Pair charged with dealing Man charged with murder drugs in North Stafford after cousin found dead Two men believed to be involved in a shooting at a residence in North Stafford were arrested by Stafford County Sheriff ’s Office deputies on Nov. 27, according to sheriff ’s office spokesperson Amanda VicinanEKOW ADAMS zo. At 6:11 p.m., a caller reported hearing a shot and believed a bullet entered his apartment on the 1000 block of Providence Street. Sgt. Zotos went to the location and saw two people near a vehicle. When they ran, he chased them but lost sight of them in the woods behind the apartments. Units set up a perimeter and the police dog and drone teams were called to assist. A bag of marijuana, two firearms and cash were found in the vehicle. One firearm was reported stolen in Prince William County. Deputy Smith and his police dog started to track around the apartments when deputies received a report of a suspicious person in the backyard of a residence on the 200 block of Providence Street. Deputy Demirci and his police dog, Steele, began tracking in that location and
found one of the suspects hiding in the bushes. The man, later identified as Ekow Nkansah Adams, 22, of Dumfries, did not comply with the deputy’s commands, so the dog apprehended the suspect, VicinanJAVON WILLIAMS zo said. Adams was treated at the scene for a bite to his hip area, but he refused transport to a hospital. At the same time, detectives were told of a suspicious person entering a hotel. The man, later identified as Javon Alberto Williams, 20, of Stafford County, was found in the hotel bathroom and determined to be the second person. Both men were incarcerated at the Rappahannock Regional Jail. Adams is charged with possession of a firearm by a felon, possession of a stolen firearm, obstruction of justice, possession with intent to distribute marijuana and drunk in public. He was held without bond. Williams is charged with possession with intent to distribute marijuana and obstruction of justice. He was held in lieu of a $5,500 secured bond.
A Fredericksburg man was charged with second degree murder in the Nov. 25 death of his cousin in south Stafford, according to Stafford County Sheriff ’s Office spokesperson Amanda Vicinanzo. Matthew David Roberson, 42, allegedly killed Larry Dean Roberson, 54, of Newton Road, and then called authorities to report a medical MATTHEW ROBERSON
Attempted capital murder charged following standoff A 35-year-old Fredericksburg man who held sheriff ’s office personnel at bay for more than eight hours and intermittently fired a weapon finally surrendered after chemicals were shot into the residence on Nov. 30, according to Stafford County Sheriff ’s Office spokesperson Amanda Vicinanzo. UMW College of Business earns accreditation LISA CHINN MARVASHTI, » BY UNIVERSITY OF MARY WASHINGTON
University of Mary Washington has been accredited for its College of Business by The Association to Advance Collegiate Schools of Business, International. UMW is one of only five U.S. schools to receive the accreditation this year, which is earned by 5 percent of the world’s schools offering business degrees. Founded in 1916, AACSB is the longest-serving global accrediting body for business schools. Each school has undergone a lengthy, rigorous process of assessment for the school’s ability to perform in critical areas, such as teaching, research, curricula development and student learning, according to AACSB. The University of Mary Washington set An I-beam from one of the towers of the World Trade Center and a section of the facade from the Pentagon were installed at the National Museum of the Marine Corps on Dec. 4. The gallery space housing the artifacts will highlight the terrorists’ strikes on Sept. 11, 2001, and is scheduled to open around April. Other artifacts, as well as cast figures, are slated for display in the galleries, which chronicle the history of the Leathernecks. a goal for AACSB accreditation shortly after the establishment of its College of Business in 2010. Under the leadership Dean Lynne Richardson, the school shaped its curriculum, programs and faculty to meet the 15 international standards required for accreditation. “UMW takes great pride in becoming one of the nation’s elite institutions having a fully accredited College of Business,” said UMW President Troy D. Paino. “This distinction is testimony to the diligent efforts over a number of years on the part of dozens of people across campus, most especially the College of Business faculty and staff. Of course, the true beneficiaries of international accreditation are our students, alumni and the organizations that hire our graduates.”

Head Start lists Do we need breed-specific legislation? upcoming events CRITTER CORNER | KAREN PEAK
I am lucky to live in an area with laws that focus more on the act a dog commits and not judging a dog as dangerous based solely on breed. However, in many areas there are active calls to enact breed-specific legislations. BSL can be anything from requiring special licensing to a complete ban on specific breeds or types of dogs. All dogs have inherited traits, and specific breeds were developed for various jobs. Therefore, a border collie is behaviorally what a border collie is and not behaviorally a border terrier. Over the decades I have worked with many breeds of dogs targeted in BSL. Many of them were great dogs from responsible, knowledgeable sources and living with responsible, knowledgeable owners. The key words here are “responsible” and “knowledgeable.” Responsible, knowledgeable sources and owners help reduce the risk of incidents from any type of dog. When an incident happens, how it is reported for statistics varies area to area. Let’s look at three bite situations. A young puppy is trying to grab a toy that a child pulled too close to his face. The pup caught skin when he grabbed for the toy. A child intentionally jumped off furniture and onto the family dog. After several times, the dog bit the child.

A dog with a known bite history jumped a low fence to attack a pedestrian across the street. In some jurisdictions, each of these would be reported as the same for statistical purposes, even though each situation is vastly different. Other communities may report the cause of the incident in their data. Additionally, people are more likely to report bites from certain types of dogs. This can skew data and make it look like more bites come from specific types of dogs. Often the descriptions used in BSL proposals are vague. What type of dog do you think of when you read the following? Strongly built, medium-sized, shortcoupled dog possessing a sound, athletic, well-balanced conformation that enables it to function… Physical features and mental characteristics should denote a dog bred to perform as an efficient... The most distinguishing characteristics of the XYZ are its short, dense, weather-resistant coat… a clean-cut head with broad back skull and moderate stop; powerful jaws… The above was taken from the American Kennel Club standard for the Labrador retriever. I attended a BSL education lecture in a region calling for BSL. In preparation for the talk, one of the lecturers asked the animal control officer for that city to look at pictures and show the pit bulls.

The officer called every dog a pit or pit cross. The pictures included a Labrador retriever, bullmastiff, boxer, Rottweiler, bulldog and mastiff. All the dogs were purebred show dogs. There were no pictures of pit bulls presented to the officer. Could this person be trusted to identify dogs? Those who are pro-BSL claim the procedure will reduce dog bites. There is evidence contrary to this assumption going back years, such as “Will breed-specific legislation reduce dog bites?” JH Bandow, Canadian Veterinary Journal. 1996 Aug; 37(8): 478–481. https://www.ncbi.nlm.nih. gov/pmc/articles/PMC1576444 . Instead of BSL, communities should enact and enforce dog laws that address how dogs are maintained and managed. How many people ignore dog laws and are not being responsible owners? Also, more outreach with public education regarding how to behave around dogs and how to handle neighborhood concerns with irresponsible dog owners is needed. Fair laws, enforcement of laws and public education go further to reduce dog-related incidents than bans of specific types of dogs. Puzzles & Horoscopes Need to double check? Find the answers on page 15 CROSSWORD THEME: CARTOON CHARACTERS
HOROSCOPES ARIES (Mar. 21- April 20) The Moon’s return is a chance to capitalise on both, with your financial instincts and imagination able to merge with Mercury’s smart head for money and Venus’ less objective focus. All of a sudden the money gods have brought money matters back into play, with an opportunity for a do over. This time around you know now what you didn’t then.
LIBRA (Sept. 24 -Oct. 23) Venus and Mercury both left over a month ago, so while Jupiter was still here and over the last 48 hours both have returned for double dip visits. Venus and Mercury know where all the buried treasure is buried and as they are joined by the Moon, your instincts and nose for money will become sharper. This comes just as forces across the income, work and career fronts are coming.
TAURUS (Apr. 21- May 21) While the Moon still has one more visit to your work and career sectors before the year is over, there is now no more planetary activity in either of your two professional houses. There is more than enough momentum to keep the wheels of this professional year turning. However, as the professional gods’ last means of contact was through the Moon and Venus it is important to listen to your heart and gut.
SCORPIO (Oct. 24 - Nov. 22) No matter how many new doors have opened and however powerful the pull from the future has been, with continuous planetary activity in a nostalgic and reflective part of your chart over the last four months, the past has had a hold on you. That changed with Venus’ departure yesterday and return to Scorpio. The past has let you go, allowing you to fully embrace the future.
GEMINI (May 22-June 21) Mercury retrograded back out of your relationship sector, but with the Sun and Jupiter there, your relationships are still in safe hands. However, Venus left a playful part of your chart where there is no other planetary activity and as the Moon leaves, keeping this influence alive is now in your hands. As even the Moon shifts to a more busy focus, maintaining a balance between work and play all of a sudden becomes a priority. CANCER (June 22-July 22) It is likely to feel like you are waiting for a few more things to fall into place before they take off, which is the reality. In terms of when the professional gods will have all their ducks in a row, you are probably looking at the New Year, though that doesn’t mean nothing is happening before then. Until then you have a valuable chance to find a balance between work and play. LEO (July 23-Aug 22) The concept of hope and confidence are fragile because they often can’t be explained and can easily be destroyed. They are fragile, they also have the power to move mountains, making them something that needs nurturing and protecting, especially against your own negative self talk. Right now the gods are doing a good job of raising both your hope and confidence on a number of fronts. VIRGO (Aug. 23 -Sept. 23) Even without Venus and Mercury having both returned for double dip visits to your communication sector, forces across the communication, friendship and relationship fronts were already coming together. This means that as you move into some stunning days for personal and professional networking, friendship and relationship building, the communication gods are there.
12
SAGITTARIUS (Nov. 23 -Dec. 21) Without Mercury in retrograde motion in Sagittarius, you are now able to move forward into and embrace this new solar year. With a New Moon later in the week, there is a chance coming up to embrace the journey ahead. Yet with the lines between the past, present and future blurred, a rush mentality is unable to take hold. CAPRICORN (Dec 22.- Jan. 20) It is pure coincidence that Venus and Mercury have both returned for rare double dip visits to a social and serendipitous part of your chart over the last 48 hours. Yet their timing couldn’t be better, bringing them back in time to support a major triple alignment of communication, friendship and relationship building forces that begins. AQUARIUS (Jan. 21 -Feb. 19) With all planetary activity on both the playful and adventurous fronts now over for the year, but these final weeks of 2018 literally getting busier by the day, maintaining a balance between work and play is now your responsibility. Even the professional gods, who are experiencing an exciting resurgence, don’t want life to become all work and no play. Yet the only one that can now guard against that is you. PISCES (Feb. 20-Mar. 20) First Mercury and then Venus returned to an adventurous part of your chart, in time to support an already strong coming together of nostalgic, romantic, adventurous and passionate forces. If the professional gods were inclined to fight back they would have a battle on their hands.
