BUILDING CELINA By Mayor Sean Terry

Warmest greetings! It’s no secret that growing communities like Celina find themselves adding new residents virtually every day. Individuals and families looking to plant their roots in a place they can call home, and feel like they’re a part of something special, look for places like Celina. They want to raise their families in a safe place, send their kids to good schools, become active in fun community events, and enjoy natural surroundings. Celina offers all of these things and much more, while still providing easy access to big city amenities close by. I may be a little biased, but I think Celina is a jewel of a city, offering so much to residents and visitors, while still maintaining the character and charm that has made it what it is. While I try my best to meet as many new residents as possible, I know that I can’t personally welcome each and every individual who chooses to make Celina their home. I hope, however, that both new and established residents feel welcome. A drive through the city will undoubtedly convince you that we are a growing community, and unfortunately, because of that, we must tolerate and endure road construction, detours, delays, and what may seem like endless road disruptions. Our street and road construction program may seem a bit excessive to some, but in reality, it is designed to bring us to a point where the roads and streets are adequate for the demand. More residents mean more traffic, and more traffic means that our streets, many of which are many decades old, must be modernized, widened, and updated. We try to keep residents aware of the street construction program through the city website at www.celina-tx.gov and our various social media sites. 8 | September 2019 WeAreCELINA.com

I encourage you make the city’s website one of your favorites and visit often. If you have not visited the City of Celina social media sites, I invite you to search for us on Facebook, Twitter, Nextdoor and Instagram and become regular visitors to those sites. In addition to the street construction that affects all of us, there are also many other projects that the city is undertaking that will surely go unnoticed by most residents. These are the critically important infrastructure projects that are the backbone of our future plans. As you know, development cannot happen without the necessary infrastructure like water, wastewater and other utilities. Before any kind of improvements can be made above ground, lots and lots of work has to happen below ground, and that’s what our infrastructure program is all about. Installing infrastructure is time-consuming and costly, but it’s an investment in our future that we must make. Single family housing developments as well as both large and small commercial projects cannot happen without the proper infrastructure, so while we may see water and wastewater lines being laid throughout parts of the city where nothing seems to be happening, that’s part of our municipal investment strategy. Finally, let me invite you to the Friday Night Market at the Downtown Square where we’ve invited local artists to present and sell their work. And please visit www.engagecelina.com and participate in the updating of Celina’s Comprehensive Plan, our Parks Master Plan and other longrange plans. It’s only through your active participation that our planning process can assure your voice is heard.

Bobcat Nation, We have had a great start to the 2019-2020 school year! The past few weeks have been filled with Meet the Teacher, our 1st Bobcat Tailgate, numerous athletic events and campus meetings. We were also excited for our Bobcats to play their first game at Bobcat Field. We are blessed to have such an amazing complex for our students to use and for our fans and visitors to enjoy. With the opening of our new stadium, new safety procedures have been put in place to ensure that our students, faculty, parents, fans and visitors experience an atmosphere that is safe and enjoyable for all in attendance. Our Celina ISD Police Department has been working very closely with the Celina Police Department on the creation of a traffic plan for arrivals and departures to and from Bobcat Field. Links for the new stadium rules/ procedures and traffic pattern maps for arrival and departures from Bobcat Field can be found on our website at www.celinaisd.com or on our social media pages. We would like to take a moment to highlight some of the major changes you will encounter during our Varsity Home games this season. Changes To Stadium Procedures All students in grades K-5 are required to be accompanied by a parent in order to be admitted into the stadium. Parents will be notified to return to the stadium if a child,(K-5) tries to enter the stadium without an adult. Patrons who enter the stadium are not allowed to leave and re-enter 10 | September 2019 WeAreCELINA.com

without paying. This also applies to those individuals that have passes. No loitering will be allowed. All spectators are expected to be seated in the stadium during the duration of any athletic event with the exception of bathroom/concession stand visits. Students will not be allowed to gather in areas around the athletic complex. Alcohol, firearms, and/or tobacco to include vapes, juuls or any other type of e-cigarettes are NOT allowed on school property, which encompasses the entire stadium complex and parking lots.


Outside food, drinks, coolers or beverage containers will NOT be allowed into the stadium. All purses, backpacks, and or diaper bags are subject to be searched and/or wanded. Enhanced Police presence will be visible on both home and visitor sides of the stadium, to include parking areas. Tailgate Information Tailgating is allowed in the grassy areas around the general parking lots located in front of the Celina High School campus. You are not allowed to use a parking spot for tailgating purposes. Tailgating should not create a traffic or safety hazard.

Bringing the Bobcat Family Together By Lindy Southwell

Celina ISD took their seat in the North Texas high school Tournament of Thrones this summer, building a new football stadium and athletic complex with a $24.5 million-dollar price tag and sufficient accommodations to rival most D1 universities. The new facility boasts a 75-yard indoor practice field, a 7,500 square foot weight room, banquet room with capacity for 240, and a 140-seat video room – all for tens of millions of dollars less than the district’s rivals. “We wanted to make it practical,” said Head Coach and Athletic Director, Bill Elliott. “It seats 7,000 and will expand to 10,000 as we continue to grow, and it’s useful to all of our athletic programs.” Only 70 steps from the high school, the new facility buzzes with activity as the soccer, cross-country, and basketball teams hold their practices. The band takes advantage of the indoor field. Teachers even leverage the video room for training and the Radio, TV, and Film class gains hands on experience running the jumbotron on the field. “It’s such a cool thing to have our family all together,” Elliott said. “It’s helpful for me because I can get around and see practices and show my support for all of our teams.” The project was many years in the making – with a master plan and accompanying bonds passed more than a decade ago. The housing market crash in 2008 waylaid these plans, and Celina was more than relieved to see the new elementary school, high-school wing, and athletic facility finally come to fruition. “We had outgrown our stadium,” said Bill Hemby, Assistant Superintendent of Maintenance and Operations. “The average Class A through 6A school operates on 35 acres and we were a 4A school operating on 7 acres all the way down Preston Road. It had become a safety concern, shuttling our kids on a busy road to a facility that wasn’t really made to hold our football crowds.” The project was scheduled to take 12 months with a slated completion date of October 1. The entire district was, of course, more than happy with access to their new facility both ahead of schedule and ahead of budget. “We’re very pleased with what North Star has done to help us hit this finish line ahead of schedule and to see them giving us money back,” Hemby said. “We want to remain one high school for as long as we can, and the extra cash will go toward line items for phase-in projects that will come about as the population grows.” Until then, the community and its students are relishing in the moment. Elliott says the entire town has taken ownership of the stadium and taken the time to show their enthusiasm and support for the programs that use it. Many of them were able to tour the facilities last month, and the varsity football team took their first look at the stadium during a team dinner and tour in August. “When we first saw everything completely finished, it was crazy,” said Senior Middle Linebacker, Logan Engle. “My favorite part is the weight room. It feels like working out at a D1 college.” This sentiment of having a D1-worthy facility is shared amongst the Celina High School’s football team and carried them eagerly into their first game of the season on August 30. While the team lost to Frisco Memorial 16-14, their experience playing on the new field was a memorable one. “There was a lot of excitement and a lot of nerves,” Elliott said. “It didn’t go the way we wanted it to, but that’s life. The kids will pick themselves up and get back to work and back on track. Meanwhile, it was great to have the extra space to work with the team and I received several texts that night from community members saying that the whole experience at the new stadium was just awesome.”

Bold New Vision Statement for Celina 2040 Approved by City Council On August 13, 2019, the Celina City Council took a big step in planning the future of the community by approving the draft Vision Statement for Celina 2040 by the Comprehensive Plan Advisory Committee. Celina 2040 is the City’s update to the comprehensive plan, which is being undertaken to prepare the city for the immense amount of growth headed in the small town’s direction. Through fun and meaningful events and discussions, both online and in person, the Planning Team has heard from residents and stakeholders that strong planning and tight controls on design and quality are essential to create a future Celina that maintains what is special about Celina today. With Dallas North Tollway being extended through Celina, Preston Road running essentially through the middle of the city, and Future Outer Loop providing additional freeway east-west intersecting both, Celina has accessibility and opportunity like no other suburb in Dallas-Fort Worth. In addition to its prime location, Celina also has approximately 77 square miles of land, the majority of which is undeveloped or rural. Celina can develop and respect its land in a way that is unique and that creates a vibrant and fiscally sound future. Abra Nusser, AICP, President & CEO of Ideation Planning, said of the new Vision Statement: “We have been working closely with the community and the City to identify how Celina can grow while keeping its small town feel, its beautiful and scenic areas, and its amazing culture. The community has said, loud and clear, that sustainability and preservation of scenic areas is a top priority, as well as pushing the envelope on walkability, bikability, and innovative transportation. We are hard at work, crafting customized solutions for Celina to stand out in an ever-growing region, and we are confident that Celina 2040 will provide that roadmap for success.”

The Comprehensive Plan is now in the process of being drafted. Long Blooming Perennials Add Impact to Your Garden with Repeat Bloomers By Jimmie Gibson

Many gardeners like perennial flower plants because they return year after year. However, that doesn’t mean that you can plant them once and forget about them. Perennials require regular maintenance to look and perform their best. Staking, pruning, deadheading, dividing and pest control are a few of the gardening chores you can expect to enjoy when growing perennials. To get the most bang from your buck, be sure to include some long blooming and repeat blooming perennial flowers in your garden design. Large blocks of color add impact to a garden and the best way to achieve that is with long blooming perennial flowers. Here are a few of my favorites: Coreopsis (Tickseed) Coreopsis are undemanding plants, but short lived. Either allows them to self-seed or divide the plants every 2-3 years and replant the newer, outer sections. Flower buds form all along the stems, making deadheading a time consuming challenge. Once the initial buds have completed blooming, sheer the plants back by 1/3 to encourage new flower buds. GOOD CHOICES: Coreopsis verticillata ‘Zagreb’, C.v. ‘Golden Showers’, C. grandiflora ‘Early Sunrise’ Dianthus (Pinks) While most Dianthus have a long natural period of bloom, many will rebloom with some deadheading. Several varieties are also evergreen and make nice edging plants. Dianthus does well in any well-drained soil, though it prefers a slight alkalinity. They don’t tend to live very long 18 | September 2019 WeAreCELINA.com

and should be divided or seeded regularly. GOOD CHOICES: Dianthus gratianopolitanus ‘Bath’s Pink’, D. g. ‘Cheddar Pink’, D. deltoids (Maiden Pink) Echinacea purpurea (Coneflower) Having a long bloom period is just one of Echinacea’s many attributes. Coneflowers are extremely drought tolerant; attract birds and butterflies and the intense color ads punch to any garden. The tall stalks are selfsupporting; unless they’ve received so much water they become floppy. They require good drainage and full sun. Deadheading will prolong the bloom period. Although Echinacea is slow to spread, division is the best way to get the cultivar you want. The seed heads can be left on through the winter and will provide a treat for neighborhood birds. GOOD CHOICES: Echinacea purpurea ‘Magnus”, E.p. ‘Fragrant Angel’, E. “Art’s Pride’ Gaillardia (Blanket Flower) Daisies on caffeine. Gaillardia’s yellow petals around a burgundy center are impossible to ignore in a garden. All they ask is full sun and they will keep on blooming all summer. Too much shade and the stems begin to flop. In most cases, deadheading is not necessary for continual bloom, but it can make the plants look tidier. Gaillardia is another short-lived perennial and should be divided or seeded often. GOOD CHOICES: Gaillardia x grandiflora, Gaillardia ‘Goblin’ (dwarf), G. ‘Burgundy’, G. ‘Monarch’ Kniphofia (Red Hot Poker) The spiky, bottle-brush flowers of Kniphofia are beacons for hummingbirds. Although they look like tough customers, Kniphofia actually requires a bit of winter protection in cooler zones. They are also a bit fussy about liking moist conditions in the summer, but well-drained soil for the winter months. Full sun is generally necessary for ample blooms. Kniphofia does not divide or transplant well, although you can usually get away with removing and replanting the young side shoots of the plants. GOOD


CHOICES: Any of the hybrids. Kniphofia ‘’Primrose Beauty’ is especially hardy. Liatris (Gayfeather, Blazing Star) Liatris are easy to grow and texturally unusual. The thin, spiky leaves jut off the stems all the way to where the rosy-purple flower spikes begin. Unlike most spiky flowers, Liatris blooms from the top down. Liatris can handle just about any type of soil, but the richer the soil, the more likely they’ll need staking. They’ll grow in full sun or partial shade. Rudbeckia are at home everywhere and many are native to various parts of North America. They prefer well-drained, somewhat lean soil and full sun. Deadheading will prolong bloom and cut Rudbeckia flowers will last a long time in water. With their flat landing pad petals, they are attractive to butterflies and the seeds will be eaten by the birds during the winter. Relatively long lived, Rudbeckias can be easily multiplied by division. GOOD CHOICES: Rudbeckia fulgida ‘Goldsturm” Scabiosa (Pin Cushion Flower) Scabiosa is a unique looking plant with a low growing rosette of narrow leaves and a profusion of gangly stems topped by pincushion flowers. They are relatively easily grown in average soil and full sun. Deadheading is a must for long bloom and general appearance. Divide plants every 3-4 years. In 2007, Dr. Angela Ganjoor graduated with honors from Texas A&M Dental School in Dallas Texas, previously known as Baylor College of Dentistry. I was young enough to where implant was not an option and even it was, my parents could not afford it.” Encountering such a bad personal experience early on in life enlightened her to pursue Dentistry as a career. “I wanted to provide my patients with proper recommendations regarding their dental care.
