IPM NEWS / APPLICATIONS international IPM news and programs Areawide Pest Management: Concept Meets Reality The areawide pest management concept gaining attention and being promoted in some countries holds potential for instituting "softer," less chemically-reliant management tactics under certain conditions. But the approach's promise and its "real life" actuality are separated by a chasm of economics, politics, and socio-cultural elements. The concept itself is relatively straightforward. If all growers, all farms, all lands producing certain commodities, be it orchard crops or cotton, as well as unmanaged property, in a defined area adopt explicit practices to manage a specific "key" pest, the environment and conditions needed by the targeted species should be sufficiently altered to cause a significant population decline. With lowered population pressure, less aggressive, more environmentally benign pest management practices then can become the standard. The concept's weak spot is obvious: efforts of the many can be largely thwarted by the few who choose not to participate. There are no barriers between participating and non-participating fields to contain, and restrict movement of, pest insects, weed seeds, or disease bearing organisms. Just one or two non-participating fields or orchard blocks can negate many positive impacts of an areawide program on surrounding participating lands. Reality can over-ride good intentions. Deteriorating economic or market conditions may cause a grower to abstain from paying for treatments involved in an areawide pest management program, or to neglect or even abandon a field or orchard, thus allowing the target pest free reign. This situation poses several conceptual dilemmas: How does an areawide program ensure maximum participation? Who has responsibility for convincing skeptical (or even antagonistic) growers within the defined area to participate in an areawide program? What methods can be used to accurately assess a level of interest that will ensure full participation? When a field, orchard, or piece of land is left untended (but still owned) what are the options for
re-establishing needed levels of pest management in the absence of cooperation? Do neighboring participants have the right to intervene? Should civil authorities become involved to regulate or otherwise enforce adoption of areawide IPM programs? Several areawide programs have been conducted in the U.S. with varying success rates. One of the more effective has been the multistate, federally supported Codling Moth Areawide IPM Program (CAMP) in the Pacific Northwest. In a December 1999 paper*, "Areawide Codling Moth: Extending the Principles and Lessons Learned Outside the Project to Other Communities," L.B. Coop, et al, offer a list of factors that contributed to the CAMP effort's positive outcome. These were: Wide availability of an effective new technology (in this case, mating disruption) with potential for major benefits when implemented as an areawide approach. A well organized and coordinated program with nearly full support of: growers, involved agribusiness, and both local and national research personnel. Decisions made jointly by growers and program coordinators. Provision of participation incentives to growers (limited subsidies, monitoring and managerial support). Availability of other selective control methods to cope with outbreaks of most secondary and minor pests. Continuous close involvement of research staff with ability and willingness to provide technical support and adapt promptly to changing conditions. *See: website ag.ippc.orst.edu/awcm/wsha99.html. Scientists Gather at Near East Weed Conference The First Near East Conference on Improved Weed Management took place during February 2000 at Cairo, EGYPT, and attracted 41 scientists representing eight countries and several international organizations. More than 60 presented papers covered topics ranging across specific weed problems, plus weed management research in field, horticultural crops, and aquatic settings. The event was the first regional conference organized by the Near East Working Group for Improved Weed Management (NEWGIWM)*. Conference attendees recommended among other points that: A national and regional weed management awareness campaign is needed; Integration among disciplines and institutionsnational and regionalshould be encouraged, stressing teamwork; Increased weed management research training should be included in university curricula, and farmer field schools in weed management organized; and, NEWGIWM develop a website and establish a data base of weed management, including personnel and areas of interest. excerpted from: Conference Summary Report. The U.S. State of New York IPM Program's just released 2nd edition of INTEGRATED PEST MANAGEMENT FOR BEDDING PLANTS - A SCOUTING AND PEST MANAGEMENT GUIDE provides a concise manual for launching and operating a successful greenhouse IPM program. The improved 2000 edition, edited by C. Casey, now includes 41 full-color graphics, an expanded number of grower case studies, and a most welcome index, plus updated bibliography. The 117-page work is, according to the publisher, "designed to endure greenhouse conditions," with its user friendly layout spiral binding for "lay-flat" use, and high quality coated paperstock. ORGANIZATION FOR WEED MANAGERS The North American Weed Management Association (NAWMA) comprises a network of public and private professional weed managers who are involved with implementing any phase of a county, municipal, state, provincial, or federal noxious weed law within the indicated region. The organization exists to provide education, regulatory direction, professional improvement, and environmental awareness to preserve and protect natural resources from the degrading impacts of exotic, invasive noxious weeds. Until NAWMA and its menu of activities was organized fairly recently, according to the association there was no N. EQUIPMENT & MATERIALS SLUGGING SLUGS WITH SLUGGO An "environmentally friendly" molluscicide that is non-toxic to wildlife, pets, and children, according to the manufacturer, effectively controls pest mollusca such as slugs and snails and can be used to protect a wide variety of vegetable, horticultural, field, and other crops. The product, Sluggo, is a blend of iron phosphate and bait additives compressed into pellets. Application involves scattering pellets on the soil surface near plants to be protected. The bait component attracts slugs and snails from plants and hiding places. When molluscs ingest Sluggo (even in small amounts), they stop feeding on plants, become less mobile, and begin to die in 3-6 days. Norris and entomologist M. Kogan present a rational, multidisciplinary examination of "Interactions Between Weeds, Arthropod Pests, and their Natural Enemies in Managed Ecosystems." The crux of the argument is clear and persuasive: pests and beneficial organisms exist within a multi-faceted environment that frequently involves cross-species impacts. To address this complex issue, the authors analyze the current status of weed and pest arthropod management within the context of integrated pest management. Perhaps even more useful will be the two extensive and highly detailed tables providing information about: 1) weed-phytophagous arthropod pests population dynamics and damage; and, 2) influences of weeds on beneficial arthropods; both are based on well over 400 references that have been complied from a multitude of sources all across contemporary literature. |> R.F.
