MUNICIPAL ORDINANCE NUMBER 2020 – 002 “AN ORDINANCE CREATING AND MOBILIZING THE REGULATORY REFORM TEAM (RRT) FOR THE CONDUCT OF REGULATORY REFORM ACTIVITIES IN THE EASE OF DOING BUSINESS AND EFFICIENT GOVERNMENT SERVICE (EODB – EGSD) ACT OF 2018, DESIGNATING ITS COMPOSITION AND DETERMINING ITS FUNCTIONS AND FOR OTHER PURPOSES.” WHEREAS Section 5 of Republic Act Number 11032 otherwise known as the “Ease of Doing Business and Efficient Government Service Delivery Act 2019” provides that: “All offices and agencies which provide government services are hereby mandated to regularly undertake cost compliance analysis, time and motion studies, undergo evaluation and improvement of their transaction systems and procedures and reengineer the same if deemed necessary to reduce bureaucratic red tape processing time.” WHEREAS the DILG – ARTA have issued Joint Memorandum Circular Number 2019 – 001 dated December 10, 2019 providing the guidelines on the Regulatory Reform for LGUs pursuant to the Ease of Doing Business and Efficient Government Service Delivery (EODB – EGSD) Act of 2018; WHEREAS the aforementioned JMC requires local government units for the creation of its Regulatory Reform Team (RRT) and defining its functions and responsibilities.

NOW THEREFORE, BE IT ORDAINED by the Sangguniang Bayan of Bacarra, Ilocos Norte in a session duly assembled that: Section I. TITLE. This Municipal Ordinance shall be known as “AN ORDINANCE CREATING AND MOBILIZING THE REGULATORY REFORM TEAM (RRT) FOR THE CONDUCT OF REGULATORY REFORM ACTIVITIES IN THE EASE OF DOING BUSINESS AND EFFICIENT GOVERNMENT SERVICE (EODB – EGSD) ACT OF 2018, DESIGNATING ITS COMPOSITION AND DETERMINING ITS FUNCTIONS AND FOR OTHER PURPOSES.” Section II. CREATION AND COMPOSITION. The Regulatory Reform Team (RRT) of the Municipality of Bacarra, Ilocos Norte is hereby created and composed of the following: Head Co – Head Members

FUNCTIONS OF THE TEAM. The team shall be responsible for the
1. Stocktake all existing local ordinances and issuances made by LGUs solely or jointly made with other LGUs or NGAs. 2. Conduct public dialogues with stakeholders such as NGAs, CSos and the private sector, to identify cumbersome regulations and determine priority ordinances and issuances for review/assessment. 3. Review/assess prioritized local ordinances, issuances, and resolutions, if it is redundant, outdated, or unnecessary using the Four – way Test. 4. Recommend policy options that may be adopted by the LGU. 5. Draft policies based on the result of assessment. 6. Accomplish the Regulatory Reform Technical Report (RRTR). 7. Create a Monitoring and Evaluation system. 8. Create and/or update the database systems and the LGU website. The website shall include, all local ordiancnes, issuances and resolution with their corresponsing amendments; the most current and updated Citizen’s Charter with all services offered classified as Simple, Complex, and High Technical. It should be business – friendly and accessible. 9. Establish regulatory management procedures and methodologies in the modification, adoption, implementation and evaluation of existing local ordinacnes, issuances and resolutions of LGU. 10. Conduct studies/reviews in the promotion of efficient government services and ease of doing business. 11. Conduct quarterly meeting and as need arises with proper documentation; and 12. Ensure regular and timely submission to DILG and ARTA. The Regulatory Reform Team (RRT) shall conduct regular stocktaking, monitoring and recommendation of policy options using the same process and forms.

The RRT Secretariat shall furnish a copy of approved local ordinacnes, issuances, and reslutions to the University of the Philippines (UP) Ofice of the National Administrative Register (ONAR), pursuant to Administartive Code of 1987. Section IV. SEPERABILITY CLAUSE. If for any reason/reasons, any provisions of this Municipal Ordinance shall be held unconstitutional or invalid other provisions which are not affected shall continue to be effective and in force. Section V. REPEALING CLAUSE. All ordinances, rules and regulations, executive orders and similar mandates inconsistent with this Municipal Ordinance are hereby repealed. Section VI. EFFECTIVITY CLAUSE. This Municipal Ordinance shall take effect on the day its complete posting for three (3) consecutive weeks in a bulletin board at the entrance of the Municipal Hall and at least two (2) other conspicuous places within the territorial jurisdiction of the Municipality of Bacarra, Ilocos Norte. Section VI. Copies of this Municipal Ordinance be forwarded to the Sangguniang Panlalawigan for their review and the institution of the favorable and appropriate legislative course of action and to all authorities concerned for their information.
