BATON ROUGE — Thanks to America’s “free trade” policies, which treat a Communist dictatorship as though it were a private enterprise, the rulers of Communist China now have great wealth, so much so that they have trillions of dollars sitting idle. They can use their vast wealth to subjugate and control their people, and they do. They can use their wealth to acquire the world’s most sophisticated and deadly weapons, and they do. And they can use their wealth to acquire the vital infrastructure of the world — and that’s exactly what they are doing. In country after country, China

is purchasing oil fields, mining concessions over vast areas, and ports. They are also building and keeping ownership of superhighways in countries around the world. Mayor-President Kip Holden is well aware of Woody Jenkins this, which is why he has twice travelled to China in an attempt to secure funding for the Baton Rouge Loop. He is hoping a Chinese government-owned bank will put up the seed money and become the “private” partner in a public/private partnership to build the Loop. If that happened, the Chinese government would own and operate a Loop encircling the City of Baton Rouge and cutting across the middle of Central. When it comes to ports, the Chinese already own some of the most important ones in the world. For example, not long ago, they acquired port facilities at both ends of the Panama Canal. Now the Port of New Orleans or the Port of Baton Rouge may well

be a target of the Chinese. In December 2011, Mr. Wei Jiafu, the chairman of China’s powerful, state-owned shipping company China Ocean Shipping Co. (COSCO), announced that his company is attempting to purchase a major port on the east coast of the United States or on the Gulf of Mexico. They also hope to acquire a port on the Pacific coast of the United States. The Chinese use the infrastructure they acquire as a base of intelligence operations and to secure deep roots in the countries where they operate. They also convert the operation of their new facilities into the China labor model, which means low wages and inhumane working conditions for nationals they hire in their state-owned projects. For example, the port they acquired several years ago in Greece provides workers long hours with no breaks for food, bathroom, or rest. And the wages are near the starvation level. Now a bill in the Louisiana Legislature could help facilitate those very things happening right here in Louisiana. SB 723 by Sen. Conrad Appel provides that the governor will appoint an International trade board, which will in turn adopt a Master Plan for international investment and trade. The Secretary of Economic Development would in turn have the power — acting on his own — to enter into joint ventures, partnerships, and cooperative agreements with foreign governments, such as China. Under Art. 7, Section 14 of the Louisiana Constitution, “cooperative agreements” can be used to obligate funds and property of the State of Louisiana.

When the act says the Secretary can enter into “partnerships” with foreign governments, it means the Secretary, acting alone on behalf of the State of Louisiana, can become a business partner with a foreign government, such as China. When President Bush was in office, a company in Dubai proposed to operate a port on the east coast of the United States. That created an outcry of opposition. Eventually, President Bush and Congress intervened to prevent Dubai from operating a port in this country. But today, there is no prohibition in federal or state law to prevent Communist China from acquiring the Port of New Orleans or owning the Baton Rouge Loop. SB 723 would allow the Secretary of Economic Development to enter into partnerships, joint ventures, and cooperative agreements with the Chinese that could facilitate just such a takeover. SB 723 has already passed the state Senate and is pending on the House floor. Please call your state representatives at 225-342-6945 and ask them to vote against SB 723 or at least amend it to prohibit foreign countries from directly or indirectly acquiring our roads, bridges, toll roads, or ports. If this does happen, we will be an occupied land.

Central residents will graduate from the following schools (all numbers are approximate, because final grades have not been posted): • Central High School (226) • Central Private School (33) • Catholic High School (14) • Home Schools (12) • Redemptorist High (10) • St. Joseph’s Academy (8) • Bethany Christian (4) • Parkview Baptist (4) • Baton Rouge High (2) At Central High School, the Class of 2012 is smaller — 226 — than some other classes in recent years. However, next year the Class of 2013 is expected to graduate more than 300 seniors, Central schools Supt. Mike Faulk said. Central High School has not yet announced the names of the Valedictorian or Salutatorian, pending final exams and the announcement of final grades. Similarly, the school has not yet announced the number and dollar value of scholarship earned by this year’s seniors. Supt. Faulk said the Central High Class of 2012 had a large number of seniors who were simultaneously enrolled in high school and college. At Central High, every student must complete a Senior Project. “This year’s projects were better than ever!” Faulk said. One landmark accomplishment for this year’s seniors was that they were the No. 1-performing senior class in Louisiana in ACT testing.

As a result, they are expected to earn many college scholarships and enjoy excellent college careers. But, they have also left a legacy for future Central High students. Because of their stellar performance on the ACT tests, Central High principal Bob Wales decreed that students will henceforth be able to wear shorts to school. That rule is expected to stay in place — a legacy from the Class of 2012. At Central Private, principal Ellen Frazier said the 33 graduating seniors in the Class of 2012 have earned more than $350,000 in college scholarships and more than $300,000 in TOPS scholarship funds. They have been accepted at 16 universities across Louisiana and the nation. A total 12 of the 33 graduates have attended Central Private since they were in kindergarten. Four of the graduates have parents who also graduated from Central Private, including both of the Valedictorians. Three of the graduates are from Australia. One of these is an exchange student, while two of them hold dual U.S.-Australian citizenship. One Central Private graduate is already earning his pilot’s license. Among the estimated 313 graduates, there are 12 homeschoolers, who are graduating from 12 different homeschools. On Tuesday night, the Honor Society of Christian Home School Fellowship recognized two Central homeschoolers for their achievements — Stephen Sumrall and Emily Kemp. Sumrall plans to attend LeTourneau University.

Emily, who graduates next week, has already started college and hopes to earn her bachelor’s degree in two years and go on to earn a Masters in English and computers.

Rep. Clif Richardson Fights Serious Threat from Cancer

BATON ROUGE — State Rep. Clif Richardson is attending to his duties during the current session of the Louisiana Legislature while undergoing treatment for a lifethreatening cancer. Richardson, who was just reelected to his second four-year term in the House last fall, was diagnosed with multiple myeloma, which is a cancer in the leukemia family. In an interview Wednesday, Richardson said he greatly appreciates the support and encouragement of friends. He said he has been undergoing chemotherapy twice a week. He has experienced some pain and nausea from the treatments. “When I get my protein level down, I will go in for a bone marrow transplant,” he said. The former owner of Rebel Electric and former justice of the peace said, “There is no cure yet for this kind of cancer but it can go into remission. Hopefully, we can get it in remission and wait for a cure.” Last week, Rep. Richardson announced that he has resigned from his three committees in the House — the Committee on Transportation and Development, Committee on Natural Resources, and Committee on Municipal,

Parochial, and Cultural Affairs. Richardson, 69, served as justice of the peace from 1991 to 2007. In the House, he succeeded his friend, the late Rep. Donald Ray Kennard, who held the House seat from 1976 until 2008, longer that anyone else has ever represented East Baton Rouge Parish in the state legislature. He was reelected to his second term without opposition. Richardson, a native of Independence, is married to the former Diane Carpenter.

Central Will Decline to Participate in Jindal’s Plan to Import Students Here

Voucher Plan Supt. Mike Faulk Considering Whether Unlikely to Find To Withdraw Appointment of Principal Support Here CENTRAL — Central schools Supt. Mike Faulk said Wednesday he is still considering what action to recommend regarding the appointment of a new principal for Central Middle School. Last week, Supt. Faulk recommended the appointment of Al Chapman, former superintendent of the Channelton School System as the new principal for Central Middle. The Central school board unanimously approved his recommendation. However, immediately after the meeting, several parents began doing a Google search on Mr. Chapman and learned that he had been dismissed from his previous employment. After the parents raised questions about the circumstances of Mr. Chapman’s dismissal, Supt. Faulk said he would gather more information and report back to the school board. In an interview with the Central City News Wednesday, Faulk said

he is still reviewing the situation and will make a recommendation to the board Monday night. Faulk said he could do one of two things: • Allow the appointment to stand • Recommend that the appointment be reconsidered Faulk said the top four finalists for the position were very close and that he could choose another qualified individual. One source who has researched Mr. Chapman said his dismissal appears to have been political and not based on any serious problem and that that may be why Supt. Faulk has hesitated to withdraw the appointment. School board president Dr. Jim Gardner said he is not sure what the board will do if Supt. Faulk recommends standing by the appointment of Mr. Chapman. “Mr. Chapman would probably do a good job, but I’m not sure this controversy would serve him

well if he were appointed. The position at the middle school requires a very strong hand, and I wonder if he would constantly be second-guessed over the things that happened in Indiana.” Gardner said the controversy over the appointment of Mr. Chapman points to a flaw in Gov. Jindal’s education reform bill. “After July 1, when the new law goes into effect, the school board and the public will have no role in the appointment of principals or any other positions. The education reform bill puts hiring 100 percent in the hands of the superintendent. I opposed and lobbied against that provision of the law. It completely strips the board of any power over hiring. Fortunately, Supt. Faulk has voluntarily agreed to continue to consult the board on hiring issues, but what about the next superintendent? Under Jindal’s program, if Central chose to participate, the state Recovery School District would send a number of students for Central to enroll. The school system would have no say over which students to accept or reject. In addition, the school system would lose about $1,900 per student. Supt. Faulk said, “Changing the rules for our citizens would not be fair to them. They wanted their own school system, and they have

Central City News Sweeps Many Top Awards At Louisiana Press Association Convention MARKSVILLE — The Central City News won some of community journalism’s top awards Saturday at the 132nd Annual Convention of the Louisiana Press Association, which represents more than 110 daily and weekly newspapers across the state. The Baton Rouge Advocate was the top award winner among large daily newspapers. Central City News editor Woody Jenkins represented the newspaper at the event. Judging this year was by editors from the Georgia Press Association. Her fiancé is the son of Ronnie and Donna Davis of Central. He is the grandson of Euna Bennet of Central and the late Terrel Bennet and Harold and Bennie Davis of Baker. Brad is a graduate of Central Private School and Louisiana State University at Eunice. He is a firefighter with the Baton Rouge Fire Department.

Burrell S. “Buddy” Seal died Wednesday, May 2, 2012, at his daughter’s home in Central at the age of 78. He was a resident of Zachary and native of Poplarville, Miss. He was a retired carpenter from Brown and Root Construction. Visitation was at Charlet Funeral Home, Inc. on Friday, May 4 and continued Saturday, May 5 until services conducted by Rev. Gene Rives. Burial was in Azalea Rest Cemetery in Zachary. CENTRAL — The Kringlewood Christmas Tree Farm, a landmark in Central for the past 35 years, is selling the last of its Christmas trees, and none has been planted for future years, according to owner Reggie Pulliam, who cited health as his primary reason for closing. The next few days may be the last time to purchase a Christmas tree actually grown in Central. The farm, located at 9110 Greenwell Springs-Port Hudson Road, is open from 1 to 5 p.m. on weekdays and 9 a.m. to 5 p.m. on weekends. The remaining inventory of trees is 20 percent off. Wildcats’ Spring Game Thursday, May 17

CENTRAL — Central High fans will get their first look at the 2012 Central Wildcat football team during the Annual Central Spring Football game at 7 p.m. next Thursday, May 17 at Wildcat Stadium. Admission is $5 for all. Before the game, everyone is invited to a crawfish boil sponsored by the Wildcat Backers from 4:30 to 7 p.m. Meals are $10 for three pounds of crawfish, along with corn and potatoes. It will be “Football in May” with the Wildcat Band playing and the cheerleaders, Kittens, and Silks on the field in action. The concession stand will be open for business. Veteran quarterbacks Bret Courville and Jake Myers will be vying for the starting position. Both are looking good in spring training, and Coach Sid Edwards could end up alternating the duo. All-Stater Gary Triplett, who will be a junior in the fall, is already in top form. The most interesting competition may be for running back where Central has an array of talent that is stunning. Sophomore running back Justin Vessel, who did not play last year in order to concentrate on his grades, is only 15 but has a talent level that should attract the attention

of every college scout in Louisiana. Lamonte Juneau, who started early last season, is back and appears ready to ring up the TD’s. Senior Jaylon Morris is also a first class prospect for RB. Just to make things interesting, several other players will fill in at RB, including Courville, Myers, Triplett, and standout WR Devon Gales. With unprecedented offensive talent, Central coaches will have their work cut out for themselves, just to figure out who to give the ball to. runs. She will major in biology at Alcorn State University. Kristen Williams was a key member of the Lady Wildcat basketball program during her four years at Central. She was named to the AllParish Team, All-District teams as a junior and senior, and All-Academic teams during her junior and

senior seasons. She is involved in many activities, including DECA, Key Club, African American Club of which she serves as president, Student Council, and Leadership Committee. Kristen is on the Honor Roll and is recognized as a Top Cat. She will major in nursing at Southeastern Louisiana University.

CENTRAL — Three Lady Wildcats from Central High School accepted scholarships last week to continue their academic and athletic careers at the collegiate level. Rachel Barber and Brisha Coffee will play volleyball at University of Mobile and Alcorn State, respectively. Kristen Williams will be a member of the Southeastern Lady Lions basketball team. Rachel Barber received four varsity letters in volleyball during her years at Central High. She was a three-time selection to the All-District Team. She was named the Defensive MVP for the Lady Wildcats, as well as Defensive Player of the Year in the District. Rachel finished her career by being named the Female Athlete of the Year at Central High School. Academically, she is on the Honor Roll and is recognized as a Top Cat, which is based on grade point average. She will major in biology at the University of Mobile. Brisha Coffee was an important ALL-DISTRICT — Kristen Williams, part of the Lady Wildcat Volleyball senior guard, was voted to the All-District Basketball team. She averaged 15 program her four years at Central, especially in the school’s playoff points a game and 12 ppg in district.
