REARVIEW MIRROR: A look at the history of the Indian River Mosquito Control District What combination of things is most often credited with encouraging residential growth in Indian River County after World War II? A manufacturing boom bringing jobs to the area is a valid guess... but historical records note that air conditioning and mosquito control combined for luring more people to living in the county. Early efforts against pesky mosquitoes included fans made of palm fronds, smudge pots left smoldering near the front door, and window and door screens. But heightened concern in the 1920s about yellow fever and malaria – diseases carried by mosquitoes – got the Florida State Board of Health to look into ways to control the pest. Eliminating standing water where the pests breed was, and still is, a recommendation. In 1925, the state Legislature created the county’s Mosquito Control District.

The health board studied benefits of draining wetlands and filling in marshlands to eliminate breeding places. But that was too expensive to do on a large scale. Some ditch draining helped on a small scale. DDT, a nerve poison, used during the war, proved an effective antidote to mosquitoes. The commanding officer of the Naval Air Station in Vero Beach ordered its use in the county toward the close of the war. A biplane sprayed the chemical over the landscape. After the war, the Indian River Mosquito Control District sprayed the insecticide along canals, wetlands and streets; residents found immense relief from the biting pests. The practice continued until the federal government banned the use of DDT in the 1970s. The agency turned its efforts to controlling larvae growth, spraying Paris Green chemical and coating the breeding grounds with oil films. – Source: A History of Indian River County by Sidney Johnston and William Adams

LEMMON DROPS: Trotting out the crystal ball for some election predictions Seven bite-size Lemmon Drops to nibble on while waiting on your “trick or treat” verdict: While I have a pretty good track record with election •predictions, my confidence level isn’t very high regarding

this year’s race for Vero Beach City Council. With the city’s high electric rates the No. 1 issue for the sixth year in a row, I’m thinking voters are suffering from “FPL fatigue.” Back in 2009, Charlie Wilson “owned” the issue and received the most votes. (A judge later removed him from office because he was in violation of the residency requirement.) Let history show that it was Wilson who opened the door for Florida Power & Light to begin negotiations for a possible purchase of the city’s electric utility. Wilson is running again this year, and his campaign is all about moving forward with the sale to FPL.

But are voters still tuned in? I get the sense that they’re not. Among the candidates, there’s a clear 3-3 split. Wilson, incumbent Pilar Turner and Harry Howle are on the “pro sale” side of the fence, and Randy Old, incumbent Jay Kramer and Jack Shupe aren’t. The seventh candidate, Brian Heady, is not affiliated with either group. Russ Lemmon Predicted order of finish (Top 3 elected): 1. Old; 2. Kramer; 3. Turner; 4. Wilson; 5. Shupe; 6. Howle; 7. Heady. Never thought I’d see the day where I’d make a prediction on a Mosquito Control District race … but Tom Lowther over Bob Russell by a whisker. (A subprediction: Russell will win within Vero Beach, with

Lowther’s countywide name recognition being the difference.) For shock value, news of the Lobster Shanty closing ranks with The Patio’s sudden shuttering in 2008. The question now is, which restaurant stands to benefit the most from the Lobster Shanty’s departure from the local restaurant scene? Back in July, when I was still working for the Press Journal, I wrote a column about Mike Warren and his service dog, Goose. (He received Goose from an organization called K9s for Warriors.) There’s a cool follow-up to the story – check the blog entry on LemmonLines.com titled “Unfinished business.” It’s an item about a terrific gesture made by a Palm City woman. I learned something new this week, thanks in part to an observation by Ron Rennick Jr. He was looking at the Vision Plus ad on this page and noticed the last four digits of a phone number are “2020” – which, of course, is a

• •

great marketing number for an optometrist. I asked Lynn Smith, whose husband, Kris, is the resident optometrist, why Vision Plus lists two phone numbers in the ad. In other words, with a number that’s “gold,” why use the other number? Lynn said the Florida Department of Health and the Board of Optometry require Kris to have a separate number for his practice. (The “2020” number is for Vision Plus.) Can you say “overregulation”? While the Lemmons are loving all of the rain we’ve had in 2014 (because there are no brown spots in our yard), I sympathize with Mark Heyer, who called this summer the worst, weather-wise, he’s had in the eight years of owning Classic Car Wash. He said there was a three-week stretch where the car wash had to close early because of the rain. Best decision of the week? Ordering the Lemon Slushee at the Treasure Coast Coffee Company on U.S. 1 in Sebastian. What a refreshing treat!

Simple recipes with Marlene When I think of fall, it reminds me of this cream for an oh-so-creamy, oh-so-dreamy pasta time of the year up north – the changing colors sauce loaded with nutrients and full of fiber. The of leaves with orange and rustic tones, the sauce takes on the flavor of the other ingredients crispness in the air, the masses of children “trick like parmesan and sage and is so dreamy that or treating” and the pumpkins made into jack your family and friends will have to say “Boo!” o’lanterns peering out from doorsteps. to awaken you after savoring the flavor. The jack o’lanterns remind me of some The pumpkin sage cream sauce reminds me favorite pumpkin treats: pumpkin pie, pumpkin of another favorite recipe which takes twice the roll, pumpkin cheesecake, pumpkin spice latte time – pumpkin ravioli with a sage browned Marlene Ulisky and even pumpkin beer in some microbreweries butter sauce.
