Central City News to Receive 9 National Journalism Awards ALBUQUERQUE — The Central City News will receive nine national journalism awards at the 125th Annual Convention of the National Newspaper Association in Albu-
querque Sept. 21-25. The NNA is composed of several thousand daily and weekly newspapers in all 50 states. Earlier this year, the Central
City News received the coveted Freedom of Information Award from the Louisiana Press Association. This award, which is probably the most prestigious award
given by the association, honored the Central City News for its fight to protect the public’s right to access public documents. The NNA

CENTRAL — Qualifying for state and parish offices will continue until 5 p.m. today at the Secretary of State’s office and at Clerks of Court offices across the state. State Senate District 6. So far, there have been few surprises in the various races involving Central. Perhaps the biggest news has been the decision by Central resident Mike Mannino to challenge State Rep. Bodi White who appeared to be unopposed for the vacancy in State Senate District 6. This seat, which is currently held by Sen. Julie Quinn of Jefferson Parish, is one of those districts which the Orleans area lost as a result of falling population after Katrina. The Florida Parishes gained the seat, and the district lines were pushed around quite a bit during the reapportionment process. The district looks like a giant Join Central City News on

House, and Mannino got known and did well in his race for the Central City Council last year. The likelihood is that the two candidates will split Central. The real challenge will be how to get their message to diverse areas such as Southeast Baton Rouge, St. Helena, and the various parts of Tangipahoa. The candidates have a lot to do and very little time to do it. House District 64. In the battle for Rep. Bodi White’s House seat, District 64, two candidates are running: Valarie Hodges and Barry Elkins. Valarie Hodges is a native of Central and the first cousin to former Rep. Donald Ray Kennard. Her ties to Central run deep. She now resides in the Watson area, where

horseshoe hanging on the barn wall. The left side of the horseshoe begins at the southeast corner of East Baton Rouge Parish where Bayou Manchac connects to the Amite River. It includes the area around Woodlawn High School and Parkview Baptist. Woody Jenkins It then heads north and takes in Shenandoah and Flannery Road. Most of Central is in the district as is Baywood but not Pride. The top of the horseshoe cuts east across the southern part of St. Helena Parish and picks up one precinct of Livingston. Then the right side of the horseshoe slopes down Tangipahoa Parish, taking in Amite, parts of Hammond, and all of Ponchatoula. The right side of the horseshoe ends at Middendorf’s at Manchac, a good place to complete a day’s campaigning. This far-flung, highly diverse district is nevertheless overwhelmingly white and conservative. A majority of the district is located in East Baton Rouge Parish, and the largest portion of East Baton Rouge Parish is centered in Central, although Central itself is less than one-fourth of the district. Rep. White’s House district is mostly in Livingston Parish. He currently represents only about 10 percent of the new Senate district. Both White and Mannino are well known in Central. White has represented the north part of Central for the past eight years in the

most of the votes in the district are located. Barry Elkins is an attorney who lives in Greenwell Springs. He is developing an organization in the district. Both candidates have a lot of work to do to get known before Oct. 22. Senate District 13. Sen. Dale Erdey has a surprise opponent in Derek Babcock, a Livingston businessman. Dale Erdey’s race appears to be tied to larger issues such as control of the Senate. How this will unfold is difficult to predict. No Opposition. Some incumbents from Central have no opposition. If that holds up, congratulations to Rep. Clif Richardson, Assessor Brian Wilson, and Clerk of Court Doug Welborn.

Messina to Introduce 7-Member Plan For Reapportionment of City Council Chairman Follows Plan Approved by Study Committee Named by Watts

CENTRAL — Central City Councilman Wayne Messina, chairman of the Mayor’s Committee on Reapportionment, presented his committee’s report to Mayor Mac Watts this week. The report recommended increasing the size of the City Council to seven members, with five being elected from single member districts and two members elected at large citywide. Currently, the Council has five members, all elected at-large. Messina said he plans to introduce an ordinance to implement the committee’s recommendations on Tuesday. It would be on the Council agenda for final consideration on Tuesday, Sept. 27. Mayor Watts has expressed opposition to the five-plus-two plan. If Watts signed the ordinance, the Council would probably hire a consultant to draft a proposed reapportionment plan for the five districts. After final approval of such a plan by the Council, it would be submitted to the U.S. Department of Justice for approval under the City Councilmen Dr. Tony LoBue (left) and Wayne Messina discuss Council districts. federal Voting Rights Act.
If Watts vetoed Messina’s proposal, Messina could ask the Council to override Watts’ veto. That would take four of the five votes on the Council. If the Council refused to override Watts’ veto, the current fivemember at-large Council would remain in effect. It has already been approved by the Justice Department. Messina served as chairman of a seven-member appointed by the Mayor to study and make recommendations on the composition of the Central City Council. The committee held six public hearings and twice voted to approve a report that the next City Council should have seven members with five elected from districts and two at-large. Messina said a report that the deliberations of the committee were “inconclusive” were completely false. Messina said there was nothing “inconclusive” about the committee’s decision — “a majority of the committee on two separate occasions voted to recommend that the new City Council have seven members with five from districts and two at-large.” Join Central City News on

BATON ROUGE — Best known as “The Man Who Stood Up to BP,” Plaquemines Parish president Billy Nungesser has announced his candidacy for Lt. Governor in the Oct. 22 primary. He is running against incumbent Lt. Gov. Jay Dardenne. Last Thursday, Nungesser’s candidacy got a big boost from Sen. David Vitter, who endorsed his candidacy. At a news conference at Mike Anderson’s, Vitter said, “I know Billy is the right person for the job for three reasons. First, he’s a fighter. He’s been in the trenches fighting for the people through four hurricanes, through the BP oil spill, and through the moratorium against oil drilling. I’ve seen him in small private meetings stand up to the President in support of the people of this state. Second, Billy is the true conservative in this race and he represents the true conservative values. He’s never supported tax increases and he won’t. He’s 100 percent pro-life. He’s not an imposter or a RINO in any way. He represents our mainstream conservative values. Third, he’s a proven business leader and job creator. He took a great idea, started a business,

Clif Richardson of House District 65 was unopposed. Richardson is hoping no opposition will emerge and has planned a Re-election Party from 5:30 to 8:30 p.m. Friday, Sept. 9 at Kristenwood. So far, East Baton Rouge Parish officials have little opposition: • Assessor Brian Wilson of Central has no opposition. • Clerk of Court Doug Welborn of Central has no opposition. • Sheriff Sid Gautreaux of Baker has one opponent, Mark Milligan, of Baton Rouge. • Dr. Shannon Cooper, the parish coroner, has opposition from Dr. Beau Clark. Virtually all of the candidates who will be on the ballot in Central are Republicans. Among the candidates for the state legislature and parish offices, only Mark Milligan, who is running against Gautreaux, is a Democrat.
The same is true at the state level. All statewide officials on the ballot are Republicans, and so are their major challengers: • Gov. Bobby Jindal has five unknown opponents. • Lt. Gov. Jay Dardenne is being challenged by Plaquemines Parish president Billy Nungesser, also a Republican. • Secretary of State Tom Schedler, who was appointed to his position by Dardenne when Dardenne was elected Lt. Governor in a special election, is opposed by House Speaker Jim Tucker, a Republican. • Other statewide officials — Attorney General Buddy Caldwell, State Treasurer John Kennedy, Agriculture Commissioner Mike Strain, and Insurance Commissioner Jim Donelon — are unopposed so far. The only parishwide official in East Baton Rouge Parish who is not a Republican is Mayor-President Kip Holden, a Democrat who comes up for reelection in 2012. Incumbent BESE board member Chaz Roemer, a Republican, is being challenged by Beth Meyers, a Republican, and Donald Songy, a Democrat

CENTRAL — The Institute for Building Technology & Safety (IBTS) has won the City of Central’s City Services contract, the Mayor’s Committee on City Services decided at a meeting last Tuesday night. Mayor Mac Watts confirmed their decision and presented it to the Central City Council last Thursday. Now IBTS and the City of Central are working on details of the contract and the transition, which is supposed to occur July 1. Mike Huckabee, Donald Trump, and Gov. Mitch Daniels have Gov. Pawlenty all taken their names out of consideration. CENTRAL — Dr. Ted Mayeux had just opened a new chiropractic practice on Joor Road in 2009 when a stroke left him paralyzed on his right side. On Wednesday, Ted’s wife Wanda recounted the day Ted’s high blood pressure got out of control and resulted in a stroke. He had taken care of a patient and was driving to the store when he felt strange and had to pull over. He had forgotten his cell phone and got out of the car to signal for help. By the time someone arrived, his speech was slurred. The good Samaritan called 911 and Ted was soon in the hospital. The stroke left him paralyzed on this right side and unable to move or feel things on that side. At first, he was unable to speak. Wanda has led Ted through years of therapy and today he is doing much better, although he is still unable to feel or move on his right side. Despite this, he speaks and has re-learned to walk for small distances. Every week, Ted continues to take aquatic, speech, and physical therapy. “One of his great joys today is painting,” Wanda said. “Before the stroke, it was a hobby, but now he paints full time, and he can paint anything.” The stroke occurred on June 1, 2009. He left Trinity NeuroRehab Hospital on Nov. 27, 2009. Shortly thereafter, he requested painting supplies. Although Ted has been painting since he was 7, he was right-handed. Since the stroke, he has had to completely relearn to paint, using his left hand. The Mayeuxs live on Gurney Road in Central. Wanda continues to work at a law firm where she is a paralegal. Friends and his former patients in Central and the surrounding area have been a blessing for Ted. Now Ted, Wanda, and their friends are putting on an art show to

Louis, a native and resident of Baton Rouge, passed away Tuesday, Aug. 23, 2011, at age 82. He was preceded in death by his mother and father, Lena and Vito; his 10 brothers and sisters, and his son-in-law, J.B. Smith. He worked as a sales manager and held leadership roles, including president, in the Traffic Club of Baton Rouge. Louis lived his life in service to God, family, and country. A devoted Catholic, he served St. Alphonsus Church as part of the Usher’s Society and Men’s Club for many years. He was a sergeant in the Marine Corps during the Korean War. At age 23, he married Frances, and for the next 59 years remained a dedicated and loving husband. Together with Frances, he raised seven children. He is survived by Frances; their chil-
dren and children’s spouses, Louis Joseph Calamia, Jr., Cynthia and Gary Aucoin, Linda Smith, Beth and George Brent Orillion, Karen and Donald Russell, Mike and Vickie Calamia, and Keith and Diana Calamia; 23 grandchildren, and 11 greatgrandchildren. Louis will be remembered by his family and friends for his warmth and gentle kindness, his room-filling laughter and smile, and his position as the patriarch of a family too numerous to list here, but for whom each member held a special place in his heart, and he, in theirs. Visitation was at St. Alphonsus Catholic Church on Wednesday, Aug. 24 and Thursday, Aug. 25 until Mass of Christian Burial. Interment in Resthaven Gardens of Memory. Special thanks to Hospice Compassus for their love and care and to Cliff Ancelet, whom Louis welcomed into the family as a fourth son.

One senior said, “A high ACT score is great for your college career and the TOPS scholarship program, but in the here-and-now, getting to wear shorts is pretty cool — literally, because this heat has been unbearable!” Wales paraded into a school assembly early last Friday morning to announce the news. He was wearing shorts and two signs. The sign on the front of his shirt said, “Want shorts? Get scores!” On the back of his shirt, the sign said, “Got scores? Get shorts!” Last spring, Wales had promised the students he would let them start wearing shorts if they improved their ACT scores. They did just that — raising the average ACT score in the district from 21.0 to 21.8 and placing them in a tie for 1st place in the state with St. Tammany Parish. “It was a significant gain,” Central schools Supt. Mike Faulk said Wednesday afternoon, as he got ready to board a plane to Washington for a conference on raising school standards nationally by 2014. Faulk said the new test scores are a tribute to students and teachers in the Central school system.

How did they do it? “We had a good group of seniors who scored high,” Faulk said, “but our scores are an average of everyone who takes the test from the 10th to the 12th grades.” “Our 10th graders have been participating in a testing program to help them prepare for this kind of test. We have workshops on Saturdays and tutoring specifically for the ACT. In the spring, we will offer an ACT prep class that should help students do even better.” Faulk said 221 students at Central took the ACT. Faulk said, “The ACT test is very important for our students, because it determines whether they will be admitted to the university and whether they

has announced that the newspaper has won 2nd Place in the NNA’s own national Freedom of Information Award competition. The Central City News has a long-running battle over access to public documents in the City of Central, where all city services have been privatized. The newspaper is in litigation over the issue with CH2MHILL, the contractor which administered city government here for three years. The company has since lost the contract, but the legal battle continues in Louisiana’s 1st Circuit Court of Appeal. All daily and weekly newspapers in the country, regardless of circulation or market size, compete for the Freedom of Information Award. The Central City News also won 2nd Place in the nation for Best Use of Color. Again, the competition included all daily and weekly newspapers in the country. A judge in the competition said, “The newspaper’s color is so good, it looks like a pdf!” The newspaper also won 2nd Place in the country for Best Use of Photographs. Central City News editor Woody Jenkins won 2nd Place in the nation for Best Editorial Page, 3rd Place for Best Serious Column, and 3rd Place for Best Sports Feature. Their running back was the All-District MVP last year. Coach Dotson said, “Their defense is solid, and their offense is dangerous. One of our challenges is to take care of our responsibilities. If we fail to do that, they will have a big play.” Central is expected to have one of its best teams in years. This is saying a lot, since Central has won the District Championship the past three years. By comparison, this team is young and inexperienced but talented. “Our kids understand what we are up against,” Dotson said. “This is going to be a knockdown, drag-out contest. They work hard. We work hard. They’re solid. We’re solid. They’re smart. We’re smart. I think the key may be toughness, physicality. How tough are we?
