Where can you find a new best friend and unconditional love for $25? At the Fredericksburg SPCA, located at 10819 Courthouse Road, Fredericksburg. Adopters will have the chance to bring home a shelter pet for the reduced fee of $25 while Bissell Pet Foundation picks up the additional cost at the Empty the Shelters event Saturday from noon to 6 p.m. “We’ve got it all, dogs, puppies, cats, kittens,” said Dalia Salah, director of community advancement and communications for the Fredericksburg SPCA. “We definitely want to clear out some of our longer-stay shelter animals. These are animals that have been with us longer than two to three weeks.” Empty the Shelters began in 2016 to raise awareness about pet adoption across the country and to encourage people to visit a shelter, especially if they never had before. “Our shelter partners continue to give feedback that Empty the Shelters is saving lives in their area,” said Cathy Bissell, founder of Bissell Pet Foundation. “Not only do thousands of pets find homes, but shelter and rescue organizations of all sizes collaborate to make the greatest im-
pact possible for pets. These relationships continue long after the event ends.” Now, organizations across 26 states have taken part in the reduced-fee adoption event. Stafford SPCA held an Empty the Shelters event in August. “It gives our community an even bigger incentive to adopt,” Salah said. “We have dozens of cats, dozens of dogs. Some of these animals were born in our care.” Bri Olson, communications manager for Bissell Pet Foundation, said adopting and not shopping is important when it comes to finding an animal companion. “People drop off their pets, abandon them or don’t spay or neuter them,” she said. “They all have unique background stories and they all deserve love. They are stuck in the shelter for reasons beyond their control.” Several of the cats currently in the shelter came in a couple of weeks ago from a hoarding situation, Salah said. During the event, adoptable animals will be on the floor and volunteers will be ready to facilitate meetings and answer questions. “We have an open adoption model,” Salah said. “We are really approachable and want to work with as many people as we possibly can. The reality is dogs and cats and kittens and puppies are being euthanized throughout the state for things as simple as lack of space.”

The Fredericksburg SPCA requires that adopters be 18 years of age. A conversation-based consult which includes questions about the adopters’ lifestyle and expectations takes place before the adoption. “We’re very transparent about the animals’ needs,” she said. All the adoptable animals are up-todate on their vaccinations, have been mi-
crochipped and are spayed or neutered. “We are entering the fall and winter months” Salah said. “If you are looking for companionship that’s going to provide you with unconditional love and support during these dark and cold days, and for the rest of the time you have together, now is the time to come and adopt.” The event runs from noon to 6 p.m. For more information, call 540-898-1500.

There are some who rightly argue that tipped jobs have offered people with odd schedules or folks in need of extra money or a second job, an opportunity that the regular 9-to-5 job cannot provide. This is a sound argument, but it also shouldn’t turn into the economy of the downtrodden, either. Assuring some basic minimum, at least comparable to the national or state minimum wage, seems like good policy and the right thing to do. Earlier this year, 17 members of the Virginia House of Delegates co-sponsored a bill that would have effectively done away with the tipped minimum wage. There would be just one minimum wage. This bill never made it out of committee. However, maybe this mechanism isn’t the best way to deal with leveling the field in this particular part of the economy. Another approach, used in the fairly lean-conservative state of Ohio required that wages and tips needed to add up to the state or federal minimum wage. If not, the gap had to be made up by the employer. It also excluded very small businesses from the requirement. It’s not perfect, but it’s eminently fairer than the current system. At the very least, this is a situation that shouldn’t be ignored. A large part of the workforce is getting a raw deal because of an antiquated and unwieldy worker compensation system. If it is a word that shouldn’t be spoken, why say it in a way that says the unwanted code word just as loud and distinctly as though we said the real word? What we used to consider profanity, now is accepted in movies, TV, politics and everyday speech. Even the president uses what used to be considered profanity. But what purpose does the word serve? Couldn’t the speaker make their point without using that word? Is their vocabulary so small they have no other word to express a thought? Or, has this new speak become our new vocabulary, one that will make Mr. Webster turn over in his grave? Or, will Mr. Webster’s dictionary descendants join the crowd using the new speak and make it acceptable? Is the way we speak a sign of what or who we are and what we stand for? There is no arguing that many of the words we use have not only changed in their meaning, but new ones have crept in from slang words. But words are only words. As deer strikes climb in Stafford County for the second year in a row, state wildlife officials and insurance companies are warning drivers to keep an eye out this season, with nearly 500 drivers likely to strike a deer over the next three months across Northern Virginia. Fall is the breeding season for deer, so they will be more active over the next couple of months than at any other time of the year, according to state officials with the Virginia Department of Game and Inland Fisheries. Motorists also will be driving more often in the dark, increasing the likelihood of encountering a deer on the road. The risk of a collision involving a large animal more than doubles in October, November and December, according to

And we are stuck in the middle of a war of words; words that could change the course of our country, our individual lives, and the lives of those that follow us. If you think the words I have just used is
State Farm, which releases annual state rankings for deer strikes. This year, Virginia is ranked 12th in deer collisions, down from 11th in the last two years. But the odds of hitting a large animal in the state have climbed from 1 in 99 motorists to 1 in 76 motorists, according to the State Farm report. In Stafford, 39 wrecks involving deer were reported between October and December last year, up from 36 in 2017 and 26 in 2016. At 30, Spotsylvania County reported its lowest number of fall deer strikes in at least five years. In Loudoun County, wrecks involving deer between October and December climbed to 167, the highest number of these wrecks the county has seen since 2014. Body found in ditch off Shop Road Deputies make burglary arrest The Stafford County Sheriff ’s Office is investigating the death of a woman after her body was found early Oct. 6 in a ditch off Shelton Shop Road. The woman was identified as Ashley Nicole Childs, 28, of Stafford. A citizen called law enforcement around 5:50 a.m. to report seeing the body in the ditch on Whispering Pines Lane near Shelton Shop Road, SCSO
spokesperson Amanda Vicinanzo said. Deputies located the body and observed no obvious signs of trauma, she said. The cause of death is still under investigation by the Office of the Chief Medical Examiner. The Sheriff ’s Office is requesting anyone with information on the incident to contact Detective Massine at 540-658-4400.

At approximately 6:51 p.m., a deputy responded to reports of a suspicious vehicle with flashing red and blue lights in the area of Stafford Hospital Center, at 101 Hospital Center Blvd., said SCSO spokesperson Amanda Vicinanzo. The deputy located the unoccupied vehicle in the parking lot of the hospital and observed light bars on the upper portion of the windshield. She then made contact with the 911 caller who told her that he observed the vehicle traveling on Jefferson Davis Highway with the flashing lights on and that he did not recognize it as an authentic law enforcement vehicle.
Security camera footage showed the vehicle arriving at the hospital with the flashing lights activated. The driver then exited the vehicle and entered the hospital. Hospital security personnel assisted CARLOS OMAR the deputy in locatROMERO CASTRO ing the driver. Carlos Omar Romero Castro, 22, of Stafford, was taken into custody and incarcerated at Rappahannock Regional Jail without bond on charges of impersonating a law enforcement officer and unauthorized emergency lights.
A Washington, D.C., man is accused of a string of burglaries in August, according to the Stafford County Sheriff ’s Office. After a month-long investigation, Eugene Blocker, 39, was arrested last week in D.C. on unrelated charges, SCSO spokesperson Amanda Vicinanzo said Oct. 8. Employees of Fortune House, at 282 Deacon Road, reported a break-in around 11:03 a.m. Aug. 30. Deputies found signs of forced entry at the business. The SCSO received several similar
reports of breaking and entering incidents at China Delight at 300 Chatham Heights Road, Chatham Laundry and Car Wash at 312 Chatham Heights Road, Top Chef at 43 Town and Country Drive, Hong Kong at 1075 Garrisonville Road and Lin’s Gourmet Chinese at 45 Walpole Street. Stafford detectives have obtained warrants for breaking and entering with intent to commit a felony and destruction of property, Vicinanzo said.
CRIME BRIEFS UBER PASSENGER CHARGED WITH ASSAULT The Stafford County Sheriff ’s Office is investigating an alleged assault of an Uber driver on Oct. 6. The driver told deputies that he was taking two men to Stafford County from Washington, D.C., around 7:35 p.m. When they reached Stafford, one of the passengers, Charles Monroe, 34, allegedly became irate and began hitting and kicking the seats and struck the driver in the face, SCSO spokesperson Amanda Vicinanzo said. The driver pulled over at a 7-Eleven in the 3600 Block of Jefferson Davis Highway and contacted law enforcement. Monroe was taken into custody and incarcerated at Rappahannock Regional Jail on an unsecured bond for assault and battery, destruction of property and public intoxication.
DRIVER CHARGED WITH DUI A Fredericksburg driver is accused of DUI after he was allegedly found asleep behind the wheel, according to the Stafford County Sheriff ’s Office. Deputies responded around 3:59 a.m. Oct. 6 to reports of a drunk driver parked in the middle of the roadway near the Falmouth Bridge, SCSO spokesperson Amanda Vicinanzo said. Eventually, the driver awoke and a witness followed him to a residence in the 400 block of Forbes Street. The deputy located the suspect vehicle parked in the driveway of the residence. Cesar Gonzalez Flores, 25, of Fredericksburg was taken into custody and incarcerated at Rappahannock Regional Jail without bond for driving under the influence and driving DUI revoked.

Ever since playing in a recreation league as a 7-year old, Colonial Forge senior lineman Chase Harley has played on the offensive and defensive lines and to hear him tell it, he’s loved every minute of it. “When I was young, I was kind of heavy-set, so yeah, I’ve always played on the line,” Harley recalled. Harley also remembered the excitement of representing one’s school as a member of a football team for the first time when he suited up for Gayle Middle School in seventh grade. “I think it was in middle school when I fell in love with the sport and knew it was one I wanted to devote myself to,” Harley said. “The school spirit, the competition, everything about the game were reasons I knew this was the sport for me.” Because of his familiarity with and love for playing on the offensive and defensive lines, Harley said he knows he won’t garner the recognition given to his skill position teammates. But that doesn’t really matter that much to him. “We [linemen] take pride on being there in the trenches. We know that when a running back or receiver goes for 100 or 200 yards, that it falls back on us. I’m pretty proud to call myself a lineman,” Harley said. That pride and hard work has translated itself into leadership on the team. Harley said he would like to think he has always been a leader, but that since becoming a senior, his leadership opportunities have expanded.

“I want to make sure the present fortunes of the program at Forge—and those yet to come—are always strong, so when younger players come to me [with questions], I love to help them,” Harley said. That leadership is also borne out in his academics where he has attained a 4.1 grade point average. Harley said while he hasn’t committed anywhere for college yet, he knows two things. He wants to go somewhere with a good engineering program. He would also love to continue to play football after high school. Harley said he attended several camps over the summer at every college level, so he really doesn’t have a preference regarding the level of college (Division 1, 2, or 3), but he does know he wants to play. “Whatever I have to do to play football at the next level, it’s definitely my goal,” Harley said. A more immediate goal, however, is helping Colonial Forge to win a state title. “Everything we do at Forge, every game we play, we have one goal in mind—winning a state title,” Harley said. “We know we have a good team. It’s just a matter of going into each game knowing we have to win it and doing what it takes to get there.” Harley praised the fan base that he calls the best in the Stafford area, but he said that after the pre-game warmups, he doesn’t really focus on the crowd, he’s too busy playing the game. “Once the game starts, it doesn’t really matter if there is one fan, or 100,000, I really have tunnel vision about the game,” Harley said. “I’m only focused on one thing and that’s winning the game.”

Arthritis Foundation offers cautious CBD tips Signs promoting “CBD” supplies line the street on my way to work. A local vape shop carved its shop in half late last year to open a CBD storefront. Nutrition stores that are known for muscle-growing and weight-loss formulas have fresh signs promoting CBD-based products. It’s extracted from cannabis, but CBD doesn’t have the key elements that produce the kind of high you expect from marijuana. Some people who suffer from chronic pain use CBD-based products to provide relief, but nearly all of the data in its effectiveness has been purely anecdotal. We’ve got about as much clarity on the effectiveness of Circus Peanuts. At forums in Northern Virginia over the past few months focused on pain management, CBD is among the questions I’ve seen doctors juggle. The answer can be summed up as a thoughtful, careful, questioning shrug. Is it helpful? Is it harmful? The jury isn’t out, the members haven’t been called to court. Noting the growing popularity and availability of CBD-based products, the Arthritis Foundation recently released its guidance on how to use these products. Their guidance can generously be described as curious, but not terribly supportive. The foundation notes in its guidance
that there is limited scientific evidence about CBD’s ability to ease arthritis symptoms. There’s also holes in standards for how to use CBD products. While recognizing that those gaps exist, the foundation wants to provide general recommendations for those interested in trying CBD. “CBD may help with arthritis-related symptoms, such as pain, insomnia and anxiety, but there have been no rigorous clinical studies in people with arthritis to confirm this,” the authors noted. The most important piece of advice is something that most arthritis patients already know: one treatment doesn’t fix everything. “CBD should never be used to replace disease-modifying drugs that help prevent permanent joint damage in inflammatory types of arthritis,” according to the Arthritis Foundation. “CBD use should be discussed with your doctor in advance, with follow-up evaluations every three months or so, as would be done for any new treatment.” One primary reason that a doctor should be involved: CBD could interact negatively with some drugs commonly taken by people with arthritis, the Arthritis Foundation noted, possibly including prednisone, Aleve, Xeljanz, Celebrex and more.
One great tip from the foundation: Keep a symptom and dose diary to track effects. If you’re spending weeks or months between visits with a doctor, you will forget some pain-free and painful days. If someone has found relief through CBD products, I imagine it can be frustrating to hear skepticism, but the Arthritis Foundation noted that the expense of the products can add up. “To avoid wasting money, be completely sure that the product is truly having a positive effect on symptoms,” the guidance noted. Medical experts consulted by the Arthritis Foundation recommend starting low and going slow with CBD. If relief is
inadequate, go up in small increments over several weeks. If you find relief, continue taking that dose twice daily to maintain a stable level of CBD in the blood. And a great tip when visiting one of those stores on your block where CBD has popped up: “Be aware that marketers and people behind retail counters are not health professionals; they are salespeople,” the foundation guidance notes. “That’s why your doctor is your best source for guidance and monitoring when using an unregulated product.” Greg Hambrick is senior editor at InsideNoVa.
