reps. Tom Davis and Frank Wolf, both Republicans, were the ones who first commissioned an in-depth study of the idea. Admittedly the idea of a ferry system will have its skeptics, but it’s working in other cities. Given our nightmarish transportation problems, adding a brand-new way to work can only be a good thing. TO THE EDITOR Wittman needs to address Stewart’s divisive agenda
Rob Wittman needs to explain his position regarding Corey Stewart and his divisive agenda. I was reading a news item about Stewart’s effect on Congressional races here in Virginia when I came across this sentence: “Rep. Rob Wittman said his schedule is so full he can’t find time to run with Stewart.” This stunned me. To refresh your memory, Mr. Stewart failed to speak against the white supremacists who marched in Charlottesville and condemned those who expressed disapproval of the march; accepted the endorsement of Save Southern Heritage, a neo-Confederate group; claims that the Civil War was not about slavery; consistently defends Virginia’s slave-owning “heritage;” believes the Confederate flag is not a symbol of racism; and compared people who want to remove confederate statues to tyrants and Nazis. Following the Charlottesville violence Rep. Wittman issued a statement that said he “despises the rhetoric and ac-

tions of racists, white supremacists, and Nazi-ideologues are not the values of our Commonwealth or our great nation.” But instead of condemning Stewart, he claims he won’t appear with him because of schedule conflicts. You don’t mind that he is a racist and neo-confederate, you’re just too busy? Some simple questions for you Rep. Wittman…do you support Mr. Stewart’s racist agenda? My only comment is that taking this choice away from the people is an outand-out effort to reduce the level of democracy in Stafford. Just a small history lesson: Vladimir Putin — we all know who he is — when he started to end democracy in Russia first made all of the elected regional governors appointed. By him. Parkway Boulevard pipe replacement work begins
Drivers in the Park Ridge area of Stafford County are asked to be alert for a work zone starting Tuesday, Aug. 7, to replace two drainage pipes along Parkway Boulevard. Virginia Department of Transportation and contractor crews will be replacing two deteriorated, corrugated metal pipes under the road. Each pipe is approximately 60 inches wide and 120 feet long. One pipe is located near the intersection of Parkway Boulevard and Wellington

Court. The other is located near the intersection of Parkway Boulevard and Kimberly Drive. Parkway Boulevard will remain open to traffic during the project. Drivers can expect occasional one-way traffic, directed by a flagging crew, for delivery of materials and equipment at the work zone. The project should be competed in three weeks.
Construction crews adding lanes to I-95 southbound Construction began Monday on a $132 million project to reduce driver delays by adding three new travel lanes to Interstate 95 southbound in south Stafford and Fredericksburg. Drivers along I-95 near the Rappahannock River can expect to see workers operating construction equipment and installing work-zone signs. Temporary concrete barriers will be installed along the left shoulder of I-95 northbound and southbound. Later in the month, tree clearing will begin in the I-95 median. Travel lanes will remain open during morning and afternoon rush hour. Work requiring lane closures will be performed during off-peak travel times. The project work zone begins just north of the exit
133 interchange at U.S. 17 in Stafford County and ends just south of the exit 130 interchange at U.S. 3 in Fredericksburg and Spotsylvania. Construction will be under way through May 2022 as part of a Virginia Department project that will include the construction of three new lanes on I-95 southbound in the existing I-95 median, beginning just south of the Truslow Road overpass in Stafford. The lanes will not feature tools and will be open to all southbound traffic. When the project is complete, travelers with destinations south of Fredericksburg can choose to enter the new general purpose lanes in the median, which will continue past the U.S. 3 interchange. The Fredericksburg Regional Chamber of Commerce’s Leadership Fredericksburg program has announced its 2019 class for a program that runs from September 2018 through May 2019. Sessions occur throughout the Fredericksburg region and include in-depth leadership-skills development and meetings with various industry and community leaders. Each fellow will be paired with a trained mentor from the business community who will support his or her progress through the program. VIRGINIA ABC OPENS FIFTH STAFFORD STORE Virginia Alcoholic Beverage Control Authority has opened its fifth store in Stafford. The new store at 50 North Stafford Complex Center, in the Walmart Neighborhood Market shopping center, celebrated a grand opening Aug. 2. “Stafford extends beyond just the I-95 corridor, and we expect this new location west of the interstate will better serve the area,” ABC chief executive Travis Hill said. “The store also provides a convenient option for purchasing spirits while the store in nearby Doc Stone Commons is temporarily closed for remodeling.” This is Virginia ABC’s 372nd store. Currently more than 92 percent of Virginia’s population lives within 10 minutes of an ABC store. The new store measures 2,800 square feet and its product selection spans 1,700 items, including 308 vodkas, 316 bourbons, 178 cordials, 165 rums and 142 tequilas.
The store employs six sales associates, two lead sales associates and a store manager. Store hours are 10 a.m. to 9 p.m. Monday through Saturday and noon to 6 p.m. Sunday.

Rob Wittman, R-1st District, is now accepting applications for a “wounded warrior fellow” to work out of the Stafford district office and support the office’s military and veterans-related casework. The Wounded Warrior Fellowship Program was established by the House of Representatives to employ wounded or disabled veterans within member offices. The job is open to veterans who are honorably discharged, have been released from active duty within the last five years, are at or below pay grades E-5 or O-3 and have at least a 20 percent service connected disability. Purple Heart recipients are exempt from the service-connected disability rating requirement. The paid position would last for two years. Interested veterans should submit a resume, a copy of their last DD214 issued and a letter from the VA indicating a 20 percent or greater rating to housewoundedwarriors@mail. house.gov. Brief downpour cools off Stafford’s National Night Out A brief downpour and intermittent lightning interrupted the start of Stafford County’s annual National Night Out festivities Tuesday evening at Stafford Marketplace. But by 6 p.m. the storm had moved past Northern Stafford and the Target parking lot soon filled with visitors. There were plenty of vendors offering tasty treats while others distributed information on clubs, churches and organizations.

The Stafford County Sheriff ’s Office and the county’s fire and rescue showed off equipment for children and adults. National Night Out involves 16,500 communities from all 50 states, U.S. territories, Canadian cities, and military bases. Colonial Forge embraces Josh Sarratt’s leadership HUGH RIST » BY FOR INSIDENOVA
Last spring, when Colonial Forge receiver/safety Josh Sarratt found out coach John Brown was replacing his father, legendary Bill Brown, as coach, Sarratt was quick to assure the younger Brown that the Eagles would pull together to achieve their goal for the 2018 season—to win a Group 6A state title. Brown said Sarratt, who has shown leadership qualities since arriving at Colonial Forge as a freshman, assured him “we will win this together,” meaning that Sarratt would ensure the players united behind the coaching staff to achieve the team goal. Brown said his coaching style is not to browbeat players into doing things his way, so Sarratt’s leadership is welcome. “That took such a weight off my mind, in wondering how things might go once I took over,” Brown recalled. “To have one of our best players say something like that takes so much pressure off the coaching staff, and Josh has been that kind of a leader since his freshman year.” Sarratt said he is determined to improve upon a remarkable junior year (both individually and as a team), yet that would appear difficult to do at first glance. route to securing the Region 6B championship, led by Sarratt, a two-way standout. The Eagles’ safety, slot receiver and kick returner notched four interceptions, while amassing 1,908 all-purpose yards and garnering co-Commonwealth District Defensive Player of the Year and first-team all 6A honors. Those accolades helped him receive six Division 1 college offers from Howard, North Carolina,
Western Carolina, William and Mary, Towson and Navy. Sarratt said that although he has made unofficial visits, he has yet to commit, because he still needs to evaluate which school is the best fit for him. “When I find the school I, my family and my coaching staff thinks will be a good match for me, that’s the school I will choose,” Sarratt said. “Right now, I am focused on Colonial Forge having the best season we can, and on putting myself in the best position to play at the next level and perhaps the level beyond that [the NFL].” Sarratt said his parents, Donnie and Kim Sarratt, raised him to do things the right way. So whether that’s urging his teammates to go the extra mile in the weight room or helping them exploit the opposing team’s coverages during film work, Sarratt is always eager to help his teammates. “I’m kind of a natural born leader,” Sarratt said. “Right now, [the Eagles] have a lot of young players who want to be great, and, though sometimes I am hard on them, I am always encouraging them to do their best, to do whatever it takes to help the team win.” The weighty expectations of winning that exist at Colonial Forge might overwhelm other high school teams, but
Sarratt said he doesn’t think that will be a problem for this group. “Pressure often brings out the best in people and I think we as a team all want to do whatever we have to do to win,” Sarratt said. While leadership and competitiveness have always been two of his strengths, Sarratt admitted he has dialed down some of the intensity he had during his freshman year to benefit the team. “I know you can’t always react emotionally, can’t get too excited,” Sarratt said. “When I first got here, I think I tried to be too greedy, where now I might take a step backward in order to take ten steps forward. I don’t think I try to do too much anymore.” Brown agreed with Sarratt’s assessment of his development. “I think Josh lets the game come to him,” Brown said. “We don’t have to set him up [on offense]. He’s not one to tell us to give him the ball more. He’s always been intelligent in the film room. The old adage that a kid is like a coach on the field is 100 percent accurate with Josh. Skeer seeks playing time as UMW soccer goalie » BY DAVID DRIVER FOR INSIDENOVA
The men’s soccer program at the University of Mary Washington has relied heavily on goalies from Stafford during the past few years. And that could be the case again this year for the Eagles, who won the Capital Athletic Conference last season and were ranked as high as No. 16 in the country. Tom Skeer will be a junior goalie this fall for UMW after playing in two games for the Eagles in 2017 as a reserve. The Stafford High School graduate was a backup last season to Mountain View graduate Matt Spencer, who started 20 games as a senior. The Eagles advanced to the Division III national tournament last year for the first time since 2001. Veteran head coach Jason Kilby said Skeer will compete for playing time this year with a sophomore and two incoming freshmen. “He is extremely engaged. He is a very dialed-in player,” Kilby said of Skeer. “He is extremely athletic. He has a very good vertical [jump], good lateral movement. What he lacks in size, he can make up for it. He is similar to Spencer. For us [as coaches], we are not going to just use the biggest guy.” “We are looking for a kid who can control the box, someone who can be consistent, and he has done that,” added Kilby,
who ready to begin his eighth season in Fredericksburg. “He will compete with two or three other goalies. I told him: ‘This is your opportunity but you have to seize that moment.’ He played this summer, which is good for him.” Skeer was a defender as a freshman and sophomore at Stafford High and then became a goalie his last two years. He had played goalie in club soccer while in high school, and played this summer for a team based in Fredericksburg. Another reserve goalie for UMW last year was Curran Smolinsky, a Stafford High graduate who played in two games and made one start. He was a senior last year for the Eagles. Kenny Kurtz, from New York, is slated to be a sophomore goalie this year for the Eagles. “We are very competitive; that is the nature of being a goalie,” Skeer said. “There is only one of us out there [at a time]. I think everyone feels confident going in [to practice]. Confidence is part of being a goalie.” The Eagles first official practice is Aug. 18 and UMW opens regular-season play at home Aug. 31 against North Carolina Wesleyan, another NCAA team last year. UMW hosts Hampden-Sydney of the ODAC on Sept. 1 and then plays the weekend of Sept. 8 at Johns Hopkins in Baltimore in a tournament.
Skeer was observant on the bench last year. “Matt and I are similar in a lot of ways,” said Skeer, a biology major. “He isn’t as gifted genetically; I am 5-foot-8 or 5-9 like him. I would watch him all of the time. He was very commanding, even though he wasn’t as tall as anyone else [as a goalie]. He got everyone organized [on defense].” Skeer saw action in goal in the second half of last spring as UMW beat Division I Longwood in a scrimmage in Fredericksburg.
