That deadline, some legal scholars argue, may not be constitutional. Or, simply, Congress could retroactively extend the deadline. That of course is getting the horse before the cart. Republicans, who generally oppose the amendment, have a majority of 51 to 49 in the House of Delegates and 21 to 19 in the state Senate. In spite of that, there still may be a majority for the amendment hidden in those numbers. A few Republican members in swing districts could probably be talked into supporting the bill. Last year, both committees that have jurisdiction over the bill failed to send it to the floor, where it might have passed. Their reasoning was that the 1982 expiration date prohibited further consideration of the amendment. The respective committee chairmen, Sen. Ryan McDougle, R-Hanover, and especially Del. Mark Cole, R-Spotsylvania, don’t care for it. So just what strategy do the bill’s supporters have for the next session? If they can get it to the floor of both chambers, it stands a chance. The governor will surely sign it. If they can’t clear this hurdle, and it stays bottled up in committee, expect it to be a wedge issue for Democrats to use against Republicans in the 2019 House of Delegates and state Senate elections. Hans Christian Andersen, in writing this as a fairy tale, seems to be telling an adult story in satire that warns us about how the vanity and pride of a leader can cause others to believe what they need to believe if they are to be in the leader’s favor and remain part of the cast. The story involves a pair of swindlers who, posing as weavers, convince the king, who is obsessed with wearing fine clothes, that they can weave a suit of clothes more beautiful than any the world has seen; and when the king wears them, the clothes will be invisible to anyone who is unfit to hold office, or who is unusually stupid. The vain king buys their scam and pays them handsomely to make these clothes. The swindlers go through the motions at their empty looms, pretending to be making the cloth. The king’s followers hear of this supposed cloth and become excited to see it. But they understand GOLD that if they don’t see the PAGE 5 cloth, they will be unfit for

Democratic legislators to host town hall in Stafford State Sen. Scott Surovell, D-36th District, and Del. Jennifer Carroll Foy, D-2nd District, will host a town hall in Stafford County at 5 p.m. Sunday, Jan. 27, at Barrett Elementary, 150 Duffey Dive. The legislators will discuss their legislative agendas and take questions from the audience. Some topics include: transportation, education funding and reform, state budget and tax reform, redistricting, Medicaid expansion, marriage

equality and LGBTQ rights, firearm violence prevention, civil/criminal justice reforms, consumer protection/predatory lending, investing in green energy, reproductive choice issues and protecting environmental interests, according to a news release. Stafford woman gets scammed to be mystery shopper A Stafford County woman who wanted to be a mystery shopper found out the hard way that her quest was for naught. In fact, it cost her a grand. The Lakeside Drive woman said she was contacted by a firm to be a mystery shopper and she accepted the offer, according to Stafford County Sheriff ’s Office spokesperson Amanda Vicinanzo.

All she had to do was purchase two $500 gift cards and provide the card information to the firm. The firm said it would send her a check for $1,394. And so they did. But when she tried to cash the check, her bank told her the check was a fake. The investigation is ongoing, Vicinanzo said.

Wanted brothers nabbed at Wawa in southern Stafford Two wanted suspects were arrested on Monday by deputies with the Stafford County Sheriff ’s Office at a Wawa convenience store in the southern end of the county, according to Sheriff ’s Office spokesperson Amanda Vicinanzo. At 11:41 a.m. Dec. 17, patrol units saw a man at the Wawa at 9 South Gateway Drive who was wanted for failure to appear on a driving suspended offense. Deputy Layug approached him and asked for identification. The man refused and the deputy attempted to detain him. The man ran from the deputy, but an individual blocked the man’s path, enabling the deputy to apprehend him, said Vicinanzo. GOLD

Kody Eli Banks, 26, of Stafford was taken into custody and served his outstanding warrant as well as an additional charge of obstruction of justice. He was incarcerated at Rappahannock Regional Jail without bond. In the meantime, deputies made contact with the suspect’s brother, Michael Lee Banks, 39, of Stafford, who was also at the Wawa. Deputies learned the suspect was wanted in Caroline and Stafford counties for probation violations. A search of the man found a controlled substance. Michael Banks was incarcerated at Rappahannock Regional Jail without bond.

They go through the motions of dressing the king in the clothes that don’t exist. The king, however, must see the clothes or he would be unfit to hold office and be considered stupid. So, to ensure his position as king, he extolls the beauty of the cloth. Then he calls his ministers to see his new clothes, and afraid of admitting they don’t see any clothes, they shout about how beautiful the clothes are. To show off his “clothes,” the king calls for a parade. His subjects turn out and so as not to appear stupid, shout how beautiful the clothes are. The story ends when a child shouts: “But he hasn’t got anything on.”

Finally, the people realize the child is correct and the king is not wearing clothes. However, the king, still fearing that if he admits he has no clothes he will be considered unfit for office and a fool, continues his parade unclothed. This fairy tale becomes reality when, in our government, we see the plot constantly changing with strange subplots coming and going, cast members resigning or being removed, and the play moving from one theater to another. Throughout this play, some of the audience, afraid to admit there are no clothes, applaud. Marine Corps’ chamber orchestra entertains at museum It was standing room only at the National Museum of the Marine Corps when the Marine Chamber Orchestra took to getting guests in a holiday spirit. Sherlock, the musicians began the program with the spirited “It’s the Most Wonderful Time of the Year.” Though there was no snow in the forecast, quite a few visitors sported Christmas sweaters appropriate for the notes of “Sleigh Ride.” The band did not forget tunes from the classic “Nutcracker Suite” and then moved to themes of Christmas movies. The larger fight over healthcare reform has as much to do with information as it does with access to treatment. A new law that goes into effect March 1 will inform consumers of their options and possible cost of being transported by an air ambulance during a non-emergency medical situation. A federal investigation found that the average price charged for helicopter air ambulance service doubled between 2010 and 2014, climbing from around $15,000 to about $30,000. Constituents have complained of bills as high as $45,000 for being transported via air ambulance, usually a helicopter, said state Sen. Jeremy McPike, D-29th District. The law aims to provide patients in non-emergency situations or their designated representative with important information before they are transported by air ambulance. “We need to start to really build a format that helps inform consumers and ask the doctors ‘What is this going to cost?’” he said. The law will require hospitals or other health care providers to inform patients in non-emergency situations that they have an option between air ambulance and ground ambulance. The patient must sign the notice, which will also inform patients they will be responsible for charges incurred if the air ambulance provider is not in their health insurance plan network. Finally the notice will provide patients with an estimate of the range of charges for out-of-network air ambulance transport in the area. The law directed the Office of Emergency Medical Services with the Virginia Department of Health to develop a process for disclosing cost estimates by Jan. 1. When air transportation service providers don’t have contracts with hospitals, patients can be surprised with a huge bill, McPike said, adding that pricing transparency is important in non-emergency situations where the patient can choose ground ambulance or can request a list of in-network air ambulance providers. “[The law] gets the discussion going so [patients] can understand the costs involved and what alternatives are available to them,” McPike said. A spokesperson for PHI Air Medical, a national company that has helicopter bases in Manassas and Fredericksburg, said in a statement that alignment among healthcare systems in the state will help ensure the company can provide lifesaving care to patients when needed. The national company serves 30,000 patients annually out of 65 bases nationwide, according to its website. The company says it has a crew of pilots, nurses and communications specialists at each base. “Our commitment to providing the

safest, highest level of care will never waver,” the company’s statement said. “We are called to transport and care for patients in significant need. These patients are flown because a physician or EMS professional has determined that it is medically necessary. We have a legal obligation to respond in these situations, without knowing of a patient’s ability to pay. Our primary concern in these moments is the safe transport and critical care for the patient in need.” The new law is based on Senate Bill 668 introduced by McPike and House Bill 778, which was introduced by Del. Margaret Ransone, R-99th District, and Del. Robert Orrock Sr., R-54th District. In 2017, Ransone introduced House Bill 1728, which was passed and directed the state department of health to create a work group to study the regulations, dispatch and billing procedures of air ambulance transportation services in the state and make recommendations by Dec. 1, 2017. The report noted that federal law — specifically the Airline Deregulation Act enacted in 1978 — means the federal government cannot regulate the airline industry’s fares or routes, among other things. That also means states cannot regulate the price, route or service of the airline industry, including medical air

transportation, according to the group’s report. The group reported that there were 7,815 air medical transports in Virginia in 2016. Of that number, 66 percent were flights between facilities and 34 percent were flights from a scene. Doug Gray, executive director for the Virginia Association of Health Plans, said he’s hopeful this new law will help consumers. “It may be that some of them choose not to take the transportation offered to them and do something else that works for them,” he said. “They may find out that the transportation they were offered

is not the best option for them, because it’s not in network.” It’s not reasonable to fly someone between medical facilities without informing them of a potential $30,000 to $40,000 bill, said Gray. Entrance fees to increase at Prince William Forest Park Record rainfall reveals areas prone to flood As part of an effort to address aging park infrastructure and improve future visitor experiences, Prince William Forest Park will increase its per vehicle entrance fee to $15 on Jan. 1. In 2020, the park will increase all entrance fees to meet nationwide standards, according to a news release. “The new entrance fees will help us tackle backlogged maintenance and repair projects,” Superintendent Tanya Gossett said. “As our visitation grows, the wear and tear on the park’s infrastructure increases. We want Prince William Forest Park to continue to be your favorite place to relax and enjoy well maintained trails, clean and comfortable campgrounds, sturdy and scenic bridges and the park’s many other amenities.” All money collected from entrance fees remains in the National Park Service, with at least 80 percent retained by Prince William Forest Park. Fee revenue supports visitor programs and services, and helps the park improve comfort stations, accessible walkways, cabins, trails and other visitor facilities. The other 20 percent is spent on projects that benefit visitors in national parks that don’t collect entrance fees. The fee schedule will change according to the following: The vehicle fee is increasing from $10 in 2018 to the new $15 rate next year and will climb to $20 in 2020. camping, hiking and biking, with nearly 15,000 acres of woodland habitat home to diverse plants and animals. The park also preserves more than 150 historic structures, including the largest inventory of Civilian Conservation Corps structures in any national park. However, with an amount not seen for many years in 2018, areas that usually stay dry flooded in Stafford County. Residents who had never questioned the need for flood insurance were reconsidering, according to a news release. Stafford County’s Geographic Information Services Office has created an online map detailing floodplains in the county. Users can input their address to see if their location is in or near a floodplain. According to the Federal Emergency Management Agency, just one inch of water in a home can cause $25,000 worth of damage. FEMA estimates that more than 20 percent of flood claims come from properties outside high-risk floodplains. State announces certification of REAL ID program The U.S. Department of Homeland Security has determined that Virginia’s REAL ID program is fully compliant with federal requirements, the state’s Department of Motor Vehicles announced Dec. 20. In Oct. DMV began issuing driver’s licenses and identification cards in accordance with the requirements of the REAL ID Act. Beginning Oct. 1, 2020, the federal government will require a REAL ID-compliant form of identification or another federally approved form of ID, such as a passport, in order to board a domestic flight or enter a secure federal facility or military base. DMV’s roll-out of REAL ID will create a seamless transition, enabling Virginians who fly domestically or need to access secure federal facilities or military bases to continue to do so after October 2020, according to a news release. More than 100,000 Virginians have obtained a REAL ID since October. “We estimate that 2.6 million Virginians will visit us in the next two years to obtain a REAL ID,” said DMV Commissioner Richard D. Holcomb. “We will be

working hard to serve you, but we need your help.” Holcomb suggested that residents requesting a REAL ID plan to visit an office in January, April or May, and avoid February and March — two of the busiest months of the year. Visit dmv.virginia.gov to see the documents required when applying for a REAL ID. The documents needed to apply for a REAL ID are similar to those needed for their original Virginia driver’s license or ID. Many Virginians will bring their U.S. birth certificate or unexpired U.S. passport, Social Security card or W-2 form, utility bill (not more than two months old) and a Virginia driver’s license, commercial driver’s license, learner’s permit or DMV-issued ID card. Documents must display the applicant’s name and current Virginia residential street address. If the name listed on your proof of identity document does not match your current full legal name, you must present documents such as a marriage certificate or divorce decree that connect the names. Multiple documents may be necessary if your name has changed more than once.

Bird-feeding crafts for kids Winter is officially here, and we may be facing quite a few snow days if NoVA Weather Junkie’s predictions are accurate. This means more time inside with kids, and feeding birds is a fun, educational winter activity. For many birds a general seed blend may not be enough. Birds also eat dried berries, dried meal worms, thistle seeds, sunflower, safflower, cracked corn, whole oats and plain peanuts. Get your kids researching birds in this region and what they eat. Adult supervision is advised for the following activities as there will be cutting and using a stove. Take a toilet paper or paper towel tube and punch two holes opposite each other about 1 inch from the top. Run 6 -8 inches of twine through the holes and tie to

make a hanger. Spread peanut butter or sunflower butter on the tube and roll in bird seed. You can also do this with large pinecones. This is a very easy thing for little kids to do. They can make a platform feeder using a low-sided tray like what frozen macaroni and cheese comes in or the trays for under flower pots. Punch holes in the corners of the tray or four holes around the sides of a flower pot tray. Measure enough twine to go from each hole to about 8 – 12 inches above the center of the tray plus extra to tie to the tray, and knot all four pieces at the top to make a hanger. Following are some ideas for making suet and seed cakes. Start with the base. *Suet base: Cut the suet into cubes or shred it so it will melt faster. Over low

heat, melt completely and allow to cool until it begins to thicken. The melted suet will still be hot. Do not melt suet in a microwave. *Gelatin base: Four packages of Knox unflavored gelatin to 1 cup simmering water. To the above bases add any of the following (you can mix several together): bird seed blend, plain peanuts, dried cranberries, dried blueberries, thistle seeds, dried mealworms, safflower seeds, cracked corn, sunflower seeds, millet, whole oats, etc. Pour into a loaf pan or muffin tins to about 1 inch deep. Chill overnight and put into suet hangers (you will have to cut the loaf to fit) or on platform feeders. To make bird-seed rings you will need a Bundt cake pan or a mold ring. You can make smaller ones using the minicake donut pans. If you do not have any of these, you can make it work with a cake pan and paper towel tube or piece

of 2-inch PVC pipe, muffin tins and ½ – inch wood dowels. You need to be able to create a ring you can hang. Add 1 package of unflavored gelatin, ½ cup of warm water, 3 tablespoons of light corn syrup, ¾ cup of cornmeal, 4 cups of birdseed (or enough of any of the items listed above with the platform feeder). Coat the pan with nonstick cooking spray. Mix the gelatin, corn syrup and warm water. Add the cornmeal and make a paste. Mix in the bird seed. Firmly press into the mold and then let dry for 48 hours or longer. There are many other great ideas for making bird feeders and seed cakes for wild birds. Spend time with your children doing something creative that will help birds through what could be a harsh winter.
