IPM NEWS / APPLICATIONS international IPM news and programs Neem Conference Draws International Interest Convened during May 1999, NEEM 99 - THE WORLD NEEM CONFERENCE focused on Azadiracta indica (Indian neem tree) and the use and potential for neem-based products in pest management. Conference coordinator M.B. Isman generously provided the information that follows. IPMnet greatly appreciates Dr. Isman's contribution. The event, the 6th international neem meeting, was held at the Univ. of British Columbia, Vancouver, CANADA, and attracted 125 participants representing 23 countries, 60 percent being from other than North America. Previous international neem meetings have been held in Germany (2), Kenya, India, and Australia. The conference highlighted the biology and utilization of neem derivatives. Though many of the 14 plenary papers, 42 contributed papers, and 20 posters dealt with neem insecticides and their role in IPM systems, other topics, such as the medicinal uses of neem extracts and the role of neem in agroforestry, also were reviewed. An exciting and potentially valuable new development is the discovery of antifungal principles in neem oil and leaves that may lead to commercialization of a new generation of botanical fungicides for agricultural use, following the paradigm of neem-based insecticides. Another important development is the use of neem insecticides to protect high-value forest trees from insect-caused defoliation through ULV aerial application or via systemic action following stem injection. Neem insecticides should see increasing usage for food production in the USA due to implementation of new, strict food quality regulations. Several conference co-sponsors are either already marketing neem insecticides in the USA, or expect to do so in the near future. Elsewhere, several small companies in the U.K., Scandinavia, Africa, and the Caribbean have developed neem-based insecticides for regional use. The neem tree itself continues to be widely propagated outside of its native India, with large plantations being established in Australia, Hawaii, Mexico, and Africa. Vector and disease control is another potential important use of neem. Neem insecticides are potent insect growth regulators against mosquito larvae; neem oil and other derivatives can be effective personal repellents against biting adult mosquitoes; and certain neem fractions have
antimalarial action. Proceedings of the conference with full papers are expected to be published early in 2000, and Indian delegates proposed that a subsequent neem conference be held in their country in 2002. FMI: M.B. The colorful site, located at: informatics.icipe.org/AfricaIPM/, almost buzzes itself with moving type and other visual tricks. Developed by the Centre's Insect Informatics section and sponsored by the U.S. Agency for International Development Africa Bureau and ICIPE through the IPM Information Partnership, the site offers access for discussion and information sharing through a free registration process. This program, now in its second year, is designed to encourage broad adoption of pest management techniques that reduce pesticide risks to workers, consumers, and the environment. > D. Supkoff, dsupkoff@cdpr.ca.gov. ## In the U.S., the growing environmental and economic threat of invasive species, such as the weed Euphorbia esula (leafy spurge), has spawned the creation of an Invasive Species Council co-chaired by the federal secretaries of the Departments of Agriculture, Interior, and Commerce. The Council will coordinate the federal strategy to combat invasive species and identify ways to prevent their introduction and spread in the U.S. Meanwhile, President Clinton's proposed budget for fiscal year 2000 includes an increase of more than US.8 million to counteract and prevent invasive species. Publication Special Once in a while, a
publication appears that is a standout: loaded with practical information, straightforward, clearly written, attractively illustrated and designed; in other words, well worth a second (or even third) mention. The review below appeared in IPMnet NEWS #48, December 1997; however, the publication is still a valuable "must have" reference for anybody concerned with weed management options involving cultivation and mechanical means. If the term "MWC" is unrecognized, it will become amply clear after reading STEEL IN THE FIELD, A FARMER'S GUIDE TO WEED MANAGEMENT TOOLS. The 128-page, 1997 book focuses on "mechanical weed control" and promotes the concept that utilization of mechanical cultivating and weeding including flaming, when integrated into a carefully crafted overall weed management approach, can significantly reduce reliance on herbicides and increase grower profits. The softbound volume's goal, says its publisher, is to provide information about how each of the many implement classes works in the field and in sustainable weed management systems. Editor G. Bowman has drawn on the experience of over 20 successful growers and a knowledgeable group of specialists to describe a wide range of rotary hoes, various mechanical weeders, cultivators, flamers, and related equipment. Clear line drawings illustrate the equipment considered. A reasoned discussion covers the cons as well as the pros of MWC. This is an eminently readable, informative, and highly useful book. FMI: A. The system is also said to virtually eliminate entry of all pollen, mold, silica, grain dust, and most airborne allergens. This Month's FEATURED PAPER An IPM program for Carya illinoensis (pecan) crops begun in the U.S. state of Texas during the mid-1970s was evaluated using research and demonstration IPM trial data plus responses to grower surveys. Results reported in 1997-98 revealed both dramatic decreases in fungicide and insecticide usage, as well as significant gains in annual economic benefits to growers.
