Refer to 4-H & FFA General Rules and Regulations. Dogs MUST be always kept on leash or in carrier, except as directed by the judges.
1. Exhibitors will be judged in groups as divided by classes listed. Exception to the rule could occur if the superintendent feels that not enough FFA members are entered. They will then be combined with the 4-H Senior class.
2. If benching space is available, dogs may be kept on the grounds during the fair. The superintendent will have information concerning spaces and times allowed. If benching is allowed an exhibition tag with completed information must be on display.
3. Dogs must be current on all shots, including DA2PL - distemper, hepatitis, and rabies. Dogs must have been wormed. A record of this needs to be provided to the Superintendent.
4. Dogs must be well groomed. Coat should be glossy and combed. Animal must be free from dirt, dandruff, fleas, lice, and ticks. Ears are to be free of dirt, wax, and odor. Nails should be short, and feet should not have mats between the toes.
5. Handlers must be neatly groomed & appropriately dressed. For proper dress attire refer to WSU 4-H Dog Project Showmanship Guide.
6. In the case of a tie, there will be a runoff. A Top of Class ribbon may be awarded in each class. A special award in each age group may be awarded for the highest score in showmanship and highest score in obedience. A Best Showman Award in each age group may be given for the highest combined scores of Showmanship and Obedience. These awards are given at the judges’ discretion. Point scale for ribbon placing to be posted. A trophy will be offered in each age group within a class, with an Overall Showmanship Award for 4-H. A trophy and rosette will be awarded to the Top Overall in Showmanship and a trophy and rosette to the Top and Rosette to the Reserve in each age division.
7. A member may show one dog for Showmanship, and another do for Obedience. To qualify for the state fair in Obedience, a member must show the same dog in both Showmanship and Obedience and receive a blue or higher ribbon in each class. To qualify for the state in Agility, a member must show the same dog in Showmanship and Agility and receive a blue or higher ribbon in each class.
8. Treats and/or toys may be used in all showmanship classes. If toys are used, they must not distract other handlers or dogs in the ring. Treats and/ or toys are NOT allowed to be used in Obedience, Rally or Agility classes.

9. Everyone is expected to clean up after their dogs. Bags will be provided.
10. Grand Champion/Reserve Champion ribbons and/or awards WILL NOT be awarded for animals that do not receive a blue ribbon.

All classes follow the Washington State Dog Program Guidelines, refer to this document for further details. Obedience trials demonstration the dog’s ability to follow specified routines in the obedience ring as well as to show that the dogs have been trained to behave in the home, in public places and in the presence of other dogs in a manner that will always reflect credit on the sport of obedience and under all conditions. All exhibitors in a class are required to perform the same exercises in the same way so that relative quality of the various performances may be compared and scored. EQUIPMENT: Six (6) foot lead and properly fitted choke chain or flat collar. A trophy and rosette will be awarded to the Top Overall Obedience and a rosette to the Reserve Champion.

Points allowed: Blue – 100, Red – 75, White – 50 Agility is patterned after equestrian show jumping. Dog agility combines the elements of a dog’s agility, briskness, confidence, and a handler’s control over an obstacle course designed for dogs. Optional attire: short sleeves, shorts and running shoes. A trophy and rosette will be awarded to the Top Overall Agility and rosette to the Reserve.
RULES:
1. Not ALL equipment will be available at Fair time and the courses will be designed accordingly.
2. Dogs must be 12 months of age or older. Handler and dog must have completed at least 6 agility classes within the current 3-H year before they compete in a dog agility trial. Handlers are responsibly for completing their Asotin Cunty 4-H Agility Release Form. Handlers need to present their completed release form to the Dog Superintendent before they can participate in agility trials. The Asotin County 4-H Dog Agility Release From is available through the Extension Office.
3. Every dog MUST be always on least except when running on course.
4. Absolutely NO collars on Open and Elite Dogs.
5. Absolutely NO tags of any kind on the collar of a Novice dog.
6. All exhibitors are expected to treat their dogs with kindness, no scruffing or scolding.
7. Sportsmanlike conduct is expected.
8. Blind dogs are not eligible to compete in agility at fair. Any other dogs that can’t perform obstacles safely are also ineligible. Standard measurements for common obstacles:

DOG RALLY
Points allowed: Blue – 100, Red – 75, White – 50
Rally is a sport in which the dog and handler complete a course that has been designed by the rally superintendent. The judge tells the handler to begin, and the dog and handler proceed at their own pace through a course of designated stations (10-20, depending on the level). Each of these stations has a sign providing instructions regarding the next skill that is to be performed. Scoring is not as rigorous as traditional obedience. All exercised are judged on leash and all dogs must enter and leave the ring on leash. The leash must be made of fabric or leather and needs to be long enough to provide adequate slack. A trophy and rosette will be awarded to the Top Overall Rally and a rosette to the Reserve Champion.

The Cat Costume Contest Award is at the Judges’ discretion. Evaluation will be based on the creativity and originality of both exhibitor and cat. A picture plaque and rosette will be awarded to the Top Overall Cat Costume Champion and a rosette to the Reserve Champion.

1. This horse show will be conducted in accordance with the PNW 4-H Horse Contest Guide.
2. Asotin County 4-H Horse projects are encouraged to use the 4-H Horse project publication known as PNW 587.
3. To show a horse at the Asotin County Fair, 4-H member must file a horse certificate with the Asotin County Extension Office 90 days prior to the 4-H/FFA Horse Show.
4. A current photography of the horse must be attached to the horse certificate.
5. Regardless of the number of certificates filed, only two horses may be used for the 4-H/FFA Horse Show.
6. For the horse show, only 2 horses are allowed per youth; ONE horse may be used for all performance divisions and ONE horse may be used for all Western Games divisions. Exhibitors may not cross divisions with either horse. Each horse must be shown in Showmanship under the division in which it is entered.
7. Asotin County 4-H Horse Show enforces the Pacific Northwest 4-H Horse Contest Guide rules regarding members only riding the project horse 90 days prior to showing at the Asotin County Fair. Care, control, and training should fall to the project owner exclusively during the 90-day window before fair. A request of variance to the 90-day ruling must be made in writing and presented to the Horse Leaders’ Committee for approval 90 days or more prior to the fair. NO recreational use by non-project members will be permitted in that 90-day window before the fair.
8. To show at the Asotin County Fair, a member must have attended club meetings.
9. If a 4-H/FFA members’ horse cannot be used due to death, severe injury or disease, the member must have a statement from a veterinarian and the 4-H members leader explaining why. The Horse Leaders Council will review the statement and approve the use of a substitute horse. The member may show at the county level but will not qualify to exhibit at the state fair.
10. All riders must be dressed appropriately as stated in the PNW 4-H Horse Contest Guide.
11. All tack and equipment must meet the requirements stated in the PNW 4-H Horse Contest Guide.
12. 4-H Equestrian headgear must follow PNW 4-H Horse Contest Guide descriptions.
13. Equipment check will be prior to each class. This will include helmets. Equipment checks will be made by the designated person by the Horse Leaders’ committee.
14. DRUGGING: Asotin County Horse Show enforces the PNW 4-H Horse Contest Guide rules concerning this practice.
EQUINE CONTESTS PRE-ENTRY IS REQUIRED
Seniors show first; intermediates next; juniors last. The horse should do what the rideraskswiththeleastpossibleeffortonthepartoftheriderandleastamountof resistance from the horse. The member will be judged on correct posture, smooth gait transitions and effective use of aids, with special emphasis on light hands. The performance of the horse is not to be considered more important than the methods used by the rider in obtaining the performance. Purchased mixes or finished products ARE NOT acceptable entries. All entries must meet project guidelines. Foods entered as 4-H exhibits may not be entered in Open Class section of fair. Foods to be judged will be served to judges only. Judges have the option of tasting food entries. Food entries will not be distributed to the public after judging. Perishable foods may be entered if transported in an ice chest or cooler with ice. All perishable entries will be entered in furnished containers. Ask the 4-H Foods Superintendent for this container.
Preserved items must follow up-to-date Preservation Guidelines (check with the Extension Office for these guidelines.) Mixes (i.e., Missouri mix) must be in a Ziploc bag. Enter one (1) cup maximum. One entry using the member prepared mix (drinks excluded) should be made and entered as an exhibit.
BEST OVERALL FOODS EXHIBIT: Trophies or special awards will be awarded for Best Overall Foods Project exhibited in each age group. To be eligible for awards, exhibitors must have entered at least two entries in the project exhibits with all exhibits receiving blue ribbons.

BREAD BAKING AWARD: A special award will be given to the top blue ribbon in Bread Baking Basics – Yeast Bread
WHEAT AWARD: A rosette and a cookbook will be given to the best baking demonstrations in the 4-H Demonstrations section. To qualify, the entry must be prepared using wheat or wheat flour. The Washington Association of Wheat Growers sponsors this award.

4-H members must be enrolled in ECC Food Preservation. Foods must be canned/processed in accordance with the latest USDA/WSU or Ball Blue Book instructions. Entries must be preserved in Ball or Ball Collection Elite jars sealed with Ball lids and bands or Ball Collections Elite lids and bands or preserved in Kerr jars sealed with Kerr lids and bands or Ball Collection Elite lids and bands. A copy of the recipe needs to be turned in with the exhibit. All foods must be canned using standard jars or jelly glasses. All jars must be sealed, Jar rings are to be removed. Jams and jellies may be opened at the discretion of the judge. Each product must be labeled with: Product name, method of processing, processing time, date canned. For pressure canning, please include pounds of pressure used.

Overall Quilt Award: 20 fat quarters and a sewing tote-Donated by Pat Hough. Members must be enrolled in Clothing & Textiles. Only exhibits made during the current 4-H year and not made as a school project may be entered. All items; sewn, knitted, or crocheted must have a completed Clothing & Textiles Construction Data Worksheet. Quilt Entries must complete the Quilt Entrant questionnaire. Items not included in these sheets will be disqualified. Multiple piece outfits will be displayed together, but each item will be judged separately. All entries must be cleaned and free of smoke and pet hair.
A Wool Award will be awarded to the top entry using wool in each age class. Best 4-H Clothing Project Award will be awarded to each age class that have at least two (2) blue ribbon entries. Best Coordinated Outfit Award will be awarded to the best overall project in each age class. Entries must include a two-piece outfit that can be worn alone plus two other articles that coordinate with the basic garment. Example: Blouse and pants with vest and jacket or shorts and top with pants and another top or skirt.
FUN WITH WOOL: The purpose of this contest is to encourage learning techniques for working with wool fiber. Garments made from loomed, knitted, crocheted, or felted fabrics with a minimum of 60% wool fiber are eligible for competition. A 3”x5” card with a sample of fabric attached, listing the fiber content and directions for garment care must be pinned to garment. No premium points will be awarded. Special awards will be given to the best garment in each age group.

A Top of Class award will be awarded in each age class for junior, intermediate, and senior 4-H members (project must have received a blue ribbon to qualify for Top of Class.) A sweepstakes ribbon will be awarded to the top Arts and Crafts winner in each junior, intermediate, and senior class. Creativity and Superintendent awards may be given. There will be no points earned for Top of Class, Creativity or Superintendent awards.
*FOODS DEMONSTRATIONS: Distribution of food from any demonstration to the general public is prohibited. Time schedule to be arranged as entries are received. Superintendent and 4-H Office will have the details. The schedule will be posted in Boyd Hall Thursday of fair week. To assist in scheduling, participantsshouldindicatetheamountoftimeneededforthisdemonstration and best time/times when pre-entering. Requests are subject to availability; Sunday is the busiest day. A maximum of 3 contests per individual. NOTE: No changes in your demonstration can be made without the approval of the superintendent. Open class exhibits are organized into three age divisions. When preentering, please choose the age division in the Department Name that corresponds with the correct exhibitor age division. Age of exhibitor determined as of January 1 of the current year: Open Class: Junior (exhibitor 12yrs and under), Open Class: Teen (exhibitor ages 13 – 18 yrs), & Open Class: Adult (includes Senior Citizens & ages 19yrs and over). Poultry-Entries will be evaluated according to the American Standard of Perfection. Entries will be disqualified for deformities, for characteristics which are detrimental to the vigor and vitality of the specimen, for reasons that contribute to lack of breed character and for removing parts of the bird, such as clipping wings in all breeds of chickens, turkeys, and most waterfowl. The superintendent shall have the right to refuse entry to the showroom or to remove from the same, diseased, or unsightly animals. Birds shown in a pen cannot be shown as singles. SPECIALTY AWARDS
SPECIAL CANNING AWARDS: Wilson’s Banner Ranch will award one (1) $25 gift certificate for Top of Class and two (2) $10 gift certificates to the remaining age groups the best in the Fruit Class and the Vegetable Class. Certificates are redeemable for fresh fruit at Wilson’s Banner Ranch, Silcott.
WHEAT AWARDS: The Washington Association of Wheat Growers will award a rosette and cookbook or CD to the Top Adult and Top Youth entry in Yeast Breads. The second-place entries will receive a cookbook or CD. Prizes are limited to Asotin County residents.
APPLE PIE CONTEST: Entry: Wednesday April 20th (3:00 PM – 7:00 PM) or Thursday April 21st (8:00 AM – 11:00 AM) at Floch Hall. Must be homemade; may use one or two crusts. Primary filling must be apples, with no creams in the filling. Enter a whole, uncut pie in 8” or 9” disposable aluminum pie tin. Winners are not eligible to receive an award more than two years in a row or more than twice in a four-year period. Plaques will be awarded in each age group.

Enter April 20th from 3pm-7pm. This is contest is open to amateur decorators. 1. The decorated cake must be displayed on a suitable cake board. 2. Because of limited space, the overall size of the cake – including board – may be no more than 18” square. Height is limited to 18 inches. 3. Cakes will be evaluated on quality of work (70%) and originality (30%). 4. All cakes will receive a blue, red, or white ribbon. Top of Division and Sweepstakes awards will be given. Wilton Cake Awards will be given to Top of Division award Winners. 5. Cakes can be decorated for fair theme: Country Roots and Cowboy Boots. Colors: Red, White, & Blue.

FOOD PRESERVATION-ENTRY:
Wednesday of Fair Week, April 20th, 3pm-7pm Lower Level Floch Hall. Foods must be canned/processed in accordance with the latest USDA/WSU or Ball Blue Book instructions. These are available at the Asotin County Extension Office. All foods must be canned using standard jars or jelly glasses. All jars must be sealed. Each product must be labeled with product name, method of processing, processing time and date canned. Pressure canning needs to include pounds of pressure used. Jar rings should be removed, jams and jellies may be opened at the discretion of the judge.

3. Division s 879-883 Amateurs Only. These divisions are open to amateurs and professionals. Please indicate amateur or professional on entry. These groups will be evaluated separately. Professional is defined as thosewhomaketheircareerintheartworldandselltheirworkregularly.
4. All wall hangings, pictures, or other articles to be hung for display must be adequately prepared for hanging or it will not be accepted. String and tape are not adequate. Fine art will not be accepted unless framed or matted and must have a substantial hanging device, preferably wire, that will support the weight of the piece.
5. Due to limited space, school classroom teachers who wish to display examples of school art projects must limit entries to three (3) items per classroom. Children may be encouraged to exhibit further work individually.

COLOR SLIDES ARE NOT ELIGIBLE FOR ENTRY. Entries must have been taken in the last 12-months. A photo may only be entered one time.
Photo prints must be a least 5” x 7” in size and mounted securely on standard mount board, canvas, or foam core board. For story board use 16” x 20” only. Prints must be properly secured to mounting board or will be disqualified for entry or judging. Prints may be matted but this will not be included in judging value. NO FRAMES WILL BE ALLOWED. Standard double scotch tape IS NOT ACCEPTABLE. No Hangers are required on photos.
Exhibitor’s name and address must be on the back of all the entries. Superintendents will only except pictures of high quality and suitable for family viewing.
The Asotin County fair is not responsible for loss or damage to photos. Enter at your own risk.
The Best Blue Ribbon in each division will be awarded a Top of Class Ribbon. A sweepstakes Ribbon will be awarded for the Best Overall Entry in Photography. A trophy will be awarded to the Best of Show, One in adult and one in youth. Awards are given at the judge’s discretion.

The flower show is open to all flower lovers. Exhibits will be judged on the standard system. Judging of flowers is not open to the public. Decisions of the judges will be final.
Horticulture entries will be color classed whenever possible. Exhibitors may enter more than one specimen in a subdivision ONLY if the specimens are different colors. All exhibit entries must have been grown by the exhibitor. Please label as to the variety if possible.
The Fair will supply containers for horticulture exhibits.
Containers and accessories in artistic design should be well groomed/clean with owner’s name securely taped on the bottom. The fair is not responsible for stolen or damaged entries. Enter at your own risk.
Entries in artistic design must be the work of the exhibitor, but plant material need not be grown by exhibitor. All arrangements must contain some plant material. Accessories are permitted. Artificial flowers and foliage ARE NOT PERMITTED in any class. Due to time and space limitations-Artistic entries must be prearranged. This must be done outside of the exhibit hall before exhibit is entered.
Awards: Artistic Division-Award of Artistic Excellence will be awarded to the top overall artistic exhibit in the entire flower show.
Top of Division Award: Awarded to the best entry in each class.
