EL PRESIDENTE DE EL SALVADOR, MAURICIO FUNES, ENCABEZA LA LISTA DE LÍDERES DEL HEMISFERIO Evaluación de los Presidentes del continente al terminar el 2009 El presidente Mauricio Funes recibe calificaciones notables por la forma en que está desempeñando sus labores, obteniendo un 85% de aprobación de parte de los ciudadanos. De hecho, los salvadoreños evalúan a su líder mejor que cualquier otro ciudadano califica a su propio presidente – al final del 2009 Funes, quien fue investido el 1ro. de junio, es el presidente mejor evaluado del Hemisferio Occidental. Por su parte, el presidente de Costa Rica, Oscar Arias, se posiciona en quinto lugar con un 73% de aprobación, y su homólogo, el presidente de los Estados Unidos y también ganador del Premio Nobel de la Paz, Barack Obama, obtiene el onceavo lugar con un 50% de aprobación. Estos son algunos de los resultados de varios estudios de opinión pública llevados a cabo por CID/Gallup, The Gallup Organization y otras compañías de investigación de primera línea que operan a lo largo del hemisferio occidental utilizando preguntas y muestras con
márgenes de error similares. Las evaluaciones son producidas en su totalidad llevando a cabo entrevistas entre los ciudadanos, excluyendo a países no democráticos, tales como Cuba, donde las encuestas de opinión pública no son permitidas. Las entrevistas fueron realizadas en el segundo semestre de este año. El nuevo presidente de centro derecha en Panamá, Ricardo Martinelli, se posiciona en el segundo lugar de la lista con el 82% de aprobación, mientras que la carismática Michelle Bachelet de Chile obtiene el 80% de menciones, siendo la única de las dos mujeres que gobiernan un país que asciende a la lista con el tercer lugar. Luis Ignacio Lula da Silva de Brasil figura en el cuarto lugar del hemisferio con el 77% de aprobación de parte de sus ciudadanos por la forma en que desempeña sus labores. La peor evaluación de labores presidenciales en el hemisferio occidental es otorgada a la presidente de Argentina, Cristina Fernández, la otra mujer en el grupo de veinte naciones.
Sólo el 20% de los argentinos califican positivamente las labores de Fernández. El segundo lugar en la lista de peor evaluados la comparten los presidentes Fernando Lugo de Paraguay y Daniel Ortega de Nicaragua (aprobación del 25% y 30% respectivamente). La diferencia entre Funes en el extremo superior y Fernández en el extremo inferior es de 65 puntos. La historia nos demuestra que aquellos líderes con una aprobación menor a los 50 puntos enfrentan dificultades para ser reelegidos, y en muchos casos, también les es bastante difícil mantener a su propio partido político en el poder. En este contexto, es interesante anotar que el presidente de Venezuela, Hugo Chávez, cuenta en la actualidad con un 46% de aprobación, lo cual significa que el líder se encuentra cuatro puntos debajo del mínimo requerido para mantenerse al timón del gobierno en su país.
