RENOVATE RIGHT: (NEW EPA guidelines for lead base paint on homes built before 1978) Federal law requires that individuals receive certain information before renovating six square feet or more of painted surfaces in a room for interior projects or more than twenty square feet of painted surfaces for exterior projects in housing, child care facilities and schools built before 1978. Homeowners and tenants: renovators must give you the, Renovate Right Pamphlet, before starting work. Child care facilities, including preschools & kindergarten classrooms, and the families of children under the age of six that attend those facilities: renovators must provide a copy of the Renovate Right Pamphlet to child-care facilities and general renovation information to families whose children attend those facilities. Also, beginning April 2010, federal law will require contractors that disturb leadbased paint in homes, child care facilities and schools, built before 1978 to be certified and follow specific work practices to prevent lead contamination. Therefore beginning in April 2010, ask to see your contractor’s certification. WHY VINYL IS THE KING OF WINDOW MATERIALS Vinyl has replaced wood as the number one material used in the windows of new homes and is already the leader in replacement of old or outdated windows. All major window manufactures now offer a vinyl window because of its many advantages. It is warm to the touch; vinyl windows can be made in almost any shape. Unlike wood, however, vinyl windows require no painting or reglazing. Most importantly, today’s vinyl windows are four times more energy-efficient than the state-of-the-art windows installed in new homes just a few years ago. HOW CAN I COMPARE ENERGY PERFORMANCE? There are many grades of vinyl windows, but it is easy to separate the good from the average. Companies producing the highest-quality windows are part of the ENERGY STAR® program, operated by the U.S. Department of Energy and the Environmental Protection Agency. These

ARE ALL VINYL WINDOWS THE SAME? Advancements in vinyl extrusions allow the best manufacturers to offer structural rigidity without the need for any additional reinforcements. Windows made of lower quality vinyl are reinforced with steel or wood in a attempt to provide strength. The wood is often too thin to provide real rigidity or is exposed to the elements, absorbing moisture and rotting over time. While steel offers strength, it can reduce the energy efficiency of the window by conducting heat and cold. The most important decision you will make might not be the windows you buy but the company from whom you buy them. The company should be able to provide you with proof of licensing, EPA lead certification, proof liability insurance and be in business for over 10 years. (Companies in business more than 10 years are usually the ones that last.)

HOW-TO TIPS Look for a company that custom manufactures, installs and guarantees their product. This way you get the best fitting window and you only have one number to call for any needs with the product. Look for 3rd party certifications/endorsements on windows such as ENERGY STAR®, NARI®, AAMA, Good Housekeeping, etc. Their support means the window means the window has net or exceeded their high standards. How long have you been in residential real estate sales? Is it your full-time job? While experience is no guarantee of skill, real estate — like many other professions — is mostly learned on the job.

The term REALTOR® is a registered trademark that identifies a real estate professional who is a member of the NATIONAL ASSOCIATION of REALTORS® and subscribes to its strict Code of Ethics. Here are five reasons why it pays to work with a REALTOR®. 1. You’ll have an expert to guide you through the process. Buying or selling a home usually requires disclosure forms, inspection reports, mortgage documents, insurance policies, deeds, and multi-page settlement statements. A knowledgeable expert will help you prepare the best deal, and avoid delays or costly mistakes.

2. What designations do you hold? Designations such as GRI and CRS®, which require that agents take additional, specialized real estate training, are held only by about one-quarter of real estate practitioners. 3. Stress fractures are actually hairline cracks in the bone that can grow larger over time if they are not treated properly. How to... It is important that we take care of ourselves. This includes all aspects of our health and welfare including our ability to move in our environment with safety and assurance. During World War I physical therapy began as a branch of nursing whose purpose was to assist in the restoration of more mobility to injured war veterans especially those who were paralyzed or who had lost limbs. Over time physical therapy has progressed to a profession that encompasses a wide variety of interventions all with the focus of restoring mobility, activity, and health to individuals with movement or musculoskeletal disorders. In order to practice physical therapy clinicians must graduate from an accredited university with either a Masters or Doctorate degree in physical therapy than pass a state licensing exam. In addition therapists are required to attend continuing education classes to remain up to date in their profession. What is Physical Therapy? Physical therapy is the application of procedures and/or modalities such as heat, cold, electric stimulation in order to restore function, improve mobility, relieve pain, and prevent or limit permanent physical disabilities related to disease or injury. When Should I Go? In general the sooner the better. If you have a question related to mobility impairments and your ability to move safely and comfortably in your environment a physical therapy consultation may be of help. Physical therapy evaluations should be performed only by a licensed and trained physical therapist. They have the education and training required

for a thorough evaluation and appropriate recommendations for a wide variety of mobility problems. Most insurance companies require a referral to a physical therapist. Which type of clinician can refer is dictated by the insurance company. Check your insurance policy or insurance provider for a list of qualified referral clinicians. If insurance is of no issue, Washington state allows you to present directly to a physical therapist, which is called DIRECT ACCESS. In the case of direct access some insurance companies do not reimburse for physical therapy care. Where Should I Go? Many insurance companies have a limited number of physical therapy providers that they work with. Please check your insurance company for that list. Physical therapists can be found at most hospitals and home health agencies. In addition many physical therapists practice in independent private practices that serve a wide variety of diagnoses and mobility problems. Who Should I See? Physical therapy specialists are available in a variety of practice types. The American Physical Therapy Specialty Board recognizes orthopedics and sports, neurology, geriatrics, pediatrics with advance board certification tests. In the absence of board certification call the provider you intend to visit before your first appointment. Ask them questions about their experience, their length of practice, and schedule availability. Ask people in the community and your physician regarding recommendation about which practitioner or clinic would

best serve your needs. Be aware of referral for profit situations where the physical therapy office owned by the referral source. These arrangements are perfectly legal and should be disclosed to each patient. It is important to see a therapist you feel comfortable with and that you can trust. A person should not be afraid to speak up and ask questions if after a series of visits they do not notice a meaningful improvement in comfort or mobility. Physical therapists are trained to treat mobility deficits ranging from difficulty rising from a chair to returning elite level athletes to full competitive sport. In some cases, the shared bond is a place of employment, but it can be as simple as living in the same community. The “customers” at a credit union are not customers; they are shareholders, also called members of the credit union. Visiting the hospital can be an overwhelming and frightening time for anyone. Put you and your family at ease by asking a few questions before you find yourself in need of hospital care. Ask several questions of the local hospitals in your area to determine the best fit for you and your family. Does the hospital meet national quality standards?

Physician privileges

The Joint Commission is the ultimate in healthcare accreditation. Accreditation means the facility meets a high level of quality standards regarding staff, equipment and success in treatment and curing. Reviews are completed regularly and are not scheduled in advance, ensuring that the hospital is prepared for review at all times. Visit www.jointcommission.org to see if your hospital is accredited and how it scores on quality checks.

Not all physicians are allowed to admit patients to a hospital. In general, you will go to the hospital where your doctor has “privileges”. This means he or she has met the requirements of that hospital and is permitted to practice there. Ask your doctor if he or she has privileges at the hospital you’re interested in. If not, you would need to be under the care of another doctor while at the hospital.

How does the hospital compare with others in my area? Most hospitals should be more than willing to give you a tour of their facilities. Call the hospital’s community relations department to schedule a visit. This will give you an opportunity to see various departments, meet staff and view areas such as waiting rooms and patient rooms. Another way to learn about hospital quality is to view “report cards” developed by various federal, state and consumer groups. These types of reports not only help consumers make informed choices, they also encourage hospitals to improve their quality of care. One example can be found at www.hospitalcompare.hhs.gov, which allows you to view information provided by hospitals that have agreed to submit quality information for public viewing. Here you’ll find information on:

• how often a hospital gives recommended treatment for certain conditions or procedures

• results of care and treatment for certain conditions and treatments

• what hospital patients say about the care they received during a recent hospital stay

Has the hospital had success with my condition? Research shows that hospitals that do many of the same types of procedures tend to have better success with them. In other words, “practice makes perfect.” Ask your doctor or the hospital if there is information on:

• How often the procedure is done there.

• How often the doctor does the procedure.

• The patient outcomes (how well the patients do).

Also, some health departments and others publish reports on “outcomes studies” about certain procedures. These studies show, for example, how well patients do after having certain surgeries. Such studies can help you compare which hospitals and surgeons have had the most success with a procedure.

How to... Many acute medical care services are now available at home for people discharged from the hospital. Home health providers are helping the chronically ill, disabled regain and retain their independence. Although home care is associated with the elderly, it can be a major help to people of all ages, including children and families. In fact, one out of every four people currently receiving home care is under age 65. WHAT SERVICES ARE AVAILABLE? Services can range from fairly sophisticated high tech care (similar to what a patient would get in a hospital) to help with the activities of daily living such as housecleaning and meal preparation. Each person’s care program must be tailored to match his or her needs. A variety of home care workers could be involved in an individual’s plan for home care services. The two main types of home care are: 1. Rehabilitative home care is provided to people who are convalescing from an illness or rehabilitating after recently being discharged from a hospital. The rehabilitative health care team may include a physician, nurse, nutritionist, homemaker, home health aide and various types of therapists. •Skilled Nursing is the most common rehabilitative home care service. Nurses change dressings, administer drugs and monitor patients for complications or serious changes in health. They also teach newly discharged hospital patients and their families how to perform skilled nursing procedures so they can eventually perform them themselves. Nurses are divided into groups: registered nurses (RNs) and licensed practical nurses (LPNs). RNs, who hold a four-year degree or BSN (Bachelor of Science in Nursing), are trained to make independent judgements about a patient’s condition and care. LPNs undergo much shorter training that focuses on routine nursing tasks.

Choose a Home Health Care Provider Important Points

• There are two types of home health care: Rehabilitative Home Care & Basic Home Care. • The first step in determining whether home care is appropriate for you is to discuss the issue with your physician. • The agency tailors a home care plan to your needs and reviews it with you. • Therapists make up another part of home health care providers. 2. Basic home care refers to the kinds of services provided to patients who otherwise might be unable to remain at home because of a disabling health condition. Continued health supervision with an emphasis on health promotion enables these patients to maintain both a stable state of health and relative independence. Homemaker and home health aide services are the least expensive home care services. • Homemakers, (companions), are responsible for a wide variety of tasks that keep the home clean and safe, and they generally contribute to a person’s well being. • Home Health Aides perform three general types of services: personal care, basic nursing and incidental homemaking. Aides cannot provide skilled nursing care. IS HOME CARE RIGHT FOR YOU? The first step in determining whether home care is appropriate for you is to discuss the issue with your physician. You can evaluate options with a hospital discharge planner, who will discuss local home care services with you. Your home care agency will conduct an assessment, a detailed evaluation of your situation that confirms the need for services and identifies any other beneficial services. The assessment is usually made by an RN either in the hospital or at home. The agency tailors

a home care plan to your needs and reviews it with you; then the agency advises your doctor of its assessment and presents the plan for your doctor’s approval. The plan outlines treatment goals, the specific services and level of care that will be provided, and any medical equipment and supplies needed. HOW WILL I PAY FOR HOME HEALTH CARE? Medicare, Medicaid and some private insurance companies will cover the cost of limited home care. Coverage varies from state to state. Other times, you will have to pay out of pocket for these services. The cost of home care depends on what types of services are used. Non-medical workers like housekeepers are much less expensive than nurses or physical therapists. WILL MEDICAID HELP PAY FOR HOME HEALTH CARE? To qualify for Medicaid, a person must have a low income and few other assets. Medicaid coverage differs from state to state. In all states, Medicaid pays for basic home health care and medical equipment. In some cases, Medicaid will pay for a homemaker, personal care, and other services not covered by Medicare.
