Gather / Research / Analyze – With a clear understanding of the objectives, we gather and analyze all relevant data about the property. This includes demographic and logistical information, GIS or available survey information, regulatory requirements, permitting criteria and schedules, preliminary site plan yield studies with tenant / client design criteria, utility availability, title information, declarations and covenants, and other critical factors. This thorough research and analysis determines the feasibility of the project for the site.
Report and Recommend – After completing the research and analysis, we provide a comprehensive report summarizing the findings. This includes professional insights on unique property aspects and actionable recommendations for client review.

CASE STUDY 1
Maximizing Value in a Wetland Property Development
A 6-acre parcel in Florida was being considered for purchase by a developer. Marketed as a single-tenant site, the purchase price of the real estate was below market value due to the constraints of wetlands and the flood zone on the property. Through a thorough site analysis and due diligence process, opportunities were identified to mitigate a portion of the wetlands and the flood zone encroachment using additional credits that the seller was unaware of. This approach allowed the developer to transform the site into a multitenant parcel, increasing the return on investment by over $800,000.
The Critical Role of Pre-Development Analysis in LargeScale Projects
A developer was working on a large assemblage of 12 properties in Virginia. A master plan was being developed for a significant horizontal mixed-use development including office, open air anchored retail, multi-family, and entertainment. The combined 90+acre parcel presented significant challenges, including steep topography, excessive sitework costs, dependence on state and local infrastructure funding, and a political contentious zoning and entitlement process.
CASE STUDY 3
Transforming an Under-Utilized Property into a Thriving MixedUse Development
A developer and corporate tenant acquired a largely under-utilized property on the outskirts of a major metropolitan area. Their vision was to create a high-quality mixed-use development featuring large anchor retail, shops, office, and multi-family uses. The property, zoned for industrial use, required rezoning to allow for the proposed mix of uses.
After nearly a year of site analysis, tenant lease negotiations, master planning, cost estimating, and discussions with local and state officials, it became clear the project was not economically viable.
The overall pre-development process saved the developer and investors millions of dollars by uncovering critical challenges early, allowing them to make an informed decision to pivot.
Local opposition arose, as the surrounding properties opposed the rezoning. Through the zoning process, our team demonstrated the less desirable uses permitted under the existing industrial zoning, highlighting the benefits of the proposed development. This approach,
combined with other negotiated conditions, gained community and elected official support, leading to the rezoning approval. The project not only succeeded but also spurred additional high quality development in the area, delivering significant economic returns.
