基地概述 /Project Site 花蓮港，位於臺灣花蓮縣花蓮市，為台灣的國際商港之一。東臨太平洋，西倚中央山脈，是一個由東、西防波堤合攏而成的人工港。昭和 14 年（1939 年）興建完成，民國 52 年 9 月 1 日（1963 年）開放為國際商港，成立花蓮港務局。 Hualien, Hualien City, Hualien County in Taiwan, one of Taiwan's international port. 計畫起源 /Origins 「花蓮複合港轉運中心」計畫在解決與外界接軌的交通層面扮演相當重要的一環，對於花蓮的發展與其找尋本質的道路上，有著很重要的轉換點，在人為建設與自然環境取得平衡，並為花蓮建立一個與大自然對話的平台。

根據觀光局東部海岸國家風景區行政資訊網，東部的遊客人口由 97 年到 102 年從 33 萬增加到 175 萬，足足增加 140 萬的人潮，可以想見此觀光遊客人潮的暴增，對花蓮不僅是人潮過多造成的交通問題，也是對環境的衝擊。
