IPM NEWS / APPLICATIONS international IPM news and programs Incentives for IPM Adoption Integrated Pest Management, "the fundamental paradigm that emerged in plant protection" in the past 30 years, according to a noted international IPM expert, evolved for several oft stated reasons. Primarily, IPM arose as a necessary response to over-reliance on chemical inputs in crop production and a resulting cascade of negative impacts human, ecological, and environmental. IPM adoption by growers, their accepting a reason to move along a spectrum from higher to lower (or even no) chemical inputs, proved slow at first, but has accelerated as environmental awareness, health consciousness, and other factors increased. Adoption of IPM generally occurs because one or a combination of factors prevail: Awareness: voluntary pesticide use reduction based on perceived benefits to the grower, the immediate ecosystem, the general public, and the environment sometimes a moral sense of "stewardship;" Limitations: external limitations or removal of pesticides from the marketplace force a shift to, and deployment of, alternative pest management tactics; or, Economics: potential develops for increased returns for certified products grown under low (or in some cases no) "chemical" inputs. Putting aside issues of awareness and limitations and focusing on economic incentives for growers to consider adopting IPM strategies, the two primary vehicles are: i) increasing the price a grower receives for producing crops under an IPM regime; and, ii) insuring a grower against potential crop and income loss caused by using IPM practices. The following article presents a system that can support IPM-grown crops that yield increased income. IPMnet NEWS plans to highlight a story on IPM-focused crop insurance in a future issue. Ed. Crop-specific IPM Procedures Parallel to the organic crops channel, market outlets are emerging for crops grown under informed, less chemically-dependent, IPM regimes. In situations where IPM-grown crops can earn producers a higher return than conventionally grown crops a premium paid by consumers, there is an obvious need to determine the factors that clearly define when a crop was grown under IPM guidelines, as well as establish a verification process, both parallel to standards and measurements within the realm of organically grown and marketed crops. The U.S.
State of Massachusetts has tackled that dual challenge by evolving a set of IPM guidelines for a wide range of crops. This list of best management practices was cooperatively developed by growers, extensionists, academics, and private IPM consultants, and has been published as MASSACHUSETTS INTEGRATED PEST MANAGEMENT GUIDELINES: CROP SPECIFIC DEFINITIONS, a 66-page, softcover work covering 14 specific crops from apples to wine grapes with a section on cole crops. Editors C.S. Hollingsworth and W.M. Coli point out that, while the published version is dated 1999, IPM Guidelines have been used (in one form or another) to verify IPM use in Massachusetts since 1990 and for IPM certification since 1993. Equally worthwhile, these Guidelines can be used by growers to assess their own pest management program or to gain ideas that will fit their specific operation. The Massachusetts IPM Guidelines are pragmatic and not only cover pest insect (predominantly), disease, weed, and vertebrate management monitoring and suppression, but add the important factors of weather and crop monitoring as well as record keeping and soil management practices. The Guidelines suggest strategies that de-emphasize, but clearly do not exclude, chemical application. Each individual activity is assigned points; for instance, in the section on cranberry (Vaccinium macrocarpon), under weed management, the first step is: "A weed survey map is made before harvest." A maximum of 10 points is earned if the step is carried out in full. At some stage in the season a grower using the Massachusetts Guidelines sums up the points earned for all steps, divides by the total points that were possible, and determines a percentage of IPM adoption. The editors define 67 percent and above as high adoption, 33 to 66 percent as moderate, and below 33 percent as low. The Massachusetts IPM Guidelines, as a clear-cut, practical "how to" document, can serve in total or in part as a useful matrix for any group, institution, or individual interested in establishing or refining their own system of IPM guidelines. GLOBAL IPM NOTES A cooperative project involving various national and international research entities seeks to identify biocontrol strategies to use in IPM systems aimed at mitigating three major fungal pathogens that attack cacao (Theobroma cacao). NEW VIEW OF VIRUSES A 1999 publication, PLANT VIRUSES, UNIQUE AND INTRIGUING PATHOGENS A TEXTBOOK OF PLANT VIROLOGY, concisely and systematically outlines principles. The hardcover work differs from many other texts by concentrating on viruses as incitants of plant disease, and how to control the damage they cause, rather than viruses' role as models or tools of molecular biological research. INSECTS AND THE ECOSYSTEM A new hardcover text, INSECT ECOLOGYAN ECOSYSTEM APPROACH, observes that insects are the dominant group of organisms on earth and represent the majority of species in terrestrial and freshwater ecosystems. Too often, however, insects particularly their ecological aspects have been viewed aside from ecosystem dynamics, maintains T.D. Schowalter, the 2000 publication's author. The 483-page work aims to bridge the insect ecology-ecosystem gap by addressing the myriad aspects of insect-environment interactions. Schowalter notes an intention to "provide background and encouragement for insect ecologists to collaborate with ecosystem ecologists" to gain a better understanding of the intricate and affected relationships. NEW TITLES FROM THE AMERICAN PHYTOPATHOLOGICAL SOCIETY The most recent addition to the Society's well known disease compendium series is the thoroughly updated, internationally oriented COMPENDIUM OF SOYBEAN DISEASES, 4TH EDITION, G.L. Hartman, et al, eds. Following an introduction, the 128-page work presents sections on infectious diseases, noninfectious or stress disorders, and the all-important topic of disease management strategies. A center section of the softcover, 1999 reference includes over 100 full color illustrations. An appendix lists bacteria, fungi, nematodes, and insects associated with soybean, as well as hosts of soybean pathogens. The first of two 1999 titles with a historic overview, TOBACCO MOSAIC VIRUS: ONE HUNDRED YEARS OF CONTRIBUTION TO VIROLOGY, marks the centennial of the birth of modern virology. Editors K-B.G. Scholthof, et al, offer key papers, each with an illuminating commentary. The 264-page, hardcover collection contains numerous black and white illustrations. THE FORMATIVE YEARS OF PLANT PATHOLOGY IN THE UNITED STATES, by C.L. Campbell, et al, weaves an interesting narrative and its 448 pages include more than 60 historic photos. A SECOND LOOK The 1998 publication, CONSERVATION BIOLOGICAL CONTROL, a "thought provoking" monograph, according to an internationally known plant pathologist, was edited by entomologist P. Barbosa and reviewed in the October 1999 issue of IPMnet NEWS. A portion of that earlier review stated, "The hardbound work unfortunately interprets the broad term 'pests' to mean only insect pests ...." That was an inaccurate observation; in fact, of the 414-page volume's 20 chapters, one concerns epiphytic microorganisms, another addresses soil-borne pathogens, and a third deals with weeds.
