ell, we turned another corner. A corner that brought sweater weather, fall festivities and togetherness, just as it should be. We celebrated October with the usual ghosts, goblins, pumpkins and fireworks while waiting for Old Man Winter to finally show up. He made his appearance right before Thanksgiving and brought all things cozy, glittery and pumpkin spice with him. It’s finally sweater weather and with that comes first a season of thankfulness, followed quickly by the season of giving and joy. We’ve had a lot to be thankful for and are grateful to celebrate this glorious season! Our hearts are joyous because of the opportunities we have and that our children are growing up in a community where people belong to each other. We have joy because we get first row seats of watching our children grow up around friends and other like-minded families that have a central focus on the better good of our children. And we have joy for the community we serve who celebrates our children. We live in an area that is thriving and growing. And with that growth comes a need to take notice of the people around us. Although many people in our community won’t have the stresses that come with providing Christmas for their families, there are some that do and it’s important that we work together to make sure needs are met. There are so many ways that we, as the Celina community, can make this season one to remember. Take a look around to see where you can plug in and do your part to make a difference in lives that are less fortunate… we hope that like us, you will find joy in doing that. There are so many organizations and so many ways to help and contribute and that in and of itself is joyous. Who doesn’t feel good when they can do their part to make life better for someone? Whether it’s a hug, a phone call, a monetary donation or even baking someone your delicious holiday goodies to remind them that they are special this season…there are many ways to let others know that you care. SO many times, we think it takes a grand gesture to pass along the spirit of the holiday season. When in reality, it just takes a little kindness and generosity to make a huge difference in the life of someone who might not otherwise know the joy that is Christmas. It was with Joy that His son was born in a manger that cold winter night…there were no grand gestures other than his presence, a baby that was the biggest gift of all wrapped up in a little bit of joy for everyone in the world to receive. From The Desk of Rick DeMasters Celina Independent School District
A Letter to our Celina ISD Families,
At the close of the 2017-2018 school year, the Celina Board of Trustees requested an investigation into all security measures that were presently available to school districts. Superintendent of Schools Mr. Rick DeMasters and CISD Chief of Police Bobby Manson attended several workshops highlighting programs that were recommended to our district. Research was also conducted in the form of surveys. The district surveyed not only employees, but the community at large, to collect their thoughts and/or concerns in regard to specific programs. The programs reviewed would allow specific highly trained staff members to have the ability to respond to an active shooter. Results from both surveys were overwhelmingly positive and provided the district with valuable information in regard to heightening our security measures. Coincidentally, Governor Abbott issued a press release in June highlighting various programs, grants, and opportunities for school districts throughout the State of Texas, which included a recommendation to implement and/or increase the number of school marshals on district campuses. State law (TEC 37.0811) allows a school district to appoint one or more specially trained and licensed employees as school marshals. Candidates are required to have the appropriate licensing and certification through the Texas Commission on Law Enforcement (TCOLE). A presentation was made to the Celina ISD School Board members during their September meeting, which reviewed information collected from district and community surveys. It also outlined the requirements for candidates interested in serving the district as a school marshal. After the close of the presentation, the school board elected to approve the implementation of a School Marshals Program to increase security measures on all of our campuses. Individuals selected for this program must hold a valid License to Carry issued through the Texas Department of Public Safety and undergo an extensive interview and psychological examination prior to the 80 hours of training required for certification. For our staff, students, families, and community members, the implementation of this program will not be obvious. In fact, the School Marshal Program maintains that the identity of the selected individuals be kept confidential unless an emergency on campus calls for them to respond. During the next few weeks, new signage is being installed on district buildings that will serve as an alert to campus visitors that selective trained staff members are prepared to provide an added layer of protection for their campuses. Statistically, students are very safe at school, but we know that violence can happen anywhere. Celina ISD takes safety and security of our students and faculty very seriously. By providing enhanced security measures, the district will continually work to eliminate any possible future threats to the safety and security of our students and staff members, who will always be our top priority!

“I am very excited to take on this critical role,” Howard said. “My job is to be involved in every level of government and to interact with the leaders of cities statewide so that we can keep abreast of legislative proposals and actions that may directly impact Celina. We can’t afford, as a fast-growing city, to stand back and allow things to simply happen around us.” A former three-term mayor of Celina, Howard is already a familiar face among state lawmakers having led the city’s delegation to Austin during a dozen consecutive legislative sessions. He spent the past decade serving as director of the Celina
Economic Development Corporation, building and maintaining key relationships that ultimately brought several large-scale commercial and residential development projects to the city. As Director of Government Affairs, Howard will continue to assist the city in attracting businesses to Celina. He will also work directly with elected and appointed officials to promote the city’s strategic plans while representing its position on proposed legislation. During his mayoral terms, from 2002 through 2008, Howard led the creation and development of Celina’s first Comprehensive Land Use Plan and was responsible for Capital Improvement Plan projects that secured water for future city use. He oversaw the voluntary annexation of more than 10,000 acres, which protected the city from Municipal Utility Districts. While leading Celina to home-rule status, he worked to lower its ad valorem tax rate 20 percent over a five-year period and facilitated a pair of successful localoption elections in 2005 and 2010. Recently, Howard served on the executive committee of Collin County’s 2018 Transportation Bond Program. In November, voters passed the $750 million package that focused on improving the area’s roadways to meet growing transportation demands. “That will ultimately have a great impact on Celina and all of North Texas,” said Howard, who is also a regional committee review member for the North Central Texas Council of Governments. “As Director of Government Affairs, a large part of my job is to be out front protecting our interests so that we aren’t caught by surprise by local, state and federal government decisions that could potentially have a negative impact on our city.”

Growing CELINA
Fall and Early Winter Weather are Perfect for Planting! Crisp, cool mornings. Perfect “sleeping weather” at night. Plant catalogs and landscaping “How-To” books piling up on the coffee table. It must be Fall! Fall and early winter are my favorite times of the year for so many reasons, not just the wonderful weather. This is that special time of year when we prepare and plant now, anticipating a wonderful spring and summer a few months in the future. Let’s take a look at four areas pertinent to the season: pruning, weed control, budgeting and tree selection. Pruning The end of summer and the beginning of fall is a good time for some gentle pruning. But note the emphasis on the word “gentle”. Careful shaping of trees and shrubs can be tackled right now, but this isn’t the time to do an “Edward Scissorhands” with those pruning shears! It is better to do major pruning just before spring while the plants are still dormant. Weed Control A friend of mine told me that he doesn’t believe in getting rid of weeds. “If I killed off all weeds and broadleaf,” he said, “I wouldn’t have anything green at all to look at!” If you said “Amen” then maybe you can skip this section, but for the rest of us, this is a good time to apply a systemic weed killer such as Roundup, the chemical name for which is glyphosate. Actively-growing weeds absorb the glyphosate through their leaves and suck it down to the roots. It can take a couple of weeks to totally kill the weeds, as the absorption process is relatively slow. Avoid the temptation to cut back weeds before the process is complete or you’ll prevent the glyphosate from reaching the roots.

Products like Roundup work best when the ambient temperature is still fairly warm, so don’t wait too long to attack your weeds. Check the weather forecast, too, and avoid applying just before a rain shower which would wash it off. If you prefer not to use chemicals, you can use a small gardening fork or trowel and carefully remove all the offending weeds by hand. You can also use a more organic approach by using vinegar. This will take longer and probably a few applications could be needed to achieve similar results. Budget It’s a good idea to devote some thought to how much you can comfortably invest in your landscape this season. And yes, it is an investment that will pay off next spring and probably for years ahead. Do some comparison shopping to find a good balance between price and quality. Your computer is the perfect tool as it allows you to go “window shopping” without leaving home! I suggest you get a pad and start writing down plants and prices as you come across them during your search. Be sure to make a note of the web address, too, so that you can easily return to that resource when you get around to ordering. As you build your wish list, put asterisks by the “must haves” and gradually delete those plants that don’t quite make the cut. If all your “must haves” fit within your budget, you know you can order without stretching the dollars too thinly! Trees As you make your fall selections, don’t forget about trees! Truly, trees are an investment in so many ways. They can shade your home from summer sun and protect it from icy winter winds. They reduce soil erosion and help to lower your utility bills. When it comes time to move, carefully chosen trees create “curb appeal” and increase the value of your property.
Summer blooming trees like crape myrtles and vitex respond well to a deadhead-type pruning. Removing spent flowers and seed heads often generates new growth and another round of blossoms. If you’d like some of my personal recommendations for trees you might want to select, send me an e-mail with a few basic details about your location, etc, and I’ll get back to you with some ideas. Other Fall Tips Despite the temperatures, now is an ideal time to plant many flowers. It is the absolute perfect time for planting cool season plants like pansies, violas, kale, cabbage and snapdragons for winter. These annuals will last you until next spring! The fall is when perennials such as irises, daylilies, amaryllises, shasta daisies and purple coneflowers should be dug and divided. The general rule of thumb is to divide plants in the season opposite their bloom. Dividing serves at least two purposes: it will provide you with more plants to enjoy and it will increase the plants’ blooming ability. Most of all, enjoy this beautiful season! Best time of year to prune Crape Myrtles (and most all deciduous trees) is when they are dormant, and the sap has gone done into the root system. earing up for a big crowd at your holiday festivities can provide moments of excitement, stress, fun and plenty of other emotions as the big dinner draws near. This year, avoid any nagging feelings of doubt with this step-bystep guide to prepare for large gatherings. Plan in advance. Even if you’re typically the last-minute type, the hectic holiday season is no time to wait until a few days ahead of the celebration to throw meals and more together. Instead, be sure to put together a guest list and send invites at least a few weeks out. Take inventory of supplies like silverware, plates, serving dishes and any accessories you’d like to feature at the table. Make an outline of the food each guest is bringing, or, if you’ll supply all the food, ensure there will be plenty for everyone – don’t forget to take into account special diets or allergies. Make a list. Planning only takes you so far if you don’t write everything down. Once the menu is determined, list out what you’ll need to make the magic happen. Don’t forget to jot down easily overlooked items that can be picked up the day of, such as ice. Remember to thaw. One surefire way to make the big day a big disaster is to forget to thaw your main course. If you’re

planning to roast a turkey – perhaps the most common centerpiece – remember it takes around a day to thaw for every two pounds of meat. So, for example, it could take close to a week for a 14-pound turkey to fully thaw prior to cooking. Prep the day before. There are many tasks (big and small) that can be taken care of the day before guests arrive, making the holiday less stressful for hosts. From whipping up simple appetizers like dips to giving the house a thorough cleaning, there’s plenty of pressure that can be taken off your shoulders 24 hours in advance. If you really want to make the big day a breeze, consider cooking your main dish, slicing the meat and placing it in reheating pans one day prior. Create a schedule. No matter how far in advance you plan or how much prep you complete prior to the festivities, there will always be day-of work to be done. With guests coming in and out, it can be helpful to lay out what’s known as a “fire list,” which details times chronologically for when things need done, such as starting the oven to warm the turkey or simply remembering to lay out dessert following the meal. 1 Omaha Steaks Whole Basted Turkey (10 pounds) Thaw turkey completely in refrigerator 3-4 days or, keeping turkey in vacuum-sealed packaging, place in sink full of cold water 5-7 hours, changing water approximately every 30 minutes. Heat oven to 350 F. Remove turkey from vacuum-sealed bag.
Roasted Grape Gastrique Roasted Grapes: 4 cups assorted grapes (picked, washed and dried) 1 tablespoon olive oil 3/4 teaspoon salt 1/4 teaspoon pepper 1 cinnamon stick nonstick cooking spray
Gastrique: 2 tablespoons water 1/2 cup sugar 1/2 cup apple cider vinegar 1 tablespoon cornstarch mixed with 4 tablespoons water To make Roasted Grapes: Heat oven to 350 F.
Place turkey in bag provided; secure bag with twist tie. Place bag in deep roasting pan. Using fork, puncture 6-8 holes in top of bag. For extra browning or crispness, slit top of bag for final 20-30 minutes of roasting. Roast turkey 2 hours, 45 minutes-3 hours. Turkey is done when internal temperature measured with kitchen thermometer reaches 165 F.
In bowl, combine grapes, olive oil, salt, pepper and cinnamon stick. Lightly spray baking sheet with nonstick cooking spray. Pour grape mixture onto baking sheet. Bake 15 minutes. Remove from oven and pour into bowl. To make Gastrique: In small saucepan, combine water and sugar. Bring to boil over medium-high heat, 5-7 minutes, until sugar starts to brown. Remove from heat and slowly add vinegar. Return to heat and stir until combined. Add cornstarch and water mixture; bring to boil. Remove from heat. Pour Gastrique mixture over Roasted Grapes.
Quick Roast Method
Heat oven to 400 F. Lightly oil and season roast. Place on an elevated rack in a roasting pan. Roast uncovered, using times below. Allow 20-40 minutes resting time before slicing. Verify degrees of doneness by using a kitchen thermometer. Below times are approximate. Weight
