I’m currently the Technical Editor and regular columnist in Small Craft Advisor Magazine and was Managing Editor of Nor’easter Magazine (now closed by Dominion Enterprises). I do all my own digital and 35mm photography for magazine illustrations as well as CAD/CAM and Photoshop illustrations for articles.
There I was, sitting quietly and minding my own business. Then the phone rang. It was The publisher of Mid-Atlantic Boating. “Hey Paul, how would you like to take over as editor of Mid-Atlantic Boating?” said the publisher. Before I realized what was going on, I heard the word “Sure” coming out of my mouth. So here I am. All of us have our own personal idiosyncrasies and biases. I think it only fair, since you are investing your time and effort in reading Mid-Atlantic Boating, that you know a little of my background and how I came to be here. Boating Experience: I’ve been a member of the United States Power Squadrons for over 25 years (and have the oin to prove it!) The highest rank I achieved was P/L/C (Past Lieutenant Commander) and the highest grade achieved was Advanced Piloting. I have been boating since 1964 on boats up to 35-foot. I also was a recreational hovercraft pilot for a number of years. Marine Retail Experience: I have also been involved in the retail side of boating. I was a Parts Specialist for Boat/ US, and then held a series of management positions with both BoatUS and West Marine. I also acted as the regional SLAM Event Coordinator (Store Level Associate Marketing) for West Marine. In addition, I actively sell, by mail order, my line of books, clothing, videos, CDs, eBooks and printed material. Boat building: I have also been involved with boat building, having built several stripper canoes as well as building hovercraft commercially (Had USCG HIN#). I’m also actively involved in all aspects of restoring boats – wood, epoxy, repairs, electrical, plumbing, rigging, painting, and interior remodeling Boating Education: I have served as an instructor for the USPS Safe Boating Classes. I also have presented a number of seminars at the Annapolis Sailboat Show, for Boat/US/West Marine and at other boating organizations.

Coast Guard Industry Day
an emergency call on channel 16 is monitored by the Coast Guard over a loud speaker, so that everyone in the room, each with their area of expertise, can immediately evaluate the situation. Reaching search and rescue by telephone means only the person answering the phone hears the nature of the emergency. Chief Moore went through the check list used to determine the type of emergency and the proper response (Medico-medical advice or Medivac-evacuation by boat or helicopter). He made the strong point that evacuation to another vessel or to a helicopter is hazardous to the person being evacuated and to the vessel or helicopter and the crew doing the evacuating. He also stressed that only the person requiring emergency assistance will be evacuated, not family or a companion because of the dangerous nature of the operation, however; in an emergency involving someone under 12 years of age a relative may be also be evacuated depending upon the situation.
A true harbinger of spring for me is the annual Coast Guard Industry Day. It is an event presented by U.S. Coast Guard, Sector Baltimore, Domestic Vessel Branch in the early spring, to bring the owners and operators of small commercial passenger vessels up to date on what the rules are, as well as provide a great deal of other useful information. On March 16th we were lured to this year’s event, held at The Rod & Reel Restaurant in Chesapeake Beach, by the promise of acquiring knowledge, as well as hot coffee and pastries, provided by our hosts. The annual message from the Coast Guard is that we are the “customers” and that the Coast Guard is always striving to improve “customer service.” The program commenced when we were welcomed by CDR Kelly Post, Chief of the Prevention Department. Most operators of small inspected passenger vessels such as charter fishing boats, head (fishing) boats, excursion/sight-seeing boats (i.e. Woodwind, Harbor Queen, Spirit of Baltimore), water taxis, etc. are very busy preparing their vessels for their annual inspection at this time of year. Industry day is important because, of the many Coast Guard personnel present to answer questions or refer you to the correct person. The presentation by LTJG Shehu Bello of the Domestic Vessel Inspection Branch provided extensive contact information including the telephone numbers, e-mail addresses and cell phone numbers, to facilitate inspections. The hot button issue this year, presented by Lt. Matt Lyman, was the new stability regulations
which raise the weight of passengers from 160 pounds per person to 185 pounds per person. e.g. a vessel currently approved for 50 passengers at 160 pounds (a total of 8,000 pounds) can, as of next year, only carry 43 passengers (8,000 divided by 185). This loss of 7 passengers per trip without any reduction of the costs of operating the vessel means a substantial loss of income. This is especially true on summer weekends, when some of these vessels are sailing 4 times a day at full capacity. There was also discussion about alternative methods of computing vessel stability other than the mathematical example I’ve given.
I found the presentation by Chief Keith Moore about the mission and implementation of search and rescue fascinating. I teach sailing and always tell students that a marine radio, rather than a cell phone, is the best method of communicating an emergency situation. This is because the Coast Guard monitors channel 16 and because a marine VHF is a party line with every vessel under way supposed to be monitoring channel 16. Thus, help may be near by. A cell phone call will have to cycle through several prompts before hopefully arriving at its intended destination or voice mail and a call to 911 will have to be routed by the police to the Coast Guard anyway. What I learned was that
A civilian presentation was made by Jennifer Wilk from the Passenger Vessel Association about her organization and by attorney Joan M. Bondareff of the law firm of Blank & Rome. Ms. Bondareff’s presentation was supposed to be about federal grants, however after explaining that all the federal grants had been left unfunded in the present budget, she switched topics to talk briefly about legislation and pending legislation affecting the industry. The meeting concluded on a high note with closing remarks by LCDR John Dittmar; the presentation of awards to vessel operators who had passed vessel inspection for 5 years, 10 years and 15 years without a violation were presented with a certificate for their accomplishment. © April 2011- Kenneth M. This spot-free water is the result of a treatment process which removes, or greatly reduces, the dissolved solids from the incoming water supply. There are two processes that can provide this, deionization and reverse osmosis. Deionization (DI) is a physical process utilizing special ion exchange resins that bind to and filter out the mineral salts from water. The resulting water is of high purity that is spotfree. DI water is ideal for washing smaller boats and detailers, or any time there’s not a need for drying. Reverse Osmosis (RO) requires water to pass through filtration cartridges and then through a membrane that retains minerals and contaminants. Italian Dinner
Our sailing friends here at Bay BoatWorks; Michael and Elaine, have moved to their new home in Oriental, NC. They recently returned to deliver their Bounty 42 to its new slip in North Carolina. They plan to take about three weeks enjoying the trip with no real timeline set. Michael is a great Italian chef and we’ve had the privilege of being invited on board “Manitou” to experience some of his meals. Now that he is leaving there will not be the wonderful smell of garlic and spaghetti sauce cooking on the docks. The weekend before they left I invited Michael to our house for dinner with the understanding I would buy the ingredients if he would make dinner in my kitchen and share his recipe for gravy and meatballs. Being of Italian decent Spaghetti sauce is called gravy and measurements are not always exact, you know about this much or some until you think its right. Michael and Elaine are vegetarians, so the meatballs are made with “fake” meat. That doesn’t matter this is one of the best Italian meals I have ever eaten. Michael’s Gravy Olive oil 1/2 large yellow onion, coarsely chopped 1 whole garlic head, some crushed in a garlic press , some minced
Michael’s Meatballs (yeild about eight large meatballs) 1-12 oz. package of Morning Star Starter Crumbles half large onion, chopped splash of olive oil 1 teaspn salt 3 eggs small can tomato paste some bread crumbs Olive & vegetable oil for cooking
In a large bowl, combine all the ingredients with your hands forming into balls any size you prefer. To keep the mixture from sticking to your hands run your hands under water while forming. Over medium heat in a 12” fry pan, brown the meatballs just on the outside in about 1/2 inch of heated olive and vegetable oil combined, turning once. You don’t want to cook through at this point. Remove and drain on a paper towel. Place meatballs on a baking sheet and bake in a preheated 350 degree oven for about half hour. When ready to serve add meatballs to the gravy and serve over your favorite paste and top with more Romano cheese.
The Mystery of the “Rainbow” Ballast By Gretchen Coyle “Rainbow,” a J Boat, winner of the 15th America’s Cup in 1934, was scrapped in 1940. Lead blocks, used for ballast, were engraved “Rainbow.” Assumedly the Herreshoff Blacksmith Shop made the ingots, assembling them at the adjoining Herreshoff Manufacturing Company. During the Depression, in 1935, John Trumpy built a 30’ sailboat, “Rip Tide”, in Camden, NJ. During its restoration in 2009, two lead blocks marked “Rainbow” were found in the bow. How did ingots from “Rainbow” get into “Rip Tide,” which was built five years before the demise of “Rainbow”? The mystery may never be solved.

Brendan Sail Training Program for Youth with Learning Differences Presents Acheivement Awards Winners from Anne Arundel, Prince Georges and St. Mary’s Counties July Camp in St. Mary’s Has Openings As the Brendan Sail Training Program for Youth with Learning Differences begins its 28th season, founder James Muldoon and others associated with the program recently celebrated the accomplishments of the students and volunteers who participated in the 2010 program at an awards ceremony held at the Naval Academy in Annapolis, MD. The award winners hailed from Ann Arundel, Prince Georges and St Mary’s Counties. This summer’s camps are just finishing in Annapolis but have openings for the St. Mary’s County camp in July. The Brendan program is designed for “kids who learn differently,” according to its founder. “Often these kids learn best by ‘doing’ rather than hearing, or watching, or reading about something,” Muldoon noted. Many years ago, Muldoon observed that sailing came naturally to many youngsters with learning differences and envisioned a program where they would not only enjoy sailing, but learn how to handle themselves in emergencies, how to stay safe, how to help others, and how to work with a team. Since the program was conceived, more than 600 young people, ages 11 to 18, have been introduced to the joys of sailing, and, in the process, improved relationships with their peers and built self-esteem, confidence and maturity. The following are the sailing stars of the 2010 program: Gordon McIntire of Bowie received the “NoGutsNoGlory” award for outstanding achievement for ages 11-14 at the Annapolis school. This award is named after the sailboat “Nogutsnoglory,” owned by Jean and Howard Kluttz. Sheree & Kelly Bjornerud, longtime volunteers with the program, presented the award,

Stephen Hunt of Greenbelt received the Jerry and Kathryn Wood Award for outstanding achievement at the 11-14 age level at the St. Mary’s College of Maryland camp. This award is named after former owners of the Annapolis Sailing School, which has housed the Brendan Program free of charge since its inception. Volunteers Lisa and Michael Kelley presented the award, and said of Hunt: “Although he didn’t know much about sailing when he arrived, this award winner committed himself to meet each day with a positive outlook and an eagerness to get on the water. He made himself at home in the group and his enthusiasm was infectious.”
Three volunteerism awards also were given this year.
Joseph Gummel of Pasadena received the Arthur Birney Award for outstanding achievement at the advanced level (ages 15-18) at the St. Mary’s College of Maryland camp. This award is named after Arthur Birney, the owner of Port Annapolis where the program’s orientation and swim test is held. The Kelleys also presented this award, calling Gummel “a dynamic individual who knew how to channel his limitless energy and enthusiasm to boost the group’s morale. He used the

Valerie Hill was one of the original Brendan volunteers and an advocate of children and sailing. “They share not only their fabulous property,” said Muldoon of the Bjorneruds, “but also their time and energy, to ensure that each Brendan student has an opportunity to really celebrate that first long sail.” Lisa and Michael Kelley of St. Mary’s City were given The Molly Mahoney award, which honors the volunteer(s) who contributed most to the success of the St. Mary’s session. Molly Mahoney helped the Brendan Sail Training Program expand to St. Mary’s County. Mahoney presented the award, and said of the Kelleys, whose son participates in the Brendan program: “In the summer of 2010, they went above and beyond by hosting, at no cost to the program, an outdoor barbeque at the Brome Howard Inn. It was wonderful for the kids to be treated to a first class outing

Boaters Stand to Lose Critical GPS Navigational Aid Voice Your Opinion: Comment Period Closes July 30 As a result of a proposal by a private company to use radio frequency bandwidth right next to the existing GPS radio bandwidth, the future reliability of the GPS system across the United States is now in question. The nation’s largest recreational boaters group, BoatUS, says boaters could have a hard time avoiding treacherous shoals or simply finding their way home if GPS signals are interfered with, and is urging boaters to speak out during a 30-day comment period. “This is a remarkably short comment period for an issue that has such dire consequences for America’s boaters and every other GPS user in the country,” said BoatUS Vice President of Government Affairs Margaret Podlich. At issue is an unusual conditional waiver granted in January by the Federal Communications Commission (FCC) to a broadband wireless communications provider, LightSquared, to permit the dramatic expansion of landbased use of mobile satellite spectrum. This spectrum, or frequency bandwidth, is directly adjacent to the frequencies used for Global Positioning System (GPS) communications.

At that time the US Coast Guard urged mariners to shift to GPSbased navigation systems. Boaters rely on GPS-enabled chart-plotters to steer clear of navigation hazards, keep them in the safety of deep-water channels, or even get them home when storms shut down visibility. “They are a critical piece of safety gear,” said Podlich. “What will boaters do if they are unreliable, and how will the US Coast Guard’s new emergency search and rescue system that stands watch over 36,985 miles of coastline, Rescue 21, remain effective, since it relies on GPS?” Boaters and other GPS users are urged to speak up now by going to www.BoatUS.com/ gov to send their comments to the FCC and their members of Congress. BoatUS is a member of the Coalition to Save Our GPS, which works to resolve this serious threat to the GPS system.

These inspections are conducted every three years for recertification to keep this honor, it’s not a once and done program.
