IPM NEWS / APPLICATIONS international IPM news and programs IPM in the U.S. Seen as a Mere Illusion Two IPM-knowledgeable, experienced U.S. entomologists, writing in the Spring 2000 edition of the U.S. National Academy of Sciences' online periodical, ISSUES IN SCIENCE AND TECHNOLOGY, assail modern-day IPM practices in the U.S. asserting that "despite three decades of research, there is very little 'I' in IPM," and that "it's time to start over with an achievable goal." In their article, "The Illusion of Integrated Pest Management," L.E. Ehler and D.G. Bottrell contend that U.S. crop protection practices have not changed much in the past seven years in spite of government-backed initiatives to foster IPM. "Much of what is being billed as modern IPM," they assert, "is really nothing more than a reinvention of the supervised control of 50 years ago. Simply mixing different management tactics does not constitute IPM" and, they add, "may actually aggravate pest problems or produce other unintended effects." Federal policies, note the two scientists, need to promote "a proper understanding of IPM," address how IPM adoption will be measured in the field, and provide incentives to encourage adoption. They offer four recommendations: improve broad-based training in landgrant institutions; increase long-term financial support for IPM research, especially involving naturally occurring antagonists of pests found in agro-ecosystems; increase emphasis on true pesticide reduction seen as the only quantifiable measure of IPM adoption and impact; and, shift the approach for setting goals to achieve various levels of IPM implementation. |> IST, PO Box 830688, Univ. of Texas at Dallas, MS JO 30, Richardson, TX 75083-0688, USA. GE Crops and Pest Management In the U.S. An April 2000 report (released in May) from the U.S. Dept. of Agriculture's Economic Research Service examines "Genetically Engineered Crops for Pest Management in U.S. Agriculture" and summarizes the variations in pesticide use, production yields, and net monetary returns occurring in farm-level adoption of these (GE) crops. The report's lead authors, J. Fernandez-Cornejo and W. McBride, found that cotton (Gossypium hirsutum) enhanced with Bt (Bacillus thuringiensis) to protect against pest insects, and grown in the southeastern region of the country, was the most beneficial application of crops genetically modified for enhanced pest management. Use of Bt-cotton increased crop yields, increased net returns, and "significantly reduced insecticide use," according to the document (AER 786).
Results associated with other major GE crops listed, i.e., herbicide-tolerant cotton and herbicide-tolerant soybean (Glycine max), were positive, but provided lower levels of benefits, the authors found. Use of the former increased yields and net returns, but did not significantly reduce herbicide usage, whereas the report notes that herbicide-tolerant soybeans led to "small but significant increases in yields, no changes in net returns, and significant decreases in herbicide use." |> J. Based on simulation studies, a U.S. scientist has shown that planting soybean (Glycine max) early in the season to achieve maximum growth before various slug species become active reduces the pest's potential to inflict economic losses. |> R.B. CITRUS PEST INSECT BIOCONTROL Though published in 1997, CITRUS PESTS AND THEIR NATURAL ENEMIES is a big, beautiful book highlighting integrated pest management of over 100 insect pests of citrus in Australia and succinctly describing details for balanced management practices. Its vast and cogently organized information has far broader applicability than the island continent and its superb full color photos and top-notch production make this 288-page reference an extremely valuable resource, especially when coupled with its spiral bound, companion work, CITRUS PESTS A FIELD GUIDE, designed for field use, again with hundreds of color photos and notes on monitoring and management tactics. Both volumes were edited by D. Smith, et al and draw upon the combined expertise of the Australian citrus industry, researchers, horticultural advisers, and consultants to provide identification, damage recognition, and management practices. Bt: A WHO REVIEW From the World Health Organization (WHO) comes one of the most thorough published reviews of Bacillus thuringiensis (Bt), the microbial agent that, in various forms, is being used to control the larvae of numerous pest insects in major crops. Prepared by an international task group and published in 1999, BACILLUS THURINGIENSIS provides an array of pertinent background material and, in its 105 pages, includes an extensive reference list. On the basis of their intensive review, the authoring group concludes that, "Bt products are unlikely to pose any hazard to humans or other vertebrates or to the great majority of non-target invertebrates, provided the commercial product is free from non-Bt microorganisms and biologically active products other than the insecticidal crystalline proteins." The report further states that, "Bt products can be safely used for the control of insect pests of agricultural and horticultural crops and forests." Denholm, et al, have edited 14 papers presented by an international group of authors at a 1998 meeting in the UK, resulting in a hardbound volume, INSECTICIDE RESISTANCE: FROM MECHANISMS TO MANAGEMENT. The 144-page, 1999 monograph examines "genes and mechanisms" as well as "ecological genetics and management." ^^^^ A seven-year-long study funded by a major international agrochemical firm investigated ways to achieve safer, more effective, and reduced pesticide use among low-income farmers in developing countries (India, Mexico, and Zimbabwe). Early in 2000, a hardbound report of the findings was published as SAFE AND EFFECTIVE USE OF CROP PROTECTION PRODUCTS IN DEVELOPING COUNTRIES, edited by J. Atkin and K.M. Leisinger. The study's thrust could be suspect given its sponsorship, even though guided by an international steering committee, but the 192-page text provides interesting insights and a realistic view of the immediate future. Needs for increased training and increased communication emerge as critical elements for gaining reduced, safer usage of crop protection materials. RODENT PEST MANAGEMENT A graphically superior 1999 title from the Australian Centre for International Agricultural Research (ACIAR) delves into ECOLOGICALLY-BASED MANAGEMENT OF RODENT PESTS. The hardbound work is based on material presented at a 1998 conference in Beijing, CHINA. Editors G. Singleton, et al, have deftly drawn on output from a notable international author group and arranged the text in three sections: theory and current paradigms of rodent biology and management; state-of-the-art technologies for managing pest rodents; and, a selection of case studies from Africa and Asia (with a recognized absence of information from the Americas). This superb 494-page volume, with numerous color graphs and photos, emphasizes ecological and biological approaches in the context of problems, progress, and challenges of rodent pest management in developing countries. GROUP TARGETS A "WORST WEED" A group in India has launched the International Parthenium Research News Group (IPRNG) to discuss aspects of the biology and (hopefully) management of the highly obnoxious weed Parthenium hysterophorus. Long recognized by scientists as one of the world's 10 worst weeds, P. hysterophorus not only contains a brew of allergens toxic to humans and livestock, but is capable of rapid spread throughout a wide range of tropical and subtropical locales. EQUIPMENT & MATERIALS GRANULES WHACK FLY LARVAE A patented general use pesticide classified as non-toxic to mammals and said to be completely biodegradable, has been introduced for control of fly larvae. The product, "Flycracker," is a formulation of anhydrous crystallized 2-hydroxy-1,2,3 tricarboxylic acid. Granules of the pesticide are sprinkled inside the perimeter of enclosed (weather-protected) areas where fly breeding might occur such as animal barns, waste disposal facilities, and more. Results occur within 24 hours of application.
