CENTRAL— Monday, Aug. 13 is the first day of school for students in the Central Community School District. For students attending Central Middle School (grades 6 to 8) and Central Intermediate School (grades 3 to 5), located at the new Central School Complex, it will be an eye-opening experience, especially for those who attended the old Central Middle School last year. As one teacher said, “It is like leaving purgatory and arriving at the pearly gates of heaven!” “Heaven” was a word used often by teachers, parents, and students alike during orientation at the new Central School Complex Monday, Tuesday, and Wednesday night. West Nile Virus Takes Life Of Indian Mound Resident New Central Intermediate School will be open for its first day of class Monday.

INDIAN MOUND — Riley Joseph Gremillion, Jr., 70, of Indian Mound died last Friday of the West Nile virus, according to a statement issued yesterday by his son, Robert Gremillion. When questioned by the Central City News earlier in the week, the state Dept. of Health and Hospitals

refused to confirm the name of the victim or the location, citing privacy laws. In a statement, Robert Gremillion said his father passed away four days after the first symptoms. He expressed gratitude on behalf of his mother for the many condoSee RILEY on Page 14

CENTRAL — More than 3,000 parents and students attended Orientation this past Monday, Tuesday, and Wednesday at the new Central School Complex on Sullivan Road. The complex, which cost $46 million, contains two separate schools — Central Middle School and Central Intermediate School. J. W. AND JOYCE KELLY — Joyce Montgomery Kelly passed away on Monday, July 30 at the age of 85, leaving behind her spouse of 69 years, J. W. Kelly, Jr. It is a shame Miss Joyce didn’t live to see the new School Complex, which is a tribute to her life.

CENTRAL — Historically, the two men who have had the greatest influence on the Central community were Mr. T. H. Montgomery, who represented Central on the East Baton Rouge Parish School Board for 42 years, and Mr. J. A. Smith, who served as principal of Central High School and Central Private School

for a combined total of more than 30 years. The common link to those two men, who loom so large in the history of Central, was a bright, bubbly young lady named Joyce Montgomery Kelly. She was Mr. Montgomery’s daughter and the secretary to Mr. Smith and other Central High principals for 34 years. “What a contrast she was to Mr. Smith!” Central school board member Sharon Browning remembered. “He was tough as nails, and she forever had a smile upon her face!” Apparently, the combination of the two was a winning formula for Central! Joyce, a person who brightened up any room and made everyone feel better about themselves. I first met Joyce Kelly when I was working on a series of stories on the life of J. A. Smith. She was so willing to help, eager to preserve the memory of J. A. Smith in the Central community. She would bring me Central High yearbooks and countless mementos to help me understand the Woody Jenkins significant events in the life of Central High and the principalship of Mr. Smith. What a joy she was to be with! It wasn’t long after that that age began to show its effects on Miss Joyce. Yet, everytime I saw her,

keep alive the legacy of learning, which were so cultivated by T. H. Montgomery, J. A. Smith, and her. Joyce is survived by her husband of 69 years, John W. Kelly, Jr.; her son, John W. Kelly, III and daughter-in-law, Maureen of Mandeville; her daughter, Tara K. Bryan and son-in-law Jim of Daytona Beach, Fla.; four grandchildren, Bailey Rose Kelly, Luke Montgomery Bryan, Paige Victoria Bryan, and Shea Rebecca Bryan; two sisters, Nel Rose Bailey and Carmel Christine McLaughlin; two brothers, Thomas H. Montgomery, Jr. and his wife Lou and Kenneth Craig Montgomery and his wife Betty; and ten nieces and nephews. She was preceded in death by her parents, Thomas H. and Wilma C. Montgomery and a nephew, Thomas H. Montgomery, III. We send deep condolences.

Joyce was the secretary at Central High School all the time that I was a student and all the time I was a teacher. Everyone loved Joyce, and she was my friend! Joyce was the truest Wildcat there ever was! She loved Central High like no one else.

CENTRAL — For the Central community, the opening of the new Central School Complex is a milestone that may well be remembered and celebrated for generations into the future. For Central schools Supt. Mike Faulk and the members of the Central Community School Board, it is a triumph of vision and determination that turned a dream into the $46 million Central School Complex that will rival any elementary or middle school in the South. The people of Central gained their independence from the East Baton Rouge Parish School System and took control of the public schools in Central on July 1, 2007. In May 2007, 2,500 students from Central were enrolled in public schools in East Baton Rouge Parish. Since July 1, 2007, the people of Central have been in control of their own destiny. Now, five years after gaining their independence, they have shown what they could do, and the results are impressive: • Central broke away from the East Baton Rouge school system, No. 58 ranked, and is now rated as the No. 2 school system in the state by the Louisiana Department of Education. • For three straight years, Cen-

tral 3rd graders have had the highest iLEAP test results in the state. • Central High School has the highest ACT scores in Louisiana. Not bad for a school system where 52 percent of the students come from families below or near the poverty line! How did it all happen? Yesterday, Supt. Mike Faulk gave Central teachers a brief time line of the past five years. Here are his remarks:

employees of the new Central Community School System was held at Zoar Baptist Church. There were 350 employees, workers, board members and other guests present. • August 13, 2007 — 3,000 students in grades kindergarten through 12th grade

showed up for the first day of the 20072008 School Year at Bellingrath Hills Elementary, Tanglewood Elementary, Central Middle, and Central High. • July 19, 2008 — An election was held asking voters to approve new taxes to build new schools. It was defeated. • August 2008 — Central Intermediate School opened for 4th and 5th graders at the former Starkey Academy on Joor Road (Central’s 5th public school). • October 1, 2008 — Enrollment reached 3,155 students in pre-K through 12th Grade. • May 2, 2009 ­— Election was held to ask voters to approve new taxes to build a new middle school and a new intermediate school and to renovate the other schools in the Central Community School district. All three taxes received voter approval. The third tax to build a new elementary school passed by 170 votes out of 7,000 votes cast. The employees of the school system, the parents of our children, and the

supporters of our school system in the community were responsible for our success. • June 2009 — A financial settlement was reached with the East Baton Rouge School Board which provided us with $7 million in cash and $1.6 million in property. • Summer 2009 — Construction Coordinator Ross Bogan was hired. • October 2009 — Enrollment reached 3,638 students in pre-K through 12th. • October 2009 — PBK Architects was selected to design a new middle school and a new intermediate school. • Winter 2009 — Architects were selected for school renovation projects at Central High, Bellingrath Hills, and Tanglewood. • Spring 2010 — Bids were awarded to renovate Central High School, Bellingrath Hills and Tanglewood. • July 2010 — Ground-breaking for the new schools. • August 2010 — Renovation projects

The Amazing Case of Central Middle Auditorium

In 1987, the Central Middle School auditorium was officially condemned, but the EBR school board refused to repair it. When transferred to Central in 2007, it was beyond repair.

Ironically, the electrical system at the Central Middle School still works. So gaping holes in the roof can be illuminated by the auditorium’s lighting system.

CENTRAL — Forced, cross-town busing wasn’t the only reason residents of Central fought so hard to secede from the East Baton Rouge Parish School System and form their own independent community school system in 2007. There was also the matter of the most unimaginable neglect of school

facilities. For example, in the early 1980’s, the Central Middle auditorium sprung a leak. The EBR school board failed to repair it, and the damage got worse and worse. Finally, in 1987, the state officially condemned the building, and it was left beyond repair. But, still, the EBR board did nothing, refusing even to

tear it down. When EBR was forced to transfer all school facilities here to the Central school board, Central citizens found the lights in the auditorium still working — 20 years after condemnation! In the main classroom buildings of CMS, dangerous life-threatening asbestos is in the ceiling, but EBR

refused to repair or tear down the building. Instead, they turned over the problem to the people of Central, who responded this week with the opening of the new $46 million Central School Complex, paid for by the people of Central without help from the state, the federal government, or EBR.

The Capital City News will be published on the 1st and 3rd Thursdays of the month and will be circulated throughout Baton Rouge and Central. It will cover news in both cities. The Central City News will continue to be published on the 2nd and 4th Thursdays of the month. It will cover only news about Central, and will be circulated only in Central. As a result, readers in Central will have access to coverage of events here every Thursday in one or the other of the two papers. Central City News editor Woody Jenkins said there are fewer than 100 businesses in Central which ever advertise and that is really not enough to support one newspaper, much less two. “On the other hand, there are thousands of businesses which advertise in Baton Rouge, and this will provide a new market for us. We believe that this is an innovative business decision that will provide the revenue to enable us to grow. Baton Rouge is in need of a community newspaper, and we believe this decision will strengthen our ability to serve both Central and Baton Rouge. School board member Sharon Browning said, “I teared up. It takes my breath away!” Mrs. Browning attended Central schools as a student for 12 years and then taught for more than 30 years. She served as School Board president during the board’s critical efforts to persuade the public to vote for a tax increase to build the new schools. “A wonderful facility like this is something we in Central are not used to. When the complex was being planned, PBK Architects told us that we had to have a lot of light in the classrooms, and this school does! I taught for 30 years in a classroom without a window. Ha! WHEN SUPT. FAULK glanced into Ms. B. Williams’ 4th grade class Tuesday, she said, “Oh there’s Mr. Faulk!” and everyone applauded. No telling how good I would have been with a window!” she said. Mrs. Browning was acclaimed by administrators and students alike as one of Central’s most outstanding teachers, even without a window. Browning said, “I thank the Lord for this board and the way they focused and worked together to make this happen. And, of course, this could not have been done without our superintendent Mike Faulk.” Current school board president Dr. Jim Gardner, himself a Central High grad and lifelong educator, thanked the Central community for their support. He praised the architects and all of the teachers, parents, and citizens who made the new school complex possible. When asked if the new Central School Complex would be one of the finest schools in the Baton Rouge area, Central schools Supt. Mike Faulk laughed and said, “No, one of the finest in the South!” THIS VIEW from Ms. B. Williams’ 4th grade class is pretty dramatic and will only get better after the clock tower is completed.

art and included presentation table with computer for teachers, pull down screens, and wi-fi. More advanced classrooms are provided for science labs, art, band, choir, home economics, and

industrial arts. Ordinary classrooms have 750 square feet of space, and other classrooms have 1,000 or more. The complex also includes a Cafeteria which can seat 1,200 to 1,300 for lunch and 700 for banquets. There are two gyms — a competition gym and a practice gym. The competition gym, which is better than many small colleges offer, incudes additional basketball goals and volleyball. Locker rooms are elaborate, and athletic facilities include coaches’ offices and advanced washers and dryers. Each of the two schools has its own library. Teachers have many amenities, including convenient restrooms, work rooms, shared prep rooms for science labs, and much more. The central courtyard includes a clock tower, which is not yet complete, and learning displays, such as a giant map of the United States. There are also practice fields for football, baseball, and softball. Some of the work on Sullivan Road is not yet complete. For drop-off instructions, see Page 11.

KATZ Aims to Be After-School HQ

CENTRAL — Central Intermediate School has moved to the new Central School Complex on Sullivan Road, leaving the community with a vacant building. The building was available for lease when Jo Jo Patterson had a vision of creating KATZ — the Kid’s Athletic Training Zone. Now that vision is becoming a reality as he prepares to occupy the former school’s gym and its softball and baseball field. KATZ will be a multi-sport training facility, designed for use by student athletes of Central and surrounding area. Jo Jo Patterson

said his goal will be to provide the best programs, staff, and facility to meet the needs of KATZ members. KATZ will offer an after-school program Monday through Friday from 2 to 10 p.m. Bus transportation will be available from Bellingrath Hills Elementary, Tanglewood Elementary, Central Intermediate, Central Middle, and St. Alphonsus, but drop-offs from other schools will also be permitted. Student activities will include study and homework time, use of batting cages, softball and baseball fields, fitness classes, nutrition

In addition to weekdays, the facility will be open to members on Saturday from 9 a.m. to 3 p.m. Private instruction will be available at KATZ, in addition to, the after-school program. Private lessons will be also available for basketball, softball, football, and golf from former college coaches and current and former college and professional athletes. Lessons will be from 30 to 60 minutes, and team training will be available. KATZ will be available for early dismissals and will offer holiday camps during the school year. In 2013, KATZ will offer a summer camp program. Coaching clinics and seminars will be held throughout the year. KATZ will offer recruiting services, including recruiting videos,

seminars, and counseling. Jo Jo Patterson has more than 15 years’ personal experience in the coaching field. He played baseball and basketball for Redemptorist and Baker high schools. He played basketball for Angelina College in Lufkin, Texas, coached basketball at Redemptorist High School, and has been actively coaching his own three children in T-ball, softball, basketball, and baseball. Patterson said his main focus is to provide students in the community a place that can bring out the best that each child can be. Mike Walker Seeks Endorsement From Republican Party Tonight BATON ROUGE — Mayor Pro-Tem Mike Walker, who is running for Mayor-President in the Nov. 6 election, will seek the official endorsement of the Republican Party of East Baton Rouge Parish tonight. The 17-member Republican Parish Executive Committee, or PEC,

will meet at 6 p.m. at the Metro Council Chamber to hear Walker, ask him questions, and vote. Walker is scheduled to be the main speaker at the party’s Ronald Reagan Newsmaker Luncheon at 11:30 a.m. next Tuesday, Aug. 14 at Café Américain on Jefferson Hwy.

CENTRAL — A lifelong resident of Central has been named Commander of the East Baton Rouge Parish Sheriff’s Office Central Substation on Gurney Road Capt. and former chief deputy Bobby Dale Callender was named to the post by Sheriff Sid Gautreaux. He succeeds Capt. Don Strickland as substation commander. Callender began his career in law enforcement with the East Baton Rouge Sheriff’s Office in the 1970s. He has worked in detectives, uniform patrol, felony action, armed robbery and burglary, community policing, metro, and narcotics divisions. He also worked at the Parish Prison. He left the office as a shift Lieutenant after more than a decade of service and took a position as the Chief Investigator at the Parish Attorney’s Office. While there, he served as the Director of Gaming Enforcement, Director of Alcohol and Beverage Control and Director of Investigations. “I’ve spent my whole life in Central,” he said. “I grew up here. I’ve raised my children here; and some of my grandchildren are here. This is a special area made up of people with a strong sense
