Mayor-elect Emanuel’s response to the Green Growth Platform Forum Question related to the coal-fired power plants in Chicago: Midwest Generation must clean up these two plants, either by installing the necessary infrastructure to dramatically reduce the pollution they emit, or by converting to natural gas or another clean fuel. In 2006, the Illinois Environmental Protection Agency and Midwest Generation Agreement on Combined Pollutant Standards was claimed to be one of the most important environmental and public health advances in Illinois history. When originally built, Fisk and Crawford were some of the first power plants with electrostatic precipitators to remove particulate matter from the emissions. The technology uses static cling to charge particles and have them stick to the precipitator. The technology was advanced in the 1960s, but the equipment is breaking down and needs to be upgraded. 49th Ward Alderman Joe Moore introduced the Chicago Clean Power Ordinance to City Council in 2010. More than 99 percent of fine particulate matter in Cook County air comes from sources other than Crawford and Fisk – including cars, trucks and buses, construction sites and others. Not only is Midwest Generation working hard to ensure the safety and reliability of Fisk and Crawford, its renewable energy affiliate in Illinois is building one of the state’s largest wind energy farms in Lee and Bureau counties. The Illinois wind farm is just one of 30 wind farms operated throughout the country by Edison Mission Group, parent company of Midwest Generation. Trees reduce air pollution by trapping particulate matter in their leafy canopies and by absorbing noxious pollution into their leaves. The particulate matter is eventually washed away with rain. Absorbed pollutants are incorporated into the soil after leaf fall where they are broken down by microbes. To distribute information and resources that engage residents in a dialogue and empower them to protect themselves from the dangers of poor air quality.

Indoor plants have proven effective in reducing airborne particulates, removing pollution and improving air quality. Many indoor houseplants are easy to grow and do not require direct sunlight. COMMUNITY-BASED ORGANIZATIONS

The Ministry of Clean Air is coalition of local environmental or public health community-based organizations and their dedicated volunteer base. The Ministry targets those most significantly impacted by the coalfired power plants and other point source air pollution sources in Chicago. Community based-organizations are encouraged to join forces behind the Ministry, similar to how they have united under the Clean Power Coalition.

TARGET COMMUNITIES

The communities impacted by the coalfired power plants in Chicago represent an incredibly diverse cross-section of the city. Language barriers do exist. Keeping the Ministry messaging simple and relying on icons over text will be key in bringing these tools to many of the communities listed below.

The Ministry of Clean Air will be implemented by a number of community-based organizations, a sample few listed below, that will share the Ministry tool kit with their constituents. The volunteer base of these groups will be instrumental in bringing the Ministry to the people. Many of these groups have leveraged countless volunteer hours to successfully advance progressive policies. The Ministry allows these groups to reinvigorate volunteer energy and hit the streets with a proactive message to protect residents from the dangers of poor air quality.

03.03 Rational The wellness on wheels concept makes it easier for residents to be involved by bringing health and wellness resources to the neighborhood. Modeled after the beacon of summer-time salvation (an ice cream truck), the Ministry van will draw crowds with its cheerful tunes and nourishment.

The Ministry of clean Air Van

A re-purposed, veggie-powered ice cream truck will serve as the Ministry of Clean Air van. The van will be outfitted to provide health and wellness services and will set up in a central location, be it church, farmers’ market, or block party. Through its outreach campaign and word of mouth, neighbors can gather at this popup community center to learn all of the ways they can protect themselves against the dangers of poor air quality. The van will serve as a beacon of heightened community awareness and empowerment. This clean air squad will focus on education and prevention for a healthier way of living.

03.04 Rational The idea behind the cart comes from the traditional ice cream cart. The dinging bell, again, serves an audible beacon for improved quality of life. The pushcart is deployed deep into the crevices of the neighborhood to bring information to the people.

A re-purposed pushcart is designed to stride through the neighborhoods to spread awareness and information about air quality. The cart distributes more portable items such as educational materials, asthma tests, and garden seeds. It allows the Ministry to connect more informally and frequently with neighbors and stay attune to their concerns and issues.

One of the main functions of the Ministry is to keep the public informed of the most up-to-date information on air quality and related health concerns. The Ministry cannot rely on its mobile platforms and events alone. Among many other things, trees moderate climate and purify the air by removing soot, carbon dioxide, and other pollutants. When it rains, pollutants are washed off the leaves and soak into the soil, removing them from the air. The best trees for this job are the English Elm, American Sycamore, Black Walnut, Common Linden, European Larch, Red Spruce.

Rational

Once the pollutants settle into the soil, they can be made further immobile by planting specific species that can take up contaminants into their biomass, removing them from the soil over time. Sunflowers are one colorful way to improve the soil quality.

A quiet, energy-efficient and decorative solution to improving up indoor air quality is with houseplants. They absorb toxins through their leaves, the larger leaves the better. Air-filtering plants have even been found to increase human productivity and reduce of energy demand in buildings.

Rational Trips to nature preserves not only expose residents to fresh air, but hiking trails encourage active lifestyles and new experiences keep people young and healthy.

A Few Nearby Getaways Dan Ryan Woods - A 244 acre preserve, home to the highest point in Chcago and a popular picnic site. Take the Metra Rock Island Suburban Line outbound train to the 91st St. station located next to the preserve’s southern tip - Or- take the CTA Bus 87 marked “87th /Western.” Get off between Damen and Western Ave. at preserve entrance.

City life can move at an unhealthy pace. A trip to a forest preserve offers residents a way to get out and explore the vast life of nature. Some might not even be aware of these tranquil and fascinating places, but there are 68,000 acres of natural areas in Cook County Forest Preserves, many of which are accessible by public transit. The Ministry will distribute pre-paid day passes for public transit rides to a nearby oasis.

Eggers Woods - Located along Chicago’s southeastern border, this preserve of 151-acres connects to the Old Plank Road Bike Trail and contains both woodland and wetland habitats. Take the CTA Bus 30 marked “Brandon /Brainard” and get off at 112th St./ Ewing Ave. Walk east on 112th St. for 5-6 blocks to the woods located at 112th St./ Ave. E. This bus also connects to the CTA Red Line Train at 69th St. There is no bus service north of 91st St. on Sundays.

03.10 Rational A window air filter is a convenient and affordable way to clean up dirty, illness-causing air in the home. They are easy to install as they pop into any existing window frame.

Window Air Filters

Window air screens are designed to filter out harmful air particles and clean up indoor air. These sneaky pollutants, like soot, can even take up residence in furniture. The screens allow the household, especially asthma and allergy sufferers, to enjoy fresh, clean breezes. Some window filters can prevent over 95% of air borne particles from entering; making homes and offices safe while allowing you to still hear the birds singing. While current window filter products are competent at maintaining air quality within the home, their visual effect is not exactly stunning. We propose the development of a new screen that moves beyond function and provides visual interest both inside the home and from the street. Colored screens, available in the ten Ministry of Clean Air colors can be popped in and out of the frame, allowing the user to customize their living space. Visible from the streets, these patterns will serve as a visual manifestation of the Ministry’s impact throughout the community.

03.11 Rational Appealing to a wide range of community members, the Ministry must offer a wide range of resources. The oxygen bar is a tongue-and-cheek offering that keeps the mood of the Ministry fun, light, and appealing.

An oxygen dispenses oxygen for recreational use; usually for sale and is often associated with expendable income spending for entertainment or cheesy mall booths. Individual flavored scents may be added to enhance the experience. While it is debatable if breathing in higher than normal amounts of oxygen is normal, or even unhealthy, it is often considered an therapeutic practice and is a perfect opportunity to attract the public’s attention and to offer a relaxing experience.

03.12 Rational Many of the impacted communities have longstanding, culturallysignificant medicinal and healing traditions. The Ministry can support and share the successful healing practices of these culturally-rich communities.

Alternative Medicine

A dirty, untended respiratory system can cause the lungs to beg, ‘more qi, please’. Community acupuncture to the rescue! Polluted air can cause various lung, respiratory and immunity disorders, such as asthma and allergies. Acupuncture, along with herbs, is a natural way to heal and balance the disorder. It strengthens the body to ward off invasive elements. Community acupuncture is an affordable way to improve health. It allows for a group of residents to get individualized treatments in a communal setting. Two acupuncturists can set up six recliner chairs and the patients receive thirty to fortyfive minute sessions. Yoga and other physical fitness practices can also be lead by the Ministry to support and improve the physical health of community members.

Air Quality Testing Equipment

As the Ministry hits the streets of impacted communities, it will serve as a roaming air quality detection unit. Day after day the smoke stacks emit pollution, depending on weather patterns those pollutants make their way across the lake or fall directly on adjacent communities. Neighborhoodspecific data on the concentration of air pollutants near these point sources would be valuable to the communitybased organizations as well as to city and state-level policy-makers.

03.14 Rational Through hearing others’ stories, residents can learn how to take action towards getting healthy, staying healthy and voicing their concerns about the neighborhood. It sets the tone closer to home and, through neighbors, unites a community in a common cause. StoryCorps is one of the largest oral history projects of its kind. Since 2003, it has collected and archived more than 30,000 interviews from more than 60,000 participants. StoryCorps’ mission is to provide Americans of all backgrounds and beliefs with the opportunity to record, share, and preserve the stories of our lives.

Crafted to engage and educate, these illustrated stories utilize positivity to maintain a relatable presence, welcomed and wanted within neighborhood settings. Simplifying the Ministry’s message to one word, “breathe” or “respirar”, we ensure understanding across all age, language, and cultural crosssections. By pairing this text with the bold imagery of happy children and the familiar icon of a coal-fired plant smoke stack, the story is instantly known to all.

Public Protection Plan Budget

The Ministry of Clean Air budget describes the costs associated with bringing the van, cart, tools, and marketing to life. The tool costs are calculated based on 100 people served; these costs can be multiplied by the projected number of people reached. A coalition of community-based organizations is encouraged to unite behind this concept and fund or build a grant proposal to make the Ministry a reality.

Ministry of Clean Air history

The Ministry of Clean Air is a coalition of communitybased organizations empowering their constituents to protect themselves against the dangers of poor air quality. The Ministry was conceived in March 2011 by a team of Moving Designers after investigating the harrowing air pollution issues associated with Chicago’s coal-fired power plants. The Ministry of Clean Air model can be replicated in neighborhoods and cities across the country facing air pollution-related health impacts. The van, cart, tools, and marketing strategies should all be adapted to each new community, bringing an honest and friendly presence to the Ministry. The Ministry is motivated by hopeful, positive messaging that re-frames the conversation around air quality issues to one of pro-activity and progress. All to often residents of these impacted communities become complacent; The Ministry of Clean Air strives to empower them to protect themselves and improve their quality of life today. Clean air is a possibile.

Brand Guideline public Mark

The Public Mark carries the personality of the Ministry’s message. It should be considered the main identifier for the Ministry, to appear on all general correspondence, programming materials, marketing materials, online platforms, product development, etc. The logotype can be displayed as a single line of text, or as two lines, stacked and centered aligned. The Mark should never be broken into two lines in anyway other than as shown. Likewise, the mark should never be broken into more than two lines.

This man is hearted. As a creative-analytic with a conscience, Nick’s work is focused towards improving humankind. Understanding that all lives contain complications, propels Nick to employ design as a tool in simplifying and solving these issues.

Megan Deal is a designer/writer from Detroit. In 2008, she earned her BFA from the College for Creative Studies. In 2009 –10, Megan relocated to Hale County, Alabama to co-operate a design lab focused on community engagement, small business development and economic revitalization in this undeserved rural community. The experience has since provoked Megan’s fervent desire to explore the ways in which creativity and design can be used as a tool to reshape our future in a positive way. Presently, Megan is collaborating with a handful of individuals to build the foundation for this alternative model of design practice, one routed in openness and connectedness, people and place. Stay tuned.

Lisa Peterson is a creative writer who writes both marketing copy and fiction. She enjoys diving into a story and letting it unfold under her fingertips. One of her passions is exploring the world to learn and take part in helping others and our environment. When she was introduced to this clean air project, she jumped at the chance to work with a team of creative people to explore ideas and come up with solutions to promote health.

Lyndon Valicenti is a WRD Environmental Project Manager for the Natural Resources & Water Quality Division of Chicago’s Department of Environment. There she manages projects, participates in planning, and advises on policy to promote and protect Chicago’s urban forest, water resources, biodiversity, urban agriculture, and sustainable landscapes.

Stacy Peterson

Lyndon has a Master of Public Administration degree in Environmental Science & Policy from Columbia University and a B.S. in Aquatic Biology from the University of California, Santa Barbara. She also holds a certificate in Social & Environmental Urban Design from Archeworks.

On the streets, within communities and inside the market place, Nick brings his expertise in the synergetic coupling of science and art to produce relatable and appropriate communications. Utilizing science the problems of the world are analytically understood, through art he creates new worlds in which solutions are appropriately introduced. Nick’s work exemplifies the diversity of our world. He believes that creating issue and audience appropriate points of awareness are the invaluable catalysts to precipitate change, positive shifts, and success.

Claire Cahan A Chicago native, Claire graduated from Tulane University with a Masters of Architecture in 2007. Living and learning in New Orleans shaped her appreciation for cities, history, the front porch, spicy food, live oaks, and water. She brought these experiences back to Chicago where she works for Studio Gang Architects. Claire’s found that rediscovering the city she grew up in has been an unexpected thrill– working with Moving Design has been a big part of this discovery.

Lisa Korpan Lisa Korpan is a Chicago based designer, educator, and artist. After earning her Master’s in Architecture from the University of Illinois at Chicago in 2003, she focused on educational and community development projects through her practice at architectural firms. Lisa has taught at the School of the Art Institute of Chicago, and is currently an Adjunct Faculty member in Art + Design at Columbia College Chicago. Lisa’s work has been exhibited by the Chicago Art Department, the Chicago Photography Center, the Graham Foundation, and the Around the Coyote Arts Festival. Her current research and body of work, Water Cultures, focuses on the potential intersections of sustainability and international tourism, using design to create cultural and behavioral exchange.

Stacy Peterson is a graphic designer by trade, but also a photographer, illustrator and artist. She loves to travel and take photos. Every picture is a story, a thought, a moment, a memory. She is a resident artist and coordinator at Chicago Art Department and is inspired by art, architecture, design, travel, nature, graffiti and the wonderment of each new experience. She was exposed to social and environmental urban design at Archeworks and continues to work on projects with her talented friends at Moving Design.

In her free time, Lyndon is serving as a facilitator for Moving Design’s 2011 initiatives.

Colin White A designer originating from Detroit; focused on creating captivating experiences in all forms, media, and manifestations. Colin looks at problem solving with a macro-esc perspective taking cues from philosophical thought and psychological undertones.
