Pair charged with dealing Man charged with murder drugs in North Stafford after cousin found dead Two men believed to be involved in a shooting at a residence in North Stafford were arrested by Stafford County Sheriff ’s Office deputies on Nov. 27, according to sheriff ’s office spokesperson Amanda VicinanEKOW ADAMS zo. At 6:11 p.m., a caller reported hearing a shot and believed a bullet entered his apartment on the 1000 block of Providence Street. Sgt. Zotos went to the location and saw two people near a vehicle. When they ran, he chased them but lost sight of them in the woods behind the apartments. Units set up a perimeter and the police dog and drone teams were called to assist. A bag of marijuana, two firearms and cash were found in the vehicle. One firearm was reported stolen in Prince William County. Deputy Smith and his police dog started to track around the apartments when deputies received a report of a suspicious person in the backyard of a residence on the 200 block of Providence Street. Deputy Demirci and his police dog, Steele, began tracking in that location and

found one of the suspects hiding in the bushes. The man, later identified as Ekow Nkansah Adams, 22, of Dumfries, did not comply with the deputy’s commands, so the dog apprehended the suspect, VicinanJAVON WILLIAMS zo said. Adams was treated at the scene for a bite to his hip area, but he refused transport to a hospital. At the same time, detectives were told of a suspicious person entering a hotel. The man, later identified as Javon Alberto Williams, 20, of Stafford County, was found in the hotel bathroom and determined to be the second person. Both men were incarcerated at the Rappahannock Regional Jail. Adams is charged with possession of a firearm by a felon, possession of a stolen firearm, obstruction of justice, possession with intent to distribute marijuana and drunk in public. He was held without bond. Williams is charged with possession with intent to distribute marijuana and obstruction of justice. He was held in lieu of a $5,500 secured bond.

Brandon Hunt, 35, is charged with attempted capital murder of a law enforcement officer, discharging a firearm within an occupied dwelling and reckless handling of a firearm. Hunt barricaded himself in a residence on the 100 block of Empress Alexandra Place in the Hartwood area after firing a shot at approximately 7:09 p.m. After the initial shot was fired, family members left the residence and called the sheriff ’s office. The SWAT team, drone team, police dog units and negotiators responded to the scene. Over the next several hours Hunt continued to intermittently fire his weapon and move around the house as sheriff ’s office personnel attempted negotiations. At approximately 3:30 a.m. Hunt was taken into custody without incident.

Governor creates highway safety leadership team Gov. Ralph Northam created an Executive Leadership Team on Highway Safety on Dec. 4. He is asking the the group to come up with ways to reduce the rising number of fatalities on Virginia’s roadways. The team is comprised of representatives from the Virginia departments of Motor Vehicles, Transportation, Health, Education, and State Police. “Nearly every crash is preventable and

Stafford County fills business development position Marc Smith from Fredericksburg was hired as the business development professional at the Stafford County Economic Development & Tourism office, according to a news release. Smith will be contacting existing businesses to help with their expansion and attracting new business investment to the county. He will work with Rick Cobert, manager for economic development, and the Stafford County Economic Development Authority to support business growth.

“Marc brings close to 15 year of experience in commercial real estate development and economic development, most recently with the Virginia Economic Development Partnership recruiting and attracting major businesses to the commonwealth,” John Holden, ED&T director, said. “Marc brings substantial local development knowledge, having previously worked for Spotsylvania County, WJ Vakos Companies, Jarrell Properties Inc and Chrismarr Commercial.” Smith attended elementary school in Stafford.

High school broadcast teams win state competition Under the direction of media teacher William Leap, students at North Stafford and Brooke Point high schools earned first class awards for broadcasting at the Virginia High School League State Championships in October. North Stafford’s daily news program, NS-6 News, and Brooke Point’s BP13 News earned the top title for their

broadcasts. Both programs air new material 140 times a year produced by beginning broadcasting classes and feature content produced by advanced broadcast class students. The North Stafford students are currently working on a new program called “North Stafford NOW”, a magazine-format program dedicated to the school division.

University of Mary Washington has been accredited for its College of Business by The Association to Advance Collegiate Schools of Business, International. UMW is one of only five U.S. schools to receive the accreditation this year, which is earned by 5 percent of the world’s schools offering business degrees. Founded in 1916, AACSB is the longest-serving global accrediting body for business schools. Each school has undergone a lengthy, rigorous process of assessment for the school’s ability to perform in critical areas, such as teaching, research, curricula development and student learning, according to AACSB. The University of Mary Washington set An I-beam from one of the towers of the World Trade Center and a section of the facade from the Pentagon were installed at the National Museum of the Marine Corps on Dec. 4. Stafford Christmas parade to reverse course

The 2018 Stafford Christmas parade will follow the same route as last year — but it will be going in the opposite direction. Parade units will assemble at the Jeff Rouse Swim Center and Embrey Mill Park, 1600 Mine Road, and move along Mine Road past the Embrey Mill community. The judging stage will be at Shields Drive and Mine Road. A Christmas Village will be set up in the parking lot in front of the swim center, like last year. Parking will be available at Colonial Forge High School and at the VDOT commuter lot on Va. 630 near Interstate-95. Free shuttles will run from 11:45 a.m. to 8 p.m. Dec. 15.

I am lucky to live in an area with laws that focus more on the act a dog commits and not judging a dog as dangerous based solely on breed. However, in many areas there are active calls to enact breed-specific legislations. BSL can be anything from requiring special licensing to a complete ban on specific breeds or types of dogs. All dogs have inherited traits, and specific breeds were developed for various jobs. Therefore, a border collie is behaviorally what a border collie is and not behaviorally a border terrier. Over the decades I have worked with many breeds of dogs targeted in BSL. Many of them were great dogs from responsible, knowledgeable sources and living with responsible, knowledgeable owners. The key words here are “responsible” and “knowledgeable.” Responsible, knowledgeable sources and owners help reduce the risk of incidents from any type of dog. When an incident happens, how it is reported for statistics varies area to area. Let’s look at three bite situations. A young puppy is trying to grab a toy that a child pulled too close to his face. The pup caught skin when he grabbed for the toy. A child intentionally jumped off furniture and onto the family dog. After several times, the dog bit the child.

A dog with a known bite history jumped a low fence to attack a pedestrian across the street. In some jurisdictions, each of these would be reported as the same for statistical purposes, even though each situation is vastly different. Other communities may report the cause of the incident in their data. Additionally, people are more likely to report bites from certain types of dogs. This can skew data and make it look like more bites come from specific types of dogs. Often the descriptions used in BSL proposals are vague. The most distinguishing characteristics of the XYZ are its short, dense, weather-resistant coat… a clean-cut head with broad back skull and moderate stop; powerful jaws… The above was taken from the American Kennel Club standard for the Labrador retriever. I attended a BSL education lecture in a region calling for BSL. In preparation for the talk, one of the lecturers asked the animal control officer for that city to look at pictures and show the pit bulls.

The officer called every dog a pit or pit cross. The pictures included a Labrador retriever, bullmastiff, boxer, Rottweiler, bulldog and mastiff. All the dogs were purebred show dogs. There were no pictures of pit bulls presented to the officer. Could this person be trusted to identify dogs? Those who are pro-BSL claim the procedure will reduce dog bites. There is evidence contrary to this assumption going back years, such as “Will breed-specific legislation reduce dog bites?” JH Bandow, Canadian Veterinary Journal. 1996 Aug; 37(8): 478–481. https://www.ncbi.nlm.nih. gov/pmc/articles/PMC1576444 . Instead of BSL, communities should enact and enforce dog laws that address how dogs are maintained and managed. How many people ignore dog laws and are not being responsible owners? Also, more outreach with public education regarding how to behave around dogs and how to handle neighborhood concerns with irresponsible dog owners is needed. Fair laws, enforcement of laws and public education go further to reduce dog-related incidents than bans of specific types of dogs.
