ABOUT US

Dear Business Member, We would like to welcome you and your staff (back) to the Linen Quarter. It is a vibrant and historic district, with a strong sense of place. By basing your organisation here we hope you will benefit from all the advantages the Linen Quarter, and the Linen Quarter BID, has to offer. As employees return to the office, this pack will help your organisation re-orientate themselves to the local area. It contains a wealth of practical information, such as hospitality maps, business network organisations, and contacts for elected representatives. Many organisations are looking to support a healthier workplace and build a more sustainable company, so we have useful contacts for these too. And we have also included information for when things need fixed, such as street cleansing, utilities, or community safety. And of course every organisation in the area can also benefit from the many enhanced services offered by LQ BID (in most cases at no extra charge). Details about the BID, and the services we provide, are contained in pages 6 to 11 of the brochure. Some of the most exciting developments in 2021-2022 include the new parklets, planting, lighting, and other public realm improvements that are being rolled out across

the District, in conjunction with our public sector partners. In the Autumn of 2021 we will be launching the Linen Quarter as Northern Ireland’s first sustainable district, and we invite every organisation in the area to join us on this journey. And to support tourism and hospitality we’ve also relaunched the Golden Mile, formerly part of the evening economy associated with the area but now re-imagined as a Golden Mile of arts and culture. The initial distribution of this brochure is accompanied with free hand sanitiser, a contact magnet for our dedicated police service, the Golden Mile map, branded goods, and a complimentary £25 gift card. We encourage you to use the card in participating LQ coffee shops and restaurants, to reward your team or entertain a client. And by doing so you’ll do your bit to help the recovery of our hard pressed hospitality sector. The Linen Quarter is still defined by its beautiful red brick linen warehouses, which give the District its distinct character and sense of place. Many of these have been refurbished to provide re-imagined spaces for offices and hospitality. Likewise, our impressive Victorian landmarks have been rejuvenated, and enhanced by new contemporary landmarks, as the part of the District’s exciting transformation.

These themes are still relevant today. Construction is underway for a new £250m Transport Hub and there is a greater focus on active travel. We have a growing professional services and technology sector that is pioneering new innovations. And third our resilient hospitality sector, including the highest concentration of hotels in Northern Ireland, which recently expanded to satisfy Belfast’s tourism boom.

The Story of the Linen Quarter began in the early 19th century, when the area developed rapidly. This was driven by three themes. First, transport connections, including a new train station at Great Victoria Street and spacious pedestrian boulevards. Second, industrial innovation, such as the tech-led revolution in Linen production. And third by a boom in hospitality and entertainment venues, driven by rising consumer demand.

Linen Quarter BID 411 Scottish Provident Building

The work of the BID is funded by business-led investment with the majority of LQ organisations paying a statutory levy. These are ring-fenced and used to fund services and events across four main themes:

VIBRANT & PROMOTED

CLEAN & SUSTAINABLE

Vibrant & Promoted aims to rebrand the district as a high-quality visitor destination. The BID focuses on bringing new events as well as expanding existing city-wide events into the district. Current marketing initiatives include the City Centre Gift Card and the Golden Mile Walking Trail. Our Summer Street Ambassadors help to promote events and hospitality offerings in the district.

LQ BID fund an enhanced Clean Team to remove litter & graffiti from private land and power-wash streets. We have delivered over £20k of new planting across the district and brought in additional flower boxes for the summer. Our long-term aim is to transform the Linen Quarter into Northern Ireland’s most sustainable urban area with projects including climate change training, green energy contracts, and 3R waste management.

REGENERATION & INVESTMENT

In 2019 we launched an enhanced PSNI service for the district with a dedicated police constable to liaise with businesses and resolve problems. Other projects include cyber security training, distribution of personal safety alarms, and lighting audits. We are also co-funding additional (police led) CCTV for the area. LQ BID fund cycle training and accreditation and organise an annual health week, with free health checks, seminars, gym & yoga sessions and events.

Current regeneration projects include three new parklets at Linenhall St (N & S) and Bedford St; a 43m hospitality hub at Brunswick St; French boules at Blackstaff Sq; overhead lighting; enhanced planting and street vinyls. LQ BID support proposals for additional active travel infrastructure, and act as a key liaison point for all developers, investors and occupiers.

The LQ based Council represent both consumers and organisations. They have the power to investigate complaints about energy, water, transport, and postal services, as well as undertake research.

IMPROVING THE PUBLIC REALM LQ BID has championed sustainable urban regeneration since its inception. Our 2019 regeneration vision laid the groundwork for improved green and social space across the District, with a focus on active travel and enhanced sustainability. In 2020 we started working in partnership with DfI, DfC and the City Council to re-imagine public realm. Our aim is to: 1) create social & recreational space for people who live, work in or visit the area; 2) improve outdoor trading space for local hospitality; and 3) create visually attractive facilities that enhance the sense of destination.

By the end of 2021 the following schemes will be delivered (with cofunding from the City Council): • A new welcome to the Linen Quarter Vinyl at Bedford Street. • A 10m parklet on Linenhall Street, beside the BBC, with outdoor work bench and social space. • Enhanced planting from the parklet to the Thomas Thompson Fountain, as well as summer planting at Great Victoria St. • A 19m boardwalk at Bedford St to provide “drinks on the deck” outside Pug Uglys. • A 29m Boardwalk at Linenhall Street to provide outdoor drinks & dining for Coco, Snax and Urban Retreat.

REGENERATION & INVESTMENT

Our public survey, conducted at the end of 2020, indicated that over 90% of respondents strongly approved our approach.

• Tree wrap lighting, along with a court for French Boules, to support outdoor hospitality at Blackstaff Square. • A 43m x 9m deck at Brunswick St to include over 150 covers for outdoor dining, as well as a games area and entertainment stage. • A new lighting projection and overhead lights at both Brunswick St and James St South. In addition, the City Council is leading a project to extend the pavements at Adelaide St and install new benches, planting, and outdoor art. LQ BID also support improved cycling infrastructure and facilities across the district, including the introduction of a cycling greenway linking the proposed Ormeau Park – Gasworks bridge with Queen’s University and Great Victoria Street Train Station. We are currently working on a new round of public realm proposals for 2022 and beyond. If you have any ideas on what you would like to see then we’d love to hear from you!

SUSTAINABLE DISTRICT

OUR KEY PROJECTS INCLUDE: Sustainable District Survey Conducting a regular survey will help measure the area’s transition towards a sustainable district and allow us to showcase our collective commitment.

Sustainable waste management LQ BID have appointed River Ridge as the preferred supplier for the District to promote recycling and reuse, and reduce landfill waste.

Green Energy Scheme & Guide LQ BID – along with an energy supply partner – will offer all locally based organisations membership of an accredited green energy scheme at no additional cost. The initiative will include a business guide on practical energy saving steps.

Climate Change Training This bespoke course will provide externally accredited training for 6 organisations per year. The practical how-to programme will include tailored guidance on reducing emissions and the related commercial benefits.

SUSTAINABLE DISTRICT

In Autumn 2021 LQ BID will be launching the Linen Quarter as Northern Ireland’s first sustainable district, and we invite every organisation in the area to join us on the journey. A sustainable district doesn’t mean we have cracked every problem, but it does mean we have tangible projects in place and are working to a clear direction of travel.

Sustainable Transport We aim to create a pro-cycling district by providing cycle accreditation for organisations, with confidence training, maintenance, and events for workers. LQ BID also support modal shift through pedestrian friendly public realm, new cycle lanes, the North-South Glider, and the Transport Hub. Festival of Circular Economy To coincide with COP26, LQ BID and partners will curate around 30 events to increase awareness and uptake of circular economy practices. Topics include business practices, green finance, design, regeneration, and recycling/reuse. The festival, which will include high profile speakers and activities, aims to encourage a wider public conversation on the social and community benefits of a sustainable city.
