Donny O’Dell Elementary School By Jill Joseph Roza

T

he naming of an elementary school building can be compared to what expectant parents face when determining a name for their unborn child. For some, the name was settled many generations before, or was chosen by traditions set by religion or nationality. On the other hand, many of us have languished for months choosing just the right name and spelling with the hopes that in the end our children will appreciate the thought that went into the naming process. Superintendent Mr. Rick DeMasters was faced with this task shortly after the first shovel of dirt was lifted from the ground, signaling the start of construction on Celina ISD’s newest campus. After many months of research into the history of not only the school district, but the City of Celina itself, one name, former CISD Superintendent Mr. Donny O’Dell stood above the rest. When asked about his decision in regards to the selection of the name for the new campus, Mr. DeMasters stated, “Mr. O’Dell’s values, education, personality and history with our school district epitomizes what Celina is all about.” Mr. O’Dell’s parents, Robert and Fannie O’Dell, moved from Prosper to Celina in 1954 where Robert started a job with the Alla Rural School District as a bus driver and custodian. At that time, the school furnished a home for the O’Dells and their three children; sister Margaret and twin boys Donald and Ronald. When school was not in session, his father farmed on what is Alla Hubbard Estate land, which is now home

to Celina High School. His mother became a hairdresser and ran a local beauty shop. His parents were God-fearing people who believed that the only way to survive was through faith in God, hard work and determination. When asked about his parents, Mr. O’Dell stated, “My sister, brother and I were drug babies, because every time the church doors were open, our parents drug us to church.” He accepted Jesus Christ as his personal savior when he was eight years old and the values instilled in him by his parents are still present today in the families of his children and grandchildren. Kindergarten was not yet on the radar in the early 50’s, but Mrs. Choate, the Home Economics teacher at Alla High School taught a short, two-week session for area children, which was Mr. O’Dell’s introduction to education. Mr. O’Dell started school at the Alla Rural School District in the fall of 1956, where Mrs. Cline taught both first and second grade. “She gave out candy every Friday for perfect attendance and my brother and I always managed to have our heads stuck in her windows every Friday at just the right time,” reminisced Mr. O’Dell. By the spring of 1957, Alla consolidated with Celina Independent School District and the O’Dell children continued their education culminating with their graduations from Celina High School. After high school graduation, Mr. O’Dell started his college experience in the summer of 1968 at Texas A&M with hopes of securing a football

scholarship. After three semesters of giving it his all and without the resources to return to A&M, he came home to work part-time to help with expenses and attended Grayson County Junior College. In the fall of 1970, he began attending Southeastern Oklahoma State University, majoring in accounting, which he later decided to change his major to Biology and Physical Education. During his time at the university, he met the love of his life Kay, whom he married between his junior and senior year. In 1973, he graduated from Southeastern with a Bachelor of Science in Education. In 1990, he enrolled at TWU, to further his education in pursuit of a master’s degree and a Mid-management certificate. Upon graduation, he immediately started on his Superintendent Certification. “I felt a calling to be a teacher, but I was unwilling to give into that ambition,” said Mr. O’Dell. Like many college graduates, he had the degree in hand, but was unsure what he really wanted to do with it. Newly married and needing to support his family, he moved back to Celina where he began burying cable for the telephone company until a conversation between his father and legendary Coach G.A. Moore changed the course of his career. Coach Moore wanted to know if he would be interested in teaching and coaching for Celina ISD. He doesn’t remember filling out an application, but he does remember the happiness that just consumed him as he started his teaching career.

He always felt that teaching was a calling or a path that was chosen for you. “I didn’t realize it at the time, but as I reflect back to the fall of 1973, I can now see the many people who influenced my decision that took me from digging ditches to teaching junior high math and coaching.” After four years with Celina ISD, he followed Coach Moore to Pilot Point, but returned to Celina in 1979 as the Celina Elementary Principal and CISD Transportation Director. In 1984, he was given the opportunity to serve as Athletic Director/Head Coach for the S&S Consolidated School District, where he later served as Assistant to the Superintendent. He returned to his alma mater, Celina High School in 1995 as Principal, where he served until being chosen as the CISD Assistant Superintendent in 2000. His job duties included curriculum, technology, transportation, food service, and maintenance. In 2012, he was appointed as the Interim Superintendent, but was unanimously voted in as the Superintendent of Schools in 2013 and remained in that position until his retirement in 2016. Last spring, his wife Kay told him that they needed to stop by the Celina Administration Building because the staff was hosting a baby shower for a former student. As they walked into the CISD Board Room filled with former colleagues, board trustees, and family members, he realized that the pink baby present he was holding was not the reason why they were there. As Mr. DeMasters read the proclamation declaring our newest campus to be named after Mr. O’Dell, it was obvious to those in attendance that no better name could have been selected. In usual fashion, Mr. O’Dell did not speak about himself, but shared the honor with everyone who had mentored him throughout his life, including his parents. Through their example, they shaped the man who came to work each day knowing that his responsibility was to serve the students, employees, community, and the school board to the best of his ability. Celina ISD’s newest campus will open this fall and although it is merely a building, it will stand as a true reflection of a man who has continued to live a life of service, integrity, hard work, undying faith and perseverance. In a world, where at times these values seem forgotten, Donny O’Dell Elementary will be a constant reminder of a man whose legacy will continue to live on throughout our district and community for years to come.

From the Desk of Rick DeMasters Welcome Back! It is my pleasure to welcome our students, parents, faculty, staff, and school board members back for the 2017 – 2018 school year. My hope is that all of you were able to spend quality time with your families and are recharged and ready to take on this new year. It is an exciting time for not only our district, but for the North Texas corridor. As predicted, the growth that we have previously discussed is becoming a reality, especially when you see the multitude of commercial developments that are underway in neighboring districts. Celina ISD will be opening two new campuses this year, and construction projects are in full swing at Celina High School to include the addition of a new academic wing and concessions for the high school athletic field. Last year, community members, teachers, administrators, and city leaders met and established the CISD Strategic Plan, which ties together our mission, motto, and vision with our strategic priorities, objectives, and measures. A review was conducted of the action steps taken within the foundational components of the plan. These action steps are subject to constant review, correction, and enhancement in order to optimize positive growth in the targeted areas of Community, Excellence, Innovation, Leadership, and Stewardship. Throughout the year, I will be updating all of you on our progress as we begin year two of our Strategic Plan.

The month of August also signals that “Meet The Teacher” is just right around the corner for our campuses. Celina Primary School will host Meet the Teacher for our youngest Bobcats on Wednesday, August 16th, from 4:00 - 6:00pm. Meet the Teacher for the Celina 6th Grade Center will be held on Thursday, August 17th, from 4:00 - 6:30pm, followed by Celina Junior High from 5:00 - 7:00pm. Celina Elementary and Donny O’Dell Elementary Meet the Teacher will also be held on August 17th, between the hours of 5:30 - 7:00pm. Our theme for the new school year is “ONE.” With the amount of growth that is now becoming evident throughout our area, our theme for the 2017 – 2018 school year may be just a word, but it epitomizes not only our school district, but our community as well.

MAKING THE CONNECTION Gigabit City project could help cement Celina as a high-tech hub By Lisa Ferguson

These days, advances in technology are made at lightning-fast speeds. Soon, devices delivering that technology will also move quickly - at least in Celina. In coming months, the literal groundwork will be laid for the Gigabit City project that is designed to provide every existing and future home, business, school and municipal agency here with access to affordable, high-speed internet service.

facilities, as well as office and retail space.

Later this year, crews contracted with Allen-based iWire365 likely will begin trenching and laying conduit underground for more the than 700 miles of glass fiber-optic cables that will supply a minimum of 1 gigabitspeed connectivity throughout the city. That is good news for seemingly everyone in Celina according to Corbett Howard, Executive Director of Celina’s Economic Development Corporation which two years ago spearheaded the Gigabit City project. Once completed, the project will establish Celina as the only community in Texas to possess 100 percent gigabit connectivity.

“We have a lot of open space where it’s a lot easier to trench and put what we need into the ground today,” explained Celina Mayor Sean Terry. “Frisco would love to do this, but they’re too built out. You can’t go back and retrofit 180,000 (homes). … It’s not cost effective for them to go in and put in fiber throughout the whole city.”

Such connectivity likely will make it easier for telecommuting workers to live and work in the city. It may help also open doors for medical and educational advances, bolster public safety practices and transform the local economy. “The ultimate rewards in that are incredible,” Howard said. “It just has a lot of benefits.” The timing of the project’s commencement couldn’t be better since Celina is experiencing unprecedented growth. By the end of this year, some 21,000 developable residential lots will have been added since 2016. Another 17,000 lots are expected by 2019. Couple that with plans for a sprawling Collin College campus and high-tech commercial and manufacturing

So far, only about 8 percent of the city’s 78 square-mile footprint has been developed. However, Celina’s population is projected to top more than 300,000 residents by 2052, when it likely will be the second largest city in Collin County.

Last year, Celina EDC conducted a survey of local residents and asked about the quality of their existing internet service. It received more than 500 responses. “It was pretty obvious to us that not many people were happy,” Howard said. “We have neighborhoods today where the speed is so slow, you cannot (connect to the internet).” Residents “are paying, but they can’t get any service. Today, you’ve got to have high-speed internet to operate, whether you’re working from home or you’re enjoying Netflix.” The situation has proven particularly problematic for those who telecommute, explained Scott Cromwell, Gigabit Project Director for Celina EDC. Currently, about 3,500 people who reside in the CelinaProsper area work in the burgeoning commercial and technology hub near the Dallas North Tollway and Highway 121. Given today’s local bandwidth levels, “They can’t work from home,” he said. “They put a PowerPoint (presentation) together … and they can’t send it back to the office” because the file is too large for the low speeds. It also makes the EDC’s job of


enticing high-tech companies to set up shop here more difficult. “They won’t come unless you have the gigabit speeds.” Scott Stawski, Celina EDC secretary, agreed. “We don’t just want to be a community that has a tax base of fast food restaurants. … We need to attract the high-tech businesses, high-tech education, high-tech health (firms) … to provide that type of clean work environment,” he said. To lure such companies and professionals, “We need to offer gigabit connectivity not just to the business community, but to residents.” The day when a home’s heating and air-conditioning system will be able to interface with the refrigerator, security system or even the family car is not too far away, Stawski reminded. “All of those things require gigabit-level connectivity. … It’s not just about what our citizens need today. It’s what we know they’ll need tomorrow and what they’re going to be demanding.”

stoplights, as well as in Celina’s historic downtown square. The Gigabit City project is being funded through a public-private partnership at a price tag of around $30 million. Under the terms of an ordinance passed earlier this year by the Celina City Council, residential developers must now install conduit and fiber optic cables to each new home and subdivision that is built in the city. Possibly later this year, existing residential neighborhoods, businesses and other entities may begin being retrofitted with the technology courtesy of Celina EDC, at a cost of around $16 million. No taxes will be raised to fund or operate the Gigabit City project. In fact, Stawski said, the project may help “ultimately lower the property tax burden for our citizens by bringing in this type of clean technology.”

“We would like to have all the latest greatest technology,” Mayor Terry said. “The goal for us is to help our citizens live an easier life.” Celina EDC is also in discussions with Collin College President Dr. Neil Matkin about possibly offering four-year degrees in cybersecurity and related subjects at the forthcoming Celina campus, which will be located on County Road 88. “We want to make it so that someone can go to school here and work at a data center that’s going to be less than a mile away,” Cromwell said. Celina ISD students may also benefit from having access to gigabit-level connectivity, which is required to participate in and complete some dual-credit courses offered by many of the nation’s most esteemed universities. “If a senior in high school here wanted to take a class at Stanford (University), that is going to be very available and it is going to happen in real time.” High-speed connectivity will also be a boon for local emergency responders. For example, area 911 centers will be able to report conditions as they unfold before police officers, firefighters and paramedics arrive on scene at motor-vehicle accidents and such, courtesy of live-streaming cameras stationed throughout the city. “Today, you can’t do that,” Cromwell said, adding that it may one day be possible for police body cameras to upload data as officers patrol the area courtesy of Wi-Fi hotspots that could be at

Cromwell said the EDC is in discussions with more than a dozen internet service providers (ISPs), several of which attended a “summit” it hosted in June at Light Farms to explain the city’s gigabit vision. It hopes to sign agreements with up to four companies to offer competitively priced internet without data limits, as well as related services to local residents and businesses once the network is up and running. “We want that price to be as low as it can be for our citizens and our businesses here in Celina,” he said. Ideally, residents won’t pay more than $100 per month for their service. “This is just like any other utility. It’s just like (electrical) power, gas, water, sewer. Today, that also includes internet.” Steve Burks, Senior Vice President of Weatherford-based Nextlink, was at the summit, and said he has never before seen a city require real-estate developers to install internet infrastructure in subdivisions. Although Burks was undecided at the time about Nextlink’s potential participation in the program, he said it would ultimately “come down to the economics of the whole deal. … We have to go through to figure out how to be profitable and how to be competitive at the same time.” The Gigabit City project has so far received “a lot of support because of the economic benefits that it will have for North Texas,” Stawski said. “And it gives (Celina) some bragging rights nationally as well.” CM August 2017 | CelinaMagazine.com

Veronica Mueller, DDS Dr. Veronica Mueller believes in creating a home-town feel in her practice at Gentle Creek Dental. Dr Bietsch attended the University of Pennsylvania after graduation from dental school to specialize in orthodontics. In 2001, he received his specialty Certificate in Orthodontics. While in his residency, Dr. Bietsch was chief resident and researched growth factors that contribute to the malformation of cranial suture development. Dr. Bietsch not only creates beautiful smiles but supports and sponsors every local school. Dr. Tom Chandler completed his undergraduate studies at Indiana University, where he received his Bachelor of Science Degree in Biology in 1996. He earned a scholarship from the Army to attend the Case School of Dental Medicine in Cleveland Ohio. While at Case, he served as class president for three years, and student council president his last. He received his Doctor of Dental Surgery Degree in 2001. Dr. Chandler was commissioned as a Captain, and served as Dentist for the 75th Ranger Regiment at Ft. Benning, Georgia, where he completed his active duty commitment. He received an Army Commendation Medal for clinical excellence and service, along with the Army Physical Fitness award all three years. Following his service Dr. Chandler completed an Advanced Education in General Dentistry Residency Program at Baylor College of Dentistry in Dallas, 2004. He went on to receive his Fellowship Award from the Academy of General Dentistry in 2005. Dr. Chandler has active memberships in the American Dental Association, Academy of General Dentistry, North Texas Dental Association, and Dallas County Dental Society. Dr. Chandler married his wife Jennifer in 2006, and they have two beautiful boys Vince and Max. He loves spending time with his family! He also enjoys music, sports, and the outdoors. Dr. Chandler and his family moved to Prosper in 2014, and he loves everything about the area. He enjoys practicing and being involved in the community where he lives. His patients are his friends, and he likes seeing them in the office and around town. Dr. Chandler believes what makes his practice different from others is that he has a wonderful team of individuals who truly care about their patients, and making the office a warm comfortable environment to have your dental work done.
