IPM NEWS international IPM news and programs Brazil, U.S. Join for IPM Research A unique cooperative international research activity has targeted IPM as one of six key areas of attention in an area spanning a slice of the world 30 degrees north and 30 degrees south of the equator. The activity, initiated by Brazil's national agricultural research enterprise (EMBRAPA) and the U.S. Dept. of Agriculture's Agricultural Research Service (ARS), is known as LABEX, or "EMBRAPA Laboratory Abroad," and aims to "facilitate and motivate agricultural researchers" to engage in mutually beneficial scientific cooperation. According to EMBRAPA entomologist and IPM specialist A.R. Panizzi, a visiting scientist at an ARS laboratory in the U.S., IPM research in Brazil and the U.S. can be notably strengthened through the collaboration of senior research counterparts in both nations. *> A.R. Center Pioneers IPM Concepts For over a quarter century the Bio-integral Resource Center (BIRC) in California has fostered the concept and application of IPM. The Center's vast experience has been distilled into a set of IPM guidelines, "Components of an IPM Program," which include the following five basic tenets: Identify pests, as well as possible biocontrol organisms. Establish a monitoring and record keeping system based on systematic sampling of pests and any natural enemies Determine an injury level/threshold, or the pest population size that correlated with injury extensive enough to warrant treatment. (In determining injury levels, the amount of aesthetic or economic damage that can be tolerated must be correlated with the population size of pests and
natural enemies, as well as time in the growing season, and/or life stage of the pest or host.) Integrate tactics that: are effective against the pest; minimize disrupting natural controls; and are least hazardous to human health and the environment. Program Tracks Migratory Pests A collaborative research effort centered in South Africa serves as the information heartbeat for staying a step ahead of cropravaging migrant pests such as Spodoptera exempta Walker (African armyworm), four locust species, and Quelea quelea (red-billed quelea birds). The program, Information Core for Southern African Migrant Pests (ICOSAMP), was established as a linkage amongst South African Development Community (SADC) nations to provide early warning of crossborder pest invasion and uncontrolled spread of migratory pests. A network of regional collaborators supplies timely information from their individual work sites on the current status of migrant pests. ICOSAMP marshals the data and then utilizes electronic communication for alerting SADC stakeholders and interested parties, as well as publishing a monthly bulletin and other material on the website icosamp.ecoport.org The South African Agricultural Research Council/Plant Protection Research Institute is collaborating with the UK-based Natural Resources Institute to conduct the ICOSAMP program with funding from the UK Department for International Development. *> M. IMPACTS OF SOME BIOCONTROL AGENTS A recent addition to the Thomas Say entomology publications collection from the Entomological Society of America (ESA) summarizes a contentious symposium that, while held in 1996, remains a timely and relevant event focused on how a major aspect of biocontrol relates to ecosystems and human well-being. Lockwood, et al, offer BALANCING NATURE: ASSESSING THE IMPACT OF IMPORTING NON-NATIVE BIOLOGICAL CONTROL AGENTS (An International Perspective) as a 130-page discussion of various positions in the ongoing (and often very heated) debate on introducing non-native natural enemies to control and contain the spread of wild international pests. The softbound work finds commonalities in the included papers, yet nothing approaching consensus. The 2001 publication is an important addition to the body of bio-control literature. A VIEW OF GM CROPS IN AFRICA Given current events in Africa surrounding genetically modified (GM) food crops, J.A. Thomson's pithy new book, GENES FOR AFRICA GENETICALLY MODIFIED CROPS IN THE DEVELOPING WORLD, could not be more
timely. Prof. Thomson, a microbiologist, explains the technology and compares GM to conventional plant breeding, as well as natural processes (pollination and mutations). The softbound work's later chapters delve into controversial issues such as food safety (for both GM and organically grown crops), patents, labeling, controls, and regulation. PUBLICATION & CD NOTES GREENHOUSE IPM SURVEYED Results of a survey in the U.S. State of New York have been published as "Level of Adoption of IPM in New York Greenhouses," an 8-page paper by J.S. Lamboy. The reported data presents an interesting overview and reveals differentiation in adoption of IPM both by size of enterprise (larger operations were found to have the greatest degree of IPM implementation) and by specific activity (insect management was highest, and cultural practices lowest). CROPS INSTITUTE REPORTS RESEARCH Several species of mollusc (slugs)are highly damaging pests in the U.K. At the Institute of Arable Crops Research (IACR), researchers are investigating slugs' spatial ecology and population genetics with the objective of developing a forecasting model to accurately predict population numbers and activity, and thus improve the current control/ management techniques. EQUIPMENT, MATERIALS, & SERVICES BIOCONTROL FOR BEMISIA A parasitic wasp (Eretmocerus mundus) found in the Mediterranean region vigorously attacks several species of whitefly including the common pest Bemisia tabaci. A Belgian company now markets the "Mundus-System," a product for biocontrol of Bemisia utilizing E. mundus. Heavy paper cards, that can be hung on plants, are used to introduce the parasitic wasps; each card contains at least 75 E. mundus pupae which mature and seek out Bemisia larvae. The system is said to be well adapted to glasshouse culture as the parasitic wasp thrives under both high and low temperatures and thus is active on early crops right through until season's end. Featured Paper Changing Insecticide Can Improve Water Quality Switching from an organophosphate to a pyrethroid insecticide to control Hypera brunneipennis (Egyptian alfalfa weevil) in Medicago sativa (alfalfa/lucerne) significantly reduced run-off water toxicity to a test organism in one multi-year experiment. In their article, "Insecticide Choice for Alfalfa May Protect Water Quality," C. Pickel, et al, report their investigation found that not only was water quality improved, control of the target pest insect also improved, while no change occurred in beneficial insect counts. U.S. REGIONAL PEST MANAGEMENT CENTERS news, developments Shedding Light on PMSPs and CPs The terms and concepts of "pest management strategic plan," (PMSP) and "crop profile" (CP) appear frequently in the conduct and funding of pest management activities (especially in the U.S.). Now, the codirectors of the (U.S.) Southern Region Pest Management Center (SRPMC), O.N. Nesheim and R.F. Mizell, III, have prepared and posted "Benefits of Pest Management Strategic Plans and Crop Profiles," a lucid explanation of the terms, their usage, and their importance in applying for research support. Development of a pest management strategic plan (PMSP) is, note Drs. Neshiem and Mizell, "a method of setting pest management priorities for a commodity and demonstrating stakeholder involvement in the process," a key point in preparing a grant proposal. Ideally, a PMSP incorporates information that establishes current conditionsproblems and proceduresall within an historic framework. The concept of a crop profile was introduced several years ago as a means to describe both a commodity's production practices as well as the pest problems encountered in that particular crop. Profiles tend to be location specific and can be used to identify areas of critical need (where few, if any, control measures are available).
